Message from the PENR Officer

Makakalikasang pagbati po sa inyong lahat!

By the divine grace of the Creator, PENRO Ifugao successfully surpassed
the accomplishment of our targets this year 2020 despite all trials that
came along the journey to safeguard the environment.

The Provincial Environment and Natural Resources Office (PENRO) Ifugao maintained an
environment friendly and positive atmosphere which harmonized relationships among the
employees of the three (3) offices and with our partner agencies and stakeholders in the
attainment of a common goal for the conservation, protection and management of our natural
resources. Amidst the pandemic situation, we have courageously accomplished our targets this
fiscal year 2020 following the Ten (10) Priority Programs of the strong and brilliant Secretary
of our Department, Roy A. Cimatu. Despite some hindrances in the attainment of our annual
goals, we had to be resilient amidst these challenging times of COVID19 pandemic. We believe
in the proverb that says, “I will never leave you nor forsake you; I will be with you even to the
end”.

Aside from implementing our planned targets, we have introduced some innovations within our
office premises for welfare of our employees and customers. The office improvements such as
Cashier’s room, Accountant’s room, Chief, Technical Services Division’s room, Planning Section’s
room, Forestland Management Project’s porch, Environment Management Bureau and Mines
Geo- Sciences Bureau’s kitchen and comfort rooms, multi-purpose stage, and other
improvements catered to the needs of the employees for a more conducive workplace.

May I also take this opportunity to acknowledge the unwavering commitment and best efforts
of our central and regional officers, our CENR Officers not to forget OIC, CENRO Florencio I. Pacio
who was recalled to mother unit sometime in November, their staff and personnel and Job
orders, my two division chiefs, their staff and personnel, EMB and MGB staff, Focal Persons,
section/unit chiefs and project staff. I also thank our proactive and supportive stakeholders,
partner agencies, academe, NGOs and private individuals without who in one way or another
have contributed to the attainment of our goals for calendar year 2020.

Humble beginnings and challenges are the foundation of every great accomplishment. Hard
work and dedication are the bedrock of every great achievement, and great achievements are
nurtured with the cooperation of many minds with common vision, working towards a common
goal. Indeed, coming together is a beginning, keeping together is progress and working together

II. Executive Summary

The DENR - Ifugao with its provincial office and CENRO Lamut located at Bannit,
Payawan, Ifugao and CENRO Alfonso Lista at Namillangan, A. Lista, Ifugao
continually contributed in the pursuit of the mission of the Department - the
sustainable utilization, Conservation and Protection of the Environment and
Natural Resources apart from uplifting the socio-economic conditions of our
fellowmen most especially in the upland areas. Unfortunately, most have been
less mindful in the observance of their role as a citizen in protecting our
environment and the way we treat our natural resources. Through the years,
environmental degradation has worsened rapidly and its effects have been felt in
the many natural disasters such as erosions, flash floods and forest fires in almost
all parts of our area of responsibility. Closer to home, we also saw and felt the
destruction brought by the parade of typhoons with the latest “Ullyses” which
caused erosions that has caused several casualties, damage to properties and
livelihood. Now, do we not question ourselves? Are these havocs a reminder of
our Mother Earth, that sooner or later, if we continue to destroy our nature,
humanity will see and feel it’s wrath?

Presentation below shows the comparison of the forest cover against forest loss
in the province.

Today, these continuous destructive human activities are having a detrimental effect on
these natural cycles and we can no longer take it for granted that they will continue to
operate normally or continue to supply us with the essential ingredients of life.

Indeed, Calendar Year 2020 was extraordinarily a very challenging year due to the
COVID 19 pandemic. This pandemic brought about fear, anxiety, hopelessness and panic
to the whole world. Yet, despite all of these, it was still a fruitful year for us.

The Philippines was among the countries worst hit by the pandemic. Public service was
practically on a stand still when Home Quarantine (total lockdown) was declared
sometime in the middle of March 2020 where only frontline workers providing health
and safety such as, medical services, police, army and other agencies providing similar
services involving health and safety made the greatest sacrifices. The pandemic has
claimed the lives of a considerable number of people in the country. Slowly, Home
Quarantine shifted to Enhanced Community Quarantine, to General Community
Quarantine and now, Modified General Community Quarantine giving birth to the so
called “New Normal”.

During the total lockdown, some of our personnel assisted LGUs in repacking and
distribution of relief goods. We also collected cash donations from our personnel and
Contract of Service/Job Orders and packed and distributed some relief goods to
identified sitios/barangays in coordination with the Municipal Social Welfare and
Development Offices. In addition, the office has donated confiscated lumbers to the
Panopdopan District Hospital which were used to fabricate beds and rooms for the PUIs
and PUMs also to the Philippine National Police for the construction of sheds for the Task
Force and to some LGUs for the construction of quarantine rooms for COVID 19 related
concerns. We lend one of our rubber drums for hand washing facility to LGU Lamut. This
office believes in the power of linkages and support system most especially in times like
this.

Coordination and linkages with stakeholders and partner agencies was very limited as
well, thus most of the time we only had ourselves and each other to rely upon. The virus
caught two of our colleagues along the way. At that certain point, some of us may have
thought deep and hard, got tempted to sit back and forget our pledge to serve. We too

realized that the threats are real and inevitable. Not long since then, we rolled our
sleeves and headed again to do our tasks, more careful and alert.
We saw our accomplishments lagging behind on almost all aspects of the targeted
programs/projects and activities on account of the pandemic. Armed with faith in the
Creator and with the untiring guidance and persistence of the heads of our offices and
higher authorities. We dared the threats of the pandemic and placed our best foot
forward, doubled our time and efforts while adhering to the protocols of the “New
Normal”.
Our accomplishments on our regular targets, the Integrated Natural Resources and
Environmental Management Projects (INREMP) and the Forestland Management
Project (FMP) slowly but surely headed towards positive results both physical and
financial performance. It is worth noting that for calendar year 2020, we did not incur
any cash reversion on all funds. In some programs/projects and activities, we exceeded
100% accomplishments, except for maintenance and protection targeted under the
Forestland Management Project where accomplishment hit only 32.06% in terms of
conducting the four (4) passes maintenance and protection activities for purposes of
billing/payment due to the report template provided/required by JICA but in fact the
whole plantation establishment was monitored and protected. Much was done as far as
we are concerned, yet, with all humility, we admit that in this area, it was not enough.

III. Highlights of Accomplishments

A. General Administration and Support Services (GASS)

The General & Administrative Support Services (GASS) with its Support to
Operations section (STO) supervised the workforce entirely. In addition, it
promoted good governance and advocated zero tolerance to corruption.

Generally, the main function of this section is for the welfare of the workforce and
maintenance and improvement of the workplace to provide a wholesome
working environment. It has 17 physical targets to accomplish with a total
allotment of P19,019,000.00.

The Personnel Services which is Nineteen Million, Nineteen Hundred Thousand
(P19,019,000.00), 72% was fully utilized mainly for the benefits of the regular
employees under GASS, RATA of the higher officials, etc…the PS allotment is
100% utilized while the P5,254,000.00 MOOE, was generally utilized for the daily
operation of the three (3) offices to include mandatories, insurance of buildings,
vehicles, equipment including their maintenance/repair and improvements,
purchase of supplies and materials, utility expenses, etc... This office was able to
hire and maintained nine (9) Job Orders for the janitorial and security services
and three (3) job orders to augment in the general administrative support
services from January to December 2020. The janitorial and security job orders
were distributed equally to the 3 offices.

The 5% GAD was streamlined with the regular activities with reports submitted
by the focal person. Also, the 1% for the support to youth, senior citizens and
differently-abled persons was utilized for the activities related to this activity.
Tree planting during the celebration of Arbor Day and World Bamboo Day, river
clean up activities were conducted with senior citizens and youth sector.

A. Administration and Support Services

Records Management

1. Encoding of Allocation Books

This is to determine if these approved plans had been titled
completely and accurately. Further, this is in preparation for
future rapid land tenure assessment (RLTA). Though the
inclusion of this activity was quite late, the office was able to
accomplish it’s 8 targets. CENRO A. Lista for 3 and CENRO
Lamut for 5.

The office successfully encoded all approved plans/lots for the
municipalities of Aguinaldo, A. Lista, Asipulo, Banaue,
Kiangan, Lagwe, Lamut and Mayoyao.

2. Grooming of Public Land Applications, Certificate of
Stewardship Contracts and CBFM Agreements for easy access
and reference.

The old general records were segregated and ready for
inventory. Current records are accessible as ready reference of
our clientele.

For CENRO Lamut, there were double patents issued based on
the reconciliation of PLA records and were affirmed by the
Registry of
Deeds, Lamut,

Factors that facilitated/hindered the attainment of targets
 God’s divine intervention thru prayers and trust is the first and
foremost reason for the accomplishment of all targets;
 The targets were overshoot by 247% though during the lockdown in
which the movement of personnel was restricted by health protocols
due to the pandemic, personnel worked double time when the
restrictions became lighter;
 Effective and good rapport with partner LGUs and stakeholders;
 Good working relationship among top brass and grassroots ,the field
implementing units (FIUs) and constant reminders during regular
meetings and flag ceremony helped a lot;
 Conduct of Provincial Management Conference to assess performance
and strategize on how to accomplish backlogs;
 Dedication and coordination of assigned personnel

A.02.a Data Management including Development and Maintenance
Data Management and Maintenance

On the system managed and maintained, the office was able to
maintain the six (6) systems i.e. LMS, FMS, eFIS, eNGAS, PAWS,
DPIS.

Operationalization/Maintenance of Enhanced Forestry
Information System (eFIS)

So far there is no newly approved tenure for this year hence the
office just maintained, inputted into the system the thirty-one (31)
existing tenurial instruments i.e. CBFMAs, FLGMA and SIFMA.

Statistical activities

The Ifugao ENR Profile was updated and copy of it was submitted
to the regional office.

Also, ten (10) provincial quarterly statistical reports were
prepared, reviewed and validated (FMS, LMS and PAWS).

In relation to statistics, the office actively participated in the FY
2020 Statistics Month celebration which was done last October, by
hanging tarpaulin and attending meetings called for by the
Provincial Statistics Office. In addition, the office conducted river
clean-up as part of the celebration.

Procurement of ICT

The approved budget for this activity is One Million Two Hundred

Fifty Thousand pesos (P1,250,000.00). However, due to the

mandate of NBC no. 580, dated March 31, 2020, the office has to

sacrifice/offer 10% of unobligated budget and this activity was one

of those affected. The (Two Hundred Fifty Thousand pesos

(P250,000.00)

A.03.a Formulation and Monitoring of ENR Sector Policies, Plans, Programs
and Projects

Forest Land Use Plan (FLUP)
The Forest Land Use Plans of Banaue and Lagawe were already
legitimized. While FLUPs for the preparation and formulation
covering the municipalities of Mayoyao, Lamut, Hungduan and
Hingyon were already accomplished. Copies of the said FLUPs
were already submitted to the Regional Office for review and
integration of corrections to improve the content of the
manuscript. The formulated FLUPs will be legitimized by next year
CY 2021 as part of the physical target. So far, almost all the targets
for FLUP in Ifugao are done except for one which is a target for FY
2021 and this is the Municipality of Kiangan. Asipulo and Tinoc are
CADC area.

C. Operations

1. Secretary’s Ten Priority Programs

 Intensified Environmental Protection

- Priority Program #01 - Clean Air Program
The Environmental Management Bureau (EMB) with the Office assigned at
PENR-Ifugao conducted monitoring of established firms, mobile sources (all
kinds of vehicles), and agricultural sources (kaingin system, poultry, etc.) within
the province to ensure that they meet the necessary requirements for air quality
measures. Non-compliant individual/firms or violation of any existing laws,
policies, rules and regulations were be given Notice of Violations (NOVs).

- Priority Program #02 - Clean Water
Water quality measures are one of the important aspect to control water
pollution. In addition, determining the water quality based on the criteria help to
ensure the suitability of the water for its proper usage or classification. This
classifications, however do not preclude usages of the water bodies for other
purposes provided that the water quality will not be compromised. There are ten
(10) water sampling stations continuously monitored by the office (EMB
personnel) which are strategically located along the stretch and in the tributaries
of the 3 major rivers
namely: 1) Lamut River
(4) located at Lamut
bridge, Salamague,
Lawig bridge and Halog
bridge; 2) Ibulao River
(3) set at Ibulao bridge,
Bahawit hanging bridge
and Tupaya-Hapid
bridge; 3) Alimit River
(3) at the Banaue-Bocos
bridge, Batad river, Banaue-Mayoyao boundary bridge.

The collaborative efforts of the various agencies particularly from the DENR,
LGUs, PNP, etc. conducted clean-up drives along the river and its tributaries. The
Ibulao, Lamut , Halag, and tributaries which drains along Magat are the target site
with the aim to improve the water quality from class “C” to higher stringent water
classification.

The Office and concerned government agencies performed series of activities and
actively participated in line with the celebrations of International Coastal Clean-
up, World Water Day, International Coastal Clean-up and World Wetlands Day.
This aimed to rehabilitate, maintain and improve water quality of our water
systems. The collected wastes were brought to the Material Recovery Facility

(MRF) for proper weighing and segregation of recyclables from residual for
proper disposal.

- Priority Program #03 - Solid Waste Management
The assessment conducted by EMB during the previous years on established and
proposed sanitary landfills by various municipalities shows that most of it did
not pass the necessary criteria for site selection, hence ECC applications of some
LGUs were disapproved. Based on the results, most sanitary landfill located
within the proximity of sensitive groundwater sources and perennial surface
water, geologic condition, soil/land condition, topography, seismic condition,
and area capacity and availability.
LGUs practicing open dumpsites and burning is a violation to RA 9003. The Office
is strictly monitoring the compliance and assists the LGUs to solve the
problems/issues identified during the assessment. One of the strategy
undertaken during the previous meetings/consultations is through clustered
sanitary land fill which will be located at Sitio Opalan, Hapid, Lamut, Ifugao, and
encourage LGUs to practice ecological solid waste management (ESWM) such as
daily covering of waste with soil, well designed drainage and run-off control,
security fencing, no burning, etc..

 Priority Program #05 - Enhanced National Greening Program
The National Greening Program (NGP) is a reforestation program which aimed
to attain sustainable development in terms of food security, poverty reduction,
biodiversity conservation, environment stability and climate change mitigation
and adaptation. It is under National Convergence Initiative composed of the
Department of Environment & Natural Resources (DENR), Department of
Agriculture (DA) and the Department of Agrarian Reform (DAR) and in
collaboration with all Local Government Units (LGU’s), Peoples Organization
(PO’s), Non-government Organization (NGO’s) and in partnership with the
private sector and civil society.

PENRO-Ifugao has implemented major activities which included Seedling
Production, Site Preparation, Plantation Establishment and Maintenance and
Protection.

For CY 2020, the office has a target of 100 hectares to develop for Bamboo
Plantation which was distributed in the Municipalities of Asipulo (15ha),
Hungduan (15ha), Lagawe (15ha) and Lamut (25 ha), Aguinaldo (10.61ha) and
A. Lista (19.39ha). The plantation sites were planted with species of Bayug,
Lanao, Kiling and Kawayan-tinik. The office also maintained the 64 has. bamboo
plantation established in FY 2018 at Mabatobato, Lamut, Ifugao.

For the Seedling Production Areas (SPA), it was lodged at PENR Office. It was
maintained and protected. Tree markings were conducted for identification of
mother trees as seed sources. Collected various seeds purposely for seedling
productions and for the replacement of dead seedlings within NGP plantations.
The rest were submitted to Regional Office. The SPA site is located at the
municipality of Asipulo with an area of 34.9 hectares. In addition, previous
plantations under this program are continuously monitored, maintained and
protected to ensure that the site will improve the physical and ecological aspects
until it will eventually be developed into forest plantations in the future.

A potential SPA was identified and assessed by personnel from regional
office sometime in 2018 for possible consideration and inclusion in the future. It
is located at Lubuan, Ubao, Aguinaldo, Ifugao. This is included in the monitoring
activities. Seeds of Molave and Akleng Parang were collected from this area. For
this year, only seeds of Molave were collected. Below is the annual report of the
CDS on SPA.

The province has 8 ELCAC areas namely: Namal, Camandag, Cawayan in the
Municipality of Asipulo and barangays Danggo, Binablayan, Luhong, Tukukan
and Wangwang in the Municipality of Tinoc. This year, only Binablayan was
given 5 has. NGP area for establishment, maintenance and protection.

Priority Program #06 - Intensified Forest Protection and Anti-Illegal Logging

 Intensified Forest Protection and Anti-Illegal Logging
Assessment and Evaluation of Certificate of Stewardship Contract
(CSC) Areas

Pursuant to Letter of Instruction 1260, known as the “Integrated Social Forestry
of the Philippines”. Issued by the late President Ferdinand E. Marcos, Certificate
of Stewardship Contracts (CSC) were issued by the DENR to all qualified forest
occupants all over the country. It has a duration of 25 years and renewable for
another 25 years, subject to a satisfactory assessment rating.

However, prior to renewal of these issued CSCs, there is a need for the conduct of
assessment/evaluation to determine the extent of development introduced by
the tenure holders and assess their compliance to the CSC agreements as basis
for appropriate action whether to renew or not, within a grace period of one (1)
year pursuant to FMB Technical Bulletin No. 11.

For the year 2020, the Office has a target of 636 CSCs to assess. CENRO Lamut has
a target of 179 while CENRO-Alista is 457 but accomplished 204 and 479,
respectively with a total of 683 or 107%.

One of the key program is the Biodiversity Protection System. It focuses on
compliance monitoring of tenurial instruments issued, monitoring of forest and
forest resource use, LAWIN foot patrolling and monitoring of protected areas and
wildlife and operations against illegal environment activities. Also included is the
coordination and implementation of the PAMANA program.

FOREST PROTECTION

The Enforcement and Forest Protection Units at the CENRO level are primarily
incharge in implementing/enforcing Forestry Laws backed up by the Regulation
and Enforcement Section of the Technical Services Division of the PENR Office.

DENR Ifugao has 4 annual targets on deputation/operationalization, two (2)
per CENRO, 2 volunteers were deputized for CENRO Lamut while 7
volunteers were deputized for CENRO Alfonso Lista. They were deputized to
help in the monitoring of illegal activities in the identified hotspot areas
which are located at Barangays Jacmal, Aguinaldo, Ifugao, Abatan, Hungduan
& Eheb, Tinoc, Ifugao.

3.2 Hiring of Forest Guards (DENR-OPPAP initiative)

Of the target of 36 Forest Guards to hire this FY 2020, only 35 Forest Guards
were hired. 19 for CENRO Lamut and 17 for CENRO Alfonso Lista. They were
hired to do patrolling of the conservation areas, monitoring illegal activities and
identifying threats for recommendation to proper authorities for appropriate
action by the office and LGUs concerned.
