Management
Population Management
Population management means the management of the population of a
particular place. Its main aim is to control the size of the population. It is done
so that too much of population pressure is not exerted on the environment,
and a balance between the population size and the environment of that place
is maintained. It is primarily done in two ways: one by controlling population
growth and the other by controlling or managing population distribution.
Population management encompasses measures such as family planning,
population education, women education and employment and sex education.
Involvement of National Organizations
There are several National organizations and agencies involved in population
management. They set rules and regulations regarding population
management. They also plan, programme, coordinate, instruct, support and
supervise various population related programmes. Some of the important
national organizations and agencies involved in population management
are Ministry of Health, Population and Environment, Ministry of Education
and Sports, Scout, and Red Cross. Hospitals and health clinics also play
vital role. These organizations provide services and information regarding
population and environment management.
Ministry of Health, Population and Environment
This is the highest level of governmental organization purely responsible
for population management. Its primary function is to carry out works in
the field of population management. It formulates policies and implements
various programmes to manage population. It also co-ordinates the activities
of other organizations involved in this sector.
The ministry conducts population education programmes through formal
and informal channels. It also conducts awareness programmes on various
population issues. It inspires people to have small and happy family. It

educates people to lead a healthy life style. It encourages people to maintain
a balance between the population size and environment.
Formal Population Education Programme
The Ministry of Education has been conducting formal population education
programme since 1980. Financial aid is provided by United Nations Fund
for Population Activities (UNFPA) and technical support by United Nations
Educational Scientific and Cultural Organization (UNESCO). Many national
organizations and agencies are involved in this programme. They are:
• Office of the Population Education Project Coordinator: This office
is in the Ministry of Education. It co-ordinates implementing agencies
and donors activities. It monitors and evaluates various programmes.
It manages budget and human resources, and conducts trainings
and seminars.
• Curriculum Development Centre: This centre is under the Ministry of
Education. It prepares school level curriculum and teaching materials
on population education.
• Population Education Units: These units are under the District
Education Offices, 75 in total. They provide necessary support in
teaching-learning on population education in schools.
• Tribhuwan University Curriculum Development Centre: It prepares
curriculum and text books of population education for higher levels.
• Tribhuwan University Faculty of Education: It conducts teachers
training.
• Tribhuwan University Central Department of Population Studies:
It prepares curriculum and teaching materials. It also conducts
researches on population education.
• Family Planning and Maternal Child Health Project: It provides
family planning services. It also distributes vaccines and vitamin A.
Informal Population Education Programme
Informal population education also plays vital role in population management.
It creates awareness about population issues among adults, youths,
labourers, and newly married couples. Different ministries, departments
and institutions are involved in this programme. They are:

• National Informal Education Centre: This centre under the Ministry
of Education conducts awareness programmes about population
issues among uneducated youths and adults.
• Department of Labour: This department under the Ministry of Labour
conducts vocational trainings in which population education and
family welfare are included.
• Department of Cooperative: This department under the Ministry of
Agriculture conducts various cooperative trainings in which population
education is also included.
• Department of Cottage and Small Scale Industries: This department
under the Ministry of Industry and Commerce conducts trainings like
tailoring, weaving, electricity, carpentry, handicrafts and so on. It also
includes population and family welfare education in its trainings.
• Local Development Training Academy: This training academy under
the Ministry of Local Development provides training to the members
of DAs and VCs. Population and family welfare education is included
in the trainings.
• Women’s Training Centre: This training centre under the Ministry of
Local Development runs programmes on population and family welfare
education to rural women volunteers, who in turn give population
education to other women.
• Nepal Army, Nepal Police and Armed Police: Family health education
and family welfare subjects are included in various Nepal Army, Nepal
Police and Armed Police trainings.
• Ministry of Health and Population and Nepal Family Planning
Association: These agencies help in population management by
disseminating population related information through advertisement,
pamphlets, booklets, radio, video, TV and films. They also conduct
family planning.
• Ministry of Forest and Soil Conservation: Departments of Soil
Conservation, Water Resource, Wild Life and National Parks etc under
this Ministry carryout informal activities on population management
and environment conservation.
• Central Bureau of Statistics (CBS): It publishes data of population and
environment and distributes bulletin.

Nepal Scout
Nepal Scout, which was established in 2009 BS in Nepal,
is a social organization having branches all over the
country. The word ‘Scout’ stands for Service, Courteous,
Obedient, Unity and Trust. It conducts programmes in
schools in all the districts. Scout Education is informal
type. It includes both physical and mental trainings. Scouts
also involve in community development, environmental
conservation and population management, and social
services. It conducts programmes on afforestation, drinking water supply,
health awareness, adult education, family life education etc
Nepal Red Cross
Nepal Red Cross Society, which was established on 19 Bhadra 2020 BS, is
a part of International Red Cross Society. It conducts social service activities
under the principles of humanity, impartiality, neutrality, independence,
voluntary, unity and universality.
Although its primary aims are to provide
relief measures to the victims during
disasters, it also provides maternal and
child welfare services, health education,
blood donation and ambulance services.
It conducts programmes on population management and environment
conservation. It also conducts basic community health services, which
includes environmental sanitation, family planning and primary health
service, nutrition package, drinking water, health treatment, health
education, toilet construction etc.
Hospitals and Clinics
There are about 1103 organizations taking care of health in our country
including hospitals, nursing homes and clinics. They provide medical and
health care services to the people. They also conduct programmes on family
planning and child and maternity welfare services. They mobilize mobile
medical teams time and again to conduct medical, family planning and
family life education programmes. Besides, the health workers visit house
to house and provide ideas and suggestions on different issues like health,
hygiene, family planning, nutrition, environmental sanitation etc.
