2015 Annual Report DILG-Bohol 34Accountable, Transparent, Participative and Effective Local Governance SYNCHRONIZED BARANGAY ASSEMBLY In compliance to Presidential Proclamation No. 260 signed on September 30, 2011 and DILG Memorandum Circular Numbers 2015-24 and 2015-116, the 1,109 barangays of the province of Bohol conducted their respective barangay assemblies on March 28, 2015 and October 11, 2015. Highlights of their assemblies were the presentation of the State of the Barangay Address, financial report, accomplishment report of the barangay councilors, the Reading of the Message of the SILG by the Municipal Local Government Operations Officer. As an innovation, considering that the message of then SILG Mar Roxas was in English and Tagalog, this level translated it into the vernacular to be understood and appreciated by the constituents as shown below. Another innovation of DILG-Bohol relative to the conduct of the SBA is sustaining the Provincial Peace and Order Council (PPOC) Speaker’s Bureau with six teams. Each team is composed of representatives from the PNP, Bureau of Fire Protection, Philippine Army and headed by the DILG-Bohol Program Coordinator and staff and discussed about barangay full disclosure, UBAS, DILG projects implemented in the LGU, drug awareness, fire prevention and suppression, insurgency awareness, purok power movement, disaster preparedness to the barangay folks during the semestral synchronized barangay assemblies of selected towns. 2015 Annual Report DILG-Bohol 38Accountable, Transparent, Participative and Effective Local Governance TECHNICAL ASSISTANCE ON DEMAND-DRIVEN ACTIVITIES For CY 2015, a total of 142 demand-driven trainings were conducted by all the LGUs of Bohol. These demand driven activities pertains to the outcome areas of the department namely Socially Protective and Safe LGUs, Environment Protective Climate Change Adaptive and Disaster LGUs, Business Friendly and Competitive LGUs, and Accountable, Transparent, Participative and Effective Local Governance. This is reflected in Table 14. PD Wella Lucino on the other hand, acted as resource person during the visits of the different contingents. She shared the best practices of Bohol especially on the implementation of the department’s program specifically DRRM and the Bohol Earthquake Assistance (BEA) Fund. This is reflected in Table 13.

Monitoring on the compliance and adherence to these directives and issuances was also conducted. LGU ADMINISTRATIVE GUIDANCE Provision of Legal Opinions Written, walk-in, telephone and cellphone call legal opinions were rendered by this office to clients or field officers who seek advice. Written opinions were rendered to MLGOO Evelia Sarmiento of Alburquerque, Bohol with reference to the query of the Sangguniang Bayan Secretary on the legal process in ordinance and resolution crafting and to CLGOO Mardonio Roxas of Tagbilaran City as regards the issue presented by a Punong Barangay on the power to terminate appointive barangay officials. Legally related to this function is the service of dismissal and suspension to erring local officials. PD Ma. Loisella E. Lucino complied with the order of DILG VII Regional Office and the Ombudsman Visayas and served the order of dismissal of former Mayor Apolinaria Balistoy of Cortes, Bohol and suspension of Punong Barangay Cary Camacho of Getafe, Bohol.

DILG Bohol Provincial Office maintains a database for the provincial, city, municipal and barangay officials. This database offered a notable assistance in the organization of detailed information of the local officials, which can be used in various areas like verification of data in relation to the Barangay Officials Death Benefit Assistance, clientele’s request of the list of municipal or barangay officials and others. Simply put, such database plays an important role in office management as it simplifies the search and utilization of relevant information as it has the functionality to filter the information based on the needs of the clients as reflected in Table 17. Table 17. Local Officials Database Innovation: DILG-Bohol Legislative Tracking System Another innovation of DILG-Bohol is the Legislative Tracking System. This is in response to the need of the sanggunians to have an easy access of legislative measures and to determine the effectiveness or non-effectiveness of an enacted ordinance, DILG-Bohol through IT wizard Jacillo Orongan devised a computer system that indicates the data on ordinance and resolution number, title, kind of ordinance, author, sponsor, status. The system is installed in the computer in the office of the Sangguniang Bayan secretary. As of November, 2015, the LGUs of Batuan, Guindulman, San Isidro and San Miguel have availed of the system. Sensing the effectiveness of the system, the Sangguniang Bayan of LGU Clarin and the Bohol League of Secretaries to the Sanggunian (BLESS) requested for a presentation and installation of the system in their respective LGUs.


2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 53 Issuance of Authority To Purchase Vehicles This level processed and indorsed the requests for purchase of motor vehicle from the Municipal Mayors of Alburquerque, BacIayon, Danao, Getafe, Ubay and Valencia, Bohol. The requests of the Sangguniang Bayan of Ubay through their Vice-Mayor and of the Punong Barangay of San Miguel, Dagohoy, Bohol were also accommodated and forwarded to the Bureau of Local Government Supervision through the DILG VII Regional Office. To ensure compliance of the requirements by the LGU, the field officers were furnished copies of DILG Memorandum Circular Numbers 2014-155 and 2015-52.


2015 Annual Report DILG-Bohol 54Accountable, Transparent, Participative and Effective Local Governance REGIONAL INITIATIVE THE OUTSTANDING BARANGAY OFFICIALS OF THE YEAR The annual search for The Outstanding Barangay Officials of the Year (TOBOY) in the province of Bohol is institutionalized through Executive Order No. 3 issued by Governor Edgar Chatto on February 14, 2012. The search is designed to give recognition to barangay officials of Bohol who have shown exemplary performance in the discharge of their functions. For this year, the Provincial Screening and Selection Committee for the Search of TOBOY was reconstituted through the issuance of an Executive Order No. 15 dated August 27, 2015. A total of 63 entries consisting of punong barangays, barangay kagawads, barangay secretaries and barangay treasurers were submitted to the Office of the Provincial Director on September 14, 2015. The Provincial TOBOY Screening and Selection Committee conducted table assessment and shortlisting of nominees from September 15-18. On-site validation of three finalists per category was done on September 23-24; 29-30; October 1-2, 2015. The determination of the provincial winners was made on October 5, 2015 and submission of the document entry of the provincial nominees to the DILG VII Regional Office was last October 15, 2015. 2015 Annual Report DILG-Bohol Accountable, Transparent, Participative and Effective Local Governance 57 Innovation: Coaching for the Regional Validation DILG Bohol ensures that the Provincial Nominees for the TOBOY search would also fare up with the other contenders of the other provinces of Region VII, hence a coaching and mentoring was conducted on November 16, 2015 at the DILG Provincial Office, Tagbilaran City. Provincial Program Coordinators served as panelist who took turns in asking the provincial nominees possible questions that may be asked during the Regional On-Site Validation. The nominees were also given feedback on their strengths and weaknesses and were given advices on how to present their answers with clarity and how also to present themselves in a confident manner. Innovation: Incentives for the TOBOY Entries The DILG Provincial Management have thought of giving rewards to the field officers who have submitted their document entry to the Search for the Outstanding Barangay Officials of the Year. As gratis to the MLGOOs who have one way or another exerted their effort in assisting the nominees, prizes, such as pointer, Parker ballpen and gift certificate were given to them.


2015 Annual Report DILG-Bohol 58Accountable, Transparent, Participative and Effective Local Governance LOCAL LEGISLATIVE AWARD The Local Legislative Award recognizes the exemplary performance of sanggunians of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development. In the province of Bohol, the Governor issued Executive Order No. 14 series of 2015, dated August 26, 2015 creating the Local Legislative Award Provincial Award Committee (LLAPAC) chaired by the DILG Provincial Director. The LLAPAC evaluated sanggunians of the municipalities within the province of Bohol that submitted their respective entries to DILG-Bohol based on the criteria set forth in DILG Memorandum Circular No. 2015- 68. The entry of the first to third class category was uncontested, hence the LLAPAC declared the Sanggunian of Jagna as the winner. While for the fourth to sixth class category, there were three contenders, but after the conduct of table assessment and on-site validation which was held on August 26-28, 2015 and September 2-4, 2015, respectively, the LLAPAC adjudged the Sanggunian of Buenavista as the Provincial winner for the said Search.

Ian Kenneth Lucero of DILG Region VII made an on-site validation to the Sanggunian of Buenavista on November 12, 2015 and November 13, 2015 to the Sanggunian of Jagna. The Provincial Awarding which was in partnership with the Philippine Councilors League (PCL) Bohol Chapter was held on December 4, 2015 at the Bohol Plaza Resort, Dauis, Bohol on the occasion of the PCL Provincial Congress, while the Regional Awarding is set on December 17, 2015 at Ecotech Center, Lahug, Cebu City. Montes together with the Secretary General of PCL-Bohol Chapter, SP Secretary and a representative of the Provincial Planning and Development Coordinator went to the municipality of Jagna and observed and made feedbacks of the dry run presentation rendered by the SB Member of Jagna.

Chatto invited all national government agencies to their meeting at Sandugo Grand Ballroom, Bohol Tropics Resort, Tagbilaran City to apprised the council on the major development projects of the different NGAs. In response to such invitation, PD Loisella E. Lucino attended said meeting and presented the major priority development programs and projects of the department for CY 2016 under the five (5) outcome areas. Provincial Development And Physical Framework Plan (PDPFP) Updating The Province of Bohol prepared its Provincial Development and Physical Framework Plan (PDPFP) in 2010 covering its vision, goals, objectives, strategies, programs and projects from 2010- 2015. Considering that 2015 is about to end, it is timely and appropriate to update the PDPFP for it to be grounded on current realities, challenges and opportunities and to set development priorities of the province from 2016-2021. The PDPFP Updating started with the Provincial Development Council (PDC) Full Council Meeting on October 29, 2015 which mainly tackled the Orientation and Briefing of the PDC and Sectoral Technical Working Groups members on the PDPFP Updating. USEC Austere Panadero was invited to provide inputs and guidance on the importance of the PDPFP in the overall development of the province and its relation to the formulation and implementation of the Comprehensive Land Use Plan (CLUP) of local governments. With the equally important commitment of USEC Panadero in Manila, he was represented by LGOO VI Ma. Reina A. Quilas. After the PDC Full Council Meeting, the different sectoral technical working groups convened for the assessment of the accomplishment of PPAs reflected in the 2010-2015 PDPFP as well as the generation of sectoral data requirements and profile serving as vital input for the planning process. The DILG being a member of the Development Administration sector attended two sectoral meetings on November 13 & Dec. 3, 2015, respectively and provided the necessary data to the sector. SOCIALLY-PROTECTIVE AND SAFE LGUS HIGHLIGHTS OF ACCOMPLISHMENT


2015 Annual Report DILG-Bohol 62Socially-Protective and Safe LGUs SALINTUBIG One of the big ticket projects managed by DILG is the Sagana at Ligtas na Tubig (Salintubig) Project which is primarily intended for waterless municipalities and barangays nationwide. It is aimed at enhancing community access to safe potable water supply. 2012 SALINTUBIG COMPLETION The municipality of Baclayon finally completed its 2012 Salintubig project on March 31, 2015, the target date of completion. It was blessed and inaugurated on April 13, 2015 with RD Ananias Villacorta, CLGOO Mar Roxas, Program Coordinator, Redemcion G. Cag-ong, MLGOO Nenito V. Sanchez, municipal officials led by Hon. Mayor Alvin Uy, SB members and barangay officials. Rev. Fr. Crisolito Geangan officiated the blessing of the waterworks system. Today, residents of barangays Tanday, Buenaventura, and its neighboring barangays are now enjoying the 24 hour water service brought by the program. 2014 SALINTUBIG PROJECTS Meanwhile, the municipalities of Batuan and Bilar, 2014 Salintubig beneficiaries are now on the bidding stage of the procurement process. Municipal WATSAN Council of Bilar participated the Orientation on Salintubig and Workshop on the Preparation of the Simplified Feasibility Study on the month of November, 2014. 2015 SALINTUBIG Benefitting from this project for the year 2015 are the municipalities of Dagohoy and Inabanga with the amount of P 12M and P8 Million, respectively. Members of the Municipal WATSAN Council, Sangguniang Bayan and the Local Chief Executives of the two municipalities attended the Orientation on Salintubig program on separate venues held last August 13 and August 18, 2015 in their respective SB session hall. The orientation was conducted by LGOO VI Redemcion G. Cag-ong, the Provincial Coordinator and Engr Archie A. Garson of the Regional Project Development Management Unit. MLGOOs Wilfrans Bangalao and Jose Ruben Racho coordinated the conduct of the activity.

Burdeos, Regional Director and the two (2) Local Chief Executives were signed and notarized last September, 2015. With that and with all the other required documents submitted, the first tranche representing 80% of the total project costs for the two (2) municipalities were released and deposited to the LGUs’ depository accounts on October 28, 2015. To date, the two (2) municipalities are on the process of completing the Detailed Engineering Design (DED) for review and approval by the DILG Regional Office before they can proceed with the procurement process. Salintubig project is projected to benefit more than 3,000 households of the recipient municipalities and will help ensure that the communities therein are safe from waterborne diseases. Municipal Water-Supply, Sewerage and Sanitation Sector Planning (MW4SP) Eleven (11) LGUs under the 2014 BUB –Provision of Potable Water Supply are targeted to participate in the forth-coming Municipal Water-Supply, Sewerage and Sanitation Sector Planning (MW4SP) in Cebu City on December 1-4, 2015. LGUs have confirmed participants to attend the said training which include the Municipal Planning and Development Coordinator, Municipal Engineers and the Municipal Local Government Operations Officers. This is part of the capability and capacity enhancement for the WATSAN Council members of LGUs in the effective and efficient administration and operation of their Waterworks System. Seminar-Workshop on SFS Preparation Technical assistance on the preparation of the Simplified Feasibility Study was conducted and actively participated by the MPDCs, MEs and MLGOOs of the thirteen (13) target LGUs without experience on the preparation of the technical document. The Seminar-Workshop and Orientation on the preparation of Simplified Feasibility Study was conducted on June 9-10, 2015 at Bohol Plaza Resort, Dauis, Bohol. This enabled them to submit the said documents on the target date. DED Preparation and Procurement Training To enhance the capacities of the WATSAN Council of the recipient LGUs, a Seminar-Workshop on Detailed Engineering Design Preparation and Procurement Training was conducted on March 17-19, 2015 at Bohol Plaza Resort, Dauis, Bohol. MPDCs and Municipal Engineers of the thirty (30) municipalities except for the municipality of Tubigon have attended the Seminar-Workshop and Training. Action Plans on the preparation and submission of the Detailed Engineering Design (DED) of the respective LGUs were prepared at the end of the weeklong training. Reminder letters on the submission of the documents not later than June 30, 2015 were sent to the Local Chief Executives concerned signed by the Provincial Director thereby ensuring compliance of the LGUs on the submission of the technical document.

Of these thirty (30) municipalities, two (2) LGUs – Tubigon and Panglao have completed the projects, seven (7) LGUs have 76-95% completion, four (4) LGUs with 50 – 75% completion, seven (7) LGUs with below 50% physical accomplishments, three (3) LGUs with the issuance of Notice to Proceed and seven (7) LGUs on the procurement process of which two (2) are on Design and Build. 2015 Annual Report DILG-Bohol 66Socially-Protective and Safe LGUs Onsite Construction Validations To fast-track the implementation, field officers concerned conducted onsite construction validations in coordination with the Provincial Focal Person, Engineer III of DILG PDMU, MEs and MPDCs and facilitated the submission of documents for the release of 2nd tranche funding. Fifteen (15) or 50% of these LGUs were already released with full tranches of the total funding. Further, monitoring activities on the implementation of these projects were closely assisted by the Field Officers thereby ensuring effectiveness and efficiency of project implementation. 2015 BUB –PROVISION OF POTABLE WATER SUPPLY In the year 2015, forty-one (41) LGUs of the province have again prioritized provision of potable water supply funded under the Bottom-Up Budgeting (BUB). Thirty-nine (39) LGUs have signed and notarized the Memorandum of Agreement between the DILG Regional Director and the Local Chief Executives and have completely submitted the required documents for the release of the first tranche with the deadline set on June 30, 2015. The municipalities of Cortes and San Isidro have likewise completely submitted the required documents for the release of first tranche, subject however to the finalization of a Memorandum of Agreement between DILG Provincial Office and the Local Chief Executives of the two LGUs. A Deed of Waiver of the Provincial Governor of Bohol representing the Provincial Government on his right to implement the BUB projects of the two (2) municipalities was facilitated by the DILG Provincial office. Dialogue with Local Officials On the other hand, one-on-one dialogues with the Local Chief Executives and LGU technical functionaries of the eleven (11) LGUs with big ticket projects (Php 8M above) for the 2015 BUB –Provision of Potable Water Supply were conducted by the DILG-OPDS and the DILG Provincial Program Coordinator during the month of May in order to orient concerned local officials on the targets, the importance of the completion of the program and to facilitate the submission of required documents like the Simplified Feasibility Study. These are the LGUs of Alburquerque, Antequera, Buenavista, Candijay, Cortes, Guindulman, Lila, Maribojoc, Pilar, Sikatuna and Trinidad. As part of the initiative of the Provincial Director, a cash award of Php 5,000.00 was awarded to the Field Officer who was the first to submit all the required documents for the release of the first tranche. 2015 Annual Report DILG-Bohol 68Socially-Protective and Safe LGUs OPDS Assistance on Technical Documents Aside from the workshop, a one-on-one technical assistance on the preparation of the Simplified Feasibility Study was conducted in the municipalities of Balilihan, Antequera, Danao, Sevilla, San Isidro, Calape and Ubay with Engineers from DILG-OPDS. This was conducted on the 1st week of June at the DILG Provincial Office and at the LGU concerned. With this, the technical document was submitted during the week. Water Source Validations Water validations were conducted at water sources with the MLGOOs, MPDCs, LGOO VI Redemcion Cag-ong and Engr. Archie Garson, which is also a pre-requirement for the release of funds. This was conducted during the month of June-September, 2015. DED Submission and Procurement Process Nine (9) LGUs or 22% out of the forty-one (41) including the City of Tagbilaran are now on the procurement process with the approved Detailed Engineering Design (DED). These LGUs were among the first few that submitted their DED. Two (2) LGUs or 4.87% are in the process of DED revision, five (5) LGUs or 12.2% with DED submitted for review and approval, twenty-three (23) LGUs or 56.09% are still on the process of preparing the Detailed Engineering Design (DED), while the remaining two (2) LGUs are waiting for the release of the first tranche.

2015 Annual Report DILG-Bohol 70Socially-Protective and Safe LGUs Innovation: Training Seminar on Effective Project Management And Monitoring The Training Seminar on Effective Project Management and Monitoring that was held last August 25-28, 2015 and September 1-4, 2015 at Bohol Tropics Resort, Tagbilaran City was participated by the selected members of the Project Management Office of the local government units specifically the City/Municipal Planning and Development Coordinators, City/Municipal Engineers and City/Municipal Local Government Operation Officers. The training examines project management in theory and practice and the roles and responsibilities of the project manager. It offers a practical approach to managing projects, focusing on organizing, planning, and controlling the efforts of the project. As members of the office, it is deemed fit for them to be oriented on their roles and responsibilities so that they can effectively and efficiently discharge their duties considering their assigned task in monitoring and reporting on the progress of on-going projects of the DILG Building Back Better Program Bohol Earthquake Assistance (BEA) Fund and other DILG Funded projects in the local government units of Bohol. Consultant Joselito Supanga who served as the speaker extensively discussed the topics, while OPDS and DILG Regional PDMU personnel also graced the activity. Innovation: Consultative-Meeting on Locally Funded Projects To fast-track the implementation of all BUB Projects under the Department, a Consultative-Dialogue for all Local Chief Executives, Municipal Engineers, Municipal Planning and Development Coordinators and Local Government Operations Officers of the 48 LGUs of Bohol was conducted on November 10, 2015 at JJs Seafoods Village, Tagbilaran City. This was spearheaded and closely coordinated by the Regional and Provincial Offices of the Department with Atty. Rene K. Burdeos and PD Ma Loisella E. Lucino, and the Project Development Management Unit at the forefront.

This is already a completed project after the LGU’s trip to Albay, Legaspi and Bulacan on April 19-24, 2015. 2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 73 SUPPORT TO BOTTOM UP BUDGETING (BUB) PROCESS Local Poverty Reduction Action Plan (LPRAP) Workshop LPRAP Workshop is a crucial step in the BuB process wherein final identification of the priority poverty reduction projects takes place. In the early part of this year, DILG Bohol had submitted the Revised LPRAP 2016 with attached SP/SB Resolution of all its 48 LGUs. The DILG Field Officers who are always in the forefront in every step of the BuB process are still laboring in providing technical assistance and guidance to their respective LPRATs to come up and submit the LPRAP 2017. Pressed for time and taking into consideration the increased number of participants per LGU from 10 LPRAT members last year to 20 LPRAT members for this year, DILG Bohol strategized by holding the LPRAT Orientation in two batches with two (2) classes per batch at Bohol Tropics Resort. The 1st batch on November 24, 2015 was allotted for the 24 LGUs of D’ONE Cluster with 12 LGUs per class and November 25, 2015 for the same number of LGUs of M & M Cluster. The event, which was closely coordinated with the Regional BuB Team and the Regional Project Management Team (RPMT), was attended by the Regional Poverty Reduction Action Team (RPRAT) members/participating national government agencies who acted as the resource persons for the discussion of JMC No. 7 as well as the menu of programs under the participating NGAs. A huge turn-out of attendance, with around 90 % of the invited LPRAT members present, was observed.


2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 75 Barangays with Barangay Action Teams (UBAS) In order to serve its objective, all the LGUs were able to create the Local Monitoring Teams (LMTs) purposely to monitor the BUB projects that they are implementing. Presently, the Province of Bohol has a total of 3,236 BUB projects from FY 2014 to FY 2015 in which all of these were monitored through the effort of the members of the LMTs. CSO Assembly One of the vital activities prior to the planning workshop is the Assembly of Civil Society Organizations (CSOs). To date, all municipalities have already conducted the CSO Assembly from October until the first week of November, 2015. Prior to the conduct of CSO assemblies, preparatory activities were done by respective CLGOO/ MLGOOs such as the validation of the mapped CSOs to verify if the organizations still exist or active, sending invitations for the CSO assembly and posting in three conspicuous places in their respective LGUs two weeks before the assembly and announcing its schedule. Table 27 shows the schedule of the CSO Assembly in the 48 LGUs of Bohol and other details. The Community Mobilizers are tasked to be in the forefront in organizing and facilitating this activity thus DILG Bohol find it necessary to call them for a meeting prior to the conduct of CSO Assemblies. On October 5, 2015 at Panda Tea Garden Suites, PD Loisella E. Lucino together with the cluster heads and BuB Provincial Focal led the discussion of the guidelines and program flow. Issues and clarifications were raised and responded accordingly. Logistic needs were identified and the body agreed on strategies for the smooth conduct of said activity at the LGU level. Orientation on Roles and Functions of BUB Implementors In order to have a collaborative effort in achieving common goals, DILG Bohol find it imperative that responsible persons or program implementors such as the MLGOOs, Community Mobilizers and BuB Focal Persons designated at the LGU level will be apprised of each roles and functions in relation to the BuB program’s thrust and direction. The one-day Orientation on Roles and Functions of BuB Implementors was held on April 13, 2015, at Heritage Crab House Seafood Restaurant, Mansasa District, Tagbilaran City, Bohol. In attendance were the Regional BuB Team headed by RD Ananias M. Villacorta, PD Loisella E. Lucino, C/MLGOOs, Community Mobilizers, LGU BuB Focal Person and DILG program coordinators. Roles and functions of the C/MLGOOs, Community Mobilizers (CMs), LGU BuB Focals, DILG Provincial BuB Focal were defined. Most internal Issues and concerns were raised and threshed out as well as the terms of reference and expected outputs required from the community mobilizers were clarified.


2015 Annual Report DILG-Bohol 78Socially-Protective and Safe LGUs Citizens Monitoring and Evaluation Scheme Orientation of CMS for FOs The Citizen’s Monitoring and Evaluation Scheme (CMS) is a strategy to track progress of BUB projects, and help fast track implementation of the projects. The CMS was conceptualized and implemented due to the very slow progress of BUB projects implementation. As of August, 2015 only 42% of the 2013 BUB projects were implemented or are being implemented. While, only 34.1% of the 2014 BuB and 1.8% of the 2015 total BUB projects were implemented or are being implemented. Thus, the CMS. Innovation: Meeting with the Community Mobilizers on the Status of Implementation of BUB Projects Currently, the implementation of BuB projects is in full swing but in varying degrees. Some are already completed, others are still on-going with the implementation, however, there are still quite a number of projects that still need to be delivered to the beneficiaries. The meeting with Community Mobilizers (CMs) on the updating of the status of implementation of both the 2014 and 2015 projects is a venue of providing an overall picture of project implementation, identifying bottlenecks and factors on the delay and finding/recommending solutions to facilitate project implementation. It took place on June 8, 2015 at The Buzz Cafe, Galleria Luisa, Tagbilaran City presided by Provincial Director Ma. Loisella E. Lucino and well attended by the seven (7) community mobilizers, provincial BuB focal person, cluster heads and program manager. The outputs of said meeting were presented to the City/Municipal Mayors and representative of provincial offices of the different participating national government agencies during the consultative meeting with LCEs on BEA and BuB Implementation. Innovation: Consultative Meeting with LCEs on BUB Implementation The Bohol Provincial Government in coordination with DILG-Bohol and with the involvement of the participating national government agencies of the BuB program had invited the Local Chief Executives together with their BuB Focal Person for a meeting on June 11, 2015, at the Governor’s Mansion, Conference Room for a discussion on the BuB and BEA implementation status, identifying issues and concerns and exploring possible courses of action in order to fast track project implementation.


2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 79 The CMS implementation started with the Training of Trainors on Monitoring and Evaluation of BuB projects on August 6-7, 2015 in Cebu City attended by the DILG BuB Focal Person, Community Mobilizers (CMs) and Cluster Heads. On August 17, 2015, the DILG Bohol CMS Training Team oriented first the Field Officers prior to the conduct of the roll out to the CSOs. Considering that they are tasked to provide guidance to the CSO monitoring teams in the preparatory activities and actual M & E activities, their understanding on the framework and processes of CMS is very crucial. During said orientation, several issues, concerns and clarifications were raised specially on the items/questions in FORM 1. These concerns were subsequently forwarded and responded accordingly by LGA BuB PMO thru the BuB Regional Focal which facilitated the monitoring activity. Once capacitated, actual on-site validation was conducted in all completed and ongoing BUB CY 2014 & CY Meanwhile, enhancement of training materials were made such as the visayan translations of some powerpoint presentations used during the 1st day (inputs on CMS) for easy understanding of participants. Further, FORM 1 was supplemented with visayan translation of items A to Z for ease and convenience of the CSO monitors especially during the conduct of interview or FDG. Innovation: CMS Roll Out for LGUs Taking into consideration the number of CSO participants, extent of the tasks vis-àvis capacities of the CSO monitoring teams and the timeline set for the CMS activity, the DILG-Bohol decided to form three (3) training teams to handle simultaneous training of CSOs clustered in three batches on September 1, 9 & 15, 2015. The team members are composed of the cluster heads, BuB provincial focal and community mobilizers who attended the training of trainors on August 6-7, 2015 in Cebu City.

Focus Group Discussion (FGD) with project recipients was likewise done to gather feedback on the projects, including the problems encountered during implementation and their recommendations. At the end of the monitoring, Local Poverty Reduction Action Team (LPRATs) were convened for an interface and CSO monitoring teams reported to the LPRAT the project status including issues and findings during Focus Group Discussion (FGD) conducted with the project beneficiaries. Innovation: Managing BUB In Bohol: CM’s Innovations Bottom Up Budgeting is not just a national budget reform and local governance reform program but also a capacity building process for the government and of its citizens. Bohol has started BUB implementation in 2014 with at least 15 million in national funds for each of the first batch of 42 LGUs included in the program. In the middle of the year 2014, DILG Region 7 hired seven community mobilizers (CMs) assigned in the province to focus on one of the major objectives of BUB which is community empowerment and CSO strengthening and to assist in fast tracking project implementation.


2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 81 A breakthrough in itself, the BUB program has experienced several downsides including slow project implementation, project attribution and the like. However, being a governance reform process, the BUB program is open to innovations. The cluster of Bohol Community Mobilizers is a trailblazer in project management innovations in the country. It is the initiator of monthly CM cluster meetings for monthly assessments and sharing of information, experiences and best practices. Other provinces followed suit after this practice showed efficient and relevant feedbacking on BUB program that provided timely inputs to the RPRAT and the PMO. Even if Bohol is not included in the funding for the setting up of Provincial BUB Secretariat, the cluster meetings included the Provincial focal Person (NAPC) Mr. Servando Toledo in the regular monthly meetings with the BUB Focal Person and the Provincial Director. To communicate BUB to the wider public, the CM cluster coordinated with the provincial EDCOM led by Mr. Augustus “Tootsie” Escobia upon the recommendation of Governor Edgar Chatto. The corresponding outcome of the meetings proved to be a crucial step that solved the BUB communication backlog since it made the CMs conduct regular radio guesting at the “Padayon Bol-anon” radio program of the provincial government that can be heard all over Bohol. Through this, the CMs made BUB processes popular to the public. CM Mario and Marlyn also conducted BUB discussion sessions in a local radio program in Carmen. CM Roy also did this in a local radio program in Jagna. CM Mario Limocon wrote regular BUB press releases and these were published by Bantay Balita Daily News (BBDN) of Bohol. The CMs monitor LGU press releases about BUB project implementation. CMs Doris, Mario and Alvin created BUB facebook page for their area of responsibility to update the public of BUB accomplishments and announcements.


2015 Annual Report DILG-Bohol 82Socially-Protective and Safe LGUs The CM cluster meetings are also conducted at the provincial offices of the national line agencies like DA, BFAR, DEPED, DOLE, DOH and DSWD to forge strong BUB partnerships, to explore CSO empowerment opportunities and at the same time to have BUB project updating and troubleshooting if needed. Innovation: CSO Empowerment The CMs attended ABC meetings in the LGUs to improve mapping of CSOs. This is done to make CSO assemblies more inclusive every year. Bohol as the only province that invited “dajong” presidents in the CSO assemblies is a major highlight in CSO mapping activities. “Dajongs” are the traditional community cooperative or organization being set up to help families and neighbours in times of personal difficulty like burying the dead through burial assistance in cash, in kind and through labor. Through the cluster meetings and planning sessions, the CMs are able to create unique activities like the CSO assembly documenters briefing. The coordination meeting with the provincial director, cluster heads and BUB focal person before the scheduled CSO assemblies and the coordination meeting before the LPRAT Orientation and before the LPRAP workshops are also done consistently in the province for a smooth flow in the conduct of activities.
