Preface

This book is intended to collect and provide interested researchers,
future students and the general public with history and evolution of Kasetsart
University, Kamphaeng Saen Campus (KU KPS) during initial period - 2020;
moreover, it is considered being a valuable and important source of historical
records of the KU KPS from the past to the present which will inspire
institutional love and pride among the KU KPS community.

It is composed of 2 parts. The first includes KU KPS origin and historical
background, its symbols of identity and the establishment of the KU KPS Hall
of History whereas the other part consists of exhibitions on the royal grace
bestowed upon KU KPS; biography of Momluang (M.L.) Xuxati Khumbhu, the
KU KPS founder; KU KPS timeline; Prehistoric archaeological sites on campus;
list of Vice-presidents for Kamphaeng Saen Campus; historical backgrounds of
KU KPS sub-organizations; KU academic gowns and souvenirs.

This book accomplishment is due to valuable kindness of those past
lecturers, former and present executives, and involved personnel of the KU KPS
who have supported the book writing well until the completion. Therefore, on
this occasion, the Working Group for Preparing the Book of the KU KPS Hall of
History is highly grateful.

Message from Assoc. Prof. Dr. Viroch Impithuksa

Initially KU KPS Hall of History was named as “Hall of Fame” and located at the
University Kasetsart Center in 2002. Then, as a KU President, I had an idea to collect the history of
the establishment of KU KPS, the events of each important period and outstanding achievements
by faculty members, researchers and students and to exhibit these for KU KPS personnel students
and general public to study and learn at the then “(KU KPS) Hall of Fame”.

From the beginning that day, KU KPS has KU KPS Hall of History today. I always even say,
“where there is no history, there is no future then”; nevertheless, today KU KPS has both
history and the future. It is considered a good fortune that what I have thought was supported
by KU, concerned staff and KU Savings Cooperative, Kasetsart University Limited to continue the
work from which it was initiated in 2002.

KU KPS is the 1st campus of KU with a long history over 6 decades. In 2015, therefore,
I pushed forward and initiated the creation of the KU KPS Hall of History to meet the prestige that
has been accumulated for a long time. With the cooperation of the KU community in all sectors,
the KU KPS Hall of History was beautifully completed as an up-to-date hall containing complete
historical information. Also with gracious mercy of the royal family towards KU KPS, the opening
ceremony of the KU KPS Hall of History was held on September 7, 2018. This hall of history has
always been open for service and welcoming of executives, dignitaries, KU’s distinguished guests
of the university, staff, students, and interested people.

On the special occasion that the Book of KU KPS Hall of History to be first published, it is
so publicly open that all of faculty, staff, students, people from government and private sectors
and those interested in general will be informed of the KU KPS’s history and honor and share the
institutional pride with us.

President of KU Council

KU KPS’s reputation for academic, research, and physical aesthetics, I’ve always heard
and acknowledged. Until I was appointed to the position of President of KU Council and I had the
opportunity to come to KU KPS many times in different occasions. Every visit to this campus I can
feel the campus’s cool and relaxed shade, attractiveness, physical readiness and the success of
academic work; therefore, it is no surprise that this campus is an outstanding source of graduate
production, academic and research products at the forefront of the country and of the world.

Over six decades after the establishment, memories of the past where KU ancestors
have pioneered, fought against and built this campus. All of them are important and worthy of
systematically archiving and documenting historical stories through the establishment of the
KU KPS Hall of History which has been built as a beautiful modern hall with complete historical
information. Operations in this regard I sincerely admire.

On the occasion of KU KPS publishing the Book of KU KPS Hall of History, my thanks are
due to all those involved in the book preparation and may the Book represent the honor and
pride of KU community to the faculty, staff, students and the general public to be informed of

On the occasion that KU KPS Hall of History has been officially opened on September 7,
2018, I would like to express my heartiest congratulations on that KU KPS has created this Hall
of History so that the resolution by KU administrators, faculty members, staff and students
can be successful.

Together with the occasion that the Book of KU KPS Hall of History will be published for
the benefit of KU faculty members, staff, students and interested people to learn and to be proud
of KU KPS legendary reputation.

KU KPS is the first campus of KU which is beautiful and nice to live and to look at and is
the largest campus of Thailand on the area of 8,970 rais (3,588 acres) with over-6-decade history
and has completed 40 years of teaching and learning on November 12, 2019.

With perseverance and dedication, KU executives, faculty members and staff have joined
forces in the campus development. The former executives of each era have made the sacrifice
and overcome various problems and obstacles from the past to the present and each story has
its own historical value worth studying, preserving and remembering. The establishment of KU KPS
Hall of History is therefore considered one of the most important missions because it is aimed as
a learning source to store KU KPS historical records and convey dignity impressions of different
periods of the past and to be the cornerstone of KU KPS honor preservation. It is also a place to
set the intention and the determination of the ancestors to pass on the pride of everyone to the
future generations.

I who once used to be the 14th Vice President of KU KPS and was the one who gave
priority to and took part in founding this Hall of History am very proud of KU KPS. I wish to extend
my special thanks to all participants involved in preparing this valuable book and would like to
encourage all faculty, staff and students to have the strength of both body and mind in order to
jointly develop KU KPS to continue to progress in accordance with steadfast intent and

“Over 40 years of KU KPS in Kamphaeng Saen district means that KU KPS that originated
from Nontri seedlings has grown to become a large Nontri sprawling leaves and thrive until many
small Nonsi trees spread and grow in every area of Thailand” This is an important message that
I would like to leave in the Book of KU KPS Hall of History which tells the KU KPS historical
background of our pride.

The Book of KU KPS Hall of History unfolds important past events including the initiative
of the campus establishment, breaking through problems and obstacles, achieved success, pride,
joining together to share, developments and changes undergone over time.

พ.ศ. 2510 มหาวิทิ ยาลัยั เกษตรศาสตร์์ ได้เ้ ริ่ม� ดำ�ำ เนินิ การจัดั หาที่่ด� ินิ ในที่่ต� ำ�ำ บลทุ่�งกระพังั โหม อำำ�เภอกำ�ำ แพงแสน
จัังหวััดนครปฐม เพื่่�อนำำ�มาใช้้ในการขยายกิิจการด้้านการเรีียนการสอนในสาขาวิิชาเกษตรศาสตร์์ และได้้จััดทำำ�
รายละเอีียดโครงการพัฒั นามหาวิทิ ยาลัยั โดยมีมี ููลนิธิ ิิร็อ็ คกี้้เ� ฟลเลอร์ใ์ ห้ค้ วามช่่วยเหลืือ เพื่่อ� นำ�ำ เสนอต่่อรัฐั บาล โครงการ
พัฒั นามหาวิทิ ยาลัยั ดังั กล่า่ วนี้้ � ครอบคลุมุ การพัฒั นาทั้้ง� ที่่บ� างเขนและที่่ก� ำำ�แพงแสน โดยจะมีคี ่า่ ใช้จ้ ่า่ ยที่่จ� ำำ�เป็น็ รวมทั้้ง� สิ้น�
งบประมาณ 300 ล้า้ นบาท

พ.ศ. 2511 รััฐบาลได้้พิิจารณารายละเอีียดของโครงการพััฒนามหาวิิทยาลััยและเห็็นชอบในหลัักการที่่�จะ
ใช้้เงิินกู้�ธนาคารโลกเป็็นส่่วนหนึ่่�งของค่่าใช้้จ่่ายที่่�จำ�ำ เป็็น จึึงได้้ดำำ�เนิินการทาบทามขอกู้�เงิินดัังกล่่าวจากธนาคารโลก
เมื่�อเดือื นพฤศจิกิ ายน พ.ศ. 2511

หม่่อมหลวงชููชาติิ กำ�ำ ภูู ได้้ดำำ�เนิินเรื่�องเงิินกู้�ธนาคารโลกเพื่่�อพััฒนามหาวิิทยาลััย และได้้นำ�ำ เรื่�องการจััดตั้�ง
วิทิ ยาเขตกำ�ำ แพงแสน เข้า้ ขอการอนุมุ ัตั ิจิ ากที่่ป� ระชุมุ สภามหาวิทิ ยาลัยั เกษตรศาสตร์์ ในยุคุ นั้้น� นายกรัฐั มนตรีเี ป็น็ ประธาน
สภามหาวิิทยาลััยทุุกมหาวิทิ ยาลัยั ครั้้�งนั้้น� จอมพลถนอม กิติ ติขิ จร เป็น็ นายกรัฐั มนตรีี และเป็็นนายกสภามหาวิิทยาลััย
เกษตรศาสตร์์ ที่่ป� ระชุมุ สภามหาวิทิ ยาลััยเกษตรศาสตร์เ์ ห็น็ ชอบตามที่่�เสนอ

พ.ศ. 2513 ได้้มีีการแต่่งตั้�งคณะบุุคคลให้้ไปเจรจาเงิินกู้�ธนาคารโลก เพื่่�อพััฒนามหาวิิทยาลััยเกษตรศาสตร์์
ประกอบด้้วย

ธนาคารโลกมีีเงื่�อนไขให้้กระทรวงเกษตรและสหกรณ์์ และมหาวิิทยาลััยเกษตรศาสตร์์ ตกลงแบ่่งที่่�ดิินและ
โฉนดที่่�ดิินแยกเป็็นคนละส่่วน โดยถืือถนนจากประตูู 1 ถนนงามวงศ์์วานตรงไปสุุดคลองบางเขนเป็็นเส้้นแบ่่งเขต
ด้้านทิิศตะวัันตกของถนนให้้เป็็นที่่�ของมหาวิิทยาลััยเกษตรศาสตร์์ และด้้านทิิศตะวัันออกของถนนให้้เป็็นที่่�ของ
กระทรวงเกษตรและสหกรณ์์
ส่่วนข้้อตกลงหรืือสััญญาเงิินกู้�นั้�นแยกเป็็น 2 ข้้อ คืือ (1) ข้้อตกลงว่่าด้้วยโครงการ (Project Agreement)
ที่่�เกี่�ยวกัับการก่่อสร้้างและงานวิิชาการต่่าง ๆ ให้้มหาวิิทยาลััยเกษตรศาสตร์์เป็็นผู้้�มีีหน้้าที่่�รัับผิิดชอบดำำ�เนิินการ
และ (2) ข้้อตกลงว่่าด้้วยการเงิิน (Financial Agreement) ที่่�เกี่�ยวกัับการเบิิกจ่่ายเงิินและการชำ�ำ ระคืืนเงิินให้้
กระทรวงการคลัังเป็็นผู้้�รับผิดิ ชอบ
จำำ�นวนเงิินกู้�ธนาคารโลกเพื่่�อพััฒนามหาวิิทยาลััยเกษตรศาสตร์์ เป็็นจำ�ำ นวนเงิิน 35 ล้้านดอลลาร์์

พ.ศ. 2515 มหาวิิทยาลััยได้้ปรัับปรุุงรายละเอีียดของโครงการพััฒนามหาวิิทยาลััยตามข้้อเสนอแนะของ
ธนาคารโลกและองค์์การอาหารและเกษตรแห่่งสหประชาชาติิ และรััฐบาลได้้เจรจาเป็็นครั้้�งสุุดท้้ายกัับธนาคารโลก
เมื่อ� เดือื นมีนี าคม พ.ศ. 2515 เพื่่อ� ขอกู้�เงิินมาดำ�ำ เนินิ โครงการดังั กล่า่ ว

วัันที่่� 2 พฤษภาคม พ.ศ. 2515 ธนาคารโลกอนุุมััติิให้้รััฐบาลไทยกู้้�เงิินเพื่่�อการนี้้�เป็็นจำ�ำ นวน 15,400,000
เหรีียญสหรััฐอเมริิกา (ประมาณ 320,300,000 บาท) โดยมีีเงื่�อนไขว่่ารััฐบาลไทยจะต้้องจััดเงิินงบประมาณแผ่่นดิิน
ของรััฐบาลไทยสมทบอีีก 12,900,000 เหรีียญสหรััฐอเมริิกา (ประมาณ 269,000,000 บาท) จึึงเป็็นวงเงิินค่่าใช้้จ่่าย
ในการดำ�ำ เนิินโครงการพััฒนามหาวิิทยาลััยดัังกล่่าวนี้้� รวมทั้้�งสิ้�น 28,300,000 เหรีียญสหรััฐอเมริิกา (ประมาณ
589,300,000 บาท)

ผู้�แทนของรัฐั บาลไทยกับั ผู้้�แทนของธนาคารโลกได้ล้ งนามในข้อ้ ตกลงว่า่ ด้ว้ ยโครงการพัฒั นาและเงินิ กู้�ธนาคารโลก
ดัังกล่่าวนี้้� เมื่�อวัันที่่� 24 พฤษภาคม พ.ศ. 2515 ข้้อตกลงนี้้�มีีผลบัังคัับตั้้�งแต่่วัันที่่� 22 สิิงหาคม พ.ศ. 2515 ถึึงวัันที่่�
30 มิิถุนุ ายน พ.ศ. 2521



KUKPS was born from the broad visionof M.L. XuxatiKambhu, a former president
of Kasetsart University, 2508 - 2510 B.E. (1965 - 1967), who had the idea to build a
new campus on the vast and fertile land to continuously produce graduates qualified
to develop quality agriculture to serve society directly in accordance with the
national development plan. The KU KPS development is of 3 phases: 1) Initial Phase,
2) Pioneering Phase and 3) Organizational and Academic Development Phase.

1. Initial Phase

M.L. Xuxati Kambhu, who aimed to make KU the nation’s leading educational institution in
agriculture and striving to help develop the quality of life among Thai farmers to be stable, prosperous
and sustainable, then foresaw that the area in Kamphaeng Saen District, Nakhon Pathom Province
located on the waterways of the fertile Mae Klong Irrigation Project not far from Bangkok and with
a large plot area ready to be developed in utilities and various facilities a high potential to create
prosperity in the academic community. Therefore, he asked the government to issue a royal decree
to expropriate a large piece of land (approximately 8,000 rai) in Kamphaeng Saen district on February
21, 1967. Later, the government ordered the appointment of a land purchase committee to expand
the work of KU. The land purchase was also done between 1967 - 1971.

In 1965, KU renovated another KU expansion project to Kamphaeng Saen District, Nakhon
Pathom Province.

In 1967, KU began to acquire land in Thung Kraphang Hoam subdistrict, Kamphaeng Saen
District Nakhon Pathom Province to be used to expand the teaching and learning in the field of
agriculture and prepared a detailed university development program with the Rockefeller Foundation
to help present it to the government. This university development project covered development
both at Bang Khen and at Kamphaeng Saen. There would be necessary expenses totaling a budget
of 300 million baht.

In 1968, after elaborate consideration, the government in principle agreed to take the World
Bank loan as part of the necessary expenses. Therefore, an approach was made to apply for the loan
from the World Bank in November 1968.

M.L. Xuxati Kambhu took a World Bank loan to develop KU and brought about the
establishment project of Kamphaeng Saen Campus to acquire approval from the Kasetsart University
council meeting at that time where Field Marshall Thanom Kittikajorn, the then Prime Minister who
was the chairman of the KU Council agreed as proposed.

In 1970, the delegation which was appointed to negotiate a loan from the World Bank for the
development of KU consisted of:

1. Mr. Sunthorn Hongladarome, the then Thai ambassador to the United States (US) at
Washington,

2. H.S.H Chakrabandh Pensiri Chakrabandhu, the then KU president,
3. Mr. Paitoon Inkasuwan,
4. Mr. Sanga Sappasri,
5. Mr. Aab Nakajad,
6. Mr. Bhuchonk Pengsri, the delegate from the Finance Ministry, and
Mr. Panas Simasathien, the then economic and financial advisor at the Thai Embassy to US
was a secretary to the delegation.
The World Bank had a condition that the Ministry of Agriculture and Cooperatives and KU
agree to split the land and the title deed separately by holding the road from Gate 1,
Ngamwongwan Road, straight to the end of Khlong Bang Khen as a boundary line and the west side of the road
belongs to the KU and the east side of the road belongs to the Ministry of Agriculture and
Cooperatives.
As for the agreement or loan agreement, it was separated into two terms: (1) Project
Agreement relating to construction and various academic works for which KU was responsible in terms

of the implementation and (2) the Financial Agreement regarding disbursement and reimbursement
of funds for which the Ministry of Finance was responsible.

The amount of the World Bank Loan for KU development was 35 US dollars (Approximately
800 million baht) with the interest of 7.25 percent per year and the World Bank proposed Mr. Aab
Nakajad as the loan project coordinator, Mr. Norman P. Anderson as the project chief architect and
Dr. Wiliam E. Richard as the project consultant.

In 1972, KU revised details of the KU development project in accordance with the
recommendations of the World Bank and the Food and Agriculture Organization of the United
Nations. The government last negotiated with the World Bank in March 1972 to seek a loan to carry
out the project.

On May 2, 1972, the World Bank approved the Royal Thai Government to borrow US $
15,400,000 (approximately 320,300,000 baht) on condition that the Thai Government had to add
with the Thai Government’s national budget of US $ 12,900,000 (approximately 269,000,000 baht),
which was the total cost of the project for the KU development, totaling 28,300,000 US dollars
(approximately 589,300,000 baht).

On May 24, 1972, the Royal Thai Government and the World Bank representatives signed the
Agreement effective from 22nd August 1972 to 30 June 1978.

2. การบุุกเบิกิ

การสร้้างวิิทยาเขตอัันยิ่�งใหญ่่แห่่งนี้้� รััฐบาลได้้ให้้ความสำ�ำ คััญและผลัักดัันโครงการพััฒนามหาวิิทยาลััย
เกษตรศาสตร์์ที่่�วิิทยาเขตกำ�ำ แพงแสน เพื่่�อต้้องการขยายงานด้้านการเกษตรให้้กว้้างขวาง การพััฒนาพื้้�นที่่�ที่่�จััดซื้�้อไว้้ที่่�
อำำ�เภอกำ�ำ แพงแสน จัังหวััดนครปฐมจึึงเริ่�มอย่่างจริิงจััง โดยรััฐบาลได้้อนุุมััติิให้้กู้�เงิินจากธนาคารโลก เพื่่�อลงทุุนพััฒนา
มหาวิิทยาลััยเกษตรศาสตร์์ เมื่อ� พ.ศ. 2510 พื้้น� ที่่ว� ิทิ ยาเขตกำำ�แพงแสน ในขณะนั้้�นเป็น็ ป่่าดงดอน มีปี ่่าไม้ส้ ลัับกัับบ่อ่ น้ำ�ำ�
แอ่่งน้ำ�ำ� และจอมปลวก การแผ้้วถางป่่าให้้เป็็นพื้้�นที่่�ราบที่่�เหมาะสมกัับการเกษตร และการวางระบบน้ำำ�� ชลประทาน
ถืือเป็็นความท้้าทายอัันยิ่�งใหญ่่ของบููรพาจารย์์ที่่�เสีียสละและอดทนเป็็นอย่่างสููง และต้้องอาศััยการร่่วมแรง ร่่วมใจจาก
หน่ว่ ยงานทั้้�งภาครััฐและเอกชน การพััฒนาพื้้น� ที่่ใ� นยุุคแรก นำ�ำ โดย ศ. ดร.วััฒนา เสถียี รสวััสดิ์์� ใช้เ้ วลาเกืือบ 10 ปี ี ตั้้�งแต่่
ปีี พ.ศ. 2510 เป็น็ ต้้นมา เพื่่อ� บุุกเบิิกพััฒนาวิิทยาเขตกำ�ำ แพงแสน

นอกเหนืือจากงานด้้านการบุกุ เบิิกพััฒนาพื้้น� ที่่�ของวิิทยาเขตกำำ�แพงแสนแล้ว้ งานด้า้ นการก่่อสร้้างอาคารเรีียน
หอพักั บ้า้ นพักั โรงอาหาร ถนน สนามกีีฬา บ่อ่ เก็็บกัักน้ำ��ำ หอถัังสูงู สวนป่่าแปลงทดลอง ฟาร์์ม แปลงหญ้้าอาหารสััตว์์
และอื่�น ๆ ได้้ดำำ�เนิินการสำำ�เร็็จและรุุดหน้า้ มาโดยลำ�ำ ดับั

มหาวิิทยาลััยได้้ดำ�ำ เนิินงานตามโครงการเงิินกู้�เพื่่�อพััฒนามหาวิิทยาลััย ระยะที่่� 1 จนแล้้วเสร็็จสมบููรณ์ ์
เมื่อ� วันั ที่่� 31 กรกฎาคม พ.ศ. 2523 และได้เ้ ริ่ม� การเรียี นการสอนที่่ว� ิทิ ยาเขตกำำ�แพงแสน เมื่อ� วันั ที่่� 12 พฤศจิกิ ายน พ.ศ. 2522
(ภาคปลายปีีการศึึกษา 2522) นอกจากนี้้�มหาวิิทยาลััยก็็ได้้ดำำ�เนิินมาตรการที่่�จำ�ำ เป็็นต่่าง ๆ เพื่่�อให้้การดำำ�เนิินการ
ณ วิิทยาเขตกำำ�แพงแสน เป็็นไปได้ด้ ้ว้ ยดีตี ามสมควรในทุุกด้้านอีกี ด้ว้ ย เช่่น

ความช่่วยเหลืือในรููปให้้เปล่่าจากรััฐบาลญี่่�ปุ่�น ซึ่่�งก็็ได้้รัับความกรุุณาด้้วยดีีรวม 3 ครั้้�ง เป็็นมููลค่่ารวมทั้้�งสิ้�น
4,100,000,000 เยน (ประมาณ 410,000,000 บาท) เพื่่อ� ก่อ่ สร้า้ งอาคารและจัดั หาครุภุ ัณั ฑ์เ์ พื่่อ� การวิจิ ัยั และการบริกิ าร
วิิชาการแก่่สัังคม ณ วิิทยาเขตกำำ�แพงแสน ซึ่่�งไม่่อยู่�ในวิิสััยที่่�จะก่่อสร้้างและจััดหามาได้้ในโครงการเงิินกู้�เพื่่�อพััฒนา
มหาวิิทยาลััย ส่่งผลให้้เกิิดศููนย์์ปฏิิบััติิการวิิจััยและเรืือนปลููกพืืชทดลอง ศููนย์์ส่่งเสริิมและฝึึกอบรมการเกษตรแห่่งชาติิ
และศูนู ย์เ์ ครื่่อ� งจักั รกลการเกษตรแห่ง่ ชาติขิึ้น� ที่่ว� ิทิ ยาเขตกำ�ำ แพงแสน และได้ใ้ ช้เ้ งินิ งบประมาณแผ่น่ ดินิ ประจำำ�ปีี เพื่่อ� แก้ไ้ ข
ปััญหาเร่ง่ ด่ว่ นที่่�วิิทยาเขตกำ�ำ แพงแสนควบคู่่�กัันไปด้้วย เช่่น

1) ก่่อสร้้างอาคารห้้องปฏิิบััติิการกลางเพื่่�อให้้สามารถสอนวิิชาสามััญพื้้�นฐานตามหลัักสููตรปริิญญาตรี ี
ชั้้�นปีีที่่� 1 และ 2

2) ก่อ่ สร้า้ งระบบวิทิ ยุโุ ทรศััพท์์ เพื่่�อการติดิ ต่อ่ สื่อ� สารกับั วิทิ ยาเขตบางเขน
3) ก่อ่ สร้า้ งระบบส่ง่ น้ำ�ำ�ชลประทานเพื่่�อบรรเทาปัญั หาการขาดแคลนน้ำ��ำ ชลประทาน
4) ขุุดเจาะบ่่อบาดาลเพิ่่�มเติิมกัับก่่อสร้้างโรงกรองน้ำ��ำ ที่่�ทัันสมััยเพื่่�อบรรเทาปััญหาความขาดแคลนและ
ปรัับปรุุงคุณุ ภาพน้ำ�ำ�บริโิ ภค เป็็นต้้น
พ.ศ. 2519 สภามหาวิทิ ยาลััยได้แ้ ต่ง่ ตั้ง� ให้น้ ายวััฒนา เสถียี รสวััสดิ์์� ดำ�ำ รงตำ�ำ แหน่ง่ รองอธิิการบดีี (กำ�ำ แพงแสน)
ตั้�งแต่่วัันที่่� 20 มกราคม 2519 เป็็นต้้นไป เพื่่�อทำ�ำ หน้้าที่่�ควบคุุมดููแลกิิจการของมหาวิิทยาลััยที่่�วิิทยาเขตกำ�ำ แพงแสน
แทนอธิิการบดีีตามคำำ�สั่่�งสภามหาวิิทยาลััยเกษตรศาสตร์์ ที่่� 5/2519 ลงวัันที่่� 13 กุุมภาพัันธ์์ พ.ศ. 2519 นัับเป็็น
รองอธิิการบดีีประจำำ�วิิทยาเขตกำำ�แพงแสนคนแรก และเป็็นจุุดเริ่�มต้้นของการจััดระบบบริิหารงานของมหาวิิทยาลััย

การดำำ�เนิินงานตามโครงการเงิินกู้�เพื่่�อพััฒนามหาวิิทยาลััยเกษตรศาสตร์์ได้้สิ้�นสุุดลงเมื่ �อวัันที่่� 31 กรกฎาคม
พ.ศ. 2523 ซึ่่ง� ล่า่ ช้้ากว่า่ ที่่ไ� ด้้กำ�ำ หนดไว้แ้ ต่เ่ ดิิมเป็น็ เวลา 2 ปีี

พ.ศ. 2525 คณะรััฐมนตรีีมีีมติิอนุุมััติิให้้มหาวิิทยาลััยเข้้าเป็็นสมาชิิกของศููนย์์วิิจััยและพััฒนาพืืชผัักแห่่งเอเชีีย
และให้เ้ ป็น็ หน่ว่ ยงานหลักั ของประเทศไทย ในการดำ�ำ เนินิ โครงการศูนู ย์ว์ ิจิ ัยั และพัฒั นาพืชื ผักั แห่ง่ เอเชียี ประจำำ�ประเทศไทย
มหาวิทิ ยาลัยั จึงึ ได้เ้ ริ่ม� ดำำ�เนินิ การนี้้ท� ี่่ว� ิทิ ยาเขตกำ�ำ แพงแสน เมื่อ� พ.ศ. 2525 รับั เงินิ อุดุ หนุนุ การดำ�ำ เนินิ งานในระยะ 3 ปีแี รก
จากธนาคารเพื่่�อการพัฒั นาแห่่งเอเซีีย จำ�ำ นวน 130,000 เหรียี ญสหรัฐั อเมริิกา (ประมาณ 3 ล้้านบาท)

ได้้เริ่ม� การก่่อสร้้างอาคารห้อ้ งปฏิิบัตั ิิการกลาง ณ วิิทยาเขตกำ�ำ แพงแสน ในวงเงินิ 22,635,140 บาท โดยใช้เ้ งินิ
งบประมาณแผ่่นดิิน เพื่่�อให้้สามารถเริ่�มกิิจกรรมการเรีียนการสอนวิิชาสามัญั พื้้น� ฐาน ซึ่่�งเป็น็ วิชิ าชั้�นปีีที่่� 1 และ 2 ของ
หลักั สูตู รปริิญญาตรีี ณ วิทิ ยาเขตกำ�ำ แพงแสน การก่่อสร้า้ งมีกี ำ�ำ หนดแล้ว้ เสร็จ็ สมบูรู ณ์์ในเดือื นเมษายน พ.ศ. 2527

มหาวิิทยาลััยร่่วมกัับกระทรวงเกษตรและสหกรณ์์ได้้จััดงานวัันเกษตรแห่่งชาติิขึ้�นที่่�วิิทยาเขตกำ�ำ แพงแสน

วัันที่่� 26 พฤศจิิกายน พ.ศ. 2538 จััดการแข่ง่ ขัันกอล์ฟ์ การกุศุ ล ณ สนามกอล์ฟ์ เมืืองเอกวิสิ ต้้า
พ.ศ. 2538 ปรับั ปรุุงป้้ายมหาวิทิ ยาลััยเกษตรศาสตร์์ วิทิ ยาเขตกำำ�แพงแสน โดยเพิ่่ม� ชื่อ� ภาษาอัังกฤษ
ปีีการศึึกษา 2538 ดำำ�เนิินการรัับลงทะเบีียนเป็็นนิิสิิตโดยการนำำ�ระบบเครืือข่่ายแลน (LAN) เข้้ามาใช้้เป็็น
ครั้้�งแรกในการรัับลงทะเบีียนเรีียนประจำำ�ภาคต้้น

2. Pioneering Phase

As for the construction and development of this great KU KPS campus, the government gave
priority and pushed for the development project of the KU at Kamphaeng Saen District in order to
expand agricultural work to be wider. Development of the area purchased then at Kamphaeng Saen
District Nakhon Pathom Province therefore started seriously. The government approved the loan from
the World Bank to invest in KU in 1967. The KU KPS area at that time was still forests interspersed

with wells, pools and anthill, so clearing the forest to be a flat area suitable for agriculture and setting
up an appropriate irrigation system was a great challenge for those selfless and patient KU lecturers.
Also, the construction and development require cooperation and joining forces from both the public
and private sectors. Early development of the area was led by Prof. Dr. Wattana Sathien Sawat and it
took almost 10 years from 1967 onwards to pioneer the development of Kamphaeng Saen Campus.

Apart from pioneering the development of KU KPS, construction works for teaching-learning
buildings, dormitories, canteens, faculty members and staff houses, roads, stadiums, water storage
ponds, a high water-supply tank, forest gardens, experimental plots, farms, grass plots, forage and
others were successfully carried out and progressed accordingly.

KU followed the World Bank Loan for KU development project, phase 1 until its completion
on 31st July 1979 and started teaching at KU KPS on 12th November of the same year (the 2nd semester
of the academic year 1979). In addition, KU KPS took various necessary measures in order to operate
at KU KPS well in all aspects. The measures taken include:

KU KPS received a total of 3 grant aids from the Japanese government, totaling the sum
total of 4,100,000,000 yen (approx. 410,000,000 baht) to construct buildings and provide equipments
for research purposes and academic service to society in addition to the World Bank Loan for KU
development project. The Japanese grant aids resulted in the emergence of the Laboratory Research
Center and Greenhouse Complex, the National Agricultural Extension and Training Center and the
National Agricultural Machinery Center at KU KPS Moreover, the annual national budget of KU was
also used to create urgent facilities at the campus at the same time, such as:

1) Construction of a central laboratory building for teaching basic courses for the 1st and
2nd year of the bachelor’s degree program.

2) Construction of radio & telephone systems for communication with Bang Khen
Campus.

3) Construction of irrigation system to alleviate the problem of irrigation water shortage.
4) Additional artesian drilling and construction of modern water purification plants to
alleviate water shortage and improve potable water quality, etc.
In 1976, KU Council appointed Lecturer Watthana Sathien Sawat as the 1st KU KPS Vice
president from 20th January 1976 onwards in order to supervise the administrative affairs of at KU KPS
in place of the then KU President according to KU Directive, no. 5/2519 dated 13 February 1976 and
this was the Beginning of KU KPS administration.
KU established the KU KPS management guidelines for the first time on November 1, 1976
as follows:

1. There should have been the Office of KU President at KU KPS which was under the
administration by KU KPS Vice president.

2. There should have been the KU KPS Executive Board including KU President as a chairman,
KU KPS Vice president as the vice-chairman and representatives of faculties in KU KPS and other KU
official appointed by KU President.

3. The Office of KU President at KU KPS consisted of Administration Division, Vehicle and
Machinery Services and Maintenance, Building and Site Maintenance Division and Testing and Training
Station Division.

4. As for academic affairs, KU KPS Vice president should coordinate with faculties in KU KPS
as appropriate and necessary.

In 1978, KU KPS received the 1st Japanese grant aid of 1,300,000,000 yen (about 130,000,000
baht) for the construction of the Laboratory Research Center and Greenhouse Complex according
to the certification signed by Director-General of the Department of International Cooperation as
the representative of the Thai government and the Ambassador of Japan as representative of the
Japanese government on October 4, 1978.

On April 23, 1979, KU established the KU KPS management guidelines for the 2nd time as follows:
1. There should have been the Office of KU President at KU KPS which was divided into 3
lines of work as follows:
1) Administrative and Service Division
2) Student Affairs and Welfare Division
3) Academic and Research
2. KU assigned KU KPS Vice President to supervise and be responsible for all the
administration of KU at KU KPS.
3. KU assigned KU KPS all work units (faculties, offices, centers, etc;) to have their
administrators or acting administrators; moreover, the KU regular budget and the budget from income
were divided and allocated for KU KPS management until that KU KPS directly had its own regular
budget and the budget from income.
Again in 1979, KU KPS received the 2nd - year Japanese grant aid of 2,300,000,000 yen (about
230,000,000 baht) for the construction of the National Agricultural Extension and Training Center and
the National Agricultural Machinery Center according to the certification signed by Director-General
of the Department of International Cooperation as the representative of the Thai government and
the Ambassador of Japan as representative of the Japanese government on July 29, 1979.
KU KPS began its mission of students’ learning and teaching, Prof. Rapee Sagarik (KU President
on that time), on November 12, 1979 for 3rd and 4th – year students in such program as Bachelor of

Science (Agriculture), Bachelor of Science (Agricultural Education), Bachelor of Science (Agricultural
Economics), Bachelor of Engineering (Agricultural Engineering), Bachelor of Engineering (Irrigation
Engineering) and for 5th and 6th - year students in Doctor of Veterinary Medicine. Later, from 1980
onwards, 3rd and 4th-year students in Agricultural Economics were moved back to KU at Bangkhen.

The KU development project under the World Bank Loan ended on July 31, 1980 later than
the planned time for 2 years.

In 1982, KU was approved by the government to be another member of Asian Vegetable
Research and Development Center (AVRDC). As the main AVRDC in Thailand, it was located and
operated in KU KPS in support of the amount of 130,000 US dollars (approx. 3 million baht) from
Asian Development Bank (ADB) for first 3 year operation in 1982.

The construction of a central laboratory building by using the government budget of 22,635,140
baht for teaching basic courses for the 1st and 2nd year student scheduled to be completely finished
by April, 1984 got started.

The 2nd- year Fair of National Agriculture Day was held at KU KPS from January 27 to February
1, 1984 under the cooperation between KU and the Ministry of Agriculture and Cooperatives (MOAC)
and presided over by the then Prime Minister Prem Tinsulanond.

Construction of another building for Faculty of Agriculture was done at KU KPS by the
government budget of 11,370,000 baht and scheduled to complete by 1984.

In academic year 1984, the 2nd-year students in B.S.(Agriculture) of Faculty of Agriculture in
B.S.(Agriculture) were moved to study at KU KPS.

In June 1986, The Royal Irrigation Department expanded the irrigation canal system to KU KPS
and KU launched the development of a water canal within the campus on June 28, 1986.

In 1987, KU launched the KU - Japan Academic Cooperation Project Phase 2 for a period of 5
years (1987 - 1992) in which the Japanese government provided the assistance of Japanese experts
in both short and long term together with scientific tools and equipments totaling approximately
46 million baht.

In academic year 1988, the 2nd - year students in B.S.(Agricultural Education) of Faculty of
Education were moved to study at KU KPS.

On October 3, 1988, construction of 5 buildings containing 90 living units with 10,590 square
meter area for lecturers and staff began by the government budget of 11,370,000 baht and scheduled
to complete by January 1990.

In 1989, the Cabinet approved the official division of 2 new division including Division of
General Administration (Kamphaeng Saen) and Educational Services Division (Kamphaeng Saen) on
October 6, 1989.

On October 31, 1989, the KU meeting of deans, no.12/2532 approved in principle to move
the 1st - year students of special quota in B.S.(Agriculture) of Faculty of Agriculture and the 1st - year
students of special quota in B.S.(Agricultural Education) of Faculty of Education to study at KU KPS
from academic year 1990 -1991 onwards.

Construction of a building with 1,938 square meter area for Faculty of Education (KPS) was
done at KU KPS by the government budget of 9,200,000 baht and scheduled to complete by March
7, 1991.

The 1st - year students of special quota in B.S.(Agriculture) and the 1st - year students of special
quota in B.S.(Agricultural Education) were moved to study at KU KPS

Construction of the 2nd water - filtering plant with productive power of 5,000,000 cubic meters
of water supply per day was begun on October 1, 1991 and completed on December 8, 1992, with
the cost of 32,500,000 baht.

Construction of the 2nd - phase of KU KPS central laboratory including 2 buildings with 5,238
square meter area was begun on February 7, 1991 and finished on July 30, 1992, with the cost of
32,500,000 baht.

KU KPS was allocated with the government budget for 2 compounds of student dormitories
with 12,587 square meter area in response to the movement of students.

Faculty of Liberal Arts and Science was established according to the 7th development plan
(1992-1996) approved by the University Bureau on August 6, 1992 after the Cabinet’s approval on
May 25, 1992 which was notified in the Government Gazette dated 31 August 1993.

KU KPS Home - coming Day Party was firstly held on the occasion of the 15th anniversary of
KU KPS establishment on November 12, 1994.

During October 12 - 20, 1995, the 1st Project for Creative Promotion of Moral and Ethics for
the 1st Year Students was held.

On November 26, 1995, the Charity Golf Tournament was held at Muang Ake Vista Golf Course.
In 1995, KU KPS’s label was improved by adding an English name.
In the 1st semester of academic year1995, the LAN system for student enrolment was
introduced to KU KPS.

3. Organizational and Academic Development Phase

After the terrain development, KU KPS has begun the development of academic and teaching
and learning works. Although the extension of teaching and learning as well as the number of students
and faculties to KU KPS did not meet the goal, but KU KPS is constantly evolving.

During the time of Prof. Dr. Sujin Jinayon as KU KPS Vice-president (August 1, 1986 - June 7,
1990), Faculty of Liberal and Science at KU KPS began to be established. This faculty establishment
is considered an important step of KU KPS to be responsible for the management of students’
basic courses to be more efficient and effective. Then KU KPS development in terms of learning and
teaching, research, academic services and setting up new agencies has been continuously developed
until there are more students, lecturers and staff as well as academic works.

From 2002 to 2007 under the leadership by Assoc. Prof. Dr. Viroch Impithuksa, KU President at
that time, KU KPS such affairs as of administration, academic and learning-teaching work were fulfilled
by Assoc. Prof. Dr. Thongchai Mala, the 1st KU KPS Vice-president according to the Act of KU, 1998.
Thus the following KU KPS work units were officially set up for total management:

Later in 2011, Department of Aquaculture, Faculty of Fisheries started its teaching and
learning and in 2020, the program of B.S. (Environmental Science and Technology) was taught in KU KPS.
The KU executives always look forward to seeing the development and progress of the KU
even though it is still a government organization. However, under the circumstances of changing
policies, the reform of the public administration system, adjustment of the budget management,
the four-year civil service action plan, and the improvement of the government’s personnel
management efficiency, to comply with the Act of KU, B.E. 2541, it is imperative for KU to prepare for
proactive changes and particularly its own future development as a university under the government
supervision to be more potential to proactively manage and develop. In this regard, both KU and
KU KPS have already been well-prepared.
In 2005, KU was changed from a government organization to an organization under government
supervision according to the Act of KU, 2005 effective July 17, 2005.
Up to 2021, KU KPS has undertaken its learning-teaching mission for 42 years. From the past
terrain full with groves, swamps, rice fields, termitariums, mounds and field crops, then it was turned
to a large open plain with large ponds and modern buildings. At present, KU KPS has become a large
academic community including lots of faculties, around 2,000 lecturers and staff, around 15,000
students and 1,300 primary and secondary students of KU Laboratory School. Surrounded with
beautiful green trees, it is a higher education institution of science and technology for agricultural
science excellence in accordance with the determination of the establishment of this campus of the
ancestors. In KU KPS in addition to the agricultural progress, beautiful nature, excellent campus design
and landscape bring this campus to life until it is known as the most beautiful campus in Thailand.
From the persistence of the past to the commitment to continue the KU’s ancestral
aspirations, the valuable historical information of KU KPS should be therefore collected and recorded
in KU KPS Hall of History for younger generations to learn and further.

1. Jinasiha Buddha Image

Jinasiha Buddha Image is the Buddha statue that represents another KU symbol
which was located at KU KPS Dhamma Pavilion on May 7, 1996. KU built this Buddha
statue to modestly present as a royal charity in honor of (then) Her Majesty Queen
Sirikit, the Queen Mother on her 60th gracious birthday anniversary on August 12, 1992.

2. Phra Pirun Song Nak
(Varuna, God of rain, mounted on Naga)

Phra Pirun Song Nak was built in 1996 for the purpose
of presenting as a symbol of KU KPS The establishment of
the statue was placed in the center of the pond in front of
Faculty of Agriculture at Kamphaeng Saen on Tuesday, June
4, 1996 and then there was also the Brahma-Hindu ritual to
celebrate and invite the God.

5. Rice-shaped Flagpole

The Rice-shaped Flagpole of 24-metres-high stainless steels which is situated in the front area
of Xujati Kambhu Building, KU KPS is a KU symbol. Its top looks like the rain drops spreadingly flowing
down. It is aimed to symbolize the agricultural abundance of Thailand.

6. Water Supply Tank Tower

This tower was built during when Prof. Dr. Wattana Sathiensawat was the KU KPS Vice
President. He planned to build a concrete giant tank for water supply with high water pressure equal
to the high water pressure from a fire engine. The tank, with a capacity of 1,000 cubic meters of water
up to 59 meters high, was 62.5 meters high and designed by Thai Engineering Consultants Co., Ltd. and
constructed in 1976 by Wanchai Construction Co., Ltd. This tank is considered the valuable KU KPS
landmark. In addition, among KU KPS members, it is commonly called “Dta Bpoo” (the Giant Nail).

7. บ่่อ 1

บ่อ่ 1 เป็น็ ชื่อ� เรียี ก อ่า่ งเก็บ็ น้ำำ�� ขนาดใหญ่ ่ ทำ�ำ หน้า้ ที่่ร� ับั น้ำำ�� จาก
คลองชลประทาน เพื่่อ� ส่ง่ ต่่อไปยังั ระบบชลประทานภายในวิทิ ยาเขต
กำ�ำ แพงแสน เมื่�อวัันจัันทร์์ที่่� 11 สิิงหาคม พ.ศ. 2529 ได้้มีีพิิธีีเปิิด
น้ำ�ำ�จากคลองระบบชลประทานเข้้าสู่่�บ่่อ 1 ชาวเกษตรกำ�ำ แพงแสน
ถืือเป็็นวัันสำำ�คััญวัันหนึ่่�งของวิิทยาเขต เรีียกว่่า “วัันน้ำ��ำ ไหล” โดยมี ี
หม่่อมเจ้้าจัักรพัันธ์์เพ็็ญศิิริิ จัักรพัันธุ์� นายกสภามหาวิิทยาลััย
เกษตรศาสตร์์ ในขณะนั้้�น เป็น็ ประธานในพิธิ ีี

7. Baw 1 (the Reservoir No.1)

Baw 1 is the Thai name of this huge reservoir that was built to receive water from irrigation
canals to be transferred to the irrigation system within Kamphaeng Saen Campus. On Monday, August
11, 1986, there was a ceremony to open the campus irrigation, called “Wan Nam Lai” (The day the
water started to flow) at this Baw 1 and presided over by H.S.H. Chakraband Pensiri, the late President
of Kasetsart University Council.

8. ถนนสายชมพพู นั ธุ์ทพิ ย์

ถนนสายชมพููพัันธุ์์�ทิิพย์์ เป็็นส่่วนหนึ่่�งของถนนวััฒนา
เสถีียรสวัสั ดิ์์ � สองข้้างทางของถนนนี้้ม� ีีต้้นชมพูพู ัันธุ์์�ทิิพย์์ Tabebuia
rosea (Bertol.) DC. ชื่่�อวงศ์์ : Bignoiaceae. ชื่่�อสามััญ : pink
tecoma, pink trumpet tree) เจริิญเติิบโตอยู่�ทั้�งสองข้้างทาง
เป็็นระยะทาง 2 กิิโลเมตร รวมทั้้�งสิ้�น 580 ต้้น ผู้้�ที่่�ริิเริ่�มปลููกต้้น
ชมพููพัันธุ์์�ทิิพย์เ์ หล่า่ นี้้ � คืือ ศ. ดร.วััฒนา เสถียี รสวััสดิ์์� โดยได้เ้ ริ่ม� ปลููก
ในปีี พ.ศ. 2520 ช่ว่ งที่่�ดอกชมพููพันั ธุ์์�ทิพิ ย์์บานสะพรั่่�ง (จะอยู่�ในช่ว่ ง
ประมาณเดือื นกุมุ ภาพันั ธ์์ - เมษายน) ของทุกุ ปีจี ะมีนี ักั ท่อ่ งเที่่ย� วเข้า้ มา
ชื่น� ชมความงามของดอกชมพูพู ันั ธุ์์�ทิพิ ย์ ์ บนถนนสายนี้้เ� ป็น็ จำ�ำ นวนมาก
จึึงเรีียกชื่�อของถนนสายนี้้ว� ่า่ “ถนนสายชมพููพันั ธุ์์�ทิพิ ย์”์

8. Chomphu Phanthip Road

Chomphu Phanthip Road is part of Wattana Sathien Sawat Road where its both sides of 2
kilometers are along with Chomphu Phanthip (pink trumpet, Tabebuia rosea (Bertol.) DC; Family
name : Bignoniaceae) trees about 580 of which have initially been planted since 1977 when Prof.
Dr. Wattana Sathien Sawat was the then KU KPS Vice president. During their blooming season annually
(from February to March) many tourists will come to admire the beauty in full bloom along both sides
of the Road. This is the reason why it is popularly called Chomphu Phanthip Road.

กำ�ำ แพงแสน มีขี นาดกว้้าง 9.5 เมตร ยาว 20 เมตร เดิมิ ใช้เ้ ป็น็ ห้้องหนังั สืือสำ�ำ รอง และห้อ้ งแนะนำ�ำ การใช้ห้ ้อ้ งสมุดุ สำำ�หรัับ
นิสิ ิติ ชั้้น� ปีที ี่่� 1 ส่ว่ นบริเิ วณหน้า้ ห้อ้ งใช้ส้ ำ�ำ หรับั ให้น้ ิสิ ิติ อ่า่ นหนังั สือื ซึ่่ง� รองรับั นิสิ ิติ ได้ป้ ระมาณ 200 ที่่น� ั่่ง� มีผี นังั เป็น็ คอนกรีตี
เสริิมด้้วยกระจกใส มีีหนัังสืือสำ�ำ รองทั้้�งภาษาไทย ภาษาอัังกฤษ วิิทยานิิพนธ์์ ปััญหาพิิเศษ รวมถึึงให้้บริิการนิิตยสาร
หนังั สือื พิมิ พ์์ สื่่�อสิ่�งพิมิ พ์์ ประมาณ 5,000 รายการ

ปีี พ.ศ. 2548 ได้้ย้้ายห้้องหนัังสืือสำ�ำ รองมาไว้้กัับงานบริิการ
อาคาร 2 ชั้้�น 1 ทำ�ำ ให้้ห้้องหนัังสืือสำำ�รองว่่างลง จึึงได้้จััดทำ�ำ เป็็น
บริิเวณที่่อ� ่่านหนัังสืือของนิิสิติ จนกระทั่่�ง ปี ี พ.ศ. 2552 และได้้จัดั ทำำ�
เป็็นศููนย์์ข้้อมููลท้้องถิ่�นภููมิิภาคตะวัันตก 8 จัังหวััด ได้้แก่่ สุุพรรณบุุรีี
กาญจนบุุรีี นครปฐม ราชบุุรี ี สมุุทรสาคร สมุุทรสงคราม เพชรบุรุ ีี และ
ประจวบคีีรีีขัันธ์์ ซึ่่�งมีีข้้อมููลทางด้้านการเกษตร การท่่องเที่่�ยวแต่่ละ
จัังหวััดครบถ้้วนไว้้บริิการให้้กับั นิิสิติ และบุุคคลทั่่�วไป นอกจากนั้้�นจะมีี
นิทิ รรศการหมุนุ เวีียน ตามโอกาสต่า่ ง ๆ อาทิิ ของดีี 8 จัังหวััดในงาน
เกษตรกำำ�แพงแสน

ต่่อมาได้้ย้้ายห้้องเกีียรติิยศ จากอาคารศููนย์์มหาวิิทยาลััย
เกษตรศาสตร์์ วิิทยาเขตกำ�ำ แพงแสนมาไว้้รวมกัับศููนย์์ข้้อมููลท้้องถิ่�น
ภูมู ิภิ าคตะวันั ตก หลังั จากนั้้น� มีพี ิธิ ีเี ปิดิ ในวันั ที่่� 25 กุมุ ภาพันั ธ์ ์ พ.ศ. 2554
ซึ่ง� เป็น็ วัันสถาปนาสำำ�นัักหอสมุุด กำ�ำ แพงแสน ครบรอบ 7 ปีี
