These innovations have been supported by the LGUs through provision of snacks and vehicles. To mention a few, these activities are being done in Dauis, Balilihan, Talibon, Maribojoc and Sagbayan even before the CME project of LGA and NAPC in August and September this year. LGU-Panglao passed an LPRAT resolution to create the Citizen Monitoring Team for BUB projects. It is also worth mentioning that CM Alvin Luis Acuzar assisted in establishing linkage between CSOs of Sagbayan and the business sector like BUSWACC and the Bohol Bee Farm in product marketing. Innovation: LGU support to CSOs In compliance with the Joint Memorandum Circulars on BUB, LGUs of Bohol provided transportation refund to CSOs during LPRAT monthly meetings like Tagbilaran City, Balilihan, Carmen, Loboc, Bilar, Alburquerque, Baclayon, Talibon, Dagohoy, Ubay, Antequera, Maribojoc, Loon, Calape, Tubigon, Clarin, Sagbayan, Buenavista, Jetafe, and Danao. The LGUs of Talibon and Bien Unido are very supportive to their respective LPRATs. Apart from providing free meals and transpo allowance to CSOs during LPRAT meetings and project monitoring activities, the said LGUs also gave uniforms to their LPRAT members. This enabled a good teamwork for the cluster which is needed in times of forging and organizing province wide cooperation and during unavoidable setbacks. Radio Programs/Guesting Lively discussions about the latest and significant programs of the Department are aired over radio station DYTR via the regular slot with the Kapihan program of the Philippine Information Agency-Bohol. LGOO VI Redemcion G. Cag-ong and LGOO V Jocelyn Bandala disseminated information and updates regarding the BUB Implementation with reactions and comments from radio listeners.
2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 85 OPEN BUB ON-LINE REPORTING SYSTEM In compliance to the provision of BuB JMCs relative to BuB project monitoring, the DBM established the Open BuB portal where the participating national government agencies shows the status of their BuB projects through regular online updating. LGOO V Jocelyn B. Bandala, DILG Bohol BuB Provincial Focal Person, attended the Training on Open BuB Online Reporting System on March 24, 2015 organized by DILG Regional Office which was designed to capacitate its personnel for the task above. The information on online reporting was likewise shared to the DILG Bohol field officers during the 2nd conference on March 27, 2015. LGOO V Bandala has effected three (3) online updating which was completed within the first 12 days of the succeeding month after every quarter of all the DILG Bohol BuB projects for FY 2014 and 2015. Conduct of Townhall Meetings between LPRATs and RPRATs Bottom-up Budgeting (BuB) Program is at present being participated in by 1,590 LGUs from the original of 595 when it started in 2012. It approved 14,300 projects in 2015 from 5,894 in 2012. BuB has a total of 39,727 approved projects in three years which are in varying degrees of implementation. As of February 2015, 60% of the projects in 2013 and 94% in 2014 still need to be delivered to partner communities. Because of this, townhall meetings between the LPRATs and RPRATs are seen as necessary. These meeting are seen as an avenue to disseminate information and promote awareness with regard to the status of the existing and planned projects and programs being implemented by the different participating agencies. These meetings hope to move more people to action towards the success and sustainability of the projects. For the Province of Bohol, only two (2) municipalities were identified for the conduct of the townhall meeting. The municipality of Sagbayan was scheduled in the afternoon of July 20, 2015 from 1:00-5:00 PM while the municipality of Dagohoy was slated on the next day, July 21 from 8:00 AM-12:00NN. Participating national government agencies such as the DA, DepEd, DSWD, DILG, DOLE, DENR were present and readily responded to implementation issues raised by the LPRAT members especially for projects under BuB 2014 that are not yet started. Toward the end of the activity, a catch up plan was drawn where both the LPRAT and NGAs concerned agreeing on activities necessary in moving forward and accelerating project implementation. UGNAYAN NG BARANGAY AT MGA SIMBAHAN (UBAS) The Ugnayan ng Barangay at Simbahan (UBAS) is a project of the department that encourages barangays to forge partnerships with interfaith organizations. It aims to pool resources and synchronize efforts in the advocacy of good governance and the pursuit of projects and services for community development. This Office earnestly embrace the rationale and spirit of the program; thus, in order to effect its accomplishment, a team of program coordinators from the provincial office appeared before Msgr. This Office earnestly embrace the rationale and spirit of the program; thus, in order to effect its accomplishment, a team of program coordinators from the provincial office appeared before Msgr. Leonardo Y. Medroso, Bishop of the Diocese of Tagbilaran, and Msgr. Daniel Patrick Y. Parcon, Bishop of the Diocese of Talibon. The meeting intended to encourage the two bishops to forge partnership with the DILG and Liga ng mga Barangay in the advocacy and implementation of UBAS. The Office also conducted a short orientation of the UBAS to the parish priests within the Diocese of Talibon. The priests had been briefed of the nature of the UBAS, its objective, importance and the effect it may provide to their parishoners, in particular, and to the public, in general. They were informed that the main goal of the UBAS collaboration is to ensure that good governance is practiced and institutionalized in all barangays nationwide through various areas of engagement. This partnership between barangays and parishes had been done to encourage active community participation among residents to be watchdogs for good governance as far as the implementation of Bottom-up Budgeting (BuB) is concerned. To strengthen the effective and efficient implementation of the UBAS, DILG-Bohol facilitated the organization of the Provincial and City Convenors Groups guided by the following composition: Table 30. 2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 87 COMPREHENSIVE LOCAL INTEGRATION PROGRAM With the continued efforts of the Philippine Government to implement peace and developments through Payapa at Masaganang Pamayanan (PAMANA), alongside the other services of the government, the Comprehensive Local Integration Program (CLIP) is offered to NPAs who want to the fold of Law. Guided with DILG-OPAPP JMC No. 2014-01 dated May 15, 2015, the lead agency for the implementation of CLIP is now DILG. Considering the vital role of the department to ensure that the implementation of Comprehensive Local Integration Program in the Province of Bohol will be successful in accordance with the approved guidelines, conduct of several activities were lined up which includes the Orientation of the Comprehensive Local Integration Program, Study Visits and discovery to other LGUs, Consultation Meetings with stakeholders and Monitoring Activities. With DILG’s close coordination, the Bohol Comprehensive Local Integration Program (CLIP) Committee has been created by virtue of Executive Order No. 10, Series of 2014 dated January 15, 2014. The committee has conducted meetings on April 16, 2015 and June 23, 2015. The resettlement sites for the former rebels were also visited to ensure their welfare. A Consultative Workshop with the beneficiaries of Bayanihan Rebel Returnees Resettlement was also conducted in Tuburan, Ubay on August 11, 2015 to identify issues in the resettlement areas and the possible solutions to the said issues. As part of the Information Campaign on CLIP, flyers were developed in the Visayan Dialect for distribution to the LGUs. One of the highlights in the CLIP Implementation for 2015 was the case of Mr. Jomar Panganoron from Sta. Cruz, Sierra Bullones, Bohol. On June 30, 2015, the Bohol CLIP Committee with LGOO V Niña Christine Ipong, DILG Program Coordinator of CLIP, conducted a program briefing on CLIP wherein the said Jomar expressed his sincere intention of coming out to surrender. 2015 Annual Report DILG-Bohol 88Socially-Protective and Safe LGUs PROVISION OF SECRETARIAT SERVICES TO POCs The DILG continues to provide technical assistance for the organization as well as the functionality of all the levels of the POCs to ensure conflict-free and safe LGUs. The DILG facilitates the conduct of regular meetings, reminding the Local Chief Executives (LCEs) of the meeting, sending notices and acting as head secretariat during the P/C/MPOC meetings. During the PPOC Meeting, Current Peace and Order Updates which includes the Criminality Situation Updates, Shooting Incidents, Operational Accomplishments, Significant Accomplishments, Peace and Order Assessment is reported by the PNP. Internal Security Updates are also delivered by the Armed Forces of the Philippines as well as updates from PDEA on the fight against illegal drugs. Other reports and issues are also shared by the other members of the council. The Provincial Peace and Order Council chaired by Governor Edgar M. Chatto has conducted monthly meetings with 19 resolutions passed. The Provincial Peace and Order and Public Safety Plan (POPSP) for CY 2015 was approved on January 20, 2015. Table 33. Based on the department’s OPB, POCs are mandated to conduct quarterly meetings, but MPOCs in Bohol are conducting monthly meetings. Technical assistance was also extended by the DILG for the formulation of the LGU’s Peace and Order and Public Safety Plan (POPSP). This was possible through the workshops conducted in the municipalities. Aside from Municipal Peace and Order Councils, the DILG Field Officers also provided technical assistance for the organization and functionality of the Barangay Peace and Order Committee (BPOC). Another task force created is the Provincial Task Force for proper coordination among agencies. During the workshop of the Anti-Illegal Drugs Task Force and Assessment Team, the tool on barangay drug affectation was formulated. The Task Force agreed that the tool would be accomplished by the Barangay Anti-Drug Abuse Council (BADAC) during the Synchronized BADAC Meeting on July 8, 2015. Once the data from the barangays can be generated, it will also be compared with the existing data of the PNP and PDEA, and later on presented to the PADAC for proper interventions. 2015 Annual Report DILG-Bohol 90Socially-Protective and Safe LGUs Customized Activity: Seminar on Illegal Drug Awareness And Its Effects As an innovation and for the advancement of the knowledge of barangay officials necessary for the carrying out of their functions on anti-illegal drug addiction, DILG Bohol, the Bohol Provincial Government and the Liga ng mga Barangay spearhead a Seminar on Illegal Drug Awareness and Its Effects to the Barangay Officials of Bohol. It was conducted in seven batches on September 16, October 19, 20, 22, 24 & 30 and November 23, 2015 at the Bohol Cultural Center. Participants were the Punong Barangays, Kagawads on Peace and Order and the Chief Tanods. Resource speakers were from the DILG, Provincial Legal Office (PLO), Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP). The DILG through LGOO VI Ma. Reina A. Quilas discussed on the Activation of the Barangay Anti Drug Abuse Council (BADAC) and its Role in the Barangay Drug Clearing Operations. The discussion was based on DILG Memo Circular 2015-63, Dangerous Drugs Board Regulation No. 2 series of 2007 and the Comprehensive Dangerous Drugs Act of 2002. It is expected that after the seminar, the participating barangay officials will activate the BADAC and cascade the information to other barangay officials and the constituents. And, these barangay officials will strengthen collaboration with law enforcement agencies, higher local government units and other stakeholders. Customized Activity: Workshop of the Anti-Illegal Drugs Task Force/Assessment Team A workshop of the Anti-Illegal Drugs Task Force/Assessment Team serving as Technical Working Group of the Provincial Anti-Drugs Abuse Council (PADAC) was conducted on June 18, 2015 at Reyna’s Haven and Garden, Tagbilaran City. The activity was facilitated by LGOO VI Ma. Reina Quilas of DILG. It was conducted in order to formulate the template for data generation in the barangay – particularly on the barangay’s drug affectation. During the activity, the system for data generation was also specified. The Task Force which serves as the technical arm of the PADAC, was constituted by virtue of an Executive Order issued by the Governor which specified the DILG Provincial Director, PNP Provincial Director, PDEA Provincial Officer, Brigade Commander of the Philippine Army, DepEd Schools Division Superintendent, Bishops of the Diocese of Tagbilaran and Talibon as members. 2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 91 The creation of the Anti-Illegal Drugs Task Force/Assessment Team came up during the Provincial Peace and Order (PPOC) Council meeting on May 26, 2015, due to the proliferation of the illegal drugs in the province of Bohol. In the meeting, it was agreed that effective interventions would be planned, if there’s an accurate database coming from the ground, which must be community-based and multi-sectoral. Thus, the Task Force which is tasked to formulate the tool and came up with a system of barangay data generation. During the workshop of the Anti-Illegal Drugs Task Force, the tool on barangay drug affectation was formulated. The Task Force agreed that the tool would be accomplished by the Barangay Anti-Drug Abuse Council (BADAC) during the Synchronized BADAC Meeting on July 8, 2015. The Governor emphasized that interventions will be planned out based on the said data. Customized Activity: Creation of Joint Task Force under the Provincial Peace and Order Council Sometime in September 2015, government forces and agencies in Negros Oriental received information that the Abu Sayyaf Group is planning to abduct individuals in Apo Island. The 302nd Brigade, Philippine Army responded and deployed troops in Apo Island. The PNP responded and deployed its personnel in Apo Island. The Coastguard responded and deployed its personnel in Apo island. Each group was thinking that theirs was the only group responding to the situation. Each group was surprised upon reaching the island with the presence of other armed Government personnel also responding to the situation. Thus the idea of coming up with a joint task force to address the different forms of threat was raised. The idea was to eliminate redundancy, decrease complexity, ensure resource management efficiency and eliminate fratricide risk through coordinated communication. It was raised in the PPOC Meeting on October 30, 2015 and was found to be applicable not only for the security forces but for the other agencies as well. The Joint Task Force under the PPOC was then created on December 3, 2015 at JJ’s Seafood Village, Tagbilaran City, Bohol as the members of the PPOC convened especially for the creation of the task force that would enable proper coordination and cooperation among member agencies. Customized Activity: Conduct of Meetings of the Special Actions Committee under the Provincial Peace and Order Council A Special Actions Committee under the PPOC was created to ensure that urgent concerns and upcoming events brought up during the PPOC Meetings will be focused on. Issues ranging from the passing of a resolution on the Policy Guidelines on Drug Testing for both Public and Private establishments, conduct of Provincial Trainer’s Training -IEC on Drugs, production of audio-visual presentation to be used during the conduct of IEC and integration of IEC on drugs in the School Curriculum. The meetings of the SAC would be conducted as the need arises upon the call of Governor Edgar M. Chatto, the Chairman of the PPOC. Customized Activity: Province of Bohol Bids Goodbye to the Special Forces and Welcomes the 47th IB Under the 302nd IB The 2nd Special Forces Battalion of the Armed Forces of the Philippines led by Lieutenant Colonel Gaspar Panopio bid goodbye to the province for another assignment in Eastern Mindanao after seven years and nine months sustaining the insurgency-free status of Bohol. Replacing the SF troops were the soldiers of the 47th Infantry Battalion, led by Lieutenant Colonel Jose Dodgie Belloga JR., under the 302nd Infantry Brigade, headed by Colonel Allan Martin, of the 3rd Infantry Division, which came from an assignment in Cauayan, Negros Occidental. A Joint Reception and Send off Ceremonies was held on September 21, 2015 at the Bohol Cultural Center, administered by Lieutenant General Nicanor Vivar, commander of the AFP Central Command. Colonel Arnulfo Matanguihan, commander of the 802nd IB, also led the troops in the rites. During the ceremonies, Chatto handed certificates and plaques of appreciation to the members of the 2nd SF Battalion for their response to emergency situations during the 2013 earthquake, and typhoons Yolanda and Seniang’s devastation in the province. The SF will continue to be a partner of Bohol in the development efforts, despite the substantial change, he said. He also cited the leadership of Col. Camba and LTC Panopio for the SF’s significant contribution in attaining internal peace and security in Bohol. He also appreciated the support of the Philippine National Police, other government agencies and stakeholders of the province, and lauded the accomplishments of the Countryside Development Program-Purok Power Movement, as espoused by Governor Edgar M. Chatto. Governor Chatto cited that lessons from the programs undertaken, and the purok power movement that formed part of the social economic development strategy to achieve lasting peace, of which different sectors work for peace with the military. He also said the unity of the stakeholders, the local government and the AFP could “achieve so much change” and there will be a smooth transition as the new troops come in. Customized Activity: HEAT IT Caravan One of the Flagship Programs of Governor Edgar M. Chatto is the HEAT IT Caravan which aims to provide frontline services, in partnership with National Government Agencies and Civil Society Organizations, closer to the people. In the said caravan, free medical and dental check-ups are given, agri-business exhibits are showcased, and advocacies, seminars and consultations are conducted. DILG personnel, both from the Office of the Provincial Director and field offices in the said municipality and neighboring municipalities, provide legal opinion and advice in the booth set up in the said caravan. By using the TACT Strategy, MLGOOs supported the host LGU. The province was able to conduct three HEAT IT Caravans for the year 2015. The first one was held in the Municipality of Bilar which was graced by DILG Assistant Secretary Ester A. Aldana. The second caravan was held in the municipality of Inabanga on June 17, 2015 and the last caravan for this year was in the Municipality of Calape on November 26, 2015. In all three HEAT IT Caravans, GPP Focal Person Jocelyn Bandala spearheaded the conduct of CSO Orientation. 2015 Annual Report DILG-Bohol 94Socially-Protective and Safe LGUs Customized Activity: CSO Accreditation Orientation The programs and services offered in the HEAT IT (Health, Education, Agriculture, Tourism, and Information Technology) Bohol Caravan, an innovative effort of the provincial government that manifests the unified efforts of Public-Private and inter-agency-LGU partnership, has been expanded to include an orientation on the accreditation of CSOs. The provincial government tapped the assistance of DILG Bohol. LGOO V Jocelyn Bandala, program coordinator of local special bodies, acted as resource person on every occasion of the caravan and talked about the accreditation process to different organizations and even barangay secretaries. For CY 2015, Table 34 below shows the schedule and corresponding venue of the caravan. Table 34. A ProTeam is composed of Community Organizers (COs) from the Provincial Government of Bohol, Maneuver Team from the Regional Public Safety Management Battalion of the PNP, Pulis Nyo Po sa Barangay, Bayanihan Team from the 2nd Special Forces Battalion, 47th Infantry Battalion Bayanihan Teams and 32nd CMO Company Bayanihan Teams of the Philippine Army. The CDP-PPM has conducted deployment of ProTeams in 66 prioritized barangays with ongoing deployment in 16 barangays until the end of December 2015. A short course on CDP-PPM as part of the capacity building of the new members of the Prosperity Teams was conducted on October 27-28, 2015. On October 29-30, 2015, Technology of Participation 1 (TOP 1): Basic Facilitation Skills Training was also conducted. A Training on Community Organizing for Community Development (CO-CD) for New ProTeam Members was conducted on November 5-6, 2015. A Seminar on Bayanihan Team Activities in White Areas on November 22-23, 2015 was also conducted. Lastly, a Trainer’s Training for Capacity Development of the Purok Sectoral Working Committees was conducted on November 27-29, 2015. 2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 95 As part of the Technical Working Group, Monitoring and Evaluation and Communications Committee, DILG does not only focus on the planning stage and M & E in coordination meetings, but also participates in capacity building of the members of the Prosperity Teams and the Purok Sectoral Working Committees. Customized Activity: Anti-Drug Abuse Illegal drug abuse continues to threaten the country’s peace and order situation. Thus, the creation of the Provincial, City, Municipal and Barangay Anti-Drug Abuse Council (ADAC) to address the increasing drug-related heinous crime incidence and to accelerate the drive against illegal drugs in communities. It promotes participation of local institutions in the suppression of drug trafficking & abuse. The DILG continue to provide technical assistance for the strengthening of ADACs down to the barangay level. DILG MC 2015-63 was issued re: Revitalization of the BADAC and their Role in Drug Clearing Operations. The said issuance was widely disseminated also in support of the Memorandum issued by Governor Edgar M. Chatto dated June 20, 2014 for the Reactivation of the P/C/MADACs. On the other hand, the DILG with the Provincial Government and other stakeholders through Joint Memorandum No. 2015-03 dated June 23, 2015 mandated the conduct of the Synchronized BADAC Meetings on July 8, 2015. In the said meeting in the barangays, the multi-stakeholders composing the BADAC accomplished the tool on barangay drug-affectation, which was developed by the Anti-Illegal Drugs Task Force and Assessment Team. Following the Synchronized BADAC Meetings is the Training on Illegal Drug Awareness and Its Effects initiated by the Liga ng mga Barangay, Bohol Provincial Government and DILG. It was participated by Punong Barangays, Kagawad on Peace and Order and Chief Tanods. It was conducted in six batches on Sept. 16, Oct. 19, 20, 22, 24 & 30, 2015. 2015 Annual Report DILG-Bohol 96Socially-Protective and Safe LGUs REGIONAL ACTIVITY ASIAN PACIFIC ECONOMIC COOPERATION (APEC) SUMMIT 2015 In preparation for the upcoming Asia-Pacific Economic Cooperation (APEC) 3rd Senior Officials’ Meeting and other related meetings in Cebu, the DILG-Bohol held a series of information dissemination activities. Bohol being a tourist destination, the province has to be prepared for an influx of visitors which includes the family and staff of the APEC delegates. On July 22, 2015, Regional Director Rene Burdeos conducted an orientation for the field officers and members of the PNP at JJ’s Seafood Village and Restaurant. The information was then cascaded by the field officers to the municipalities and barangays. A special orientation was also called for the Municipal Public Information Officers of the 47 municipalities and 1 city which was held on August 26, 2015. Templates for the welcome streamers and IEC materials on what APEC is all about were distributed to them for local dissemination. The Provincial Government of Bohol has also installed welcome streamers in all ports of the province. Members of the Site Sub Task Unit for Emergency Preparedness and Response were also present during the MPIOs orientation to their answer issues and concerns. During the PPOC meeting last August 27, 2015, the PNP presented their security preparation activities to ensure the safety of all visiting APEC delegates’ families. They reported a total of 170 personnel deployed, including the Quick Response Team and Close-in, in all identified tourist destinations, hotels, resorts, airport and seaports in the province.
2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 97 MILLENIUM DEVELOPMENT GOALS – FAMILY BASED ACTIONS FOR CHILDREN AND THEIR ENVIRONMENT IN THE SLUMS (MDG-FACES) Tagbilaran City is among the second batch of cities chosen as a recipient of the Local Government Academy (LGA) Program on the Millennium Development Goal–Family Based Actions for Children in the Slums (MDG-FACES). Said project provided the basic services sector of the City a new perspective in giving interventions to the needy families. The DILG Bohol continued its monitoring and regularly submitted the monthly status of implementation. STRENGTHENING LOCAL COUNCILS FOR THE PROTECTION OF CHILDREN The United Nations Convention on the Rights of the Child (CRC) stipulates that every child has the right to protection from all forms of violence, abuse, neglect, and exploitation. The Local Council for the Protection of Children (LCPC) is a council organized at the provincial, city, municipal and barangay levels that serves as the umbrella organization for all children’s concerns. It is a council fully harnessed to be an efficient and effective advocate of child’s rights that implements all children’s programs at the local levels. Technical assistance was extended by DILG officers in the organization of the council and monitoring is also made as to its functionality. The establishment of the Council for the Protection of Children is mandated under Art. 259 and 360 of the Civil Code, Art. 87 of PD 603 and Rules 15 of the Implementing Rules and Regulations of RA 9344. 2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 99 the Provincial Audit Team in partnership with the Department of Social Welfare and Development (DSWD) and Department of Education (DepEd) as members. Out of the province’s 47 municipalities and one city, Bohol bagged a total of 39 awards each for 39 local government units. The awards are proofs that “our local chief executives (LCEs) are doing their jobs excellently,” said the governor, “and we, in the Provincial Government, are very proud of the wonderful services being done by our mayors to their constituents.” The CFLG is an audit system that assesses the delivery of social welfare services on child and youth. It is a result-based assessment tool and a mandatory audit designed to identify the results of the intervention. The Council for the Welfare of Children has adopted the audit as a major tool in assessing LGU performance and uses its result as inputs in the Conferment of the Seal of Child Friendly Local Governance. Results of the assessment were transmitted from the city/municipal level to the provincial level and to the regional level. The Regional Audit Team (RAT), chaired by the DILG and co-chaired by the Department of Social Welfare and Development (DSWD) together with the Department of Education (DepEd) validates the results and prepares the consolidated regional overall rating for submission to the Regional Subcommittee on the Council for the Welfare of Children (RSCWC). The Department supports the realization of children’s rights and building a “Child-Sensitive and Child-Friendly Society”, in accordance with the country’s commitments to the United Nations Convention on the Rights of the Child (CRC). Balilihan bagged the second slot for the entire Central Visayas Region and placed No.1 for the whole Province of Bohol; followed by Talibon as third place for the region and placing second for Bohol; and Tubigon for bagging the seventh slot for Central Visayas and third for Bohol. Included in the line-up of winners are the municipalities of Albur, Loboc, Guindulman, Jagna, Dimiao, Antequera, Corella, San Isidro, Getafe, Duero, Carmen, Lila, Catigbian, Loay, Clarin, Calape, Trinidad, Maribojoc, Sagbayan, Buenavista, Dauis, Alicia, Sevilla, Inabanga, Sierra-Bullones, Garcia-Hernandez, Dagohoy, Valencia, Bien Unido, Bilar, Sikatuna, Ubay, Batuan, Pilar, San Miguel, and the City of Tagbilaran. Bohol Governor Edgar M. Chatto, DILG-Bohol Provincial Director Ma. Loisella Lucino, Vice-Gov. Concepcion Lim, and LGOO V Mary Ann Aparece-Verga led the giving of awards to the winners which were received by the mayors themselves during the consultative meeting for Bohol Earthquake Assistance (BEA) and Bottom-up Budgeting (BuB) on June 11, 2015 at the People’s Mansion, Tagbilaran City. Children’s Month Celebration This year’s 23rd National Children’s Month Celebration highlights the protection rights of children against all forms of abuse and discrimination in their family, schools, community, institutions, organizations and other settings. In support to this endeavor, DILG-Bohol has caused the widest dissemination of the circular, coordinated with the Local Chief Executives and provided technical assistance to some of the conducted activities. 2015 Annual Report DILG-Bohol 100Socially-Protective and Safe LGUs Pursuant to Republic Act 10661, otherwise known as “National Children’s Month Act”, Bohol Province conducted a Children’s Congress on November 17, 2015 at JJ’s Seafood Village, Tagbilaran City. This year’s theme which is “Komunidad at Pamahalaan Magkaisa, Pang-aabuso sa Bata Wakasan na!” emphasizes the protection rights of children against all forms of abuse and discrimination to encourage stakeholders to promote and advocate the protection of children at the family, school, community, institution, organization and other settings. Highlighting the activity were folkdance and singing contests, draw and tell and other talent presentations by children from different LGUs. Customized Activity: Bohol Reconstitutes Child-Welfare Council Through Executive Order Number 16 dated November 9, 2015, Governor Edgar Chatto reconstituted the Provincial Council for the Welfare of Children (PCWC). The LCPC shall be responsible for the planning and spearheading programs of children in the locality with the end view of making the locality child friendly. The PCWC plays a key role in the protection of children, particularly in coordinating with and assisting the Local Government Units in the formulation of a comprehensive plan on juvenile delinquency prevention and in the overseeing of the law's proper implementation. Corollary to this, the Department of Interior and Local Government has been mandated to oversee the organization and functionality of the LCPC, thus allowing the agency to issue memorandum circulars enjoining LGUs to organize local CPC that will lead the implementation of the children's programs in their respective localities. In Bohol, Provincial ordinance No. 2000-30 puts the Bohol Children's Code and provides for the creation of the PCWC. The PCWC is now composed of the governor as the chairperson. Its members include Sangguniang Panlalawigan Committee chair of Women and Family Affairs, Provincial Planning and Development Coordinator, Health Officer, Social Welfare and development Officer, Schools Division Superintendent, Provincial Youth and Sports Coordinator, Provincial ABC President, Provincial LMP President, Police Director, Leagl Officer, DSWD Officer, DILG Officer, Labor Officer, Prosecutor, Information Agency Officer, Local Finance Council, Bohol Chamber of Commerce and Industry, World Vision and a child representative.
2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 101 Customized Activity: DILG-Bohol Supports Provincial Search For Huwarang Pantawid Pamilya The Department of Social Welfare and Development (DSWD) Field Office VII is again opening the Search for the Pantawid Pamilya Exemplary Children with DILG-Bohol Provincial Focal on Youth and Children, Mary Ann Aparece-Verga as chair of the Board of Judges during the Table Assessment conducted in September, 2015 at Reyna’s the Haven and Gardens, Tagbilaran City. The search is carried out to recognize the achievement of Pantawid Pamilyang Pilipino Program children beneficiaries who are 10-14 years old exposed to the program for at least one year and is currently in school. He/she should also be compliant to the school attendance requirement of the program and must have at least 90 percent school presence with good scholastic standing. There were three provincial winners given with home cash prizes, certificate of recognition and Kaya Ko ang Pagbabago merchandise. Top provincial winners automatically compete for the regional search. For CY 2014, Joan Grace Ewican of Barangay Alegria, Carmen, Bohol won the regional search and made it to the top 5 in the national competition. Customized Activity: Huwarang Pantawid Pamilya Regional Research DSWD VII has recently launched the Huwarang Pantawid Pamilya Regional Search, aimed to recognize family-beneficiary of the Pantawid Pamilya who maintain family ties, demonstrate positive Filipino values, and have a positive impact in the community where they reside. DILG-Bohol once again supports the said regional search after it has served as Chair of the Board of Judges during the desk validation for Bohol Province conducted on July 7, 2015 at Reyna’s the Haven and Gardens, Tagbilaran City. Desk validation criteria for model families include maintenance of strong family ties and harmonious relationship while upholding Filipino values despite challenges of poverty; family practices and promotes healthy living and environment care; family involvement in community activities; family as inspiration to others in the community; and strives to improve living conditions amidst difficult situation. Provincial Winners received a cash prize worth Php 6,000.00 for the first prize, Php 4,000.00 for second prize and Php 2,000.00 for third prize with certificate of recognition. Last year, the Ewican Family from Barangay Alegria, Carmen, Bohol won Second Runner-Up in the national level. In CY 2013, the Hermocilla family from Sagbayan, Bohol also won fourth. Pantawid Pamilya is the Philippines version of the conditional cash transfer that invests in the education and health of poor children aged 0-18.
2015 Annual Report DILG-Bohol 102Socially-Protective and Safe LGUs Training on the Use of Social Protection Handbook on Local Planning And Budgeting: A Convergence Support With DSWD One of the components of the Social Reform Program of the Department of Social Welfare and Development (DSWD) is on the institutional strengthening of policies and programs. One of the initiatives conducted include the formulation of a Social Protection Vulnerability and Adaptation Manual (SP-VAM) and the formulation of Social Protection Handbook, which serves as the primary manual in the planning, implementing, monitoring and evaluating SP programs and projects of NGAs, LGUs and CSOs. A Joint Memorandum Circular with the DSWD and DILG was signed last February, 2015 enjoining all Provinces, Cities, and Municipalities to use the Social Protection Handbook for Local Planning, Budgeting, Implementing, Monitoring and Evaluating Social Protection Programs. Consequent to the Trainor’s Training on the Use of SP Handbook conducted last April 20-24, 2015 in Iloilo City, Provincial Focal on Social Sector Mary Ann Aparece-Verga extended technical support through lectures and workshop facilitation during the conduct of the Roll-out Training on the Use of Social Protection Handbook for target LGUs in Region 7 on September 23-25 at the CityScape Hotel, Cebu City. In Bohol, 10 LGUs benefitted the activity, namely: Tagbilaran City, Panglao, Dauis, Jagna, Ubay, Inabanga, Tubigon, Talibon, Loon and Carmen with the City/Municipal Planning and Development Coordinators, City//Municipal Local Government Operations Officers and City/Municipal Social Welfare and Development Officers as participants. Generally, Social Protection constitutes policies and programs that seek to reduce poverty and vulnerability to risks and enhance the social status and rights of the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving people’s capacity to manage risks. Customized Activity: Bohol Kickstarts Program to Address Out-Of-School Youth As the Province launched the nationwide ABOT-ALAM Program in 2014 with the Department of the Interior and Local Government (DILG), Department of Education (DepEd), and National Youth Commission (NYC) as lead agencies to locate Out-of-School Youth (OSY) and enroll them in program interventions in education, entrepreneurship, and employment, Bohol enters into a new collaboration with the Department of Labor and Employment (DOLE), the
2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 103 Asian Development Bank and the Government of Canada for Jobstart Philippines, a partnership initiative that seeks to assist young Boholanos who wish to join the labor force by providing opportunities to not only improve their technical skills but also develop like skills required to success in the workplace. The program, which is implemented through the Bohol Employment and Placement Office (BEPO), accommodate OSY aged 18-24 who have finished high school but are unemployed and have had a year or less work experience. OSY will then be trained under the Technical Education and Skills Development Authority (TESDA) to acquire the necessary skills for the internship with the employers. As one of the lead agencies for ABOT-ALAM implementation, DILG-Bohol expressed enthusiasm to give support as the Province embark on the new partnership project to cater to the needs of the out of school youth in the province. Customized Activity: Bohol Young Leaders Empowerment Forum on Environmental Sustainability and DRRM The Bohol Young Leaders Empowerment Forum (BYLEF) is an annual event of YouthLEAD Philippines that serves as an inclusive avenue where Boholano young leaders meet to discuss, engage, and interact on timely and relevant problems and then find ways to address them through agreed shared actions. The aim of the BYLEF is to influence young leaders to think, work, and act together and make them active catalysts of Bohol's growth and development. It also endeavours to inculcate patriotism, nationalism, and good values to prepare them to the bigger task of leading the communities in Bohol and beyond an empowered transformational leaders. Bannering the theme “Protecting our Environment and Being Prepared, Towards a Greener and Brighter Bohol”, the 2015 BYLEF focused on MDG 7 which is ensuring environmental sustainability. It also included discussions on climate change and disaster risk reduction management. More than 12 speakers were invited to share powerful thoughts on the theme which were followed with plenary interactions. DILG-Bohol Focal on Youth and Children, Mary Ann Aparece-Verga provided insights on youth volunteerism under the Department’s V2V Program and PGBh’s Bayani Challenge initiative. During the said activity, DILG and Governor Edgardo Chatto expressed their support for the youth of Bohol and encouraged their participation and involvement. A total of 184 participants from 57 organizations joined the activity. The highlight of the third BYLEF was the presentation of the Bohol Youth Development Agen-

Customized Activity: Training of Provincial Cluster Members on Nutrition in Emergencies Following the 7.2 magnitude quake that hit Bohol in 2013, and the occurrence of emergencies and disasters that has risen dramatically in recent years that have threatened human lives, often resulting in food shortages, worsened malnutritional status of a community, and even mortality in all age groups, the National Nutrition Council (NNC) for Region VII conducted a week-long Training of Provincial Cluster Members on Nutrition in Emergencies on September 7-11, 2015 at Reyna’s the Haven and Garden Hotel, Tagbilaran City aimed to capacitate members on emergency management system in preparedness and response to adverse events and frequently experienced disasters affecting the communities. Members were likewise provided with the national and local guidelines, issuances and standards relevant to nutrition in emergencies. Adopting the National Policy on Nutrition Management in Emergencies and Disasters, DILG-Bohol through its active and dynamic field officers spread over the 48 LGUs, have enjoined all city and municipalities to create their respective Nutrition Clusters in Emergencies and Disasters with 100% compliance rate in CY 2015.

2015 Annual Report DILG-Bohol 106Socially-Protective and Safe LGUs VIGILANCE TO VOLUNTEERISM The Vigilance to Volunteerism is a program that enlists the active participation of civil society organizations (CSOs) and non-government organizations (NGOs) in local governance. The program aims to improve the state of local governance through integrating civil society organizations (CSOs) and non-government organizations (NGOs) in local government processes and enlisting their active participation in governance. Under the V2V, LGUs were mandated to establish the Volunteerism Citizenship Desk (VCD) with designated VCD Officer. Local chief executives issued Orders for the establishment of the VCD. In Bohol, 100% of the LGUs have established VCD manned by trained VCD Officers. Majority of these officers are the PGBh’s Bayani Challenge Municipal Coordinators. During municipal and barangay activities the spirit of volunteerism is evident with the participation of the volunteers. These activities are usually coastal and water ways clean up and tree planting during Arbor day observance; mangrove planting; waste segregation at the Material Recovery Facility; makeshift room construction; planting of ornamental plants and others. Customized Activity: Bohol Joins the Nutrition Month Celebration The Province of Bohol headed by Gov. Edgar M. Chatto joins the 41st Nutrition Month Celebration beaming the theme “Timbang Iwasto, sa Tamang Nutrisyon at Ehersisyo!” The theme aims to primarily increase awareness on the role and importance of proper nutrition and physical activity in the prevention of overweight and obesity among the general public and encourage Filipinos to make positive decisions towards consumption of healthy diet. DILG Memorandum Circular 2015-58 re: Participation in the 2015 Nutrition Month Celebration, underscores the conduct of activities in support of the Nutrition Month Celebration. DILG field officers conducted advocacy and dissemination of the issuance. MLGOOs also provided technical assistance in the monitoring and evaluation of the Nutrition Program of the barangays in which they served as evaluators. Indicators are capacity development; resource mobilization; program planning; conduct of nutritional assessment; formulation of the nutrition action plan; and delivery of nutrition and related services. Customized Activity: Barangay Nutrition Scholars’ Congress The province of Bohol hosted the 11th Regional Barangay Nutrition Scholars’ Congress on November 5-6, 2015 at the Bohol Tropics Resort, Tagbilaran City. The activity was organized by the Federation of the Barangay Nutrition Scholars’ of Region VII, Inc., the National Nutrition Council (NNC) and the city of Tagbilaran. DILG Bohol was one of the resource speakers/ guests of the celebration discussing on “Organizing and Maintaining a Barangay Nutrition Committee (BNC)” Innovation: DILG-Bohol Participates the Bohol Bayani Challenge 2015 :Brigada Eskwela With the Department’s mandate to upscale the implementation of Volunteers Act of 2007 at the local level through the implementation of the Volunteer and Citizenship Program under the Vigilance to Volunteerism, the Provincial Government of Bohol has coordinated with the

This year, DILG-Bohol has once again contributed to the success of the province-wide conduct of the Bayani Challenge through BRIGASA Eskwela at Libaong Elementary School, Panglao, Bohol wherein 500 classroom chairs were repainted.
2015 Annual Report DILG-Bohol 108Socially-Protective and Safe LGUs LOCALIZATION OF THE MAGNA CARTA OF WOMEN The Magna Carta of Women is a comprehensive women’s human rights law that seeks to eliminate discrimination against women by recognizing, protecting, fulfilling and promoting the rights of Filipino women, especially those in the marginalized sector. The LGUs are mandated to localize the Magna Carta of Women and other GAD related policies and programs, making local governance gender sensitive and gender responsive. In consonance with DILG, PCW, NEDA and DILG Joint Memorandum Circular 2013-01 which provides the mechanisms for the localization of the Magna Carta of Women, LGUs reconstituted and strengthened their GAD Focal Point System (GFPS), prepared their 2016 GAD plan and budget; formulated the 2015 GAD Accomplishment report, established their GAD database, mainstreamed GAD in local development plans, conducted monitoring and evaluation system and enacted GAD Code. For these LGU mandates and mechanisms, the DILG provides technical assistance in the form of trainings, seminar-workshops and orientation. The DILG through its field officers also monitor compliance with these mandates. Another vital role of the DILG is the review of the LGU’s GAD Plan and Budget (GPB). The 2016 GAD Plan and Budget of the 47 municipalities and 1 city were reviewed by the DILG Provincial Office while the 2016 GPBs of the 1,109 barangays were reviewed by their respective MLGOOs. DILG Provincial Office provided technical assistance to the provincial government for the crafting of the 2016 GAD Plan and Budget which was reviewed by the DILG Regional Office. Figure 10 shows the LGU compliance to the mechanisms for the localization of the Magna Carta of Women Figure 10. LGUs Compliance to the mechanism for the Localization of the Magna Carta of Women were complied by all the LGUs except for the enactment of the GAD Code. On the otherhand, DILG Bohol responded to different requests for capacity building activities. On January 23, 2015 and August 14, 2015, DILG Bohol through its GAD Focal Person Ma. Reina A. Quilas acted as resource speaker on Gender and Development (GAD) to the barangay officials of Cebu. The training was organized by the Philippine Association of Social Workers, Inc. (PASWI). On July 1, 2015, LGOO VI Quilas also facilitated the GAD Plannning Workshop of the barangay officials of Trinidad, Bohol. On August 19-20, LGOO VI Quilas also facilitated the workshop on GAD Planning and Budgeting of Loon, Bohol. On September 29, 2015, LGOO VI Quilas also acted as resource speaker on the Salient Features of JMC 2013-01 to the municipal officials and functionaries of Bohol. The training was organized by the Department of Social Welfare and Development (DSWD).

The participants of the Workshop on GAD Planning and Budgeting of Loon, Bohol as they undergo the workshop Roll Out on the Localization of the Magna Carta of Women On December 8-9, 2015, the Roll Out on the Localization of the Magna Carta of Women was conducted at Bohol Tropics Resort, Tagbilaran City. It was participated by all the Field Officers and Cluster Heads. The activity which was initiated by the DILG Regional Office was conducted in order to orient the DILG Field Officers of the amendments of the DBM, DILG, NEDA & PCW Joint Memo Circular 2013-01. Virgie Clapano, Division Chief of LGCDD Region VII who was the resource speaker stressed that the amendments of the JMC will be adhered to, during the 2017 GAD Planning and Budgeting. Training of Trainers on Creating a Gender Responsive, Child Friendly and Indigenous People Relevant Katarungang Pambarangay On September 7-11, 2015, Cluster Heads Redemcion Cag-ong and Ma. Reina A. Quilas attended the Training of Trainers on Creating a Gender Responsive, Child Friendly and Indigenous People Relevant Katarungang Pambarangay at the BSA Twin Towers, Ortigas Center, Mandaluyong City. The training was attended by DILG operations officers and cluster heads. The objectives of the training was for the participants to explain the duties and responsibilities of the Lupong Tagapamayapa for a Gender-Responsive, Child-Friendly and Indigenous Peoples (IP)-Relevant implementation of the Katarungang Pambarangay Law and the discussion of the salient provisions of various laws in connection with the functions of a Lupong Tagapamayapa as basis in managing conflicts and disputes reported at the barangay level. After the training, LGOOs VI Cag-ong and Quilas imparted their learnings to the field officers during the meetings in their respective clusters. It is expected that field officers will also echo what they have learned to their respective barangay officials for a gender-responsive, child-friendly and IP relevant KP. 2015 Annual Report DILG-Bohol 110Socially-Protective and Safe LGUs Monitoring of LGUs with Functional LCAT-VAWCs In compliance to DOJ-DSWD-DILG JMC No. 2010-1, all the 47 municipalities, 1 city and the provincial government organized the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC). The LCAT-VAWC is created in order to address human trafficking and Violence Against Women and Children (VAWC) cases. Instead of establishing two separate bodies at the municipal level, only one body, the LCAT-VAWC is created for purposes of expediency, maximizing resources and preventing duplication of functions and representation at the local level. LCAT VAWCs were organized through Executive Orders by Local Chief Executives. Aside from providing technical assistance on the organization of LCAT-VAWC, the field officers also provided technical assistance for its functionality. Functionality is gauged through conduct of meetings, conduct of Information, Education, and advocacy campaign against trafficking in persons and VAWC and enactment of ordinances and formulation of resolutions. In the monitoring conducted on a quarterly basis, all the 48 LCATVAWCs of the 47 municipalities and 1 city are functional. Capacity building activities on the Anti Violence Against Women and their Children Act (AVAWC) or RA 9262 were also initiated by the LCAT-VAWCs. Capacity building activities for AVAWC were conducted in Dimiao on April 20, 2015; in Batuan on May 18, 2015; in San Miguel on June 8, 2015; in Guindulman on July 16, 2015 and in Talibon on August 19, 2015. On the otherhand, the Provincial Committee on Anti-Trafficking and Violence Against Women and their Children (PCAT-VAWC) is also functional. It meets once in every two months. This year’s accomplishments of the PCAT-VAWC include among others the formulation of a pro-forma ordinance on AVAWC and trafficking for human trafficking prone LGUs; Assessment of Anti-Trafficking HELP Desk Operations; Expansion of PCATVAWC membership, Forging of partnership with CSOs for AVAWC and anti human trafficking advocacy and Advocacy in tri media and educational institutions. The reorganization of the PCAT-VAWC was initiated by the DILG in 2014 including the conduct of workshop for the 2015 Action Plan of Activities. 2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 111 Monitoring of LGUs with Functional VAW Desks DILG-PCW-DSWD-DepEd-DOH JMC No. 2010-02 mandates all Governors, City and Municipal Mayors and Punong Barangays to ensure the establishment of a Violence Against Women (VAW) Desk in every barangay. The presence of a VAW Desk in every barangay reinforces the government’s resolve to eliminate discrimination against women and will ensure that any form of violence against them are addressed in a gender-responsive manner. In compliance with the said JMC, all the 47 municipalities and 1 city facilitated the establishment of VAW desk in all the1,109 barangays. Technical assistance was also provided for the functionality of the organized VAW Desks. This was possible through the advocacy and technical assistance of DILG Bohol field personnel. Per monitoring conducted, all the VAW Desks of the 1,109 barangays are functional. Functionality is gauged through the advocacy conducted in the elimination of VAW in the community, prompt response to gender based violence cases brought to the barangay and assistance of the victim-survivors in securing the Barangay Protection Order (BPO), among others. Another manifestation of VAW Desk functionality is the submission of quarterly report on VAWC cases to the DILG and the MSWDO. Figure 10 shows the number of VAWC cases brought to the barangays from the 1st-3rdquarters of 2015. In accordance with the DILG’s mandate of building the capacities of Local Government Units, Cluster M & M spearheads the conduct of the Reorientation of DILG Bohol Field Officers on the Anti-Violence Against Women and their Children (AVAWC) Act on May 29, 2015 at the DILG Bohol Provincial Office. The activity equipped the 48 DILG Bohol Field Officers on the salient features of Republic Act 9262, which they would use in capacitating barangay officials specifically on the elimination of VAWC as well as the steps in handling VAWC cases. The resource speakers of the activity were Atty. Adolfo M. Doroy of the City Prosecutor’s Office; M & M Cluster Head Ma. Reina A. Quilas and Ms. Donna Diones of the Bohol Crisis Intervention Center who discussed on the Salient Features of RA 9262; the Duties and Functions of the Barangay Officials in the Elimination of VAWC and in handling VAWC cases including the Issuance of the Barangay Protection Order and the Referral System or Referral Pathway, respectively. Figure 10 revealed that 373 or 66% of which are physical violence, 99 or 18% are psychological violence, 61 or 11% are economic violence and 29 or 5% are sexual violence. All the 562 cases were acted upon. These were referred to MSWDO, PNP, Court and the health or medical institutions. Of the 562 cases, only 78 or 14% applied and were issued Barangay Protection Order (BPO).
2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 113 REGIONAL INITIATIVE STRENGTHENING THE MANAGEMENT COORDINATING COMMITTEES The Provincial Management Coordinating Committee (MCC) ensures to hold its regular meeting prior to PPOC meetings to initially discuss peace and order matters with the members of the DILG Family. This strategy enhances camaraderie evidenced in the number of activities it has conducted including the creation of the DILG Family Provincial Speakers Bureau tasked to conduct information drive during barangay assemblies in selected municipalities. CRIME PREVENTION WEEK Pursuant to Presidential Proclamation No. 461 dated August 31, 1994, the National Crime Prevention Week (NCPW) falls in the first week of September. This year, the theme of the 21st National Crime Prevention Week is “Krimen ay Tuldukan, Karapatan ay Igalang”. The main focus of this year’s celebration is the Community and Service-Oriented Policing (CSOP) System, which is aimed at building collaborative partnership between the law enforcement agencies, local executives and community, promoting peace and order, ensuring public safety, as well as strengthening the local government capability for the effective delivery of basic services to the citizenry. All fourty-eight (48) LGUs in the province conducted their respective activities in observance of the Crime Prevention Week. Activities include among others hanging of streamers, conduct of programs, poster-making contests and conduct of motorcades. Hanging of streamers in LGUs and even in the National Agencies in the Province of Bohol A Poster-Making Contest was participated by students in Getafe Central Elementary School as part of the Crime Prevention activities in combatting criminality in the municipality
2015 Annual Report DILG-Bohol 114Socially-Protective and Safe LGUs Innovation: PMCC Family Day The Bohol Provincial Management and Coordinating Committee composed of the DILG Local Government Sector, Philippine National Police, Bureau of Fire Protection and the Bureau of Jail Management and Penology celebrated its Family Day on September 24, 2015 at Libaong Beach Panglao, Bohol. The 802nd Brigade and the 2nd SF Battalion of the Philippine Army assigned in the province also joined the celebration. While the first week of September is declared as National Crime Prevention Week per PP No. 461 dated August 31, 1994, the Bohol PMCC extends its celebration throughout the whole month of September. In order to create public awareness on the said celebration, a caravan was conducted starting at Plaza Rizal of Tagbilaran City to the venue in Panglao, Bohol. The event gave way to the introduction and recognition of all personnel in every member agency. The occasion was also spiced up by the different presentations from all the agencies, where the talents in singing and dancing were gracefully showcased. Everyone enjoyed the fun games like sack race, tug of war, human centipede, beer drinking contest, singing contest and the most awaited amazing race. The highlight of the day was the search for “Mutya ng PMCC” which was won by BFP. The day did not only brought smiles and strong bond to the PMCC members, but most importantly, it has opened an opportunity for community service and care for the environment, the true work of public service.
2015 Annual Report DILG-Bohol Socially-Protective and Safe LGUs 115 Customized Activity: DILG Supports the Celebration of Fire Prevention Month 2015 March is Fire Prevention Month to remind Filipinos to take precautions to prevent fires in homes, offices, and communities. This year’s 49th observance of Fire Prevention Month is themed “Kaligtasan sa Sunog: Alamin, Gawin, at Isabuhay Natin.” The annual observance is based on Presidential Proclamation 115-A issued on November 17, 1966, to provide education and awareness during the summer months to lessen the incidence of fire in the country. In support of the Celebration of the Fire Prevention Month 2015, the DILG Family joined the Walk for Fire Free and Fire Safe Nation on March 1, 2015. The walk was from Plaza Rizal to the Office of the Provincial Fire Marshall at Cogon District, Tagbilaran City, Bohol. In the City and Municipalities, C/MLGOOs in coordination with the Bureau of Fire Protection counterparts, ensured the hanging of streamers, conduct of information drives, conduct of Fire Safety Trainings and holding of kick-off ceremonies. 2015 Annual Report DILG-Bohol 116Socially-Protective and Safe LGUs Customized Activity: Bohol Celebrates 37th NDPR Week In time of this year’s 37th National Disability Prevention and Rehabilitation (NDPR) Week Celebration on July 17-23, 2015, the Bohol Federation of Disabled Persons (BFDP), in partnership with the Department of Social Welfare and Development, Department of Health, and the Provincial Government of Bohol conducted NDPR Week Culmination Program on July 20, 2015 at the Bohol Cultural Center, Tagbilaran City with the theme “Health and Wellness Opportunities for Persons with Disabilities Towards Inclusive Development for All.” Considering that persons with disabilities are part of the Philippine society, this year's theme aims to contribute and promote the full employment of persons with disabilities. It also supports human rights-based initiatives for the economic development of persons with disabilities. The NDPR Week celebration is based on Proclamation No. 361 issued on 2000, as amended by Administrative Order No. 35 issued 2002. To drumbeat the weeklong celebration, various activities were lined up that includes singing, dancing and free medical and dental check-up for PWDs. Customized Activity: Teachers’ Month Celebration Per Presidential Proclamation No. 242, the nation is called to celebrate the National Teachers’ Month from September 5 to October 5 of each year. This is to revitalize the image of teachers in the Philippine Society and National Development. DILG-Bohol facilitated the widest dissemination of the Memorandum Circular and ensured the effective communication to all concerned local authorities. They also facilitated the submission of various documentation materials to Metrobank Foundation, Inc. City Central Teachers in their dance presentation. 2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 117 ENHANCING LGU CAPACITY ON DRR AND CCA OPERATION LISTO Listo or Operation Listo is a disaster preparedness program of the DILG and is DILG’s response to the continuing threats of natural disasters that confront LGUs. It seeks to highlight the importance of preparing for calamities, including typhoons. Operation Listo provides sets of relevant interventions for disaster preparedness aimed to create enabling environment for local government units to further develop their capacities towards mitigating the adverse impacts of disasters and climate change. These initiatives are offered in the form of skills-building, technical support, policies and training for all LGUs to be at the forefront of the community’s initiatives to adapt, mitigate risks, prepare and recover from disasters. The initiatives are contained in the Operation Listo Manual. The manual contains checklist of early preparations and critical preparations for local chief executives. There is also a Manual for MLGOOs, Chiefs of Police and Fire Marshals. The Operation Listo is composed of the following components or activities: • Provincial Convergence Action Planning • Disaster Preparedness Dialogue • One On One Coaching with LCE and DRRMO • Barangay Coaching • LDRRMO Organization and Accreditation. Provincial Convergence Action Planning Bohol’s Provincial Convergence Action Planning was conducted on March 30, 2015 at JJ’s Seafood Village, Tagbilaran City. It was participated by stakeholders that will ensure the safety and build the resiliency of the communities, aside from the national and local government. These include the Civil Society Organizations (CSOs) representing the 47 municipalities and 1 city and representatives from the Private Sector (PS), Local Resource Institutes (LRIs) and the media. The activity has the objective of strengthening partnerships to help maximize the usability of the LGU Disaster Preparedness Manuals and programs under the Operation Listo. The following took place during the activity: Presentation of the Disaster Preparedness Manuals and Operation Listo Discussion of Disaster and the Philippine’s Risk Profile Discussion of the Checklist of Early Preparedness and Critical Preparedness for Mayors Orientation on the Roll Out/Succeeding Activities Disaster Preparedness Action Planning Presentation of Action Plans The activity ended with the Synthesis and Pledging of Commitment where the representatives of the CSOs, PS, LRIs and the media raised their right hand and made their pledge of commitment for the Operation Listo and . After reciting the pledge, they affixed their signatures to confirm their commitment of complementation with the government for the conduct of the Barangay Coaching. One on One Coaching Another big activity under Operation Listo is the One on One Coaching with the Local Chief Executive (LCE) & DRRMO. This is conducted to assist LCEs and DRRMOs on areas/indicators of the manuals needing further technical assistance. The Coaching was also conducted with other municipal officials and functionaries. The One on One Coaching in the LGUs followed right after the Provincial Convergence Action Planning. This was conducted from March to May, 2015 in all the 47 municipalities and 1 city within the province of Bohol. During the Provincial Convergence Action Planning, the organization, election of officers and oath taking of officers of the Bohol Federation of LDRRMOs took place. Elected President is Mr. Robesito Artiaga of the municipality of Talibon and Vice President is Mr. Januario Lanzaderas of Antequera. 2015 Annual Report DILG-Bohol 122Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs On November 17, 2015 during the meeting and action planning workshop of the LDRRMOs, the organization came up with their vision and 2016 Action Plan of Activities. During the meeting, it was also learned that some officers of the LDRRMO Federation like the President were no longer the DRRMOs in their LGUs being designated as such and not appointed as full time LDRRMO. Thus, an election was conducted on November 20, 2015 wherein Ms. Queenie Melody Fullante, LDRRMO of Dauis was the elected president. Advocacy and Information Campaign on Mainstreaming DRR/CCA in Local Development Planning In view of the changes of climate and the country’s risk to hazards due to its geographical location, the DILG conducted an advocacy and information campaign on mainstreaming DRR/CCA in local development planning. This was conducted on November 20, 2015 at Reyna’s The Haven and Gardens, Tagbilaran City. Topics of the activity include Mainstreaming DRR/CCA In Local Development Planning, Overview of the Climate and Disaster Risk Assessment (CDRA), Hazard Information and Utilization in Local Development Plan: Climate Change Projections, Flood Landslide and other Geologic Hazards and Earthquake Related Hazards. Participants were the Planning Officers, DRRMOs, C/MLGOOs of the 49 LGUs of Bohol. Also in the activity were the CSO and Local Resource Institute (LRI) representatives. LGUs with Mainstreamed DRR/CCA in CDP Local government units are mandated to come up with two major plans. These are the Comprehensive Land Use Plan (CLUP) and the Comprehensive Development Plan (CDP). The CDP is the Plan with which the LGU promotes the general welfare of its inhabitants in its capacity as a corporate body. The word comprehensive in the Comprehensive Development Plan is construed as the document tackling different thematic components. Thus, in view of the changes in climate, brought about by natural and anthropogenic causes, there is a need for the integration of climate change adaptation interventions and measures in the CDP. With the risk profile of the Philippines, there is also a need to mainstream DRR in the CDP For 2015, the LGU of Batuan formulated its Comprehensive Development Plan (CDP) with DRRM/CCA mainstreamed into it. The workshop was conducted on June 23-25, 2017 which was facilitated by the DILG. On the otherhand, DILG also facilitated the DRRM/CCA Action Planning Workshop of the municipality of Batuan on June 26-27, 2015 and the municipality of Bilar on October 7-9, 2015. 2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 123 Provision of Capacity Development Interventions and Advocacy on Disaster Pursuant to the Climate Change Act (RA 9729) and Disaster Risk Reduction Management Act (RA 10121), the Department takes an active role in Climate Change Adaptation (CCA) and Disaster Risk Reduction and Management (DRRM) by focusing its efforts towards enhancing the capacity of Local Government Units (LGUs) to adapt, mitigate and prepare for climate change and disasters. These guide in the form of leaflets were reproduced and distributed to each barangay, last year. This year, DILG Central Office hopes to reproduce some more copies for distribution to the barangays. While additional copies of the Family Guide are still to come, DILG Bohol Provincial Office translated in the local dialect the Family Guide given by the Central Office, for easy reference and comprehension of the constituents. Said family guide was distributed during the Barangay Coaching conducted in the barangays. A non-government organization (NGO), the Bohol Alliance of NGOs also assisted the DILG and the LGUs in reproducing the guide for distribution to the families.

It started with the Competency Training for all the 1,109 Barangay Secretaries on April 27-28, 2015. This was followed with the Competency Training for all the 1,109 Barangay Treasurers on May 5-6, 2015. These activities are part of a series of activities under the Competency-Based Training for Barangay Officials. The activity which was conducted in two batches for barangay secretaries and treasurers oriented the barangay Secretaries and Treasurers of their major role in Disaster Risk Reduction and Management (DRRM). Inputs were provided by Engr. Ver Neil Balaba, Asst. Regional Director of the Office of the Civil Defense, Dir. Oscar Tabada, Regional Director of PAGASA and other provincial government functionaries. DILG Bohol through LGOO VI Ma. Reina A. Quilas and LGOO V Jessie Mary Buctolan gave a backgrounder on Hazards and the Philippines Risk Profile as well as on Operation Listo. A discussion of the early preparedness checklist for barangays was also made. For the Punong Barangays, an Orientation on the Barangay Emergency Management Training LGOO VI Ma. Reina Quilas talks about Operation Listo during the DRRM CCA Competency Training for Barangay Officials Gov. 2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 125 Training on the Preparation of Local Climate Change Action Plan (LCCAP) Recognizing the huge task of stakeholders of vulnerable island economies to develop and practice science-based interventions for survival and development, the provisions of R.A. 7160 or the “Local Government Code”, particularly Sections 16 and 24, which pertain to responsibility of the national government and local governments for disaster planning, must be strengthened. Also, part of our mandates per RA 9729 (as amended by RA 10174) and RA 10121 is to strengthen the LGUs’ capacity to cope with current and extreme hazards and adapt to or deal with future hazards. Hence, the Department of the Interior and Local Government (DILG), is tasked to “formulate plans, policies and programs to meet local emergencies arising from natural disasters…”, has embarked on the training program for LGUs to enhance their own capability on the preparation of Local Climate Change Action Plan (LCCAP) and their integration to two (2) mandated plans, the CLUP and CDP. Last October 7-9, 2015 participants composed of the C/M Risk Reduction and Man - agement Officer C/M Planning and Development Officer, C/M Agriculturist, C / M Environment and Natural Resource Officer, C/M Health Officer and C/M Local Government Operations Officer of the target LGUs that were the hardest hit by 7.2-Magnitude Earthquake trooped to Bohol Plaza Resort, Dauis and actively participated in integrating governance and bureaucracy perspectives in the preparation of Local Climate Change Action Plan. DILG Regional Focal Person, LGOO V Willie Jean Cabanag and LGOO V Soccoro Dorina Salas took turns in facilitating the three-day activity. LGCDD Chief Virgie Clapano was also present during the activity and inspire the participants to come up with a realistic and participatory plan. (BEMT) was conducted on June 29, 2015 at Bohol Tropics Resort, Tagbilaran City. Sec. Mar Roxas of DILG graced the activity with his presence. In order to orient more barangay officials, aside from the Punong Barangays, Secretaries and Treasurers, and enhance their knowledge and skills as duty bearers and frontliners in every disaster event, the Bohol Provincial Government conducted the Barangay Emergency Management Training (BEMT) in the barangays of Bohol. Teams from the Bohol Provincial Government visited the barangays and served as resource speakers of the Barangay Emergency Management Training. To capacitate and prepare the resource speakers and to ensure consistency and uniformity of inputs, a module was designed and simulation activities were conducted. Series of meetings were also conducted involving the Bohol Provincial Government Team and the DILG wherein no less than DILG Provincial Director Ma. Loisella E. Lucino made some recommendations on how the training will be delivered for the easy grasp and comprehension of the participants. During the simulation, Gov. Edgar M. Chatto and PD Lucino gave feedbacks and tips for the speakers. LGOO VI Ma. Reina Quilas was one of the speakers during the simulation held on October 4, 2015 at the Governor’s Mansion. To date, the Provincial Government teams already conducted the BEMT in 9 municipalities covering 261 barangays. The Simulation activity for the Barangay Emergency Management Training, wherein Gov. 2015 Annual Report DILG-Bohol 126Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs Innovation: Orientation on Climate Change Expenditure Tagging Anchored on the Climate Change Act (CCA) of 2009 and the National Climate Change Action Plan (NCCAP), the Climate Change Expenditure Tagging (CCET) supports mainstreaming of climate change adaptation and mitigation into the planning process of local government units (LGU), and provides the starting point from which to measure progress in the implementation of climate change initiatives. In support to this, the Conduct of One-Day Orientation on Climate Change Expenditure Tagging for LGUs was held in two batches last November 5-6, 2015 at JJs Seafood Village, Tagbilaran City. The orientation was participated by the City/Municipal Planning Development Coordinator, City/Municipal Budget Officer and City/Municipal Local Government Operations Officer of the forty eight LGUs of the province of Bohol. The activity aims for the local functionaries to identify, prioritize, and tag their respective P/A/Ps for climate change and to tag and track all climate change expenditures to help ensure transparency and increase effectiveness of climate change expenditures. Customized Activity: Roxas joins Bohol Barangay Captains for Disater Preparedness Conference DILG Sec. Mar Roxas keynotes the gathering of 1,109 barangay captains for the Barangay E m e r g e n c y Management Training orientation at Bohol Tropics Resort, Tagbilaran City on June 29, 2015. In line with the rehabilitation efforts, the secretary discussed the role of the barangay captains as first responders during emergencies and disasters. Recalling the 7.2 magnitude earthquake and the Yolanda that hit the province, Roxas focused his discussion on the ample disaster preparation to prevent casualties in future calamities. Roxas once more hailed Boholano courage and commitment and outstanding leadership in the province's goals towards full recovery, of which disaster management is an important aspect. He referred Bohol’s recovery efforts as a model to all provinces in the country. The Provincial Government of Bohol led by Gov. Edgar Chatto and Vice Gov. Concepcion Lim has put in place the disaster training program to equip each barangay official of specific roles during emergencies and disasters. Emergency management training teams will be deployed to barangays throughout the province.
2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 127 Disaster Prevention Month Presidential Executive Order No. 137, series of 2009 designates the month of July as the National Disaster Consciousness Month (NDCM) in order to heighten public awareness on the importance of disaster prevention, mitigation and preparedness. All national government agencies, local government units, non-government organizations, private sector, media, academe and other stakeholders working towards the promotion of social welfare, human security and environmental protection are participating in this month-long observance. DILG joins in the celebration of the 2015 National Disaster Consciousness Month (NDCM) with the theme: “Pamilya at Pamayanang Handa, Katuwang sa Pag-unlad ng Bansa”. The Department in coordination with the Local Disaster Risk Reduction and Management Offices in Bohol ensured the display of streamers indicating this year’s theme, conduct of orientation on different hazards, devoting of time for class discussions on preparedness, mitigation and prevention during rainy season, conduct of symposium or forum on DRRM and conduct of other related activities that heighten awareness and consciousness on what to do before, during and after the occurrence of all forms of hazards. Nationwide activities include Nationwide Tree Planting activity on the 2nd week and Simultaneous National Earthquake Drill on the 3rd week. BOHOL EARTHQUAKE ASSISTANCE The Bohol Earthquake Assistance (BEA)-DILG Project was formulated after a 7.2 magnitude earthquake struck the provinces of Bohol and Cebu on October 15, 2013. This project is funded under Supplemental Appropriation, Republic Act (RA) 10634, National Disaster and Risk Reduction Management (NDRRM) Fund with an initial budget of PhP 2.4 Billion from Special Allotment Release Order (SARO) – BMB-D-14-0006009 dated May 26, 2014. The project was based on the Post Great Bohol Earthquake Rehabilitation Plan which was prepared and approved by the Bohol Provincial Government. The project covers a total of 53 LGUs in Bohol and Cebu with a total of 1,079 subprojects. It aims to facilitate the recovery and return to normalcy of services and accelerate economic activities in the areas affected by the Bohol Earthquake through the provision of technical and financial assistance to the affected LGUs for the reconstruction and rehabilitation/repair/rehabilitation of LGU-managed and operated facilities with due considerations on Build Back Better (BBB) designs for disaster resilient public infrastructures. The eligible subprojects include vital LGU facilities/infrastructures for the local government operations such as: City/Municipal Buildings, Public Markets, Civic Centers (gymnasiums, evacuation centers and covered courts), Barangay Facilities (barangay halls, health centers and day care centers), LGU-Managed Water Supply System, Provincial and Municipal Bridges. 2015 Annual Report DILG-Bohol 128Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs Strategies for an Effective Project Monitoring and Evaluation To ensure the effective and efficient implementation of the Bohol Earthquake Assistance funded projects, DILG Bohol has come up with strategies for effective project monitoring and evaluation. Strengthening Institutional Mechanism As mandated by the Approved BEA Guidelines, the Provincial Project Management Team has been created through the issuance of EO No. 47, Series of 2014 with the main function of managing the overall implementation of the project BEA. The PPMT is chaired by Provincial Administrator Alfonso R. Damalerio II and co-chaired by DILG Provincial Director Ma. Loisella E. Lucino. The members include the heads of PPDO, PEO, PLO, PTO, BEMO and DPWH 1st Enginnering District, 2nd Engineering District and 3rd Engineering District. The PPMT holds regular monthly meetings and special meetings as deemed necessary upon call by the PPMT Chairman. Conduct of Quarterly Meetings (Governor, Mayor, P/MPDC, P/ME, MLGOOs, PPMT and PDMU) For proper monitoring, the DILG Bohol PDMU and PPMT with Governor Edgar M. Chatto would call for consultative meetings for the presentation of the implementation status of the BEA Projects, with the City and Municipal Mayors of recipient LGUs with their respective PMO members, most of time attended by the C/MLGOOs, C/MPDCs and C/MEs. Issues and concerns on the implementation, release of funds and liquidation are also brought up in the said meetings. Establishment of Bohol Earthquake Assistance (BEA) Monitoring Map of Subprojects Through the use of the BEA Monitoring Map of Subprojects in Bohol, the status of every subproject was shown represented by three colors. The green light represents the completed subprojects, yellow for the subprojects that are ongoing construction and red for subprojects in the bidding process. The BEA Monitoring Map was designed so that the Boholanos can easily monitor the status of every subproject implemented in the LGUs. On case of delayed submission, a letter is also issued to the mayors as reminder. 2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 131 Conduct of Regular Monitoring and Inspection of Ongoing Subprojects, Punch Listing and Final Inspection of Subprojects In order to monitor the proper implementation and fast completion of the projects under the Bohol Earthquake Assistance, the members of the BEA Provincial Project and Management Team (PPMT) regularly conducts project monitoring and inspection of ongoing projects and projects for punch listing and final inspection. The team is composed of the BEA engineers assigned at the OPD, BEA engineers and architects assigned at PEO, engineers from the Provincial Engineering Office, staff from Governor’s Office and the members of the Project Management Office of the City/Municipality as LGU’s counterpart. There are also times when OPDS engineers, COA personnel and engineers from the DILG VII RPDMU would team up with BEA engineers assigned at the OPD, BEA engineers and architects assigned at PEO, staff from Governor’s Office and the Municipal engineer and staff as the LGU’s counterpart in the monitoring and inspection of BEA Subprojects. On March 4, 2015, DILG Asec Ester A. Aldana with the team from the Central Office and personnel from the Commission on Audit conducted onsite monitoring of the subprojects in the municipalities of Loon, Tubigon and San Miguel. On the said visit, aside from onsite validation, the PMO of the said municipalities were asked on the issues encountered in the implementation of the project, including the concerns in the preparation of required documents and on the process of the issuance of checks. The said team also met with the PPMT and Governor Edgar M. Chatto at the Governor’s Mansion. The personnel from Commission on Audit, personnel from DILG Central Office and members of the RPDMU again visited the province on September 14-18, 2015 to conduct site inspection of the ongoing and completed BEA projects. The team was assisted by the BEA engineers all throughout the duration of the 4-day inspection. They visited the municipalities of Sikatuna, Loboc, Valencia, Catigbian, Sagbayan, Clarin, Dagohoy, San Miguel, Talibon, Trinidad, Calape and Tubigon. The posting of the project billboards with proper information on every location of the subprojects was also given attention by the inspectorate team.
