A RESOLUTION OF THE RIALTO HOUSING AUTHORITY
3 BOARD OF THE CITY OF RIALTO, CALIFORNIA, ADOPTING
THE FISCAL YEAR 2022 – 2023 BUDGET
4
5 WHEREAS, the proposed budget for Fiscal Year 2022-2023 of the Rialto Housing Authority
6 (Authority or RHA) has been submitted to the Authority Board, and said budget has been considered
7 and, is in form and substance satisfactory to the Authority Board; and
8 WHEREAS, the Authority may not exceed its appropriations by character of expense, with
9 character of expense being defined as personnel services, services and supplies, capital outlay, debt
10 service and transfers, without the consent of the Authority Board; and
11 WHEREAS, the Executive Director may transfer appropriations, between departments and
12 within their respective funds, as long as those appropriations do not exceed their fund total unless
13 approved by the Authority Board; and
14 WHEREAS, the Executive Director is authorized to make changes to the Adopted Budget only
15 to accommodate actual fund balance as determined at year end and any technical balancing adjustments
16 to appropriations, revenue, and available reserves; and
17 WHEREAS it is the intent to ensure that maximum efficiency and savings are realized within
18 the Authority Board; and
19 WHEREAS, the inter-fund borrowings arising from deficit spending in any fund shall require
20 Authority Board action to provide for appropriate repayment terms and conditions.
21 NOW, THEREFORE, THE RIALTO HOUSING AUTHORITY BOARD OF THE CITY
22 OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
23 Section 1: That the budget for the Rialto Housing Authority for the Fiscal Year 2022-2023
24 is hereby approved and adopted in the form on file with the City Clerk.
25 Section 2: That specific appropriations for the fund and operating department(s) are hereby
26 made as set forth in the budget for Fiscal Year 2022-2023, which are incorporated herein by this
27 reference.

3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RIALTO, CALIFORNIA, AMENDING THE 2022 – 2026 CAPITAL
4 IMPROVEMENT PROGRAM

6 WHEREAS, the City Council of the City of Rialto requires a five-year Capital Improvement
7 Program (CIP), which is updated annually; and
8 WHEREAS, the CIP may be amended from time to time to include additional capital
9 improvement projects that were not originally identified in the CIP adopted by the City Council.
10 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES
11 HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
12 Section 1: The 2022 – 2026 Capital Improvement Program (CIP) is hereby amended to
13 include the capital improvement projects as identified in the Capital Improvement Section of the Fiscal
14 Year 2022 – 2023 Budget Document and made a part hereof.
