สมเด็จพระนางเจ้าสิริกิต์ิ พระบรมราชินีนาถ ในพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช
บรมนาถบพิตร เสด็จพระราชด�ำเนิน พร้อมด้วย สมเด็จพระเจ้าอยู่หัวมหาวชิราลงกรณ บดินทรเทพยวรางกูร
ทรงเยี่ยมราษฎรผู้ประสบอุทกภัยซ้�ำซาก ณ โรงเรียนบ้านค�ำน้�ำสร้าง ต�ำบลค้อเหนือ อ�ำเภอเมืองยโสธร จังหวัด
ยโสธร ในการน้ี สมเดจ็ พระเจ้าอย่หู ัวมหาวชิราลงกรณ บดนิ ทรเทพยวรางกรู ทรงมีพระราชด�ำรใิ ห้มกี ารพัฒนาและ
ปรับปรุงพื้นท่ีโดยรวม ได้แก่ การพัฒนาขุดลอกหนองอึ่งเพื่อเป็นแหล่งน�้ำท�ำการเกษตรและขยายพันธุ์ปลา,
การพัฒนาปรบั ปรุงพ้ืนท่ี สภาพดนิ โดยรอบหนององ่ึ โดยปลูกต้นไมแ้ ละหญา้ แฝกเพอื่ ปอ้ งกันการชะล้าง พังทลาย
ของดนิ , ฟ้ืนฟสู ภาพป่าโดยรอบหนององ่ึ เพอ่ื ใหค้ นอยูก่ บั ปา่ ได้อยา่ งเกอ้ื กูลกนั
สมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ ในพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช
บรมนาถบพิตร ทรงมีพระราชเสาวนีย์ให้หน่วยงานราชการช่วยเหลือดูแลเรื่องปากท้องของราษฎรในพ้ืนที่โครงการ
ให้อยู่ดีกินดีข้ึน และดูแลจัดตั้งวัดในพ้ืนท่ีให้ถูกต้องตามระเบียบกฎหมาย เพื่อเป็นศูนย์พัฒนาจิตใจของราษฎร
เม่ือวันท่ี 28 พฤศจิกายน 2543
ทั้งนี้ ในส่วนของกรมทางหลวงชนบทนั้น ได้ก่อสร้างถนนสายทางเข้าโครงการพัฒนาพ้ืนที่บริเวณหนองอ่ึง
อันเน่ืองมาจากพระราชด�ำริ อ�ำเภอเมือง จังหวัดยโสธร พร้อมสะพาน 4 แห่ง ระยะทาง 18.863 กิโลเมตร
โดยกรมทางหลวงชนบทได้ก่อสร้างแล้วเสร็จเมื่อต้นปี 2552 นับเป็นภารกิจส�ำคัญประการหนึ่งของกรมทางหลวงชนบท
ในการสร้างเส้นทางสนับสนุนโครงการพระราชด�ำริ เพ่ือให้ประชาชนได้สัญจรอย่างสะดวก นอกจากน้ี
ในปัจจุบันแขวงทางหลวงชนบทยโสธรได้เข้าไปปรับปรุงจุดเสี่ยง เช่น การเพ่ิมป้ายจราจร ไฟฟ้าแสงสว่าง
ตดิ การ์ดเรล เพอ่ื ความปลอดภยั ของประชาชนและผทู้ เ่ี ดินทางมาเย่ยี มชมโครงการ

Bodindradebayavarangkun to visit repeatedly flood
victims at Ban Kham Nam Srang School, Khor Nuea
Sub-Distrct, Mueng Yasothon, District, Yasothon. H.M.
the King Rama X has royal initiative to developed and
adjust area of Nhong Ueng such as, Dumping Nhong Ueng
canal to be a water supply for agriculture and fish’s
reproducing also developed land and soils in the area
by plat the trees and forest restoration.
H.M. The Queen has edict to bureaucrat to aids
the victims in the area and legally established the temple
to be the mind center for the community since 2000.
Thus, DRR had constructed the entrance of this
royal initiative project with 4 bridges, the distance
is 18.863 km. DRR had finished the entrance since 2009
which is the importance mission for the department to
develop people’s wander in the area. Furthermore,
Yasothon Bureau of rural road had enhanced the risk spot
such as, increase the traffic signs, installed more lighting
systems for the safety of people in the areas.

ประโยชน์เพ่ือประชาชนและประเทศชาติมาโดยตลอด นอกจากนี้กรมทางหลวงชนบท
ยังตระหนักถึงกิจกรรมส่งเสริมเพ่ือการอนุรักษ์ธรรมชาติและดูแลส่ิงแวดล้อม
เช่น โครงการร่วมท�ำฝาย “ฝายมีชีวิต ตามศาสตร์พระราชา” ณ บ้านหนองเรือ
อ�ำเภอท่าตะเกียบ จังหวัดฉะเชิงเทรา ซ่ึงคณะผู้บริหารและเจ้าหน้าที่ทางหลวงชนบท
ทา่ ตะเกียบในขณะนั้น ไดร้ ว่ มกจิ กรรมจติ อาสาท�ำฝายอย่างภาคภูมใิ จ และยงั มกี จิ กรรม
จติ อาสา “คลองสวย นำ้� ใส คนไทยเป็นสุข” โดยรว่ มกับประชาชนในเขตพน้ื ที่ ทำ� การ
ร้ือวัชพืชที่กีดขวางทางน้�ำในแก่งเสือเต้น บริเวณโรงสูบน�้ำบ้านนาศรี ต�ำบลสะอาด
อ�ำเภอน้�ำพอง จังหวัดขอนแก่น เพ่ือปรับปรุงท่าเรือ ส่งเสริมการท่องเที่ยวเชิงนิเวศน์
และกิจกรรมจิตอาสา “เราท�ำความดี ดว้ ยหวั ใจ” จังหวดั บึงกาฬ ซงึ่ แขวงทางหลวงชนบท
บึงกาฬ พร้อมดว้ ยหนว่ ยราชการ บรษิ ัทเอกชน ได้ร่วมกัน เก็บขยะ ท�ำความสะอาดถนนต่างๆ
ในตัวเมือง ตลาดสด และลอกคลองระบายน�้ำ เพ่ือเป็นแบบอย่าง และรณรงค์
ให้ประชาชนในพื้นท่ีรักษาความสะอาด มีจิตส�ำนึก “รับผิดชอบ” ต่อส่วนรวม
ช่วยส่งเสรมิ การทอ่ งเที่ยว
จะเห็นได้ว่ากรมทางหลวงชนบทยังคงมีบทบาทช่วยส่งเสริมกิจกรรมจิตอาสา
ตลอดมา สร้างความตระหนักให้ประชาชนเข้าใจถึงปัญหาส่ิงแวดล้อม มีจิตสาธารณะ
และร่วมอนุรกั ษ์ธรรมชาติ เพอื่ เปน็ ประโยชน์แกพ่ วกเราทุกคนและลูกหลานสืบไป

Department of rural roads has given the importance of setting
the voluntary activity to aim for the benefit for the people and the nation
for all the time. Besides, Department of rural roads will realize about
the activity to contribute for conserving the nature and taking care of
“We will“dเรoาทth�ำeควgาoมoดdี ดtว้hยinหgวั ใwจi”thจoังหuวr ัดhบeึงaกrtา”ฬ, the environment such as, the mutual project doing the check dam,
Bueng Kan province. “The check dam has the life according to the science of the king”, at

Ban Nhong Rua, Tatakiab District, Chachoengsao province. In that time, the management team and staffs of rural roads
of Tatakib District have joined to the voluntary activity to do the check dam with the pride and this will have
the voluntary activity, “The beautiful canal, the clear river, The Thai people are happy,” by this will join together
with the people in the area to demolish weeds that have blocked the waterway in Kaeng Suea Ten on the Bannasri
pump, Sa Ard Sub-District, Nam Pong District, Khon Khaen province for adjusting of the sea port. This will contribute
the ecotourism and the voluntary activity, “We will do the good thing
with our heart”, in Bueng Phra Karn province. BuengPhra Karn Sub-
District of Department of rural roads including with government agencies,
private companies have joined to collect garbages, cleaned other roads in
the city, the fresh market and dredging the canal for being the pattern and
the campaign to let the people in the area to keep the cleanliness,
have the consciousness of, “The responsibility”, for the public, help to
contribute the tourism.
This will see that Department of rural roads will still have
the role in helping to contribute the voluntary activity for all the time.
This will create the realization to let the people to understand about the
environment problem, have the public mind and join to conserve
the nature for being the benefit for every of us and descendants
from now on.

Department of Rural Roads attended the festival “Oon Ai Rak Klay Kwam
Nao (Love and Warmth at Winter’s End)”
Mr. Phisak Jitwiriyawasin, Director-General of Department of Rural Roads took
the management team and the officials of Department of Rural Roads dressing retro in traditional
Thai period costumes to attend the festival “Oon Ai Rak Klay Kwam Nao(Love and Warmth at
Winter’s End) in order to honor and in remembrance of the Kings of the Chakri Dynasty.
Moreover, they had an opportunity to see the exhibitions and shops distributing goods from
agencies in the event on 9 March 2018.

รัฐบาลได้มีนโยบายที่ส�ำคัญในการเพิ่มขีดความสามารถใน
การแข่งขันของประเทศ ช่วยให้การคมนาคมขนส่งสะดวก รวดเร็วข้ึน
และมีความแน่วแน่ในการเช่ือมโยงเติมเต็มโครงข่ายคมนาคม
จากต้นน�้ำถึงปลายน้�ำ เปิดมิติใหม่ของเส้นทางคมนาคมให้มีความ
เช่ือมโยงต่อเนื่องทุกรูปแบบ เพื่อการเดินทางที่สะดวก ปลอดภัย
ทัว่ ถึง เพื่อคุณภาพชีวติ ท่ีดี ความอย่ดู ีกนิ ดี และความสุขของคนไทย
ทัว่ ทงั้ ประเทศ กระทรวงคมนาคมจงึ ได้กำ� หนดทศิ ทางการขบั เคลอ่ื น
และพัฒนาระบบคมนาคมขนส่งในภาพรวมภายใต้ยุทธศาสตร์
การพัฒนาโครงสรา้ งพื้นฐานด้านคมนาคมขนสง่ ของไทย พ.ศ. 2558
– 2565 โดยมีเป้าหมายในการพัฒนาระบบการคมนาคมขนส่งให้
ครอบคลุมท่ัวถึงทุกพื้นท่ี และเช่ือมโยงไปยังประเทศต่างๆ ในภูมิภาค
เพื่อให้ประชาชนมีความสะดวก และปลอดภัยในการเดินทางและขนส่ง
สินค้า ให้ผู้ท่ีอยู่ห่างไกลสามารถเข้าถึงโครงสร้างพ้ืนฐานและการให้
บริการด้านคมนาคมขนส่งอย่างเท่าเทียม เพ่ือคุณภาพชีวิตท่ีดี รายได้ที่ดี
ประชาชนมคี วามสขุ ภายใต้กรอบแนวคิด “One Transport for All”
เพ่ือความมั่นคง มัง่ คง่ั ยัง่ ยนื
ภายใต้ห้วงระยะเวลาของรัฐบาลภายใต้การน�ำของ พลเอก
ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี กรมทางหลวงชนบทได้เป็น
ก�ำลังส�ำคัญในการขับเคล่ือนนโยบายของรัฐบาลโดยมีผลการด�ำเนินงาน
ท่ีส�ำคัญในการเปล่ียนถนนลูกรังเป็นถนนลาดยาง ส่งความสุข
ถึงทกุ พืน้ ทที่ ัว่ ประเทศ เป็นระยะทางรวมกว่า 3,365 กิโลเมตร กอ่ สร้างถนนเพอื่ สนับสนุนโครงการหลวงและโครงการพระราชด�ำริ 96 สาย
ระยะทางรวม 606 กิโลเมตร กอ่ สร้างสะพานชมุ ชนในภมู ิภาค จ�ำนวนมากกว่า 193 สะพาน สรา้ งความสุขใหแ้ กป่ ระชาชนในท้องถิ่นเป็น
จ�ำนวนมาก และได้เพ่ิมประสิทธิภาพการใช้งานทางหลวงชนบท การก่อสร้างถนนผังเมือง ทางเลี่ยงเมือง วงแหวนรอบเมือง เพื่อแก้ไข
ปัญหาจราจรทง้ั ในกรงุ เทพมหานครและปรมิ ณฑล และภมู ภิ าค รวมท้งั โครงการท่อี ยู่ระหวา่ งด�ำเนินการ ไดแ้ ก่ โครงการก่อสร้างถนนเลียบ
ชายฝั่งด้านตะวันตกของอ่าวไทย (Thailand Riviera) เพ่ือเป็นการส่งเสริมการท่องเท่ียวชายฝั่งทะเลแห่งใหม่บนพ้ืนฐานของการอนุรักษ์
ธรรมชาติและสิ่งแวดล้อม จากผลงานดังกล่าวเป็นส่วนหนึ่งท่ีส�ำคัญเป็นผลท�ำให้สถาบัน International Institute for Management
Development (IMD) จัดล�ำดับใหป้ ระเทศไทยมคี ุณภาพดา้ นโครงสร้างพืน้ ฐานทางถนนทีป่ รับตัวดีข้ึนถึง 21 ลำ� ดับในชว่ งระยะเวลาเพยี ง
3 ปี เมือ่ เปรียบเทียบจากล�ำดบั ที่ 47 ของโลกในปี 2558 ขึ้นเป็นล�ำดบั ที่ 26 ของโลในปี 2561 ซ่ึงเป็นผลงานทีค่ วรแก่การภาคภูมิใจย่ิง
ทางด้านนโยบายความปลอดภัยทางถนนถือเป็นอีกนโยบายสำ� คัญอีนโยบายหน่ึงที่รัฐบาลและกระทรวงคมนาคมได้ให้ความสำ� คัญ
เพื่อลดอัตราการเกิดอุบัติเหตุทางถนนท่ีก่อให้เกิดการบาดเจ็บและสูญเสียชีวิตของคนไทยเป็นจ�ำนวนมาก กรมทางหลวงชนบทได้สนอง
นโยบายเป็นอย่างดีและถือเป็นภารกิจที่ส�ำคัญท่ีจะท�ำให้ถนนทุกเส้นทางมีความปลอดภัยสูงสุดส�ำหรับผู้ใช้รถใช้ถนนทุกกลุ่มรวมท้ังคนเดินเท้า
ท้ังนี้โครงการท่ีได้ด�ำเนินการที่ส�ำคัญคือ โครงการถนนปลอดภัยหน้าโรงเรียนนับเป็นโครงการที่มีคุณค่าท่ีค�ำนึงและดูแลเด็กและเยาวชน
ให้มีความปลอดภัยในการเดินทางไปโรงเรียน จึงขอให้กรมทางหลวงชนบทได้ด�ำเนินโครงการนี้อย่างต่อเนื่อง โดยร่วมมือกับหน่วยงาน
ภายในกระทรวงและหน่วยงานท่ีเกี่ยวข้อในพ้ืนท่ีเพ่ือให้เกิดความร่วมมือท่ีเป็นเอกภาพและมีเป้าหมายเดียวกันในการสร้างความปลอดภัย
ทางถนน
เน่ืองในโอกาสวันสถาปนากรมทางหลวงชนบทและครบรอบ 16 ปี ในวันท่ี 9 ตุลาคม 2561 ขออ�ำนาจส่ิงศักด์ิสิทธ์ิทั้งหลาย
ตลอดจนเดชะพระบารมีของสมเด็จพระเจ้าอยู่หัวมหาวชิราลงกรณ บดินทรเทพยวรางกูร ได้โปรดอภิบาลประทานพรให้เจ้าหน้าที่
กรมทางหลวงชนบททกุ คนประสบแตค่ วามสขุ ความเจรญิ มพี ลานามยั ท่สี มบรู ณแ์ ขง็ แรง และขอให้เช่อื มมั่นในมาตรฐานการพัฒนาระบบ
คมนาคมขนสง่ เพ่อื ให้พีน่ อ้ งประชาชนมคี ุณภาพท่ดี ี มีความม่นั คงปลอดภยั ในการดำ� เนินชีวิตอย่างมสี ขุ ยง่ิ ขึ้นสบื ไป

The Message from Mr. Arkhom Termpittayapaisith Minister of Transport

The government has the important policy in increasing the competition capacity of the country. This will help
to let the transportation to be convenient, rapid more and has the steadiness in connecting to fulfill the transportation
network from the water source to river mouth. This will open the new dimension of the transportation route to have
the connection continuously in every forms for travelling conveniently, safely and thoroughly for the good life
quality, the good welfare and the happiness of all Thai peoples in the country. Minister of Transport will determine
the direction of the driving force and the development of the transportation system in the overall picture under
the strategy of the development of the infrastructure in the transportation of Thailand from 2015 to 2022 by this will
have the target in the development of the transportation to let to cover for all every areas and connect to
other countries in the region for letting the people to have the convenience and the safety in the travelling
and transporting products. This will let the person who is far apart, can access to the infrastructure and giving
the transportation service equally for the good life quality, the good revenue, the people will have the happiness
under the conceptual framework, “One Transport for All”, for the stability, the wealth, the sustainability.
Under the time period of the government under the leading of Field Marshal, Prayut Chan-o-cha, Prime
Minister of Thailand. Department of Rural Roads will be the important power in driving the government policy
by having the important performance in changing Non-Asphalt Road to be Paved Road. This will give the happiness
to every areas of the country. This will have the total distance more than 3,365 kms. This will construct roads from
supporting Royal Projects and Royal Initiative Projects for 96 routes, the total distance of 606 kms. This will construct
community bridges in the region for the number more than 193 bridges. This will create the happiness for many
peoples in local areas and this will increase the efficiency of using Rural Roads Projects, the construction of urban
roads, bypass roads, ring roads for solving the traffic problem for both in Bangkok Metropolitan Region and the region
including processing projects such as, The project of constructing coastal roads in the western direction of the gulf of
Thailand (Thailand Riviera) for contributing the tourism of the new coast on the basic of conserving the nature and
the environment. From the aforementioned result is the one important part that will be the result that will make
International Institute for Management Development (IMD) to set the rank of Thailand to have the quality in
the infrastructure of Roads better for 21 ranks in the time period for 3 years when this has compared from the rank
No. 47 of the world in the year of 2015 to be the rank No. 26 of the world in the year of 2018. This is the working
result that shall be the pride for the country.
For the safety policy of roads is the another one important policy that the government and Minister of
Transport has given the importance to reduce the road accident rate that will create the injury and the loss of many
Thai peoples. Department of Rural Roads has responded to the policy quite well and this is held as the important
mission that will make every routes have the highest safety for car users and road users in every group including
pedestrians. In order that the important operating project is the project of the safe road in front of the school. This is
counted as the project that has the value that will consider and take care of the children and the youth to have the
safety in travelling to the school. This will request to let Department of Rural Roads to operate this project
continuously by this will cooperate will agencies within the department and related agencies in the area for creating
the cooperation to be the unity and has the same target in creating the safety of roads.
Due to the opportunity of Inauguration Day of Department of Rural Roads and the 16th Anniversary on
October 9, 2018, we would like to request the power of all holy things including the prestige of King Rama 10
to protect and give the blessing to every staffs of Departmetn of Rural Roads to meet the happiness, the prosperity,
the strong health and I have requested to believe the standard of the development of the transportation system
for letting the people to have the good quality, the security in living with the happiness from now on.

สนับสนุนสร้างความโปร่งใส สามารถตรวจสอบได้ทุกด้านตลอดมา และแม้ในช่วงท่ีประเทศต้องเผชิญกับภาวะ
วิกฤตจากภัยธรรมชาติ เช่น อุทกภัย ภัยแล้ง และสาธารณภัยต่างๆ กรมทางหลวงชนบทได้เป็นส่วนหน่ึงที่ช่วย
บรรเทาความเดือดรอ้ นของประชาชนอยา่ งเต็มกำ� ลัง จนมผี ลงานเปน็ ท่ปี ระจักษ์

The message from Permanent Secretary for Ministry of Transport

Department of Rural Roads has the duty and the main role in the development and lifting
the standard level of rural roads including developing the organization according to the strategy
of the development of the network integratedly according to the policy of, “One Transport”, of
Ministry of Transport in order to lift the level of the life quality of the living of the people. This
will contribute the transportation to have the efficiency. The people can travel conveniently,
fastly and safely. This will contribute the economy opportunity and the local tourism for the
people to have more revenues.
For all of the past time of 16 years, every government officers and staffs of Department of
Rural Roads have aimed to develop their own capacities and use the modern technology in order
to increase the efficiency of the job continuously including cooperating to work interlacely and
strongly according to the duty to respond to every strategy of the development of the country
fully. This will make the year of 2018 to be the another year that Department of Rural Roads has
proved to see the aim of the development of the infrastructure that is the important part in the
development of the country sustainably. Besides, this will have the outstanding working result in
creating the good governance in the organization. By this will focus on the procedure to have the
participation from the people sector and the supporting to create the transparency that can be
inspected in every sides for all the time. And although in the time period that the country must
face with the crisis condition from the natural risk such as, the disaster, the drought and other
public hazards, Department of Rural Roads will be one part that will help to relieve the trouble
of the people fully until this has the working result obviously.
Due to the opportunity of the establishing day of Department of Rural Roads on October 9,
2018, I would like to request the power of all holy things that everyone have respected to give
the blessing for every staffs of Department of Rural Roads to face with the happiness, the growth,
the strong health for being the important power of the nation including inheriting the aspiration
to connect to all places of Thailand, all minds of all people in the nation and are closely with
Thailand forever.

กรมทางหลวงชนบทได้ด�ำเนินภารกิจในการพัฒนา
และยกระดับมาตรฐานทางหลวงชนบท เพื่อเช่ือมโยงการ
คมนาคมขนส่ง การท่องเที่ยว การพัฒนาชายแดน
ถนนผังเมือง การบ�ำรุงรักษา และการอ�ำนวยความปลอดภัย
โครงข่ายทางหลวงชนบท เพื่อส่งเสริมและยกระดับคุณภาพ
ชีวติ ของประชาชนใหด้ ีข้นึ อย่างตอ่ เน่ือง
ในปีงบประมาณ พ.ศ. 2561 กรมทางหลวงชนบท
ได้ด�ำเนินการก่อสร้างถนนและสะพานสนับสนุนการคมนาคม
ขนส่งทกุ รปู แบบ ได้แก่
1. ยกระดับมาตรฐานทางจากถนนลูกรังเป็น
ถนนลาดยางหรอื ถนนคอนกรีต ระยะทางรวม 689.175 กิโลเมตร
2. พัฒนาโครงข่ายสะพาน ความยาวรวม 8,269 เมตร
3. แก้ไขปัญหาจราจรในเขตปริมณฑลและภูมิภาค
ระยะทางรวม 4.200 กโิ ลเมตร และทางต่างระดับ จ�ำนวน 1 แห่ง
4. กอ่ สรา้ งถนนผงั เมอื ง ระยะทางรวม 8.899 กิโลเมตร
5. ถนนสนบั สนนุ ยุทธศาสตรก์ ารท่องเท่ยี ว ระยะทาง
รวม 97.936 กโิ ลเมตร
6. ถนนสนับสนุนยทุ ธศาสตรโ์ ลจสิ ตกิ ส์ ระยะทางรวม
23.000 กิโลเมตร ประกอบดว้ ยสะพานข้ามแยก จำ� นวน 1 แหง่ และทางลอดตา่ งระดบั จ�ำนวน 1 แห่ง
7. ถนนสนบั สนุนเขตเศรษฐกิจพิเศษภาคตะวันออก (EEC) ระยะทางรวม 50.119 กิโลเมตร
8. ถนนสนับสนุนเขตเศรษฐกิจพเิ ศษชายแดน (SEZ) ระยะทางรวม 73.485 กิโลเมตร
นอกจากนี้ กรมทางหลวงชนบทยังมีนโยบายอย่างต่อเน่ืองที่จะพัฒนากระบวนงานไม่ว่าจะเป็นการก่อสร้าง
หรือปรับปรุงถนนและสะพานในความรับผิดชอบ ผลผลิตท่ีได้ต้องมีคุณภาพท่ีดี ประชาชนต้องมีความพึงพอใจและรู้สึก
ปลอดภัยในการใช้ถนนทางหลวงชนบท จึงได้น�ำระบบประกันคุณภาพ (Quality Assurance) มาเป็นแนวทาง ซ่ึงด�ำเนิน
การมาอยา่ งตอ่ เนอ่ื งต้ังแต่ปี พ.ศ. 2558 แบ่งเปน็ 6 ดา้ น ประกอบดว้ ย ดา้ นแผนงาน ด้านสำ� รวจและออกแบบ ดา้ นก่อสร้าง
ทาง ด้านก่อสร้างสะพาน ด้านบ�ำรุงรักษาและอ�ำนวยความปลอดภัย และด้านก�ำกับและบังคับใช้กฎหมาย โดยก�ำหนด
ให้งานในแต่ละด้านต้องส่งมอบงานอย่างมีคุณภาพ มีการท�ำงานร่วมกันอย่างบูรณาการ เพื่อให้ผลผลิตสามารถส่งถึงมือ
ประชาชนได้อย่างมีคุณภาพตามหลักวิศวกรรม และทันตามเวลา เพื่อให้ประชาชนได้รับประโยชน์สูงสุด ภายใต้วิสัยทัศน์
“พฒั นา เพิม่ คณุ ค่า เติมต่อโครงขา่ ยทางให้สมบรู ณ์ อย่างพอเพยี งและยงั่ ยนื เพอื่ ประโยชนส์ ุขของประชาชน”
เนื่องในโอกาสครบรอบ 16 ปี กรมทางหลวงชนบทในวันท่ี 9 ตุลาคม 2561 ผมขอขอบคุณบุคลากรของ
กรมทางหลวงชนบททุกท่านที่ได้ทุ่มเท ก�ำลังกาย ก�ำลังใจในการขับเคล่ือนพัฒนาระบบคมนาคมขนส่งให้มีความสะดวก รวดเร็ว

The message from Director-General of Department of Rural Roads

Department of Rural Roads has operated the duty in the development and has lifted the standard
level of Rural Roads for connecting the transportation, the tourism, the development of the border for
contributing and lifting the level of the life quality of the people better continuously.
In the fiscal year of 2018, Department of Rural Roads has operated to construct roads and
bridges to support the transportation in every forms such as;
1. Lifts the standard level from non-asphalt roads to be paved roads or concrete roads,
the total distance are 689.175 kms.
2. Develops bridge networks, the total length are 8,269 metres.
3. Solves the traffic problem in the metropolitan area and the region area, the total
distance are 4,200 kms and 1unit of the grade separation.
4. Constructs urban roads, the total distance is 8,899 kms.
5. Roads supporting the tourism strategy, the total distance are 97.936 kms.
6. Roads supporting the logistics strategy, the total distance are 23.000 kms. Roads are
consisted of 1 unit of the flyover and 1 unit of the underpass grade separation.
7. Roads supporting the Eastern Economic Corridor (EEC) region, the total distance are
50.119 kms.
8. Roads supporting the Special Economic Zone (SEZ) region, the total distance are
73.485 kms.
Besides, Department of Rural Roads will have the continuous policy to develop the work process.
No matter will be the construction or the improvement of roads and bridges in the responsibility.
The productivity must have the good quality. The people must have the satisfactory and will feel
safely in using rural roads. This would have brought the quality assurance to be the guideline that was
operated continuously since 2015. This would be separated to be 6 sides that are consisted of
the working plan, the survey and the design. For constructing of roads, bridges, the maintenance and
the safety management, the supervision and the law enforcement. By this will determine the job in each
side to be delivered with the quality. There is working together integratedly for giving the productivity
that can deliver to hands of the people with the quality according to the engineering principle and this
will deliver in time in order to let the people to receive the highest benefit under the vision of,
“The development will increase the value, add the network completely sufficiently and sustainably for
the benefit of the people.”
Due to the opportunity of the 16th anniversary, Department of Rural Roads on October 9, 2018,
I would like to thank to every personnels of Department of Rural Roads that have dedicated their
physical power and mind power in driving to develop the transportation system to have the convenience,
the rapidity and the safety. This will contribute to support to let the people to have the better quality.
I would like to invite the virtue of the Three Gems and the holy thing that everyone have respected,
to inspire you and your family to face with the happiness, the growth, the strong health with the wisdom
power in operating the duty and other activities of Department of Rural Roads further.

ชัยนาท จังหวัดชัยนาท ก่อสร้างแล้วเสร็จ ในเดือน
เมษายน 2561 เป็นถนนผิวจราจรแอสฟัลท์ติก
คอนกรีต ขนาด 4 ช่องจราจร ระยะทาง 3.564
กิโลเมตร มีวัตถุประสงค์เพ่ือช่วยแก้ไขปัญหาการ
จราจรและรองรบั การพฒั นาเมือง เพม่ิ ความสะดวก
สบาย ในการสัญจรข้ามแม่น�้ำเจ้าพระยาระหว่างฝั่ง
ท่าชัย-ฝั่งเมืองชัยนาท โดยมีจุดเร่ิมต้นโครงการฯ
กม.ที่ 0+000 เชื่อมกับถนน ทล.311 (ลพบุรี -
ชัยนาท ท่ี กม. 51+310) และสิ้นสุดโครงการฯ
กม.ท่ี 3+564 บรรจบถนน ทล.3138 (ชัยนาท -

โครงการก่อสร้างถนนสาย นย.2005 แยก ทล.33 – บ.คลอง 33 จ.นครนายก กอ่ สรา้ งแล้ว
เสร็จในเดือนกันยายน 2560 จุดเร่ิมต้นโครงการฯ เชื่อมต่อกับทางหลวงแผ่นดินหมายเลข 33
ที่ กม. 112+450 และมีจุดสิ้นสุดโครงการ เช่ือมต่อทางหลวงชนบทสาย นย.3007 ระยะทางรวม
10.003 กโิ ลเมตร มีรายละเอยี ด ดังน้ี
1. ถนนผวิ ทางชนิด Asphaltic Concrete ขนาด 4 ชอ่ งจราจร กวา้ งชอ่ งละ 3.50 เมตร พร้อม
ไหลท่ าง Asphaltic concrete กวา้ ง 2.50 เมตร
2. สะพานคอนกรีตเสรมิ เหลก็ แบบคขู่ นาน ผวิ จราจรกวา้ ง 11 เมตร ขา้ มคลอง 3 แหง่ ไดแ้ ก่
คลองปา่ ยาง, คลองบ้านพรกิ และคลองลำ� ขวด ความยาวสะพานรวม 100 เมตร
3. สะพานคอนกรีตเสรมิ เหล็กแบบคขู่ นานข้ามทางรถไฟ ผวิ จราจรกว้าง 11 เมตร ความยาว
415.50 เมตร
4. ระบบไฟฟา้ แสงสว่าง ระบบอำ� นวยความปลอดภัยการจราจร และระบบระบายนำ�้ โครงการ
ดังกล่าวจะเป็นเส้นทางลัด ทางเลี่ยงเมือง เพื่อเช่ือมโครงข่ายให้สมบูรณ์ พร้อมท้ังสนับสนุนยุทธ
ศาสตร์โลจิสติกส์ (Logistics) รองรับการขนส่งสินค้า รวมทั้งสนับสนุนการท่องเที่ยวให้สามารถเดิน
ทางได้สะดวก รวดเรว็ และปลอดภยั

NY2005 road connecting
Highway 33 to Ban Khlong 33,
Nakorn Nayok province
The construction of an NY2005 road
connecting Highway 33 to Ban Khlong 33 in
Nakorn Nayok province was completed in
September 2017. The road begins at Highway
33 at Kms. 112+450 and ends at the connec-
tion to NY3007 road, with a total distance of
10.003 kilometers.
The project details are as follows.
1. 4- lane asphaltic concrete with a
lane width of 3.50 meters each, together with
2.50 meter asphaltic concrete road shoulder,
2. 11- meter wide separated inbound
and outbound reinforced concrete bridges
with a length of 415.50 meters,
3. Lighting, traffic safety and drainage
systems
This road serves as a shortcut and
bypass in order to complete the network. It
also supports logistics and tourism strategies.
