DISTRICT ACTION GROUP ON GUIDELINES

The effectiveness of the District Action Groups has been proven to be in the interest of our District and Rotary as a whole. To bring more recognition, effectiveness and
importance of District Action Groups, the following are intended to provide a guideline on the responsibilities of the District Action Groups to District and for the formation
of new District Action Groups.

Definition of a District Action Group (DAG)

A District Action Group shall be an association of Rotarians, family members of Rotarians, program participants and alumni who have as their purpose the advancement
of the Object of Rotary by providing assistance and support to Rotary clubs in planning and implementing community development and humanitarian service projects.

I. Objective
There shall be a specific purpose of the District Action Groups which is aligned to Rotary’s Areas of Focus or addresses an area of need in the local
community and in harmony with District policies and DAGs shall remain apolitical and nonreligious. Their purpose and activities should also be in harmony
with the laws of the country.

II. Relationship to District

 A District Action Group is an autonomous entity and not an agency or controlled by Rotary District 3300. (While it is an autonomous entity, its
recognition as District Action Group by District 3300 will, in no way imply legal, financial or other obligation or responsibility on the part of District
3300.)

 A District Action Group is to keep the District Governor informed of its activities and seek the approval of the District Governor should the District
Action Group enter into an MOU, agreements and any legal implications with any organisation.

 A District Action Group is required to provide an annual report including a financial summary to the District Governor before the end of the Rotary
Year or as requested by the District Governor.

 Every year the District Action Group is to submit a list of its committee members and a brief summary of its objectives to the District General
Secretary for inclusion in the District Handbook.

 All logos used by the District Action Group must be in line with the Rotary’s Brand Centre guidelines and needs to refer to the District Public Image
Committee for final approval on their logo before usage.

III. Relationship to District

VI. Membership
 Membership in a District Action Group shall be opened to all active members of Rotary clubs (Rotarians) in good standing, family members of
Rotarians, Rotary program participants, Alumni, Rotaractors, Interactors, project sponsors and
 experts in the particular interest.
 The terms and duration of membership is left to the discretion of the District Action Group’s Committee.
 Membership in a District Action Group should have representation from at least 3 Rotary Clubs and a minimum of 5 members to sustain the Action
Group

VII. Administration
 A District Action Group shall be governed by a Committee of which the position of The Chairman, Secretary and Treasurer are mandatory.
 These officers, their terms, duties and duration shall be self-determined by the members of the District Action Group and shall be active Rotarians.
 A District Action Group must be self-sustaining financially, administratively, and otherwise.
 If the District Action Group operates a bank account, it shall be through one of its member’s club for accountability.

VIII. Provisions to apply as a District Action Group
 Have at least 5 members representing at least 3 Rotary Clubs who share a common interest in a specific worthwhile service activity that advances
the Object of Rotary.
 Submit an application, including a description of the founding members’ expertise in the subject matter, the types of projects it intends to promote
or conduct, and an action plan that outlines how the group plans to accomplish its service goals over a 3-year term.
 Complement the service activities of Rotarians, clubs and districts and not conflict with the purposes of an existing District Action Group, Rotary
International program or Rotary Foundation program
 Explanation of the types of projects the group intends to support or conduct
 Description of capacity to assist with international global grants
 A communication plan
 Membership to the District Action Group is on an individual basis. A Rotarian need not seek the approval of his/her Club to be a member of a
District Action Group.

IX. Maintaining Status as a District Action Group
To maintain its status as a District Action Group, a group must:

 Function in accordance with its recognized purpose and in accordance with District policy
 Regularly collaborate with clubs and promote service projects in their area of specialty.
 Support at least three club or district community development and humanitarian service projects annually. Groups shall maintain a record of their

involvement and project outcomes.
 Consistently distribute print or electronic communications to members of the District Action Group and Rotarians of the District.
 Submit an annual report of activities and a financial summary, as requested by the District General Secretary to enable the District to determine

whether groups are maintaining their active status.
 District Action Groups are encouraged to maintain websites or electronic media that promote their activities and inform their members.
 District Action Groups’ communications must comply with RI policy for use of the Rotary Marks, including use of proper identification and qualifying

language, and in line with the Rotary’s Brand Centre guidelines.

X. Suspension or termination of DAG

 The District Governor may suspend a District Action Group, with or without the consent of the group's officers or members, for failure to function in
accordance with District policy. To be reinstated, the group must address the concerns communicated by the District General Secretary within six
months of the date of suspension. The District General Secretary, acting on behalf of the District Governor, may reinstate a suspended District
Action Group. In the case of noncompliance, the District Governor has the authority to terminate the group.

DISTRICT ACTION GROUP ON AUTISM (DAGA)

OVERVIEW

 The Rotary District Action Group on Autism (DAGA) was established in RY2015 for the main purpose of advocating inclusion of children with ASD into
early learning & schools, youth with ASD into vocations & people with ASD into mainstream society. DAGA is an autonomous group of Rotarians, family
members, program participants and alumni who are experts in a particular field or have an interest in that field. Group members share their expertise by
collaborating with clubs and districts on service projects.

WHAT DO WE DO?
 DAGA’s mission is to provide support in the areas of advocacy, resources, and activities to the autism community while promoting awareness, acceptance
and inclusion of ASD to maximize the potential and quality of life of persons with ASD and their families. Our four pillars are Advocating Awareness,
Connecting Communities, Bridging the Gap and Empowering Individuals and are carried out through the following pathways:

 educating and empowering teachers, parents, caregivers and other stakeholders by providing a best practice guide to the screening, assessment,
and intervention for school-age children on ASD through our education, training and support programmes;

 cultivating acceptance & inclusiveness by increasing public awareness about ASD through information, awareness, and advocacy campaigns; and
 assisting community organisation to carry out autism-related projects by providing the necessary knowledge, expertise and resources.

WHAT CAN YOUR ROTARY CLUB DO?
 We wish to go beyond simply promoting autism awareness and inclusion by ourselves to encouraging Rotary Clubs to become partners of this nationwide
effort that falls within Rotary’s’ six area of focus. We welcome your Rotary Club to partner us in organising Autism Related Projects as one of your club’s
community service projects. Every single Autism Related Project organised by your club can make a measurable difference in our effort to increase public
awareness about autism and achieve a better outreach throughout Malaysia especially in the rural and outskirts. Autism Related Projects include (a) Early
Intervention Training (b) Public Awareness on Autism and (c) Assistance/Resources on TRF Global Grant Application.

DISTRICT ACTION GROUP ON BLINDNESS PREVENTION

OVERVIEW

District 3300 Action Group on Blindness Prevention have championed the cause of Blindness Prevention in District 3300 over 20 years.
Projects – from eye screening in schools and the community, providing spectacles for clearer vision, sponsoring cataract operations and
carrying out public awareness programmes on preventing visual loss are the foundation of DAGBP’s focus.

Tun Hussein Onn National Eye Hospital, which was opened officially in 1986 by our former Prime Minister, the late YAB Tun Hussein Onn
(THONEH), was formed by Rotarians from the Rotary Club of KL DiRaja. This began D3300’s journey in blindness prevention. Rotarian
Dato’ S Kulasegaran as President of Rotary Club of KL DiRaja for RY1998-1999, created the Save a Sight Fund under the club’s

Foundation. He was also instrumental in the formation of the Community Service Unit of THONEH.

In RY2000-2001, RI Presidebt Frank Devlyn formed the Avoidable Blindness Task Force (now the Rotary Action Group on Blindness
Prevention), which sparked further the interest of PAG Dato’ Kula to spearhead District 3300 Committee on Avoidable Blindness (now the
District Action Group on Blindness Prevention-DAGBP). PAG Dato’ Kula has been Chairman of DAGBP and have since then been leading

various initiatives working with THONEH, other blindness prevention related NGOs and various government agencies, locally and

Internationally.

DAGBP has entered in smart partnerships for its projects with various eye care industry leaders, including the National Council for the Blind

in Malaysia, Lions Clubs, Association of Malaysian Optometrists, Malaysian Society of Ophthalmology, SEGi University Faculty of

Optometry & Vision Sciences, National Institute of Ophthalmic Science, AIMST University, Ministry of Health, One Sight Foundation (USA),

Luxottica Wholesale Sdn Bhd, Essilor Foundation, CIMB Foundation, among others, creating a network of consortium to take on the

challenges of eye care crisis in our community. 261

ROTARY-SEGI EYE CENTER
DAGBP in 2015 entered into an MOU with SEGi University to support Rotary’s service to the community which specific focus on blindness
prevention projects. The MOU led to synergizing the Rotary-SEGi Eye Centre at SEGi-University in Kota Damansara.
Culminating from this partnership is the Early Intervention program, the “Basic Vision Testing in Children”. This is a nation-wide initiative which
will involve training of pre-school teachers. to provide the basic knowledge and methods to teachers to identify/recognise basic vision
deficiencies which may result in learning difficulties. The course module is developed and delivered by the Faculty of Optometry and Vision
Sciences, SEGi University and certified by Association of Malaysian Optometrists.

DAGBP operates through a number of Task Force focusing on specific areas for a synergized long term approach on blindness prevention.
DAGBP partners with like-minded organisations to promote blindness prevention awareness and treatment programs.

DISTRICT ACTION GROUP ON BLINDNESS PREVENTION

DAGBP’s signature projects are the annual Seeing Eye to Eye Conference (SEEC) held jointly with D3310 and the Sayangi Mata Vision (SVC)
Clinic . SVC was first held in Kuala Lumpur in 2017 under the sponsorship of One Sight Foundation, USA. One Sight Foundation subsequently
sponsored the 2018 SVC which was at AIMST University, Kedah. In 2019 SVC in joint partnership with Lion’s held the project in Tampin. All
these projects were orgainised by DAGBP Committee Members and Rotary Clubs who provided significant support towards the success of the
project. Once the pandemic subsides, SVC will continue to make its way to other States in Malaysia.
For RY2021-22, one of the key projects of DAGBP is the Mobile Eye & Retinopathy (Diabetic) Screening Van. This proposed Global Grant is
to involve Rotary Clubs and provide a opportunity for clubs to carry out blindness prevention projects within their community.
DAGPB invites Rotarians who are passionate about eye health to join the Action Group and together, support clubs to further their cause in
blindness prevention. Clubs may tap the resources of the partners of DAGBP through DAGBP and to use the Sayangi Mata logo in their
projects.

OVERVIEW

Cancer is a growing ‘silent killer’ in Malaysia today. More than 20,000 new cases are diagnosed every year and cancer remains the third largest cause of death in
the country today. The top 5 cancers in Malaysia are breast cancer, colorectal cancer, lung cancer, nasopharyngeal cancer and liver cancer. Conditions in cancer
diagnosis and treatment are further aggravated by the fact that a majority of the patients are diagnosed at much later stages of the disease; making their
conditions more expensive to treat and often with poorer results which cause death and disability. To further compound the problem is data that clearly highlights
that lower socioeconomic patients are the worst affected.
The root of the problem is due to lower awareness of cancer in general; as well as a serious lack of early screening amongst Malaysians due to a combination of
poor economic ability and a lack of health-knowledge.

Rotary 3300, with 86 Clubs under our wing and strengthened further by Rotaract and Interact clubs distributed across every major town and city in Malaysia, can
truly make a difference in changing this scenario and making a big impact on the deadly reach of this disease.

The aim of Rotary will be to embark on the following:

i) to deploy and run a nationwide cancer awareness campaign
ii) to create a national network of ‘health agents’ -community members geared towards promoting health and preventing non-communicable diseases

especially cancer within their communities.
iii) promote screening of the 3 ‘screen-able’ cancers nationwide especially breast cancer, colorectal cancer and cervical cancer.

We will be working with The National Cancer Society Malaysia, who has both the technical expertise and decades of experience in cancer control management, to
facilitate the above objectives.

Cancer is both a medically and socially debilitating disease; crippling families by robbing them of loved ones as well as being a huge financial burden on families.
Thus, Rotarians lending their shoulders to this noble cause, will go a long way in creating a big impact on Malaysians everywhere in reducing the burden of this
deadly disease.

OBJECTIVES OF DISTRICT 3300 ACTION GROUP ON ENVIRONMENTAL SUSTAINABILITY ARE:

 To create environmental awareness about issues prevalent in our society and communities and assist in developing projects and initiatives to address
these issues through Interact Clubs, Rotaract Clubs and Rotary Clubs.

 To assist Rotary Clubs in implementing service projects, building awareness, and inspiring action toward environmental sustainability and supporting RI’s
seventh area of focus (supporting the environment).

 To assist Rotary Clubs to work and coordinate with local authorities, government agencies, corporates and NGOs towards environmental stewardship for
the benefit of their communities.

 Initiate similar projects in every town and district where Rotary Clubs are active in collaboration with local authorities, NGOs and community.

DAG-MHI came into existence in early August 2020 comprising of Rotarians and Rotaractors representing 20 clubs in D3300 aiming to address
rising mental health issues and suicides.

• To support the community with better understanding of mental health, provide resources and learning opportunities for early intervention

TASKS & GOALS
 Set up a committee with members from the North, East, East Malaysia, West and the Klang Valley so that we have outreach to all
these areas
 Ascertain the history and growth of this project by RCBKS for more than 11 years now
 Promote REF aggressively in the areas named and establish them to be REF supporting clubs
 Currently, there are 7 REF Clubs. To expand to another 10 clubs via physical visits, zoom invites and invite targeted clubs to
attend the activities of REF.
 Where clubs find it tough with resources, financially challenged or mentors availability, 2 or more clubs can support and put their
efforts together as a project partnership.

INTRODUCTION
The DASH was inaugurated in August 2018 and formally recognized at the 84th District Conference in May 2019. It was set up primarily to
spearhead the campaign of awareness on Neural Tube Defects with a particular emphasis on Spina Bifida and Hydrocephalus.
It aims to bring likeminded Rotarians together to look into the interest of children and adults with Spina Bifida and its related disorders
through practical and meaningful projects. This includes embarking on a strategy to reduce the incidence of Spina Bifida by a national
awareness campaign for fortification of foods with Folic Acid and to enhance livelihoods of people with Spina Bifida by training parents,
volunteers and health professionals in early intervention strategies and the best approach to care.

Our Partners And Alliances
We work closely with the Spina Bifida Association of Malaysia, to enhance the partnership on a year to year basis
To engage with the International Spina Bifida and Hydrocephalous Federation to take the awareness campaign globally through the
rotary movement.
To develop links with Asian and Global organizations with similar objectives.
It is our aspiration to partner with the MOH and MOE to increase awareness of the SB condition including highlighting the need for
proper social integration and the urgent need for accessible physical amenities particularly in schools.

OUR OBJECTIVES
a) To create Awareness of Spina Bifida and Hydrocephalus throughout the district by organising Conferences, Workshops, Talks &
Lectures from Time to Time in partnership with the Spina Bifida Association of Malaysia and other like-minded organisations.
b) To create awareness in the general public about the prevention of Spina Bifida and especially about the importance of consuming
sufficient folic acid before and during pregnancy.
c) To offer a platform for people with Spina Bifida and their loved ones to obtain relevant information on disease management.
d) To organise a cluster of expertise, including parents, volunteers and medical personnel within the district who will be available on a
call basis to respond to new SB cases and to educate young mothers and fathers on how to improve care, treatment and quality of
life for their loved ones.
e) To connect with other rotary districts globally and develop SB within the Rotary Focus Areas of ‘Maternal and Child Health’ & ‘Disease
prevention and Treatment’ so as to promote measures to reduce the incidence of Spina Bifida.
f) Work collaboratively so that best practices in care management, medical treatment and resources can be shared amongst the global
Spina Bifida community.
g) To actively seek funding for and coordinate projects that are made available to individuals with Spina Bifida (and their families).
h) To engage in advocacy in matters related to Neural Tube Defects both with Government and private institutions including in schools
and medical centres.

2. To submit completed Wheelchair Assessment Form with all details filled in and send via email to PP Raja Renno (RC Melawati) at

3. Upon receipt of completed forms, wheelchair will be assigned accordingly

4. An administrative cost to defray GST charges of RM50 per wheelchair to be remitted by the requesting club to RC Bandar Utama as

5. Respective clubs to bear the transport cost of wheelchair . It is advisable for Clubs to consolidate the trucking cost from
