The training institute concerned shall arrange travel arrangements for CP to return to their parent units. For OCP, MTU-BSM (Latih) shall make all travel arrangements. The training institute concerned will be responsible for making necessary arrangements to send off OCP to their embarkation point. UNIT ADMINISTRATIVE BRIEF 6. Training institute is to conduct safety, administration and course brief for CP on commencement of the course. COURSE PARTICIPANT DOCUMENTATION 7. This chapter provides the guideline on the administration of S&E processes following the CBTA concept as stipulated in MTPP Chapter 9. 2. All assessment for Training Staff (TS) is to be conducted as per Part 8 of this document. 3. Assessment for CP is to be conducted as per Annex A Part 4, Chapter 5, Course Management Information in Section 2 and Assessment Plan in Section 5 of the course curriculum. DUTIES AND RESPONSIBILITIES 4. MPPLU. Responsible for establishing the training standard and enforcing the compliance to the set standard as per the course curriculum. Also, it is responsible for carrying out the following tasks: a. Develop and administer training standard. b. Develop and maintain standard of TS. c. Endorse question banks from training institute. d. Conduct an annual inspection on various training institute S&E Cell/Standard, Safety and Readiness (SSR) Cell. 5. Training Institute. Conduct TS competency/standard/categorization/acceptance check. c. Certify TS competency by completing the TS Competency Log/Flying Competency Document. d. Develop and improve the standard of instructions. e. Plan for TS progression. f. Maintain records of TS progression/TUB 00-0395 (5000 series). g. Monitor and perform periodic competency and standard check for TS in accordance with Part 8 Chapter 3 of this document. h. Establish and maintain the database for Competency Standard (CS) of TS. i. Provide a standard lesson plan template to be used for instructional duty. 9. The process flow for standardisation for TS is presented in Annex A to this chapter. This process flow is to be displayed in the S&E/SSR Cell. 10. Standard for CP. RESTRICTED PU 9206 3rd Edition RESTRICTED 7.1 - 1 of 3 MARKAS PEMERINTAHAN PENDIDIKAN DAN LATIHAN UDARA COMMAND TRAINING INSTRUCTIONS PART 7 SUSPENSION CHAPTER 1 SUSPENSION PROCEDURE INTRODUCTION 1. A CP undergoing courses in RMAF training institute may be suspended from the course if the participant does not meet the RMAF training institute and respective curriculum requirements. The following chapters prescribe the procedures and processes in suspending a CP from a course. In general, the authority of suspension of officer(s)/cadet(s) (e.g. aviation courses) from courses lies with the LPPLU-Suspension Board, whilst for cadet officer(s) under SLP management (e.g. Basic Officer Course (BOC)/LKP 1/LKP 2/LKTA) and other ranks personnel, it lies with the Unit Suspension Board (USB). 2. The suspension procedures and criteria for aviation courses are as stated in the MPPLU Training and Categorisation Instructions (TCI) - (PU 9203-004). BOARD COMPOSITION 3. Unit Suspension Board (USB). This is the first level suspension board, and the CO of the institute shall convene it after receiving reports on the existence of conditions warranting a review on the CP status but not more than two (2) working days. The USB shall consist of the following members: a. Permanent Members. (1) The CO/Commandant as the Chairman. (2) Executive Officer (EXO)/CI. (3) S&E/SSR Officer/Training Officer. (4) Nominated Officer/SNCO as Secretary. b. Members in Attendance. (1) SO 2 from MTU-BSM (suspension involving PJM). Note: The Chairman, on his/ her discretion, may also call for any of the institute's staff and/or an expert in a relative field (e.g. Aviation Medicine doctors from IAM) as members in attendance. 4. To avoid any potential conflict of interest, a person(s) directly involved in any way with the reports/case, such as evaluating, reporting, processing, etc., of the particular CP, recommended to be suspended before the board convening shall not sit in as a member of the USB.

It shall be convened by the PPLU within five (5) working days of receiving of USB report. The LPPLU-Suspension shall consist of the following: a. Permanent Members. (1) PPLU as the Chairman. (2) Pengarah Pembangunan Sumber Manusia from MTU-BSM/ representative. (3) Pengarah Latihan MPPLU/representative. (4) Legal Officer from MTU-Perundangan. (5) PS 2 Seksyen Tadbir Ops MPPLU as Secretary. b. Members in Attendance. (1) CO/Commandant of the training instituteconcerned. (2) SSR Officer of the unit concerned (applicable only for flying training institute). (3) When expert opinion is required, the PPLU may request the presence of an expert in a relative field (e.g. Aviation Medicine doctors from IAM). Note: The Board's Chairman, on his/her discretion, may also call for any of the MPPLU/institute's executives/staff as members in attendance. 6. USB members or who are directly involved in any way with the reports/case such as evaluating, reporting, processing, etc. of the particular CP recommended to be suspended before the LPPLU-Suspension convening shall not sit in as a member of the LPPLU-Suspension. BOARD RESPONSIBILITIES 7. LPPLU-Suspension. LPPLU-Suspension is responsible for: a. Review the status of course participants upon recommendation from the USB. b. Make recommendations to MTU-BSM or Akademi Latihan Ketenteraan (ALK) on the status of the officer and cadet officer(s) (aviation courses only). 8. USB. This board is responsible to: a. Prepare necessary documents for USB such as listed in Part 7 Chapter 4. b. Prepare a venue suitable for USB. c. Inform necessary members for USB as in paragraph 3 above.

In addition to the actions that may be taken as stated above, the LPPLUSuspension/USB can undertake or apply any of the recommended decisions as listed below depending upon the circumstances of each case: a. Continue the course or continue with restrictions. b. Suspended from the course with immediate effect and RTU. c. Suspended from the course with immediate effect and relegate to the next course. d. Suspended from course with immediate effect and change to other trades. e. Suspended from the course and recommended discharge from service. SUMMARY BETWEEN LPPLU-SUSPENSION AND USB 10. After adequate opportunity has been given to a CP to improve following failure to meet the required standard, he/she will be recommended for suspension on the following criteria: a. Academic Performance. (1) Failure to achieve the following minimum requirement. (a) CP only allowed a maximum of two (2) re-sits throughout the course. (b) CP who fails a third assessment will not be considered for any re-sit and shall be brought forth to a USB. (c) Criteria for academic failure as stipulated in curriculum Section 2 - Course Management Information and Section 5 - Assessment Plan. (2) The flow chart illustrating failure to achieve the maximum requirement in academic performance is as per Annex A to this chapter. Note: The maximum marks that can be awarded for a passed re-sit (irrespective of the actual score) is the minimum passing mark for the examination/assessment. b. Medical. (1) Unable to continue training due to medical condition(s) suffered during the course (incapacitation or any condition which renders CP unable to attend classes) and declared medically unfit to attend training/instruction by a certified service medical practitioner. (2) Loss of mental reasoning capability or mental instability as assessed by a certified service medical practitioner. (3) Pregnancy. (a) Pregnant before the commencement of the course where the due date for delivery of the baby is within the course period. (b) Becomes pregnant during the course where the due date for delivery of the baby is within the period of thecourse. (c) If the pregnancy affects class attendance and non-participation in course activities for three (3) accumulative working days for short course or five (5) accumulative working days for long course.

(1) Two (2) times formal interview for incompetence matter or as stipulated in UTI. (2) Formally charged (BAT D 200) for any service offence as listed under the Armed Forces Act 1972. (3) Commit any types of offence related to drugs or poisons in accordance with Direktif PTU No. 5 and 5A. (4) Involved in activities or display behaviour that will tarnish the good image of the RMAF in which the Commanding Officer/Commandant deems fit. (5) Commit any types of offence related to integrity and humanity in accordance with Direktif PTU No. 18. (6) Failure to comply with course rules and regulations, standing orders or any other orders and instructions issued before or during the course. (7) Class Attendance. (a) Failure to attend classes for three (3) accumulative working days for courses of four (4) weeks duration or less (short course). (b) For courses more than four (4) weeks duration (long course), failure to attend classes for five (5) accumulative working days. (c) In circumstances where absence from classes is unavoidable due to service requirement, special approval from MPPLU is required depending upon case-by-case consideration and module hours but the absence period shall not exceed seven (7) working days intotal. d. Attitude. Failure to exhibit the required attitudes as laid down in the course curriculum. e. Special Requirement. Cadet Officer and PJM are to comply with P.U. (A) 183 Peraturan-Peraturan Angkatan Tentera (Terma-terma Perkhidmatan bagi Angkatan Tetap) 2013. 2. Additional Criteria. These instructions are not limited to the above-stipulated criteria. In some exceptional cases, the CO/Commandant through his/her assessment could bring forward any matter deemed fit for a suspension consideration.

Training institute is required to adhere to the following suspension process. This suspension process is also applicable to flying related courses. The suspension process is illustrated in flow process as per Annex A to this chapter. OFFICER(S) 2. The suspension process for officer(s) undergoing a course is as follows: a. Training institute is to prepare the supporting documents including suspension criteria relating to suspension of the CP as listed in Part 7 Chapter 2 and 4. b. USB must be convened and chaired by CO/Commandant of the training institute. c. The training institute is to submit supporting documents and recommendation to MPPLU within seven (7) working days after the convening of theUSB. d. PPLU will deliberate and if necessary, will convene theLPPLU-Suspension. e. MPPLU is to submit copies of the decision and supporting documents to the MTU-BSM, and the training institute concerned within seven (7) working days after the LPPLU- Suspension. A signal message on the decision of the LPPLUSuspension shall be sent to MTU-BSM while waiting for the supporting documents to be completed. f. Once the LPPLU-Suspension decision is made, the training institute shall suspend the CP from the course with immediate effect. g. MTU-BSM is to issue the posting signal as soon as possible for the CP to return to his/her parent unit or as delegated. Note: CP is to be allowed to remain at the training institute until a final decision is made by the LPPLU-Suspension or MTU-BSM. CADET OFFICER(S)/OTHER RANKS 3. The suspension process for other cadet officer(s)/other ranks undergoing a course are as follows: a. Training institute is to prepare the supporting documents including suspension criteria relating to suspension of the CP as listed in Part 7 Chapter 2 and 4. b. USB must be convened and chaired by CO/Commandant of the training institute.

Training Staff (TS) Development covers all activities at unit and command levels that are required to maintain RMAF TS standards and capabilities. TS must be correctly trained to perform effectively and efficiently when employed in RMAF training institutions and, thus, TS development must be planned and monitored. 2. This part will cover the instructions on the definition of RMAF TS, training, induction, currency procedures, standards and progression. TRAINING STAFF 3. TS is defined as trained instructors who are directly or indirectly involved in the conduct of training. TS may be employed as teaching or non-teaching instructors at unit or command level. TS is divided into two groups, as follow: a. Flying Instructor (FI). Instructors who are directly or indirectly involved in instructional flying. b. Ground Instructor (GI). Instructors and Guest Lecturer (GL) not involved with instructional flying. 4. Duties carried out by TS are categorised as follows: a. Instructional Duty. FI or GI, which is currently in teaching and directly/periodically involved in the delivery of training at the unit level. b. Non-instructional Duty. FI or GI which is involved only in the management of training activities at the unit or command level. c. Assessor. FI or GI which is directly involved in the conduct of the assessment.

TS are individuals who perform duties related to the training function at a training institute or MPPLU. These duties include, and not limited to, appointment as instructors, course coordinators, TDDO and examiners at the institute, and staff officers at MPPLU. They are responsible for training and curriculum management. Note: The term TS Levels (e.g. Trainer, Senior Trainer, etc.) is peculiarly used in this instruction in the context of the function of training management (e.g. course coordinator, TDDO, etc.), rather than the actual function of performing training (e.g. QFI, lecturer, drill instructor, etc.). Where applicable, instructional competency for TS performing actual training tasks is classified following the standards of the respective specialisations or trades. For example, instructional competency levels of FI and aircrew are ‘categorised’ by the provisions stipulated in the MPPLU Training and Categorisation Instructions (MPPLU-TCI) and CAFD-Flying. 2. TS Training. In ensuring structured TS development and progression, the following training is given to qualifying TS in their assigned training functions: a. Basic Trainer. Every instructor must undergo Instructional Technique (IT) training either through the Basic Trainer Course (BTC)/Trade Instructor Course (TIC)/ Cabin Instructor Course (CIC) or equivalent. Those who had passed BTC at INSKEP within two (2) years of graduation will be exempted from Module 1 and 2 in TIC. b. Senior Trainer. Instructors who have performed duties as teaching staff for at least one year at a training institute and are eligible to progress as Senior Trainer by attending the Senior Trainer Course (STC)/FIC/TFIC or equivalent. Those who had passed STC at INSKEP within two (2) years of graduation will be exempted from Module 1, 2 and 3 in TIC. c. Training Manager. Senior Trainer is eligible to progress through the following training management and development courses by attending Training Manager Course (TMC) or equivalent. Those who had passed TMC within two (2) years of graduation will be exempted from Module 1, 2 and 3 in TIC. d. Master Trainer. Selected from among Training Managers with vast experience in training and played a vital role in the training multiplier effect strategy through their training trainers’ responsibility. 3. Upon completing STC/FIC/TFIC, the instructor will be awarded an attainment certificate and RMAF Instructor Pin (Gold/Silver). This to be published in Part Two Order and recorded in the instructor’s competency logbook/TUB 00-0395 (5000 series) or personal file. Master Trainer will be invited to award the certificate and instructor pin. The process flow to be awarded as RMAF Instructor is presented in Annex A to this chapter. The training institute ensures that instructors are provided with periodic training on general service competencies and their respective specialisation/mustering competencies. 5. Specific details of career paths and Competency Standards are detailed in the RMAF Training Staff Competency Standard. 6. TS Progression. TS development is aimed to improve knowledge, skill and attitude for them to perform effectively in training administration and management tasks. The TS progression chart is presented in Table 1. Improve the relevant training curriculum and training strategy. e. Liaise with MTU-BSM on matters on TS progression andplacement. 8. Training Institute. Responsible for ensuring that TS and GL are competent to carry out their duties by practising the following: a. Maintain TS of GL record of qualifications and competencies. b. Plan for individual TS progression. c. Carry out TS relevant induction/internship programmes. d. Maintain TS instructional hours in a year not more than 880 hours (not including briefing and debriefing time) as stipulated in related curriculum. e. Continuously monitor and review TS and GL requirement as data for analysis and curriculum review.

General Service Training (GST) is designed to achieve the following objectives: a. Inculcate RMAF core values. b. Inculcate teamwork and cohesiveness. c. Inculcate spiritual values. d. Develop leadership quality. e. Develop confidence towards the leaders, doctrine and organisation. f. Motivate individual and group. g. Appreciate the RMAF culture. h. Appreciate RMAF Capability Development Plan 2055 (CAP55). i. Modul Pendidikan Integriti (MPLI) ATM. j. Maintain necessary military skill. MPPLU RESPONSIBILITY 2. MPPLU is responsible for carrying out the following tasks: a. Establish GST requirement in the respective curriculum. b. Carry out a compliance inspection on GST requirements. TRAINING INSTITUTE RESPONSIBILITY 3. Training institute is responsible for carrying out the following tasks: a. Conduct GST IAW curriculum requirement. b. To assist in GST modules review. c. Record and document all the GST activities.

Aimed to understand the common knowledge essential for military personnel such as MAF Organisation, RMAF Organisation, RMAF History, military etiquette etc. (2) Military Training. Aimed to develop basic military skills and competency, discipline, esprit de corps, leadership etc. b. Spiritual and Moral Development. (1) Spiritual. Aims to build up the spiritual aspect of the individual. (2) Moral. Aims to develop desirable attributes in line with the RMAF Core Values. 5. GST shall be incorporated into the training programme. CO is authorised to conduct GST programmes outside working hours. For short courses, GST shall not be conducted during instructional periods. 6. As a reference, whenever instructional periods are used for GST purposes, a separate module is to be established into the curriculum. Assessment is subjected to type and need of a particular training session in GST module.

Military personnel are to be instructed on GSK. GSK subject includes: a. MAF and RMAF Organisations. b. RMAF History. c. Military Etiquette. d. Safety and Security. MILITARY TRAINING 2. Military training programmes conducted for course participants may include: a. Leadership training. b. Activities for the development of esprit de corps. c. Physical training. d. Military drills. e. Base defense training. f. Weapons handling and shooting (small arms only). 3. CO is responsible for ensuring that all GSK training is conducted by appropriately qualified personnel. a. Appoint Training Support Services (TSS) Officer. b. Conduct activities according to the standard and guideline provided by MPPLU. c. Ensure the related facilities are well maintained. d. Maintain records on all activities conducted. e. Liaise with MPPLU for the request of training support equipment and facilities.
