1.0 PERUTUSAN PENGERUSI

Puan Pengerusi mengucapkan salam dan terima kasih kepada semua yang
hadir. Beliau seterusnya memaklumkan bahawa terdapat lima (5) kertas kerja
yang akan dibentangkan untuk pertimbangan dan perakuan mesyuarat iaitu:

1.1. cadangan program baharu Diploma Lanjutan Perubatan Nuklear;

1.2. cadangan naik taraf program daripada sijil Pos Basik kepada program
Diploma Lanjutan iaitu Diploma Lanjutan Penjagaan Oftalmologi;

1.3. cadangan semakan dan penambahbaikan Kurikulum Lanjutan iaitu Sijil
Pos Basik Pergigian Paediatrik;

1.4. cadangan naik taraf program daripada Sijil ke Diploma bagi Diploma
Penjagaan Kesihatan Pergigian; dan

1.5. cadangan perubahan struktur minggu pengajian bagi Program Lanjutan.

2.0 PENGESAHAN MINIT MESYUARAT

Minit Mesyuarat Jawatankuasa Pengurusan Program Pra Perkhidmatan dan
Lanjutan Kementerian Kesihatan Malaysia Bil. 1/2021 yang diadakan pada
18 Januari 2021 telah disahkan tanpa pindaan.

3.0 PERKARA-PERKARA BERBANGKIT

3.1 Kajian Mengenai Hala Tuju Model Latihan Separa Perubatan

Mesyuarat mengambil maklum bahawa cadangan pelaksanaan
Program 3+0.5 (Kejururawatan) bagi tiga (3) bidang kritikal iaitu
Penjagaan Rapi, Perawatan Neonatal dan Pencegahan & Kawalan
Infeksi akan dibentangkan kepada YBhg. Datuk Ketua Setiausaha pada
21 Jun 2022.

3.2 Kertas Cadangan Program Semakan dan Penambahbaikan
Kurikulum Program Peningkatan Secara Lantikan (PSL): Program
Diploma Kejururawatan (Peralihan Jururawat Masyarakat/
Jururawat Terlatih (JM/JT)

Mesyuarat mencadangkan agar mekanisme Accreditation of Prior
Experiential Learning (APEL) diguna pakai dalam melaksanakan latihan
yang akan dibangunkan sebagai merit untuk memasuki program ini
supaya kemasukan pelatih ke Program Diploma Kejururawatan
(Peralihan Jururawat Masyarakat/Jururawat Terlatih) dapat
ditingkatkan.

4.0 PEMBENTANGAN KERTAS

4.1 Kertas Cadangan Program Baharu: Diploma Lanjutan Perubatan
Nuklear (Kertas Kerja LP 01/01/2022)

Mesyuarat memperakukan kertas cadangan seperti di Lampiran 1
untuk dibentangkan kepada Mesyuarat Lembaga Pendidikan KKM Bil.
1/2022 dengan penambahbaikan dibuat kepada justifikasi analisis
keperluan program agar lebih jelas dan dapat menunjukkan kepentingan
untuk mewujudkan program baharu.

4.2 Kertas Cadangan Program Naik Taraf daripada Sijil Pos Basik ke
Diploma Lanjutan: Diploma Lanjutan Penjagaan Oftalmologi
(Kertas Kerja LP 02/01/2022)

4.2.1 Mesyuarat mencadangkan agar pelaksanaan program Diploma
Lanjutan Penjagaan Oftalmologi kelak adalah berdasarkan
kepada unjuran keperluan perkhidmatan di fasiliti kesihatan.
Diharapkan lebih ramai anggota kesihatan dapat menyertai
program latihan yang dilaksanakan dalam tempoh masa
sederhana (6 bulan).

memaklumkan struktur kurikulum konvensional sebagai

untuk dibentangkan kepada Mesyuarat Lembaga Pendidikan KKM Bil.
1/2022 dengan tambahan maklumat pelatih yang telah dilatih dan
memaklumkan struktur kurikulum konvensional.

5.1 Perakuan Unjuran Keperluan Anggota Kesihatan di Fasiliti yang
Tepat dan Dipercayai

Mesyuarat mengambil maklum supaya unjuran keperluan anggota
perkhidmatan kesihatan di KKM dapat diselaraskan dengan Bahagian
Perancangan agar latihan yang dijalankan adalah selari dengan
keperluan perkhidmatan.

Latihan akan mengambil tindakan untuk penyediaan

INTRODUCTION

Approximately two-thirds of Malaysians have at least one of three non-communicable
diseases (NCDs), i.e. diabetes, high blood pressure (hypertension), or high cholesterol
(hypercholesterolemia), according to the 2015 National Health and Morbidity Survey (NHMS).
Over one in four (26.3%) have two or more of these NCDs and 7.2% have all three NCDs

Prevention of NCDs is increasingly a problem. The burden of NCDs falls mainly on developing
countries, where 82 percent of these diseases result in premature deaths. Consequently, addressing
the risk factors will not only save lives; it will also provide an enormous boost for countries '
economic development. Reducing major NCDs risk factors, such as tobacco use, physical
inactivity, unhealthy diet and the harmful use of alcohol is the focus of WHO’s work to prevent
deaths from NCDs.

Randomised studies by The Finnish Diabetes Prevention Study (DPS) show that type 2 diabetes is
preventable with lifestyle intervention. The risk of diabetes was reduced by 58% in the intensive
lifestyle intervention group compared with the control group. Another studies have shown that
diabetes prevention trials using medication by The United States Diabetes Prevention (DPP)
demonstrated a 31% reduction in diabetes risk in subjects on medication. This evidence supports
broader implementation and increased reimbursement for health provider services related to
nutrition and physical activity to forestall morbidity from type 2 diabetes.

The Advanced Diploma in Exercise Therapy is designed to train physiotherapists to be knowledg

eable, competent and safe practitioners through theoretical and clinical preparation, benchmarkin

g of best practices, career preparation, cultural responsiveness and cohesive practices to support

children, adults and the ageing population. Competence in prescribing healthy and individual

exercise with NCDs is important for promoting healthy lifestyles, control and prevention of NCDs

to a diverse population. Trained health care providers can provide independent exercise therapy as

well as help the clinicians ensure holistic care. Such tasks can be performed in a hospital, clinic,

primary health centre or community

1.4 Programme Learning Outcomes
At the end of the exercise therapy course, graduates will be able to:
PLO1 Utilize knowledge and understanding (C1) of exercise medicine to
undertake specialized care for the general and NCD population in
physical performance.

PLO2 Apply principles of problem solving skills (C2) related to clinical exercise
science and management of NCDs using evidence based and best
practices.

1.6.1 Knowledge Competencies

Utilize knowledge and understanding of exercise medicine to undertake
specialized care for the general and NCD population in physical performance.

i Applied anatomy and physiology and movement science.

ii. Effect of pharmacology and nutrition in physical performance

iii. Pathophysiology, clinical manifestation, complication of NCDs
conditions.

iv Appropriate assessment, identify problem and goals setting for
general and NCDs population.

v. Understanding various clinical exercise testing with medical
equipment.

vi. Incorporates the interpretation of investigative results to formulate a
patient's conditions and management plan.

vii. Prescribing exercise for general and NCDs population based on
evidence based practice.

Apply principles of problem-solving skills related to behavioural and NCD’s
management using evidence based and best practices.

i. Exercise professional judgement and utilize critical appraisal in clinical

ii. Application of evidence based practices and critical thinking in clinical

iii. Evaluate psychosocial impact on the general population and NCD’s
condition.

iv. Perform clinical audits and initiate quality improvements.

1.6.3 Skills Competencies

ii. Conducting a comprehensive assessment using appropriate tools and
instruments in history taking, observations, and physical assessment
with specialized pathophysiology in general and NCDs population.

iii. Plans individualized and specialized intervention based on the
conditions and using appropriate tools and technologies.

iv. Educates and counsels the patient and relatives regarding the patient’s
condition.

v. Discharge care plan for the continuity of exercise intervention.

1.6.4 Interpersonal and Communication Skills:

Communicate effectively, teaming with healthcare professionals, client, family
and community for effective therapeutic alliance.

i Communicate with a multidisciplinary team on clinical issues using
written, verbal and electronic methods as required.

ii. Maintain accurate and complete records consistent with legislation
policies and procedures.

iv. Maintain comprehensive gathering of clinical information and
interdisciplinary care coordination focusing on patient engagement,
self-management, in-depth treatment education and paper / electronic
record documentation.

vi. Educate clients with the importance of exercise in managing their
illness/disability/physical inactivity.

1.7 Curriculum Design and Delivery

This curriculum is designed using the Outcome Based Education approach and
inclusion of interprofessional education involving Allied Health Personnel in the
Ministry of Health Malaysia. The curriculum utilised a semester system made up
of theory and clinical components.
