Below is the cost for our preconstruction services along with our preconstruction services scope description, which is also
outlined as part of our technical project plan in section 11.6.

Setting the Groundwork for Success in Preconstruction
The preconstruction effort is vital to setting the groundwork for establishing the level of quality and pace of schedule.
Quality standards for this project will be set in collaboration with Edwards, LPA, and Snyder Langston. At all of the phases
of the project, Snyder Langston will implement its construction management software programs, including Prolog,
Primavera P6 CPM scheduling, Modelogix/D-Estimator, and PlanGrid to manage and share project information in real time.
If requested, we can use an Edwards-designated platform at no additional cost. We have designated November 1, 2018
to January 15, 2019 as the preconstruction period for the project. During preconstruction, Snyder Langston will work with
the team to advance the project in the following activities:

Schedule/Logistics/Safety
• Develop and refine the master schedule to incorporate design, permitting and construction activities

consistent with all Edwards’s priorities and with input from Edwards, LPA and selected subcontractors. Snyder
Langston will update monthly or more often as required.
• Prepare/update a detailed logistics plan in coordination with Edwards Environmental, Health & Safety (EHS)
personnel and code enforcement to include site-specific safety reflective of the project schedule and all
applicable phasing, staging, site access, WQMP/SWPPP, and City of Irvine security plan requirements in order
to allow an expedient flow of work.

Design/BIM Coordination/Constructability
• Provide constructability and bidability reviews to facilitate accurate subcontractor bidding and buyout.

• Provide value engineering, life cycle analysis, and early coordination to optimize the design.

dedicated specifically to this project. We understand that success is defined by delivering Building B at the earliest possible
time. We have developed the following plan to achieve this goal. We encourage your review and the opportunity to
include your ideas and suggestions to craft an integrated and thorough work plan.

CERTAINTY OF SCHEDULE
Our overall approach includes the requirements of the RFP and is then further defined in our schedule and logistics plans:
Phase 0: 11/5/18 – 1/31/2019
The generator relocation and gate re-configuration work of Phase 0 will take place from November 5, 2018 to January 31,
2019. The logistics plan found in Section 11.3 of our Proposal reflects the approach Snyder Langston will take while
installing the infrastructure for relocating gates, relocating generators and completing the connection of the temporary
access road to reach the HVC building per the current Fire Master Plan.
Phase 1 (Utility Relocation): 1/3/19 – 4/5/19
During the utility relocation work of Phase 1 from January 3, 2019 to April 5, 2019, the focus of the work will be on
relocating the required fire lines, storm drain and the electrical service to the MLE Building. The logistics plan found in
Section 11.3 of our Proposal illustrates Snyder Langston’s plan to complete this work will be performed while maintaining
access to the HVC Building and maintaining fire service to the Community Building by temporarily relocating the fire line
to facilitate future work for Building A.
Phase 1 (Building B, A, and C): 1/3/19 – 7/22/20
During January 3, 2019 to July 22, 2020, we will start construction of Building B and flow into Building A and then into
Building C, per the proposed schedule. The logistics plan found in Section 11.3 of our Proposal takes into account the Fire
Master Plan’s requirements for fire department access, while mitigating inclement weather and controlling dust by
installing gravel access roads and constructing a temporary asphalt parking lot while maintaining access for the HVC
Building.
For all phases of construction, Snyder Langston will accommodate the needs of the active campus and will, when
necessary, utilize trench plates to cover excavations, install temporary gravel or paving, or reschedule work as required to
allow the operations of the HVC building while maintaining the safety of all Edwards personnel.

Long-Lead Items
In our analysis of expediting the delivery of the project, we have identified the following long-lead time items that dictate
early release prior to receiving the building permit and finalizing the GMP. The following trades and award dates are
necessary to maintain our schedule. The following example shows how we identify, schedule, and track long-lead items.

Long Lead Time Procurement Schedule:

Material & Manpower Availability/Procurement Strategy
Considering the current market conditions and workload of subcontractors, Snyder Langston will carefully review each
subcontractor for their capability and capacity to perform the work in a manner consistent with the project plan. For
example, given the unique complexity and difficulty of the work, Snyder Langston will carefully study the pros and cons of
awarding curtain wall for Buildings B and C to the same subcontractor.

Pull Planning with Team to Expedite Schedule
Snyder Langston utilizes subcontractor pull planning with key trade foremen to improve the certainty of meeting our
schedule.
We will monitor the schedule daily and issue formal updates no less than once per month. To improve the consistency of
performance, our Superintendents will hold weekly pull planning sessions with our subcontractor foremen and the design
team as appropriate as we have determined that this effort improves schedule outcomes by:

• Obtaining and maintaining schedule buy-in at the subcontractor foreman level.
• Increasing to 85% from 55% the percent of activities promised to be completed by the foremen.
• Improving quality and reducing rework

Construction Site Access Control for Manpower Management
Snyder Langston will utilize an access control system for construction worker access to the project to facilitate accurate
and timely management of manpower on site. This will enable our team to:

• Ensure schedule integrity by preventing subcontractor platooning workers on and off our project.
• Identify workers assigned to our project and ensure they have received safety and project orientation training.

Relationship with the City of Irvine
Our Superintendents have developed excellent working relationships with Irvine’s building inspectors by being ready,
honest and transparent. These relationships will benefit the project by expediting the inspection process.

• Brian Coffman will lead the scheduling and coordinating of inspections for the project. See sample below.
• Ensure that pre-requisites required by City of Irvine inspectors are met to avoid delays from re-inspections.

Approach to Early Delivery for Interior Improvements Construction
Snyder Langston will work with Edwards and the City of Irvine to enable the start of Tenant Improvements to begin as
soon the City of Irvine will issue the permits. We will work with the selected Tenant Improvement contractor to provide
project access, material staging and MEP system connections.
CERTAINTY OF COST
GMP Preparation
To establish early cost certainty, Snyder Langston will prepare the GMP by January 15, 2019 with 80% of major trades
contracted and the remaining 20% bought by the end of February 2019. Using our SmartBidNet software, we will
competitively bid out all the subcontractor trades pursuant to a joint pre-approved subcontractor bid list. Bids will be
received, reviewed, and negotiated by Snyder Langston and then submitted to Edwards for approval.
PROJECT TEAM AND SIMILAR PROJECTS
The Snyder Langston team will deliver certainty of outcome with a dedicated project team who are experienced building
multiple projects in Irvine of similar size and scope to Building B.
Executive Meetings
Snyder Langston’s headquarters are approximately one mile from the project. Our ownership and full executive team will
be available and accessible at all times to support the project team. In addition, we suggest the use of executive meetings
to engage the leadership of all team members based on the following format:

• Regular monthly executive team meetings with Snyder Langston, Edwards, Jeff Gingold and LPA.
• Discuss what is working and what needs improvement regarding our administration of the project.
• Provide for open communication to facilitate a highly functioning team that delivers certainty of outcome.

Institutional Knowledge
Snyder Langston is a leading builder of office buildings in Orange County in general, and Irvine in particular. Our firm’s
institutional knowledge along with the capabilities of the project team is illustrated below. In addition, to create certainty
on achieving LEED Platinum and Gold Certification under Version 4, we have retained Brightworks who worked with us on
Boardwalk and has successfully certified a LEED Platinum project under Version 4.

Snyder Langston’s Quality Management System
As an ISO 9001:2015 Registered company, Snyder Langston is committed to ensuring quality throughout
all phases of construction and has a Quality Management System that:

• Assures resources assigned to your project are fully trained in Snyder Langston’s systems.
• Focuses on contract document compliance.
• Assures quality through extensive use of mock ups, off-site plant inspections and daily on-site

quality walks.
• Assures all quality discrepancies are tracked and resolved through the use of Quality Action

Reports (QARs).

SAFETY, SECURITY AND SITE LOGISTICS
We will develop an Edwards-specific safety plan to execute the project in an orderly fashion while preventing disruptions
to existing Edwards’s operations. The plan guidelines include the following activities:
• Preparation/updating of a detailed logistics plan reflective of the project

schedule and all applicable phasing, staging, site access, WQMP/SWPPP,
and City of Irvine security plan requirements for coordination and safety
with all parties.

• Preparation of a site-specific safety program for submission and approval
by Edwards Environmental, Health, and Safety (EHS) personnel.

• Development of a site-specific safety plan prepared by each
subcontractor.

• Oversight by Snyder Langston’s Safety Director, Risk Manager and 3rd
party safety inspectors.

Risk Mitigation Mindset

Snyder Langston will create and maintain a risk mitigation matrix throughout the life of the project to help the team
focus on areas of overall risk. Some examples of risk items Snyder Langston has identified are as follows:

• Utility relocation in the access drive north of HVC
• Interruption of utility services to ELS campus or portions of campus during excavations
• Continuity/Disruption of Deliveries to HVC
