Vatakara The State Secretary read out the list of members who had intimated their leave of absence: Dr. Vinayaranjan Dr. Biju Nelson Dr. Narayanan P. Dr. Pradeep Kumar V.G. Dr. Abdul Salam Dr. Joson Varghese welcomed the well-known, popular State President Dr. Sulphi Noohu & efficient State Secretary Dr. Joseph Benaven; IPP Dr. Samuel Koshy, all other cabinet members, Past Presidents & SWC members. Dr. Sulphi said IMA has gained popularity in 10-15 years especially in covid time since IMA has contributed immensely to the management of covid and all and also the result of the work done by our leaders over the last few decades. IMA has the tradition of many of our leaders who, while going to meetings in many places, did not get a bus/train, spread paper, slept in the railway station and travelled from the bus all night to reach their own homes. 2023 is a period when we forgot all the differences of opinion and stood together. The law that we have achieved in relation to hospital attacks is not of IMA, it has become a milestone in the health sector of Kerala and perhaps in the health sector of India because of the efforts of all of us. Even small branches have gone ahead with strikes and met politicians. As per our team's opinion, a draft should be made with it in the first week, led by Dr. R.V. Asokan, Dr. Joseph Mani, Dr. A.V. Jayakrishnan, Dr. Samuel Koshy etc.. All branches cooperated. We were able to met 140 MLAs through branches, met the Chief Minister and Health Minister. As a result of several discussions, the Assembly announced the need for a new Hospital Protection Act. When we met the Chief Minister, we asked for an ordinance, he replied that he would think about it, but he had to go to the ordinance itself. It is also a fact that a very positive decision was made from their side in the first place. Attacks on hospitals are going on 5 per week. This is history, because there is no other issue that is so genuine, as per the call of IMA, 54 specialty associations were able to hold a strong strike together. The focus is on the youngsters, their difficulties and the problems they face. Celebrating Fraternal Fellowship 11 INDIAN MEDICAL ASSOCIATION 278th State Working Committee 18th February 2024 KPM Tripenta Hotel, Kozhikode


If we take a look at the record of the last five years, this team has gained the most membership, there are many new difficulties including GST, but the highest rate of 1700 new memberships has been achieved in the last five years. Dr. Sulphi congratulated all the office bearers, both ELS and WDW performed very well. A team trained in communication skills has been prepared. The sports meet was very grand. Dr. Joseph Benaven was able to bring a stream line in terms of staff salary. 16 crores has already been paid in connection with GST. Dr. Joseph Benaven, the State Secretary presented the minutes of 276th State Working Committee meeting held at Pagoda resorts, Alappuzha on 06.08.2023. He said the minutes of 276th SWC were already circulated in advance to members and some corrections received in advance. Dr. Gopeenathan said there is a spelling mistake in page No.26. The correction is regarding the name of Dr. Gopeenathan. Dr. Joseph Benaven read out the decisions taken in the 276th SWC meeting held at Pagoda Resorts, Alappuzha. The minutes passed and proposed by Dr. Babu and seconded by Dr. Gopeenathan. State Secretary presented the activity report and the salient points of activity report were presented by a Power Point and said need of increase in memberships in all the schemes & congratulated IMA Perumbavoor branch where all the office bearers are women. He reminded all members should use the benefits of IConnect and can use it through mobile phones also. He then highlighted the position of cases in the court especially the GST issue. He said that this SWC will be his last SWC as the State Secretary & expressed sincere thanks to Dr. Sulphi Noohu, State President of IMA KSB & all the cabinet members, Past State Presidents, senior leaders, all the branch Presidents and Secretaries & all the members of IMA KSB. And sincerely thanked the staff of IMA Kerala State HQ. Dr. Sulphi N. requested all to keep in touch with Dr. C.R. Radhakrishnan regarding the registration of IMA State Annual Conference. Dr. Shimmy Paulose (State Treasurer) said that this SWC will be his last SWC as a treasure of IMA with this cabinet team. He read out the account details and presented a Power Point Presentation of the audited accounts and clarified all doubts. He sincerely thanked all the Cabinet members and all IMA members. Dr. M.E. Sugathan briefed the Finance Committee report of last quarter ending September 30th. The Finance Committee meeting conducted on 27th of September and the participants were Dr. M.E. Sugathan, Dr. V.U. Seethi, Dr. R. Ramesh, Dr. Joseph Benaven, Dr. Shimmy Paulose and Finance Consultant Chartered Accountant R. Lakshmi Narasimhan. He then read out the decisions & deliberated in detail on the various issues of IMA KSB, the schemes and committees concerning the financial aspects. First, Nammude Arogyam publication is an organ of IMA KSB which goes to the public on various health issues, it has to sustain at any rate, but it should be physically self-reliant as far as possible. The IMAK KSB has to be paid establishment charges as applicable for hosting parties and events by the Doctors’ club utilizing the terrace of headquarters and proposed a tariff, included in the report book on page 109 onwards. Now regarding the Pension Scheme, it is noted that the IMAK KSB annual share of Rs.100/- per member is not seen remitted yet. Regarding quarterly audit in the various schemes, informed all scheme offices not to do quarterly audit any further from 1st October 2023, only annual auditing is necessary which will be done by the auditors of IMA KSB; IMAGE, PEPS and Nammude Arogyam are exempted as they are don’t come under the tally cloud system. Non-payment of IMA KSB share from State conferences, sent letters to the Nilambur and Kollam local branches which is long overdue. Regarding the job portal by IMA KSB for young doctors, is a welcome initiative approved by the Finance Committee. The Finance Committee endorses the newly drafted and widely deliberated service rules of KSB and its scheme employees. The Labour Consultant, Mr. Vincent Alex may be utilized as a regular consultant with a proposed retainer fee ranging from Rs.10,000/- to Rs.15,000/-. On behalf of Finance Committee, Dr. Sugathan thanked the State President, the State Secretary, State Treasurer, all the esteemed offices of schemes, the office staff of IMA KSB, finance and accounts controller Smt. Sreejalatha, Chartered Accountant and our Finance Consultant CA Lakshmi Narasimhan, Chartered Accountant for their unstinted support and help whenever asked for. He thanked all the members & read out the recommendation from the State President to look into the financial status of the Health Scheme by himself & Dr. Kamarudheen. He then read out the comments on excess of income over expenditure in the 2022-23 financial year. We have shelled out more money than what we have collected. Now, our impression of a trend is openly visible where the quarterly claims surpass the corresponding AFC collections. So also, the general fund declines steadily, which is inevitable in the present scenario. Now our recommendations for the way out. 1. The claim dispersal now takes more than three months stipulated in the by-law. It is a major deterrent in promotion of KHS. Make the claim dispersal faster by sending the cheque well within four weeks of the corresponding monthly scrutinizing committee meeting. 2. It is noted that AFC dues are appending with more than 3,000 members as of now. Suggested making all attempts to collect the dues under war footing. The KHS office activities have to be shown. Increase the capping amount across the entire spectrum of illnesses our scheme covers. Increase the AFC & the annual premium by at least 20%. Run active membership campaign district-wise by galvanizing the district representatives and the IMA branch office bearers and final recommendation to think of tie-up with other health insurance in the market. Dr. Sulphi replied that we will discuss the matter in appropriate forums and make decisions accordingly. He invited State Secretary to present upcoming State conferences. Dr. Joseph Benaven apologized to IMA Thodupuzha branch, since missed to include in the activity report that they hosted the IMA AMS national state conference AMSCON 2023 on 3rd September 2023 at Thodupuzha. It was one of the best conferences that has been organized by any branches in IMA Kerala State last year. Dr. Samuel Koshy: For many years we have wanted and worked for the Hospital Protection Act. 2023 has its own significance as a year in which it is received. Along with this, the death of our dear sister Vandana Das has also been a year that has left IMA completely in mourning. Even if we claim to have made a lot of gains in hospital attacks, we are obliged to follow them up properly. Don't think that with a good law there will be no more attacks on hospitals and Doctors. We must prepare for how to counter attacks if they occur. Membership is essential for any organization to thrive. For that we need to run a high quality membership campaign. Membership of the schemes should also be strengthened with the membership campaign. All SWC members should take responsibility for it. We need to keep young doctors with us, so should develop a working style that they want. The salaries of nurses and paramedical staff have been increased and they will be disappointed when our junior Doctors are not. We need to demand a salary structure for them. We have to make a definite decision regarding CEA. The government is ready to negotiate with us for small hospitals. The CEA should go ahead with those discussions and amend the laws that make it difficult for small hospitals. Mechanisms to oppose the practice of hybrid therapy should also be developed on the part of the IMA. If the national leadership does not take the initiative, the state IMA should prepare for it. Dr. Mukundan Nambiar: Recently our State Secretary Dr. Joseph Benaven, handed over two receipt books & asked to register maximum numbers for the conference and immediately got 22 registrations. But unfortunately, the parent branch Payyannur, the general body decided to restrict the registrations to just 10 and I was not present at that general body meeting. I have been giving the registrations for the successive State Conference every year I mean all these years sometimes 40, 45 even more than 50. I don't know why this decision was taken by the general body and the subsequent executive committee meeting and the general body. Few questions: Can a branch challenge the decision of the State leadership? Second, is it fair on the part of a leader a CWC member of that State Chair and third if this decision is allowed to continue is it going to be applicable to the enrolment of the various schemes? Because definitely the other members will start complaining about it and they will refuse to give the membership. He requested to discuss the issue & give a guideline. Dr. Sulphi N.: Replied that as far as the State conference is concerned, many branches are doing their support from their funds, if any branch member can help in registration, there is nothing wrong in that. We have to support our State conference, there is no restriction particularly in the registration. Dr. Babu K.V.: Mukundan Nambiar did not come to GB then. In the meeting just before that, two members clearly said that they are not interested in paying cash. The branch said that they would pay the amount for ten people. It is subject to amendment in the future. There is no freedom to forcefully buy cash. Only the branch can understand the feelings of the members. The contribution will increase depending upon the strength of the branch. Dr. Sreejith N. Kumar: All branches should encourage maximum registration for all conferences. Whatever be the conference the State Working Committee should request our members that all the branches should encourage maximum registration. Dr. Joseph Benaven: The State Working Committee will encourage all branches to give maximum registration. But the branches have the right to decide on how much they are giving a lump sum which would be a percentage of whatever their membership is. And the individual members can obviously register for the conferences depending on their personal relationships. Dr. Sulphi N.: Replied that will be encouraging conference registration from the State Working Committee also decides that we have to encourage registration. Dr. Ditto Tom: In many hospitals patient reports are kept in the hospitals. Should always be patient friendly, then only people will have a commitment. The IMA should take the initiative to issue a circular and give at least one copy of the report to the patients. Membership can be increased only by youngsters. Conducting camps are considered for awards. Dr. Sulphi N.: The bylaw has to be amended and we have to make a decision on that and we can definitely consider the decision. Regarding documents, some apprehensions are persisting. I think there should be a centralized document system in which everything is kept. The problem you are practicing in the government sector and I face every day is that they lose the OP ticket and they come back again without any document. So it is not easy to give all the documents to the patient and you know it should be electronic. We can ask our members to give the documents. There is a court judgment and we have to give it. Regarding Kunnamkulam branch, yet to give the state share for the conference already given and opined that 50,000 is a very small amount, it should be 5 lakhs minimum. He requested Kunnamkulam and Nilambur branches to pay this since State needs a lot of funds. Dr. M.N. Menon: The main rising Madhya Kerala activity of the year was the Platinum Jubilee which was excellently organized and conducted in the presence of State President and Secretary and many of the Past Presidents. Regarding the hospital violence it is great that we got the act amended. It is not the bill or ordinance; it is the act which was amended. We have to focus on the membership and have to catch them young. The junior doctors are now in the JDN & is very much within the IMA reach. So we should be able to bring up the membership drastically next year & similarly schemes. Kerala Health scheme membership has to improve mainly because they are facing a financial crisis. During the COVID, we recruited so many members and gave them enough money; after the COVID they have vanished & reforms have been submitted by the committee. Financially they have a huge amount to be paid to the members. For many of the members, payments are pending and many members have not renewed their membership after that COVID period. Regarding the clinical establishment act, once again we silent about it. Because whether we have to register or not the government's instruction is that we register. What should be the IMA stand? We don't have a clear picture. We say that small institutions are exempted. That is not very clear. So we have to get some clear order from the authorities regarding whether to register or not and whether the small institutions are really exempted. One of the major things is the increasing suicide rate among the medical professionals. This has to be actually addressed by the mental health committee or otherwise. Because a lot of people have problems which should be addressed at the branch level itself. When we know that some of our friends have some issues we should seriously get involved and find out what is the real thing and try to sort it out. The financial discipline which occurred last year is very much creditable and things will turn into a good financial security and financial status as well as the organization is concerned by next year. Dr. Sulphi N.: The act force committee was created last year. Clinical establishment act is under the leadership of Dr. Samuel Koshy did a wonderful job and then Dr. M.N. Menon and many people contributed and that guideline was published in this year also & there is a flowchart. It is there in our green book also what to do when in a schematic form. Regarding the clinical establishment, we are in touch with them. Regarding increased number of suicides; the mental health committee entrusted to do further action and we have to do lot of work in that area. Regarding the health scheme the discussion will be going for reforms. Dr. George John: State conference of an organization that preserves the dignity of that organization. Only 1,200 people have registered for the state conference of the IMA, which has over 40,000 members. Dr. Radhakrishnan C.R.: Preparations for the Annual State Conference are 90% complete. This year, despite being the best venue, the registration is low. Leaders who have come here should take the initiative to get registration from their respective branches. Dr. Sulphi N.: Invited all for the state conference as a State President. This is not the Tiruvalla branch, our state annual conference. Dr. Venugopalan B., Calicut: He thanked for the support for conducting the National Conference at Kozhikode. He suggested to support the youngsters. Whether it's a JDN or a young Doctor's job opportunities or self-employment we have to do something for the youngsters. And second is just like what IMAGE is doing to the hospitals. We have to conduct some accreditation systems and they're supported because all the insurance companies are coming with the accreditation. All the private companies they are charging very huge amounts for accreditation services are raising and continuing the support. So why don't the Medical Association take over this especially for the young and small and medium hospitals because corporate hospitals have their own systems but the small and medium hospitals are struggling with the accreditation systems. Regarding the basic salary I am working in a hospital there itself charging 10 rupees for camps and all. I think the IMA has to take some action at least they don't publicize it. It is just tarnishing the profession by giving consultation fee on Rs.10/-. Why don't they let it free make it free. So we have to do something for stopping such advertisement or publicizing such an Rs.10/- fee we have to do something. Regarding this conference we already gave 100 registration and more or 50 more are taking from another hospital and the National Conference in 95, 96 is already given. Camp is still relevant in tribal areas maybe urbanised area it is not a problem but tribal areas, it is still relevant Dr. Sulphi N.: Replied definitely look into the junior doctor’s issue. Discussions on consultation fees are going on in WhatsApp groups. Gradually, we will decide the minimum consultation fees in different areas and also we should send a letter to the hospitals stating that. Dr. Ramesh R.: We have 15 master trainers who had been trained by the Indian Institute of Health Care Communication. It was a 10 week long online training session & these 15 master trainers are to be utilised by all the local branches to conduct communication skill training for health care providers. It can be done at the branch level, district level & institutional level both in the govt. & pvt. We have already sent circulars to all the local branches giving the details of these 15 masters trainers & please utilise their services. We need to have it as a continuous process every year. State President handed over the training certificate to the master trainers. Dr. Devadas K.V.: Distributed the paper about DRRI & have suggested the names of the Doctors for Chairman, Convenor & 14 Co-Convenors to President for nominating. They have to work for it with the working group from each branch under the guidance of SP, SS & Chairman, Co-Chairman & Convenor. When the cash is in hand, deposit it in Iconnect and when the dues are due in the scheme it will be deducted and the balance will be there. Dr. Sreejith N. Kumar: Requested all to register with the National Conference; we have confirmed almost 120 scientific talks, business conclaves and nonmedical topics, health policy workshops, global affairs committee, youth conclave, women’s conclave, huge medical expo primarily focus on needs especially on digital health & detailed the accommodation & JDN/MSN registration fees. Dr. Salim, President, Koyilandy Branch: Previous team has done a wonderful job, will offer a wonderful year next time. Dr. Abdu Kalladi, SWC, Mannarkkad: IMA purchased land for branch building & the branch has been registered, PAN card taken. He suggested to include a clinic in the IMA branch building. Dr. Sulphi N.: Branch can definitely do. Dr. Bipin P. Mathew, SWC, Kottayam: One or two Ayurvedic doctors in a private hospital in Kottayam have requested to outsource anaesthesia in their theatre facility, need vigilant action in this issue. During the tenure of SP & team, there are so many nominated posts like DC Chairman & Convenor, but getting the notifications too late. He requested when the state president is installed, the aforementioned posts are announced and they are included in the team, so that they can complete the 1-year term. Dr. Babu K.V.: Raised three issues:- 1) Integrative Medicine PIL: Delhi HC - W.P.(C) 6632/2022. 4. Learned Additional Solicitor General has informed this Court that vide Office Memorandum dated 13th August 2020, a twenty-member committee for formulation of an “Integrative Health Policy” has been constituted by Health and Family Welfare Division of the NITI Aayog. He prays for listing of the matter after six weeks to await the committee’s report. The prayer is allowed. The committee is requested to expedite the process. 5. List on 19th January, 2024. The committee is chaired by Dr. S.K. Sarin (Expert committee). The ToR include. To develop an implementation plan for phased roll out of Integrative medicine. Filed an RTI to avail the report. IMA as an organisation or otherwise should intervene. 2) Stipend for interns: 1. In 2017 August the MCI executive washes their hands off saying "As such the issue is beyond the purview of MCI"! In 2019, the BOG did not Gazette the amendment after the draft notificationThe Board of Governors in Supersession of Medical Council of India are considering to include the following provisions in the Regulations on Graduate Medical Education, 1997:- "All the candidates pursuing compulsory rotating internship at the institution from which MBBS course was completed, shall be paid stipend on par with the stipend being paid to the interns of the State Govt. Medical Institution / Central Government Medical Institution in the State / Union Territory where the institution is located". All concerned are requested to give their comments / suggestions within 15 days to bring the above amendment in Regulations for payment of stipend to interns. 3. In 2021, the NMC drafted vague regulations, in spite of objecting it. 4. Now, after the intervention by the SC of issue, interns are paid fair stipend (SC of India, October 16th). Mr. R. Balasubramanian, Senior Counsel appearing on behalf of the first respondent, states that in compliance with the interim order, an amount of Rs.25,000/- per month is being paid to the current batch of interns and a total amount of Rs.26.25 lakhs for 105 students was paid on 30th September 2023. 3) Divya Pharmacy Ad: "In this regard, it is to be mentioned that through various letters of the Directorate, you have been directed from time to time not to publish advertisements of approved formulations in any media without the permission of the Licensing Officer. Therefore, again enclosing the copy of Dr. Babu K.V. Kerala letter dated 31.08.2023, it is directed that the undersigned must ensure to provide his clarification regarding the matter in question within fifteen days". As per reliable information 29 cases registered against Divya Pharmacy in Kerala for contravening DMR (OA) Act 1954. Dr. Abdul Jaleel T.K., SWC, Mukkom: Thanked the leadership for sending bylaws & he asked the state branch regarding a couple member who had joined IMA without fee. Dr. Jayaramdas: He opined, if the schemes are profitable, should contribute a good amount from each scheme to the state conference. Dr. T.N. Babu Ravindran: Congratulated President & Secretary for the wonderful year. State President tried level best & is getting support by the Secretary by his very meticulous work and restructuring the work process and proceedings & financial aspects and administrative aspects, taken care off. He congratulated for the law against hospital violence. Definitely it is because of a consolidated effort & the unity & it is a great achievement. Ethics committee should be reactivated and all illegal things whenever it comes to our notice an appropriate action should be initiated. So then only the credibility of the organisation can be established. State Conference is the consolidated efforts of our members. Efforts should be made from the organising team whenever they visit the branches & meet the members. So many problems regarding Junior doctors, student’s stipend issue, advt. issue & all. Dr. …………...: There are many issues for junior Doctors to strengthen the membership. So if a scheme is introduced which can be paid instalment (within 4-5 years) youngsters are more likely to join. Hospital Protection Act has become a reality. After evaluating it and publishing its follow-up every month or annual report, it can be understood whether it is effective. The work of ethics committee should be strengthened. Only creating awareness among the public against the corruptions in our midst will help in empowering the new generation. Despite the new amendment in SSS 3, there is no significant difference in the amount. Rs.30,000/- per year is coming only for SSS-3. So Youngsters are not interested to join. If branch transfer is made paperless, branch transfer will be done a little faster. Dr. Sulphi N.: Regarding instalment scheme, we are already forwarded the intimation to branches. Dr……………. (Kothamangalam Branch): Dr. K.A. Cherian received Rs.1 lakh from the Patient Care Scheme which was very beneficial. Medical camps for tribals are also held in Kothamangalam, a tribal area of Ernakulam district. Dr. Jose Kuruvilla Kokkat, SWC, Pala: He mentioned about District Committees. Branch-level and district-level activities of the IMA are led by the district committees. The State says that the cost should be collected from the branches. But the branches are not ready for it as they have not received any official communication for the same. This is seriously affecting the functioning of district committees. Regarding membership, all active leaders in IMA are members of the schemes. It is possible to increase the scheme membership and move forward only by paying to the marketing strategy by educating the junior doctors and telling them about the benefits of the scheme membership. Junior Doctors are going through very complicated issues - In many hospitals, they are not given the salary they deserve, excessive workload & face many problems. If more involvement is done in this regard, more junior doctors can be added to IMA and kept with them. Similarly talking about myxopathy a corporate hospital in my country is doing neuro therapy. It is very sad that our modern medicine doctors are responsible for all this. Dr. A.I. Kamarudheen: In Malappuram district, we talk to the branches and asked each branch to pay. Dr. Sulphi N.: Buy a share from the branches and the rest is borne by the state. That is what we are doing now. Dr. P. Gopeenathan: He congratulated the team for achieving the amendments in Hospital Protection Act. The concern is that we have got the amended powerful law, but the thing is that we had demanded that even the court is said that we can have a security force just like CISF. Regarding membership, last year when the Treasurer presented the accounts there was an expenditure of 1.5 crore over the income. The number of members increases, the expenditure will be same. We should see that at least half of the new graduates who are registering in the Medical Council are add members of the IMA. Regarding the Schemes, every year in Social Security Scheme-I nearly 800 to 1000 members will become honorary members. And this year only 541 members joined. So that we should see we should enrol at least 1000 members or the minimum number of how many become the honorary members. That is very crucial, especially for Social Security Scheme-I. An important thing is regarding the integration, the Court has asked the Committee's report and unless the IMA intervenes this. The Central IMA is not at all doing anything in this, had sent a mail to the National President regarding the importance of this. But no response from the central office bearers and the Secretary has also pointed out this. The national level leaders of IMA should meet his board of governors or who are there in the committee and make them understand that integration should not happen. We should see that there is a strong agitation or resistance from part of IMA in this regard. Another concern regarding the suicide among doctors. Not only among the MBBS Students or PGs, even the senior doctors are committing suicide. well as seniors. The Committee should come with some proposals on how we can address this problem. Regarding the consultation fee I think State IMA may not fix a uniform fee throughout the State. But the State can give a direction to the branches that according to the circumstances of the branch they can fix a minimum consultation fee. Dr. Sulphi N.: Thank you for the valuable suggestions. Will look into all the points. Dr. Alex Franklin S.: Although we got the Hospital Protection Act, there are a lot of things to be done. If we want to frame it as a law, the Hospital Protection Act will be effective only if we do the follow-up of the law department. The purpose of the health scheme is different; Health Scheme means 'we are sharing ours' but after tie up with the insurance company, fees will go up, it will never be a fixed amount from the insurance company. Once an amount is claimed, the next payment will increase, but we don't, we never add an annual subscription, it is not practical. More IMA members need to be added, only then the health scheme will go without problems. Regarding Clinical Establishment Bill, if it is not followed up properly, it will affect us badly in future. Dr. Joseph Varghese P.: He pointed out two things - The first thing is integrative medicine. The Central IMA has not a wing & they are not going to the Supreme Court. IMA Kerala State Branch will have to go, because the national leaders are not interested in this matter. He requested to do it immediately as early as possible. The second thing is regarding the financial status. We have to cut down the expenses. Dr. Sulphi N.: Replied that regarding the integration issue will definitely have a discussion with the Legal Cell also, and what options we can take immediately will move forward. The second thing is finance, actually we have spent almost 80 lakhs on the GST and also we have done some renovations in the State Headquarters and also in the office structure. We will look into this. Dr. Joseph Benaven: With regards to the finance, whatever the expenditure every penny is counted before it is expended at the IMA State Office. But the thing is that we need to carry out all the expenditure. We need to look into the doctors' issues concerning, court cases & a lot of issues; these are not only an operational expenditure. Over and above that IMA Kerala State branch will be catering to the needs of more than 41000 members, and we have huge expenditure coming to meet their expenses. Income only from the membership and we get a particular amount from all the schemes. There is no way to reduce our expenditure, the only way is we need to increase our source of income. Dr. Aji Balakrishnan: IMA Muvattupuzha bought 1 Acres of land for Old Age Retirement Home for All Doctors in Ernakulam District. Dr. Sulphi N.: Replied it is a very good initiative & anyone interested to stay near by can definitely participated. Dr. Mohanan Nair V.: It is not possible to fix the consultation fee uniformly & let it be taken as a registration fee. If it is a charity, let it be made free registration/ consultation free. For conference, approached doctors for the membership collection, their attitude is very bad. Anyway, we collect Rs.1000/- from every members & got 24 registrations. He opined that we should collect a small fund for the state conference with the working fund & can be diverted. The branch activities of Kerala State IMA, more than 50 % activities are being done by the women. & suggested to include non doctors also to the WIMA for strengthening IMA. Dr. Sulphi N.: If any branches come forward to hosting the State conference, they have to work hard. It is not fair to collect the money from all other branches & it cannot be entertained. Minimum 10 members will be there for hosting the conference. Dr. Kavitha Ravi, Kazhakkuttom Branch: We had an issue during the branch election at IMA Kazhakoottam regarding the rejection of the nomination of a candidate. This issue has nothing to do with the politics in the IMA Kazhakoottam it was in fact and extension of the internal politics among the batch mates of a particular MBBS batch and the issue has been solved among themselves. The Chief Returning Officer should also give an orientation session to the branch returning officers and circulate something regarding the guidelines of rejection. Dr. Sulphi N.: Regarding the election complaint, a particular member has forwarded the complaint to many members. There are three complaints from one person and even the returning Officer gave a complaint. Dr. Ali: Regarding Yatra, requested either permanently reduce the membership amount or give some incentive to the branches saying that if you give such number of new memberships, you will give some incentive. People who are taking a membership immediately prior to the Yatra, and immediately after this yatra, but always complained that we lost the opportunity things. So either completely reduce the membership fee as it is not right to give to reduced amount to few people. Dr. Sulphi N.: This year, we did not give any concession at all & we don’t believe in giving concession in getting memberships. We give some reduction for the junior doctors may be less than 5 years. There must be the uniformity regarding that. Dr. Jose Abraham, Pathanamthitta: Requested all to take multiple units & enhanced schemes in PPS. He suggested extending the election process from 1 year to 2 years; and should give term of 2 years to all officials including National President, so that the conference can be conducted in 2 years and can save the time. Dr. Sulphi N.: How is it possible? Dr. Roy Abraham Kallivayali: Regarding the National Exit Test- NEXT: After getting MBBS degree, our young doctors are required to appear for the NEXT examination to practice and register. NEXT is only deferred and not cancelled. This should be taken up with the National IMA. Another issue is the salary of Junior Doctors. It should be at least Rs.70,000/- to Rs.1,00,000/-. The IMA State President and Secretary should make press statements and hold a press conference exclusively to highlight the plight of the junior doctors. There is no health without mental health (WHO statement). Suicide rates are high in Kerala and the rising trend of suicides among doctors is alarming. He said, mental health resource persons should be appointed in every branch of IMA. Action Taken Report is important and it should be followed up. He appreciated the State President & State Secretary for their exemplary work. Dr. Joseph Benaven: The action taken was explained in detail at this meeting explained point by point. Dr. Sulphi N.: Regarding the NEXT, National IMA has done some work & may be the action committee Convenor can look into this. Salary is a burning issue and we have to talk. Dr. Seethi V.U.: Very happy to hear about the new Hospital Protection act. We should be very careful when we communicate as well as for documentation. For Integrative medicine, need a pull-up from the State also. Regarding the issues of junior doctors, should give good directions since majority of doctors are working in private hospitals and should give strict instruction to the hospital in consulatation with the KPHA regarding the salary. Dr. Sulphi N.: Asked for Ethics Committee Reports. Dr. Jain Chimmen: President has assured that he will give more importance to the Ethics Committee in the last meeting, because many people have already mentioned that Ethics Committee is not doing anything, is just a paper tiger. Dr. M.N. Menon: Ethics Committee had 3 meetings. We have been discussing on the grievances received and some communications regarding what more awareness has to be done & waiting for the NMC perfect guidelines, that is the one reason why we couldn’t come out with more seminars and more communications. Communication regarding how to respect your colleagues, there are lot of cases coming up off late, with regards to as mentioned, issuing the medical certificate without seeing the patients, then talking bribes repeatedly. Police case have been registered even those cases also happening rampantly. There are more other cases. I think our attitude as far as the ethics committee is concerned we have no statutory powers. We have presented the report in the last SWC meeting on Orthopedician’s case. We never suggested any punishment but we suggest that should be discussed in the SWC and we should plan what should our line of action. It is the high time that we wants some plans when there are perpetual offenders and proved ethical violations what should be the stand of the organisation. Never tried to suspend somebody boldly in spite of unethical activities. Have referred some case history from medical council they have taken an action. The humble suggestion which has come out of the deliberations of the last ethics committee meeting. So I have the humble submission to the esteemed SWC and the State President. About what should be our line of action in cases of such things, our duty to protect the members. Dr. Sulphi N.: Replied that Ethics Committee is very active and have lot of work and they are submitting reports. But need to change the attitude, take action directly and according to the byelaw we can suspend the people and we can take action against the bribery force case at General Hospital Trivandrum and also the case in Thrissur. We must have a strong stand on such occasions. Dr. T.V. Padmanabhan: Asked 15 minutes to speak for representing 3 branches in Kasargod district. Dr. Sulphi N.: Replied, it is difficult since he is representing only one branch. Dr. T.V. Padmanabhan: At the time of giving the Ethics Committee report. It is the duty of the President to announce what is the Ethics Committee and what is recommended discuss it. IMA has had a policy of protecting bribe-takers since its inception. In 2008, when Khedan Desai was caught red-handed and put in jail, only 2 branches protested it. Payyannur branch of Dr. Babu K.V. and Kodungallur branch of Dr. Rashid sir took correct stand on ethical right. Now Kanhangad has done Dr. Venkata Giri, Anaesthelogist at Kasargod General Hospital, who is going to retire at the age of 60 was President of Association of Anesthesiologist Society of India, IMA North Zone Vice President, North Zone Joint Secretary & caught. He cannot enter Kasargod District for 3 months. He said, I showed what I could do even though IMA didn't do anything. There is no point in saying that IMA is helpless. dishonest or corrupt behavior for another doctor. When 15 lakhs were seized from Sherry Issac's consultation place and taken away by the police, the IMA was speechless. It has been a month now since the Giri issue took place. IMA has no tongue. What is our ethical clarity? What is ethical stand? Protecting them? Protecting Offenders has been done since Kedan Desai till now. Dr. Benaven, incoming President, one thing he started, regarding the Non liability Certificate, No objection certificate to be given by the branch members who are changing branches. A couple who was in my branch 18 years ago, 15 years have passed since they left the branch. 15 years of arrears have not been given. Especially KGMOA, government service people don't give at all when they get transfer. If you want, just give the last 2 years. Its creating wrong proceedings and promoting members indiscipline. He said, he is from Kanhangad branch, we have gone to court and defeated such wrong things done by IMA KSB before. Hospital Act, as Gopi said, it doesn't matter because this Act came, the important thing is Safe zone and security. If there is no security system in the hospital, the beating is sure. But if you say that Act came and won everything, it will be more slapped. If the Ethics Committee commits such a mistake, he must be suspended from the Association. That's what needs to be done. We can't wait and say that we can decide in the next SWC. You are shielding the delegance, that you will shield the criminals. Dr. Joseph Mani: Hospital protection act should be displayed in all hospitals, there is no act like this anywhere in the world. It is our duty to give publicity, otherwise people will forget everything after a while. There are three things that have been said in general, one of which is a strict act on hospital violence. Our target should be clinical establishment act & another thing is the Consumer Protection Act. Regarding GST, already discussed in the cwc that 25% will be paid by National IMA & 25% will be by State IMA. 99% chance of winning the case, IMA Kerala State showed boldness for it. Special thanks to Dr. Benaven. National IMA has no time to learn anything about this. National IMA also conducted a detailed study on the GST issue & in the NEXT exam too, thanks to the involvement of IMA. Understood the importance of IMA in many issues like this, there are many complaints. When Dr. R.V. Asokan comes to the national level, there will be changes at the national level. If we talk about the National conference, it is very important for us. Dr. Althaf A.: Last year we accomplished a mission called the Hospital Protection Act, and we have many issues like this in front of us. Usually, schemes are formed for 2-3 years, similarly each of our committees are prepared every year and there is no continuity follow-up next year. What we need to do is to look ahead 10 or 15 years and prepare a detailed document including the public health sector, medical education and private health care delivery system of Kerala and chart out the activities accordingly. unemployment issue of junior doctors was discussed. The entire govt health system, whether it is under health service or under medical education, there are a total of 8000 posts. With the new scheme of Govt of India, all the sub centers will become health and wellness centers and nurses can be trained and placed there instead of doctors. At least in Kerala we can demand that all medical graduates should be posted in sub centers. As mentioned about the committees, the problem with kerala medical journal changing every year is that it loses its continuity. Dr. Gopi: Said the campaign of new members was very backward this year, we have prepared a new plan and 2 municipalities and 19 panchayats, in which each mbbs doctors of each panchayat have been assigned the task of finding new members. Dr. Abraham Varghese: He pointed out the attention of the President, because this is the installation period which is going on now, yesterday I had brought it to your notice, because our year starts on October 1st and ends in September 30th, so many branches are very late to install their Presidents and Secretaries, means somebody goes up to December, January, you're losing one or two months when you're delayed by it, because your term gets over on September 30th. Regarding Integrated Medicine, the Central Government is very adamant on that stand, that they want to implement the Integrated Medicine. So we, at least, Kerala State branch should take the initiative to see that it is, as mentioned by Dr. K.V. Babu. Regarding the Ethics Committee, no idea whether they have submitted the report. So there have been many instances where the bribery cases are increasing. Image, in today's Finance Committee report, IMAGE is giving 20 rupees per copy now. You have mentioned that it should be raised to 30. The Editor of Nammude Arogyam has requested for only 26 rupees. Then how come the Finance Committee raises another four rupees. Regarding Adoor Project, had an environmental study and that State Environment Committee, Chairman and two other officials have visited the site today. And they have made some negative remarks there, but we are waiting for the report to come in another three or four days. We have to construct building in three levels. So we will be able to construct two or three major buildings which has to be there. And remember this is not a replica of the image plant is at Palakad, probably we will have a very small version where we will be able to take care of about 10, 15 tons. The Adoor Project will also be somewhat similar to that, very smaller version of that. Desinganad: We can make it successful only if we act against integrated medicine now. The current team has done a lot of work for juniors. Dr. Cini Priyadharsini: In the last State sports meet, Desinganad branch gor 3 golds, 1 silver. Constructing a hall by occupying 250 members, inauguration will be in January. Health check-up, ECG etc. will be included in the next GB meeting so that can contribute in membership also. Dr. Kamarudheen: 50% share of State conference, how long ago we decided that, first we were conducting state conference for 500 rupees. Now it is 3000, 4000 rupees. Even though it is natural, the share given by the branch to State should be increased. Exceptions about Schemes are already there, whether taking 3.5 lakhs and paying 1 crore is not a loss, so it is not a loss at all. The health scheme crisis is not due to our fault. Membership is given to people who came during Covid 19. He suggested there should be at least one past president in the scrutinizing committee. There are no problems with the health scheme. It means that the capping amount should be reduced, in order to increase the caping amount, we will have to increase its proportion accordingly. And the clinical establishment has been said by many people, the correct answer should be state ptesident or state secretary. If we are talking about the state conference, we are sharing the amount of registration divided by total members. This can be implemented in small branches. When talking about integration, what is the attitude of medical students that is going to be affected the most. Dr. A.V. Jayakrishnan: He appreciated the leadership of Dr. Sulphi & team. When hospital violence has been an issue for several years, we have discussed many times what are the solutions for it & understand that there is a need for a strong law. Due to the influence of the President in the social media, the strictness of the Indian Medical Association's scientific point of view, without any change, is seen as the biggest achievement. While talking about mixopathy and integration here, President’s social media presence was able to bring accurate messages against it to the people. Similarly GST was a very big crisis and still that crisis has not changed & we are working on legal processes. Another issue, integration and mixopathy, strong stand has been taken in the state. But I would not say that the national leadership is watching the activities at the national level, in which very limited things can be done at the state level. Even if there are delays in these cases, legal and NMC level interventions are required in these cases, for example in the issue of the ayush ministry giving them permission for surgery, as well as in the Delhi High Court cases pointed out by K.V. Babu, human rights commission and other cases, the Indian medical association has joined at the national level and decided to make a definite resistance to it. There are, even though I understand that there are some delays in implementing all of them, but under the leadership of our Asokan Sir, we can expect more robust activities in this field as he is ready to take up integrative medicine as his main agenda next year. Our schemes are now going strong. Schemes can be brought forward by including maximum facilities along with the sector. 50000 should be paid as road tax for the car driven by the doctor, or ima may be able to create a situation where it can be brought to 25000. We have to change the scheme in such a way. Even issues related to GST will have to make changes in our accounting system and scheme. GST is a business model and our other activities are a charitable model. When the problems affecting small hospitals came up in the clinical establishment act, we strongly opposed it. Changes made when the rules came from the original act. The changes that occurred when the minimum standard regulations came from the rules. This is the law of Kerala State today. The laws passed about four to five years ago. We can check whether we can sustain, not only some parts of the clinical establishment act, but also the ability to take action against wrong things by understanding all its negative aspects. We have to discuss all the changes in our new syllabus. The hope is that we will be able to work strongly in these areas with the utmost unity. Dr. Jayaramdas K.: Installation was done at Chirayinkeezhu branch. According to the Finance Committee report, it has been said that an establishment cost should be paid for using the terrace of Doctors’ Club, 22 cents of the land purchased by Doctors’ Club has been contributed to IMA. Today, that land worth crores of rupees is a land that was purchased by 180 people who were members of the Doctors’ Club at that time and has written to the Doctors Club. As a solution, there was a situation where new members coming to the club could do small activities on the terrace of the club. It has been requested that it should be stopped as per the directive of the new finance committee. That action should be put on hold for the time being. Dr. Sudeep T.K., SWC, Cherthala: Sports meet was held in Alappuzha three weeks ago, did not see anywhere how much ima contributed. Suicide should be reduced. This is related to sports activity. After doing something like that, the financial responsibility of it has come to the district where the Alappuzha district committee belongs, it is said that the state should take this responsibility. It is the responsibility of the state to participate in the national level of those who have won the sports meet at the state level. We have to fight against the central policy. We have to go forward with more strength. If the national leadership does not take it up, the state leadership should take it up. Dr. C.K. Chandrasekharan: The new law, Hospital protect act is an achievement. There are 24 medica colleges visited as part of the membership campaign. More doctors to be posted in the Govt. service. Sulthan Bhathery: When the executive meeting was held in the branch, the health scheme was discussed. One of the members questions is how to reduce our reimbursement. As Dr. Jayakrishnan said, we will get more benefits if we join the health scheme as another insurance scheme. say that the State Conference should fund the schemes. The scheme has its own difficulties. The branch conducting the conference has to collect funds and conduct the conference. Dr. Joseph Benaven: All banks have a BLR & is decided by the RBI. We can decide after consulting with the Star Health firms. Dr. K.A. Sreevilasan: Last year was a year that achieved a lot in the history of ima. Best wishes for the new law that we achieved in 2012 by meeting all the political leaders and taking the necessary actions at the beginning of this year after understanding the defects in the Hospital Protection Act. Each district should have separate protective courts for hospital protection. If there is an attack on a hospital, it is not enough for a constable to come and check, a police officer not below the rank of SI should come and check and reach the court within 60 days. The case must be decided within a year. How to give employment to 6000 doctors who pass out every year. Government employment is less likely as in the past. One is to pressurize the government to increase job opportunities. ima should bring a system that only those who have at least passed MBBS can be appointed in the sub centers all over Kerala. Now ima has more than 40000 members and it would be great if each of them can bring at least one new membership. Taliparamba: We should be more vigilant regarding the patient load. Dr. Vandana Das was brutally murdered when this type of patient load came there and IMA should think about the work load & Dr. Babu K.V. should take up this issue for the State leadership. Thalassery: IMA State branch had given a wonderful year in 2022-’23. IMA’s full professional support should be given to Dr. Babu K.V. It is not a good practise to collect funds from the schemes for the State Conference. Dr. ........, Thodupuzha Branch: Munnar is a dead branch for us. Finally, we have decided to club Munnar and Adimali together. It will be good if you get the permission to form one. Dr. Sulphi N.: I don't think that branch can be dissolved if the members of that branch change instead of making a club. Dr.............: Then dissolve the branch. Only 3 or 4 members will be there & one branch will decrease next year. Dr. Sulphi N.: Don't reduce the branch, let it lie down, just increase the members. Why we doctors are not involved in it. Everywhere one hears that it has been dissolved and that it will be dry from tomorrow. De-coupling is an issue. What is its procedure? Direction should be given to all branches. Banner Distribution must be done through IMA branches. He has been a member of the Hospital Management Committee for 22 years. When it was raised there, the MLA said that it was notice to possible. We must change it. In Govt. Hospital, banner distribution should be done by the Government. Dr......... We have given 18 lakhs in 'Pradeep Benevolent fund'. It would be better if you indicate how much is the total collection. Dr. Sulphi N.: The whole amount given to Pradeep Benevolent fund. Dr. Joseph Benaven: The thing is that we could not actually collect 18 lakhs. It is actually less by around 5000/6000 rupees to 18 lakhs was taken from the IMA President's Benevolent fund. That's how it is rounded up to 18 lakhs. Dr. Murugesan V.: Things should be known to the members also. Dr. Jayakrishnan A.V. said everything about CEA. Two things to abolish quackery & to standardize the Healthcare System - main aim is a corporate healthcare issue. Almost all schemes are going well, but if the membership is not increased, the situation will change when honorary members come. It is everyone's responsibility to raise the membership in schemes. Why should the advance contribution be collected? He suggested paying advance for 20 members first, when it is over, the next 20 members. Other states will collect like that only. we must think of that final byelaw amendment. Dr. Sulphi N.: Thanked him. Dr............ Vatakara Branch: Integration of the medical sciences, it is not enough to implement it, the leadership of the expert committee should be convinced. Medical students are going to be affected the most. Must convince MSN. Children who come out cannot be given jobs here, nor can they get jobs outside. They should understand that. If we want modern medicine doctors, we will have to get children who studied in China or Ukraine. Children who have studied Mixopathy will come later. In Vatakara, the consultation fee is revised every four to five years. Dr. Sulphi N.: Need opinion from the SWC regarding the recommendation of the Ethics Committee with states that Ethics Committee Meeting held on 1st August 2023 decided to submit the following recommendations to the State President. Dr. ...........: As a person who knows service matter, suspension is not a punishment. Any person can be suspended, no need to ask. The Suvo Motto case is something to pick up. There is no such word as temporarily suspension and permanent suspension. There is nothing like temporary suspension. Dr. Samuel Koshy: To add one or two things to the service rule, (1) Indiscriminately suspend as per service rules. But as far as IMA is concerned, there is no such clause. (2). The State IMA has no right to suspend or dismiss a person on the basis of an alligation or arrest. Now if we want to take action on it, either a person who has taken Medical Council action/ a person who has been punished according to the byelaw of the police/Government, we have the power to take action. As per byelaw, IMA Kerala state does not have any members. All members are National IMA Members. Therefore neither IMA Kerala state nor IMA local branch has any rights to take any action against any person. Recommendations can be sent. What is required for suspension or dismissal can be sent to the Central Working Committee. The CWC can decide what action is required under the byelaw. Dr......... : Dr. Sherry should be expelled from IMA because he took bribe. But everything should be done as per byelaw of the association. Dr. Sulphi N.: We will close this discussion, we will initiative of the suspension procedures, according to the byelaw we will send the notice. Dr. Muhammed A.P.: District Committee has been very active for few years. If you want to be active, you need funds. There is no fund for the district committee. It is financially difficult for them to squeeze all the branches while doing each thing. District Committee is the branch of State Committee. Therefore, the State Committee has to finance the District Committee. This is the decision of all district committee officials. Last time State Sports was held in Alappuzha. Alappuzha branch is responsible for that. Therefore, the state should bear the necessary funds for the state programs. Dr. Sulphi N.: Replied that a positive decision is there. Ethics Committee is looking of that. Dr. Joseph Benaven: There is an issue in this, actually Finance Committee has stated that people who are totally unrelated are also functioning in Doctors Club. There is only on that; this reference that the Finance Committee. Dr. Sreejith N. Kumar: As far as the Doctors Club is concerned for any activity of the Doctors Club to happen, we are supposed to provide the space for members. When Doctors Club first came into being, it was an exclusively an affair of the doctors club. Only those who joined were using the club's facility. But later including all state officials of IMA, any member of IMA who comes there. So it is in Periyar House. Whatever the decision is, Chairman and Secretary of Doctors’ Club in IMA are nominated by IMA itself. State President has only nominated. It is not a financial thing to prepare the conditions for them to function. IMA's job is to prepare the situation, not to make a profit from it. So whatever privileges are given to the Doctors Club not only that we should continue we should also see, because the Doctors Club is declining. How best the Doctors Club can be survived. Dr. Samuel Koshy: IMA Doctors Club is state owned doctors club whether it is in Periyar House or State Hqrs. As far as we are concerned, there is an issue of giving resources to outside members and not to our members. How many lakhs have been given to help doctors club survive. The facility has been provided whenever the need arises. Dr. Sreejith N. Kumar: Either you should define, the Doctors Club or IMA Kerala State who can come there or who cannot come there. The State President and Doctors Club Chairman should have a right to form internal guidelines. If he intends to do so now, no one who has nothing to do with Doctors or IMA or the club comes there. Is it possible to do a program there only for Engineers? The Finance Committee should not intervene in it. IMA State leadership should intervene and discuss with the doctors club and make a code of contact and regulations. It is beyond the Finance Committee. I think that the state president, and the incoming president should constitute a committee, should look into anything wrong while conducting the parties, but see that the club becomes financially viable and survives. State President: Actually, for the time being the decision is that status quo will continue. Dr. V.U. Seethi: How we will meet the expenses of Doctors’ Club. Dr. Sulphi N.: That is a very important point. Dr. A.V. Babu: When a function is held, food should be given from Doctors’ Club. In the Doctor's Club, there were programs coming to the C/o. of the members since before. The lower hall is attractive and everyone wants to go down and enjoy food there. They go higher because the charge is higher there. Dr.……..: Definitely we have to look into the matter. We have to redraft and how to make it effective it has to be viable it has to function but it has to be within certain guidelines and rules. Dr. M.E. Sugathan: Regarding conduct on the state conference, those branches who can do confidently conduct State Conference and they should go to all branches and collect. Dr. Sulphi N.: Exactly, there is a simple problem in this. If we collect cash from all branches and conduct Annual Conference with any branch, if any branches taken, they must work hard and they must collect money and then doing. If State have lot of money we will do that. There is one more danger in this. I don't know if I can be honest. Dr. Cyril Thomas: it is not easy to conduct a State Conference, National Conference also. There will be no calculation and even in the name of members, there is some meeting going on. Dr. Joseph Benaven: We should not take Thiruvalla, the State Conference has a reference point. Now already two branches come forward to call the next state conference. Dr. Cyriac Thomas: We have changed the accounting heads of PP Scheme in the last 2 years. The membership fee renewal amount that we get will be shown in liability. Now when GST has started, GST upon protest is being paid for everything. But when looking at Income Tax, whether it comes on income. Dr. Joseph Benaven: PPS Scheme is as such its not submitting ITR, which is not issued. Income tax return is filed by Sridhar & Company & can talk to them. Dr. Cyriac Thomas: Looks like Sukumaran Sir (Auditor) can be removed completely. Dr. Joseph Benaven: All schemes are centralized and come under a single Chartered Accounts Act. This problem will be solved next year. Dr. Babu K.V.: We need clarity on 3 things. There has been a lot of discussion about CEA. There should be a white paper about it from IMA KSB. For Doctors, Clinics, what to do and what not to do, they should be clear. Dr. Sreejith N. Kumar: It is clearly written in Act. OP Services are not included. We doctors will not agree to that. Every day I would just approach the government saying I want. At least if someone makes a single man clinic in this name, then we can intervene. Exemption is what we have achieved after a lot of struggles. Let us go pure hospitals, OP services without IP Clinical Establishment Act are not applicable. Let there have been no doubt let us not discuss. Now what we are doing is to exempt upto 20 bed and upto 50 bed. That's what we need to talk about. Dr. Babu K.V.: The request to State President is something that is being asked again and again in all branches. Let there be communication from IMA KSB to the branch Secretaries. It seems that four or five people have asked this question in the Working Committee. Dr. Sreejith N. For the last one year we could not pay them any money. National IMA ask us for the report we complied all the amount that was sent from IMA Kerala State Branch and this money has to be divided between individual medical colleges depending on the strength and portion goes to the state MSN units for their activities. No money has ever gone from IMA Kerala State Branch except we gave them I think in the last two years are I was Secretary probably we would have paid them to for the various activities they did we would have given them with a total amount of Rs.50000 or 55000, and they are very happy with any amount with the small amount we will pay. Only thing is they have to know strict procedural protocols to get the money from us. Dr. Devadas: PDSS claim for permanent disability has come. After nominating 3 specialties from medical colleges there, the report will be submitted to the apex body. If the list of VDRI is published here today, we can start the work from tomorrow, I assure that, we will do our maximum best. Dr. Sulphi N.: Please give a mandate and will take a suitable decision with you and also have a discussion with the incoming President. Dr. Devadas: As it is initiative, there is no financial commitment. but you can be nominated. 3. The SWC resolves to congratulate Dr. Sulphi Noohu & team 2022-2023 for the Hospital Protection Act amendment enacted by the Government of Kerala. 4. The SWC resolves to condemn the unethical practices engaged by any Doctor of Modern Medicine. 5. It is decided that IMA KSB initiate disciplinary action on Dr. Sherry Isaac, arrested on charges of bribery, in accordance to the bylaws of IMA KSB as recommended by the Ethics Committee of IMA Kerala State Branch. 6. It is decided to allot adequate funds from IMA KSB to fund the various programs conducted by the District Committees. 7. The SWC resolves to submit a memorandum to the Government of Kerala, not to enforce the PSC criteria of eligibility based on the NMC Teachers Eligibility Qualification in Medical Institutions Regulation 2022, which mandates one year Senior Residency for appointment, Assistant Professor in Medical Colleges as doctors working in Health Services are denied opportunity since they are unable to undergo Senior Residency due to lack of adequate approved Senior Residency posts. The number of Senior Residency posts in Kerala to be increased in proportion to the number of Post Graduate seats. 8. In corollary to the decisions of the SWC, that branches can only collect 2 years of pending Working Fund arrears once a transfer request is submitted, the 277th SWC empowers IMA KSB to effect branch transfer if the parent branch fails to complete the transfer within 6 weeks of submission of transfer request, in consultation with the parent branch, and National IMA to be intimated of the same. Dr. ………: For Transfer of the branch does not start the process 6 weeks. They don't complete the process within 6 weeks. Says we will. Just add "Doesn't do without adequate reasons". Dr. Joseph Benaven: The process is very simple. The moment the member files of an application branch for a branch transfer the copy has to be sent to the state office. So state office will be keeping it there in file. Obviously, the state office will be monitoring if the transfer process is completed by the branch. If its not completed obviously with the state office will communicate the branch as to the status. Dr. Samuel Koshy: Padmanabhan, this is not an issue to bulldoze. Dr. T.V. Padmanabhan: I have not spoken to Devadas. Dr. Samuel Koshy: About 40% people are additional in that list in all branches. At the same time, genuine members of many branches may switch to their right branch from time to time as per their byelaw due to various reasons. That delay is often delayed due to many reasons. If an election comes, it is often not known which branch is the fundamental right to vote for each member. For those in Thiruvananthapuram, the branch will be located in Kasaragod. After coming like this, we are denying their fundamental right. There should be a genuine solution in this. It does not mean the rights to bulldoze any branch.
