Conduct of semestral assessment

Two (2) assessment were conducted to review and assess the overall standing of the
two (2) CENROs on LAWIN Patrolling and other Enforcement activities. Specifically,
to evaluate the percent accomplishment versus targets, to check if activities were
done right, reported, documented and submitted with quality and compliant to report
formats and issued instructions. Importantly, to discuss issues and concerns that may
have affected the accomplishment rates and the quality of outputs during the

Mid-year assessment conducted at CENRO Lamut on June 16, 2020 held
at PENRO Pavilion, Lamut, Ifugao

The year-end assessment was conducted last December 9 & 10, 2020 at
the DENR-PENRO Pavilion, DENR Compound, Bannit, Payawan, Lamut, Ifugao.
Participated by the selected personnel from the two CENROs, specifically the
Head of Office, Section and Unit Chiefs of the Regulation and Enforcement
Section, selected LAWIN Patrol Leaders (Forest Rangers), Foot Patrollers (Forest
Guards), Forest Protection Officers and Lawin Data Managers. The assessment
was facilitated by PENRO personnel to include the Technical Services Division
Chief, Enforcement Section Chief, Lawin Data Manager and Secretariat.

 PAMANA

I. OVERVIEW

Thirty-five (35) Forest Guards were hired for the program as part of the
Government’s over-all effort for peace and development in the Cordilleras. The
PAMANA (PAyapa at MAsaganang PAmayanan) is the national government’s
convergence program focusing on geographically isolated, depressed and conflict-
affected communities. As a complementary track to peace and negotiations, the
program focuses on forging partnerships among government agencies including
concerned local governments in the delivery of goods and services to identified
vulnerable areas.

The program adopts a 2-pronged approach in peace-building, reconstruction and
development: 1. Negotiated political settlement of all armed conflict through peace
negotiations and 2. Undertaking programs aimed at addressing the root causes of
armed conflict through interventions on the ground. PAMANA aims to build positive
healing in conflict-laden areas through the application of peace and social cohesion
standards. Socio-economic interventions are identified and selected by local
governments thru the peace and social cohesion standards of participation,
inclusion, transparency and conflict sensitivity. PAMANA is being implemented by
11 national government agencies namely: DILG, DSWD, DAR, DENR, DPWH, DA, NEA,

DOE, NCIP, PhilHealth and CHED, in partnership with local government units
concerned.

Testimonies from them would reveal that their integration into the fold of the
Government has brought better quality of their social and economic lives and their
families. Aside from being able to pursue activities and goals that mainstream
society does, their employment is also seen as an important strategy in our collective
goal of environmental conservation and development.

It is hoped that regular funding will be integrated in the agency’s budget so that they
can be able to fully enjoy the benefits that a peaceful community offers and so that
their impact in the communities and contribution to the Office will be more felt.

II. ACCOMPLISHMENT BASED ON THE ACTIVITIES OF THE PROGRAM

1. Conduct of Foot Patrol Activities

Foot patrolling activities of Forest Guards was based on the LAWIN cyber tracking
which focused on identified conservation areas and were based on quarterly patrol
plans.

Of the 840 total targets of the 2 CENROs, a total of 1,106.73 kilometers resulting to
132% were accomplished for CY 2020 as detailed in the following table:

4. Assistance in the conduct of IEC/public consultations in communities

Of the 10 targets on the conduct of IECs, 12 IECs were conducted wherein the Forest
Guards assisted in its conduct with some of them acting as Resource Persons and
giving testimonies on their views regarding forest protection. Most however
involves interpersonal IEC as an offshoot of foot patrolling. This translates to 120%
accomplishment.

Some of the seedlings produced by the forest guards were disposed upon request
of other agency and other stakeholders for tree planting activity, the seedlings also
used in restoration of some NGP sites with low survival rate.

GOOD STORIES AND PRACTICES

The deployment of Forest Guards to the DENR office greatly helped the
manpower of the department as far as forest protection is concern. The presence
of the FGs as well boosted the production of indigenous forest tree species for
distribution to stakeholders and schools for planting where it can contribute to
mitigate climate change. The PAMANA program also contributed much to the
economic lives of the FGs.

LESSONS LEARNED/ RECOMMENDATIONS

One of the insights that contributed to the success of the PAMANA
program is the cooperation and flexibility between the DENR Office and OPAPP
and its smooth implementation at the field level. For our recommendation,
PAMANA Program should be sustained for it is a great help, not only to the
economic lives of returnees but also to the office as far as forest protection is
concerned.

WEOs Deputation and Mobilization

Of the four (4) annual target, two (2) WEOs were deputized with reports submitted as per
report of CENRO Lamut and seventeen (17) WEOs for Alfonso Lista (10 male and 7 female)
assigned to monitor illegal collection and possession of wildlife within Magat Wetland,
monitored wildlife trade at the public market of Alfonso Lista, continued in the promotion of
livelihood project and conducted monthly meeting.

2. Agricultural Free Patent
The Agricultural Free Patent Reform Act of 2019 or Republic Act No. 11231

removes the restrictions on agricultural free patents under Commonwealth Act (C.A.)
No. 141 or Public Land Act of 1936. A total of one hundred eight (108) was processed
and issued to individual farmers as given their right to possess and utilize the area.
The Office exceed the annual physical total target of 100 AFPA. Patented areas for the
issued agricultural applications have a total of 444,841 sq. m.
