The training system in the Royal Malaysian Air Force (RMAF) has evolved into the current structure that is based on the Competency-Based Training and Assessment (CBTA) concept. The CBTA concept is now wholly reflected in the conduct and standard of training in the RMAF, which focuses on training to fulfil workplace competencies. 2. Markas Pemerintahan Pendidikan dan Latihan Udara (MPPLU) Command Training Instructions (CTI) are issued on the authority of the Panglima Pendidikan dan Latihan Udara. These instructions are formulated to direct, coordinate and provide guidance for all training and curriculum management activities, including that of currency and standardisation of training staff, in all the training institutes under the command of Markas Pemerintahan Pendidikan dan Latihan Udara. 3. Therefore, Commanding Officer of the training institutes is responsible to ensure that these instructions are known and incessantly complied with by all concerned. 4. Panglima Pendidikan dan Latihan Udara is the authority to review and update these instructions. Markas Pemerintahan Pendidikan dan Latihan Udara (MPPLU) Command Training Instructions (CTI) - PU 9206 is a set of instructions issued by the Panglima Pendidikan and Latihan Udara (PPLU) to provide uniformed guidance on training and curriculum management activities to ensure clear, concise work processes in all MPPLU training institutes. The formulation of these instructions is based upon and to be read in conjunction with the followings: a. PU 9107 - RMAF Training Doctrine. b. PU 9108 - MPPLU Manual of Training Policy and Procedures (MTPP). c. PU 9203-004 - MPPLU Training and Categorisation Instructions (TCI). d. PU 1114 - MPPLU Flying Orders. e. PU 9203-010 - MPOU Training and Categorisation Instructions (TCI). AIM 2. The CTI aims to prescribe instructions for the management of training, curriculum and training support activities in MPPLU training institutes. AUTHORITY 3. PPLU is the sole authority for the formulation, publication, review and amendment of the CTI. MPPLU-CTI PHILOSOPHY 4. CTI provides general direction and guidance for standardisation in conducting training and curriculum management activities. Unit Training Instructions (UTI)/training related standing orders issued by training institutes shall further detail out the specific processes, procedures and training requirements peculiar to courses conducted and training environment in the respective institutes based upon MPPLU-CTI. RESTRICTED PU 9206 3rd Edition RESTRICTED 2.1 - 1 of 6 MARKAS PEMERINTAHAN PENDIDIKAN DAN LATIHAN UDARA COMMAND TRAINING INSTRUCTIONS PART 2 RMAF TRAINING PRINCIPLE CHAPTER 1 TRAINING POLICY INTRODUCTION 1. The aim of training in the RMAF is to provide its personnel with the knowledge, skills and attitudes (KSA) necessary for them to perform their tasks effectively. To achieve this aim, the RMAF has adopted the Competency-Based Training and Assessment (CBTA) concept, which focuses on training to fulfil workplace competency. 2. The concept of CBTA focuses on performance at the workplace rather than in the learning process. In other words, the training concept emphasises on the individual’s ability to transfer and apply skills and knowledge from the training received. 3. All RMAF personnel involved in training should uphold the fundamental of RMAF training and education. It must be incorporated with training institute effort so that CBTA will be aligned with national initiatives in producing a competent workforce for the RMAF. Standardisation is the key, and unified understandings will ensure avoidance in redundancy in training. OBJECTIVES 4. The objectives of training in the RMAF are as follows: a. To equip personnel with the basic skills necessary to accomplish the tasks required of them. b. To motivate personnel to do their tasks. c. To ensure that personnel are updated with the latest developments in areas relevant to their specialisations. d. To ensure that personnel are familiar with and updated latest procedures and techniques to fulfil work requirements. e. To stimulate the development of more cost-effective methods in the utilisation of resources. COMPONENTS OF RMAF TRAINING 5. All RMAF personnel undergo a continuum of education and training programmes intending to gain and maintain occupational skills, as well as developing leadership and managerial abilities. 6. RMAF training focuses on three components that complement each other. These components are as follows: a. Training.

The purpose of training is to develop workplace competency. It is meant to increase readiness and military effectiveness by providing an understanding of the personnel’s contribution in completing the overall mission of RMAF. RMAF Training Categories is divided into three (3) categories: a. Initial Military Training (IMT). The first training to indoctrinate civilians to become military personnel through military culture, organisation, and mission orientated training, for example, Latihan Perajurit Muda (PJM) and Basic Officer Course (BOC). b. Specialist Training (ST). It is meant to provide specific skill(s) to all initially trained personnel in their respective trade so that they can function effectively according to their job scope. It is further divided into two (2) as follows: (1) Technical Training. This is a trade’s training but does not includes Flying Trade. It is meant to equip tradesmen with specific trade knowledge and skills to perform their trade’s task effectively. It is further divided into four (4) levels as follows: (a) Basic Trade Training (BTT). This is to qualify an officer or airman/airwoman who has just completed IMT for entry to a mustering or trade. (b) Integrated/Advance Training (IAT). This is to upgrade and broaden a person’s knowledge and skills within his trade speciality area. This prepares the person for wider responsibilities and perform task while assuming a higher position. (c) Selective Skill Training (SST). A selected number of officers or airman/airwoman may be required to fill specific positions that require specialised knowledge, skills and secondary specialisation. These positions form only a small percentage of the total population within a central trade speciality area. Hence, only those who have been selected to fill these positions either immediately or in the future would be picked for training. (d) Refresher. A training designed for officers or airman/airwoman with a purpose to acquaint them with the new skills, methods, and processes required to improve their performance on the jobs. (2) Aircrew Training. This is Flying Trade’s training. It has two (2) categories - Pilot Training (for RMAF Pilots) and Non-Pilot Aircrew Training (for Navigators (Nav), Flight Engineers (FE), Weapon Sensor Officers (WSO), Air Quarter Masters (AQM)). Both trainings are implemented in two (2) distinct phases as follows: (a) Basic Flying Training (BFT). The objective of the training provided in this phase is to equip potential aircrew with military aviation

The essence, however, is in moulding them into military aircrew with a high sense of military professionalism. The training in this phase provides the trainee with the necessary foundation for progression to missionreadiness training which will be conducted at the Tactical Training Centre. (b) Mission Readiness Training. On completion of basic flying training, aircrew progress to mission readiness training. This is further divided into two stages: i. Initial Qualification Training. The objective of this training is to qualify an aircrew to a specific aircraft category (Fighter/Transport/Helicopter). Upon successful completion, an aircrew is deemed competent according to aircraft category but not qualified to perform the assigned missions. ii. Mission Training. An aircrew needs to progress and complete mission training before he is deemed qualified to perform the assigned missions and role of the according to aircraft type. Integral in this stage of training is weaponry and where applicable, the teaching, acquiring and application of air combat tactics, technique and skills will be included. Only on completion of this training is a pilot said to be mission ready. iii. Category Upgrade. c. Operational Training (OT). It is meant to provide skills to do the task in the operational environment. It is done under simulated or real environment for an individual or group. It is further divided into three (3) categories as follows: (1) Continuation Training. Continuation training is designed to ensure that the individual attains the minimum proficiency and skill level to maintain currency to perform his assigned job. The Occupational Specification (OS) specifies the minimum standards expected of each appointment/position. (2) Operational Conversion. Operational conversion is provided to upgrade the skills of an individual whenever he/she is assigned to a new role and has to operate a new system. Also included in this category are technicians who are posted to different weapon system or new ground support systems. In this respect, system schools are set up to provide such training. (3) Operational Exercises. Operational exercises are conducted either under simulated or live environment to assess and evaluate the standards and skills attained by an individual or an operational unit in undertaking its operational missions. Operational exercises are conducted either as combined force exercises, joint force exercises or single service exercise. EDUCATION 8. RMAF Education teaches the individual “how to think”. The purpose of education is to develop knowledge and techniques, develop creative and imaginative thinking and instil the correct mental attitude to assume supervisory, managerial and leadership roles as they progress upwards in rank and experience. The RMAF Education Categories is divided into four (4) categories as follows:

It is a specific curriculum which provides RMAF officers and airmen/airwomen with skill, knowledge and understanding to function as an effective leader, thus enabling them to make a better decision in their task. It covers leadership, management and communication skills in a military context for doing tasks in RMAF, in a joint operation (with Tentera Darat Malaysia (TDM) and Tentera Laut Diraja Malaysia (TLDM)) and in multinational operations (ATM with other agencies). Courses involved are Junior Officer Course (JOC), Squadron Officer Course (SOC), Kursus Kepimpinan dan Pengurusan Pegawai Waren (KPPW) dan Kursus Penyelia Kanan (KPK), etc. b. Professional Continuing Education (PCE). This is the second step or advanced course after PME course such as Commander Course (CC), Aircraft Accident Investigation (AAI), Senior Aircraft Commander Course (SACC), etc. It is meant to complement the previous PME course (to add or improve knowledge, skill and attitude) attended by RMAF officers or airmen/airwomen. c. Tertiary Education (TE). This is known as under-graduate and postgraduate programs in military or civilians’ colleges, universities and institutions. It focuses on further studies that related to RMAF job scopes (Post Graduate Diploma in Strategic and Defense Studies, Bachelor Degree in Computer Science, Master in Military and Defense Studies, etc.). d. Voluntary Education (VE). This is an additional education done by any personnel voluntarily. It is done willingly by any RMAF officers or airmen/airwomen to improve his/her knowledge and skills to do the task in RMAF. Courses involved such as Microsoft Office Course (Words, Excel or PowerPoint) at Institut Tadbiran Awam Negara (INTAN), Kursus Seni Tari Etnik by Kementerian Kebudayaan Malaysia, Technical Rope Rescue Course by Akademi Bomba dan Penyelamat Malaysia, etc.

RMAF personnel must not only possess knowledge and skill but also attributes and attitudes which the RMAF recognises as desirable human qualities. These qualities and characteristics must be developed to fulfil the vision of making the RMAF a sound, dynamic and respectable organisation. a. Attribute. Attributes are distinctive qualities and characteristics of a person or organisation. Although all positive attitudes are considered essential, the RMAF recognises more of those attributes in a person or organisation that increases the probability of success in achieving its goals, which include: (1) Moral and spiritual attributes. While attribute deals with the qualities of a person, attitude concerns more of the manner of feeling and possession. Fostering the right attitude among members of an organisation is crucial and should remain as one of the significant functions of training and education in the RMAF. Some of the fundamental RMAF attitudes that are desirable: (1) Adherence to discipline. (2) Acceptance of the potential requirement to fight. (3) Commitment (service before self) and pride in service. (4) Adherence to service standards in work, dress, social behaviour and personal integrity. PRODUCT OF RMAF TRAINING 11. The above three components (Training, Education, Attribute and Attitude) are carefully blended in all RMAF training and education programmes. It is to achieve highly skilled, confident and well-motivated individuals and units which are effectively commanded cohesively, tactically and technically proficient, imbued with high morals, comradeship and a will to win.

Responsible for planning, formulating, conduct and review standards and examination procedures for all training staff and trainees. e. Training Cell. Responsible for course management and conduct of training. f. Curriculum Cell. Responsible for analysing, design and develop course curriculum. g. TSS Cell. Responsible for providing logistical and administrative support for all training programs.

Responsibilities of the Board are as follows: (1) To act as an advisory body to Panglima Tentera Udara (PTU) on all aspects of implementation and management of training and education in RMAF. (2) Develop and review RMAF training and education policies. (3) Endorse skill and competency standards for the RMAF. (4) Endorse new curriculum and curriculum amendments.

(6) Endorse the upgrading of training facilities and infrastructure. c. Convening of Board. The frequency for convening the Board is at the discretion of the Chairman. However, the Board must meet at least once in six (6) months. LEMBAGA PANGLIMA PENDIDIKAN DAN LATIHAN UDARA (LPPLU) 2. The responsibility to review curriculum and the decision-making authority in all matters on the status of course participants are vested with LPPLU. a. LPPLU-Curriculum. The responsibilities and members of LPPLUCurriculum are stated in Part 4, Chapter 2. b. LPPLU-Suspension. The responsibilities and members of LPPLUSuspension are stated in Part 7, Chapter 1. c. Lembaga Kecil Kurikulum Pendidikan dan Latihan Udara (LKKPLU). The responsibilitiesand members of LKKPU are stated in Part 4 Chapter 2. TRAINING POLICY REVIEW 3. Although the review of training policies and endorsement in the RMAF is the responsibility of the BOG, other RMAF training providers are also responsible for initiating review processes for any training policies found to be irrelevant. The approving authority for review is vested upon MPPLU, and it is to be conducted annually. AUTHORITY FOR AMENDMENT OF COURSE 4. In the occasion that an amendment to the commencement and/or completion date of a course is required, the Conduct of Training Authority shall send a justification letter to MPPLU. a. MPPLU is given the authority to approve the proposal for amendment on commencement and/or completion of short course provided the delay is less than one (1) month. b. When the delay is more than one (1) month, MPPLU will forward the proposal for amendment on commencement and/or completion date of course to MTU-BSM. AUTHORITY FOR CANCELLATION OF COURSE 5. Conduct of Training Authority shall send a justification letter to MPPLU, which will be forwarded to MTU-BSM to request for cancellation from BOG.

This instruction covers the responsibilities and management processes in conducting courses. All training institutes are to adhere to these course management instructions. The Course Management Flow Chart is as per Annex A to this chapter. PRE-COURSE REQUIREMENT 2. MPPLU. Before the commencement of a course, MPPLU is responsible to: a. Submit the list of courses commence in three (3) months to MTU-BSM. b. Receive course participant names in two (2) months from MTU-BSM. c. Issue course conduct authority in one (1) month to training institute. d. Approve Guest Lecturer Approval Form (GLAF) received from training institute. 3. Training Institute. Before the commencement of a course, the training institute is responsible for: a. Appointing a course coordinator. b. Conducting a pre-course meeting which may include the followings: (1) Consolidate issues raised in previous post-Course meeting and internal evaluation. (2) Plan complete course activities (academic and non-academic) regarding upcoming holidays, unit's event, inspections or any activity that may affect/alter the course. (3) Submit Guest Lecturer Approval Form (GLAF) approval form to MPPLU, including sister service GL as well as the substitute (if any) per Annex B to this chapter. (4) Status of course, costing approved by MTU-BSM (Latih). (5) Confirm numbers and names of Course Participants (CP). (6) Status of Overseas Course Participant's (OCP) visa, flight and administration. (7) Status of accommodation, messing and other TSS Cell.

(9) Status of all training materials, teaching aids and assessment. c. Issuing the Administrative Orders (AO) for the conduct of the course. d. Issuing the Joining Instructions (JI) to CP. e. Prepare the necessary and appropriate accommodation, messing and other required support facilities for CP. f. Issuing an Undertaking Letter (Surat Akujanji) to every CP, which is enclosed with the JI. This Undertaking Letter is a commitment of every CP towards adhering to Direktif Panglima Tentera Udara No. 5 and No. 5A to understand the consequences. The Undertaking Letter is as per AnnexC to this chapter. g. Request MPPLU approval to conduct the course if the CP number is below or above as stipulated in the curriculum, including delay in course commencement date. IN-COURSE REQUIREMENT 4. MPPLU. On commencement of a course, MPPLU is responsible for: a. Confirming the attendance of the nominated CP/OCP. b. Monitoring course progression from time to time. c. Endorsing and recording all course graduation certificates. 5. Training Institute. On commencement of a course, the training institute is required to: a. Conduct safety, administration and course briefing. Note: Safety conduct in Safety Risk Management (SRM) on practical military training shall be following PU 9104-001 Part 5, Annex F to Chapter 2. The training institute must submit the report to MPPLU at least two (2) weeks before practical military training. b. Ensure the CP administration and documentation requirements are fulfilled/accomplished, including the signing of orders. c. Conduct an opening and closing ceremony as required. d. Submit an attendance and CP BMI report (for career courses only) to MPPLU and copy to MTU-BSM by the third (3rd) working day of course commencement. Submission through electronic means of distribution such as e-mail is acceptable to avoid delay. e. Update MPPLU on the status of CP/OCP that are referred for Suspension Boards. f. Conduct the course IAW the approved curriculum.

Conduct course Progression Meeting (Mid-Course Meeting) every four (4) weeks for long courses. i. Unit S&E/SSR cell to conduct an assessment on every GL (once a year) upon completion of their class/session using Guest Lecturer Performance Form (GLPF) as per Annex D to this chapter. j. Produce written procedures to ensure management control of its training staff and CP at the satellite centre and/or remote sites (practical military training/exercise). k. Conduct coordination meeting before the closing ceremony to consolidate and finalize all marks/results for award/placement purposes (if applicable). l. Prepare and submit course certificates to MPPLU for endorsement two (2) weeks before course end. m. Conduct Course Internal Evaluation Session to address and comprehend the issues raised by CP. n. Conduct course closing/graduation ceremony/parade. o. Request for course extension to MPPLU if required. POST-COURSE REQUIREMENT 6. MPPLU. On completion of a course, MPPLU is responsible for: a. Analysing the End Of Course Report (EOCR). b. Provide feedback to the training institute based on the EOCR 30 working days after receiving the training institute report. Note: R&D Department in MPPLU analyses EOCR and forward any recommendation (if any) to the MPPLU Curriculum Department. 7. Training Institute. Upon completion of a course, the training institute is required to carry out the followings: a. Conduct a Post-Course Meeting and a review of the overall conduct of the course. The agendas are as follows: (1) Expenditures. (2) Performance. (3) Administrative and support. (4) CP and training management feedback. (5) Any other matters necessary.

Submit the names of graduates and Individual Course Performance Report (ICPR) to MTU-BSM (Latih), MPPLU and CP's parent unit within 30 working days. c. Submit GL Performance Report to MPPLU within 30 working days. d. Submit the EOCR to MPPLU and MTU-BSM (Latih) within 30 working days. e. Conduct a course External Evaluation within six (6) to twelve (12) months and submit the report to MPPLU Curriculum Department and MTU-BSM (Latih) within 30 working days after execution of evaluation. COURSE MEETING 8. All Pre-Course Meeting, Course Progression Meeting (Mid-Course Meeting) and PostCourse Meeting must be recorded in official Minutes of Meeting to ensure continuity of effort. COURSE COORDINATOR 9. Every course is to be managed by a course coordinator. CO is to appoint the course coordinator at least four (4) weeks before the course's commencement. The responsibilities are to: a. Organize a Pre-Course Meeting for all staff members involved with the course. b. Coordinate the planning of detailed weekly course programme. c. Ensure fulfilment of Pre-Course, In-Course (Mid-Course) and Post-Course requirements. d. Conduct Course Progression Meetings (Mid-Course Meeting) (where applicable). e. Plan and arrange for GL as required. OPENING AND CLOSING CEREMONY/PARADE 10. Course opening and closing ceremonies are mandatory. However, short courses (4 weeks and less) only require a closing ceremony. List of Officiating Officers for the opening and closing of courses are as per Annex E to this chapter. 11. CP Dress Code. The ceremony's dress code shall be No. 2 for Officers and Pegawai Waran (PW). For F/Sjn equivalent and below, the dress code shall be No. 3. For a closing ceremony that involves a graduation parade, the dress code shall be No. 1, or any other dresses as directed. COURSE PARTICIPANTS PROGRESSION 12. Training institute must monitor the progress of CP throughout the course to ensure that they achieve the training's aims and objectives. Also, in doing so, the training institute will identify potential problems early and take necessary corrective actions. 13. Progress of CP may be monitored using any of the following methods: a. Progress reports.

Diagnostic assessments. g. Personal records. h. CP feedback/Peer's Forced Ranking. 14. When applied, the monitoring methods and results shall be documented and recorded for analysis as an input for improvement/corrective actions. The training institute is to initiate appropriate corrective/improvement actions to ensure that the participants' progress is maintained or enhanced using the monitoring exercises' results. GUEST LECTURER 15. GL from the RMAF or external unit/agency may help provide instruction for specific subjects that require specialized knowledge beyond the training institute's capability. To ensure that the guest lecturers selected by the training institute are appropriately qualified, approval from MPPLU must be granted before they can be employed. 16. Training institute is to submit the GLAF as per Annex B to this chapter to MPPLU every quarter. The requirement for GL including sister service GL as well as the substitute (if any) involving all courses within each quarter must be planned and submitted to MPPLU at least two (2) weeks prior to every quarter's commencement. The GLAF will be returned to the training institute upon approval by Ketua Staf MPPLU. COURSE REPORT 17. Course Evaluation. There will be two (2) course evaluations which are Internal Evaluation and External Evaluation. The conduct of both course evaluations will be thoroughly explained in Part 4, Chapter 4. 18. End of Course Report (EOCR). All training institutes must submit the EOCR to MPPLU and MTU-BSM (Latih) not later than 30 working days after course completion as per Annex F to this chapter. 19. Individual Course Performance Report (ICPR). The reports are to be submitted to MTU-BSM (Latih) and CP parent unit not later than 30 working days upon completion. CERTIFICATE 20. All certificates are to be signed by PPLU, except for Basic Flying Course (BFC) that PTU shall sign. CO is authorized to sign the certificate for specific courses (less than five (5) days). The course certificate's back portion must clearly describe the course aim and course modules, where applicable. 21. All course certificates for endorsement are to reach MPPLU at least two (2) weeks before the course completion date.

However, it depends on the CP present flying currency when attending the course. CP shall request through his/her parent unit to CO training institute for approval and copy to MPPLU and MAWILUD 1 or 2. 23. Clearance given to the above matter MUST NOT be carried out during the course schedule and must be pre-planned (preferably to conduct during the weekend).
