3. กระบวนการจดั ท�ำแผนยุทธศาสตร์
เนอื่ งจากเครอ่ื งมอื และเทคนคิ ทใี่ ชเ้ ปน็ กรอบในการวางแผนยทุ ธศาสตร์
นั้นมีอยู่อย่างหลากหลาย2 เพื่อให้เข้าใจกระบวนการจัดท�ำแผนยุทธศาสตร์
ของหนว่ ยงานภาครฐั และพลเรอื น คณะทำ� งานจงึ ขอนำ� เสนอกระบวนการในการจดั ทำ�
แผนยุทธศาสตร์ ตามแนวทางของส�ำนักงานคณะกรรมการพัฒนาระบบราชการ
(กพร.) ดังตอ่ ไปนี้

ก. การวิเคราะห์ปจั จัยทางยทุ ธศาสตร์
การวิเคราะห์ปัจจัยทางยุทธศาสตร์หรือการวิเคราะห์สภาพแวดล้อม
ทางยุทธศาสตร์ (SWOT Analysis)3 เป็นเครื่องมือในการประเมินสถานการณ์
ส�ำหรับองค์การหรือโครงการ ซึ่งช่วยให้ผู้บริหารก�ำหนดจุดแข็งและจุดอ่อนจาก
สภาพแวดล้อมภายใน รวมถึงโอกาสและอุปสรรคจากสภาพแวดล้อมภายนอก
ตลอดจนผลกระทบจากปัจจัยต่างๆ ต่อการท�ำงานขององค์การ ซึ่งข้อมูลเหล่าน้ี
จะเปน็ ประโยชนอ์ ยา่ งมากตอ่ การกำ� หนดวสิ ยั ทศั น์ และการจดั แผนยทุ ธศาสตรข์ อง
องคก์ ารทเ่ี หมาะสมตอ่ ไป การวเิ คราะหป์ จั จยั ทางยทุ ธศาสตร์ แบง่ ออกได้ 2 ดา้ น คอื
1) การวิเคราะห์ปจั จยั หรอื สภาพแวดลอ้ มภายใน ประกอบดว้ ย
ก) การวเิ คราะหจ์ ดุ แขง็ (Strengths) หมายถงึ จดุ แขง็ หรอื จดุ เดน่
ซึ่งเป็นข้อดีหรือข้อได้เปรียบท่ีเกิดจากปัจจัยหรือสภาพแวดล้อมภายในองค์การ
เช่น จุดแข็งด้านการเงิน จุดแข็งด้านการผลิต และจุดแข็งด้านทรัพยากรบุคคล
เป็นต้น ซึง่ องค์การจะใช้จดุ แขง็ เหล่านี้ในการก�ำหนดกลยทุ ธข์ ององค์การตอ่ ไป
ข) การวเิ คราะหจ์ ดุ ออ่ น (Weakness) หมายถงึ จดุ ออ่ นหรอื จดุ ดอ้ ย
ซงึ่ เปน็ ผลมาจากปญั หาหรอื ขอ้ บกพรอ่ งทเ่ี กดิ จากปจั จยั หรอื สภาพแวดลอ้ มภายในตา่ งๆ
ขององคก์ าร ซ่ึงองคก์ ารต้องหาวิธีแก้ปัญหาเหล่าน้ใี ห้ได้
2) การวิเคราะห์ปจั จยั หรอื สภาพแวดล้อมภายนอก ประกอบดว้ ย
ก) การวิเคราะห์โอกาส (Opportunities) หมายถึง โอกาส
ซึ่งเป็นผลจากปัจจัยหรือสภาพแวดล้อมภายนอกขององค์การที่เอ้ือประโยชน์หรือ
ส่งเสริมการด�ำเนินงานขององค์การ โอกาสนี้จึงแตกต่างจากจุดแข็ง ตรงท่ีโอกาส
เปน็ ผลมาจากปจั จยั หรอื สภาพแวดลอ้ มภายนอก แตจ่ ดุ แขง็ นน้ั เปน็ ผลมาจากปจั จยั
หรือสภาพแวดล้อมภายใน ผู้บริหารหรือนักยุทธศาสตร์ที่ดีจะต้องเสาะหาโอกาส
อยู่เสมอ และแสวงประโยชน์จากโอกาสทีม่ ีอยเู่ หลา่ นนั้
ข) การวิเคราะห์ภัยคุกคาม (Threats) หมายถึง อุปสรรค
ซง่ึ เปน็ ขอ้ จำ� กดั ทเ่ี กดิ จากปจั จยั หรอื สภาพแวดลอ้ มภายนอก ซง่ึ องคก์ ารจำ� เปน็ ตอ้ ง
ปรับยทุ ธศาสตร์ใหส้ อดคลอ้ ง และพยายามขจัดอปุ สรรคต่างๆ ทเ่ี กิดขึ้นใหไ้ ด้4

ข. การจดั วางทศิ ทางขององคก์ าร ประกอบดว้ ย
1) การกำ� หนดวสิ ยั ทศั น์ (Vision) เปน็ การกำ� หนดภาพของความสำ� เรจ็
ขององค์การท่ีต้องการจะเห็นหรือปรารถนาให้เกิดข้ึนในอนาคต โดยมีพื้นฐานอยู่
บนความเปน็ จรงิ ในปจั จบุ นั และสะทอ้ นใหเ้ หน็ ถงึ สงิ่ ทอ่ี งคก์ ารใหค้ วามสำ� คญั ในอนาคต
2) การก�ำหนดพันธกิจ (Mission) เป็นการบอกให้รู้ถึงขอบเขต
การด�ำเนินงานขององค์การ และบอกให้รู้ถึงสาเหตุของการด�ำรงอยู่ขององค์การ
รวมถึงใช้เป็นไฟน�ำทางให้กับองค์การเพ่ือการบรรลุวิสัยทัศน์ที่ก�ำหนด ข้อความ
ของพนั ธกจิ ที่ดีจะต้องมีลักษณะของความง่าย ส้ัน กระชับ ชัดเจน และสมบูรณ์
โดยข้อความของพนั ธกจิ จะตอ้ งไมย่ าวเกนิ ไป ควรใชเ้ ปน็ ขอ้ ความเดยี วทอ่ี า่ นแลว้ กนิ ใจ
และมงุ่ เนน้ สง่ิ ที่จำ� เป็นตอ่ การบรรลุผลสำ� เรจ็
ค. การวเิ คราะหป์ ระเดน็ สำ� คญั ทมี่ งุ่ เนน้ และใหค้ วามสำ� คญั ตอ่ การบรรลุ
ผลสำ� เรจ็ เป็นการก�ำหนดประเด็นยุทธศาสตร์ ซ่ึงหมายถึง ส่ิงที่จะต้องพัฒนา
ส่งิ ท่ีตอ้ งคำ� นึงถงึ ประเดน็ หลกั และประเด็นส�ำคญั ทจ่ี �ำเป็นตอ้ งด�ำเนนิ การพัฒนา
ท้งั น้กี ็เพื่อนำ� ไปสวู่ ิสยั ทัศน์ขององคก์ าร
ง. การกำ� หนดเปา้ ประสงคข์ องแตล่ ะประเดน็ ยทุ ธศาสตร์ เป้าประสงค์
(Goal) หมายถึง ข้อความกว้างๆ ที่องค์การต้องการประสบผลส�ำเร็จในแต่ละ
ประเดน็ ยทุ ธศาสตร์ ซงึ่ ตอ้ งสอดคลอ้ งกบั พนั ธกจิ ขององคก์ ารและวธิ กี ารเพอ่ื บรรลุ
ซ่ึงวิสัยทัศน์ขององค์การ ฉะนั้น เป้าประสงค์จะต้องมีความเช่ือมโยงกับวิสัยทัศน์
และประเด็นยุทธศาสตร์ท่ีก�ำหนด เพ่ือให้สามารถเข้าถึงประเด็นยุทธศาสตร์ที่
ต้องการ จะต้องสามารถแตกประเด็นยุทธศาสตร์ออกเป็นเป้าประสงค์ท่ีจะต้อง
บรรลไุ ดด้ ว้ ย นอกจากนแ้ี ลว้ ขอ้ ความของเปา้ ประสงคท์ ด่ี ตี อ้ งเปน็ ไปตามหลกั เกณฑ์
4 อย่าง คือ มีความเหมาะสม (Suitable) ยอมรับได้ (Acceptable) เข้าใจได้
(Understandable) และออ่ นตวั (Flexible)

แต่ละอย่าง การก�ำหนดตัวช้ีวัด (Key Performance Indicators, KPI) จะตอ้ ง
สามารถบอกได้ว่าตัวชี้วัดอะไรสามารถบรรลุเป้าประสงค์อะไร ตัวช้ีวัดเหล่าน้ีอาจ
พจิ ารณาไดท้ งั้ ในเชงิ ปรมิ าณ คณุ ภาพ ตน้ ทนุ และเวลา ในขณะทเ่ี ปา้ หมาย (Targets)
นนั้ เปน็ คา่ ของตวั ชวี้ ดั ทตี่ อ้ งการบรรลใุ นขณะนนั้ โดยอาศยั เทยี บเคยี งกบั ขอ้ มลู พน้ื ฐาน
ทแ่ี สดงใหเ้ หน็ คา่ ของตวั ชวี้ ดั ทเี่ กดิ ขนึ้ ในอดตี เวน้ แตต่ วั ชวี้ ดั บางตวั ทไ่ี มม่ ขี อ้ มลู พนื้ ฐาน
เนื่องจากไม่เคยมีการวดั หรอื เก็บข้อมลู มาก่อน
ฉ. การก�ำหนดกลยุทธ์และสิ่งที่จะกระท�ำเพ่ือให้บรรลุเป้าประสงค์
เป็นการก�ำหนดกลยุทธ์ (Strategies) ซึ่งเป็นส่ิงท่ีองค์การจะท�ำหรือด�ำเนินการ
เพอื่ ใหบ้ รรลเุ ปา้ ประสงคท์ กี่ ำ� หนดไว้ ฉะนน้ั เปา้ ประสงคแ์ ตล่ ะอยา่ งจะตอ้ งมกี ลยทุ ธ์
มาสอดรับด้วยเสมอ แม้ว่ากลยุทธ์แต่ละข้อจะต้องระบุหน่วยงานที่เป็นเจ้าภาพ
แต่กลยุทธ์ก็ยังคงเป็นภาพใหญ่ที่มองถึงส่ิงที่จะท�ำให้บรรลุวัตถุประสงค์เท่าน้ัน
โดยยังไม่ลงลึกในรายละเอียดจนถึงขัน้ ตอนของโครงการแต่อย่างใด

4. สรปุ
หากเปรียบเทียบให้เข้าใจง่ายๆ ยุทธศาสตร์ทหารแห่งชาติและ
ยุทธศาสตรอ์ น่ื ๆ ที่เก่ยี วขอ้ ง ก็คอื ยทุ ธศาสตรข์ องหนว่ ยงานทางทหารในงานดา้ น
ยุทธการหรือการปฏิบัติการทางทหารโดยตรง ในขณะท่ียุทธศาสตร์ทั่วไปตาม
แนวคดิ ของหนว่ ยงานภาครฐั และหนว่ ยงานพลเรอื นทห่ี นว่ ยงานทางทหารนำ� มาใช้
กค็ อื ยทุ ธศาสตรข์ องหนว่ ยงานทางทหารในงานดา้ นธรุ การนนั่ เอง หากกลา่ วเฉพาะ
การจัดท�ำแผนยุทธศาสตร์ทั่วไปตามแนวคิดของหน่วยงานภาครัฐและหน่วยงาน
พลเรอื นแลว้ กระบวนการนยี้ อ่ มมสี ว่ นชว่ ยในการสรา้ งนวตั กรรมการบรหิ ารจดั การ
ของหน่วยงานทางทหารให้ดีย่ิงขึ้น โดยเฉพาะอย่างยิ่ง การยกระดับระบบการจดั
ทำ� งบประมาณแบบมงุ่ เนน้ ผลงาน (Performance-Based Budgeting) ซง่ึ มลี กั ษณะ
ของการพนิ จิ พเิ คราะห์ การวางแผน และการนำ� เสนอทางเลอื กในการบรหิ ารจดั การ

รูปแบบใหม่ท่ีหลุดพ้นจากกรอบของระเบียบปฏิบัติราชการดั้งเดิมที่ล้าสมัย และ
ไม่ก่อให้เกิดประโยชน์สูงสุดต่อประชาชน เน่ืองจากหน่วยทหารอาจต้องเข้าไป
มีส่วนเกี่ยวข้องกับท้ังการก�ำหนดยุทธศาสตร์ทหารและการก�ำหนดยุทธศาสตร์
การบริหารจัดการของหน่วย ฉะน้ัน องค์ความรู้เก่ียวกับกระบวนการก�ำหนด
ยุทธศาสตร์ทั้งในแง่ของยุทธศาสตร์ทหารและยุทธศาสตร์ทั่วไปตามแนวคิด
ของการจัดท�ำแผนยุทธศาสตร์ของหน่วยงานภาครัฐและหน่วยงานพลเรือน
จึงเป็นสิ่งจ�ำเป็นที่นักการทหารและนักยุทธศาสตร์ของกองทัพต้องมีไว้ ท้ังน้ี
ก็เพื่อใช้เป็นเครื่องมือส�ำคัญต่อการก�ำหนดยุทธศาสตร์ท้ังสองท่ีถูกต้องและ
