Jeffrey Ceroy Borja Project Evaluation Assistant RD Burdeos Convened BEA personnel In his visit to Bohol on September 28, 2015 on the occasion of DILG LED Program Launching on September 27, 2015, DILG 7 Regional Director, Atty. Rene K. Burdeos, convened the DILG-BEA hired personnel at the DILG Provincial office after the onsite monitoring of ongoing and completed subprojects in Loon, Bohol. During the meeting, RD Burdeos asked every BEA personnel on their specific roles and functions in the office and in the field. He directed the engineers and architects to regularly conduct site visit and monitoring in order to properly monitor the implementation of BEA projects and likewise correct any inconsistencies on the construction stage the soonest time possible. He hopes for the fast tracking on the implementation of the projects. Attendance during Blessing, Inauguration and Turn-over of BEA Subprojects PD Ma. Loisella E. Lucino and Governor Edgar M. Chatto makes it a point to attend in the blessing, inauguration and turn-over of completed Bea Projects no matter the amount of the project. On such events, the beneficiaries would express their gratitude for the BEA Projects and PD Lucino and Gov. 2015 Annual Report DILG-Bohol 136Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs Provision of Support to MLGOOs Due to the additional workload the BEA Project Implementation entails, the C/MLGOOs are provided with additional support. An additional travelling allowance of P 1,000.00 is provided as well as P 500.00 communication allowance. Each field officer was also provided with a pocket Wifi to ensure that they would not have trouble in submitting the weekly monitoring report and the posting of pictures in the PPMS. The field officers would also be provided with tablets to be used in taking detailed photos before, during and after the project implementation. Provision of Incentives C/MLGOOs who were able to comply all the requirements of the BEA Subprojects were given incentives such as cameras, external hard drives, power banks and Parker pens. DILG-BEA Joins the 2nd Anniversary of the Great Bohol Earthquake On October 15, 2015, DILG-BEA joins the commemoration of the 2nd year of the 7.2 magnitude earthquake. The event was spearheaded by the Provincial Government of Bohol and was participated by the different private, public and religious sectors who took part on the Building Back Bohol Better program. It was formally opened with a Holy Mass at St. Joseph Cathedral and was followed by the opening and viewing of exhibit at the Bohol Cultural Center. DILG-BEA as one of the exhibitors showcased the actual status of the projects and testimonies from the project beneficiaries. An audio visual presentation was presented alongside with BEA brochures and coffee table book. PD Ma. Loisella Lucino personally welcomed the Gov. Chatto, Vice-Gov. Lim, guests and viewers during opening ceremony. The day was declared as a Day of Prayer and Thanksgiving. The exhibit run until November 17, 2015. Gov. Edgar M. 2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 137 SILG’s Visit DILG Secretary Mar Roxas visits Bohol on April 14, 2015 to monitor the implementation of BEA projects in the province. SILG Roxas led the riboon cutting ceremony of the newly repaired day care center in barangay Cogon, Inabanga, Bohol together with the pupils, parents and teachers. He also visited the Municipality of Sagbayan to personally monitor and inspect the ongoing rehabilitation of covered court and ongoing reconstruction of Sagbayan Public Market amounting to P23,000,000.00 and P 52,000,000.00 respectively. Meanwhile, together with Gov. Chatto, DILG RD Ananias M. Villacorta, PD Lucino, provincial officials and functionaries, SILG Roxas presented the BEA Monitoring map of subprojects. Through the use of the map of Bohol, the status of every subproject was shown represented by three colors. The green light represents the completed subprojects, yellow for the subprojects that are ongoing construction and red for subprojects in the bidding process. The BEA monitoring map was designed so that the Boholanos can easily monitor the status of every subproject implemented in the LGUs. Presently, the map is strategically placed in front of the Governor’s Mansion. Turnover of BEA Checks Local officials headed by the city/municipal mayors received their respective checks from Bohol Governor, Atty. Edgardo M. Chatto. Prior to the release of the check, the LGU must submit the Program of Works following DPWH DO No. 32, Series of 2012, Technical Drawings/Plans and Specifications (as applicable), Unit Cost Analysis/Derivation, photos showing the extend of damages, proposed construction schedule and other supporting documents in accordance with the BEA guidelines. 2015 Annual Report DILG-Bohol 138Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs DILG Bohol Receives Certificate of Appreciation from the Provincial Government of Bohol During the Convocation Program of the Provincial Government of Bohol on November 9, 2015, Governor Edgar M. Chatto gave a Certificate of Appreciation to DILG Bohol for being an active partner in the implementation of the Bohol Earthquake Assistance Funded Projects. The said certification was received by Provincial Director Ma. Loisella E. Lucino.


2015 Annual Report DILG-Bohol Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs 139 Innovation: Seminar-Workshop on Government Procurement for BAC Members, Chair-Technical Working Group, Secretariat and MLGOO In adherence to the guidelines of the implementation of the Bohol Earthquake Assistance (BEA) Fund and considering the roles of the LGU Bids And Awards Committee, the functionaries and members of the BAC of the local government units of the Province of Bohol were re-oriented as well as refreshed on the latest updates and issuances on RA 9184. BAC Members, Chair-Technical Working Group, BAC Secretariat and MLGOOs were the participants during the conduct of the Seminar Workshop on Government Procurement which was conducted in three batches last January 26-27; 27-28; 29-30, 2015 at Bohol Tropics Resort, Tagbilaran City, Bohol. Dr. Carina Cruz of DILG-Central Office served as the resource speaker wherein she emphasized that all procurement of the national government, its departments, bureaus, offices and agencies including the local government units, shall in all cases, be governed by the principles on government procurement. During the half-day activity the participants were expected to practice a systematic procurement process, avoid confusion and ensure transparency during the procurement process, including the forms to be used and shall be standardized in so far as practicable. Innovation: Seminar- Workshop in Engineering for Non-Engineers The Bohol Earthquake Assistance (BEA) Project aims to facilitate the recovery and return to normalcy of local government operations and services, as well as accelerate economic activities in the areas affected by the magnitude 7.2 earthquake that rocked Bohol and some LGUs in Cebu, with due considerations on Build Back Bohol Better (BBBB) designs for disaster resilient public infrastructure. Eligible civil works under the project are rehabilitation or repair of existing provincial/city/ municipal buildings, public markets, civic centers, LGU managed water system, provincial/ municipal roads and bridges, and barangay facilities, such as barangay halls and health centers. In the process of subproject preparation for BEA, several concerns are now being encountered specifically on the required documentation and submission of project documents that cause delays in project implementation, thus DILG Bohol have tied up with the Office of the Project Development Service in the conduct of a Seminar-Workshop in Engineering for Non-Engineers.


2015 Annual Report DILG-Bohol 140Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs Last April 21-24, 2015 at Bohol Tropics Resort, Tagbilaran City, City/Municipal Local Government Operation Officers participated the four day activity with Engr. Virgilio Columna and Engr. Willie Lopez as the resource person. Innovation: Orientation-Seminar for the Members of the Project Management Office Relative to the Bohol Earthquake Assistance (BEA) Project To facilitate the recovery and return to normalcy of government services in Bohol Province that were affected by the 7.2 magnitude earthquake, the Bohol Earthquake Assistance (BEA) Fund Project was conceptualized and approved for implementation. The Department of the Interior and Local Government (DILG) is mandated to administer/supervise the BEA project. Relative to this, a joint memorandum circular issued by the Provincial Government of Bohol and DILG-Bohol enjoining the local government units to create the Project Management Office (PMO). The Office is created to ensure the effective implementation of the DILG Building Back Better Program, Bohol Earthquake Assistance (BEA) Fund and other DILG Funded projects. The members of the newly created office recognized the need for them to be oriented on their roles and responsibilities so that they can effectively and efficiently discharge their duties, hence the conduct of one-day orientation for the members of the Project Management Office which was held in two batches at JJs Seafood Village, Tagbilaran City. Last July 20, 2015, LGUs of Cluster D’One comprising the Municipal Treasurer, Municipal Accountant and MLGOOs served as participants while on July 21, 2015, the participants coming from the LGUs of M n M Cluster graced the activity. Customized Activity: Ocean Month Celebration 2015 marks the 16th year the country is celebrating the “Month of the Ocean” (MOO). By virtue of Presidential Proclamation No. 57 issued in 1999, the month of May was declared as the MOO. Activities to be conducted in observance of the MOO aims to highlight the importance and significance of conservation, protection, and sustainable management of Philippine coastal and marine resources. The Presidential Proclamation mandates the Department of Environment and Natural Resources (DENR) and the Department of Agriculture through the Bureau of Fisheries and Aquatic Resources (DA-BFAR) to spearhead the activities of MOO in collaboration with the different sectors of the society. As a member agency of the Bohol Coastal Resource Management Task Force that led the month-long celebration, DILG Bohol participated the lined-up undertakings such as the KickOff Program and conduct of information education campaign on May 4, 2015, DILG employees also participated the conduct of coastal clean-up held last May 7, 2015 wherein the participants clean the stretch of the city pier.

Customized Activity: Coastal Law Enforcement Council The Coastal Law Enforcement Councils (CLECs) were institutionalized in the Province of Bohol. After conducting of the 2nd Bohol Coastal Law Enforcement Summit, Honorable Governor Edgar M. Chatto issued Executive Order No. 1. Series of 2015 to purposely strengthen and sustain the coastal monitoring and protection program in the province. The same executive order provides mechanisms for an effective implementation for the realization of the province’s ultimate vision and mission of reducing poverty incidence and ensuring food security of the Boholano constituents. DILG-Bohol as member agency of the Coastal Law Enforcement Council – Provincial Technical Working Group (CLEC-PTWG), actively participated in the conduct of massive orientation and in organizational meetings to member LGUs of the eight (8) CLEC Clusters all over the province. Consequently, elected officers in the respective CLEC Clusters are now taking the lead in the implementation of its plans and programs. The Provincial Coastal Law Enforcement Task Force and the Coastal Law Enforcement Council Cluster lawyers were likewise organized and have been given orientation on the enhanced CLEC during its general assembly on May 21, 2015 at the Bohol Tropics Resort, Tagbilaran City. The Bohol CLEC-PTWG conducted regular meetings to provide updates to partner agencies on the status of plans, programs and activities in coastal protection and management.


2015 Annual Report DILG-Bohol 142Environment Protective, Disaster Resilient and Climate Change Adaptive LGUs REGIONAL INITIATIVE POLICY ADVOCACY CONDUCTED ON THE ORGANIZATION OF LDRRM OFFICE, UTILIZATION OF LDRRM FUND AND OTHER POLICY ISSUANCES In order to promote and build the capacities of LGUs especially making them prepared for any hazards, the DILG through its field officers continuously conducted advocacies for the adherence and abidance to different policies, primary of which is the Disaster Risk Reduction and Management Act or RA 10121. Other policies are those issuances coming from different agencies of government. Aside from advocacies, monitoring was also conducted by the DILG Officers. All the 49 LGUs of Bohol, organized their Disaster Risk Reduction and Management Council (DRRMC) and have set up their DRRM Office. But most of the DRRM Office are just temporarily set up, because they are not manned and headed by a Disaster Risk Reduction and Management Officer (DRRMO). Aside from the mandates on DRRM Council and Office, other mandates of the LGU on DRRM are also monitored. Most of the LGUs are compliant with the mandates of the DRRM policies like the DRRM Operations Center, multi-hazard early warning and alarm system, hazard and vulnerability maps, evacuation system & local emergency response team. Almost all LGUs have enacted DRR related ordinances, and have Database of Human Resource, Equipment, Directories, Critical Infra. As to DRRM fund allocation and utilization, all LGUs earmarked and utilized their 5% DRRM Fund.


BUSINESS-FRIENDLY AND COMPETITIVE LGUS HIGHLIGHTS OF ACCOMPLISHMENT


2015 Annual Report DILG-Bohol Business-Friendly and Competitive LGUs 143 ACCELERATING INVESTMENTS FOR MORE BUSINESS IN LGUs (BUILDING BUSINESS-FRIENDLY AND COMPETITIVE LGUs ) In support to the National Agenda for inclusive growth and poverty reduction, one of the outcomes in DILG’s Program is the promotion of Business-Friendly and Competitive LGUs. BFCL is a condition where LGUs spur sustainable economic growth by engaging the business sectors; promoting local trades and businesses; and generating employment through implementation of programs and projects that boost their economic and business potentials. Under the BFCL Program, DILG 7 identified the Municipality of Panglao and the City of Tagbilaran to benefit several capacity-building activities it has recently conducted. One of which is the Training on the Development/Formulation of LGU Business Plan, Local Investment and Incentive Code (LIIC) and Local Revenue Code (LRC) on October 5-9, 2015 at DepEd ECOTECH Center, Cebu City participated by the Sanggunian Committee Chair on Economic Affairs, City/Municipal Planning and Development Coordinators (C/MPDCs), Local Investment and Promotion Officers (LEIPOs), City/Municipal Local Government Operations Officers (C/MLGOOs), City/ Municipal Treasurer and business sector representatives. Said LGUs were likewise invited during the Training-Workshop on Capacity Development for Local Economic and Investment Promotion Officers on Investment Promotion for Visayas Cluster (Regions 6, 7 and 8) on November 4-6, 2015 at Northwinds Hotel, Cebu City. Coaching on Business-Friendly and Competitive LGUs (BFCL) for LEIPOS and DILG Provincial Led Focal The Department of the Interior and Local Government continues to intensify its support for local governments to be front liners of inclusive growth by advocating for LGUs to become more business-friendly and competitive. Through its Canada-backed program, the Local Governance Support Program for Local Economic Development (LGSP-LED), DILG through the Bureau of Local Government Development (BLGD) conducted a Coaching Session on BFCL for DILG Regional and Provincial LED Focal and selected LEIPOs all over the 18 target sites in the Philippines on January 22-23, 2015 at Brentwood Suites, Quezon City. DILG first introduced the designation of LEIPOs to LGUs in 2010 after President Aquino declared that creating jobs was the government’s top priority under his leadership. LEIPOs are primarily tasked to oversee policies, programs, and services on local economic development, promote investment in the locality, as well as maintain an economic database of an LGU. 2015 Annual Report DILG-Bohol 144Business-Friendly and Competitive LGUs Through the coaching session, participating LEIPOs were refreshed and updated on what it takes for an LGU to be more conducive for business growth. LGSP-LED project sites in Bohol were able to identify gaps needed to be addressed in their current policies and programs and enumerate specific action items to fast track job creation in their communities. By capacitating DILG LED focal, DILG hopes to gauge how business-friendly LGUs are at present and how to further help local governments transition to be more business-friendly. Organizing and Strengthening Local Economic and Investment Structure: Bohol’s Foremost Initiative in Building Business-Friendly and Competitive LGUs (BFCL) Given the huge role of LGU in local economic development, it is important that an appropriate and relevant structure be organized in the local level. Local economic promotion can be best advanced with the help of a structure or a person leading investment promotions and marketing of local assets to attract investments and other business activities in the locality. Considering the significant role of LGUs in achieving inclusive growth, DILG-Bohol continuously extended technical assistance for the functionality of the Local Economic Investment and Development Promotion (LEIDP) Office and trained Local Economic Investment Promotion Officer (LEIPOs) to make them competent to perform their duties and functions. By virtue of DILG MC No. 2010-113 dated October 13, 2010 all the 48 LGUs, this province designated a LEIPO who are expected to play active role in attracting more investments through promotion and marketing of the LGU as investment location. 2015 Annual Report DILG-Bohol 146Business-Friendly and Competitive LGUs Customized Activity: Capability Building Training on Investment Promotion: An Inter-Agency Collaboration of DILG, DTI and BOI As pursued by different business and investment assisting entities in both national and local levels operating in the Province, Bohol has constantly set purposive directions to ensure conducive and favorable business environment. To make a big push on the purposive directions, DILG-Bohol in partnership with DTI and BIPC supported the Domestic Investments Promotion Service (DIPS) of the Board of Investments (BOI) in conducting a two-day Capability Building Training on Investment Promotion focusing on Project Plan Preparation on October 13-14, 2015 at Café Dolores, Bohol Tropics Resort, Tagbilaran City with three main objectives of capacitating LEIPOs on project plan preparation; generate investment projects for business matching or registration with the BOI; and update the frontliners with the rules and procedures to do business in the Philippines. The Office have been supporting other agencies and private sector partners’ commitments, programs and activities in creating and building a business friendly and competitive LGUs. Customized Activity: Negosyo Center Opens to Aid Business Prospects Economic boom gets an additional leverage as the Province launched its second Negosyo Center on September 4, 2015 at the former Bohol Investment Promotion Center, Capitol building Tagbilaran City with Sen. Paolo Benigno “Bam” Aquino as guest of honor who authored the Go Negosyo Act in 2014. Senator Aquino explained that a Negosyo Center has four main functions. One is providing link on financing for micro, small and medium enterprises or entrepreneurs. Another is mentorship where business counselors will be there for constant help to guide the entrepreneur throughout the process. It also serves as one-stop shop for the processing of requirements to make doing business easy. Another function is the marketing support to link the entrepreneurs with trade fairs and other major product outlets as it had been noticed that there have been many high quality products which often do not reach the larger market. The PGBh, DTI and DILG act as industry partners that can be source of competent technical expertise including business planning and review of feasibility study, to accelerate the implementation of the program. The Negosyo Center is a convergence point for the Provincial Government; partner National Government Agencies, MSME Development Council, LGUs and private sector for easier business ways and surer access to services. Customized Activity: DILG-Bohol Supports NCC Competitiveness Research-Survey Roadshow In support to inter-agency commitments on Building-Friendly and Competitive LGUs (BFCL), this Office partnered with DTI and PGBh in conducting a two-day NCC Competitiveness Research-Survey Roadshow on July 2-3, 2015 at the MetroCentre Hotel, Tagbilaran City to enhance the competitiveness ranking of the different LGUs in the Province by advocating them to provide complete and right information on the indicators use in the NCC survey. As local competitiveness is considered an important driver in enhancing the long-term national competitive, the roadshow was attended by all Local Chief Executives (LCEs), City/Municipal Planning and Development Coordinators (C/MPDCs), and Local Economic and Investment Promotion Officers (LEIPOs) to ensure compliance of LGUs on the said survey. While most of the municipalities included in the research in Central Visayas had improved their rankings in 2014, it is sad to note that the average completion rate of the survey instrument in the region is only 62.67% with lack of information or data of the respondents at the LGU level as the primary reason. The roadshow has enlightened and edify the different LGUs on the importance of the survey to make Bohol a more competitive Province and create impact to both local and foreign investors and thus improve the quality of life of its people. 2015 Annual Report DILG-Bohol 148Business-Friendly and Competitive LGUs DILG 7 Picks Tagbilaran Among Region’s Additional RS4LG Targets For 2015 For the country to be at par with the rest of the ASEAN countries as far the ease of doing business is concerned, DILG 7 conducted Training on Regulatory Simplification for Local Governments (RS4LG) for BPLS Focal Persons and Business Permit and Licensing Officers (BPLOs) of target project sites on March 12, 2015 at Golden Peak Hotel and Suites, Cebu City, aimed at making LGUs become more business-friendly and competitive by analyzing the existing procedures in business licensing and identifying possible steps which can be restricted, modernized or totally eliminated, if possible. The DILG through the Local Government Academy (LGA) in partnership with the International Finance Corporation of the World Bank (IFC-WB) is implementing the RS4LG to improve a city’s processes in starting a business by fostering a business climate that will contribute to both private sector development and the city economic development. It involves a comprehensive review of regulatory framework with the objective of removing unnecessary requirements in registering a business. Tagbilaran City BPLO Samuel Belderol expressed commitment to help CLGOO Mardonio Roxas convince City Mayor John Geesnell Yap to implement the RS4LG, as the project complements the existing BPLS Program and enhance the LGU’s competitiveness as an investment destination complemented by a better-planned and managed urban growth. DILG-Bohol Holds RS4LG Orientation for Tagbilaran City On becoming more innovative and business-friendly, the City Government of Tagbilaran is not actually resting on its laurels and being complacent on its rank as the 28th most competitive city from among the 136 cities assessed by the National Competitiveness Council (NCC) in 2014. Following the one-day Orientation on RS4LG for Tagbilaran City Officials and Functionaries on June 5, 2015 at Flamingo, Bohol Tropics Resort, Tagbilaran City, Mayor John Geesnell L. Yap II expressed commitment to implement the program all for the city’s economic development. To ensure thorough understanding and proper implementation, the Regional RS4LG Team composed of LGOO VI Abraham Rey Donaldo, LGOO V Sheryl Pidor and LGOO IV Cynthia Baldado together with DILG-Bohol LED Focal LGOO V Mary Ann Aparece-Verga have given their inputs and insights to enhance further the “ease of doing business” in Tagbilaran. Through a Memorandum of Agreement, the City Government has allocated a budget of Php 320,000.00 for program implementation. With RS4LG, the Tagbilaranons will expect a more business-friendly and streamlined regulations in enforcing the creation of a culture of innovation and excellence.


2015 Annual Report DILG-Bohol Business-Friendly and Competitive LGUs 149 Jagna Ranks 3rd Most Competitive Town in Economic Dynamism: NCC Competitive Survey The Municipality of Jagna placed 3rd in terms of Economic Dynamism for all towns belonging to the third to sixth class municipalities in the recently concluded National Competitiveness Survey for CY 2015 with a score of 13.4480, just few points lesser than Mambajao, Camiguin with 13.6012 and Nasipit, Agusan del Norte with 14.3411, which landed second and first places, respectively. In terms of Government Efficiency, Tubigon garnered a score of 8.0569 obtaining the 10th spot among the 1st and 2nd class municipalities. The award is part of the Cities and Municipalities Competitiveness Index program of the National Competitiveness Council (NCC) given during the Third Regional Competitiveness Summit at the Philippine International Convention Center Reception Hall in Pasay City. Aligned with the goal to improve the country’s overall competitiveness, the program measures the competitiveness level of the different local government units in the country based on their performance on the three pillars anchored on global standards: Economic Dynamism, Government Efficiency and Infrastructure. This year’s round of the program covered 142 cities and 978 municipalities out of a total of 1,634 localities or 68% of the national coverage. Witnessed by over 1,000 delegates from LGUs, national government agencies and private sectors, the summit emphasized the importance of local competitiveness as the foundation of national competitiveness. Underscoring the value of the recognitions, awards were presented and conferred to the best performing LGUs by prominent leaders from different sectors of the country. STREAMLINING BUSINESS PERMITS AND LICENSING SYSTEM In line with the national government’s development agenda to achieve inclusive growth, streamlining of Business Permits and Licensing System (BPLS) continues to be one of the foremost undertakings of DILG-Bohol to enable LGUs attract more businesses and investments which are vital for livelihood and employment opportunities to flourish, benefitting in the process the constituents, especially the marginalized sector. To improve Bohol’s competitiveness through reduced cost in doing business, this Office in partnership with the Department of Trade and Industry (DTI) and the Provincial Government of Bohol (PGBh) through the Bohol Investment and Promotion Office (BIPC) embarked on a province-wide effort to streamline business permitting following the service standards set through Joint Memorandum Circular (JMC) No. 1, series of 2010 between DILG and DTI. In Bohol, all LGUs have streamlined BPLS processes based on the quarterly monitoring reports of the City/Municipal Local Government Operations Officers (C/MLGOOs).

Initially, DILG-Bohol plan with DTI, BIPC and Bohol Information, Communication and Technology Unit (BICTU) to set up e-BPLS through the technical assistance of the Department of Science and Technology (DOST). PROVINCIAL ROAD MANAGEMENT FACILITY Provincial Order No. 61 was issued by the Provincial Director during the previous year 2014, designating eight (8) Local Government Operations Officers as her Assistant Procuring Entity Representatives (AssPER) for the implementation of the Bohol- PRMF projects. This was made since the DILG is the Procuring Entity of the PRMF program implementation and to assist the Procuring Entity Representative (PER) in overseeing the implementation of the projects. Fourteen (14) provincial road sections under twelve (12) contracts were part of the Bohol Emergency Road Repair and Rehabilitation (BERRR) Project funded by the Provincial Road Management Facility (PRMF) program. The rehabilitation and repair of these earthquake damaged provincial roads started as early part of May 2014. It has a total road length of 124.62 kilometers distributed in the municipalities of Antequera, Balilihan, Bilar, Catigbian, Calape, Dimiao, Inabanga, Loay, Loboc, Loon, Maribojoc, San Isidro, Sevilla, Sikatuna and Tubigon. The rehabilitation of these road projects were completed in March to September 2015, including those with Maintenance component. Loisella E. Lucino. The implementation of PRMF projects has improved the access of constituents to social, economic, environment and government administration services. Special Local Road Fund (SLRF) The Province of Bohol and the City of Tagbilaran enjoy the share of the Motor Vehicle Users Charge (MVUCs) like other cities and provinces of the country. With this, and as part of the function of the Department, in coordination with the DPWH, the Project Development Management Unit of DILG Bohol Province and CLGOO Mardonio Roxas monitor the implementation of the Special Local Roads Fund. Quarterly monitoring reports are submitted aside from the submission of Project List for the next year’s implementation and the Inventory of Roads. An assessment on Local Road Management Performance was conducted by LGOO VI Redemcion G. Cag-ong on October 26, 2015 in the City of Tagbilaran and submitted the results of the assessment on October 30, 2015. Likewise, submission of documents such as the Inventory of Roads, Assessment on the Capability of the LGU and the List of Projects Implemented in the years 2014-2015 for the Province of Bohol was closely coordinated by the Program Coordinator. This is in support to the KALSADA Program to be implemented in 2016. Customized Activity: PRMF Novation Contract Signing A Novation Contract Signing was made between Atty. Rene K. Burdeos, Regional Director representing the Department and Governor Edgar M. Chatto representing the Provincial Government of Bohol on October 7, 2015 at South Palms Resort, Panglao, Bohol. This was made in order to turned-over the responsibility of the Department in the monitoring of the provincial road sections implemented under the PRMF program. This was attended by USEC Austere Panadero, the AusAID implementing partners, officials and department heads of the Province of Bohol, Dir Ma. Loisella E. Lucino and the Assistant Procuring Entity Representatives. On the same day, a Workshop on Sustaining the Reforms gained through the implementation of the PRMF program was likewise conducted and participated by the Assistant PERs.


2015 Annual Report DILG-Bohol 154Business-Friendly and Competitive LGUs Customized Activity: Coordinating Roads and Infrastructure Investments for Development (CR+ID) CR+ID is the successor to the Coordinating Roads and Infrastructure Investments for Development (CRID) that was launched in August 27, 2014 in Cebu City through a Memorandum of Understanding – the Coalition for Change Program partnership of the Asia Foundation and the Australian Government. In the province of Bohol, the creation of the Technical Working Group of the CR+ID project was made through Executive Order No. 36 issued by Provincial Governor Edgar M. Chatto. The DILG Provincial Office, through PD Ma. Loisella Lucino is a member of the TWG, and also a member of the Bohol Road Investments Board. Series of meetings and activities of the CR+ID TWG were closely coordinated by the DILG Provincial Office especially in the formulation of the Bohol Strategic Roads and Infrastructures for 2017 and TRIP (Three Year Roll Infrastructure Plan) Funding. Customized Activity: Bohol Roads Forum Lately, the Bohol Roads and Infrastructure Investments Forum, which was conducted on October 28, 2015 was participated in by DILG Provincial Office thru the Provincial PDMU. The activity was organized by the Asia Foundation and Department of Foreign Affairs and Trade (DFAT) of the Australian Embassy in the Philippines. It aims to take stock of the inventory of roads and infrastructure facilities in the province, revisit priority roads and infrastructure facilities for 2017 funding, identify infrastructure gaps and determine entry points for coordination, synchronization and synergy of roads and infrastructure implementing agencies/offices. A 10-minute presentation on DILG Infrastructure Projects funded under BUB, SALINTUBIG and BEA was presented by LGOO VI Redemcion G. Cag-ong and LGOO V Nina Christine Ipong.

Despite being utilized as a BEA office, reading materials are readily available at the LGRC/BEA Office to field officers and clients who need additional knowledge on governance. Moreover, DILG Bohol has constantly monitor the progress of the LGRC through the submission of the LGRRC Results Monitoring Report to the Regional Office. Convergence Initiatives DILG Bohol actively engaged in programs and projects spearheaded and implemented by various Provincial and National Government Agencies. Realization of these programs and projects would not be possible without the technical expertise/assistance or supervision of varied Provincial Offices and NGAs thus, the need for collaboration among them. Loisella E. Lucino, CESO V accepted the challenge as the newly elected President of the Association of Bohol Executives of National Agencies (ABENA). The re-organization was necessary to unify and streamline all development efforts in Bohol considering that ABENA was quite for some time. During the Consultative Meeting of National Line Agencies and the Induction of ABENA Officers held on January 29, 2015 at Bohol Tropics Resort, Tagbilaran City, Dir. Lucino said that although it is an added responsibility in her part but she is somehow grateful for the trust of the national agencies to her and the re-organization of ABENA is essential in the development framework of the province and the agencies. Governor Edgar M. Chatto was the one who administered the Oath of the newly elected ABENA officers. Customized Activity: Pleases National Convention PD Loisella E. Lucino attended the National Convention of the Philippine League of Secretaries to the Sanggunian (PLEASES), Inc. held last March 4, 2015 at the Bohol Cultural Center. 2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 157 Programs and Project Monitoring System (PPMS) The Department of the Interior and Local Government created the Programs and Project Monitoring System (PPMS) to inform the Filipino people about the different projects under the department. It is an online web based application for monitoring and evaluating DILG Projects. Through this web based application, Filipinos will learn the different projects implemented in their area as well as in the whole country. They will know the project profiles of each project. Under the project profile it includes the following information of the project: the implementing agency of the project, the project title, the project description, the project status, the project allocation, the number of beneficiaries of the project, the location of the project, the officials of this project, the Barangay covered, the Beneficiaries feedback of the project, and photos of the project. Filipinos may access or see the photos of each project and its stages of physical accomplishment from before the project started, 30 percent completion, 60 percent completion, 90 percent completion, 100 percent completion or Completed projects, and Turn over photos of each project. Anyone may have a copy of the project profile just by clicking the “Save as Image” button and may participate through making comments in each DILG projects. It improves the transparency and accountability of the programs and projects made within the department because the PPMS served also as an information hub of the project description, physical status and financial releases of each project. The DILG projects in the Bohol Province are the following: Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Grassroots Participatory Planning (GPP) Potable Water Supply Local Access and Local Government Unit (LGU) Infrastructure Special Local Road Fund (SLRF) Bohol Earthquake Assistance (BEA) Performance Challenge Fund (PCF) Considering the bulk of projects under BEA, DILG Bohol has the largest number of projects in the entire region whose information needs to be entered and updated in the system. DILG Bohol field officers labored and doubled their time in adding, updating, uploading, editing information and pictures in the PPMS that resulted in the high percentage of uploaded pictures. Customized Activity: Barangay Secretaries Congress During the 3rd Provincial Congress for Barangay Secretaries held last July 20-21, 2015 at Bohol Cultural Center, Tagbilaran City, DILG Provincial Director Loisella E. Lucino graced the activity and lauded the 1,109 Barangay Secretaries of Bohol for their full support to their respective barangay council as backbones in their effort for an effective performance in the executive, legislative and judicial functions of the concerned barangay officials.

PPMS aims to inform the Filipino people about the different projects under the department. The Province of Bohol is a recipient of several projects in which photos of accomplishment from before the project started, 30 percent completion, 60 percent completion, 90 percent completion, 100 percent completion or Completed projects, and Turn over are needed to be uploaded on the PPMS portal. The uploading of said photos is tasked to the Local Government Operations Officers of each LGU. Unfortunately, the hands of the DILG field officers are full because of the various deliverables that are expected from them. In order to carry out the job without sacrificing its quality, this Office facilitated the conduct of orientation for the IT personnel in all the LGUs of Bohol. These personnel were oriented on the basics of the PPMS such as the manner on accessing the portal, creation of account, management of the projects, updating the project profile, generating a template or customized reports and many others. Their responsibility is mainly to assist the DILG Field Officers in the uploading of photos to the PPMS.


2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 159 Innovation: Website Development and Maintenance When it comes to improving the delivery of services for citizens and maintaining transparency within government processes, this office seriously considers every tool it has in its proverbial belt –including the development of a website. Such technology solution helps DILG Bohol Provincial office to meet the ever-changing public atmosphere. The website of DILG-Bohol is able to quickly and effectively provide citizens, may it be in the private or public sector, with information, including the list of local officials, programs and services, projects, full disclosure reports and news updates of the Office. In addition, this website serves as an avenue to speed up response time to opinions and complaints submitted by the public since it can send and receive messages through its Public Assistance Center functionality.


2015 Annual Report DILG-Bohol 160Strengthened Internal Organizational Capacity INSTITUTIONALIZATION OF HRM-RELATED ACTIVITIES/PROJECTS Strategic Performance Management System Still considered as an evolving system, the SPMS is implemented in DILG-Bohol with careful study and a series of workshops. For the first semester targets, the provincial staff conducted a one-day workshop on February 4, 2015. Provincial Planning Officer Jocelyn Bandala presented the DILG VII indicative operations, plans and budget (OPB) and the DILG VII Office Performance Commitment and Review (OPCR) which was the basis for the major final outputs and success indicators of the OPCR of PD Ma. Loisella Lucino. The draft OPCR was subjected to comments by the Cluster Heads, different Program Coordinators and MLGOOs who represented the ten TACT Clusters of Bohol. With the final Office Performance Commitment and Review, the program manager and cluster heads prepared their respective Division Performance Commitment and Review which were cascaded to the program coordinators and MLGOOs for the preparation of their Individual Performance Commitment and Review (IPCR) and the Monthly DPCRs. Actual accomplishments in the OPCR, DPCRs and IPCRs were based on the recorded submission and compliance of the requirements and reports of the individual employees. Quality, efficiency and timeliness were rated by the program manager for the program coordinators and administrative staff, while the program coordinators assessed the field officers with the concurrence of the cluster heads. The cluster heads and program manager were graded by PD Lucino with the overall ratings reflected in the OPCR and summary. The same process was adopted for the second semester SPMS and considering the first semester taxing experience; accomplishment of the SPMS forms was easier. Workshops were done in plenary and comments, reactions and questions were more on the clerical and grammatical errors. Submission of all the required forms was complete and on-time as required by the DILG VII SPMS team. Physical Fitness Activities A memorandum on the conduct of Physical Fitness/Sports Activities was issued on July 9, 2015 by the Regional Director of DILG 7, RD Rene Burdeos. This is in line with the Health Lifestyle projects under GAD activities and Personnel development, and pursuant to CSC Memorandum Circular No. 8, series of 2011 which directs all government agencies to initiate physical fitness and sports activities for all its officers and staff. This promotes the development of a healthy and alert workforce. Studies show that people who put long hours at the office are more

Thus, DILG Bohol conducts a zumba exercise at the conference room once a week, every Friday at 3:30 in the afternoon. It is also applied as an energizer in seminars, trainings and similar events. Integrity Development Under the Moral Recovery Program of the government pursuant to Executive Order No. 319, DILG Bohol conducted its annual Integrity Circle convocation on May 21-22, 2015 at East Coast White Sand Resort in Anda, Bohol with the theme “Chilling out from the hustles and bustles of work.” PD Ma. Loisella E. Lucino formally welcomed the officers to the 2-day activity. A Reorientation on Project Monitoring and Familiarization of Monitoring Tools was conducted thereafter. A series of team building activities, dubbed as the Anda-mazing Race, were designed to strengthen teamwork and foster camaraderie among the officers. A luau dinner party was held in the evening with special guest LGOO II Vingenr Tan. The party was also graced by RD Ananias Villacorta. Each batch was also given the floor to showcase their talents. Orientation of New LGOOs Last June 1, 2015, the newly hired LGOO IIs, namely Frislie Gay T. Virador, Lindsey Marie Vismanos, Kevin King Balani and Adelene P. Ga-as were directed to attend the One-Day Orientation of DILG Programs for Newly Hired LGOOs at the DILG Provincial Office, Tagbilaran City. Cluster Heads and Program Coordinators took turns in discussing to them the programs of the department. Discussed during the orientation were the programs on BUB, SGLG, LGPMS, BGPMS, GAD, DRRM, BEA, PPOC, FDP, CBMS, BPLS, V2V, LCPC, Salintubig, PRMF, PCF, POC, MMCC, Death Claim, Data Banking and DILG Website.


2015 Annual Report DILG-Bohol 162Strengthened Internal Organizational Capacity Results-Based Monitoring And Evaluation (RBME) Framework and System In the fulfilment of its sectoral outcome anchored on sustainable development-oriented local government, DILG with the assistance of PAHRODF has undertaken several HR/OD interventions. The achievement of this sectoral outcome reflected in the DILG Framework through these capacity development interventions seeks to contribute to the realization of the envisioned societal outcome mandated by the national government as stated in the Philippine Development Plan of 2011 to 2016. Specifically, the current Phase 2’s HR/OD intervention is the dissemination and application of the Results-based Manage - ment and Evaluation (RbME) Framework and System which was earlier developed and established in Phase 1 intervention. This intervention involves primarily the design and conduct of a series of four-regional cluster workshops which are focused on the capacity development/strengthening of DILG and its personnel. This Phase 2 HR/OD intervention is meant to address the gaps identified by DILG which was primarily the need for the development of its personnel applying the RbME framework and system in the locally-funded projects across 17 regions of the country. It is expected that the RbME System is institutionalized through the enhanced capacities of DILG personnel in its operationalization and application. In effect, the RbME system’s institutionalization on all the regions will eventually contribute to the achievement of the sectoral outcome on sustainable development-oriented local government. To demonstrate competencies in applying the RbME System in the respective development programs and plans through simulations and workshops in the Project Development and Management Unit of DILG-Bohol, LGOO V Niña Christine M. Ipong, Focal Person of the Bohol Earthquake Assistance, attended the Regional Workshops on the Dissemination and Application of the Results-Based Monitoring and Evaluation (RbME) Framework and System in Apo View Hotel, Davao City on September 7-9, 2015. At the end of the workshop a Re-Entry Action Plan was formulated for the attainment of thorough understanding and appreciation of the RbME principles, mechanisms and processes. Another objective is for the unification and harmonization of the DILG VII LG Sector Overall Results Framework (ORF) and the adoption and application of Results Framework for the seven locally-funded projects (PRF) in all operating units. Lastly, for the DILG Management to make better decision on fund releases, such as the BEA incentives due to accurate monitoring and evaluation reporting. 5S Program The 5S Program of DILG VII is sustained by DILG-Bohol as demonstrated by the presentable DILG-Bohol Provincial Office with its new office tables and revolving chairs and the newly painted office dividers.


2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 163 FINANCIAL AND ADMINISTRATIVE MANAGEMENT ENHANCEMENT PROJECT Submission of financial reports is ensured by the fiscal section to reach the DILG VII Regional Office on or before the fifth day of the ensuing month except for the payroll of personnel which is submitted to the regional office on the last working day of the third week of the month. The following financial reports are dutifully complied with by the fiscal section of this office manned by Administrative Assistants Leonor Salaguste and Ma. Leizl Redita: • Liquidation reports • Withholding Tax and VAT Report • Report of Disbursements • Summary Journal Entry • Daily Time Records of personnel complete with documentary attachments • Travel Claims of personnel complete with supporting documents • Consolidated report of attendance Incoming and outgoing communications are recorded at the receiving section which are routed to the concerned program coordinators as directed by the provincial director. Central and regional office memoranda, orders and other communications are transmitted to the field officers through email using [email protected]. net. Administrative Aide Uldarick Ladores manages the centralized email complete with the email ads of DILG-Bohol personnel. Information and communications sent through email are ensured to reach the knowledge of the field officers through an advance or follow-up text message. Hard copies of reports are sent to the regional office via Oceanjet to comply with requirements of submission of original or hard copies and also to beat the deadline. Administrative Aide Julie Mae Nombre handles the management of office supplies. Office supplies are distributed to program coordinators and office personnel as requested with corresponding recording of supplies balances. Report of procurement and distribution of supplies is prepared and submitted together with other fiscal reports. Conduct of Regular Inventory of Equipment, Supplies, Machineries and Other Properties of the Office Semestral inventory of equipment is done by designated property custodian Uldarick Ladores. Serviceable equipment is covered by the Acknowledgement Receipt for Equipment (ARE), while other office gadgets and properties are assigned to personnel through the Inventory Custodian Slip (ICS). Unserviceable office properties are stored in the bodega and are ready for disposal upon indorsement by the DILG 7 Fiscal and Administrative Division and approval by the COA resident auditor. Office supplies are likewise inventoried through the monthly updated report of procurement and distribution of supplies. With the establishment of the DILG-Bohol Bids and Awards Committee, the officers and members of the Bids and Awards Committee of DILG-Bohol were oriented on the basics of the latest updates and issuances on RA 9184 especially on its role in the implementation of the Bohol Earthquake Assistance (BEA) Fund. The one-day orientation was held last January 22, 2015 at JJs Seafood Village, Tagbilaran City with Atty Aiza Fiel Nogra and Ms. Dalisay Alquizar of DILG-Regional Office acting as the resource speakers.


2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 165 DILG-Bohol’s BAC and Small Value Procurement Committee Pursuant to Republic Act 9184 and its Implementing Rules and Regulation (IRR), DILG-Bohol has organized and strengthened its Bids and Awards Committee (BAC) as well as its Small Value Procurement Committee (SVPC). DILG-Bohol’s BAC and SVPC have undertaken various procurement activities that are necessary prior implementation of activities/projects with Approved Budget Contract (ABC) of Fifty Thousand (Php50,000) and above. Among these procurement activities conducted are (a) Procurement Planning, (b) Advertisement and/or Posting of Invitation to Bid (ITB)/ Request for Quotation (RFQ), (c) Pre-Bid Conference, (d) Opening and Evaluation of Bids/Quotations, (d) Post Qualification, (e) Award of Contract, and (f) Issuance of Notice to Proceed. This year, DILG-Bohol was able to post a total of thirty-one (31) advertisements to PhilGEPS and conspicuous places both for public bidding and negotiated procurement – small value procurement. Status of notices is shown in Figure 14. Attendance to PhilGEPS Training All government offices are required to use the Philippine Government Electronic Procurement System (PhilGEPS) in their procurement activities for goods, consulting and civil works projects. In relation to this and in order to amplify the skill set of the personnel of DILG-Bohol, the provincial office sent a member of the technical working group of the Bids and Awards Committee (BAC) to attend the two-day Buyers Training Information. The said training purposely conducted to orient the participants of the steps and procedures on how to update the PhilGEPS account of the office and create notices and awards. Every activity of the training hoped to build a framework to continually improve the procurement processes since PhilGEPS opens a window of government opportunities and encourages the suppliers to participate more, in effect increasing competition in government bidding. Innovation: Conduct of Orientation/Seminar on Public Procurement for Field Personnel On September 28-30, 2015, DILG Bohol personnel headed by PD Loisella Lucino attended a three-day Orientation/ Seminar on Public Procurement at DILG Regional Office, Cebu City. With the establishment of the DILG-Bohol Bids and Awards Committee (DBBAC), the committee members who served as participants to the seminar were pleased on the knowledge that was shared by the speakers especially on the procurement process considering its role as a procuring entity. As a result of the orientation seminar, members of the DBBAC immediately conducted a two-day Workshop on the Formulation of Updated 2015 Annual Procurement Plan and 2016 Annual Procurement Plan last October 12-13, 2015 at Bellian Hotel, Tagbilaran City.


2015 Annual Report DILG-Bohol 166Strengthened Internal Organizational Capacity PLANNING/BUDGETING/OFFICE OPERATIONS ENHANCEMENT PROJECT Consultations with CSOs, Local Officials and Other Stakeholders on DILG 7 FY 2016 PPAs The Budget Memorandum Circular issued by the Department of Budget has always emphasized consultation with the private sector and review and endorsement by the Regional Development Councils (RDCs) of the Budget Proposals of Agency Regional Offices (AROs), State Universities and Colleges (SUCs) and special development authorities in line with the current administration’s thrusts on Participatory Budgeting and Planning. In compliance to said issuance, DILG Bohol called for a consultative meeting with partner Civil Society Organizations, some local officials represented by the different leagues, including congressmen, for the presentation and feed backing of its priority programs, projects and activities for FY 2016. The activity which was held on Jan. 26, 2015 at JJs Seafoods Village was geared towards coming up with a more realistic and needs-based plan for DILG 7. The group’s interactions were documented together with the participant’s written comments and recommendations which were gathered, collated and submitted to RO on January 28, 2015. Field Operations Enhancement Field Officers conferences are conducted every second and last week of the month. Most conferences are held in the DILG-Bohol Provincial Office and some are conducted simultaneous with seminars which are held in hotels. Main agenda of this regular activity is the updates from the different program coordinators. It is an opportunity for discussing concerns from the field, setting deadlines and harmonizing status of implementation of projects and submission of reports. Information from the regional and central office is also disseminated and experiences from the field are also shared as learnings especially for the neophyte field officers. The TACT hosting and the snacks patronage by the birthday celebrants are continuously practiced. Cluster Meetings of D’One and M and M are conducted twice a month in the DILG provincial office and in strategic venues within the confines of the respective cluster. Aside from being an avenue for reminding compliance and submission of reports and other office requirements, the out-of-town meetings are bonding moments and stress busters of the field officers. D’One cluster meetings are conducted after the first FOs conference and every 3rd Friday of the month. Schedules are sometimes adjusted, especially if there are conflicting demand-driven activities. Once every quarter, the Cluster meeting is conducted in a municipality within the Cluster, as agreed upon by majority of the members. M&M customarily conducts their meetings also after conferences and one of its bi-monthly meetings in the LGU. The purpose of which is to interact with the Local Chief Executives and other Officials and Department Heads. Another is to learn from the best practices and initiatives of the LGU visited, observe and view the MLGOO’s Office and the municipality’s compliance on ARTA, Full Disclosure Policy, PACD and government programs.

Compliance to administrative and reportorial requirements of the field officers is checked during the visit. Staff Meetings Meetings of the DILG-Bohol provincial staff are conducted as an opportune time to be updated as regards the programs of the department and to discuss concerns of mutual interests among program coordinators. For this year, it started with the innovative Provincial Management Committee Meeting or ProManCom. The maiden meeting reaped the following accomplishments: • Reloading or the new load assignments of the program coordinators facilitated by planning officer Jocelyn Bandala fondly called as “Joy to the world” • Reorganization of the DILG-Bohol Bids and Awards Committee (DBBAC) as mandated by DILG VII Memorandum based on RA 9184. • PPMP Supplementation • Presentation of Indicative OPB • Presentation of draft OPCR • Workshop on OPCR, DPCRs of PM &CH, IPCR of PCs PD Lucino frequently calls for a staff meeting to plan-out different simultaneous activities or discuss on major official matters which needs consensual decision making.


2015 Annual Report DILG-Bohol 168Strengthened Internal Organizational Capacity Capacity Development for LGOOs V/VI SCALOG Training LGOOV Josie Montes attended the Orientation on CapDev Agenda and Government Information System conducted by the Local Government Academy last August 11-13, 2015 at Wellcome Hotel, Cebu City. It was participated by DILG personnel coming from Region VI, VII and VIII. The activity aims to use the tools for analyzing LGU performance and capacity, and developing a CapDev Agenda. Techincial Report Writing for LGOO IV and LGOO V Being well informed about technical writing and having skills in using writing tools are important in DILG as knowledge can make the work easier. Also, having knowledge and skills makes one feel better about oneself and esteem grows proportionate to the ease at which one can perform the job. Writing is considered an important job requirement in DILG. Still, in spite the high value that the Department put on writing skills, a significant numbers of employees need more capacity-building in improving writing quality. In its ongoing effort to examine the role of writing in the Office, the Local Government Academy (LGA) sponsored a four-day Technical Report Writing for LGOO IV and V on December 2-4, 2015 at Cebu Business Hotel, Cebu City attended by selected DILG regional and provincial staff from eight regions to revitalize technical report writing skills among DILG personnel with Associate Professor Rosella M. Torrecampo of the University of the Philippines (UP) Diliman as resource person. Aside from knowledge can make the work easier, it also increases esteem and makes one more valuable to the Department. CBMS Training for PCs Over the years, CBMS has been helpful in assisting LGUs in the implementation of their programs and projects. Seventy Five (75) provinces all over the Philippines have adopted it. Thirty two (32) of these provinces including the Province of Bohol are implementing it province-wide. For the Fiscal Year 2016, it has been included in the Bottom-Up Budgeting (BUB) Menu of Projects, thus, an increasing number of LGUs to pursue CBMS implementation are expected. Moreover, an increasing demand of technical assistance on the conduct of modular trainings is anticipated. Hence, re-tooling of accredited trainers and adding of members to this pool is needed. The Bureau of Local Government Development (BLGD) in partnership with the CBMS Network Coordinating Team of the Angelo King Institute of De La Salle University have conducted a four (4)-module National Training of Trainers on CBMS (see Table 50), participated by Regional and Provincial Focal Persons.

For Module 1, topics she discussed include (a) Setting-Up Accounts, (b) Workgroups, (c) Devices, (d) Household Profile Questionnaire – Education and Literacy and Political Participation, (e) Household Profile Questionnaire – Health, Crime and Nutrition, (f) Sharing/Sending Form of Data, and (g) General Field Operations Procedure. In Module 2, (a) Importing and Processing of data at the household, purok, barangay and municipal levels, and (b) Poverty Mapping using CBMS database – Municipal, Barangay, Purok and household levels were the matters she imparted. Innovation: AVAWC Reorientation In order to equip the field officers with knowledge and skills on the Anti-Violence Against Women and their children and refresh them on the salient features of RA 9262, DILG Bohol through Cluster M & M initiated the Reorientation on AVAWC to its field officers on May 29, 2015. Skills and knowledge of field officers need to be harnessed in order for them to capacitate the barangay officials in eliminating VAWC and in responding to VAWC cases. 2015 Annual Report DILG-Bohol 170Strengthened Internal Organizational Capacity Roll Out on the Localization of the Magna Carta of Women With the DILG Field’s Officer role of providing technical assistance and reviewing the GAD Plan and Budgets of LGUs, there is a need to capacitate these DILG Officers in order for them to effectively discharge their functions. Thus, Field Officers underwent the Roll Out on the Localization of the Magna Carta of Women on December 8-9, 2015 at Bohol Tropics Resort, Tagbilaran City. The main purpose of which is to orient Field Officers on the amendments of DBM, DILG, NEDA & PCW Joint Memo Circular 2013-01 which will serve as a guide in the 2017 GAD Planning and Budgeting. By building the capacities of Field Officers, capacity building of LGUs is also ensured. Training of Trainers on Social Protection Poverty incidence in the Philippines remains to be a problem. The exposure to risks of the population may be seen as one of the many dimensions of poverty. The poor are typically more exposed to risk and least protected from it. With the Government’s increasing attention to reform and reinforce its social protection system, the DSWD is undertaking a Social Protection Program that leads to the development of the Social Protection Vulnerability and Adaptation Manual (SP VAM), which is a tool for assessing vulnerabilities to various risks at the local level. Through JMC No. 01, series of 2015 between DSWD and DILG that enjoins all LGUs to utilize the SP VAM as reference in planning, budgeting, implementing, monitoring and evaluating social protection programs, DILG 7 regional and provincial focal persons on children were invited to attend the Social Protection Trainers Training for Visayas Cluster (Regions VI, VII VIII) from April 20-24, 2015 at Hotel del Rio, Iloilo City. The weeklong knowledge sharing on SP VAM capacitated the participants form DILG and LGUs on social protection assessment, analysis and planning. By bringing together stakeholders from various agencies in assessing the LGU situation, as well as risks and vulnerabilities, a common understanding can be drawn towards actions for social protection. Innovation: Refresher Course on RA 6713 Capacity enhancement for D’ONE Cluster Field Officers was among the concerns of the members during the Strategic Planning Workshop conducted on the first month of the year 2015. Capacitating them is one of the means to nurture their knowledge and positive values and make them empowered to become strong and dynamic organic personnel of the Department. Although they are facilitators and resource speakers in trainings, they strongly believe in the adage “never stop learning because life never stops teaching”. One of the identified capacity enhancement was the Refresher Course on RA 6713 or the Code of Ethical Standards for Public Officials and Employees. The activity was conducted on November 13, 2015 at the DILG Provincial Office, Tagbilaran City. All members of D’ONE Cluster attended the activity. It was a source of metanoia for the cluster members, a reflection of what they have done in the past – leading to the change of heart or a redirection if any, to be the best among the rest of DILG personnel.


2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 171 BLGD Sets Investment Promotion Training for Visayas Cluster The Bureau of Local Government Development (BLGD) of DILG conducted a Training-Workshop on Capacity Development for Local Economic and Investment Promotion Officers on Investment Promotion for Regions VI, VII and VIII on November 4-6, 2015 at Cebu Northwinds Hotel, Cebu City aimed at strengthening the capacity of LEIPOs in promoting their respective areas as investment destination by assisting them on how to come up with investment plans; conduct investment promotion activities like investment forum/conference; preparation of promo collaterals; and update them on various investment promotion initiatives. As the Department issued Memorandum Circular 2010-113 on October 13, 2010 encouraging all local government units to designate LEIPOs tasked to provide basic information on business potentials in their area to include services extended by the local government to would-be investors to attract more investments, DILG Provincial LED Focal Mary Ann Aparece-Verga likewise attended the activity not only to coordinate and monitor target LGU compliance, but also to obtain technical know-how on the basics of investment promotion policies and activities. DILG Provincial focal on LED is tasked to assist LEIPOs connect with other national line agencies, private sectors and other stakeholders for joint initiatives; provide data on investment as well as services available in LGUs, to include product development and packaging, marketing and business development and promotion. Mainstreaming Disaster Risk Reduction-Climate Change Adaptation in Comprehensive Land Use Plan and Zoning Ordinance The importance of mainstreaming DRR-CCA in the development processes such as policy formulation, socio-economic development planning, budgeting and governance, particularly in the area of environment, agriculture, water, energy, health, education, poverty reduction, land-use and urban planning and public infrastructure and housing, among others. This is achieved through activities such as development of common tools to analyze various hazards and vulnerability factors which put communities and people in harm’s way. In connection with the implementation of the “DRRM/CCA Policies and Standardization Project, HLURB has released the Enhanced CLUP Guide Book – a Guide to Comprehensive Lan Use Plan Preparation which mainstreams DRR-CCA in the planning process which is to be implemented, LGUs are to be capacitated and guided. Considering DILG’s vital role in the review of CLUPs of CCMs, HUCs and ICCs, the Office of the Civil Defense has initiated a Training Orientation on Mainstreaming Disaster Risk Reduction and Climate Change Adaptation in the CLUP and ZO for Regional and Provincial Offices was conducted on November 9-13, 2015 at Harolds Hotel, Cebu City. LGOO V Niña Christine M. Ipong, Focal Person on DRR-CCA, was among the participants of the said training. LGOO V Niña Christine M. Ipong with LGOO VI Ma. Reina A. Quilas also attended the Strategic Planning Workshop on Mainstreaming DDM/CCA in Planning Process which was conducted on November 4, 2015 at Wellcome Hotel, Cebu City. Incident Command System The growing frequency and intensity of natural disasters and calamities call for an efficient and coordinated disaster response management mechanism both at the national and local levels to prevent the loss of lives and properties and ensure the safety of our communities.


2015 Annual Report DILG-Bohol 172Strengthened Internal Organizational Capacity The Incident Command System is a standard, on-scene, all hazard incident management concept that can be used by all DRRM Councils, emergency management and response agencies. It is a disaster response tool that coordinates the actions of different groups by blending their complex organizational structures. Recognizing the importance of coordination and interoperability among concerned agencies in times of disasters, the Department of Interior and Local Government (DILG), in partnership with the Office of the Civil Defense (OCD) conducted a three-day training on Basic Incident Command System (ICS) on August 24-26, 2015. The training enabled the participants to understand the importance of ICS and its vital role for effective disaster response. Among the 29 participants from the DILG, PNP and BFP is LGOO V Niña Christine M. Ipong, DILG Bohol Focal Person on Disaster Risk Reduction and Management. Since the training on Incident Command System is a ladderized training, Level II of the training was the Course on Integrated Planning which was successfully conducted on October 5-9, 2015 at Subic Bay Travelers Hotel, Subic, Zambales. The training enabled the participants to demonstrate the knowledge and utilize the tolls necessary to perform the duties and responsibilities of the Planning Section Chief and Unit Leaders in the Incident Command System organization. LGOO V Niña Christine M. Ipong was also among the 39 participants in the said training. Climate Change Expenditure Tagging The Philippine is addressing climate change to the maximum with our limited resources and so we are to tag our public expenditure on climate change to ensure that the appropriate prioritization and allocation of funds is achieved. The tagging of climate change expenditures in our budgets would ensure that the climate change actions are not only backed up with funds but are also effectively monitored. For FY 2016, JMC 2015-01 was issued on Revised Guidelines for Tagging/Tracking Climate Change Expenditures in the Local Budget (Amending JMC 2014-01). The JMC provides guidelines to track, monitor and report climate change programs, projects and activities to enable oversight and line department managers to monitor climate change-related expenditures and to define and clarify responsibilities of national government agencies, the DBM and CCC relative to the climate change expenditure tagging at the various stages of the budgeting process. A Training for Trainers on Climate Change Expenditure Tagging, initiated by World Bank Group, was conducted on August 6, 2015 at Hotel Elizabeth, Cebu City. LGOO V Niña Christine M. 2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 173 Innovation: Seminar- Workshop in Engineering for Non-Engineers The DILG Provincial Office recognized the need for enhancing the technical capabilities in project monitoring to ensure smooth and timely implementation of projects. In response to this need, OPDS through BEA PMO has started the knowledge transfer and enhancement of technical skill in monitoring project implementation, not only of BEA project but also of other OPDS projects. Thus, last April 21-24, 2015 at Bohol Tropics Resort, Tagbilaran City, City/Municipal Local Government Operation Officers participated the four day activity with Engr. Virgilio Columna and Engr. Willie Lopez as the resource person. Since most of the field officers have no engineering background, the engineering seminar-workshop for non-engineers enabled them to recognize and familiarize themselves on engineering terminologies and processes to equip them in monitoring infrastructure projects. These include looking at engineering documents and project schedules of implementation in the pre-implementation phase and during construction of the facilities in their areas. This is also in line with the instruction of progress monitoring of project status at 30%, 60%, and 90% completion as required by the DILG Management. Innovation: Training Seminar on Effective Project Management and Monitoring As member of the Project Management Office created in the local government units, City/Municipal Local Government Operation Officers recognized that they are not perfect project managers, but are tasked with monitoring and reporting on the progress of on-going projects in their municipalities. This responsibility is crucial in ensuring that local government units (LGUs) abide by the guidelines imposed by the Department of Interior and Local Government (DILG) in the identification, detailed design, procurement, award and implementation of projects under DILG’s various programs. Thus, the person responsible in management and monitoring must possess the necessary knowledge to understand the requirements in the implementation of infrastructure projects, identify and resolve implementation issues and assist the LGUs in completing their projects within the agreed schedule, according to the estimated budget and complying with the detailed specifications of the project. Hence, The Training Seminar on Effective Project Management and Monitoring that was held last August 25-28, 2015 and September 1-4, 2015 at Bohol Tropics Resort, Tagbilaran City was participated by the selected members of the Project Management Office of the local government units specifically the City/Municipal Planning and Development Coordinators, City/Municipal Engineers and City/Municipal Local Government Operation Officers.


2015 Annual Report DILG-Bohol 174Strengthened Internal Organizational Capacity Innovation: Seminar-Workshop on Government Procurement for BAC Members, Chair-Technical Working Group, Secretariat and MLGOO With the passage of Republic Act (RA) No. 9184, otherwise known as the Government Procurement Reform Act” and its revised Implementing Rules and Regulations (IRR) which took effect on January 26, 2003 and September 2, 2009, respectively, all procurement of the national government, its departments, bureaus, offices and agencies including the local government units, shall in all cases, be governed by the principles on government procurement. In adherence to the guidelines of the implementation of the Bohol Earthquake Assistance (BEA) Fund and considering the roles of the MLGOO who would act as observer during the bidding process of BEA and BUB projects, the City/Municipal Local Government Operation Officers were oriented on Republic Act (RA) No. 9184, otherwise known as the Government Procurement Reform Act” and its revised Implementing Rules and Regulations (IRR) during the Seminar Workshop on Government Procurement which was conducted in three batches last January 26-27; 27-28; 29-30, 2015 at Bohol Tropics Resort, Tagbilaran City, Bohol. Training on the Preparation of Local Climate Change Action Plan (LCCAP) The training aims to enhance the capacity of the participants in integrating governance and bureaucracy perspectives in the preparation of Local Climate Change Action Plan. The participants of the three day training which include the MLGOOs of the pilot LGUs grasped the LCCAP preparation process which involved three (3) components. With the three components in place during the activity which was held last October 7-9, 2015 at Bohol Plaza Resort, Dauis it simply lead to drafting the local climate change action plan of the respective LGUs. Innovation: Orientation on Climate Change Expenditure Tagging A joint memorandum circular issued by the Department of Budget and Management, Climate Change Commission and the Department of the Interior and Local Government asks LGUs to submit, together with the General Annual Budget, their respective Local Disaster Risk Reduction Management Plans and Local Climate Change Action Plans and encourages LGUs to identify, prioritize, and tag their respective P/A/ Ps for climate change and to tag and track all climate change expenditures to help ensure transparency and increase effectiveness of climate change expenditures. Relative thereto, the C/MLGOOs attended the one-day orientation which was conducted in two batches held last November 5-6, 2015 at Reynas Haven and Garden, Tagbilaran City. The participation and involvement of the field officers aims to introduce the basic concepts of climate change; introduce policies and related issuances on Climate Change Expenditure Tagging (CCET); present tools on CCET and be oriented on how to undertake CCET of the Annual Investment Plan of the LGUs.


2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 175 Innovation: Conduct of Orientation Seminar for the Members of the Project Management Office The conduct of the One-Day Orientation Seminar for the Members of the Project Management Office held on July 20-21, 2015 at JJs Seafood Village, Tagbilaran City, aims to broaden the knowledge and skills especially on the roles and responsibilities of the Field Officers considering that they are members of the Project Management Office in their respective field of assignment and that they have to conduct project monitoring from time to time. As the result of the orientation seminar, they have gained greater appreciation on the basic approaches and appropriate institutional strategies in implementing and monitoring of subprojects. Likewise as member of the PMO they must also provide advisory support services that will need their assistance in the project monitoring so as to ensure smooth implementation through monitoring. Training for Effective Project Management of DILG Projects PD Ma. Loisella E. Lucino was the sharer in session on “Issues, Challenges and Solutions” of the Training for Effective Project Management of DILG Projects for the Visayas and Mindanao Cluster held on May 19-22, 2015 in Cebu City. During the session, PD Lucino highlighted the strategies she undertook as Provincial Director in managing multi-projects of the Department especially that of the Bohol Earthquake Assistance which is unique in Bohol. The training was spearheaded by the Local Government Academy in partnership with the Office of Project Development Services which is in line with the thrust of the Department towards strengthened internal organizational capacity and aimed to equip the DILG Provincial Directors with the necessary skills and competencies needed to handle the Department’s projects and to minimize management mistakes and increase working efficiency on the completion of said projects. Training for Local Government Operations Officers II DILG Bohol was selected for the deployment of the Local Government Operation Officer II trainees who will be under the direct supervision of the Municipal Local Government Operation Officer for their Phase-2 Field Immersion of the 49th Batch LGOO training from January 5, 2015 to April 5, 2015. Six LGOO II trainees from Negros Oriental and Cebu Province reported to DILG Provincial Office on January 5, 2015 for a courtesy call to the Provincial Director and was also given a briefing by LGOO V Josie M. Montes. Afterwhich, they reported to their Supervisor at their field of assignment as reflected in Table 51. Table 51. During the one-day seminar, the participants were able to identify the hindrances and the ways to effectively communicate with others through workshops and other related activities. REGIONAL INITIATIVES EMPLOYEE WELFARE Recognition of Cluster DILG-Bohol deems it fit to accord recognition to cluster in the province that exude excellence in the performance of their duties and functions thereby efficiently implementing the programs of the Department. Awarding was held at Casa Rey Francis on December 7, 2015, during the occasion of the Recognition of MLGOOs/Finalists/Entries who participated in the LTIA, TOBOY and LLA Search which was wit¬nessed by the field officers, barangay officials, staff and other personnel. M&M Cluster led by LGOO VI Ma. Reina A. Quilas was conferred the distinction as The Compliant Cluster of the province of Bohol for submitting reports on time. Incentives to LLA/TOBOY/LTIA Entries To pay of the hardwork of the MLGOOs in the submission of TOBOY, LLA and LTIA Entries, the DILG Provincial Management have thought of giving rewards to the field officers who have submitted their document entry to the Search for the Outstanding Barangay Officials of the Year, the Lupong Tagapamayapa Incentive Awards and the Local Legislative Award. As gratis to the MLGOOs who have one way or another exerted their effort in assisting the


2015 Annual Report DILG-Bohol Strengthened Internal Organizational Capacity 177 Flag-Raising In consonance with DILG Regional Memorandum Circular No. 2015-001, personnel of DILG-Bohol Provincial Office conduct and attend the flag raising ceremonies every Monday at the Provincial Office premises. Office orders are issued assigning DILG-Bohol provincial office personnel including the contractual employees under the Bohol Earthquake Assistance fund to host the flag raising activity for the month. DILG-Bohol personnel are required to assemble for the flag-raising at the front of the office not later than 8:00 o’clock in the morning. The administrative services section is responsible in monitoring the attendance. nominees, prizes, such as pointer, Parker ballpen and gift certificate were given to them. Incentives for First to Comply Taking into consideration the numerous special projects that a field officer had to push for prompt compliance especially the submission of complete program of work of the Salintubig projects, this level came up with a scheme to reward persistent field officers by providing “incentives for first to comply”. As part of the initiative of the Provincial Director, a cash award of Php 5,000.00 was awarded to the Field Officer who was the first to submit all the required documents for the release of the first tranche. MLGOO Roel Tumarao of Trinidad, Bohol received the said cash award from PD Ma. Loisella E. Lucino. Monitoring Report Matrix The reports compliance of the clusters as well as individual field officer are monitored through the monitoring report matrix showing the required reports, date of submission, individual ratings, TACT Average Rating, Cluster Average Rating and the Ranking.

DILG-Bohol Personnel was instrumental in the cause of its widest dissemination as well as in the coordination with the Local Chief Executives to support the synchronized flag-raising and wreath laying ceremonies and in conducting other appropriate programs/activities in the respective LGUs. CPG Day Celebration DILG-Bohol joined the Provincial Government of Bohol in commemorating the natal day of the late President Carlos P. Garcia last November 4, 2015 at the Bohol Cultural Center, Tagbilaran City. Congresswoman Leni Robredo was the keynote speaker during the observance of the 119th birth anniversary of the late Boholano Pres. Carlos P Garcia, Bohol’s most illustrious son. The conferment of awards to the Winners and Runners-Up of the 2015 Search for The Outstanding Barangay Officials of the Year (TOBOY) was also conducted during the celebration with the Governor of Bohol, Atty. Edgar Chatto, PD Loisella E. Lucino, Provincial Liga President Romulo Cepedoza and Congresswoman Leni Robredo handing out the plaques and cash prize to the winners and runners-up. Bohol Day Celebration Boholanos celebrate unity and progress around the world on the 161st founding anniversary of Bohol on Wednesday, July 22. Gov. Edgar Chatto said on the province’s foundation day, Bohol honors its development partners. During the celebration, the Australian ambassador, H. E. William Tweddell who was the guest speaker together with RD Rene Burdeos turned- over 14 provincial road sections completed under the Bohol Road Repair and Rehabilitation Projects through partnership with Australian GovernMLGOO Florencio Halasan, Jr. giving his message of challenge on how to practice and live as patriotic Filipino Citizen. Simultaneous Flag-Raising in LGU Cortes led by its Honorable Chief Executive Roberto Tabanera.

It is also on the occasion that Bohol recognizes its strong partnership with national government, Department of the Interior and Local Government through the outgoing Regional Director, Ananias M. Villacorta for the implementation of several DILG programs in the province which contributed further development not only in governance but infrastructure advancement as well through the Bohol Earthquake Assistance Fund and the Bottom Up Budgeting, to name a few. Alay Lakad A national government project which is spearheaded by the Alay Lakad Foundation, Inc. in cooperation with the DSWD (Department of Social Welfare and Development) and other government agencies like DND and other members of the Alay Lakad Foundation. The activity encourages all citizen to participate in the walk for a cause project. Funds are raised through the donations of the private and government sector and from the participants during the walk. As early as 5:00 in the morning, DILG Bohol participated the activity last September 27, 2015, wherein DILG employees and staff assembled at Booy District and trooped and joined the rest of the participants at the CPG Sports Complex, Tagbilaran City for a Program. Brigada Eskwela DILG-Bohol conducted a community outreach program by participating in the Brigada Eskwela at Libaong Elementary School Panglao, Bohol last May 27, 2015. Armed with paintbrushes and cans, the officers and staff were grouped into three to paint the classroom chairs with red, yellow and blue. The activity is part of the department’s community outreach program to engage the DILG personnel in community development. Radio Programs/Guesting Lively discussions about the latest and significant programs of the Department are aired over radio station DYTR via the regular slot with the Kapihan program of the Philippine Information Agency-Bohol. Program Coordinators disseminated information and updates regarding their concerned programs with reactions and comments from radio listeners.
