RULES & PROCEDURES
PREAMBLE
1. The following rules and procedures shall apply to the election of all Rotary positions in the District and Rotary International as
stated in the Manual of Procedure. These include the election of:-
a. Member to District Governor Nominating Committee;
b. District Governor Nominee;
c. Member to Nominating Committee for RI Director and
d. Member on the Council on Legislation.
2. For the avoidance of doubt, the provisions in the Manual of Procedure not expressed herein shall be applicable. In the event of
conflict, the provisions of the Manual of Procedure and the Rotary Code of Policies shall prevail.
3. The rules and procedures herein shall apply in addition to guidelines that may be set by the District Strategic Planning
Committee. In the event of conflict, the rules and procedures herein shall prevail.

RULES & PROCEDURES
COMPOSITION AND QUALIFICATIONS OF THE COMMITTEE:
1. These include the election of:- The Rules and Procedures Committee shall consist of not less than seven (7) members made up
of:-
a. Two (2) Past Governors; and
b. Five (5) Club Past Presidents of not less than five (5) years standing as a Rotarian;
2. All members of the Committee shall be elected at the District Conference or by postal ballot.
3. In the event that any one or more of the Committee members shall cease to be a member of a club in the district, demise or shall
become incapable to perform the duties as a Committee member, the District Governor shall be entitled to substitute the member.
4. All members shall take office from the first day of the next Rotary year (1st July) and remain in office until the last day of that

5. The Committee shall elect its Chairman from one of the Past Governors.
6. Members of the Rules and Procedures Committee shall not be eligible to participate or seek election for any of the positions
mentioned in rule 1.1 above nor shall they be involved in approving, proposing, supporting, or seconding any candidate for such
positions. The Members of Rules and Procedures Committee shall not give their views on any of the candidates vying for the
positions mentioned in rule 1.1 above.
7. Members of the Rules and Procedures Committee shall not be appointed or accept any appointment to the District Nominating
Committee, District Credentials Committee and District Ballot Committee for the Rotary year in which she or he holds office as a
member of the Rules and Procedures Committee.

OVERVIEW
It is hereby resolved that A District Audit Committee as provided for in Article 15 060 4 of the Rotary International ByLaws be established to review the annual Financial
Statements of RI District 3300.
a) The Committee shall consist of five active Rotarians elected at the District Conference of which one (1) is a Past District Governor, two (2) Past Assistant Governors
District Governors’ Group Representatives or Past District General Secretaries, and two (2) Past Presidents At least one (1) member of the Committee must have
experience and meet the following criteria:
i. must be a member of the Malaysian Institute of Accountants or
ii. if he is not a member of the Malaysian Institute of Accountants, he must have at least 3 years working experience and
iii. he must have passed the examination specified in Part I of the First Schedule of the Accountants Act 1967; or
iv. he must be a member of one of the associations of accountants specified in Part II of the First Schedule of the Accountants Act 1967; or
v. fulfils such other requirements as prescribed or approved by the Malaysian Corporate Regulatory Authorities, namely, Bursa Malaysia or the Securities
Commission of Malaysia.
In the event that the above requirements to have at least any one (1) member of the Committee with the above criteria are not met, then the number of members from
the category for Past Presidents shall be reduced to one (1) and a Rotarian who meets the criteria shall be elected to fill the position.
b) The District Governor, District Treasurer, signatories of district bank accounts and members of the District Finance Committee are not allowed to serve on the District
Audit Committee for the year they are serving in these positions.
c) The Chairman of the District Audit Committee shall be a member of the committee elected by the members of the committee.
d) The term of office of the District Audit Committee shall coincide with the term of office of the Board of Directors of District 3300 Bhd of the financial year. A member of
the Committee shall have the right to resign upon submitting a 14 days written notice to the Board of Directors .A replacement nominated by the District Audit
Committee shall be appointed within 14 days by the Board of Directors.

The annual Financial Statements shall include but not be limited to details of the following as provided for in Article 15.060.4 of the ByLaws of Rotary International.
a) All sources of the district’s funds (Rotary International, The Rotary Foundation, district and club)
b) All funds received by the governor from Rotary International
c) All funds received by the governor from sponsors, donors and advertisers
d) All funds received by or on behalf of the district from fundraising activities
e) Grants received from the Rotary Foundation or funds of The Rotary Foundation designated by the district for use
f) All financial transactions of district committees This includes district conference, district assembly, district seminars, And district events and activities
g) All financial transactions of the governor by or on behalf of the district
h) All expenditures of the district funds
Ensure that the final statement of accounts are circulated to Clubs and the District Audit committee before the accounts are audited
Ensure the duly audited accounts are tabled at the AGM of the Rotary International District 3300 (Malaysia) Berhad for adoption.

OVERVIEW
To encourage Rotary Clubs to submit for consideration at the District Conference proposed resolutions deemed to be good for the district.
Proposed resolutions must be duly adopted at a Club Meeting, certified by the Club President and Club Secretary and it should be submitted to the District Resolutions
Committee 2 months before the District Conference,
• To receive proposed resolutions submitted by any Rotary Club to be tabled for adoption by way of vote at the District Conference and District Assembly.
• To forward proposed resolutions to the Council of Past Governors for their comments and advice.
• To advise clubs on their proposed resolutions, and the comments and advice of the Council of Past Governors.
• To circulate all resolutions to all Rotary clubs including the comments and advice of the Council of Past Governors for their consideration and later for adoption
by electors at the District Conference and the District Assembly.
• To formulate resolutions of thanks and submit to the District Conference and District Assembly for adoption.
• To report the results of such resolutions after the District Conference and the District Assembly to all Rotary clubs in the district.
In the event the conference is unable to deliberate on the proposed resolutions then the resolutions be carried forward to the next District Assembly as unfinished
business, Voting on these resolutions will be conducted according to the procedures detailed in the RI Bylaws found the Manual of Procedure. The resolutions committee
should circulate all proposed resolutions to the clubs one month before the District Conference.
Amendments to the resolutions proposed could be proposed from the floor of the Conference with a proposer of the same resolution proposing the amendment and
having it seconded by any voting delegate.
• To assist Rotary clubs if they need assistance to propose resolutions to the district in correct manner
• To request the District Secretariat to compile and document all the adapted resolutions for future references.

OVERVIEW
In the event disputes arise within RI D3300, the aggrieved parties are advised to bring the matter to the attention of Mediation
Committee. The committee works bearing in mind that all Rotarians are volunteers.
The role of the Mediation Committee is to resolve in amicable manner disputes arising in the District, whether among members,
clubs, committees, or action groups.
The District Mediation Team adheres to established Rotary Protocols and to ensure that the outcomes are fair to all concerned.

OVERVIEW
The District 3300 Rotary Centre at Room B-5-09 Kelana Square was purchased during the tenure of Past Governor Datuk Dr Mohinder
Singh through the funds raised from Rotary Clubs and Rotarians.
Objective
• The Objective of the District 3300 Rotary Center is to enable our district 3300 with an office to keep all or records as well as a
venue for club/district meetings as well as Rotaract/Interact meetings/activities.
Functions
• The centre has tables, chairs, rostrum, flip charts, Rotary bell etc for Rotary Meetings to accommodate a maximum of 30 persons
with a PA system, a TV screen for power point presentations.
• The centre has a fridge, hot plates can serve as a convenient and economical venue for Rotary Clubs’ weekly meetings.
• The centre is equipped with Rotary materials for sale to clubs and Rotarians.
• The centre can be the venue for keeping the RI materials of our District 3300.
District 3300 Rotary Centre Committee
• The District 3300 Rotary Centre consisted the District Governors, District Secretaries and each of the Governor’s District Rotary
Centre Reps. Appointed by the Governor for each year.
• The Chairman of the Management Committee shall be the Governor’s District Rotary Centre Representative appointed by the
current Governor.
• Currently, the District 3300 Rotary Centre is chaired by PDG Dr Paul Lee who was appointed by the PDGs’ Council for 3 years from
2018-2021.
• PAG Raja Reno has been appointed as the Governor’s Rep by all the three succeeding Governors.

Duties of the Management Committee, the Management Committee shall :-
• Provide a set of policies on renting and usage of the center
• Devise a system on loan of items
• Ensure regular payment of Internet/Electricity/Water bills
• There shall be a bank account for the “District 3300 Rotary Center” to allow collection on rental of premises and payment for water,
electricity, telephone, quit rent, assessment and any other petty cash.
• Facilities of Centre –The Center is open to be rented by Clubs or Rotarians at a small fee
• Loan of Rotary materials and responsibilities
• Items loaned from Rotary Center must be accompanied by a security deposit of RM500
• The deposit will not be banked in unless the item is not returned on date as stated.
• Loan items must be returned not later than one month from date of loan failing which the Security Deposit shall be forfeited.
Extension can be made by the Rotary Center Chair.
• Induction Kits. With effect from 1 September, induction kits shall be sold at cost.
District 3300 Rotary Center Administrative Assistant
• The District 3300 Rotary Centre Committee has employed a temporary staff who after going through 3 months’ probation shall be
confirmed if deemed suitable.
• The salary for the staff shall be about RM3,000 per month and with EPF, SOCSO etc the monthly cost shall be about RM3,500.
• The staff so employed shall be known as the Rotary Center Administrative Assistant.

Duties of the Rotary Center Administrative Assistant
• To set up system to record incoming and outgoing assets and policy for borrowing.
• To tag all major Centre Assets
• To set up filing system for all important District documents for easy retrieval
• To ensure that Centre is neat and tidy before and after each usage
• To manage, maintain and initiate repairs if needed
• To be conversant on how to operate all the Centre’s Audi visual equipment
• To assist the district and/or clubs in the various district or club events
• To carry out any other duties as assigned by the Management Committee and the District Governor
District Rotary Portal
• Our District Portal 3300 is now over 90 years old and we have reached the level where we need to move into the age of IT to keep
up with the advancement of the time.
• We have therefore embarked into acquiring a District Rotary Portal – a computer system like that of RI except that ours is a mini
version of RI’s million-dollar equipment.
• With the portal all documents and training materials will be available on line including the district directory and Governor’s
Newsletter.
• We can keep tract of dues, payments for seminars, billing for registration of District Conference & Assemblies.
• District and clubs can have their social media linked to the portal. The benefits is enormous.

BEST CLUB VOCATIONAL SERVICE AWARD
Vocational Service focuses on: Adherence to and promotion of the highest ethical standards in all occupations, including fair treatment of
employers, employees, associates, competitors, and the public. The contribution of your vocational talents to solving the problems of society and
meeting the needs of the community. A vocational project can involve any number of vocational service activities such as mentoring, career days,
adult literacy, business assistance or networking events.
BEST CLUB PRIDE OF WORKMANSHIP AWARD
The Pride of Workmanship Award is a District Imitated project this ward is judged based on
a. Clubs involvement in ensuring the success of this project.

To recognize the club that has displayed heightened awareness of the significant role of alumni in Rotary.

Demonstrate continuous collaboration between Rotarians and alumni;
Support the Objective of Rotary and Service Above Self.

4. Participation or support of at least one humanitarian mission coinciding with the Presidential conference in any one of the 3 places Korea, Manila or

2. The Project demonstrates that it appreciates the value of each person as an individual human being of infinite value, who can contribute to the betterment of
the rest of humankind - thereby making a difference.
3. The improvement brought about by the Project is wrought more by human effort, change in attitude / outlook, acceptance, understanding and love rather than
the mere expenditure of money.
The project carried out by the Rotaract club must fall under at least one of the 4 avenues of Rotaract (Community Service, International Service,
Professional Development and Club Service)

Demonstrated Act of Bravery or selflessness & voluntary service to help, save and care for another individual/group regardless of race, religion or

It can be one-off heroic initiative or if long term, it must be currently Work in Progress
Social enterprise or organization focus on servicing community may participate
Nominees must be involved in the initiatives with time/effort/ideas and not just monetary contribution
Nominees supporting environment or animals; there must be an impact to Malaysians or the community it serves.
