โครงการพััฒนาพืืชผัักสู่�ชนบท (Thailand ไต้้หวััน ในส่่วนรััฐบาลไทยมีีมหาวิิทยาลััยเกษตรศาสตร์์
Outreach Program : TOP) เป็็นโครงการที่่�ได้้รับั การ เป็น็ ตััวแทนของประเทศ ดำ�ำ เนินิ การวิจิ ัยั และการฝึึกอบรม
อนุุมััติจิ ากคณะรััฐมนตรีีให้้ดำ�ำ เนิินการตั้�งแต่ป่ ีี พ.ศ. 2525 โดยได้้รัับการจััดสรรงบประมาณจากรััฐบาลไทย เพื่่�อเป็็น
โดยความร่ว่ มมือื จาก 3 ฝ่า่ ย คือื รัฐั บาลไทย ธนาคารพัฒั นา ค่า่ สมาชิกิ และดำำ�เนินิ งาน ส่ว่ น ADB และ AVRDC ให้ค้ วาม

World Vegetable Center (WorldVeg)

Historical Development

Thailand Outreach Program (TOP) has been approve the establishment by the Cabinet since
1982 with the cooperation of 3 parties: Thai government, Asian Development Bank or ADB) and
Asian Vegetable Research and Development Center (AVRDC) Taiwan. Thai government has Kasetsart
University representing the country. Conduct research and training. The budget is directly allocated
by the Thai government for membership and operation fees, while ADB and AVRDC provide assistance
in project experts, vegetable varieties, production technology and necessary equipment.

In 1989 the Tropical Vegetable Research Center (TVRC) was established under the Research
and Development Institute of Kasetsart University. To work with AVRDC in training, research and
research coordination.

In 1992 Thailand Outreach Program (TOP) has changed the name to the Asian Regional Center/
AVRDC (ARC) with support the construction of office buildings, laboratory and cold room storage for
vegetable germplasm conservation from the Swiss government. This is to allow both agencies to work
together as a center for facilitating research operations on vegetable varieties. Suitable production
system Collecting and maintaining vegetable genetics Including training, research and production of
vegetables to countries in the Asian region.

In 2016, the Asian Regional Center has changed its name again to World Vegetable Center
(WorldVeg).

Vision
Center for tropical vegetable germplasm collection, characterization,
conservation, conduct research, development of new varieties, technology of vegetable and
seed production in Thailand.
Mission
1. Coordinate research and international vegetable training in collaboration
with World vegetable Center.
2. Supporting training course on vegetable production technology to farmers
for good quality, sustainable and safe.
3. Source for collection, characterization, conservation of tropical vegetable
and indigenous vegetables of Thailand.
4. Evaluation of germplasm to access a potential of tropical vegetable
varieties collected for breeding program.
5. Selection and improvement of new vegetable varieties to farmer or
customer’s needs, disease and insect resistances, heat-tolerance, high yield and
pure line.
6. Produce good quality of vegetable seeds for pure line and hybrid from
research disseminate transfer to farmers and reduce imports from abroad.
7. Produce research and disseminate results to farmers for good practical
and safe.
8. Service area, field apparatus and germplasm for vegetable research
conducting.
9. Support teaching, learning and internships for students.

ศููนย์์วิิจััยและพััฒนาไม้้ผลเขตร้้อน จััดตั้�งขึ้�นเมื่�อปีี พ.ศ. 2524 ได้้มีีการออกแบบแผนผัังสวนและดำ�ำ เนิินการ

เป็็นต้้นมา

Historical Development

Tropical Fruit Research and Development Center (TFRDC) was established in 1981 by designing
garden plans and improving the area along with planting different types of fruit trees to support the
research and development of tropical fruit trees.

Later in 1990, it was improved to be a botanical garden of tropical fruit trees and on the
auspicious occasion of the 60th Anniversary of Her Majesty the Queen Sirikit the Late, currently
Somdet Phra Phan Vassa Ayika Chao Queen Mother Sirikit on August 12, 1990. It was renamed as the
Tropical Fruit Garden in Honour of H.M Queen Sirikit on Her Majesty’s Sixtieth Birthday Anniversary.
Nevertheless, it is publicly better known as the Tropical Fruit Research and Development
Center (TFRDC).

Since January 31, 2014; the TFRDC has been under the Faculty of Agriculture at Kamphaeng
Saen and as follows are the NSRTC’s Chiefs during 2003 – up to now.

Mission

1. To conduct R&D on science and technology of tropical fruit plants.
2. To improve fruit varieties for the development of various types of tropical fruit trees
according to management system and production economics, production technology, harvest
technology, propagation technology and industrial agriculture with an emphasis on well-known fruit
trees of high trading competitiveness such as pomelo, easily-peeled orange,durian, mangosteen,
papaya, tamarind, lime, banana, pineapple, southern langsat, rambutan and coconut etc.
Since 2013, the TFRDC has been under the Department of Horticulture, Faculty of Agriculture
at Kamphaeng Saen.

Historical Development

Rice Science Center (RSC) was established in 2005 at Kamphangsaen Campus,
Kasetsart University. RSC is taking the major league in integrating science and technology to breed
new climate-ready, nutrient-dense rice to fight double malnutrition and mitigate the effects of climate
changes on sustainable crop cultivation in the near future.

RSC is organized into the Office of Secretary, Division of Research and Innovation, Division
of Outreach and Impact; and nine Specialized Laboratories. DNA Profiling Laboratory for Thai Rice
Export is a collaboration between Department of Foreign Trade, Ministry of Commerce, and Kasetsart
University aims to modernize DNA-based authentic testing services and a service provider for Thai
rice exporters.

Vision
Important milestones are to develop new rice varieties to fight for double
malnutrition and mitigate the threat of climate change on food security. Such new rice
ideotypes as Super Nutrient Rice, Rainbow Rice, Climate-ready Rice, and Rhizo-root Rice are
new hope for Thai farmers and consumers.
Mission
1. To facilitate the national and international collaborations on capacity
building to enabling rice breeding with efficiency and precision.
2. To develop premium specialty rice with high nutritional quality and
therapeutic properties, grain yield, resistance to biotic and abiotic stresses, and global
warming resiliency.
3. To induce ready-to-use genetic diversity to enrich nutritional quality,
resistance to biotic and abiotic stresses, and grain yield of premium fragrant, waxy, and
pigmented rice germplasm.
4. To generate sequence variation for better understanding of genetic
diversity, discovering gene responsible for economic traits, and developing molecular
markers for precision breeding.

Outstanding Achievements of Pride

1. Discovering for the first time a gene responsible for biosynthesis of 2-acetyl-1-pyrroline
(2AP), the potent aromatic compound in Thai Jasmine and all aromatic rice found globally.
The biotechnology to enhance 2AP accumulation in any non-aromatic rice varieties was described
in the patent “Transgenic plants with reduced expression of Os2AP and elevated levels of 2AP was
filed for patent for the first time in USA and was granted in 2007. Later on, the patents were filed for
patenting in 10 other countries such as Australia, Japan, China, Vietnam, France, U.K. the Netherlands,
Germany, and Switzerland.

2. Development of new rice varieties for sustainable cultivation and consumer well-being.
RSC has focused on developing breeding technology platforms to precisely and efficiently integrate
“Plus 6 genes” comprising tolerance to flash flooding and heat, water-used efficiency, resistance
to bacterial leaf blight, leaf and nect blast, and brown planthopper. Several elite waxy, aromatic,
low glycemic index (low GI), and pigmented rice varieties have been improved for the Plus 6 genes
technology. RSC has registered 30 rice varieties including Hommali Rice+4, Thunya Sirin+4, PGI+4, and
Riceberry+4.

3. There are various well-known rice cultivars from RSC.
Riceberry is the most popular and well-studied pigmented rice for therapeutic properties.
Cooked Riceberry after taste is well-accepted by health-conscious consumers around the world.
Riceberry has also been popular among food industries for its high nutritional values and food
properties.
Sinlek rice contain high content of Fe and Zn with low sugar index. It is aromatic and soft taste.
Pinkaset rice + 4 (white rice) has low sugar index, but show a high yield at harvest. This variety
is basically used for breeding to find a new resistant variety on the global weather changes.
4. Rainbow rice is a unique rice variety expressing arrays of colorful leaves which creates
great impression for observers. There are five varieties of Rainbow rice showing five streaking patterns
of colorful green, white, purple, reddish pink leaves. When grown in patterns on a rice field, Rainbow
rice creates unique phenomenon for one-of-a-kind agro-tourism in the world, Actually, the leaf of the
Rainbow rice is naturally enriched with dietary fiber, antioxidants, micronutrients, and protein. If we
can develop Rainbow rice leaves into food supplements and food ingredients, it can help reducing
starvation and the risk of non-communicable diseases and metabolic syndrome.
5. RSC also registered several trademarks at national and international levels for
distinction of quality products from organically-grown medical rice varieties including Riceberry,
Sinlek, and LOGI.

ศููนย์์ส่่งเสริิมฯ ได้้พััฒนางานและกิิจกรรมด้้านการฝึึกอบรมนานาชาติิขึ้�น 2 หลัักสููตร คืือ หลัักสููตร
Enhancing Women’s Role in Rural Development (พ.ศ. 2538 - 2542) และหลักั สูตู ร Sustainable Agricultural
Production in the Tropics (พ.ศ.2539 - 2543) ภายใต้โ้ ครงการ The Third Country Training Program ซึ่่ง� เป็น็ โครงการ
ความร่ว่ มมือื ระหว่่างประเทศญี่่�ปุ่�น ผ่่าน JICA และประเทศไทย ผ่่านกรมวิิเทศสหการ (DTEC)

ตลอดระยะเวลาที่่�ศููนย์์ส่่งเสริิมฯ เปิิดดำำ�เนิินการมาตั้�งแต่่ พ.ศ. 2524 ศููนย์์ส่่งเสริิมฯ ได้้มีีบทบาทสำำ�คััญ
ในการให้บ้ ริกิ ารทางวิชิ าการแก่ส่ ังั คมในหลายรูปู แบบ และหลายสาขาวิชิ า โดยเฉพาะด้า้ นการเกษตรและสาขาที่่เ� กี่ย� วข้อ้ ง
กัับการเกษตร มีผี ลงานออกสู่่�สายตาเกษตรกรและประชาชนอย่่างสม่ำำ��เสมอ

การเกษตรแห่ง่ ชาติ ิ ก็ย็ ังั คงดำำ�เนินิ ต่อ่ ไป โดยบุคุ ลากรของสำ�ำ นักั ส่ง่ เสริมิ และฝึกึ อบรม กำ�ำ แพงแสนเป็น็ หลักั การดำ�ำ เนินิ งาน

Historical Development

The National Agricultural Extension and Training Center (NAETC) is under the Office of
Extension and Training at Kamphaeng Saen and responsible for promoting and disseminating
appropriate knowledge and technology to farmers and the general public through various methods
such as organizing training, creating a professional manual for the people, agricultural television tapes
and agricultural radio programs. Its buildings were constructed by the Grant Aid of 160 million baht
of Japanese Government via the Japan International Cooperation Agency.

The construction was completed on June 8, 1981; the buildings were delivered to KU by the
Japanese Government on June 9, 1981 and the NAETC was officially opened on December 24, 1981.
Moreover, during 1981- 1986, the NAETC was provided with technical assistance by the Japanese
Government.

Later in 1992, the Japanese Government approved further 2 year assistance under the Aftercare
Program for The Agricultural Extension and Agricultural Mechanization Project of Kasetsart University
from July 24, 1993 to July 24, 1995.

From 1995 to 2000, the NAETC provided 2 international training courses namely Enhancing
Women’s Role in Rural Development (1995 - 1999) and Sustainable Agricultural Production in the
Tropics (1996 - 2000) under the Third Country Training Program in cooperation with Japan via the
Japan International Cooperation Agency and Department of Technical and Economic Cooperation
(DTEC) of Thailand.

Since 1981, the NAETC has continuously played an important role in delivering academic
services to society in many ways and many disciplines especially in agriculture and related fields.

In 2005, the Office of Extension and Training at Kamphaeng Saen (OET KPS) was
founded. Nevertheless, the NAETC still carried on its missions mainly by the OET KPS’s personnel.
Implementation of various projects may be made on behalf of the OET KPS or the NAETC, as the
case may be.

Currently, the NAETC is currently under the OET KPS and has continuiosly developed
and grown.

Outstanding Achievements of Pride

Since its establishment, the NAETC has continuously and proudly carried on its missions
and as follows are some outstanding achievements including projects to promote and disseminate
new knowledge, trainings of agricultural media, organizing national exhibitions and the Farmer’s
Children School Project. Moreover, it has provided services of training venues and facilities for various
government and private agencies. In sum, its important tasks and accomplishments are promotion for
human resource development, trainings for farmers and the general public, trainings for youth and
farmers’ children of agriculture, Samawng Kaew (bright brain) Youth Camp, promotion for regional
and international development, publications of career guides for citizens, promotion of printing, and
university press, promotion and service of training and meeting facilities, and promotion of the Saen
Palm Garden, etc.

Academic Gowns (together with Decorative items) for Official Positions
of Kasetsart University

As follows are specifications of the gowns (together with decorative items) for KU lecturers,
President, KU executive board members, President of the KU Council, the KU Council members:

1. As for the lecturers, it is a two-side-front pleated robe made from a navy blue cloth with
15 cm. length above the ankle. On its both front sides are dark green 10 cm. wide velvet strips
throughout and around the neck. Its both wide sleeves with their lengths reaching both wrists on
which the middle there are 4 strips of 7-mm.-gold ribbon respectively arranged together with 3 cm.
distance between one another. It is together with 120 cm. long and 10 cm. wide navy blue hood over
the shoulders around the neck at which its both ends in front are 9 cm. wide. Also over the hood, it
decorated with 2 KU golden badges of 4 cm. wide on two shoulders.

2. As for those KU executive board members and the KU Council members, it is similar to
that for the lecturers except that each of the 2 KU golden badges is together with a tassel with
14 lines each of which is 6 cm. long.

3. As for the KU President and the President of the KU Council, it is similar to that for the
members of the KU executive board members and the KU Council except that between the 2 KU
golden badges together with the tassel are tied with a golden lace.

Doctoral Academic Gown

It is a two-side-front pleated black gown of which its bottom is 30 cm. above the ground.
Along the edge of both front sides and around the collar is a 10 cm. wide dark blue velvet strip.
Its both wide sleeves on which the middle are 3 strips of 4 cm. wide dark blue velvet respectively
are arranged together with 5 cm. distance between one another. Around the neck is a velvet hood
about 13 cm. wide of faculty’s color with its around the neck circumference of the fabric trimmed with
a green cloth, 1 cm. wide. It also includes of a square hat made of black cloth or felt with a length of
24 cm. On the center of the hat’s top is a gold button tied with golden silk to the other gold button
on the edge of the hat where there is a 12 cm. long and hanging down golden tassel.

Master’s Academic Gown

Master’s Academic Gown is similarly to the doctoral one; nevertheless, there is no band
around the neckline on the front and on the sleeve there is no stripe. The tops of both sleeves are
wide; both ends of the sleeves are like bags and above the elbows are armholes for taking arms out.
There is a 8 cm. wide velvet stripe in the color of the band at the neckline 8 cm. wide. It consists
of a hat similar to the doctoral hat. There is a black button in the middle of the hat’s top with a
22 cm long black silk tassel hanging from it the studs; except that the color of the velvet stripe on
the hood of the gown of Master of Science degree of the Faculty of Veterinary Medicine is according
to the color of the Graduate School.

1. Veterinary Medicine Academic Gown is similar to that of the master’s.
2. Likewise, Bachelor Academic Gown, it is similar to that of the master’s but there is no
hood. Its both wide sleeves reach both wrists and both ends are not like bags and without armholes.
Around the neck is 3 mm. wide knitted silk thread of. faculty’s color and its end is 14 cm. long. It
also includes a hat of faculty’s color.
