1. Development of Information, Education, and Communication (IEC) Materials

A. Documentation of PO Good Practices

Under this activity, there are 4 target and it was 100% accomplished as of
December 2020. The conducted activities were the community consultation of
PO. Good Practices for the Ahin Farmers Development Organization, Inc.
(AFDOI) and Hungduan Micro-Finance Development Cooperative (HMFDC).
During the community consultation, the PO identified their Good Practices in
the implementation of the subproject awarded to them which is the “Dah’nga”
and “Badang’ which mean helping one another to accomplish work without
compensation. It helped everyone to accomplish easy/hard work and
strengthens ties and camaraderie and unity. According to the elders of the

community, this traditional practice is very helpful specially to those members
of the community who do not have enough money to compensate workers to
accomplish his work easily. This is considered a good or a promising practice
because aside from the unity in having tasks done, there is cohesiveness where
no one feels alone, or above anyone else. (Attached herewith the write up of the

B. Knowledge and Learning Market
Knowledge and Learning Market activities was 100% accomplished as of

December 2020. On August 24-28, 2020, the INREMP staff and personnel together
with representative of Department of Trade and Industry (DTI), Department of
Agriculture (DA), Department of Labor and Employment (DOLE), Department of
Science and Technology (DOST), and Cooperative Development Authority (CDA)
conducted Training on Capacity Building for POs/IPOs on the strengthening of
Livelihood and Enterprise Development and Market Networking/Linkages
Mainstreaming Gender for the Hungduan Micro-Finance Development
Cooperative (HMFDC) and Ahin Farmers Development Organization, Inc. (AFDOI).
The aim of this activity is Empowerment, Knowledge/Understanding on the
impacts of Entrepreneurship (e.g. profit, job creation, etc.) to the Economy
(include value chain), Resilient Sustainable/Rural Livelihood, Strengthening of
Skills on Inclusive Enterprise Development (Mainstreaming Gender and
Vulnerable Group in the Community), Market Linkage/Networking Event
(linkage/network with possible trade partners, investors, funders/donors, etc.).
After the presentation of all the invited resource speaker from the different
agencies, the PO prepared their Enterprise Development Plan cum Sustainability
Plan with the assistance of the DTI. (Attached herewith the minutes of meeting and
attendance sheet)

of December 2020. This activity was conducted to to update and submit the

Monitoring, administrative supervision and Support to Overall Operation was
100% accomplished, The INREMP Staff and Personnel conducted regular field
monthly monitoring, assisted the Peoples Organization in preparing their
liquidation report of the transferred fund for Community Based Protection and
Monitoring (CBPM), Livelihood Enhancement Support-1 (LES-1), and
Conservation Farming (CF) Subproject, and assisted the Peoples Organization in
all activities of the Subproject awarded to them.

C. Activities affected by COVID-19 Pandemic

The mass gathering for the CBPM activities like IEC, Capacity Building and etc. was
hard to be conducted but with the permission of the LGU and BLGU some of the
activities were already conducted.

2. Gender and Development (GAD)

Under regular fund, the GAD 1st Quarter assessment and assembly was
attended by the GAD Focal person and the office observed the key celebration
activities and participated in the month long celebration for 2020 Women’s
month like Zumba and volleyball wearing purple colored outfit during Fridays.
In the celebration of World Ocean’s day, at least 25% of women employees
attended the clean-up drive activities. There were 59 women out of 119 men
participated in the tree planting activities in celebration of DENR Arbor day
and the Environment Month celebration. The involvement of 27% of women
in the Lamut River Clean-up drive and tourist spot clean-up in support to
Disiplina Muna Advocacy Campaign of DILG. On the Communication Education
and Participation Awareness (CEPA) a total of 34 women out of 66 men
participated. A total of at least 52% and 48% of women attended the
Community Environmental Forum and Outreach Program and tree planting
respectively.

In support to the campaign against Women (VAW), a training was conducted
last December 16, 2020 with a total of 58 participants with 40 women and 18
men in order to be aware and help to end Violence against women and their
children.

Under Integrated Natural Resources and Environmental Management Project
(INREMP), a total of 72 participants with 15 men and 57 women participated
in the IEC on Gender and Development and field visitation. On the training of
harmonized Gender and Development guidelines a total of 100 participants
with 38 men and 62 women. The semi-annual assessment, an involvement of
at least 52% of women attended the GAD assessment.

Under Forestland Management Project (FMP), there were 24 participants on
Basic computer training with 13 men and 11 women. On the orientation of
ENR laws, a total of 212 with 90 men and 122 women participants. There were
34 participants on Financial management training with 9 men and 25 women.
A total of 60 who attended the tree planting activities with 34 men and 26
women. The enhanced writing, reporting and document skills training were
attended by 39 participants with 21 men and 18 women. A total of 16

participants with 9 men and 7 women attended the enhanced geotagging and
re-tracking training. For the clustered training on Excel Based Bookkeeping
and on Enterprise development focused on the preparation of feasibility
study/project proposal and resolution for linkaging to other funding agencies
have a total of 16 participants with 8 men and 8 women and a total of 18
participants with 10 men and 8 women respectively.

A Community consultation for Mt. Ambalawag Critical Habitat with a total of 192
participants that composed of 81 men and 110 women conducted IEC on R.A 9147 and
other ENR Laws with 60 men and 23 women with a total of 83 participants. For the
inter agency clean-up drive at Magat Wetlands, at least 39% of women attended that
activity with 84 men and 33 women with a total of 117 participants.

2. Results/Outcomes

participation, compliance, adoption, enforcement, utilization of outputs
provided.

3. Significant progress or Milestones
Environmental Celebrations
As part of nationwide Campaign for climate change Education and

safeguarding people from environmental health risk, DENR delivered
environmental programs that led to many improvements but there are
substantial challenges were remained in each of these areas. One of the priority
programs of the Department of Environment and Natural Resources is clean
water that includes the cleaning of all bodies of water. The activities aims to
maintain the cleanliness of the river systems, enjoined the support of the
concerned community and restore habitat of the wildlife by cleaning wetlands
within the identified rivers. To address the said program, the DENR conducted
several activities within calendar year 2020 are as follows;

River clean-up at Ambuaya Lake in celebration to the World Water Day

In celebration to the ARBOR DAY, PENRO & CENRO Lamut personnel conducted tree
planting to promote healthier ecosystem through the rehabilitation of the

environment. DENR personnel planted 100 Guyabano seedlings, 400 narra seedlings
and 3 banana suckers at the back of the DENR compound Bannit, Payawan, Lamut,
Ifugao.

DENR led the conduct of river clean-up at Ibulao River and its tributaries located at
Lagawe, Ifugao The activity was participated by PNP Kiangan and Lagawe, Barangay
Local Government Unit Officials of Boliwong, Tungngod, Poblacion South, Lagawe,
Ifugao and Munggayang, Kiangan, Ifugao.

4. Improvements of Office Buildings

As the year ends, DENR Ifugao has various Office buildings improvements with
the initiative of Engr. Ernesto M. Aton. All of which were constructed by the job
order hired as admin. Aids and office guards. It is worth mentioning that most of
the materials used in these office improvements were recycled wood/lumber,
steel bars, pvc pipes, plywood, tiles and boulders.

5. Activities during lockdown
DENR provide all out support in fight against COVID 19. DENR staff continues to
exemplify the spirit of Bayanihan by providing assistance to the different government units
in the province as the threat of the deadly COVID 19 ravage the entire planet.

F. Policy and Implementation, Issues and Actions Taken
 Creation of Regular and Special BAC to cater and facilitate BAC processes
of regular funded programs/projects and foreign funded projects,
respectively;
 Creation of members to the PAILTF/MAILTF/BAILTF;
 Creation of teams to conduct LAWIN patrolling in conservation areas;
 Deployment of personnel to maintain Forest Protection activities, man the
chokepoint including weekends and holidays especially fire occurrences
and other illegal forest activities;
 Deployment of some SUSIMO personnel who accomplished their targets to
augment SUSIMO who has big targets for site development;
 Assigning of municipal coordinators to be in-charge of the NGP projects in
the municipalities including restoration of graduated NGP and FMP areas;
 Operationalization of the DENR action center or the 8888 and CSSR
 Implemented the Chainsaw Act that resulted to the registration of 77
chainsaws;
 Legitimization of FLUP at Aguinaldo, Ifugao and preparation of FLUP at
Banaue and Lagwe both under the jurisdiction of CENRO Lamut.

With the leading, guidance and blessings of the Supreme God, the Creator of all
things (Genesis 1) and guidance of the able leadership and energetic DENR Top
Management, and with the capacitated 138 workforces in the two (2) CENROs and
PENRO, this office envision a productive year 2021:

 Make DENR-Ifugao responsive and accountable to the public as far as
environment is concerned; To accomplish all the FY 2021 targets
effectively and efficiently on or before set timeframe;

 Strengthen the coordination and levelling-off within the organization to
have a brighter and unified action for a clearer and better steps towards 2021
roadmap;

 Improve/strengthen linkages with agencies/Institutions/NGOs most
especially LGUs from the congress, provincial down to the barangay level
as they are the agency’s foremost partners;

 Encourage public inputs and feedback mechanisms as proof that the
stakeholders’ viewpoints and preferences are being considered;

 Strengthen/improve partnership with stakeholders/beneficiaries
considering the lessons learned in the past years;

 Work harmoniously with the ELCAC beneficiaries to instill in them a
positive view of the government;

 Utilize the approved FLUPs, Medium Term Plan, Reforestation Plan,
Protection Plan and other tenurial instruments issued as reference of
decision-making, planning, prioritization and identification of fiuture
projects;

All these visions will be done in line with the 10-priority programs of the
Secretary.
