FINANCE COMMITTEE FINANCE COMMITTEE The first Meeting of the Finance Committee was held on 4th February 2024 at the IMA State Headquarters, Anayara, Thiruvananthapuram from 11 AM to 1.30 PM. The following were present: 1. Dr. V.U. Seethi, Chairman 2. Dr. R. Ramesh, Convenor 3. Dr. Roy Abraham Kallivayalil, Member Shri. Lakshmi Narasimhan CA, Financial Consultant and Smt. Sreejaletha CA, Finance & Accounts Controller were also present. The Committee looked into the functioning and accounts of the IMA State Headquarters, IMA Periyar House and all the Schemes of IMA KSB. I) The Quarterly Scheme Accounts duly reviewed by Central Auditors was presented by Smt. Sreejaletha CA. It was observed that an amount of nearly Rs.74L received as income is unidentified. Also when a member expires the fraternity benefit of SSS is settled without deducting arrears against that member. Kerala Health Scheme needs urgent review study and appropriate reforms. Membership of the Scheme has to be increased to sustain it. Due Diligence report has to be filed. Younger members should be encouraged to join. In PPS there have been 300 drop outs during the last Quarter. This may be due to members shifting practice from Kerala/moving abroad/retirement from active practice etc. Efforts should be made to find out the reason for these drop outs. This may be done through the District Representatives. The Finance Department of IMA KSB should ensure the presentation of all details of PEPS, IMAGE, Nammude Arogyam and Doctors’ Club before the Finance Committee. In PEPS income generated through IMAGE and other sources are to be seen separately for analysis. There is unidentified substantial amount in the Pension Scheme and PDSS. The respective members should be identified. As per Bye Law Pension Scheme has to pay Rs.100/- out of Rs.500/- paid by members towards Annual Membership fee to the State HQs which has never been done since the inception of the Scheme in 2014. All legacy issues in all schemes are to be solved urgently. The BOT and Vigilance officers should be given training to improve the efficiency of their duties and responsibilities. II) IMA KSB: Printing expenditure is huge and green protocol to be followed and reduce the expenditure. The agenda notes and activity reports can be circulated only through soft copies. Covid Martyrs fund of Rs.4,25,000/- can be merged in general account with the approval of SWC. The expenditure incurred for meeting, food and refreshments is on higher side which needs to be reduced as minimum as possible. Rs.4.2 Cr. is accumulated for spending before 31st March 2024 as excess income over expenditure to be utilized for charity purposes. Otherwise we are liable to pay 30 to 33% Income Tax. Hence this matter has to be attended to urgently. III) IMA Kerala Doctors’ Club: Audited Financial Statement from 2017-‘18 to 2021-‘22 not received so far. This will invite issues in GST. The Doctors’ Club is advised to apply for GST Registration. IV) IMA Periyar House: 10 Flats are still unsold. Hence appropriate decisions to be taken to enable selling of flats. A separate meeting of Finance Committee with the Office bearers of the IMA Periyar Project to be convened to discuss and solve the issues related to it. V) Dormant Bank Accounts It has been observed that there are inactive dormant accounts under IMA AMS & IMA Kerala Health Scheme which are present at the location of the earlier secretaries. These accounts have to be activated. In this context, it is recommended that all schemes adopt permanent bank accounts which are not transferred depending on change in office of the Scheme Secretaries. VI) Other Issues: GST: IMA KSB has started paying GST under protest from June 2023 and remitted a sum of Rs.214.20 L. The case is presently on in the Hon. High Court. Legal expenses incurred in connection with GST issues is about Rs.80 L. and a sum of 70 L is expected to be incurred more. It is recommended that IMA KSB has to be reimbursed by the schemes coming under IT PAN of IMA KSB on a proportionate basis as per the gross total income of the schemes.
