1 2015 Annual Report DILG Bohol 1 Being the agency tasked to provide general supervision over Local Government Units (LGUs), scale up LGU capacities for good governance, render performance oversight and provide incentives, the DILG is continuously implementing programs, projects and activities to carry out its mandate. For accountable, transparent, participative and effective local governance, all the 47 municipalities, 1 city and the provincial government are fully compliant with the Full Disclosure Policy (FDP) for the 1st, 2nd and 3rd quarters of 2015, except for 2 municipalities which are high partial in the 3rd quarter for the posting requirement at the FDP portal. All the 1,109 barangays are also fully compliant with the FDP in the conspicuous place. For promoting the tenets of good governance, the Bohol provincial government and nine municipalities of Bohol namely Alicia, Danao, Loboc, Loon, Maribojoc, Panglao, San Miguel, Sierra Bullones and Talibon were conferred the Seal of Good Local Governance (SGLG) on October 7, 2015. These LGUs are entitled to the Performance Challenge Fund (PCF) amounting to P3M for municipalities and P7M for the province. On the otherhand, Tubigon and Talibon and the provincial government were among the 2014 PCF beneficiaries being a consistent Good Financial Housekeeping (GFH) passer for two consecutive assessments. Meanwhile, 26 LGUs which passed the 2012 Seal of Good Housekeeping (Silver) completed their project funded by the PCF. For the Citizen Satisfaction Index System (CSIS), Tagbilaran City which had the Center for Research and Publication of Holy Name University (HNU) as its partner LRI conducting the CSIS survey, presented the survey results to the city officials and functionaries during a Utilization Conference on November 18, 2015 at Bohol Tropics Resort, Tagbilaran City. For the Local Legislative Awards, the municipality of Jagna and Buenavista were proclaimed as provincial winners for the first to third class and fourth-sixth class municipality category, respectively. In recognition of their efforts for conflict resolution, the Lupons of Can-upao, Jagna and East Poblacion, Alburquerque were declared as provincial winner for the first to third class and fourth-sixth class municipality category respectively and awarded on August 5, 2015. Also recognizing their notable accomplishments as barangay officials, Edgardo Bagotsay Punong Barangay of Taytay, Duero; Algerica Coronel of Canmanico, Valencia; Helencita Galbo of Balili, Jagna and Ma. Marvie Ranin-Chiu of Salvador, Cortes were awarded as TOBOY provincial winners on November 4, 2015. On the Katarungang Pambarangay implementation, the DILG through the Field officers continue to provide capacity building, advocacy and monitoring on the cases filed with the KP. On the otherhand, a total of 142 demand-driven trainings were conducted, provided technical assistance and facilitated by the DILG, which were identified from the LGU’s capacity development agenda. Technical assistance was also extended to LGUs conducting benchmarking activities. For this year’s LGU Health Scorecard implementation involving 49 LGUs, the collaboration and partnership of the DILG, DOH and the LGUs resulted to the success of the program. While, all the 1,109 barangays adopted and implemented the BGPMS this year. The BIAD V and PADAYON LGUs benefited from the LGSP LED program with the technical assistance, financial assistance and equipment provided including the tourism-related skills training to 479 tourism workers in partnership with the Bohol Association of Hotels, Resorts and Restaurant. It also supported the development of the Bohol Skills Registry System (BSRS) through coaching, training and equipment provision. With LGSP-LED ending in 2016 and realizing the need for the different sector players to be continuously involved and committed in providing support to the LED initiatives started by LGSP in Bohol, DILG Bohol Office successfully conducted a Launching Activity of the DILG-LED Program for Bohol Province on October 27, 2015 at the Bohol Tropics Resort, Tagbilaran City. On Community-Based Monitoring System (CBMS), the Module 2 Training or Training on Processing of Data, Poverty Mapping and CBMS Database Building was conducted in four (4) batches this year. On-going validation and cleaning of data are being done in respective LGUs that have been trained with Module II but to date only three LGUs have valid and clean data which are ready for use. For the Synchronized Barangay Assembly (SBA), 1,109 barangays of the province of Bohol conducted their respective barangay assemblies on March 28, 2015 and October 11, 2015. Highlights of the assemblies include the Reading of the Message of the SILG by the MLGOO which was in the Visayan version for easy grasp of the barangay people. The Provincial Peace and Order Council (PPOC) Speaker’s Bureau with six teams was also sustained which disseminated government programs during the SBA. On the otherhand, the LGUs of Batuan, Guindulman, San Isidro and San Miguel availed the legislative tracking system, an innovation of DILG Bohol. While, DILG Provincial Office ensured that all LGUs were provided promptly with copies of the directives issued by the DILG Central office. Written, walk-in, telephone and cellphone call for legal opinions were entertained and responded to by field officers for clients who seek advice. DILG Provincial Office provided two written opinions, conducted 13 fact-finding investigations indorsed by the DILG VII Regional Office, and served one dismissal order and one suspension order to erring local officials. While, 17 applications for travel abroad and 5 leave of absence were processed and indorsed to the central office. DILG Bohol also processed a total of 46 death benefit claims of the heirs of deceased barangay officials. DILG Bohol also maintained a database for the provincial, city, municipal and barangay officials. It also Executive Summary


2 processed and indorsed 9 requests for purchase of motor vehicle. While, DILG Bohol also actively participated and played an important role in the Provincial Development And Physical Framework Plan (PDPFP) Updating, PDC Executive Committee Meeting and the BANGON 24th General Assembly. In fulfillment of the Department’s mandate of promoting socially-protective and safe LGUs, DILG implements the Sagana at Ligtas na Tubig (Salintubig) Project which is primarily intended for waterless municipalities and barangays nationwide. Baclayon finally completed its 2012 Salintubig project on March 31, 2015, while Batuan and Bilar which are recipients of the 2014 Salintubig are now on the bidding stage of the procurement process. Program beneficiaries for 2015, are the municipalities of Dagohoy and Inabanga with the amount of P12M and P8 Million, respectively. Under the 2014 Bottom-up Budgeting (BUB) -provision of potable water supply managed by the DILG, there are 30 municipalities identifying this project. Of the 30 municipalities, only 2 LGUs have completed their projects, 7 have 76-95% completion and 4 LGUs with 50 – 75% completion. For 2015, 41 LGUs of Bohol identified provision of waterworks project. Of the 41 LGUs, 39 have signed the MOA while the 2 are still to sign the MOA. Still under the 2014 BUB with DILG, 3 LGUs of Bohol have Local Access Road projects. Of the 3 LGUs, 1 already completed its projects and the 2 LGUs are still in the process of implementing the project. While, LGU Bilar’s DRRM Benchmarking is the only non-infra project of Bohol under DILG BuB 2014. Other BUB Projects identified and proposed by LGUs for 2015 are the construction of evacuation facilities with 11 LGUs, construction of flood control facilities and footbridge with 10 LGUs, and procurement of rescue/ DRRM equipment with 10 LGUs. Different capacity building activities for smooth project implementation were conducted. These are for capacity building of LGU officials, functionaries and DILG field officers. While, activities conducted in support of the BUB were the conduct of the CSO Assembly in all the 47 municipalities and 1 city as well as the Local Poverty Reduction Action Plan (LPRAP) Workshop. The Local Poverty Reduction Action Team (LPRAT) Orientation was also conducted in November to ensure effective planning workshop. Other activities were the monitoring of BUB projects by the Barangay Action Teams (BATs), the Citizen’s Monitoring and Evaluation System (CMS) also for the monitoring BUB implementation, meetings of the Community Mobilizers (CMs) for the CSO Assembly, Orientation on the Roles and Functions of BUB Implementers on April 13, 2015, Meeting with CMs on the Status of BUB Projects on June 8, 2015, Consultative Meeting with LCEs on BUB Implementation on June 11, 2015. Other activities and support to BUB are the attendance of the CMs to meeting of leagues, radio guestings, provision of LGU funding for travel refund of CSOs, conduct of LPRAT and RPRAT Town Hall meetings. On the otherhand, the Bohol Comprehensive Local Integration Program (CLIP) Committee has been created. Activities include the conduct of meetings, visit of the resettlement sites for the former rebels and Consultative Workshop with the beneficiaries of Bayanihan Rebel Returnees Resettlement in Tuburan, Ubay on August 11, 2015 to identify issues in the resettlement areas and the possible solutions to the said issues. Also for the maintenance of peace and order, DILG continue to provide technical assistance and secretariat services to the provincial, city and municipal Peace and Order Councils which conduct regular monthly meetings. The PPOC has a Special Action Committee (SAC) which meets for urgent and confidential matters to be acted upon by the PPOC. Peace and Order and Public Safety Plan (POPSP) for CY 2015 were also crafted by POCs through workshops facilitated by DILG. A Joint Memorandum Circular dated July 23, 2015 was issued by Governor Edgar M. Chatto and PD Ma. Loisella E.Lucino for Mayors enjoining the conduct of monthly C/MPOC meetings as well as to ensure the conduct of monthly BPOC meetings in their LGUs. On the otherhand, the P/C/MMCC regularly meet to discuss operational issues and concerns as well as its resolutions. Bohol Provincial Management and Coordinating Committee (PMCC) composed of the DILG Local Government Sector, Philippine National Police, Bureau of Fire Protection and the Bureau of Jail Management and Penology celebrated its Family Day on September 24, 2015 at Libaong Beach Panglao, Bohol. In the crusade against illegal drug abuse, the Anti Illegal Drugs Task Force and Assessment Team was created under the PPOC and PADAC to devise mechanisms for illegal drug addiction including data generation on barangay drug affectation and the conduct of simultaneous BADAC meetings in barangays. Another innovation is the Seminar on Illegal Drug Awareness and Its Effects to the Barangay Officials of Bohol. It was conducted in seven batches from September to November 2015 at the Bohol Cultural Center to capacitate barangay officials in the carrying out of their mandates relative to illegal drug addiction. To promote women’s rights, DILG Bohol maintains the technical assistance for the localization of the Magna Carta of Women, thus it responds to requests for orientation, seminars and workshops not only from LGUs but from other NGAs like the Department of Education. Monitoring of the MCW is also conducted and it revealed that all mechanisms are in place in the LGUs like the organization and functionality of the GFPS, maintenance of database, among others. Only the enactment of the GAD Code is not yet done in all the municipalities. With the amendment of JMC 2013-01 Localizing the MCW, the roll out for Field Officers was conducted on December 8-9, 2015. Still for the promotion of women’s rights, DILG sustains


3 its capacity building and monitoring of the functionality of LCAT-VAWCs and VAW Desks. 100% of these structures are functional which is evident in their conduct of meetings, among others. On the otherhand, DILG continuously capacitate and monitor the LCPCs. The functionality of Bohol’s LCPCs led to the receipt of the 39 LGUs of the Child Friendly Awards. The Training on the Use of Social Protection Handbook on Local Planning and Budgeting, was also conducted by DILG and DSWD to capacitate LCPC members. With the conduct of APEC Summit in the Philippines, DILG Bohol conducted orientations on the benefit of the Summit as well as the inconveniences which may be encountered during the conduct of the activity. DILG Bohol also continuously monitor and submit report on the progress of implementation of the MDG FACES. Other activities with DILG participation and involvement geared towards socially protective and safe LGUs are the HEAT IT Caravan, which brings government services closer to the people. DILG is also highly involved in the Orientation for CSO Accreditation, Barangay Nutrition Scholars’ Congress, Training of Provincial Cluster Members on Nutrition in Emergencies, Bohol Young Leaders Empowerment Forum on Environmental Sustainability and DRRM, Jobstart Philippines, Countryside Development Program-Purok Purok Movement (CDP-PPM), Search for Pantawid Pamilya Exemplary Children and the Huwarang Pantawid Pamilya Regional Research.DILG Bohol also joined and observed different celebrations such as the Children’s Month, Fire Prevention Month, Nutrition month, Women’s Month, Disability Prevention and Rehabilitation Week and Teacher’s Month celebrations. In order to build LGU capacities for an environment protective, climate change adaptive and disaster resilient communities, DILG implements a disaster preparedness program dubbed as Operation Listo. It provides sets of relevant interventions for disaster preparedness which is contained in the Disaster Preparedness Manuals. Activities under the Operation Listo are the Provincial Convergence Action Planning which was conducted on March 30, 2015; the Disaster Preparedness Dialogue which took place on April 28, 2015; the One On One Coaching with LCE and DRRMO which occurred from March-May, 2015 and the Barangay Coaching from March-September, 2015. Organization of the LDRRMO was also conducted during the Provincial Convergence Action Planning. On November 17, 2015, meeting of the LDRRMO Federation and Action Planning Workshop for the 2016 Action Plan of Activities was conducted. Other significant activities of DILG Bohol for capacity building of LGU officials and functionaries as well as DILG officers were the Advocacy and Information Campaign on Mainstreaming DRR/CCA in local development planning on November 20, 2015; Training on the Preparation of Local Climate Change Action Plan (LCCAP) on October 7-9, 2015 and the Orientation on Climate Change Expenditure Tagging on November 5-6, 2015. For the barangay officials’ capacity building, DILG Bohol in partnership with the Provincial Government conducted the Competency Training for all the 1,109 Barangay Secretaries on April 27-28, 2015 and the Barangay Treasurers on May 5-6, 2015. An Orientation on the Barangay Emergency Management Training (BEMT) for Punong Barangays was conducted on June 29, 2015 with former DILG Sec. Mar Roxas as guest of honor. To capacitate more barangay officials, the BEMT was conducted in the barangays of Bohol through the deployment of teams by the provincial government to facilitate the training. Still for capacity building, DILG facilitated the workshop of LGU Batuan for Comprehensive Development Plan (CDP) preparation Mainstreaming DRRM/CCA on June 23-25, 2017. DILG also facilitated the DRRM/CCA Action Planning Workshop of the municipality of Batuan on June 26-27, 2015 and the municipality of Bilar on October 7-9, 2015. On the otherhand, requests for capacity-building activities were responded to by the DILG not only coming from the LGUs but also from the NGOS. Meanwhile, DILG Bohol implements the Bohol Earthquake Assistance (BEA) which aims to facilitate the recovery and return to normalcy of services and accelerate economic activities in the areas affected by the Bohol Earthquake through the provision of technical and financial assistance to the affected LGUs. Forty-four (44) LGUs are covered under the BEA with 1,063 subprojects. To date, 472 subprojects are completed, 314 subprojects are on-going, 183 subprojects are under bidding process and 70 subprojects are in pre-procurement stage. Mechanisms to ensure the smooth BEA implementation include the creation of the Provincial Project Management Team, creation of the Project Management Office, among others. Capacity building activities are continuously provided for the smooth implementation of the activity. To name a few, Seminar-Workshop on Government Procurement, Seminar- Workshop in Engineering for NonEngineers and Orientation-Seminar for the Members of the Project Management Office Relative to the Bohol Earthquake Assistance (BEA) Project. While, DILG Bohol is also monitoring the implementation of the Solid Waste Management Act. It also actively participate in the activities of the Coastal Law Enforcement Council – Provincial Technical Working Group (CLEC-PTWG). It also celebrated and observed the Disaster Prevention Month and the Month of the Ocean. In support to the National Agenda for inclusive growth and poverty reduction, one of the outcomes areas of the DILG is the promotion of Business-Friendly and Competitive LGUs. Towards this end, a Training on


4 the Development/Formulation of LGU Business Plan, Local Investment and Incentive Code (LIIC) and Local Revenue Code (LRC) was conducted on October 5-9, 2015 with the officials and functionaries of Tagbilaran City and Panglao as one of the participating LGUs. Same LGUs also participated in the Training-Workshop on Capacity Development for Local Economic and Investment Promotion Officers on Investment Promotion for Visayas Cluster (Regions 6, 7 and 8) on November 4-6, 2015. DILG through the Bureau of Local Government Development (BLGD) conducted a Coaching Session on BFCL for DILG Regional and Provincial LED Focal and selected LEIPOs all over the 18 target sites in the Philippines on January 22-23, 2015. Considering the significant role of LGUs in achieving inclusive growth, DILG-Bohol continuously extended technical assistance for the functionality of the Local Economic Investment and Development Promotion (LEIDP) Office and trained Local Economic Investment Promotion Officer (LEIPOs) to make them competent to perform their duties and functions. While, as a result of the technical assistance and monitoring on BPLS, all LGUs have streamlined BPLS processes based on the quarterly monitoring reports of the City/Municipal Local Government Operations Officers (C/MLGOOs). Other activities conducted were the Capability Building Training on Investment Promotion: An Inter-Agency Collaboration of DILG, DTI and BOI , the NCC Competitiveness Research-Survey Roadshow and the Orientation on RS4LG for Tagbilaran City. In the NCC Competitive Survey, Bohol is proud that Jagna ranked 3rd place in the Most Competitive Town in Economic Dynamism. For the PRMF implementation, the Presentation of the Validation and Sustainability Plans and Culmination Program on October 7, 2015 marked the ending of the program. Also a Novation Contract Signing was made between Atty. Rene K. Burdeos, DILG Regional Director and Governor Edgar M. Chatto in order to turn-over the responsibility of the Department in the monitoring of the provincial road sections implemented under the PRMF program. The rehabilitation of the PRMF road projects were completed from March to September 2015. Inauguration of these roads and a hand-over ceremony was held in Loay, Bohol during the Bohol day celebration on July 22, 2015. On the SLRF, the Project Development Management Unit of DILG Bohol Province and CLGOO Mardonio Roxas monitor the implementation of the Special Local Roads Fund. Quarterly monitoring reports are submitted aside from the submission of Project List for the next year’s implementation and the Inventory of Roads. On the CR+ID, series of meetings and activities of the CR+ID TWG were closely coordinated by the DILG Provincial Office especially in the formulation of the Bohol Strategic Roads and Infrastructures for 2017 and TRIP (Three Year Roll Infrastructure Plan) Funding. DILG also actively participated in the Bohol Roads Forum wherein a 10-minute presentation on DILG Infrastructure Projects funded under BUB, SALINTUBIG and BEA was made. Realizing that the four outcome areas would not be achieved, without a strengthened internal governance, DILG participated in trainings, seminars, and other capability building activities or even meetings for the planning, implementation and monitoring of programs and projects implemented by various Provincial and National Government Agencies. DILG’s website was also maintained for information of Field officers. To capacitate its manpower, promote their well-being and forge strong interpersonal relationship among them, DILG conducts the Integrity Circle, physical fitness activities, HRM related activities like the SPMS workshop and different capacity building activities. Bi-monthly conferences and cluster meetings are also regularly conducted. DILG Bohol personnel are fully aware that coping up and carrying out the department’s mandates is not possible if their knowledge and skills are not honed and harnessed.

Twenty-three towns and the City of Tagbilaran made up the D’ ONE Cluster. The municipalities are: Albur, Antequera, Baclayon, Balilihan, Buenavista, Calape, Catigbian, Clarin, Corella, Cortes, Danao, Dauis, Getafe, Inabanga, Loon, Maribojoc, Panglao, Sagbayan, San Isidro, Sikatuna, Talibon, Trinidad, Tubigon, and Tagbilaran City. 2015 Annual Report DILG-Bohol 12Accountable, Transparent, Participative and Effective Local Governance FULL DISCLOSURE POLICY The Full Disclosure Policy (FDP) is the government’s policy that requires certain local officials of provinces, cities, and municipalities to fully disclose particular financial transactions of the LGU to keep their constituents informed of how the LGU budget is managed, disbursed and used. Through this policy, it minimizes if not totally prevents corruption and misuse of public funds and increase the people’s awareness of the available public funds and the allocated amount for development projects in their localities. In continually adhering to the highest standards of lucidity and liability, DILG Bohol Field Officers constantly provide technical assistance in facilitating LGU’s compliance to FDP. Posting in conspicuous places and FDP portal are regularly monitored at the Municipal and Provincial Level to ensure that posting are within the prescribed period. Table 1. Likewise, LGUs Baclayon, Batuan, Bien Unido, Buenavista, Candijay, Dauis, Dimiao, Guindulman, Inabanga, Pilar, Sagbayan, San Isidro and Ubay were also assisted in its request for the same certification for its compliance to Good Financial Housekeeping (GFH) after assessment requirement. Efforts in upholding the principles of transparency and accountability in public funds paved the way for the Bohol Province and Forty Seven (47) LGUs in passing the Good Financial Housekeeping. 2015 Annual Report DILG-Bohol 14Accountable, Transparent, Participative and Effective Local Governance SEAL OF GOOD LOCAL GOVERNANCE (SGLG) The Seal of Good Local Governance (SGLG) is a recognition of good performance of provincial, city and municipal governments, not only on financial housekeeping, but also on other areas that directly benefit the people. The SGLG is the scaled up Seal of Good Housekeeping (SGH) and is a continuing challenge for local governments to perform better, and ultimately, achieve a desirable condition where local governments: (a) Sustain the practice of transparency and accountability in the use of public funds; (b) Prepare for challenges posed by disasters; (c) Demonstrate sensitivity to the needs of vulnerable and marginalized sectors of society; (d) Encourage investment and employment; (e) Protect constituents from threats to life and security; and (f) Safeguard the integrity of the environment. For LGUs to be conferred the SGLG, it must pass the three core areas namely Good Financial Housekeeping, Disaster Preparedness and Social Protection and at least one from the three essential areas namely Business Friendliness and Competitiveness, Peace and Order and Environmental Management. For the 2015 SGLG, nine municipalities of Bohol and the provincial government of Bohol received the award. These are the municipalities of Alicia, Danao, Loboc, Loon, Maribojoc, Panglao, San Miguel, Sierra Bullones and Talibon. The assessment of the 2015 SGLG started in 2014 with the Regional Assessment Teams (RATs) visiting the provinces, cities and municipalities. The RATs gathered and checked the primary data and secondary data were derived from NGAs concerned. The SGLG Regional Conferment Ceremony took place on October 7, 2015 at Bohol Tropics Resort, Tagbilaran City. The awardees received glass marker and a check for the Performance Challenge Fund (PCF).The PCF amounts to P3M and P7M, for municipalities and provinces respectively. Provincial Govt. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 15 Meanwhile, the LGUs which were not conferred with the SGLG were given Certificates of compliance for the core & essential areas that they passed. They were also given the details why they failed in certain areas. Figure 1 shows the number of LGU passers in the SGLG core and essential areas. Figure 1 showed that out of 47 municipalities and 1 city, 34 passed the Good Financial Housekeeping, 46 passed Disaster Preparedness and 14 passed the Social Protection. For the essential areas, 39 passed the Business Friendliness and Competitiveness, 48 or all passed Peace and Order and 40 passed Environmental Management. The results revealed that many LGUs failed in Social Protection. Meanwhile, for the 2016 SGLG, a field test was already conducted from June 22-26, 2015. The field test involved the administration of the assessment tools in selected LGUs namely Tagbilaran City, Loon, Jagna, Duero and Valencia. The purpose of which is to assess the effectiveness of the indicators After the accomplishment of the functionaries of the tool, the MLGOOs were asked to make comments or give feedback on the indicators. As of this writing, DILG Central Office has not yet called the SGLG/LGPMS Focal Persons for an Orientation on the 2016 SGLG implementation, specifically on the Assessment. But advisory was given that the assessment would be conducted next year.


2015 Annual Report DILG-Bohol 16Accountable, Transparent, Participative and Effective Local Governance PERFORMANCE CHALLENGE FUND In CY 2012, twenty-six (26) Local Government Units in the Province of Bohol passed the Seal of Good Housekeeping (silver) that received an incentive amounting to One Million Pesos as a counterpart fund to finance their high impact local development projects that are responsive to the Millennium Development Goals (MDG). To ensure transparency and accountability in the implementation of these projects, MLGOOs of the respective LGUs submitted monthly project status monitoring reports. The PCF National Validating Team was composed of the personnel from Information Systems and Technology Management Service (ISTMS) of DILG Central Office. They conducted interviews to local officials and to project beneficiaries as well. Pertinent documents such as Project Proposal, Program of Works, Certificate of Acceptance, Final Report of Disbursements and Project Completion Report were examined by the validating team. They also employed Monitoring and Evaluation Tool/Form to both municipal officials and project beneficiaries in the six local government units of their choice, namely, Alburquerque, Antequera, Baclayon, Corella, Loboc and Maribojoc. In CY 2014, a validation was conducted by the Department of the remaining 2012 SGH passers which passed the 2014 Good Financial Housekeeping (GFH) of the Seal of Good Local Governance (SGLG). Being consistent GFH passers for the two consecutive assessments, the Provincial Government of Bohol and the LGUs of Tubigon & Talibon qualified as 2014 PCF recipients. A ceremonial awarding for this purpose was conducted on July 10, 2015 at Sarrosa International Hotel, Cebu City. The Provincial Government of Bohol received an incentive amounting to Seven Million Pesos while the LGUs of Tubigon and Talibon received One Million Pesos each. Atty. Rene K. 2015 Annual Report DILG-Bohol 18Accountable, Transparent, Participative and Effective Local Governance Said incentives of One Million Pesos each for the LGUs of Tubigon and Talibon were already downloaded in their accounts, while the Seven Million Pesos for the Provincial Government of Bohol is still due for downloading. POWs and DEDs of the proposed projects under this fund of the LGUs of Tubigon and Talibon were reviewed and were approved by the Regional Project Development Monitoring Unit (RPDMU). A certification was already issued by the RPDMU to the two LGUs mentioned certifying therein that the design is in accordance with the standards of the DPWH and National Building Code of the Philippines, hence, they are now on their procurement process. For CY 2015, ten LGUs in the Province of Bohol, including the Provincial Government of Bohol, were conferred with the 2015 Seal of Good Local Governance (SGLG) on October 7, 2015 that made them an eligible beneficiary of the CY 2015 Performance Challenge Fund. Administrative documentary requirements were submitted to the DILG Regional Office to facilitate the notice for cash allotment of these PCF recipient LGUs. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 19 CSO-PEOPLE’S PARTICIPATION PARTNERSHIP PROGRAM Citizen Satisfaction Index System Utilization Conference for Tagbilaran City The Citizen Satisfaction Index System (CSIS) is an assessment tool for the service delivery performance of local governments based largely on the knowledge, experience and perception of the people. It endeavors to assess the quality, responsiveness and inclusiveness of public services from the point-of-view of the people as clients and as citizens. The CSIS is currently implemented by the Department to help promote transparency, accountability and participatory governance. The program covers 56 target sites all over the country with Region 7 having the most numbered targets with 12, including Tagbilaran City. The regional CSIS Orientation for Local Resource Institutes (LRIs) was conducted on April 27-28, 2015 at the Dumaluan Beach Resort, Panglao, Bohol, which was highlighted by the signing of Memorandum of Agreement (MOA) between DILG 7, represented by former Regional Director Ananias Villacorta and participating LRIs representatives. Upon recommendation of DILG-Bohol, the Center for Research and Publication of Holy Name University (HNU) was selected as partner LRI to conduct the CSIS survey for Tagbilaran City. Results and information were presented to the City’s officials and functionaries during a Utilization Conference on November 18, 2015 at Seglim VIP Hall, Bohol Tropics Resort, Tagbilaran City attended by LGCDD Chief Virgie Clapano and CSIS Regional Focal Soccoro Dorina Salas together with DILG-Bohol Provincial Director Ma. Loisella Lucino and CSIS Provincial Focal Mary Ann Aparece-Verga. MOA signing between DILG 7 and LRIs of Cebu, Bohol and Negros Oriental during the CSIS Orientation for Local Resource Institutes on April 27-28, 2015 at the Dumaluan Beach Resort, Panglao, Bohol HNU Center for Research and Publications Head, Maria Paz Espiritu during the cascading of fieldwork protocols to field enumerators on June 8, 2015 at the Conference Hall, Holy Name University, Tagbilaran City. Mariejoe Narca of HNU Center of Local Governance presented the CSIS results and information to the local officials and functionaries of Tagbilaran City. CSO representative Alvin Acusar of Bol-anon United Sectors Working for Advancement of Community Concerns (BUSWACC) recognized the significance of CSIS in LGUs. Tagbilaran City Mayor John Geesnell Yap expressed his gratitude to DILG and HNU for the CSIS endeavor, which he said is helpful for the improvement of the City’s delivery of basic and essential services to its people. Customized Acitivity: CSO Week Celebration The Provincial Government of Bohol institutionalized the PGBh-CSO Week on the last week of September every year, to promote the partnership between the government and the civil society, and to build a platform for communication between CSOs and the public.


2015 Annual Report DILG-Bohol 20Accountable, Transparent, Participative and Effective Local Governance This year’s PGBh-CSO Week started 21st September with a theme “Nagkahiusang Bol-anon: magpadayon sa pagtambayayong sa kalamboan ug pagpangandam alang sa kahucpongang ASEAN”. PD Loisella E. Lucino graced the occasion and talked about the importance of the active participation of the civil society organizations. She highlighted the role of CSOs in the Bottom Up Budgeting (BuB) program most specifically on the Citizen’s Monitoring and Evaluation Scheme (CMS) wherein the CSOs will be trained on monitoring and evaluation and will compose the monitoring teams who will do interview and actual site visit to BuB projects. She likewise encouraged all organizations to participate during the CSO Assemblies in their respective municipalities that will be conducted in the month of November. Customized Activity: BANGON 24th General Assembly The Bohol Alliance of Non-Government Organizations (BANGON) is an aggrupation of non-government organizations of Bohol and is an active partner of the national government agencies (NGAs) and local governments in the implementation of programs and projects benefiting the Boholanos. On the occasion of its 24th founding, BANGON conducted its Annual General Assembly on July 30-31, 2015 at Casa Rey Francis, Tagbilaran City with the theme “Building CSO Sustainability and Resiliency thru Genuine Partnership and Collaboration”. DILG Provincial Director Ma. Loisella E. Lucino represented by LGOO VI Ma. Reina Abellana-Quilas gave an inspirational message to encourage the CSOs for better collaboration with NGAs and local governments. It may be recalled that DILG forged an agreement with BANGON for the monitoring on the Full Disclosure Policy. Another agreement was forged for BANGON, DILG and the LGUs to advance their commitments to aggressively push for innovations in local governance. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 21 LUPONG TAGAPAMAYAPA INCENTIVES AWARDS The search of the Lupong Tagapamaya Incentive Awards (LTIA) commenced on February 23, 2015 with the submission of a total of thirty six (36) entries, nine (9) from the first to third class municipality category and twenty seven (27) from the fourth to sixth class municipality category province-wide. Members of the Lupong Tagapamayapa Provincial Awards Committee convened last February 20, 2015 at at the Office of the DILG Provincial Director, for a briefing and scheduling of table/field assessment of the entries from the different LGUs of the province of Bohol. Last February 24-27, 2015, the Committee conducted table assessment of the entries to come up with the top three finalists each for the first to third and fourth to sixth class municipality categories. On-site validation ensued on March 3-5, 2015 that focused on the actual interview of the lupon chairpersons and members and the inspection of lupon records. Table 5. Chatto handing a cash prize and plaque to the winners and runners-up.


2015 Annual Report DILG-Bohol 22Accountable, Transparent, Participative and Effective Local Governance As regional finalists, the lupons of Can-upao, Jagna and East Poblacion, Alburquerque, Bohol were subjected to another on-site validation and interview by the members of the Lupong Tagapamayapa Regional Awards Committee on April 16, 2015. Considering their competence, dedication and high record of settlement which contributed to the peaceful situation of the barangay, the Lupong Tagapamayapa of Can-upao, Jagna and Lupong Tagapamayapa of East Poblacion, Alburquerque was adjudged as the Regional LTIA Winner for the first to third class municipality category and fourth to sixth class municipality category, respectively and is Region VII’s entry to the national search. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 23 Innovation: Coaching for Regional LTIA Validation: As support to the Provincial Nominees for the Lupong Tagapamayapa Incentive Award Search, DILG Bohol took the initiative in conducting a Coaching/Mentoring session for the Lupons of Can-upao, Jagna and East Poblacion, Alburquerque prior to the scheduled Regional On-site validation set on April 16, 2015. LGOO VI Regina Gina Bastes and LGOO V Josie M. Montes visited the lupons on April 10, 2015 and re-oriented them of the KP Law and draw out possible questions and answers based on the search criteria. The members of the lupons were also given tips on the basics of presentation preparation and how to effectively respond to questions. Innovation: Incentives for LTIA Entries To pay of the hardwork of the MLGOOs in the submission of LTIA Entries, the DILG Provincial Management have thought of giving rewards, e.g. parker ballpen, pointer and powerbank to the field officers who have submitted their document entry to the Lupong Tagapamayapa Incentive Awards.


2015 Annual Report DILG-Bohol 24Accountable, Transparent, Participative and Effective Local Governance KATARUNGANG PAMBARANGAY In accordance with the provisions of the Local Government Code of 1991, all the 1,109 barangays of the province of Bohol have organized their respective Lupong Tagapamayapa. Ninety percent of the barangays have ten lupon members while ten percent have fifteen to twenty lupon members depending on the population of the barangay and the quantity of cases filed. Sections 421 and 422 of the Local Government Code of 1991 and DILG Memorandum Circular No. 2007-129 is complied by the LGUs in the province of Bohol through the following: Advocacy. Monthly meetings of the Liga ng Barangay and Barangay Secretaries League are avenues utilized by the LGUs in promoting the Katarungang Pambarangay. The MLGOOs updates the punong barangays and barangay secretaries regarding the KP law and collect reports as regards cases filed and actions taken by the lupon. Allocation of funds for trainings and seminars. Sixteen LGUs of the province have actual allocation for trainings on Katarungang Pambarangay. The other LGUs take their budget for KP trainings from their allocation for peace and order, aid to barangays or from the Office of the Municipal Mayor. Other LGU support for the implementation of the Katarungang Pambarangay includes augmentation of amount for honoraria of lupons, awarding of performing lupons, provision of office supplies, reproduction of KP forms, provision of travel claims for lupons. Based on the first and second semesters report on KP Consolidated Compliance, the City of Tagbilaran and the 47 municipalities of the province of Bohol, have a total of 3,969 cases filed, 3,536 cases settled, and 433 unsettled cases. Considering that each case filed in court would cost PhP 9,500.00, the total cases settled earned an estimated PhP 33,345,000.00 of savings for the government. These data are shown in Figures 2 to 5:


2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 25 NEO/BNEO Component III of the B/NEO Program caters to Specialized Courses aimed to build on the specific competency needs identified by the LGUs as defined in their Capacity Development Agenda. Moreover, it also pertains to demand driven trainings conducted in the local government units with the assistance of the DILG Field Officers. This year, a total of 142 demand-driven trainings were conducted by all the LGUs of Bohol as reflected in figure 6. Figure 6: Trainings Conducted


2015 Annual Report DILG-Bohol 26Accountable, Transparent, Participative and Effective Local Governance Moreover, DILG Bohol always promote the request for assistance from the Local Government Academy to invite Local Chief Executives to the NEO Executive Coaching Session and the BNEO Program Online Readiness survey for all the barangay officials in the component city of Tagbilaran. Furthermore, DILG Bohol also cascaded the request for assistance from the LGA in disseminating the conduct of an on-line assessment survey of the 2013 NEO-BNEO Program in preparation for the enhancement of the NEO-BNEO Program.


2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 27 LOCAL GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (LGPMS) The Local Governance Performance Management System is a web-based performance management system being developed by DILG for LGUs to identify development gaps and guide them in determining appropriate executive and legislative actions to address such gaps. The LGUs have already institutionalized the LGPMs through the DILG Field Officers. With the SGLG implementation in 2014, the LGPMS is made as an operational platform. This means that the LGPMS is made as a central collection and storage of data and an information platform for performance in thematic areas, financial profile and LGU Profile. LGPMS is also used as performance trending and benchmarking as well as information use for planning and research purposes. For 2015, no activities involving the LGPMS under SGLG were undertaken yet. This is because the assessment of the 2016 SGLG has not yet started. LGU Health Scorecard The LGU Health Scorecard is a regular undertaking of the Department of Health which is a mechanism used to assess the health reform outcomes as well as to track progress of health reform implementation of each local government unit. Since 2010, the DOH partnered with the DILG for the implementation of the LGU Health Scorecard. DILG’s role starts from Data Gathering and Certification wherein DILG Field Officers facilitated the accomplishment of the Data Capture Form (DCF) by the Health Officer and the LGU finance officers. Then, submitted it to the DILG Provincial Focal Person for the review of the Provincial Health Office and the Department of Health (DOH). This year, data gathering and submission of DCF was from July 16-August 12, 2015. All the 48 local government units of Bohol accomplished and submitted the DCF. The rest of the activities like facilitation for the Data Review, Reconciliation and Aggregation were taken charged by the Provincial Focal Person, LGOO VI Ma. Reina Quilas. She was also responsible for the on-line data encoding of the DCFs of all 47 municipalities, 1 city and the provincial government at the LGPMS website. This year’s LGU Health Scorecard implementation was a success with the collaboration and partnership of the DILG, DOH and the LGUs.


2015 Annual Report DILG-Bohol 28Accountable, Transparent, Participative and Effective Local Governance BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGPMS) The Barangay Governance Performance Management System (BGPMS) is a mechanism which seeks to determine and establish the level of performance of the barangay government in the areas of Administration, Social Services, Economic Development, and Environmental Management (ASEE) in relation to the mandates of the 1991 Local Government Code and other related laws. For 2015, all the 1,109 barangays adopted and implemented the BGPMS. Its implementation started with the creation/ activation of the BGPMS Barangay Assessment Team (BAT), Orientation of the BAT, Data Gathering, Data Processing and Analysis, Preparation of the State of Barangay Governance Report and conduct of Exit Conference. Aside from the exit and utilization conference conducted where the BGPMS results was presented by the BAT to the barangay officials, results of the BGPMS was also presented to the barangay constituents during the Synchronized Barangay Assembly. In Talibon, Bohol where the 49th Batch LGOO Trainees were deployed, Reorientation on the BGPMS was conducted by the trainees under the supervision of MLGOO Maura Justol. Participants were the Punong Barangays, Barangay Kagawads, Barangay Secretaries, Barangay Treasurers and 2 representatives from NGOs. With the orientation on BGPMS, the barangays were able to update their 2014 BGPMS data that resulted to the preparation of the State of Barangay Governance Report (SBGR) with the able assistance of the LGOOs II. The SBGR was then presented to the Sangguniang Barangay for consideration in their planning and budgeting for the next year. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 29 LOCAL GOVERNMENT SUPPORT PROGRAM FOR LOCAL ECONOMIC DEVELOPMENT (LGSP-LED) The Local Governance Support Program for Local Economic Development is an eight-year cooperation program of the Governments of Canada and the Philippines that works at both national and local levels to provide a better enabling environment for LGUs to pursue LED. At the local level, the Program helps select LGU alliances develop and implement their LED approaches. In Bohol, LGSP-LED was implemented in BIAD V municipalities composed of Bilar, Batuan, Carmen, Sierra-Bullones, Pilar, Dagohoy, Danao, and Sagbayan under Batch 1 Project and the municipalities of Panglao, Dauis and Baclayon known together as an LGU alliance called PaDaYon Bohol Marine Triangle (PaDaYon BMT) under Batch 2 where tourism is a primary industry. With the technical assistance extended to BIAD V, the Center for Agribusiness and Sustainable Agriculture or CASA has incorporated rice duck farming and vermi-composting technologies and facilities in its curricula. CASA was able to train 66 farmers from the BIAD V municipalities with direct support from DILG. Equipment to improve packaging and product quality were provided to Carmen Samahang Nayon Multipurpose Cooperative (CSNMPC). The Cooperative also learned business planning that led to the acquisition of its own rice mill. Balay sa Humay in the municipality of Batuan was able to enhance its Rice Museum and Cultural Collective performance offerings that promote organic rice to visitors. Balay sa Humay is an additional stopover tourist attraction to and from Chocolate Hills. The technical assistance extended to Baclayon for the development and marketing of Heritage Tourism has resulted into the opening of the Baclayon Heritage Café (please see FB page: Baclayon Heritage Café) which now serves as a hub of all the tourism products and activities of Baclayon. The Heritage Café serves famous pastries of Baclayon such as broas and sikwate (local chocolate drink) Broas is a famous souvenir products for both local and foreign tourists as well as locals of province. The Café is managed and operated by the Baclayon Entrepreneurs Association. Through the project, the Baclayon Heritage Walk of the Baclayon Ancestral Homeowners Association for New Development Initiatives or BAHANDI was also enhanced and diversified. The heritage walk used to have only one itinerary then with the technical assistance, BAHANDI was able to come up with four (4) other itineraries. It also trained local people of Baclayon who now serve as local guides of the tour clients. On workforce development, LGSP-LED has provided tourism-related skills training to 479 tourism workers in Ongoing operation of the Baclayon Heritage Café, managed by the Baclayon Entrepreneurs Association. The Café was launched in 2014 with the technical assistance of LGSP-LED. The Project also supported the development of the Bohol Skills Registry System (BSRS) through coaching, training and equipment provision. Launching Of The DILG-LED Program For Bohol Province The original planned activity following the Convergence Planning of LGSP-LED initiatives in BIAD V and PaDaYon municipalities was to conduct a formal turnover activity to the Provincial Government by presenting the transition of the support function from LGSP-LED to the province. This however was found irrelevant and untimely due to the length of time between the last activities conducted in both project sites. With LGSP-LED ending in 2016 and realizing the need for the different sector players to be continuously involved and committed in providing support to the LED initiatives started by LGSP in Bohol, this Office successfully conducted a Launching Activity of the DILG-LED Program for Bohol Province on October 27, 2015 at the Dagohoy Grand Ballroom, Bohol Tropics Resort, Tagbilaran City attended by all City and Municipal Mayors, Local Investment and Promotion Officers, LGSP-LED project site beneficiaries, academe, business sectors represented by the Bohol Chamber of Commerce and Industry (BCCI) and the Bohol Association of Hotels, Resorts and Restaurants (BAHRR), partner National Government Agencies (NGAs) and the Provincial Government of Bohol (PGBh) through the Bohol Employment and Promotion Office (BEPO), Bohol Information, Communication and Technology Unit (BICTU), Office of the Provincial Agriculturist (OPA), Provincial Planning and Development Office (PPDO), Provincial Tourism Office (PTO), and the Bohol Investment and Promotion Office (BIPC). Highlighting the activity was the presentation of the Department’s BFCL Program rendered by LED Regional Focal Ammie Marie Generale, and sharing of LED stories by selected beneficiaries and partners. Customized BFCL flyers were also distributed alongside the presentation of the overview of the LGSP Project in Bohol through an Adio-Visual Presentation. Project beneficiary Ronel Udtuhan expressed gratitude to LGSP-LED for all its technical and financial assistance extended to Carmen Samahang Nayon MPC. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 31 Customized Activity: Convergence Planning and Discussion of Terms of Responsibilities of Stakeholders and Partners The conduct of Convergence Planning Activity on March 5-6, 2015 at the MetroCentre Hotel, Tagbilaran City for the LGSP-LED Initiatives in Bohol has given the partners from BIAD V and PaDaYon municipalities the venue to share updates and future plans so their initiatives sustain. Organic rice production and tourism stakeholders from the Provincial Government, LGUs, NGAs and private sectors in Bohol attended the two-day activity allowing the opportunity for the partners and stakeholders to discuss issues related to both concerns. As the partners shared their future plans on how to sustain the initiatives started with LGSP-LED, stakeholders expressed their commitments by including the identified activities/initiatives in programs on organic rice farming and tourism. Having seen the future plans and commitments, the group realized the need to sit down and discuss further the terms of responsibilities and commitment as well as polish the plans of the initiatives on promoting organic rice farming, market-supply linkage and workforce development. Stressing sustainability of the LGSP-LED technical assistance, DILG-Bohol LED Focal Mary Ann Aparece-Verga emphasized the need to create teams to ensure and monitor implementation. The group was divided into three clusters: (1) Tourism, (2) Agriculture, and (3) Business. Using a template, the three clusters identified activities, specific tasks, implementation dates and resources needed. A follow-up Convergence Planning Activity was conducted on March 23, 2015 at the MetroCentre Hotel, Tagbilaran City to validate commitments given by stakeholders to BIAD V and PaDaYon municipalities and come up with specific action plans on the sustainability of the initiatives of LGSP-LED project for handover to the Provincial Government and DILG.


2015 Annual Report DILG-Bohol 32Accountable, Transparent, Participative and Effective Local Governance COMMUNITY-BASED MONITORING SYSTEM (CBMS) Subsequent to Module I Training conducted in 2014 to all LGUs, DILG-Bohol and the Provincial Government have undertaken the next step after field surveys were completed. Module 2 Training or Training on Processing of Data, Poverty Mapping and CBMS Database Building was conducted in four (4) batches this year. The training aimed to provide LGU personnel the “know-how” on how to process the data gathered and translate them to tables and maps. The activity was technically assisted by LGOO V Charity Agbayani and LGOO IV Evelyn Castro of the Bureau of Local Government Development (BLGD), LGOO V Mylove C. Flood of DILG-Bohol and Engr. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 33 Innovation: CBMS – PPMS Orientation for ITs CBMS Network, during the CBMS Module II TOT on September 7-11, 2015, introduced techniques to correct errors encountered during the survey. One of these methods is through the use of the Deduplicator App. Consequent to this, DILG-Bohol, spearheaded an Orientation on Deduplicator Application for CBMS Data Correction on September 22, 2015 in JJ’s Seafood Village, Tagbilaran City. The briefing was attended by Information Technologists (ITs) of the 43 LGUs who have undergone the Module II training in the first semester of this year. The activity aimed to clean the CBMS data of the 43 LGUs for institutionalization and making it as official data source for planning at all geopolitical levels of the Province of Bohol.
