RESTRICTED PU 9206 3rd Edition RESTRICTED 10.1 - 1 of 2 MARKAS PEMERINTAHAN PENDIDIKAN DAN LATIHAN UDARA COMMAND TRAINING INSTRUCTIONS PART 10 TRAINING SUPPORT SERVICES CHAPTER 1 OVERVIEW INTRODUCTION 1. TSS cell provides a conducive training environment for CP, including: a. Counselling and guidance services. b. Spiritual related services. c. Library services. d. Information Technology services. e. Recreational and sports activities. 2. Training institute is to provide relevant services to the CP during the course duration depending on the physical infrastructure and allocated resources. DUTIES AND RESPONSIBILITIES 3. MPPLU. Support Department is responsible for assisting in the coordination and requisition of resources required to provide related support services at the training institute under its command. It responsible for: a. Set the standard of the services that should be provided. b. Provide staff assistance in the resource requisition process for CP support activities requested by the training institute. c. Perform annual management audits on TSS cell. 4. Training Institute. Establish a TSS Cell appropriate to institute structure, under the command of CO. The CO is to: a. Appoint suitable TSSO. b. Carry out the activities according to the standard and guideline provided by MPPLU. c. Ensure the related facilities are well maintained. d. Maintain records on all activities conducted. e. Liaise with MPPLU and Cawang Materiel Pangkalan for the request of training support equipment, facilities and training budgets.


RESTRICTED PU 9206 3rd Edition RESTRICTED 10.1 - 2 of 2 5. TSSO. The TSSO is responsible for managing the TSS cell. Thisincludes: a. Organising related activities of any support services. b. Coordination with the relevant service providers such as Counsellor, Religious Officer, Physical Training Instructor (PTI) etc. c. Maintain records on all activities conducted.

Counselling and guidance services provided to CP are as follows: a. Counselling. A process where CP receive assistance from a counsellor who assists them in overcoming emotional and social problems or concerns which may interfere with effective learning. b. Guidance. A process of regular assistance which CP receive from instructors, counsellors and others to assist them in making appropriate educational and career opportunities. 2. The scope of counselling and guidance services are as follows: a. Performance and Achievement. To motivate CP during the course. b. Motivation. To help CP achieve a higher motivation level. c. Mentor-Mentee Activities. To guide CP during OJT. 3. Counselling and guidance are to be provided by a trained and qualified counsellor. 4. Training institute is to request nominated unit or base counsellor to carry outthese sessions. SPIRITUAL RELATED SERVICES 5. Spiritual related services are: a. To encompass moral and religious program. b. To instil and enhance spiritual and inner strength. 6. Spiritual activities are to be provided by a trained and qualified officer/facilitator. LIBRARY SERVICES 7. The RMAF envisages a knowledgeable workforce. To support this vision, training institute is to establish library services that carry out the followingtasks: a. Promote reading habits. b. Enhance general knowledge by proving references such as journals, research papers, related books and newspapers/magazines. c. Provide a conducive environment for learning purposes.


RESTRICTED PU 9206 3rd Edition RESTRICTED 10.2 - 2 of 2 8. The services are to be provided by a trained and qualified librarian or Unit Publication Officer in an appropriately resourced facility. INFORMATION TECHNOLOGY SERVICES 9. The service is to provide information technology services to CP, which includes: a. Computer and printing facilities. b. Internet facilities. c. Multimedia services, etc. 10. Where necessary, a Multimedia Officer is to be appointed to be responsible for the provision of these services. RECREATIONAL AND SPORTS ACTIVITIES 11. These services are necessary to ensure physical fitness and to provide recreation for CP. The scope of services shall be dependent on the respective training institute's physical infrastructure and the availability of the necessary resources. The provision of these services is to be planned and monitored by the course coordinator. Physical fitness activities are to be conducted by service PTI. TRAINING SUPPORT EQUIPMENT 12. Training institutes are to ensure the training support equipment are available and adequate in conducting courses. The equipment includes consumable and nonconsumable items such as listed in Section 3 in each course curriculums. 13. TSSO in each training institute are to liaise with the Materiel/Support Department of the corresponding parent units regarding the requirements for such training support equipment. Materiel/Support Department in corresponding parent units are to liaise with MPPLU regarding the requirements that cannot be satisfied at parent units’ level. TRAINING BUDGET 14. The training budgets include: a. Opening and closing ceremony expenditure. b. Outdoor activities/training or simulation/practical training such as stated in corresponding curriculums. c. Payments for guest lecturers, etc. 15. TSSO in each training institute are to liaise with MPPLU regarding the budget applications for such activities which are stipulated in yearly Anggaran Belanjawan Mengurus (ABM).

RESTRICTED PU 9206 3rd Edition RESTRICTED 11.1 - 1 of 3 MARKAS PEMERINTAHAN PENDIDIKAN DAN LATIHAN UDARA COMMAND TRAINING INSTRUCTIONS PART 11 TRAINING INSTITUTE INSPECTION CHAPTER 1 OVERVIEW INTRODUCTION 1. MPPLU other primary role is to inspect training institute following PU 9301 2nd Edition. The inspections are usually carried out during the annual compliance inspection or when specifically tasked by the Panglima Pendidikan dan Latihan Udara if there are issues that needed to be addressed immediately. 2. Inspections are a tool for establishing and maintaining readiness, safe conditions and discovering unsafe as well as non-standard practices, including processes in a training institute. In the event of unsafe conditions and non-standard practices or processes are found to exist, prompt corrective actions are initiated. An additional benefit occurring from inspections is that they allow personnel to point out deficiencies in their area that may otherwise go unnoticed and uncorrected. DUTIES AND RESPONSIBILITIES 3. MPPLU. Responsible for inspecting based on three scopes as follows: a. Training institute core business. b. Readiness. c. Office management, including disciplinary and safety. 4. Various auditors will inspect these components during Inspection. Auditors are to refer to the following documents: a. PU 5102 - Manual of Training Policy and Procedure (MTPP). b. PU 9206 - MPPLU Command Training Instructions (CTI). c. PU 9203-004 - MPPLU Training and Categorisation Instructions (TCI). d. PU 1114 - MPPLU Flying Orders. e. PU 9104-001/002/003 - Safety Publications. f. PU 2207 - Arahan Latihan Kejuruteraan. g. PU 2204 - Arahan Kejuruteraan Senjata. h. PU 2205 - Arahan Kejuruteraan Bantuan. i. PU 9102 - RMAF Logistics Doctrine. j. PU 5211 - Publikasi Provost.

Responsible for carrying out the following: a. Appoint a coordinator to coordinate inspection. b. Facilitate inspection process. c. Coordinate MPPLU inspection Feedback. 6. Inspection Process. The inspection process involves a task that can be grouped into three (3) main activities: a. Pre-site inspection activities: (1) Inspection planning and preparation. (2) Determine the inspection objectives. (3) Determine the scope of the inspection. (4) Prepare the inspection schedule. (5) Nominate auditors and team members. (6) Organise resources allocation. (7) Prepare the inspection checklist. (8) Distribute notice of an inspection. (9) Conduct desktop audit. (10) Conduct pre-inspection in-house briefing.

(4) Documentation verification. (5) MPPLU in house meeting. (6) Closing meeting. c. Post-site inspection activities: (1) Preparation of inspection report. (2) Full inspection report distribution. (3) Training institute feedback. (4) Conduct post-inspection in-house briefing. 7. Inspection Assessment. Training institute will be inspected using an inspection checklist in which is derived from the inspection scope. Each of inspection questions will be assessed as follows: a. Non-compliance (NC). b. Observation. c. Opportunity for Improvement (OFI). 8. On completion of the inspection, the Excel implanted in the audit checklist will generate a score. The score received by the training institute will be graded in determining the nominee for Training Institute of the Year (TIOTY). 9. TIOTY grading is based on the following concessions: a. 80% from MPPLU Inspection. b. 10% from IJTU Audit. c. 10% from KIK Participation (if any). 10. The process flow for the inspection is presented in Annex A to thischapter.
