Introduction

Many communities throughout the State of Texas and the United States of America
put great effort into ensuring that they are safe, clean, growing, and an environment for
good family values. Unfortunately, sometimes even the greatest levels of effort fall short
without a concerted effort by community advocates towards common goals. The rural
communities in the United States has begun to erode, along with it the roots of civilization
and elemental traits; a time when many small towns are in crisis-facing economic decline,
drug addiction and despair. Small Cities and their community partners have a tremendous
level of responsibility in the provision of services ranging from basic utilities to clean
environments for people to live, but limited populations (tax bases) result in excessively
constrained budgets. While communities try to do the best they possibly can with the
available resources they often can't meet all of the local needs without a plan. Benjamin
Franklin once famously quoted that "By failing to prepare, you are preparing to fail." It is
likely that he was looking at challenges' familiar to Borger when he said this.

The City and community supporters in Borger, Texas has identified that it is
important to come together and begin developing a unified direction to improve the
unique character, cleanliness and develop an appealing cultural environment so that all of
the local labor, community citizens and effort going into making the community a great
place works for the greatest local benefit. The best way to bring these efforts together is
for the community to develop a plan together. In order to achieve this, the City advocated
to provide a facilitation on a Strategic Planning Session. Recognizing that no single entity
in a small community can do great things without collaboration with other local partners,
the City invited representatives from the community, and other interested groups to join
them in the planning session. The result was the believers of the community coming
together with different interest working together towards a common goal.

Ultimately, the group developed a Strategic Plan together that will serve as a
roadmap towards addressing many of the local visual challenges facing Borger, Texas.

Process

In the Fall and late 2018 the Make Borger Beautiful Advisory Committee, the City of
Borger, and Borger EDC Staff initiated a discussion about how best to move forward as a
community, in terms of aesthetics, landscaping aspects in highly travelled areas, a positive
environment for businesses and pedestrians, activity areas for the citizens of the community
and an overall pride of the urban environment. As part of that discussion it became evident
that the community has some very good things going for it, but there are also challenges that
must be met for the community to continue to thrive going forward. City leadership requested
that City Staff facilitate a Strategic Planning effort for these areas going forward. Several City
Staffers have provided these types of services, and they are very pleased to have the
opportunity to assist in this effort. City Staff was responsible for preparing documents for the
Planning Session, facilitating the Planning Session, and ultimately preparing this Strategic
Planning Document based on the Planning Sessions. In order to prepare the community for
Planning Session, Joe Price, Assistant City Manager, and Garrett Spradling, Assistant to the City
Manager, worked with the Beautification Advisory Committee, Borger EDC and City of Borger
Staff. Each of the identified participants was provided with a planning preparation document
that oriented them with the planning process and initiated the thought process on key issues
facing the community. By preparing ahead of time for the Planning Session the group was able
to maximize the effectiveness of the time committed to the process.

Over the course of several meetings in four months, the Beautification Committee came
together at the City of Borger City Hall to constitute the MBB committee. They represented
diverse backgrounds, many different areas, and most importantly a willingness to work
together for the benefit of the community. To begin the planning process each participant
provided a brief introduction. In order to ensure that all participants had a strong
understanding of the perspectives and backgrounds of the other participants everyone
explained their background, tenure in the community, and the areas that they feel are
important to the community coming into the planning session.

After the introductions, City Staff detailed how the entire planning effort would unfold.
The process of Needs identification and prioritization was outlined, followed by an explanation
of what a SWOT Analysis for the community relating to beautification would entail. Next, the
process for developing local Goals and Objectives that relate to each highly prioritized Need
was laid out to the MBB committee. The final step of the Strategic Planning process was

described to be the development of Strategies that the community can implement to help
address the most highly prioritized Needs. Associated with each Strategy is the assignment of
responsibility and identification of potential funding streams to help implement the Strategy.
By understanding the whole process before it begins, the MBB committee was better able to
approach each step in the process.

In order to establish the primary Needs of the community to prioritize valuable
planning time on the most important issues in Borger a unique ranking system was utilized.
Each MBB committee Member was given a page with a listing of 15-25 possible need issues in
the community to rank on a one to five scale. These beautification issues generally fell under
one of the following umbrella areas: Cleanup, infrastructure, communication, downtown
improvements, parks/recreation, and code enforcement. Typically, each participant of the
MBB committee would rank the items and average them to achieve an average score for each
possible Need. In an effort for added community involvement, the MBB committee elected to
put the Needs in a survey on Facebook via Survey Monkey. City Staff created the survey on the
electronic survey platform and posted it on the City Facebook page. The MBB committee chose
to solicit the survey for a period of one-month. In the conclusion of the well-responded to
survey, the MBB committee opted to focus on the top several ranked issues going forward, as
they were deemed to be the most important by the group at large. Utilizing this approach
ensured that the issues to be addressed were truly important to the whole group and
responsive of the community, as opposed to getting caught focusing on an issue that one
individual pushed hard and vocally on.

As the rankings were being entered into a database for tabulation and averaging by
City Staff, the MBB committee had the opportunity to focus on going through a SWOT Analysis
(Strengths, Weaknesses, Opportunities, & Threats). This is a common exercise in business
school and in the private sector as it provides an opportunity to go through a realistic self-
assessment for a team. Generally, the MBB committee identified the community's greatest
strengths to be tied to the people and entities within the community with public institutions,
hospital, businesses reinvestment & economic base being specifically noted. Conversely, the
primary weaknesses focused on a lack of housing, vacant houses/business (structures),
property maintenance, not embracing new ideas, and the lack of organizational/community
activities and gatherings. Opportunities are present for the community in the form of
community communication and youth activity/involvement. The most concerning Threats
identified by the MBB committee relate to lack of innovation and fear of anti-change. Utilizing

the understanding of the dynamics of the community established through the SWOT Analysis,
the MBB committee was able to move forward to analyze Needs and develop Goals, Objectives,
and Strategies.

For each of the top Needs that were identified as a priority by the community survey,
the MBB committee was challenged to analyze why those Needs were important. Through this
process, the MBB committee looked at both the qualitative and quantitative evidence of each
top-ranking Need. Qualitative evidence included stories that happen repeatedly, discussions
with other members of the community, observations by MBB committee members, and
citations of calls that come into participating entities from the general public. The quantitative
data included census information, amount of code enforcement violations, numbers of houses
tom down by the City, amount of mowing and work in green spaces/vacant lots/ROWs and
various other projects. By doing this, the group was able to establish evidence and
documentation of each Need and better understand the roots of each of the needs as opposed
to simply dealing with symptomatic issues.

After the MBB committee had the opportunity to fully develop and define their Needs,
the process to establish Goals and Objectives related to the Needs began. For each Need, an
overarching Goal was established. Largely, the Goals take the form of an eventual resolution of
the respective Need. Subsequently, a series of realistically attainable Objectives related to the
previously noted Need evidence was developed for each Need. These Objectives will serve as
mile markers as the community moves forward in addressing Needs to provide participating
parties with indicators on how well they are moving towards addressing the Needs.

Finally, the MBB committee was able to begin developing Strategies to address the cited
Needs and meet the Goals and Objectives set out. This is the "doing" part of the Strategic
Planning Process. The Team thought through each of the top issues to develop a series of
Strategies that can help address each respective Need. The Strategies can be implemented
independently or jointly depending on the later will of the entities responsible. The Plan is not
prescriptive that all Strategies are even to be implemented, but it should serve for years to
come as a document that contains guidance as challenges are met. A key element of the
Strategy Development is that the parties responsible for pursuing the Strategy are identified
along with likely and potential funding streams to bring implementation closer to reality.

While Strategic Planning is conceptual by nature, it is imperative to note that this
document is to be a living and breathing document that does not collect dust on a shelf. The
Needs of the community were jointly established, and the Strategies included in this document
were developed by the MBB committee who represent members of the community; with the
explicit intent of addressing these challenges. The foresight of the City of Borger and the Make
Borger Beautiful Committee is admirable, as they have cognizantly begun developing a path
towards bettering their community for years to come.

Sub-Committees

To help facilitate the work of the Committee and the completion of the strategic plan, the
MBB Committee divided itself into 5 sub-committees. The sub-committees and their goals are
listed below:

Communications
The Communications sub-committee develops and implements communication plans and

strategies to educate the public on the works, actions and goals of the MBB. Communication
includes social media, print and community out reach and coordinates with the City of Borger’s
Communications Manager.

Code Enforcement and Building Standards
The Code Enforcement and Building Standards sub-committee coordinates with city code

enforcement staff to develop programs, out reach to the community and work to improve voluntary
compliance with code enforcement and building standard regulations.

Downtown Initiative Revitalization Team (D.I.R.T.)
The Downtown Initiative Revitalization Team (D.I.R.T.) sub-committee focuses on projects,

programs and outreach to improve and revitalize the downtown district of the community. This
includes working and advising on the vacant building ordinance, event planning in the downtown
area, outreach with merchants and the general promotion of downtown.

Parks and Community Events
The Parks and Community Events sub-committee works to improve and increase utilization

of city parks through coordination and outreach for volunteer work and donations. The committee
plans and suggests community events to improve the use and image of facilities, parks and the
community.

Site Beautification
The Site Beautification sub-committee works to improve the appearance of Right-of-Ways,

including City and TxDOT. These efforts include coordinating with TxDOT, City Staff and Volunteers
to develop programs to ensure proper landscape maintenance and additions within the ROWs.

Clean-up of City Streets, TxDOT ROW’s and City Entrances

Issue Category: Beautification

Need: Improve the aesthetics, cleanliness (trash), routine maintenance of the Main City
Streets and Thoroughfares.

Need Evidence: Overgrown weeds in the ROW grassy areas, medians and some roadways.
Need Evidence: Soil erosion on roadway and sidewalks.
Need Evidence: Trash on sidewalks, thoroughfares, curbs and gutters.
Need Evidence: Lack of effective maintenance (mowing on aroutine basis).

ROW maintenance that will contribute to a consistent pleasing viewscape along
TxDOT ROWs within city limits by 2020. This program may involve volunteer
labor.

Objective 3: To maintain effective landscaping (trees, weeds, bare earth) by 2020.
Objective 4: To create 3-4 new landscaping projects at city entrances by 2022.
Objective 5: To create 3-4 new landscaping projects in the TxDot ROW by 2022.
Objective 6: To create 3-4 new landscaping projects on the main city thoroughfares

Beyond this, downtown slowly died when "dragging" was made illegal. Many cities have allowed
dragging, especially college towns. This spurred business growth (businesses open late specifically to
serve kids). The amount of drugs in the town and perceived corruption by city officials and other
government agencies is the main reason most people I talk to say they left. Are homes still just falling

businesses / local citizens for solutions? Quick idea for BBC: *Develop focus areas: 1) arts/community
council -strategize creative projects (like murals, painting, green spaces, etc) and event planning /
collaborations with businesses & organizations. 2) volunteer coordinator, 3) event planners /
coordinators... *Develop short-term goals to be completed before the end of the year (we need to see

Walking path is no longer visible as it has become overgrown with grass. When city does mow they
don’t bother to pick up trash. Grass gets so high that the drainage ditches are covered. So when it rains
this all gets washed down the street causing puddles in the drainage ditches in the park as well as down
the street. Which breeds mosquitoes. The playground equipment is a joke at this park. It was never set
correctly and so high off the ground kids can’t even climb up on it and have to jump to get off the
slides. There is a very nice building to use for family functions but the rest of the park is a joke.

public information and education efforts have been made. Approach property owners with a checklist
of everything they need to do to come into compliance voluntarily. Most people will do what they can

storage. Don’t allow business owners to store metal, junk vehicles out in the open. 3rd, 4th, 5th Time
drug offenders need to be charged with the MAX!! I would rather my taxes go to keeping someone
jailed than let them continue to ruin the town I love. County jail residents need to be required to pick
up trash. We need to hire another hardworking, ambitious code enforcement officer if we don’t have

192 The TCY baseball and football fields are a very important part of our community. As parents we spend
a lot of our year at these fields for sports. We also have other towns visit for playoff games, all star
games, travel softball leagues, and high school softball games. So this location gets a lot of traffic and
attention by both in and out of town people. The facility has limited and poor restrooms, concession
stand is in bad shape, and most of all the bleachers are very minimal and in horrible shape. People have
to sit on ground or bring chairs do to there not being enough seating per filed. Also they need to be
covered, there is no shade for the spectators. This facility would really benefit from a
makeover/upgrade and would be greatly appreciated by the entire community, from small children to
grandparents. Thanks

windows of vacant buildings. That is counterproductive don’t you think .

even getting the Hobby Lobby. If you drive out on the loop over there you would be shocked at all the

example I pay an extremely high property tax, higher than alot of homes in Amarillo. The difference?
What activites and entertainment does Borger offer? Not much for the cost to live here. Restaurants are

more to offer then maybe less people would think about moving out and spend more local money and

Street and open it up with little side parks so we can have restaurants open and offer outside dining.
Tear down all the old vacant under code homes in all neighborhoods. There is not enough land
available for families to build new homes at a reasonable cost. Tear down the old and let them build
new ones in there places at enforced city standards so our neighborhoods can thrive again and we can
be proud of them. Get volunteer groups involved with the tear downs and clean up this town. Keep the
city dump and tree dump open longer hours and on weekend so when residents get off work they have
time to clean up around their homes and businesses. Focus on the basics, clean, and get the
infrastructure sound then have voters vote on city improvements not just a few decide how to spend the
cities money. Sell off these little parks to residence in the neighborhood or someone wanting to build
new homes. Instead of so many little overgrown parks build up and improve Huber park and maybe
one or two more around town and keep them nice, clean and cared for with nice play equipment and
walking and bicycling trails. Let’s get busy all over town and not make it a long drawn out project, pull

337 The weeds in the center median and the overall lack of mowing weeding, and maintenance of our city
is terrible. If I was driving into the city for the first time I can assure you I would not say “what a

338 Parking restrictions in residential. We have a semi & used tires and junk across the street while we

339 I think every homeowners and renters should be reliable to keep their yards and alley ways clean of
trash and mowed. City of Borger need's to have more city wide clean up days. Just keeping our town

340 The roads haven't been redone or fixed in forever. Street lights are out of date. Allow more businesses
to come in and don't be affraid to put local businesses out of business. Hold every business owner or

350 The City of Borger was once a proud cleaner city. A nicer town in the 70's and 80's than it is now. It
was a nicer neater place to live than Pampa and Dumas. Not the case anymore. Both Pampa and
Dumas have more to offer than Borger now. Borger has steadily gone down hill in the last 30yrs. It's a
real shame with the Phillips Plants and industry that Borger is in this shape. Very limited selection of
eating franchise establishments and entertainment. Take a drive to Pampa and Dumas and look around
