The loading supervisor must check if :
a) Keeping the package/container as long as possible in cold storage. For short time

keeping (<2 hours) in a shaded area.
b) Minimize time on the ramp to protect perishable from adverse environmental

condition during transportation, loading/unloading.
c) Ensure perishable package/container are covered plastic sheet or solar protection

that provided by customer airline. To avoid the adverse weather.
d) Carefully handle to ensure no damage or leakage from loading activity.

Securing Load of Bulk Compartment

a) The load in bulk compartments is generally secured by door nets and net sector
divider nets

b) following loads must not move vertically or horizontally during flight. If the available
volume of the compartment or net section is not volumetrically filled with load.

c) If long pieces do not fit into one net section and the divider net can not be closed
correctly, check with the operator’s manual for load restriction. Refer to operating airline policy
for further requirements.

When dangerous goods are loaded on board of an airline(s) aircraft, the Pilot in
Command is to be notified in writing about the category and hazard class of these
goods, the number of packages, their weights and loading position as well as all drill
codes for emergency response.

Responsibilities of Issuing and Handling of NOTOC (cont.)

The NOTOC shall be prepared by Cargo Department completely, except the loading
position. For shipments with planned connecting flights or crew changes the appropriate
number of NOTOCs should be prepared for the entire transportation. All documents shall be
handed over to Load Control, which in turn complete the loading position according the
loading instruction.

The Load Control staff at Ramp (TRC) or Loading Supervisor at originating station must
take a final visual check and shall confirm with his signature that there is no evidence that
any damaged or leaking packages containing dangerous goods have been loaded on the
aircraft. This NOTOC shall be presented and signed by PIC. All further NOTOCs for connecting
flights and/or joining crews shall be handed over also to the PIC

Responsibilities of Issuing and Handling of NOTOC (cont.)

The original copy remains with the Captain, one copy with the issuing cargo
department, one copy with the originating station file and one copy with the arrival file.
Additional copies are available for every transit station or for planned crew changes.

After arrival, the Load Control at Ramp (TRC) or Loading Supervisor will get a copy
of the NOTOC from the PIC. he shall confirm the proper conditions during offloading.

No further action is required at transit stations without cargo reloading and remaining
crew. At station where a new crew takes over flight duties or reloading becomes necessary the

If an in-flight emergency occurs, the pilot-in-command must, as
soon as the situation permits, inform the appropriate air traffic
services unit, for the information of airport authorities, of any
dangerous goods carried as cargo on board the aircraft.

INFORMATION BY THE PILOT-IN-COMMAND
IN CASE OF IN-FLIGHT EMERGENCY

Wherever possible, this information should (1)include the proper shipping name and/or
UN/ID number, (2)the class/division and for Class 1, the compatibility group,(3)any
identified subsidiary hazard(s), (4)the quantity and the location on board the aircraft or,
(5)a telephone number where a copy of the information to the pilot-in-command can be

obtained.

When it is not considered possible to include all the information, those parts thought most
relevant in the circumstances or a summary of the quantities and class or division of
dangerous goods in each cargo compartment should be given.

Dangerous Goods Occurrence Report (DGOR) (FO.01.74) form used to provide minimum
information regarding Dangerous Goods accident and incident. BAGS shall report any type of
Dangerous Goods occurrence via using DGOR form when as following ;

• Undeclared or mis-declared dangerous goods are discovered in cargo, mail or
unaccompanied baggage or occasion when dangerous goods not permitted under
Subsection 2.3 are discovered by the operator, the operator is advised by the entity that
discovers the dangerous goods, either in the baggage or on the person of passengers or
crew members

• Dangerous Goods accident and incident. This includes incidents involving dangerous
goods that are not subject to all or part of these regulations through the application of
an exception or of a special provision (for example, an incident involving the short
circuiting of dry cell battery that is required to meet short circuit prevention conditions
in a special provision of 4.4). Also, Dangerous Goods found not to have been secured to
prevent movement.

• Dangerous Goods are discovered to have been carried when not loaded, segregated, and
secured in accordance with 9.2 or 9.3 or dangerous goods are discovered to have been
carried without information having been provided to the Pilot-in-command in accordance
with 9.5.1.1. NOTOC error where Dangerous Goods have not been stowed in accordance
with loading instructions.

• Damage to packages of Dangerous Goods.
• Failure to prepare electric wheelchairs in order to prevent accidental activation.
• Electric wheelchairs found not to have been stowed and secured correctly.

The reporting flow is as following :
1. Station Manager or Cargo Manager must notify customer airline immediately. Then a report

(DGOR) must be raised and submitted to customer airline within 24 hrs. However, if there is
no a local customer airline representative in the station, Station Manager or Cargo Manager
(BAGS act on behalf of customer airline) shall be raised and submitted a report (DGOR) to
both customer airline and the Civil Aviation Authority of Thailand within 24 hrs.

• Staff involved in such incidents shall stay on site until their names are
noted

• Avoid handling of a damaged package containing infectious substances
or keep handling to a minimum and inform the appropriate public health
authority or veterinary authority and provide information on any other
countries of transit where persons may have been exposed to danger
and notify the consignee.

• Advise Customer Airline OCC or Local Airline Representative.
• Issue a Safety report via B-SQS System and inform BAGS Safety
