Durante los últimos tres años, la CNDA ha apostado
por una estrategia de comunicación orientada a una
mayor exposición pública y una verdadera vocación
al trabajo con transparencia. La apuesta es simple,
presentar los desafíos a todos los Despachantes de
Aduana de Bolivia, explicar la estrategia de solución
e informar sobre los resultados alcanzados o su
evolución. La transparencia en la divulgación de
la información, de forma proactiva, actualizada,
accesible y comprensible han sido elementos que han
permitido mejorar nuestra institucionalidad.

En el camino hacia las mejoras, la CNDA ha entendido
que se debe priorizar la innovación, planteando
desafíos internos que requieren procesos más
eficientes y amigables, que permitan un mejor
servicio a nuestras afiliadas: las Cámaras Regionales
de Despachantes de Aduana y, a través de ellas a los
Despachantes de Aduana del país.

A través de la Vicepresidencia del Área Andina
de ASAPRA que es ocupada desde noviembre de
2016 por el Presidente de la CNDA, en el ámbito
internacional el trabajo ha sido arduo y se ha
avanzado a pasos agigantados, ganando espacios
que permiten ser parte e incidir en las decisiones de
la entidad matriz internacional de los Despachantes
de Aduana, que tiene como política “Mantener
estándares de profesionalismo, transparencia,
eficiencia y ética comercial del Despachante de
Aduana”. Labor que está orientada a velar por el
prestigio profesional de los Agentes Aduanales y los
Despachantes de Aduana de la Américas y que se
ha visto refrendado por los resultados del “Estudio
sobre Agentes de Aduana” presentado por la OMA.

El “Estudio sobre Agentes de Aduana” encargado
por la Organización Mundial de Aduanas en 2016,
presentado oficialmente a través del Comité Técnico
Permanente y la Comisión Política, ha permitido
conocer que, de los 96 países que participaron en
la encuesta, 70 tienen servicio opcional de Agentes
de Aduana, 9 requieren el uso obligatorio del
Despachante de Aduana para todas las operaciones
aduaneras,13 requieren el uso obligatorio del
Agente de Aduana con excepción de algunas
operaciones específicas y 4 países permiten que
otros terceros, además del Agente de Aduana,
puedan realizar el despacho aduanero.

participated in the survey, 70 have optional
service of Customs Agents, 9 require the
mandatory use of the Customs Broker for all
customs operations, 13 require the mandatory use
of the Customs Agent with the exception of some
specific operations and 4 countries allow other
third parties, in addition to the Customs Agent, to
perform the customs clearance.
