RI D3300 DISTRICT OFFICERS ASSISTANT GOVERNORS

FUNCTIONS

1.1 Assistant Governors are responsible to both the Governor and the clubs.

District Level:
 Assisting in achieving district goals
 Communicating clubs’ strengths, weaknesses, and progress toward goals to the Governor
 Coordinating the Governor’s visit with the clubs
 Participating in district events and activities, including Rotary Foundation activities and fundraising
 Participating in district training events including the presidents-elect training seminar and the district training assembly
 Helping to identify and develop future district leaders
 Briefing the incoming assistant governor on the status of the clubs

1.2 Club level:
 Checking with the clubs regularly (at least quarterly)
 Helping presidents-elect develop effective goals and enter them in Rotary Club Central (see below) & monitor the progress
towards achieving the Rotary Citation
 Assisting clubs as they schedule and plan the governor’s visit
 Attending club meetings, related club assemblies, and other events, as invited
 Motivating clubs to follow through on the governor’s requests
 Promoting attendance at the district conference and other district meetings
 Coordinating club-level training with the appropriate district committee

1.3 Rotary Club Central
 Rotary Club Central is the online tool that clubs use to set goals and track their accomplishments.
 Rotary Club Central will help measure Rotary’s global impact in membership, community service, Rotary Foundation giving, and
other areas.
 Once you create an account on rotary.org and your District Governor assigns you a club group, you can view your assigned clubs’
information or enter goals on their behalf in Rotary Club Central

1.4 Clubs requiring special attention
 Club members can usually handle the challenges that most clubs face. A smaller number of clubs, however, merit special
attention from you and other district leaders.

1.5 Unpaid Per Capita Dues
 As an Assistant Governor, you can work with clubs to avoid termination and help terminated clubs be reinstated.

1.6 (i) Termination
 120 days after the 1 January or 1 July deadline, clubs with unpaid per capita RI dues US$250 will be terminated.
 Clubs that have not fulfilled their entire financial responsibility within 150 days of termination will lose their original charter and will
not be eligible for reinstatement.

(ii) Reinstatement
 Within 150 days of termination, the club must pay all financial obligations to RI and a US$30-per-member reinstatement fee.

1.7 Assistant Governor’s official visit to Club prior to Governor’s visit
 Assesses a club’s progress toward its goals
 Evaluates the effectiveness of a club’s strategies to achieve its goals
 Suggests solutions to issues challenging the club
 Motivates club members to participate in club and district activities and service projects
 Focuses attention on the RI theme for the year and important Rotary issues
 Recognizes outstanding club projects and the work of individual Rotarians
 Pays special attention to weak and struggling clubs

1.8 Preparing for the official visit
 To ensure maximum participation of club members, encourage club leaders to promote the visit. Help prepare the governor for
official visits.
 Work with the club to develop an agenda for the official visit that takes advantage of the opportunity to learn from the governor’s
knowledge and experience.
 Assistant Governors are required to register their comments on the club on Rotary Club Central.

1.9 Governor’s official visit
 The District Governor is required to visit each club in the district once during the year. The visit can be done with individual or
multiple clubs. The purpose of this visit is to focus attention on important Rotary issues, motivate Rotarians to participate in
service activities, and allow club members to discuss pressing club matters. The official visit is an important function of the
governor and an important occasion for a club.

OVERVIEW

The Governor's Newsletter is the primary communication mode from the Governor to the members to share announcements, Rotary
information and celebrate accomplishments for the month in the District.

OBJECTIVE

• The objective of the Governor's Newsletter is to engage the members with source of motivation and inspiration from the Governor
for positive progression. The Newsletter will capture the essence of the Governor's journey by sharing Governor’s engagement with
the Clubs and members. Apart from being an educational tool to strengthen members’ knowledge with Rotary information from
District Committee Chairmen, the Newsletter will carry updates and showcase Club projects, meetings and events.

• A new addition to this year's Newsletter is to recognise all the Assistant Governor's & President's input and results, welcoming all
the new members to the District and recognising all the new member sponsors. Adopting the digitalisation trend, the Newsletter
shall be in electronic format, easily accessible via the web and mobile devices.

TARGETS

• District Chairmen and Club Presidents are to provide contents for the respective topics before the 15th of each month, so that it will
be showcased in the next Governor's Newsletter.

OVERVIEW

The Training Team is tasked to prepare club & district leaders as they embark to take office in the coming Rotary year. The Training team also modulates & curates
various training programs and events throughout the Rotary year to empower club members in the various leadership position.

Rotarian Peer leaders are individuals who already possess natural characteristics of leading others and who are nominated to take on a leadership position to carry out
a more guiding and facilitating role. These group of Rotarians form the Resource Leads and facilitators who assist the Training Team and share their experience to
fellow Rotarians.

Role of the District Training Team includes planning and conducting training events, curating and modulating the entire training program in consultation with the
Governor.

DISASTER COMMITTEE

RI D3300 DISTRICT OFFICERS DISASTER RELIEF COMMITTEE

OVERVIEW
The District Disaster Relief Committee swings into action whenever relief is needed by victims of floods, fire, accidents, or other events
which affect public wellbeing.
The Committee works with Yayasan Kelab-Kelab Rotary Malaysia (YKKRM), the District Governor and Rotary Clubs to provide the correct
relief as soon as possible to the affected people and areas.
Donations from Rotarians, clubs and the public are coordinated by the Committee to ensure that funds are used in equitable manner. The
Disaster Relief Committee also seeks donors from corporations and private companies which are looking for meaningful CSR
programmes.
Rotary clubs are advised to consult directly with the Disaster Relief Committee in the event of a disaster in their areas.

4th INTERNATIONAL CONFERENCE ON DENGUE CONTROL MUAR, JOHOR (April 2022)

OVERVIEW
The International Conference was a brainchild of PDG Ir John Cheah (RC Johor Bahru D3310) and supported by the late PDG Dr Ruben
Henson of the Philippines. This was an initiative borne out of the formation of the Action Group on Dengue Control. It was felt that the
Conference would provide an excellent linkage between the Action Group, public health officials, members of the academia and research
bodies and corporates with strong interests in dengue control in showcasing the concerted efforts of all stakeholders in controlling this public
health menace.
Three International Conferences has been organised with the first at the University of Phayao, Thailand on 17th & 18th January 2013 organised
by PDG Dr Virachai Jamroendararasame (RC Chiang Mai, D3360), the second which also concurrently had an exhibition on dengue Control at
the University Teknologi Malaysia, Skudai main campus on 20th September 2014 organised by PDG Ir John Cheah Kam Loong. The third was
held at the Holy Angel University, Angeles, Philippines on 19th May 2017 organised by the late PDG Dr Ruben Henson. The forthcoming
Conference will be unique as it's a joint organising effort of both Districts in furthering the spirit of Inter-District collaboration with the blessings
of both the District

PURPOSE

The District Finance Committee shall safeguard the District’s funds and assets, manage the income and expenditure and prepare an annual report on the status of the
District’s Finances.

STRUCTURE

The District Treasurer shall serve as Chairman of the Committee.

DUTIES AND RESPONSIBILITIES:

 Prepare a budget of the District’s Income and Expenditure in cooperation with the District Governor to be submitted to the Clubs at least four weeks prior to
the District Assembly for approval at a meeting of Incoming Club Presidents at the said Assembly.

 Review and recommend the amount of per capital levy for approval in accordance with RI bylaws section 15.060.2
 Ensure that proper records of income and expenditures are kept.
 Ensure that the Accounts of Rotary International District 3300 (Malaysia) Berhad are duly audited before presenting for adoption at the Company’s AGM.
 The District Treasurer, shall, together with the District Governor and the District General Secretary, be a signatory to the bank accounts held in the name of

the District.
 The District Treasurer shall act as a Director of “Rotary International District 3300 (Malaysia) Berhad” and carry out his/her duties diligently.

DUTIES OF DISTRICT TREASURER

A. Maintain proper records of Income and Expenditure of all District Funds.
B. Receive Club Dues and other monies due to the District, issue official receipts for the same, and disburse monies and carry out financial transactions on

behalf of the District on the instructions of the District Governor and the advice of the District Finance Committee.
C. Remind Clubs of the status of their RI and District Dues and encourage timely payments.
D. Prepare the Statement of Accounts for audit within 3 months of the close of the Rotary Year. Ensure that the final statement of accounts are circulated to

Clubs and the District Audit committee before the accounts are audited. Ensure the duly audited accounts are tabled at the AGM of the Rotary International
District 3300 (Malaysia) Berhad for adoption
