DISTRICT ACTION GROUP ON ROTARY KASIH (DAGRK)

OVERVIEW
 The Rotary Kasih programme includes various supporting activities that help children perform better in schools such as school

examination clinics, medical camps, motivational Rotary Kasih Fun Day, providing free spectacles and exposure through educational
visit to Kidzania and many others. The children’s performance is monitored closely with the help from head of schools and teachers.
There has been significant improvements in the children’s performance and we hope that with the continuous commitment and efforts,
the children will continue to unleash their best interests. We are also seeing a growing, healthy and positive trend among some of our
Interact Schools supporting the Rotary Kasih beneficiaries.
 The Rotary Kasih committee is actively pursuing discussions with some Tertiary Colleges/Universities as well as TVET Centres within
Malaysia to provide full scholarships to our Rotary Kasih students to continue their studies which indeed will be the culmination of our
students’ life transformation when they graduate from the Universities.
 My Kasih Foundation is a charity organisation that aims to help underprivileged Malaysians through food aid and education. The
uniqueness of the MyKasih programme is in the technology that drives its welfare distribution. The MyKasih “Love My Neighbourhood”
food aid programme and the MyKasih “Love My School” student bursary scheme run on an efficient cashless payment system which
uses the chip technology of the Malaysian identity card, MyKad, and MyKasih smartcard to disburse welfare aid to target beneficiaries.

Is a Fellowship of Rotary International
 Today Rotarians are embracing the original foundations of what the Rotary Club was based on as we adhere to the Four Way
Test.
 This fellowship operates in accordance with Rotary International policy, but is not an agency of or controlled by Rotary
International.

MISSION STATEMENT
 Rotary Means Business encourages Rotarians to support the success of their fellow Rotarians by doing business with them and
by referring others to them.

OBJECTIVES
 To honour the original focus of Rotary's founders: BUSINESS NETWORKING; and strengthens our Vocational Avenue of Service
 To provide chances for expanded business and professional opportunities by bringing Rotarians together in a broader, cross-club
social/business-networking environment
 To provide a structure to bring "business" back into Rotary in a way that supplements rather than competes with the service and
fellowship aspects of Rotary
 To provide opportunities for qualified guests to experience the value of Rotary, learn more about Rotary, and possibly become
Rotarians

YAYASAN KELAB-KELAB ROTARY MALAYSIA (Company No. 145251-H)

Yayasan Kelab-Kelab Rotary Malaysia (YKKRM) is the Foundation of Rotary Clubs in Malaysia, including Rotary Clubs in the Malaysian States of
RI District 3310 (Melaka, Johor, Sarawak, Sabah and Labuan FT). Membership of Yayasan Kelab-Kelab Rotary Malaysia has been limited to a
maximum of 50 and at 26th Annual General Meeting, three non-Past District Governors were elected as Directors for the first time.

History Initiated in 1983/84 by the then District Governor of District 330 PDG Dr. Philbert Chin of Singapore.
Incorporated on 24 September 1985 as District 330 Foundation.

 o District 330 Foundation was split into two when the district was split into District 3300 and District 3310. The name for the

Foundation incorporating all Rotary Clubs in Malaysia was changed to Rotary Foundation Malaysia on 14 November 1991.

o This was necessary as Yayasan Kelab-Kelab Rotary Malaysia has a tax exempt status only applicable to Malaysian Rotary Clubs.
o On 12 December 1997 the Foundation was renamed Yayasan Kelab-Kelab Rotary Malaysia.

Who was Tan Sri Dato’ Abdul Jamil Rais

 Civil Servant.
 Served as State Secretary and then Menteri Besar of Selangor; Secretary General, Treasury Malaysia; Chief Secretary Malaysia and

Secretary to the Federal Cabinet; and Malaysia’s High Commissioner to United Kingdom.

 Joined Rotary Club of Kuala Lumpur in 1956.
 Served as club President of the Rotary Club of Kuala Lumpur in 1965/66.
 Elected to serve as District Governor of District 330 in 1975/76.
 Founding Chairman of Yayasan Kelab-Kelab Rotary Malaysia.
 Recognition of all contributions of RM 2,500 are named after as Jamil Rais Fellows (JRF).

Organisation

 Registered as a Company Limited by Guarantee.
 Recognised as a Charitable Foundation and exempted from tax.
 Members are Malaysian Past District Governors and non-Past District Governors.
 Members elected a Board of Trustees (maximum 15).
 The Board of Trustees elects a Chairman to head the Board.
 Incumbent District Governors of District 3300 and District 3310 who are Malaysians are members of the Board of Trustees by virtue

of their office.

 Yayasan Officials, Coordinators and Sub-Committee members are co-opted from Rotary Club of Malaysia.

On 14 November 1991 following the split of District 330 to District 3300 and 3310, the District 330 Foundation was split into:

 Rotary Foundation Malaysia (ROTAFOM)
 Foundation of Rotary Clubs (Singapore) Ltd.

The constitutional documents lodged to establish Rotary Foundation Malaysia clearly expressed the concept of a Foundation for Rotary in
Malaysia. On 12 December 1997 Rotary Foundation Malaysia was renamed Yayasan Kelab Kelab Rotary Malaysia following objection from
Rotary International on the name. RI had put in place a policy that no Rotary related organization can have the words “Rotary” and
“Foundation” next to each other in their name. The leaders at that time inserted the word “club” between the words Rotary and Foundation and
change it to Bahasa Malaysia in compliance with the requirements of the government at that material time. Hence it is clear that the Yayasan
was never meant to be a foundation of Rotary clubs like in Singapore.

Request to change the constitutional documents of the Yayasan to make it a foundation for Rotary clubs in Malaysia had been made in District 3300 previously. The
matter was looked into. However the change will also be accompanied by the inclusion of 50% of the Trustees from the public. This is a precondition of the Inland
Revenue Board. Hence no further action was pursued with reference to the constitutional documents. The Board of Trustees in response elected three non Past to
the Board as there is nothing in our M&A that states that only Past Governors can be members.
Funding & Income

 Donations – Rotarians, Rotary Clubs, friends of Rotary, Corporations and Institutions.
 Funds raised by Yayasan Kelab-Kelab Rotary Malaysia.
 Per capita contributions by Rotary Clubs (e.g. District Disaster Relief Fund)
 Per capita contributions by Rotarians of District 3310.
 Interest from District 3300 Fixed Deposits.
 Excess of income over expenditure of District 3300 Conferences and Assemblies.
 Contribution from District 3300.

Tax Exemption
Rotary Clubs without club charity foundation can raise funds through Yayasan Kelab-Kelab Rotary Malaysia. Such donations are tax exempt. Such fund raising
projects must be approved by the Board of Trustees and subject to terms and conditions governing such fund raising projects.

Yayasan Kelab Kelab Rotary Malaysia matches the contribution of the Host Partner Rotary Club and Sponsoring Partner Rotary Club to a maximum of
RM10,000.00 for each project.

Yayasan Kelab Kelab Rotary Malaysia partnering Rotary Clubs to carry out humanitarian projects by issuing tax exempt receipts for contributions to the
project.

• Youth Activity Grant
