Rescue teams around the world have relied upon the LifeDetector for over 15 years to rapidly detect and locate victims of collapsed buildings. The LifeDetector essentially converts the entire collapsed structure into a large sensitive microphone to pinpoint signals from the entombed victims. The seismic and acoustic sensors of the system convert vibrations created by the live victim into audible and visual signals.
Improved color-coded cable connectors allows two acoustic search probes to be used simultaneously for stereo comparison. Oregon Spine Splint IITM
This spinal immobilization/extrication device is the only device of its type that meets all of the established criteria for immobilizing a seated patient. When properly used the OSS II provides for safe removal of patients from injury sights without doing further damage to the spine. The unique criss-crossing shoulder strap design provides superior immobilization without restricting breathing and, for clavical fractures, can be re-configured to retract and immobilize the shoulders. The OSS II is designed to provide easy access to the patient’s chest or abdominal area for treatment or diagnostic procedures. It can be used in place of a conventional short backboard and as a hip or leg splint. The OSS II includes a shoulder board not found in similar devices, which can be used to prevent compression of the shoulders when using a flexible stretcher.

Airtrack Inflatable Path
The Airtrack is an inflatable rescue walkway for rescues on water, mud, ice and unstable terrain. Constructed in a catamaran type shape, the Airtrack rescue path has two pontoons running length-ways down the underside of the path. This shape provides exceptional stability on water, especially during casualty recovery, and provides extra ground clearance on ice, mud flats and unstable terrain. The unique footprint also prevents suction on top of mud and soft surfaces. Several inflatable paths can be connected using the rapid extension link-up feature. Airtracks can either be connected length-ways to extend the path, or sideways to create a rescue raft. The Airtrack inflatable rescue path is compact and portable, packing away neatly into a carrying bag. It can be quickly inflated and deployed allowing water rescue personnel to have access to the casualty within minutes.

STORM, FLOOD, AND HURRICANE RESPONSE
Storm Guidance on Personal Protective Equipment and Clothing for Flood Cleanup Workers
The National Institute for Occupational Safety and Health (NIOSH) provides the following guidelines and warnings to flood cleanup workers. The hazards in flood waters are likely variable and can include sewage, household chemicals and cleaning solutions, petroleum products, hazardous industrial chemicals, pesticides, and flammable liquids. Workers must also be aware of dangers from physical hazards such as obstacles covered by flood waters (storm debris, depressions, drainage openings, ground erosion) and from displaced reptiles or other animals.
Workers and volunteers involved with flood cleanup should avoid direct skin contact with flood waters if possible and through the use of appropriate PPE and clothing. In most instances, the selection of PPE will be dependent on site specific conditions, hazards, and tasks; the list below provides guidance on PPE and clothing for flood response workers:
• Electrically insulated, watertight boots with steel shank, toe, and insole. Tennis shoes or sneakers should not be worn because they will transfer contamination and will not prevent punctures, bites, or crush injuries. Hip waders may be appropriate to help prevent contact with flood waters;
• Heavy, waterproof, cut-resistant work gloves. Other types of protective gloves may be required if handling identified material hazards;
• Goggles, safety glasses with side shields or full face shields. Sun/glare- protective lenses may be needed in some work settings;
• Soft hat or other protective head cover. Wear an American National Standards Institute (ANSI) rated hardhat if there is any danger of falling debris or electrical hazards;
• Hearing protection (when working in an environment with any noise that you must shout over to be heard);
• Comfortable, form fitting, light weight clothing including long pants and a long sleeved shirt or coveralls;
• Under some work conditions, NIOSH approved respirators may be necessary (e.g., for exposures to mold-contaminated materials/ environments, or other recognized chemical, physical, or biological hazards).
Additional PPE, respiratory protection, or clothing may be required when specific exposure hazards are identified or expected at the work site. In some instances, the protective ensemble components (garment, boots and gloves) may need to be impervious to contaminated flood or other site-specific chemical, physical, or biological hazards. Waders should be cleaned with soap and water and air dried between uses. In all instances, workers are advised to wash their hands with soap and clean water, especially before eating or drinking. Alcohol-based hand sanitizers can be used if soap and water are not available. Protect any cuts or abrasions with waterproof gloves and dressings. The use of insect repellant, sun block and lip balm may also be required for some work environments. Drink plenty of bottled water and take frequent rest breaks to avoid overexertion.

US&R Companies and Crews are “typed” based on an identified operational capability. Four levels of US&R operational capability have been identified to assist the Incident Commander in requesting appropriate resources for the incident. These levels are based on five general construction categories and an increasing capability of conducting a rescue at specified emergency situations with an identified minimum amount of training and equipment.
The US&R Type-4 Company (3 personnel minimum) Operational Level represents the minimum capability to conduct safe and effective search and rescue operations at incidents involving non-structural entrapment in non- collapsed structures.
The US&R Type-3 Company (3 personnel minimum) Operational Level represents the minimum capability to conduct safe and effective search and rescue operations at structure collapse incidents involving the collapse or failure of Light Frame Construction and low angle or one-person load rope rescue.
The US&R Type-2 Company (6 personnel minimum) Operational Level represents the minimum capability to conduct safe and effective search and rescue operations at structure collapse incidents involving the collapse or failure of heavy wall construction, high angle rope rescue (not including highline systems), and trench and excavation rescue.
The US&R Type-1 Company (6 personnel minimum) Operational Level represents the minimum capability to conduct safe and effective search and rescue operations at structure collapse incidents involving the collapse or failure of heavy floor, pre-cast concrete and steel frame construction, high angle rope rescue (including highline systems), permit required confined space rescue, and mass transportation rescue.
The Regional US&R Task Force is comprised of 29 people specially trained and equipped for large and/or complex US&R operations.
The multi-disciplinary organization provides five functional elements
that include Supervision, Search, Rescue, Medical, and Logistics. The Regional US&R Task Force is totally self-sufficient for the first 24 hours. Transportation and logistical support is provided by the sponsoring agency and may be supported by the requesting agency.
State/National US&R Task Force is comprised of 70 people when configured as a Type I Task Force specially trained and equipped for large or complex US&R operations. The multi-disciplinary organization provides eight functional elements that include Supervision, Search, Rescue, Haz-Mat, WMD, Medical, Logistics and Planning. The State/National US&R Task Force is designed to be used as a “single resource.” However, each element
of the Task Force is modularized into functional components and can be independently requested and utilized. The State/National US&R Task Force may also be configured as a Type III Task Force with 28 members.
ICS MODULAR DEVELOPMENT
US&R incidents may occur that will require rescue operations that exceed
a resource’s identified capability. When the magnitude or type of incident is not commensurate with a capability level, the Incident Commander will have the flexibility to conduct rescue operations in a safe and appropriate manner using existing resources within the scope of their training and equipment until adequate resources can be obtained or the incident is terminated.
The flexibility and modular expansion capabilities of the Incident Command System provides a number of ways US&R resources can be arranged and managed. A series of modular development examples are included to illustrate several possible methods of expanding the incident organization based on existing emergency conditions, available resources, and incident objectives.
The ICS Modular Development examples shown are not meant to be restrictive, nor imply these are the only ways to build an ICS organizational structure to manage US&R
resources at an incident. To the contrary, the ICS Modular Development examples are provided only to show conceptually how one can arrange and manage resources at an US&R incident that builds from an initial response to a Multi-Branch organization.

Pathfinder Firefighter Locating System
HONEYWELL TITAN SCBA FEATURES:
1) Carrying Handle and Strap. One large handle and a large carrying strap both withstand 1,000 lb. of pull force for easy carrying and extraction.
2) Lightweight Backplate. Lightweight aluminum backplate delivers superior strength and stability and offers 1,000 lb. of pull strength, with extra cutouts to hang additional gear or rope bag.
3) Four Carabiner Attachments. Four large openings on the backplate are designed as carabiner attachment points and can withstand up to 1,000 lb. of pull force for extrication.
4) Two Regulator Receivers. Provide the user with two convenient locations to store the second stage regulator.

Sudden cardiac death has consistently been the number-one cause of firefighter line-of-duty deaths (LODDs) each year in the United States. (Fahy, RF, LeBlanc, PR, and Molis, JL (2010). Firefighter fatalities in the United States-2009 and U.S. fire service fatalities in structure fires, 1977-2009.
This was retrieved from National Fire Protection Association Web site: http://www.nfpa.org/assets/ files/PDF/osfff.pdf/). Part of this is attributed to the prevalence of obesity among firefighters but also to the weight of turnout gear, restricted air flow due to PPE and environment and the heat of the incident itself. The “I’m too tough” mindset or peer pressure to keep up with the rest of a group also plays a role in incident- related case study fatalities. You can’t and shouldn’t will yourself past your body’s natural cries for help. You ignore these signs at your own (and sometimes others) risk.
The information in this article is provided so that
a comprehensive rehabilitation program can be established and implemented BEFORE something
bad happens. However, when training for response,” there is a fine line between building up the physical capabilities of firefighters and harming them by taking the exercise too far. In most of these cases, obvious warning signs were ignored, often multiple times. Instructors must be trained thoroughly in the hazards of heat illnesses and departments should have policies that prohibit or reasonably limit physical activities in potentially harmful conditions.”
Thus, while failure to establish a rehab area at an emergency scene will not lead to criminal penalties, failure to follow the standard can lead to civil liability for the department. In a lawsuit situation the fire department could be forced to pay monetary damages for “failure to meet accepted standards of practice.” For this reason, fire departments need to follow standards as much as possible. ”
OSHA Requirements
The Occupational Safety and Health Administration (OSHA) has addressed specific standards for general industry issues of strenuous activity and associated Heat and cold stress hazards. “Section 5(a)(1) of the OSHA Act, often referred to as the General Duty Clause, requires employers to “furnish to each of his employees employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees.” Section 5(a)(2) requires employers to “comply with occupational safety and health standards promulgated under this Act.”
While there are a wide variety of OSHA regulations that may be applied to fire departments, two in particular stand out. 29 Code of Federal Regulations (CFR) 1910.156, Fire Brigades, sets forth safety
and health regulations for fire brigades and fire departments. There are no specific requirements in this regulation related to firefighter rehabilitation. However, requirements to wear certain types of protective clothing and other requirements do affect the need to provide rehabilitation services at incidents.
The second OSHA regulation that greatly affects fire departments is 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response. All fire departments that respond to hazardous materials (hazmat) incidents (which mostly all do) are bound by the requirements of this section. This document has specific language that requires fire departments to address the issue of rehabilitation. Requirement 1910.120(g)(5)(x) requires fire department operation plans and procedures to address limitations during temperature extremes, heat stress, and other appropriate medical considerations.”
NIOSH Standards
“There are two National Institute for Occupational Safety and Health (NIOSH) documents related to the topic of this report that should be of particular interest to firefighters. Criteria for a Recommended Standard: Occupational Exposure to Hot Environments
(1986) provides a template for organizations to use
in developing plans and procedures for dealing with working in environmental extremes. Another useful publication is Protecting Emergency Responders, Volume 3: Safety Management in Disaster and Terrorism Response (NIOSH Publication 2004- 144). This document provides direct information on rehabilitation, work-to-rest ratios, and other pertinent information when operating at large-scale incidents. NFPA Standards
The NFPA has a collection of standards which apply to Firefighters and on-scene rehabilitation. “No standard has had more of an impact on the safety and health of firefighters than NFPA 1500, Standard on Fire Department Occupational Safety and Health Program.” These standards cover everything from safety and training to wellness programs for responders. Section 8.9 of the 2006 edition of NFPA 1500 is titled Rehabilitation During Emergency Operations and it lists a number of requirements for fire departments to implement. NFPA 1584 gives guidelines for what type of care is required for rehab, in a general sense

a National Policy to Enhance Survivability From Mass-Casualty Shooting Events issued the following call to action on July 11, 2013. It is the second report from the committee, which the American College of Surgeons (ACS) played a leadership role in forming. The committee has representation from the ACS Board of Regents, the ACS Committee on Trauma, the PreHospital Trauma Life Support program, the Federal Bureau of Investigation, the Major Cities Chiefs Association, the emergency medical services (EMS) section of International Association of Fire Chiefs,
and the Committee on Tactical Combat Casualty Care. The group’s first report was published in the June issue of the Bulletin.* Both consensus documents
are published with the permission of the Chair of the Hartford Consensus, ACS Regent Lenworth M. Jacobs, MD, MPH, FACS.
Concept to action
On April 2, representatives from
a select group of public safety organizations including law enforcement, fire, pre-hospital
care, trauma care, and the military convened in Hartford, CT, to develop consensus regarding strategies to increase survivability in mass-casualty shootings. A concept document resulted and became known as the Hartford Consensus. It includes an acronym to describe the needed response to active shooter and intentional mass-casualty events. The acronym is THREAT:
• Threat suppression
• Hemorrhage control
• Rapid Extrication to safety
• Assessment by medical providers • Transport to definitive care
Within the framework of THREAT, there exists the opportunity to improve survival outcomes for
the victims of active shooter and intentional mass-casualty events through mutual collaboration and reinforcing responses. The Hartford Consensus stipulates that medical training for external hemorrhage control techniques is essential for
all law enforcement officers. They should play a key role as the bridge between the law enforcement phase of the operation and the integrated rescue response. The interval from wounding to effective hemorrhage control can be minimized by law enforcement officers trained in hemorrhage control. This principle
is central to the findings of the first Hartford Consensus. The purpose of the Hartford Consensus Conference II, which took place July 11 in Hartford, was to develop strategies for focused actions to achieve the objectives of the first Hartford Consensus.
Fundamental concepts
To maximize survival from an active shooter or an intentional mass-casualty event there must
be a continuum of care from the initial response to definitive care. The essence of this continuum involves the seamless integration of hemorrhage control interventions. This process starts with the actions of the uninjured public
or minimally injured victims and extends to the first responding law enforcement officers, then to EMS/ fire/rescue personnel, and ultimately to definitive trauma care. These concepts must be scalable to facilitate implementation in communities
of all sizes. The law enforcement response has evolved from the original concepts of “surround
and contain” to a more modern
and aggressive response. EMS/fire/ rescue must be involved earlier in the care of these victims. They should have direct contact with the law enforcement personnel on the scene.
Call to action
No one should die from uncontrolled bleeding. Preventable death after an active shooter or an intentional mass- casualty event should be eliminated through the use of a seamless, integrated response system. Each group in the following categories should perform the actions necessary to accomplish this goal:
Public: Uninjured or minimally injured victims can act as rescuers. Everyone can save a life.
• Recognize that the initial response to an intentional mass-casualty event will be from uninjured bystanders and minimally injured victims
• Design education programs and implement training for a public response to an active shooter or intentional mass-casualty event
• Pre-position necessary equipment in appropriate locations
• Recognize that in an active shooter event the education message should include the concept of “Run, Hide, Fight”
Law enforcement: External hemorrhage control is a core law enforcement skill.
• Identify appropriate external hemorrhage control training for law enforcement officers
• Ensure appropriate equipment, such as tourniquets and hemostatic dressings, is available to every law enforcement officer
• Ensure assessment and triage of victims with possible internal hemorrhage for immediate evacuation to a dedicated trauma hospital
• Train all law enforcement officers to assist EMS/fire/rescue in the evacuation of the injured
EMS/fire/rescue: The response must be more fully integrated and traditional role limitations revised.
• Train to increase awareness and operational knowledge about the initial response to an active shooter or intentional mass- casualty event
• It is no longer acceptable to stage and wait for casualties to be brought out to the perimeter.
• Training must include hemorrhage control techniques, including the use of tourniquets, pressure dressings, and hemostatic agents.
• Training must include assessment, triage, and transport of victims with potentially lethal internal hemorrhage and torso trauma to definitive trauma care.
• Incorporate Tactical Combat Casualty Care and Tactical Emergency Casualty Care concepts into EMS/fire/rescue training
• Modify the response doctrine to improve the interface between EMS/fire/rescue and law enforcement in order to optimize patient care
• Establish a common language for responders, permitting
each community to improve coordination, develop concurrent response, and establish mutually acceptable levels of operational risk between all public safety professionals to enhance the defense, rescue, treatment, extrication, and definitive care of survivors
Definitive trauma care: Existing trauma systems should be used to optimize seamless care.
• Provide trauma care to victims of an active shooter or an intentional mass-casualty event based on available resources and the establishment of mitigation strategies that acknowledge community limitations
• Design, implement, and practice plans to handle a surge in patient care demand from an active shooter or an intentional mass- casualty event
Education
To achieve the goals of this call
for action, education of all groups
is required. The core Hartford Consensus concepts should not be limited to traditional public safety responders. Everyone can and should be an initial responder. Education should be tailored to the level of
the responder. Everyone should
be taught hemorrhage control. Professional first responders should also be taught airway management. Education for the patient care process should focus on THREAT and include:
• Rapid access to hemorrhage control
• External hemorrhage control • Direct pressure
• Tourniquet application
• Hemostatic agents
• Internal hemorrhage control
• Rapid transportation and access to a trauma center
• Prompt access to the operating room

This backpack by KEMP has two large frontal pockets that measure 10”x13”x3” and the lower pocket has elastic loops on the inside. The upper pocket comes with a zippered pouch on the outside. On the sides it features two pockets 19”x7”x4”. The pocket on the right comes with dividers and the pocket on the left comes with 4 standard size removable pouches. Upon opening the large pocket of the bag you see three large utility pouches and one extra large utility pouch. On the bottom of the bag is a strap to hold a D tank Cylinder. Disasters, Multiple Patients, Mass Casualities - Respond with the most complete portable and effective kit available - EMI’s Multi Trau- ma Response Kit ! This Kit provides all the essential supplies and equipment for the treatment of multiple patients. Once all the com- partments are unzipped they fold outward to expose all supplies for quick and efficient application, literally making it a Multi Trauma Treatment Center. This rugged heavy nylon cordura bag has one side pocket, and extra large front pocket with three internal compart- ments with many elastic loops to secure your equipment. The top lid compartment is quite spacious to hold large dressings, burn sheets, etc... The inside of the bag is also spacious and has several adjustable divided storage areas and opposite end storage pockets. A reinforced waterproof rubber bottom makes the bag more durable and transporting is easy with either a top or side carrying handle. A two inch adjustable carrying strap, and reflective trim and emblem completes the bag. It measures approx. 24” x 10” x 10”.
