15. The Recommendation on Guidelines for Increasing Efficiency of
Watershed Class Management.

For the overview of project implementation, it was evaluated and given the helpful
recommendation for the development of project for increasing efficiency of watershed
classes management which were resulted from the participation in conference and the
opinions of relevant committee as follow:

1. The Recommendation on Criteria, Methods, and Assessment of Watershed
Condition

1) The formulation of the patterns and methods in watershed assessment
should mainly focus on appropriate selection of the patterns and methods in accordance
with demographic, economic, social context, and the participation of associate members in
watersheds and aims at creating and applying the methods that meet the awareness-raising
in importance of watershed assessment, the learning and comprehension of the indicators
used in watershed assessment, the explanation and meaning of assessment indicators, and
the appropriate and simple methods and processes for the selection of indicators at
watershed levels, with the consideration of the principle of participation, collaborative
learning, and watershed management according to context in each area.

2) The selection of indicators in watershed assessment should be formulated
indicators into 2 groups: (1) a group of common indicators used to suitably represent every
watershed area and (2) a group of specific indicators used in watershed area, which are
used to assess the condition according to context of watershed structure condition or
ecosystem services or the elements of watersheds with specific characteristics.

3) To designate the acquisition of indicators data used in watersheds
assessment, the sectors relating to watersheds assessment can find, develop, and organize
the data for providing accurate and precise assessment or coordinate with the departments
that systematically collect and store the data which is up to date can be used as
references.

4) The development and the selection of indicators used in watershed
assessment should be implemented in systematic process (Process Approach) through the
filtration process by relevant senior expert for selecting proper indicators. In addition, it
should be carried out with participatory processes (Participatory Approach) of associate

members in watersheds as representative of relevant sectors such as sectors relating to
watershed resources consumers, supporters for watershed resources conservation, planners
for watershed resources management, inspectors for watershed resources usage,
developers of watershed resources for the social economy benefits, volunteer network in
watersheds, or even the roles of local administrative organization in watershed areas, to
make the selection and formation of indicators feasible for practices and watershed
assessment, and build the consensus and unanimous agreement of associate members in
watersheds.

5) For watershed assessment process, watershed condition in the areas being
evaluated should be checked for considering the problems, causes, impacts, and pressures
occurring in each area, or watershed resource utilization activities should be proceeded in
field check process for verifying the accuracy and correctness of condition assessment
results and actual area condition being evaluated, such as changes in agricultural plants,
water sources development, the problem of chemical usage in agricultural field, industrial
factory business, invasion of forest areas, wildfire problem, the problem of freshwater
ecosystem degradation, the expansion of community settlement, and also the
enhancement of travel activity in area, etc. Fact checking in the fieldwork is a part of the
validation process of the methods used for watershed assessment.

2. The Recommendation on the Formulation of Guidelines and Measures for
Watershed Management

1) The prioritization of measures and guidelines for supporting watershed
management based on the results of watershed condition should be designated into 3
levels: Priority1: urgent, Priority2: high, Priority3: standard. For the consideration of priority
levels, it should be considered the levels of watershed condition assessment results and
tendency of problems, severity, and impacts that are likely to occur in the short and long
term. In each group of measure or guidelines need to clearly designate target areas in the
operation, such as watershed classes 1 and 2, protected areas, buffer zones around
protected areas, agricultural areas, flood affected areas, drought affected areas, areas
affected by coastal erosion problem, and areas with the problem of wildfire and smog risk,
etc. Those will help the departments who develop the work plan and project designate
the suitable details of the operation in each target areas afterward.

2) The development of measures and guidelines for supporting watershed
management should be considered relating to policy framework, the strategies of national,
region, province groups, provinces, districts, or local development. It should mainly focus
on measures in accordance with the watershed context in upstream, midstream, and
downstream areas management. If it is upstream areas, they need to be emphasized the
measures on protection, preservation, and restoration of natural ecosystem to become
balanced ecosystem. On the other hand, in midstream areas, they need to be emphasized
the development of utilization together with conservation method and designated the
development zone based on the potential of resources, with no considerable conflict for
watershed resources utilization. For the downstream areas, these areas should be
controlled on the development activities with appropriate management to gather with the
uses of production technology, services, and consumption that are environmentally
friendly. Eco-communities, establishing the area-based integrated watershed management
system (Area-based Management), comprising the regulatory measures, promotion,
enriching knowledge and raising awareness about watershed development planning,
governance, utilization, conservation, and building the participation and strong organization
to systematic watershed development planning.

3) The formulation of guidelines and measures supporting watershed areas
should be considered in accordance with each watershed context; planner who formulate
the approaches and measures has to analyze the environment in watersheds, strength and
weakness, advantages, and the threat likelihood in watersheds and assess severity levels of
problems and tendency. Afterwards, planner sets the appropriate measures which should
be jointly connected as the process. For instance, the measure on establishment of
watershed organization should include the activity for the establishment of mechanisms of
supportive watershed organization, consultation meeting activity, planning activity, activities
of plan implementation, plan monitoring, and result evaluation, etc. In addition, the
measure on communication and natural disaster warning should consist of the activity for
risk data development, activity on the installation and development of situations
surveillance and monitoring systems, the surveillance networking activity, early warning
alert, activity for responding to emergency situations, and the activity of the restoration
from damages or loss, etc. The activities which were systematically arranged as value chain
process of several measures can provide the efficiency and effectiveness in the practical

terms from the implementation of measures. However, it depends on the duration of
operation because in some specified measures might be operated at least 2 to 5 years.

4) The measures and guidelines should be applied to every watershed area
and can be used as mainstream measures for sustainable development, especially
environmentally friendly production, services, and consumption moving to a low-carbon
watershed. These measures focus on the conservation of resources and environment, the
uses of resources for biobased economy, the development of occupational group or
resource conservation group in local areas, plant genetic conservation, the encouragement
of community-based ecotourism, sustainable agriculture, and green consumption society,
together with enhancing the understanding of organization in the uses of environmentally
friendly products with no impacts on health. Moreover, the measures and approaches
should be focused on enhancing the capability of mechanical systems and equipment for
community-based integrated watershed management, namely strong organization
networking, forming water consumption groups, setting the regulations used in watershed,
developing the information for planning and resolution, promoting the participation in
watersheds, developing the prototype areas on area-based watershed management,
environment and watershed ecosystem impact assessment, and researching and
developing innovative watershed, etc. All these measures are greatly necessary to
watershed ecosystem conservation and restoration.

3. The Recommendation on Pilot Project Establishment in Watershed Areas

1) The guidelines, criteria, and condition should be designated for selecting
sub-basins where used as representative sample in pilot project operation. For the
watershed selection, it should be considered from these following factors: the levels of
watershed condition, problem crisis, tendency, pressures affecting changes of watershed
ecosystems, the results of government policies development regarding the change of
methods in watershed resources usage or widely environmental impacts. Also, the sub-
basins selection should bring social economy and participation indicators to designate
selected areas, which the indicators include ability to form community gathering, activities
for watershed resources conservation, community leader’s roles, the emphasis given to the
local development plans with the content relating to natural resources and environment
conservation, the experiences in collaboration with different sectors, or even areas with
best practices in the community that can share knowledge and experience to the people

who are interested in. Therefore, the area selection for pilot project operation should take
into account surrounding elements including the physical and biological dimensions, the
dimension of watershed resources utilization activities, the dimension of social economy
and participation, and also watershed condition assessment.

2) The arrangement of training activities for developing the potential of
network in pilot project areas or educational activities in watershed assessment should
apply knowledge communication and comprehension by using landscape ecology in sub-
basin areas to transfer and analyze the environment. Training activities for developing the
potential of network in sub-basin areas should be organized directly to local area levels.
Roles of community leaders or local administrative organization are used as the
mechanism to integrate associate members in local areas working together. The
designation of area-based pilot project activities should be under the interesting issues and
meet the issues in areas. Members in community are extensively participate in supporting
the activities, and they less emphasize the activities that focus on developing the building
or permanent structure, but they put emphasis on the activities that raising awareness of
problem-solving or participatory areas management under the regulations of community in
watershed areas. Those activities include building check dam for trapping sediment,
restoring forest ecosystem by community, water sources restoration, surveying biological
resources in community forestry, preventing soil erosion by Vetiver Grass, firebreak
construction, a simple surface water quality monitoring, making biofertilizer from
agricultural wastes, and releasing aquatic animal species and establishing aquatic animal
species conservative zone, etc. All those are the activities that community can operate by
themselves, and they stimulate community’s roles in watershed conservation and develop
a close cooperation within local community as well as applying the King's Philosophy to
community-based ecosystem restoration.

3) According to the pilot project operation, the activities should be built on
the existing pilot project areas for develop in the areas where are formulated for
watershed conservation action plan for the next phase. The formulation of action plan for
natural resources and environment restoration, conservation, and utilization should be
operated in the sub-basin areas where have been in the readiness for operation and have
already been enhanced the understanding of watershed assessment results. If those areas
were formulated for the next phase of watershed action plan, it would provide the
continuous and systematic operation. Target areas with the readiness for supporting the

action plan establishment process includes the process for identifying key stakeholders in
river basin, environment analysis process, problem formulation process, opportunities for
development, action plan drafting process, implementation of plan, monitoring and
evaluation process along with plan review. For the areas where have already been
conducted for pilot project, if they were also brought to formulate in action plan, it would
provide the great effective results of the operation.

4. The Recommendation on Action Plan Formulation in Watershed Classes

1) The designation of representative sample for action plan formulation in
watershed classes should consider the pilot project operated areas for conserving and
restoring watershed with urgent needs of operation first. Those areas can be built on to
further the operation and can be used for analyzing the driving force mechanism to bring
watershed condition assessment results to implementation.

2) The establishment of Core Planning Team (CPT), working group for action
plan creation, or working group with the collaboration on action plan creation should
consider the different sectors in each target areas relating to the encouragement of action
plan establishment process, having an importance role to identify problem situation,
tendency, and crisis, or to facilitate the planning for solving the problems which suitable
for community context and watershed areas. The establishment of core planning team
should be discussed with the mechanism of local administrative organization and district
government agencies to provide enough representatives proportion for supporting the
operation. If any watershed areas are given the restrictions on establishing core planning
team or formal operation mechanism, then they should be considered according to
situation as appropriate. In addition, interest group should be included in the activity and
they should participate in the process since problem analysis process, planning, drafting
plan process, and implementation of plan.

3) The process of action plan formulation, facilitator or coaching plays the
importance role in giving advice to watershed associate members to achieve analysis
process, problem synthesis, action plan formulation for support problems, or supporting
spatial data to evaluate the importance of problems. The patterns of action plan include
giving knowledge about action plan operation, watershed condition assessment,
environment monitoring, writing vision and mission statement, goals, plans, and vital
project supporting problems. Moreover, brainstorming within a small group work or spatial

group will provide the effective implementation of plan and enhance effective
collaboration.

4) The action plan which is operated should be completed within 5 years of
the time frame. For work plan or project, it is formulated according to their significance or
necessity. If work plan or project takes long period of time to accomplish their objectives,
the operation needs to set specified time frame from 1 to 5 years or depends on the
necessity of formulated work plan or project. However, work plan or project which was
identified in action plan should be relate to the dimensions of time frame to achieve the
goals with effectiveness. For some work plan or project, main departments might take the
responsibility for their roles and duties. On the other hand, some work plan or project
need to be operated collaboratively within several departments to accomplish its goals,
such as workplan or project on wildfire and smog prevention that require mutual support
of different departments to achieve the goals. Furthermore, the work plan or project
should be specified that it is a high-priority work plan or project, or it is on a moderate
level. If it is a high-priority work plan or project, it means that problem-solving is urgently
needed or some problems have occurred, which are likely to be more severe without
effective management.

5. The Recommendation on Development of Organization and Personnel
Preparedness in Watersheds

1) It is essential that departments or organization in watersheds need to
understand the importance and necessity of watershed condition assessment to raise their
awareness about the consistent assessment of resources and environment condition in
watershed by developing indicators to evaluate condition based on area context. The
communication of importance of watershed condition assessment can be operated by
Policy Level Agencies or Office of Natural Resources and Environmental Policy and
Planning.They can impart the results of watershed condition assessment to departments or
organization in watershed and inform the results of project to the mechanism of regional
government.

2) The development of data and information system for watershed condition
assessment can be used as guidelines for department or organization to assess watershed
condition by themselves. Also, it can be used as guidelines to identify problem issues and
spatial impacts occurred, which is useful for formulating annual action plan of each
