หลักสูตรรายวิชาภาษาอังกฤษพื้นฐาน ระดับประถมศึกษาปีที่ 2 1. ความเป็นมาและความสำคัญ ในสังคมโลกปัจจุบัน การเรียนรู้ภาษาต่างประเทศมีความสำคัญและจำเป็นอย่างยิ่ง ในชีวิตประจำวัน เนื่องจากเป็นเครื่องมือสำคัญในการติดต่อสื่อสาร การศึกษา การแสวงหาความรู้ การประกอบอาชีพ การสร้างความเข้าใจเกี่ยวกับวัฒนธรรมและวิสัยทัศน์ของชุมชนโลก และตระหนักถึงความ หลากหลายทางวัฒนธรรมและมุมมองของสังคมโลก นำมาซึ่งมิตรไมตรีและความร่วมมือกับประเทศต่างๆ ช่วย พัฒนาผู้เรียนให้มีความเข้าใจตนเองและผู้อื่นดีขึ้น เรียนรู้และเข้าใจความแตกต่างของภาษาและวัฒนธรรม ขนบธรรมเนียมประเพณี การคิด สังคม เศรษฐกิจ การเมือง การปกครอง มีเจตคติที่ดีต่อการใช้ ภาษาต่างประเทศ และใช้ภาษาต่างประเทศเพื่อการสื่อสารได้ รวมทั้งเข้าถึงองค์ความรู้ต่างๆ ได้ง่ายและกว้าง ขึ้น และมีวิสัยทัศน์ในการดำเนินชีวิต ภาษาต่างประเทศที่เป็นสาระการเรียนรู้พื้นฐาน ซึ่งกำหนดให้เรียนตลอดหลักสูตรการศึกษา ขั้นพื้นฐาน คือ ภาษาอังกฤษ ส่วนภาษาต่างประเทศอื่น เช่น ภาษาฝรั่งเศส เยอรมัน จีน ญี่ปุ่น อาหรับ บาลี และ ภาษากลุ่มประเทศเพื่อนบ้าน หรือภาษาอื่นๆ ให้อยู่ในดุลยพินิจของสถานศึกษาที่จะจัดทำรายวิชาและจัดการ เรียนรู้ตามความเหมาะสม 2. สมรรถนะสำคัญของผู้เรียน ในการพัฒนาผู้เรียนตามหลักสูตรระดับชั้นเรียน กลุ่มสาระการเรียนรู้ภาษาต่างประเทศ ชั้นประถมศึกษาปีที่ 2 มุ่งพัฒนาผู้เรียนให้มีสมรรถนะสำคัญ 5 ประการ ดังนี้ 1. ความสามารถในการคิด เป็นความสามารถในการคิดวิเคราะห์ การคิดสังเคราะห์ การคิดอย่าง สร้างสรรค์ การคิดอย่างมีวิจารณญาณ และการคิดเป็นระบบ เพื่อนำไปสู่การสร้างองค์ความรู้หรือสารสนเทศเพื่อ การตัดสินใจเกี่ยวกับตนเองและสังคมได้อย่างเหมาะสม 2. ความสามารถในการสื่อสาร เป็นความสามารถในการรับและส่งสาร มีวัฒนธรรมในการใช้ภาษา ถ่ายทอดความคิด ความรู้ความเข้าใจ ความรู้สึก และทัศนะของตนเองเพื่อแลกเปลี่ยนข้อมูลข่าวสารและ ประสบการณ์อันจะเป็นประโยชน์ต่อการพัฒนาตนเองและสังคม รวมทั้งการเจรจาต่อรองเพื่อขจัดและลดปัญหา

ความขัดแย้งต่าง ๆ การเลือกรับหรือไม่รับข้อมูลข่าวสารด้วยหลักเหตุผลและความถูกต้อง ตลอดจนการเลือกใช้ วิธีการสื่อสาร ที่มีประสิทธิภาพโดยคำนึงถึงผลกระทบที่มีต่อตนเองและสังคม 3. ความสามารถในการแก้ปัญหา เป็นความสามารถในการแก้ปัญหาและอุปสรรค ต่าง ๆ ที่เผชิญได้ อย่างถูกต้องเหมาะสมบนพื้นฐานของหลักเหตุผล คุณธรรมและข้อมูลสารสนเทศ เข้าใจความสัมพันธ์และการ เปลี่ยนแปลงของเหตุการณ์ต่าง ๆ ในสังคม แสวงหาความรู้ ประยุกต์ความรู้มาใช้ในการป้องกันและแก้ไขปัญหา และมีการตัดสินใจที่มีประสิทธิภาพโดยคำนึงถึงผลกระทบ ที่เกิดขึ้นต่อตนเอง สังคมและสิ่งแวดล้อม 4. ความสามารถในการใช้ทักษะชีวิต เป็นความสามารถในการนำกระบวนการต่าง ๆ ไปใช้ใน การดำเนินชีวิตประจำวัน การเรียนรู้ด้วยตนเอง การเรียนรู้อย่างต่อเนื่อง การทำงาน และการอยู่ร่วมกันในสังคม ด้วยการสร้างเสริมความสัมพันธ์อันดีระหว่างบุคคล การจัดการปัญหาและความขัดแย้งต่าง ๆ อย่างเหมาะสม การ ปรับตัวให้ทันกับการเปลี่ยนแปลงของสังคมและสภาพแวดล้อม และการรู้จักหลีกเลี่ยงพฤติกรรมไม่พึงประสงค์ที่ ส่งผลกระทบต่อตนเองและผู้อื่น 5. ความสามารถในการใช้เทคโนโลยีเป็นความสามารถในการเลือก และใช้ เทคโนโลยีด้านต่าง ๆ และมี ทักษะกระบวนการทางเทคโนโลยี เพื่อการพัฒนาตนเองและสังคม ในด้านการเรียนรู้ การสื่อสาร การทำงาน การแก้ปัญหา อย่างสร้างสรรค์ ถูกต้อง เหมาะสม และมีคุณธรรม 3. คุณลักษณะอันพึงประสงค์ ในการพัฒนาผู้เรียนตามหลักสูตรรายวิชาภาษาอังกฤษพื้นฐาน กลุ่มสาระการเรียนรู้ภาษาต่างประเทศ ชั้น ประถมศึกษาปีที่ 2 มุ่งพัฒนาผู้เรียนให้มีคุณลักษณะอันพึงประสงค์ดังนี้ 1. ซื่อสัตย์สุจริต 2. มีวินัย 3. ใฝ่เรียนรู้ 4. มุ่งมั่นในการทำงาน 5. มีจิตสาธารณะ 4. สาระและมาตรฐานการเรียนรู้ สาระที่1 ภาษาเพื่อการสื่อสาร
