RESOLVES OF THE MARYLAND CONVENTION z3 OCTOBER, 1776.
" Resolacd, That three companies of artillery, each comPany to con'
sist of ninety-two privates, four serjeants, four corporals, one drummer,
and one fifer, commanded by one captain, one captain-lieutenant, and
two lieutenants, be immediately raised ; one of the said companies to be
stationed at Baltimore town, and the remaining two companies to be
stationed at the city of Annapolis. That the non-commissioned officers
and privates be enlisted in the service of this state for the war: . . . .
and they shall not be compelled to march to any place out of this state."

" An ACT to reinforce the American army.
And be it enocled, That the governor and the council be empow-
ered to order any part of any of the artillery companies raised for the
immediate defence of this state, not exceeding sixty-six privates, under
officers proper for such a number of artillerists, to march with all
expedition to the city of Phitadetphia, there to obey the orders of
congress, or of his excellency general Wash'ington, and to remain in
the continental service during this campaign, or so long as the com-
mander in chief shall require their service, unless the exigencies of this
state should require their recal by the governor and the council."

" Resoloed, That the governor and council of Maryland be informed
that the artillery regiments in the service of the United States have
suffered so much in the late engagements, that there are not a sufficient
number to do the duty of artillery-men in the 2.rrnl, and therefore that
the government of that state be earnestly requested to order the com-
panies of matrosses in the service of the state of Maryland to join the
army immediately, and that the said companies shall be ordered to
return whenever the government of that state shall require it.1'

"An ACT relating to the officers and soldiers of this state in the t-
American army, and other purposes therein mentioned.
And be it enacted, That the matrosses in the city of Annapolis
and Baltimore-town, who are effective, shall be incorporated into one
company, and sent as soon as may be to carlpr and shall hereafter be
considered as part of the quota to be found by this state, . . . . and the
governor and council may select and appoint a proper number of
officers to command such companyt out of the most capable of the
present officers, . . . . and the governor and council are requested to
recommend such of them as remain to his excellency general Washing-
ton, to be provided for, and they shall continue in the pay of this state
until they shall be taken into the continental service."

and the late captain Gale, be incorporated with and annexed to the
regiment commanded by colonel Harrison, of the virginia corps of

Resolued, That the same be formed into four companies, with
proper officers belonging to this state to command them, dnd that the gov-
ernor and council be requested to communicate the above resolutions
to congress as soon as may be, that the same may be carried into im-
mediate effect and execution."*

RESOLVES OF CONTINENTAL CONGRESS z7 DECEMBER, 1776.
" Resoloed, That general Washington shall be, and he is hereby,
vested with full, ample, and complete powers to raise and collect
together, in the most speedy and effectual manner, from any or all of
these United States, 16 battalions of infantry, in addition to those
already voted by Congress; to appoint officers for the said battalions
of infantry I to raise, officer, and equip 3ooo light horse; three regi-
ments of artillery, and a corps of engineers, and to establish their pay;
to apply to any of the states for such aid of the militia as he shall judge
necessary; . . . to displace and appoint all officers under the rank of
brigadier-general, and to fill up all vacancies in every other department
in the American army."

" THE committee, appointed to enquire the number of recruits want-
ing to complete the quota of this state, &c. beg leave to report
that three companies of artillery (nearly full) belonging to this state,
have been incorporated with colonel Harrison's regiment of Virginia
artillery ; and your committee are of opinion, that the said companies, in
justice to this state, ought to have been attached to her line of infantry,
and that the said regiment ought to be kept up by Virginia and
this state, and that the promotion to vacancies ought to be
extended in common to the officers so incorporated, agreeable to their
rank and pretentions; but your committee are informed that although
the said regiment now consists almost entirely of the men of the com-
panies of this state, yet they are commanded by virginia officers, and
the former officers of the said companies belonging to this state are
forced to retire from the service on half pay. Your committee are of
opinion, that this matter ought to be represented to congress.
Your committee beg leave further to report as their opinion, that
this state has been materially injured, by permitting corps of other lines,
and of the additional sixteen regiments, to recruit within this state, as
will appear by the following list of companies enlisted in this state, for'
