Developing an effective disaster or crisis response program will benefit any organization, whether it be a hospital, school, or a manufacturing warehouse. They all need a plan in the event of a disaster or crisis. It may sound like a daunting task, especially if you are starting from scratch, but once the plan is in place, you’ll have peace of mind knowing you’re working from a written process in case a disaster strikes.
What If We Don’t Have a Plan: Getting Started
When beginning a disaster or crisis plan, there are a few things you can do to immediately increase your level of preparedness and reduce the risk of your plan’s failing:
• Identify any hazards or disasters particular to your industry or location.
• Conduct a risk assessment to prioritize the likelihood of various scenarios.
• Review any existing emergency plans to incorporate what’s worked in the past (or for other organizations).
• Align an internal crisis team and a set of standard procedures.
The plan should be considered a living document, reviewed and updated on a regular basis as the emergency team sees fit. Once the plan is operational, it will provide specific information and guidance to occupational staff. While managing a real-world disaster or crisis will remain challenging, the ability of staff to protect the health, safety, and welfare of others on site will be enhanced. As a result, the resiliency of the organization also will improve.
What If We Already Have a Plan: Going to the Next Level
Your organization has an existing plan in place? Great! Now, you may want to take the next step by conducting drills and introducing more in-depth crisis training for your staff. Relational training can help on the front end of potential crises by recognizing, responding to, and min- imizing confrontational threats—ideally, in a non-physical way. Trauma informed training builds your staff’s understanding of the psychological or long-term effects in the aftermath of a crisis. The best training blends insights in both these areas.
Relational training
Relationships are the context in which work is done in almost every human service setting. When there is a feeling of safety in these relation- ships, it frees people up to perform the task at hand. When there’s not, the situation can turn volatile. If your organization interacts with cus- tomers or clients on a daily basis who may become uncooperative, this type of training should be part of your disaster preparedness approach.
Training your staff with a system of gradual and graded alternatives for de-escalating and managing people will help them recognize the early warning signs of potentially violent behavior and intervene proactively through de-escalation techniques and positive behavior supports. It also teaches those leaders how to train others in the workforce.
The most vital step in any crisis communication training is having the right attitude and philosophy. The goal is to stress the importance of de-escalation while maintaining dignity and respect for all parties involved in the confrontation. If your staffers can manage and control
themselves under pressure, they can better communicate with customers or clients during emerging crises.
Organizations have a responsibility to be prepared to act on behalf of those in their care and those they employ. Introducing a workplace violence prevention program that integrates crisis management, behav- ioral health, and technological expertise is critical when responding to incidents.
Trauma informed services
Addressing the core issues of trauma often is a key dynamic before, during, and after a crisis. But fostering the knowledge and understand- ing to do that successfully requires organizations to create a culture and system of trauma informed care. That means frontline staff should fa- miliarize themselves with various types of trauma and how they impact the individual, whether it be the instigator of a workplace situation or the victim of a natural disaster aftermath.
Acute episodic trauma includes events such as hurricanes, fires, floods, and car accidents. While the physical impact of these events, both on human beings and their environments, is the most obvious effect, the psychological impact can have far-reaching consequences and should be considered when equipping staff to deal with the aftermath of such events.
Observer violence is the term used to describe what happens when people see harm being done to others. This can happen when bystanders witness a violent situation such as a workplace shooting or robbery, but it also can happen as a reaction to your own disaster response. Situations like this serve as powerful reminders that sometimes the interventions we use to keep people safe can, in fact, re-traumatize individuals.
At the heart of the trauma informed approach is an understanding that a person who is in the midst of a traumatic event, or a person who has experienced trauma chronically, may not have access to all of the high- er-level brain functions they normally might. This understanding allows us to understand that crisis situations may require that we manage behaviors of those involved in a much different manner than we might when those stresses are not present.
Trauma informed training gives your staff greater insight into managing a crisis without creating a ripple of potentially negative repercussions. It is important for organizations to increase the understanding of trauma and the impact it has on an individual’s overall social well-being health, mentally and physically. Your preparedness plans and response can’t stop when the crisis is over; they must continue to address the long-term effects on your organization’s employees, customers, and community.
Going back to the beginning, your first step is to create a basic disaster or crisis plan. Once it’s in place and your crisis response team is formed, you can start to look at incorporating more individualized training. It’s important to remember that any plan will change as your organization evolves. So expect to add and remove things as you move forward. But ignoring the issue and not developing a plan at all would be a disaster in itself.

Effective Mass Casualty Incident (MCI) treatment of Weapons of Mass Destruction (WMD) or Chemical-Biological- Radiological-Nuclear-Environmental (CBRNE) weapons demands a well-trained staff and starts with early recognition of the hazards at the scene. At an emergency or disaster scene, medical personnel will conduct primary triage to determine patient treatment and transportation priorities. Likewise, when patients are transported to or report to an ACC, there will be a need to triage or re-triage such patients to, again, determine treatment and transport priority. To deal with a large surge of patients and to keep the process as simple as possible, the Simple Triage Rapid Treatment (START) and JUMPSTART systems of triage are recommended. These triage protocols because they provide for a common recognized standard, they are easy to use and they are supported logistically by most first response agencies and hospitals. Patients who have been exposed to substances involved in a terrorism incident need to be monitored closely since they may develop delayed symptoms. Using this system, patients will be triaged into one of the following categories:
Immediate – (RED) Patients in this category are the most critical and need to be transported to the hospital as soon as possible. Patients in this category are the highest priority for transport.
Delayed – (YELLOW) Patients in this category require medical intervention and eventually need to be transported to the hospital for treatment. Patients in this category are the second highest priority for transport.
Minor – (GREEN) Patients in this category require a general assessment and then can be treated at the ACC. If necessary, they may ultimately be transported to a hospital. Patients in this category are the third highest priority for transport.
Deceased / Expectant / Morgue – (BLACK) Patients in this category arrived deceased or die at the ACC. Patients in this category are the lowest priority for transport and should be transferred to the ACC temporary morgue.
Personnel operating at an ACC should utilize the “color coding” scheme identified in the Field Operations Guide (FOG) for triage equipment and personnel identification.
The Triage Section will need to:
1. Assess the triage that has been done at the incident scene prior to the patients being transported to the ACC
2. Triage patients that have not previously been triaged and re-triage those that have
3. Utilize the START and JUMPSTART systems of triage for simplicity and standardization
4. Use these systems and available kits to properly “tag” patients
5. Using the START and JUMPSTART systems, classify the patients as IMMEDIATE, DELAYED, MINOR or EXPECTANT/DECEASED
6. Maintain contact with the incident scene Triage Officer for collaboration
7. Take the necessary precautions, using PPE, so that they are not contaminated in the triage process
8. Make accommodation for triaging not only patients arriving by ambulance from the incident scene but also walk- ins and patients who are sent from hospitals to the ACC
Given the possibility of a deteriorating medical condition due to delayed reactions from some types of terrorism causal agents, it will be incumbent upon Treatment personnel to monitor patients and re-triage them accordingly as needed.
The prime mission of an ACC is to decontaminate, evaluate and treat patients generated by a disaster. If feasible, patients in the “immediate” and “delayed’ triage categories should be transported as soon as possible to a medical facility.
(In the event of a widespread or large incident, these types of patients may have to receive some treatment at the ACC.) At a minimum, patients should be able to receive basic life support services at an ACC and preferably, some level of advanced life support services too. The treatment area should be set up so that staff and equipment resources are maximized. The ACC Medical Director should take direct charge of the section of the treatment area designated for the more critical (“immediate” and “delayed”) patients. Barring unforeseen circumstances, this area should serve to stabilize the patients only and then they should be transported to a hospital facility.

The Rapiscan PM704 transportable personnel monitor is the solution of choice for temporary radiation inspection applications. It is ideal for inspecting people gathered at events, such as sporting venues, political conferences or government functions. First responders can quickly transport the PM704 to a site and be ready to inspect people for radiation contamination. It also serves as a backup pedestrian monitor when additional inspection capacity is needed.
Required Detection Performance
The PM704 is a compact and lightweight system that delivers the required radiation detection performance for effective personnel inspection. Large collimated PVT gamma detectors are housed in the vertical pillars. The PM704 meets the requirements of US and international pedestrian inspection standards, as well as the US FEMA standard for radiological emergency response.
Easy to Store and Deploy
When not in use, the PM704 is safely stored in its protective case, which can easily
be moved to wherever an inspection is needed. Once at the site, the unit is quickly assembled and ready to begin inspecting in a few minutes. The PM704 consists of just a few components -two vertical pillars, a horizontal top crossover between the pillars and foot plates for stability – that require no special tools to assemble.

The VM-250AG vehicle portal monitor consists of two self-contained, weather resistant pillars placed on either side of the roadway to be protected. Each pillar contains two organic plastic scintillator detectors, an occupancy detector, and an amplifier/controller. UNMANNED AERIAL SYSTEMS: Position Paper, August 2015
The National Association for Search and Rescue (NASAR) provides ad- vocacy on Search And Rescue (SAR) issues for the entire SAR profession and community. This paper presents the NASAR position regarding the use of Unmanned Aerial Systems.1
NASAR is at the forefront of international SAR education and certification.
NASAR is a professional association representing SAR personnel in the United States and many other countries around the world. We seek to provide the highest quality education, certification materials, instruction, and advocacy possible. NASAR uses standards developed by ASTM, NFPA, DHS, FEMA, and other respected international bodies to build education courseware, publications, and certifications. Government agen- cies, nongovernment organizations, community based organizations, and non-profit SAR teams use NASAR’s training materials and certifications to build credentialing programs for their organizations and produce high- ly skilled searchers that work within their communities and are available for mutual aid regionally and nationally.
NASAR supports the use of UAS by properly approved authorities having jurisdiction (AHJ)2 used within FAA guidelines and regula- tions
There are clear current and future benefits of incorporating UAS in SAR missions. NASAR supports the use of UAS by AHJs when operated according to FAA guidelines and regulations as well as local, state, and federal laws, with respect to safety and privacy. Operating UAS outside of the legal framework places the agencies, supporting organizations and individuals, and the UAS community at risk of legal, political, and public relations repercussions.
The United States government is ultimately responsible for the safety
and security of its citizens. In SAR, this responsibility, and the related authority, is delegated through a variety of mechanisms to state and local public service entities such as sheriff’s offices, fire departments, National Park Service, state Emergency service agencies, and other AHJs. As with other users of UAS, these SAR authorities are required to comply with the FAAs UAS regulations. These agencies are held to high standards by the public and local, state, and federal governments and must comply with the law and regulations or face legal and budgetary challenges.
NASAR supports and promotes the use of UAS by properly autho- rized and trained personnel under SAR authority’s direction in the conduct of SAR operations.
SAR operations are often conducted through the Incident Command System. The AHJ is ultimately responsible for all aspects of the operation; all cooperating agencies, organizations, and individuals must comply with the Incident Commander and FAA UAS regulations.
If someone from a public agency operates the UAS they must have an active, FAA approved Certification of Authorization (COA) for the jurisdiction.3 If the UAS is operated by someone from a public agency and they do not have an active COA for the jurisdiction, then Incident Command must apply for and receive an emergency COA.
If the UAS is from a company or nongovernmental organization (NGO) they must have a valid FMRA 3334 exemption and either operate under their own applicable COA or an emergency COA.
If an unaffiliated individual or company operates a UAS without a FMRA 333 exemption, the UAS should not be used in support of the Incident Command and should not be covered by an emergency
COA. Flying in support of a SAR operation is not flying for sport or as part of a hobby and “hobbyist rules” do not apply. In support of any SAR operation, and UAS must operate under an applicable COA and at the direction of the Incident Command.
All data collected by a UAS operator should be provided only to the Incident Commander and may be released to the public only with the Incident Commander’s permission.
The risks to the mission and to the AHJ of using unaffiliated volunteers or violating FAA guidelines are too great to safely ignore.
NASAR condemns the unsafe and/or unauthorized use of UAS.
SAR operations are effectively and efficiently managed utilizing a recog- nized organization and well-established processes and procedures. Well meaning individuals or organizations operating outside of these structures often distract from or interfere with the emergency operations. In the worst case, these actors compromise their own safety forcing the emergen- cy responders to shift their attention from the primary life saving mission.
Individuals or organizations seeking to utilize UAS in support of SAR operations should pursue the appropriate FAA COA required to operate in the national airspace system (NAS),5 acquire the appropriate ICS and SAR, and join a local emergency response organization.
NASAR will continue to advance the safe and appropriate use of UAS in support of SAR operations through its position on government committees, standards organizations and industry committees.
The regulation and use of UAS continues to evolve as public organiza- tions and agencies, public, private entities, and the federal government address the continuing challenge of safely managing the use of UAS in the NAS. NASAR will continue to represent the interests of SAR pro- fessionals through advocacy, education, presentations, and partnerships. We welcome public input and public discourse on this topic to ensure accurate and broad representation of SAR professionals here and abroad.

Small Unmanned Aircraft
Small unmanned aircraft (sUAS) are likely to grow most quickly in civil and commercial operations because of their versatility and relatively low initial cost and operating expenses. The FAA is working on a proposed rule governing the use of a wide range of small civil unmanned aircraft systems.
The 2012 reauthorization bill also directed the FAA to “allow a government public safety agency to operate unmanned aircraft weighing 4.4 pounds or less” under certain restrictions. The bill specified these UAS must be flown within the line of sight of the operator, less than 400 feet above the ground, during daylight conditions, inside Class G (uncontrolled) airspace and more than five miles from any airport or other location with aviation activities.
Prior to the congressional action, the FAA and the Justice Department had been working on an agreement to streamline the COA process for law enforcement – an agreement that also meets the mandate. Initially, law enforcement organizations will receive a COA for training and performance evaluation. When the organization has shown proficiency in flying its UAS, it will receive an operational COA. The agreement expands the allowable UAS weight up to 25 pounds.

Public UAS
COAs are available to public entities that want to fly a UAS in civil airspace. Common uses today include law enforcement, firefighting, border patrol, disaster relief, search and rescue, military training, and other government operational missions.
Applicants make their request through an online process and the FAA evaluates the proposed operation to see if it can be conducted safely.
The COA allows an operator to use a defined block of airspace and includes special provisions unique to the proposed operation. For instance, a COA may require flying only under Visual Flight Rules (VFR) and/or only during daylight hours. COAs usually are issued for a specific period—up to two years in many cases.
Most COAs require coordination with an appropriate air traffic control facility and may require a transpon- der on the UAS to operate in certain types of airspace.
Because UAS technology cannot currently comply with “see and avoid” rules that apply to all aircraft, a visual observer or an accompanying “chase plane” must maintain visual contact with the UAS and serve as its “eyes” when operating outside airspace restricted from other users.
