1.0 OVERVIEW

1.1 Design Brief

Kiddo children’s library is the only one children special library in Malaysia that
fulfilled and inspires children to know, love and enjoy knowledge. Kiddo children’s
library is defines as an imaginary and indefinitely remote place and a place of ideal
perfection especially in laws, government, and social conditions.

It is suit perfectly for children library known as Kiddo children’s library
because we focus on the children, along with the children and came far beyond with
the children to make Kiddo children’s library as their own library which are involved
in the term of the knowledge literacy, journey of discover new things and with the
circle ellipse design as centre of fun and enjoyable knowledge. But, we also focus on
the adult section which is the parents can go to our library with their children because
we want to encourage the community to love read from the early childhood or toddlers
and as a parents we wants they can takes an responsibility to takes an action to
overcome this issues.

Children differ from one another and change with lightning speed, so Kiddo
children’s library is a very different places form adult libraries. Kiddo children’s
library offer alternating environments that respond to children varying needs.

Kiddo children’s library will be the first children special library in Malaysia
that has its own building and accommodation to serve children needs. It is a circle
ellipse fifth storey building and support the future facilities, services, and many more
that can helps the children to have opportunity to get all the advancements of the
services, facilities, collection and many more to ensure that the children get the seeks
of the life learning and literacy education for their future benefits.

Library services for children have never been as important for children and

their families all over the world, as they are today. Access to the knowledge and the

multicultural riches of the world, as well as lifelong learning and literacy skills have
become the priority of our society. A quality children’s library equips children with

lifelong learning and literacy skills, enabling them to participate and contribute to the
community. Kiddo children’s library constantly respond to the increasing changes in

the society and meet the information, cultural and entertainment needs of all children.

1.2 Location

The location Kiddo Children’s Library is at Kampung Baru, Kuala Lumpur. Kampung
Baru also known as a Traditional village in Kuala Lumpur city centre with beautiful design. It
is strategically located because it very nears with public transport which is KTM, LRT and
Bus, also near to famous places such as Petronas Twin Tower, Menara Kuala Lumpur and
other places. Kiddo Children Library also within 5 minutes from KLCC and around 1 hour
from Kuala Lumpur International Airport. Furthermore, the location suitable for information
centres as the strategic points to the city. In addition, the place is located in middle of city so
the accessibility and availability of infrastructure is near. The parents can bring their children
by used facilitate this infrastructure to access to this library. The users also can make the
library as the main place to gain information and searching for a reference.

 Library consultant are either librarians who have developed
their expertise by running or working in libraries, or they are
people from outside the field who have a specific.

 Prepares evaluation of library system based on observation
and surveys and recommends measures to improve
organization and administration of system.

 Gathers statistical data, such as population and community
growth rates and analyses building plan to determine
adequacy of programs for expansion.

cooperation that provides goods or services under written

2.1 Library Building
Kiddo Children’s Library understands the needs of children and to provide
services to meet them. It is responsibility to organise, implement and support children
library programmes and to promote the books and other media as appropriate. Our
Kiddo Children Library located at Kampung Baru, Kuala Lumpur. The library is
strategically located because it very nears with public transport, famous place which is
Petronas Twin Tower, Menara Kuala Lumpur and etc.
We provide Kiddo Children’s Library suitable and comfortable space circle
with 5th floor with every floor have own functions. This library building suitable for
children 3-6 years old, primary school students 7-12 years old, parents and caregiver.

2.2 Philosophy
1. Kiddo Children’s Library implementing a positive vibe to the staff on how to
serve the client which is they understand each person, child, and adult, to be a
good human being, worthy of respect and recognition, deserve every
opportunity to fulfil and finally achieving his or her potential and goals in life.
2. Other than that, Kiddo Children’s Library also celebrates each child’s
development and achievements without mentioning or defining the child
whether what gender they are in terms of their appearance in comparison with
others.
3. Kiddo Children’s Library also understands the diversity as fundamental to the
human condition. We value dissimilarity because we encourage differences,
learning things from one another that could not be learn in a homogeneous
setting. Diversity and interdependence foster competence make as much as
compassion and nurture excellence as much as empathy.

This moto represent that our library is actually an important organization
where children especially can enhance their knowledge and information is begins to
lead the children and society in becoming such a knowledgeable, creative, critical
thinker in the future. This also means that Kiddo Children’s Library provides a good
collections and services also reference material to be used by the users or client of our
library.

Logo is a symbol or other small design by an organization to identify its
products, uniform, and etc. It is also made to represent a given organization or
company through a visual image that can be easily understood and recognized. This
logo is generally involves a symbols, stylized text or both. These logos actually are
often created by a graphic artist in consultation with a company and marketing experts.

1. Our children library provides a place for children which will encourage
them to lifelong learning as part of the education infrastructure.

the process of learning to read and to give the children access to all the
facilities and media that have been provided by the library.

3. Adopt new technologies to enhance timely access to quality information

to the children for encouraging them to become more confident and skilled
people in the future.

1. To facilitate the right of every child to information functional, visual,

children’s seeks.

2. Provide the highest level of services and technologies that give the children
opportunities that enable them to do the all activities and programs with joy
and fun.

3. Stimulate the growth of reading skills by offering supporting services and
programs.

4. Select, maintain, and promote reading, viewing, and listening materials
appealing to a variety of interests.

5. Offer staff training on early literacy principles and on the skills required to
deliver programs and materials to young children and their caregivers.

6. Increase community awareness of the importance of early literacy experience
and the resources available at the library.

2.11 Rules and Regulations

1. Dressing must always neat, clean and appropriate to the library environment.
2. Behave decently and orderly.
3. Do not disturb the security or officers on duty to inspects books, files and other

material when in or out of the library.
4. Making noise is not allowed in the silent area.
5. Put back the reading material that being read on a trolley provided.
6. Information service responds to your questions and guides you on how to use

the library.
7. Children before school age entering to the library should be accompanied by a

guardian and for the children before two years old, they need to wear diapers
when entering Kiddo Children’s Library.
8. The guardian responsible to observe the public reading other within the library
to regulate and to manage the conduct of the children under guardianship. The
reason Kiddo Children’s Library come out with this rules and regulation is to
protect their physical and mental health and the most important thing is their
personal safety while in library.
9. To avoid cross infection of disease in the public area, children that suspected
infectious by the disease are not allowed to enter the library.
10. Food, drinks, baby carriages and bags larger than 18.4cm length x 13 cm width
or other inappropriate article must be leave or kept in the lockers that provided.
11. Visitors must be keep quiet in the Kiddo Children’s Library. Speaking loudly
and chasing each other are prohibited.
12. Mobile phones must be switched to the silent or vibrate mode. Visitors also
must answer their phones or make calls out of the library.
13. Do not score or scribbling on the reading desk or move any facilities.
14. Please do not smoke, light a fire or use sockets without the permission of the
staff within the library. Library is the key fire prevention area.
15. If there is emergency case occurred, please follow the instructions given by the
staff.

a) Item Allowed Bringing Inside:
 One copy of personal book
 Children aged between 11-12 years old are allowed in the Adult Section.
 Mineral water is allowed to bring inside.

b) Item That Not Allowed Bringing Inside:
 Bags other than handbag and laptop bag.
 Raincoat or umbrella. Please put at the place that being provided by the library.
 Helmet.
 Foods exclude food section.
 Sharp objects such as scissors and knives.
 Pets.

c) Reminder:
 Membership account can be suspended anytime if a suspicious using are

detected.
 Kiddo Children’s Library shall not be liable for any lost or damage to goods to

the user property.

d) Consumers Services:
 Children circulation located at second floor.
 Teenagers and adults circulations located at third floor.

e) Borrowing / Repatriation:
 User can borrow only three books at a time and only two weeks period will be

given for the entire period for each book.
 User that failed to return the book on time will be given a fine RM1.00 for

every book for each day they late.
 Material that lost or damage must be reported to the duty officer and fine will

be doubled according to the price of the book.
 User must be responsible for all of the materials borrowed on their behalf.

2.12 Libraries Policies

Kiddo Children’s Library is committed to serving the information and
recreation needs of young people. The Kiddo Children’s Library strives to provide a
welcoming environment and provides targeted resources and programs to meet the
needs of children.

Service statement

Kiddo Children’s Library is agencies that provide the children (including the
public) with access to information and recreational materials through a variety of
services and resources. Kiddo’s Children Library also support children through the
provisions of programs that foster and appreciation of literature and promote the
development of information literacy skills.

Kiddo Children’s Library services to children include:

i. Stories (Fiction) in Children Areas; Fiction in Young Adult
ii. Information (Non-fiction) in Children Areas; Non-fiction (study and

recreational books) in Young Adult
iii. Magazines
iv. Non-print resources
v. Internet access
vi. Assistance from staff in accessing collections and information
vii. Public access computers including internet training
viii. Pre-school story time
ix. Space for activities and study

Access to resources

Library collections are available to all library users without restriction except for
items restricted by law. The library exercises no limitation on access to publications
classified. Unrestricted under Printing Presses and Publications Act 1984 (Act 301)

The library exercises no limitations on access to publication classified Unrestricted
under the Printing Presses and Publications Act 1984 (Act 301). The library has no
censorship role in its choice of the library resources that form the collection.

It is not the responsibility of the Kiddo Children’s Library or its staff to exercise a
supervisory of restrictive role in determining which library resources young people
may use or access. The library encourages parents/caregivers to set their own family
rules in consultation with their child. It is the responsibility of parents/caregivers to
monitor young people’s selection and use of library resources.

Access to electronic resources

Library staffs are available to assist clients in the use of the internet and to
particular subjects. A number of appropriate websites have been selected for inclusion
in the Kiddo Children’s Library electronic collections and paper guides.

Parents/caregivers are responsible for their child’s use of the internet in line with
the Kiddo Children’s Library internet policy. The Kiddo Children’s Library does not
monitor or control the content of materials offered through the internet. When parents
are signing their child’s library application card (for children under 18 years old) they
may indicate that they do not wish their child to use the internet on the library by

in the library. The child will then be issued with a red library card as opposed to the
usual blue, which will indicate that the child is not permitted to use the internet in the
library. If parents wish to vary this condition, they may apply to the library staff for
the child to receive a new card indicating that they may use the internet in the library.
Some exceptions to the parent/caregivers consent may be may be made for minors
who living independently.

Unattended children

Staff takes care to ensure that the library is a safe and welcoming place for all
patrons. Responsibility for a child’s use of the library, however lies with the
parent/caregivers at all times of services which support the information, literacy,
education and recreational needs of young people. Libraries do not have the facilities
or appropriate licenses to attend to children who are left unsupervised. Young children

left alone in library can become distressed, bored or disruptive. Library users,
including young people who disturb other library users may be removed from the
library under the National Library Act 1972 (Act 80) (Include amendments as at 1
January 2006)

Unsupervised children can be at risk in any public place including Kiddo
Children’s Library. Library staffs do not supervise children in the library, so there is a
risk that unattended children may leave the library at any time, hurt them or be
approached by strangers. Libraries are busy public places, open to all and staff cannot
judge which members of the public present a possible danger to children. In addition,
libraries do not have the facilities to attend to children who are sick, injured and
hungry.

There is no law that specifies a minimum age at which children may be left
unattended in public ages. Parents who leave a child unattended in Kiddo Children’s
Library are exposing their child to potential harm.

Procedure
i. If a child is left in the library for a long period of time, parent/caregivers will be

contacted and informed of library policy
ii. If the parent/caregivers ignore this policy or are unable to be contacted the

situations may be reported to the Department of Community Services. If library
staff determines the child is at risk of harm.
iii. If a child is left unattended at closing time staff should call the police.

2.13 Collections

Kiddo Children’s Library have a variety of developmentally appropriate
materials in all formats, including printed materials such as books, periodicals, comics;
while for media we have CDs, DVDs and cassettes; toys, learning games, computers,
software and connectivity. We also have a special collection such as children
collection, toddler collection, primary collection and middle collection.

Our mission is to provide the best quality service, resource and lifelong
learning opportunities through books and a variety material with variety formats to

meet the informational, educational, cultural and recreational needs and interest of its
diverse and changing population. We are also hoping that this effort will help our
country to produce an analytic and dynamic population and generations to contribute
to family, community and finally for our beloved country. Other than that, collection
development statement will help and support the mission and the purpose and
objectives of Kiddo Children’s Library to give good and easy directions to their
growth and development.

Our library would not accept any individuals or groups that may do censor
materials selected that we will be using in our library. Furthermore, library already
decided that to acquire or remove materials from its collections will not be determined
by partisan or doctrinal points of view. It is our goals to make sure that we offer the
widest diversity of views and expressions, including those which may be unorthodox
or unpopular or unreachable with controversial nature. Kiddo Children’s Library does
not support or subscribe to any system of the industry coding, rating or labelling.

Our library provides free access to all materials whether it is printed or non-
printed form and also electronic formats to all of our clients who are free to select and
retrieved any item for their personal use. Children may also permitted access to view
or borrow material from adult collection but it is only with parental consent and with
rules and terms that library has provide. Parents are fully responsible with the child
use of the library materials when they borrowed it to bring home.

additionally include ease of access, hardware requirements, comparisons of
content with other available formats, licensing requirements, networking
capabilities and the staff training and also customer assistance requirements.

2.14 Target Users

User is the main part of our target flow which is we want our user to come,
visit and use our materials in library services. Without them, it is a waste for build up a
library and its collection because nobody wants to use that collection and services that
provided in our library. Promotion and marketing strategies are being conducted to
ensure our existence of user in our library. Our targets users are include:

Multimedia Unit.

 Vision

The vision of the Information Services is to be a central gateway to the library
information and research services and instruction in a children library environment.
The gateway will connect the knowledge that is crucial to developing research
competencies through collaborative work with other scholarly support system in the
children library

Information services are the Kiddo Children Library central hub for research

all formats

Reference unit focuses its role in providing reference and consultancy services
on library collection, services and facilities to users. This service is free of charge but
is subject to terms and conditions. The objective of this unit is, to offer and efficient
reference service to users in supporting the teaching, learning and research activities in
the university.

The Technical Department is responsible developing library collections. The
department leads by a Senior Librarian and comprises of 2 units that are Collection Unit and
Cataloguing Unit and Acquisition Unit. Technical services department are jobs done in a
library to obtain and prepare library materials for use by the patrons. Library service
encompasses ordering materials, receiving materials, entering materials in the library
cataloguing, and labelling materials for use by the patron.

 Vision

Technical Services will be dedicated to working cooperatively with other library
units to provide exemplary library services for the children library community, to following
and supporting national standards and practice in organizing informational resources, to
conserving and accounting for expenditures, to promoting the creative use of staff talent in the
delivery services.
