前言
缅省中文学院四十周年纪念特刊面世了,这
是中院发展史上的一件大事情。我们怀着诚
惶诚恐的心情把它呈现给中院师生,家长,
义工, 和一切关心中文学院发展和海外中文
教育的人们。
四十年如一日,中院创办元老和众多的义工怀着历史责任感辛勤办学教书育人,培养了近千名
学生。中院对曼尼托巴省中文教育的贡献是有目共睹的, 中院人用自己的行动书写着华人的奋
斗史, 他们不需要人们的颂扬。我们编写特刊只为真实记录中院人的经历,和发生在我们身边
的事情。虽然,特刊所反映的不是中院的全部,总体质量还不尽人意,文字也略显粗糙,但决
无掩饰和娇柔造作。我们不是为中院的过去写总结,是想以史为鉴,为中院的明天,讲述昨天
和今天的故事。
无论是早期移民还是改革开放后走出国门的第一代海外大陆移民,不管是源于什么原因离开自
己的祖国,来到加拿大这个陌生的国度,全新的社会制度、生活工作环境,不同的语言和文化
对我们大家的冲击是十分巨大的。在我们艰苦创业,建立新家园的时候,我们更希望自己下一
代能更好的融入当地的社会,具有更好的竞争力,同时也希望我们的孩子认识中国字,懂中国
事,保留中文这个和祖国亲人沟通的重要媒介。有幸的是,我们缅省中文学院为您的子女提供
了这样一个学习平台。
当今,成千上万的大陆移民正在以“黄河入海流”的磅礴气势,冲在整个中华民族文明潮流融
入世界文明的前沿。我们重新认识着外部世界,同时世界也从我们身上加深了对中国人的了
解。我们的成功需要强大的海外华人社区,更需与强大的祖国保持联系。因为有强大的祖国做
后盾,海外华人才有自立于世界民族之林的底气和尊严。让我们的孩子学习和学好中文,传承
优秀的中华文化不应该是选项而应该是必须。
我们尊敬中院元老四十年前创办中文学院的远见卓识, 他们的奋斗和无私精神鼓励着我们新一
代中院人团结一心努力把中院的事情办好。让我们用唐代王之涣的诗:“白日依山尽,黄河入
海流。欲穷千里目,更上一层楼” 共勉 。

Manitoba Academy of Chinese Studies’40th PREFACE
Anniversary Publication marks a milestone
in the history of the Academy. We present
this with humility to our students, parents,
volunteers, and everyone that has a vested
interest in the development of the Academy
and overseas Chinese education.
In the blink of an eye, 40 years has passed. With enthusiasm and a sense of responsibility;
the founders of the Academy and the numerous volunteering educators throughout the
years have educated and brought up almost 1000 students. The contribution of the Academy
to Chinese education in Manitoba is evident, and the actions of the Academy members
chronicle the struggle and rise of Chinese immigrants. This publication is to commemorate
the Academy throughout the years. Although we may be insignificant in the grand scale of
the world and our words are not sophisticated, we nonetheless enthusiastically record these
events. We look to the future in narrating the past stories of the Academy.
Whether it is the first generation of Chinese immigrants or those that came later after the
reform of China, no matter what the reason was for leaving, they arrived in a foreign nation,
in a new society. They not only face unfamiliar living and working environments, the language
and cultural barriers also present a great challenge to them. While immigrants struggle to
build new homes and careers, they also build hope that the next generations will have an
easier time fitting into local society. The older generations hope that future generations
are equipped with the skills to contribute, but also that they can still read Chinese and
understand the importance of keeping their Chinese heritage. It is with language that they
can remain in touch with their roots. Thankfully with the existence of the Academy, every child
is given this wonderful opportunity to keep their heritage.

Today, millions of Chinese live overseas in the far corners of the world, bringing with them
their heritage and influence to the world around them. We look at the world with renewed
enthusiasm, with the hope that we understand others and that they can understand what it
is to be Chinese. Our success is in the effort of all overseas Chinese communities, and the
support and communication with China, our roots. With the backing of our motherland,
we can stand proud with the citizens of the world. With the support of our new homeland
we teach our children the importance of harmony and Chinese language. Learning and
understanding Chinese culture is not a choice but rather a welcome privilege.
We salute the founders of the Academy who had this extraodinary vision 40 years ago to
build a community of upstanding citizens of the world that can not only speak Chinese,
but also understand and share Chinese culture. The selfless spirit of the founders and their
sacrifice encourage all of us to join together in continuing the education of language and
culture and to continuously improve the Academy. The best word to describe the future of
the Academy is from a poem by Wang Zhi Huan a famous Tang Dynasty poet.

A Time to Reflect…and Move On
By Chi-loong Wong and Betty Wong It’s hard to believe that the Academy is already
more than 40 years old. At the time that
MACS was found, we were reasonably young
and energetic, with three children ranging in
age from five to 13. Some might consider it’s
selfish or self-serving to start a school just so
our own children would have the opportunity
to learn the Chinese language and culture –
and they could be right!
Over the past 40 years, the Academy has gone through many changes and weathered some
tough times. At the beginning, membership was small, and so was the student population.
With only seven founders along with a dozen or so founding members, we managed to make
do with very limited resources. Teachers, administrators, sports organizers, curriculum writers
– not a single person was paid: we were all volunteers. Meetings were held in our homes with
refreshments and dinners provided by the host, free of charge. Those were fun, simple and
happy times – the good old days!
We don’t mean to paint an idealistic picture. We had our differences; there were conflicts
and arguments. There were strong-willed, opinionated people in our midst, but arguments
were always related to idea and issues -- they were never personal.
That’s what I have always felt it distinguishes the Academy from other community
organizations. From time to time, we could not help but feel proud to hear about friends or
members who tried to volunteer for other organizations but soon returned to the Academy
because they missed the family environment the Academy provides that others lack.

We are sure that we speak for many of the Academy’s senior members when we say we
should learn to “let go”. We did more than our share at the beginning, helping to build a
strong foundation for the organization. The Academy is very fortunate now to have a younger
generation of dedicated and capable people who share our vision and will continue to strive
to meet our original goals and objectives. It’s time for the seniors to sit back, relax and take
pride in the Academy’s accomplishments.
We would like to extend our sincerest congratulations to the Academy on its 40th
anniversary and the special publication commemorating it. Much appreciation and a heartfelt
thank-you is extended to our new president and executives for their continuing devotion and
dedication to the Academy. We firmly believe that under Dr Li Yueshu’s excellent leadership,
the Academy can look forward to a future that is bright.

Time Reflection The Manitoba Academy of Chinese
Studies is now more than 41 years! When
Rose Lim and Dr. Dick Lim Rose and I joined the organization at its
inception, we did not anticipate the time
and energy which we would be spending
on this endeavor from 1974 to the present.
We are very happy to be members, and
to volunteer for all these years, helping
in various capacities to promote and
maintain this wonderful organization.
We are proud to say that our 3 children who were students of the school are now parents
themselves, doing their own part to promote the Chinese language, arts and culture in
their respective communities.
Over the years we have learned several important lessons:
• An organization needs strong support from its membership to keep its objectives
and priorities in sight.
• No person is an island.
• Communication is vital. Without this, misunderstandings can arise.
• Compromise is needed.
Whatever position one might hold, it is only transient. It is most important that each and
every one should try their best to further the main objectives of the Academy for the
collective good.
To this end, we are very happy to witness the transition of the membership from the
original local, Southeast Asian, Taiwan and Hong Kong Chinese to the Mainland Chinese.

中院四十周年庆典委员会与元老们的通讯
作为我院40周年庆典的一项活动,中院理事会决定给创建中文学院的元老们和几位资深义工颁
发纪念奖牌。中院理事会的要求我以中文学院40周年庆典委员会主席的名义向七位创建中文学
院的元老们发一份邀请函,邀请他们携夫人参加 我们40周年院庆既春节庆典晚宴 (2014年1月
25日)。届时省督李绍麟夫妇为他们颁发纪念奖牌 表彰他们的贡献。 由于这七位元老,有五位
居外阜, 他们因工作或因身体的原因未能亲自参加我们的庆典晚宴。我们只好把纪念奖牌和
一些庆典晚宴的照片给他们寄去。五位居外阜的元老打来电话或复函致谢。他们的谈话和信函
中表达出对中文学院难以割舍的感情及对中文学院未来发展的期待。事后我的心情很久不能平
静,为他们的挚着和奉献的精神感动。在这里我们把一些信件刊出和大家分享。

中院理事长
李月树 博士
缅省中文学院位于加拿大曼尼托巴省温尼伯市,是曼尼托巴省规模和影响力最大的中文教学机
构。 她创办于一九七四年,是曼尼托巴省第一所使用中文普通话授课的学院。目前该院设有从
幼稚班到十年级的普通教学班和成人班, 有在校学生200余人, 任教教师30余人。学生来源主
要是当地华裔学生也有一些其他族裔的学生。多年来中文学院坚持创院宗旨,积极发扬和传播
中华文化,努力教授中国语文和竭力促进当地华裔之团结。缅省中文学院已成为加拿大中文教
育领域的领先团体,取得了令人瞩目的成就。建院40年来中院为加拿大培养了一大批初步通晓
中国文化和传统的学生。这些学生中有些已经成为各界的精英。
中文学院的创建动机和宗旨
缅省中文学院是由一群居住在温尼伯市关心华裔前途的有识华裔人士在一九七四年创办的。当
时他们的动机是:开办中文学院以保存中国文化和语文,同时促进华社团结以争取华裔的更大
福利。 为达到创建中文学院的目的,学院设立了三个非常明确的宗旨:
1.发扬和传播中华文化之精英;
2.学习及教授中国语文;
3.促进当地华裔居民之团结。
中院的组织
缅省中文学院是一所义务,独立和公开的非盈利机构。学院最高权利机构为中文学院会员大
会,它的执行机构是理事会和常设或特设委员会。中文学院的一切活动都是由各个团队以工作
小组形式去负责和完成的。中文学院每年召开两次会员大会,大会遵循西方议会程序去选举理
事和审核理事会工作报告(包括财政预算和决算), 以及议决中院的各项活动 方针。理事会
共设有七名理事,他们是由会员民主选举产生,理事长由理事们自行推荐。过去的四十年中,
中院的理事长由十多位不同的会员分别担任。中院采用分层负责制,各团队或委员会向理事会
负责,理事会向全体会员大会负责,会员有权监督理事会,亦有义务协助理事会以及各团队共
同扩展中院的各项事务。

中文学院的立场和作风
缅省中文学院是一个义务,独立而公开的自愿组织。
她是义务的-----不计酬劳亦不谋私利;
她是独立的---不受干预亦不受收买;
她是公开的---欢迎参与反对歧视;
她是民主的---容许反对意见和拒绝专制。
在保障会员的民主权利方面,中文学院重视民主和法制,重视按章办事的法制精神。中文学院
在教学方面力求做到教学内容与时俱进,鼓励创新务实。在普通话教学内容上做到对中华文化
的取其精华,去其糟粕,配合加拿大本土的语言和文化习惯有所区别的选择。中文学院追求团
结而不同流合污, 她积极支持一切有利于整体华社的事业,但坚守一贯的“公开,公平,公
益”等合作前提
中文学院的教育活动
中文学院的教育活动是以中文班为中心的。中文班成立于1974年3月。中文班的教学目标是让
学童能够讲中国话, 读中国书和懂中国事。
中文班的教学活动依靠租用公立学校的教室和文体设施来完成。现在使用Grant Park High
School 的教室和文体设施。
中院现有三十多名教师和助教,其中大多数有丰富的中文教学经验,有几位曾是本省公立学校
的教师。
中文学校中文班教授从幼儿班到十年级的中文课程。有些班级根据学生的会话程度分为A班和B
班。 A班的学生在家里缺乏使用普通话的环境, B班的学生在家里通常使用普通话。 此外,还设
有三个成人班,来满足日益增长的不同层次的成年人学习中文的需求。
中文学校中文班主要使用中院自己编写的适用北美生活环境的语文教材,辅以一些其他的资
料。 学生每周上两小时语文,另外有一小时的选修科目,例如,书法,国画,武术和民族舞
蹈等。此外,中院还经常举办定期和不定期的一些课外活动,例如朗诵会,书法比赛,文艺表
演,新年团拜以及一些其他形式的文化活动。这些活动可以促进学生对学习中文的乐趣,增加
学生应用中文和接触中国文化的机会。

中文学院的文化活动
中文学院的文化活动比较具体的有下列各项:
• 夏令营
夏令营是中院的暑假活动 , 从1975年开始大致每年举办一次。开始时是以家庭文化营形式,借
助集体生活去增进文化认识。历届夏令营都有轻松愉快的康乐活动和交谊活动,也有比较严肃
的益智的文化座谈。
从1994年开始中院自己主办或与中华学院,培英学校,中华文化社及中华会馆等华人组织联合
举办缅省中华夏令营。每两年由来自台湾的美劳,手工,体育和舞蹈教师向孩子们教授中国传
统的手工,体育和舞蹈科目,使孩子们经历和体验中国传统的文化活动。
• 中文学院合唱团
中文学院的合唱团以歌唱中国民歌以及艺术歌曲的方式去弘扬中华文化。合唱团已有三十多年
的历史,现有团员约30多名。三十多年来,合唱团演唱的曲目涵盖两岸三地的经典中文合唱歌
曲,近年来更加入英文,德文,意大利文等多种语言和风格的名曲,曲目更加丰富多采,演唱
水准更上一层楼。
中文学院合唱团在2006年曾赴渥太华参加 UNISONG 国庆庆典演出并载誉而归。自2001年开
始的每年五月,中院合唱团与本市意大利文化中心联合举办“春之共鸣”音乐晚会,誉满温
城。此外,中院合唱团积极参与中文学院内部的庆典活动,也经常应邀在其他社团所举办的文
娱活动中演唱。每年圣诞节前夕,与老人院耆英们的联欢会,也早已成为合唱团的传统,一直
传承至今。
• 中院通讯(NEWSLETTER)
中文学院为了促进与教师家长和学生之间沟通并为文教工作提供交流媒介,曾经刊行过一份《
学院通讯》。 这份刊物除了探讨有关中文教育的各项课题外,也曾经在文化介绍和众多华社社
区问题的评述上,发挥过舆论媒介的一定功能。 虽然于1978年改以《简讯》的形式不定期地
在内部发行。但它对中院的活动有重大的沟通和促进作用。从1978年起《中文通讯》更名为《
中文学院通讯》重新开始定期发行。它的内容主要包括中文学院消息,中文班的教学活动及中
院其他团体的消息,等等。
• 太极拳班
太极拳融汇民族哲理和武术于一炉,是老少咸宜的健身运动,也是相当具体的中华文化精华之
一。中院的太极班最初是由梅戈戈老师创办的,每星期六上午在General Byng High School
体育馆练习。梅老师离开温尼伯后,太极班由他的高徒或从国内出来的太极拳师傅担任教练。
梅老师调教出来的学生后来把太极拳在非华裔的当地社区推广而造福更多的人群。中院太极拳
班,虽然前后更换了数名教师和教练。但这个科目仍然坚持办了下来,而且在活动的内容上有
所扩大,在组织形式上进一步创新。目前除教授成人太极拳和太极剑传统武术项目, 还组织了
小学生武术班。
• 中文图书部
中文学院中文班设立有一个小图书室, 以儿童读物和教附材料为主。 多年来, 中文学院一直

考虑设立一个图书馆以增进文化服务。 1984年配合中院十周年院庆,并以捐献图书的方式,
在温尼伯千禧图书馆 (Millennium Library) 成立一个中文图书部,在中国政府的帮助下首批捐
献图书六百多册,以文史著作居多,亦包括一部分有关中国之英文版本。
• 多元文化活动
中文学院是本省民主艺术协会, 国际中心公民协会,缅省民族文化咨询会等多元文化组织的成
员,历年来均积极参加过种种促进多元文化的活动。
• 中文学院的团结促进活动
过去四十年间,中文学院一直主动寻求促进华社之间团结的机会。中文学院参加过华人联谊会
的圣诞联欢和中秋游河;石安台老人院的敬老会,曼大中国同学会的中国之夜;中华学院和中
华会馆主持的民风节,缅华公会的缅华运动会和“支援东南亚难民委员会”,缅省华报的华埠
前途和其他议题的座谈会,平权会的加华一百二十五周年庆典和华社发展研习会等。
中文学院曾主办过一次有关筹建中华文化中心的社区公开讨论会, 也参与过号召华社合办民风
节中国馆的种种努力。 中院除了诚恳地邀请别的社团来参加中院的活动外, 也曾联合过其他
华裔组织,共同举办联谊性,文化性,或教育性的一些活动。 中文学院是温城华社联合举办新
年庆祝会的发起人和主要策划团体之一。中文学院创办的中华杯篮球赛已经成为每年举办的华
人社区康乐活动之一。
• 中文学院的经费来源
中文学院是个百分之百的义务团体, 它的经费来自政府有限的赞助,有限的学费和筹款活动。
政府的资助限于联邦政府国务院和省政府文化部为组织祖语教育和推展多元文化而设立的定额
奖助金。这些资助一直逐渐减少,近几年来已完全断绝了。目前中院为了得到政府有限的赞
助,每年需要组织教师和家长去做义工(BINGO)换取政府的支持。
学费则来自中文班学生和太极班等班队的学员,但仅是象征性的有限数额。学院的活动经费主
要是以学院筹款为主,以及学生家长和社会人士的慷慨捐献。
实际上,中文学院能在十分有限的资源下顺利发展,最重要的原因是中文学院全体工作人员的
无偿劳动。除了近年来发给老师们的一点交通补贴,中院的理事,工作委员会,和各团队工作
人员没有接受过一分一毫的报酬,而且他们经常还向中文学院捐款。
中文学院的建树
中文学院在成长的四十年,已经取得了一些值得自豪的成就。在中文教育方面,中文学院在教
学行政,课程设计,教材编写,教学方法等方面都能够在不断尝试和不断改良中达到客观的水
平。她的祖语教学经验,在本省民族的祖语教育机构群中,被认为是一个值得学习的模范,中
文学院的代表积极地参与教育部主办的历次祖语教育会议并作出笃实贡献。中文班的教师是曾
在全省祖语教师研习会中担任讲员并主持专题讨论。中文学院亦在缅省祖语促进会成立时参与
策划工作。1984年,中文学院发起,而且全力支持温尼伯市首届中文教师研讨会,为本省中文
教育课程方案催生。

中文学院曾全力赞助1978年的加拿大中文教育调查,为本国的中文教育实况提供了不少珍贵的
资料。一九八二年,中文学院发起,并主办了第一届全加中文教育会议,促成了全加中文学校
协会之组建。在其后的历届全加中文学校教育会议中,中文学院都作出了出色和重大的贡献。
一九九四年,为了庆祝本院成立二十周年,中院再次主办了另一次成功的全加中文学校教育会
议。中院在加国中文教育界所享有的崇高声誉诚非偶然。
中文学院致力发扬中华文化的工作向不后人。除了学院内部的活动,她一直积极支持当地的多
元文化事业。中院曾经为华社的一些文化活动扮演过前导和模范的角色:温尼伯市太极拳运动
的盛行,华文报刊的创立,中文歌咏队伍的衍生等, 都和中院有无法漠视或回避的渊源。在全
国或本省范围内的主要民族文化教育社群里,例如全加中文学校协会,缅省民族文化咨议会,
缅省母语教育促进会等,中院不但都有积极的参与,提供过具体的贡献,而且在各民族文化社
群中树立了良好的形象,是为华裔增光不浅。作为政府补助金的受惠者,中院的文化活动不但
深获重视,她的活动报告书亦收到有关政府的赞许,中院的财务制度曾被省政府评定为民间义
务社团的典范。
中院为争取华裔团结所作出的努力是有目共睹的。无论是本市,本省和全加拿大,中院一直不
放弃任何促进华社联合举办活动的机会。在温尼伯,农历新年庆典,中华杯蓝球赛, 中华夏令
营等都是具体的实例。在全国范畴内,最显著的例子是促成了全加中文学校协会和多伦多华裔
语文中心之间的重新携手合作。
做为本地华社的资深文教机构,中院一直关怀加拿大华裔的平等地位和权益,曾经不断地针对
任何影响整体华社福利的课题,包括国家统一,移民难民政策,人权,人头税等等,都及时地
表达了庄严的立场,公允的意见,和建设性的主张。中院在维护民族尊严,反对种族歧视和争
取少数民族权益方面, 屡次挺身而出,仗义执言,深受其他民族社区之敬重。
另外,中文学院一直积极主动地参与国际上的人道主义援助,比如发生了中国四川和海地地震
以及印尼海啸等自然灾害时,中文学院均给予了极大的关注。学院分别举办了各项募款活动,
在灾害发生后对灾区的人民送去了关心和经济救援。
此外,中文学院原理事长丘才廉先生和原理事长杨爱芳女士更是以身作则。他们夫妇在中国云
南贫困地区发起了希望工程的活动并援建了多所小学,多年来为当地山区的儿童的教育无私地
提供经济上的援助。这项工程现在还在继续。概括地说,在华裔社区中,中文学院创立以后的
民主开放作风,公正无私立场和坦诚服务态度,已经获得社区的广泛重视。中院的一些新老会
员,多在其他华裔社区中担任重要的职务,中院四十年来不懈的团结活动,已经在本地华社发
挥出肯定的潜移默化作用,其成就显然远远地超越了其他中文学校的设办目标。
中文学院的建树是她的成员四十年来共同心血的结晶,学院的明确宗旨和其健全的组织,使这
一群对中华文化有诚挚的珍惜,对中国语文有真实的器重,和对华裔前途有真诚的关怀的人,
能够发挥他们的抱负而作出贡献,其意义是十分深远的。

缅省中文学院院徽
缅省中文学院院徽的结构是一片枫叶和它中央的一个“文”字。
该“文”字形似孩童。头部圆体象征本院的宗旨和理想;平伸的手臂寓意平等、公开和友善。
躯体部分由两个“C”字组成,分别代表两种不同的社区或文化;它们的联结,象征两者之间
的交流与融合。
枫叶采用加拿大国旗所用的颜色。金黄色可视为中华民族的标志,同时又蕴含着崇高、宝贵和
光明的意义。
The logo consists of a Chinese character “WEN” in the centre of a Canadian Maple Leaf.
The stylized word “WEN” also resembles a child’s figure. The solid sphere, its head,
represents our goals and aspirations. The horizontal bar, its out-stretched arms, signifies
equality, openness and friendship. The conjoined two “C”s, its body, represent two
contrasting communities and cultures, cross-linked to mean interchange and harmonization.
The red colour of the Maple Leaf flag is self explanatory. The golden yellow colour
represents our ethnic origin; it also signifies treasure, dignity and opportunity.

缅省中学院组织章程
一. 宗旨
本院系一非盈利,无政党背景之中立学术机构。其基本宗旨有如下述:
(一) 发扬及传播中华文化的精英;
(二) 学习及教授中国语文;
(三) 促进当地华裔居民之团结。
二. 院址
本院之院本部设立于温尼伯市,院址得由理事会决定。
三. 会员
凡本省居民达法定年龄及愿意遵守本院章程者,均可申请入会。会员分会员、赞助会员、及荣誉
会员三种。
(一) 会员:
凡符合上述条件,由二位会员推荐,经理事会审核通过,送请会员大会认可。 会员可随
时以书面咨请理事会改为赞助会员,或在不违反本章程其他条款下,恢复会员会籍。
(二) 赞助会员:
凡符合上述条件,由二位会员推荐,经理事会审核通过,送请会员大会认可。
(三) 荣誉会员:
凡对中国文化有重大特殊贡献者,得由二位会员推荐,经理事会审核通过,送请会员
大会认可。
四.会员之权利及义务
(一) 享有参加及发起本院各项活动之权利及协助发展本院各项活动之义务。
(二) 会员对本院活动发起之程序:
(1) 提案须经五名会员联名建议。
(2) 提案内对活动宗旨,活动性质,经费及负责人之产生必须有明文规定。
(3) 该提案应与理事会协商同意后方可展开活动,并应由下届会员大会追认。
(4) 若该提案未经理事会同意,得向大会提出,经大会出席人数半数以上通过方得
执行。

(三) 除荣誉会员外,应按时缴纳会费(会费由理事会决定)。
(四) 会员有选举及被选举组成理事会之权。
(五) 各类会员均有自动退会之权。
(六) 除会员大会之表决及被选为理事之权利外,以上各项均适用于赞助会员及荣誉会员。荣誉
会员无需缴纳会费。
五. 会籍终止手续
凡合乎于下列(一)至(四)任何条件者均得退出本会,退会后各项权利及义务一律取消,所缴会
费概不退还。
(一) 自动申请退会者。
(二) 违反本会章程,由五名会员连署,并经半数以上会员通过者。
(三) 会员连续二次不参加本院会员大会而未向理事会请假者,应由理事会以书面通知
该会员终止会籍,或改为赞助会员。
(四) 逾三十天未缴会费者得由理事会以书面通知催促之,如再逾三十天仍未缴会费
者,则视为自动退会。
(五) 合乎(三) (四) 二项会员可向理事会申请复议,若有争执可向会员大会申诉。
(六) 会员因故迁离本省,得向理事会以书面申请暂时终止一切活动,唯以不超过两年
为 限,在此期间得免缴会费,并享有赞助会员同等之权利。会员迁返本省后恢复正常
权利及义务。
六. 会员大会
会员大会由本院全体会员百分之二十或者十五人(取较多者)以上出席方始生效。 若逾大会预定
时间半小时尚未达到法定人数时,理事会可宣布延期召开,延期会议由秘书以书面通知召开。
此会议以到会人数为法定人数。
(一) 会员大会系本院之最高权力机构。
(二) 会员大会每年至少召开二次,分别于每年春季及秋季召开之。
(三) 临时会员大会由理事会或过半数会员之要求而召开。
(四) 会员大会之主要职权如下:
(1) 制定本院施政方针。
(2) 选举理事会理事。
(3) 处理会员会籍问题。
(4) 批准本院会计年度预算及年终结算。
(5) 批准理事会对外所定之合约。
(6) 修改本院之章程。
(五) 会员大会开会通知书必须于召开日期前两周由理事会秘书以邮递寄发各会员。临
时会员大会开会之通知于特别情况下,可于会前三天至七天内寄发。

七. 理事会
(一) 理事会至少由五名理事组成,任期为二年,连选得连任。在本条款规定的理事人
数,理事会得因情况需要及班队活动之增减而增加或减少,但最低人数为五人。本条
款所设各组,理事会亦可依情况和需要作增减,各组功能理事会亦可作适度的合并和
变更。
(二) 理事会新理事选出后,由获票最高之新理事召集改组,理事会应于同年七月一日
前 完成新旧理事交接。
(三) 理事会向会员大会负责,代表本院执行会员大会所议定之决策。
(四) 本院对外合约均须理事会通过,由理事长与负责理事签署,并由下届会员大会追
认,方始生效。
(五) 理事会分设理事长、秘书组、文化组、教育组、财务组、总务组及公共关系组,
各 组负责人及理事长由理事互选之。
(六) 理事长任理事会议主席,处理本院内外一切行政事务及策划本院之未来之发展,
理事长得召开特别理事会议。
(七) 理事会下设六组,各组组长须由理事担任,组员可在必要时由非会员担任。
(1) 秘书组: 襄助理事长行使行政业务,制作及保存一切文书,仰承理事会决
议,召 开理事会及会员大会。理事长因故不能行使职权时,可由秘书组组长
代行之。秘书组负责对内对外之通讯。
(2) 财务组: 负责收集一切费用,保管本院经费及控制开支。负责向会员大会
报告预 算及期末结算。
(3) 总务组: 负责采购与保管本院所需物及财产。
(4) 教育组: 负责编制教材、教具,安排课程,协调各班队教育活动。
(5) 文化组: 负责协调及管理本院之文化活动。
(6) 公共关系组: 负责对内协调,对外联络。
理事会之职权除上述外,并承担理事会交代之任何任务。
(八) 卸任理事长而非现任理事,得为本届理事会之顾问。
(九) 如有理事辞职,其空缺应由候补理事充任;如有半数以上理事辞职,理事会应召
开 临时会员大会补选理事。原理事所余之任期由补选理事充任。候补理事之任期与所
补理事所余之任期相同。
(十) 为有效达到本院之宗旨,理事会得酌量客观条件与需要,开办各项学术文化及有
益会员身心健康之活动。各项活动规章由理事会议决,以最恰当之方法草拟之。各项
活动负责人由活动成员向理事会推荐任免。
(十一) 理事会由过半数理事同意得设立临时委员会。各临时委员会的成员可由会员或
非 会员担任。
八. 咨询委员会
本委员会之设立,旨在理事会之请求下,协助理事会处理特别和重要之事项。

(一) 委员会由愿意担任之最近五位前理事长(非现任理事长)组成。由委员中最前任之
理事长任主席。
(二) 委员会无定期会议。
(三) 委员会可接受理事会之书面委托,对专门事项作调查及建议。
九. 会计及审计
(一) 本院会计年度由九月一日至次年八月三十一日。
(二) 本院所有账册及文件必须于秋季大会之前由理事长及会员代表二人审核,送请该
会员大会认可。
(三) 本院每年度预算案须由新理事提呈秋季会员大会认可。
十. 资产处理
本院资产不属于任何私人。若本院解散时,本院全部资产由会员大会决定赠予其它慈
善机构。
十一. 修改章程方法
任何章程之修改,必须由五名会员联署,经出席会员大会之三分之二以上之会员通过
方始生效。

THE MANITOBA ACADEMY OF CHINESE STUDIES CONSTITUTION
(Adopted with Amendments on Dec. 3rd, 2004 by the Autumn Membership Assembly )
ARTICLE I OBJECTS
The Academy is a charitable, nonpartisan organization. Its main objects are:
1. To elucidate and disseminate the essence of Chinese culture.
2. To teach and study Chinese Language: and
3. To promote cooperation and friendship among Chinese Manitobans
ARTICLE II HEAD OFFICE
The head office of the Academy shall be in the City of Winnipeg, in the Province of Manitoba
ARTICLE III MEMBERSHIP
Any Manitoba resident who is 18 years of age or over and who is willing to abide by the
Constitution of the Academy may apply to become a member thereof. There are three
categories of members:

1. Members:
Any person who meets the above qualifications may be nominated for membership by
two members and may become a member upon approval of the nomination by the
Executive Committee and ratification by the General Membership Assembly.
2. Sustaining Members:
Any person who meets the above qualifications may be nominated for membership by
two members and may become a sustaining member upon approval of the nomination by
the Executive Committee and ratification by the General Membership Assembly.
3. Honorary Members:
Any person who has made outstanding contribution to Chinese Culture may be nominated
for membership by two members and may become an honorary member upon approval of
the nomination by the Executive Committee and ratification by the General Membership
Assembly.
ARTICLE IV MEMBERS RIGHTS & RESPONSIBILITY
1. Members shall have the rights to participate as well as initiate various activities of the
Academy. They shall have the responsibility to help promote all functions of the Academy.
2. The initiation of new activities by members shall be in accordance with the following
procedure:
i The proposal of the new activity shall be sponsored by five or more members.
ii The proposal shall include the objectives, nature of the budget and selection of
personnel in charge of the proposed activity.
iii The proposed activities may be carried out only after consultation with
and approval by the Executive Committee; the approval shall be ratified by the
next General Membership Assembly; and
iv In the event that the proposal is rejected by the Executive Committee the
members sponsoring the proposal may seek approval from the General Membership
Assembly. The proposal shall carry if it is approved by 50% or more of the members
attending the Assembly.
3. Members, except Honorary Members, shall pay a membership fee on time. Membership fee
shall be determined by the Executive Committee
4. Members shall have the right to elect and be elected as members of the Executive
Committee.
5. Members of all categories shall have the right to withdraw from the Academy at their own
accord.
6. Except for the rights to vote at the General Membership Assembly and to be elected to the
Executive Committee, Sustaining Members and Honorary members shall have the same
rights and responsibilities as defined in Article IV (1-5) herein. Honorary Members shall not
be required to pay membership fee.

ARTICLE V TERMINATION OF MEMBERSHIP
1. Membership in the Academy may be terminated if one or more of the conditions as
defined in Article V (1-6) herein are met. A person whose membership is terminated shall
be denied all rights and responsibilities to the Academy. There shall be no refund for
membership fee.
2. Those who withdraw voluntarily from the membership;
3. Those who violate the Constitution of the Academy and a motion for the termination of
their member- ships, jointly sponsored by five or more members, have been adopted by
more than 50% of all members;
4. Those who fail to attend two consecutive Membership Assemblies without asking for a
leave of absence from the Executive Committee may be notified by the Executive
Committee in writing, terminating their membership, or changing their status to
Sustaining Members
5. Those who fail to pay their membership fee within three days after such payment becomes
due and still fail to comply with a written reminder from the Executive Committee for a
further 30 days;
6. Members as defined in Article V (3 & 4) herein may request the Executive Committee to
rescind its decision. If there is any further dispute, they may appeal to the Membership
Assembly.
7. Members who emigrate from Manitoba may apply to the Executive Committee in writing
for a temporary suspension of all their rights and responsibilities for a period of not more
than two years. They shall not be required to pay membership fee during this period. After
their return to this province, their rights and responsibilities shall be restored.
ARTICLE VI MEMBERSHIP ASSEMBLY
The quorum of the Membership Assembly shall be 20% of the membership in good standing and
each entitled to vote, or fifteen such members, whichever is the greater. If within half an hour from the
time appointed for such a meeting, a quorum is not present, the President may declare the meeting
adjourned. Such meeting shall be reconvened within thirty days of such adjournment. Notice of such
meeting shall be given as per Article VI (5) herein and at such meeting the members present shall
constitute a quorum.
1. The Membership Assembly shall be the supreme governing body of the Academy.
2. Membership Assembly shall be held at least twice a year, one in spring and one in autumn.
3. Special or emergency meetings shall be called either by the Executive Committee or when
50% of members in good standing request such meetings.

4. The main functions of the Membership assembly are as follows:
i To set forth guidelines and major policies of the Academy;
ii To elect the members of the Executive Committee;
iii To deal with membership issues;
iv To approve the annual budget and financial statements of each fiscal years;
v To ratify all contracts and agreements made by the Executive with external
organizations or agencies; and
vi To amend the constitution of the Academy.
5. Notice of the meeting of the Membership Assembly shall be mailed by the Secretary of the
Executive Committee to each member at least two weeks prior to the date of such
meeting. Notice for the emergency membership meeting, under special circumstances,
may be mailed three to seven days prior to the date of such meeting.
ARTICLE VII EXECUTIVE COMMITTEE
1. The Executive Committee shall consist of a minimum of 5 and a maximum of 7 members.
New members of the Executive Committee shall be elected at the semi-annual
Membership Assembly in spring for a two-year term. They are eligible for re-election for
consecutive terms.
2. The new Executive member who receives the highest vote shall be charged with the
responsibilities of organizing the new Executive Committee. The new Executive Committee
shall assume office before July 1st of the same year following the election.
3. The Executive Committee is responsible to the Membership Assembly. It represents the
Academy in carrying out policies approved by the Membership Assembly.
4. All contracts shall be approved by the Executive Committee, and signed by the President
and the Executive member responsible for such contracts. Such contracts shall be ratified
by the next Membership Assembly in order to take effect.
5. Members of the Executive Committee shall elect among themselves the President and
Heads of the following sub-committees: Secretariat, Culture. Education, Treasury , General
Duties, and the Public Relations
6. The President shall preside over all meetings of the Executive Committee. He/She is
responsible for the overall administration of the Academy and its future development The
President may call a special Executive Committee meeting if and when he/she deems it
necessary

7. The following six sub committees of the Executive Committee shall each be headed by a
member of the Executive Committee. Members of the subcommittees may not be
the members of the Academy.
i The Secretariat: It shall assist the President in the administration of the Academy;
prepare and keep all documents of the Executive Committee; and call Executive
Committee meetings and Membership meetings in compliance with the decisions
of the Executive Committee. In the event of the President’s inability to perform
his/her duties, the Head of the Secretariat may act in place of the President. The
Secretariat is responsible for all correspondence of the Academy.
ii The Treasury: It shall keep full and accurate books of account which shall be
recorded all receipts and disbursements of the Academy. It shall control
the safekeeping and administration of the funds of the Academy and
their disbursements. It shall present the budget and financial statements of the
Academy at the Membership Assembly.
iii General Duties: It shall be responsible for purchasing supplies and the safekeeping
and administration of the property of the Academy.
iv Education: It shall be responsible for compiling and preparing text-books and
reading materials, programming and co-coordinating the educational activities of
all activity group of the Academy.
v Public Relation: It shall be responsible for co-coordinating internal relations and
establishing and maintaining external relations.
All the above named sub-committees shall also perform such other duties as may be
prescribed from time to time by the Executive Committee.
8. The immediate past President who is not a member of the Executive Committee shall be an
adviser to the Executive Committee.
9. Vacancies in the Executive Committee may be filled by alternate Executive members. In
the event that over half of the Executive members have resigned, the remaining members
shall call a special Membership meeting for the purpose of filling the vacancies. The new
members of the Executive Committee shall serve the remainder of the terms of office or
offices vacated only.

10. In order to effectively achieve the objects of the Academy, the Executive Committee may
undertake various academic, cultural and recreational activities beneficial to its
members. The rules and regulations governing the various activities shall be drafted in
accordance with the resolutions of the Executive Committee respecting
such activities. Persons in charge of such activities shall be appointed by the Executive
Committee on recommendations of the active members of the respective activities.
11. The Executive Committee may, from time to time, with the approval of more than one
half of the members, appoint ad hoc committees. Members of such ad hoc committees
may be members or non- members of the Academy.
ARTICLEVIII CONSULTATIVE COMMITTEE
The purpose of the Consultative Committee is to assist the Executive Committee in dealing with
special and important issues of the Academy, at the request of the Executive Committee.
1. The Consultative Committee shall consist of five past presidents (beginning with the most
immediate past President, his/her successor, and so on) of the Academy who are willing
to serve and who are not members of the current Executive Committee. The Chairperson of
the Committee shall be the most senior, i.e. the last immediate, past President
among them.
2. The Consultative Committee may not meet regularly.
3. The Consultative Committee may accept written mandates from the Executive Committee
to investigate special matters and make recommendations pertaining thereto.
ARTICLE IX ACCOUNTING AND AUDITING
1. The fiscal year of the Academy shall be from September 1st to August 31st of the following
year.
2. All accounts and financial documents shall be audited by the President and two member
representatives prior to the Membership Assembly in the autumn and ratified by the
Assembly.
3. The new Executive Committee shall present the annual budget of the Academy for
approval by the Membership Assembly in autumn.
ARTICLE X ASSETS
The assets of the Academy do not belong to any private individual. In the event of dissolution or
winding-up of the Academy, all its remaining assets, after payment of liabilities, shall be donated to
one or more recognized charitable organization in Canada, to be determined by the Membership
Assembly
