de competencia entre los estados, papel del
Estado (que es específicamente donde entran
las instituciones) e inserción internacional.

gestión pública, sean lo bastante idóneos para
llevarlas a cabo.

buscando aggiornarse a las necesidades del
siglo XXI y con la mira puesta en mejorar de
manera ostensible su eficacia, buscando que la
simplificación de procesos de como resultado
mayor agilidad en el comercio exterior,
pudiendo dar la certeza de que Uruguay
cumple con los más exigentes estándares de
seguridad en materia aduanera.

Sobre la VUCE Uruguay y su inserción
regional ¿Que supone inter operar y qué
proyectos hay?

El objetivo de VUCE es, en el largo plazo,
tener un Comercio Exterior sin papeles. En la
primera instancia del proyecto nos enfocamos
a digitalizar la información de los organismos
del Estado uruguayo. Pero esos documentos
que digitalizamos llega un momento que
tienen que cruzar la frontera y los recibe otro
organismo, de otro país y la mayor parte de
las veces, previo a cruzar la frontera, esos
documentos se imprimen y cruzan la frontera
en papel acompañando la mercadería.

El siguiente paso o la evolución natural
de las VUCES es que la VUCE de Uruguay
‘hable’ electrónicamente con la VUCE de
otro país, evitando de esta manera la
impresión de los documentos o el trasiego
de papeles junto con las mercaderías, que
la información sea electrónica, en línea y de
forma integrada y conectada. Eso es la inter
operabilidad, que es como el siguiente paso
de evolución en lo referente a VUCEs.

Desde VUCE Uruguay estamos preparados
desde hace algún tiempo para comenzar a
inter operar e incluso hay varios proyectos
de esta índole a nivel Mercosur, con Alianza

What does it mean to interoperate and what
projects do you have?

The objective of VUCE is, in the long term, to
have a Foreign Trade without papers. In the
first instance of the project, we focused on
digitizing the information of the Uruguayan
State Agencies. But those documents have to
cross the border- lines and they are received
by another agency, from another country
and most of the time, before crossing the
border, those documents are printed and they
cross the border in paper accompanying the
merchandise.

The next step or the natural evolution of the
VUCES is that the VUCE of Uruguay ‘speaks’
electronically with the VUCE of another
country, avoiding in this way the printing
of the documents or the transfer of papers
together with the merchandise, that the
information becomes only electronic, online
and in an integrated and connected way. That
is interoperability, which is like the next step
of evolution in relation to VUCEs.

From VUCE Uruguay we are prepared to
start operating and there are even several
