Make Borger Beautiful Strategic Plan

The City of Borger's Beautification Committee, Make Borger Beautiful had their 2019 Strategic Plan officially accepted by Borger City Council on Tuesday, March 5th, 2019.

351 Properties that need to be torn down.....unregistered, or expired registration on junk cars parked all
over town, in front & back yards . 7/16/2018 4:42 PM

352 The town of Borger has been a shit hole for a long time.Just look at some of the other towns in the
panhandle. 7/16/2018 4:28 PM

353 I see there is 26 parks, but there is none for the homes on Oak, Maple, Hickory, Philview, etc. The area
around Valley Drive has several, 2 on or connected by the same street. Yet, Nothing for so many kids
in our area. 7/16/2018 1:55 PM

354 We need to show that we love more then anything. 7/16/2018 10:55 AM

357 City/neighborhood streets littered with motor homes, campers, boats, trailers, and disabled vehicles. Its

embarrassing that Borger allows free storage on their neighborgood streets. 7/16/2018 9:03 AM
358 Development of business for minorities! 7/16/2018 8:45 AM
359 Who is going to pay for this crap. The city has over looked years of neglect in the down town district

and abandoned buildings yet you want to go after home owners that many are on a fixed income and
are doing the best they can. I've got an empty lot next to us that the city hasn't bothered to clean up or
mow but is better than the empty house that sat there for 8 years until it caught on fire and sat for
another 4. So before you act like this is what Borger should be wasting money on because a group of
Phillips spouces are kvetching give us one answer how much is this going to.cost those of us who don't
work at the plants. Here's a thought tell the plants to hire citizens instead of outsiders, start taking care
of the city property, and if you don't like a home tell the.ones kvetching to get off their arse and fix
the.places.up because.many of.the.places.they are.whinning anout are owned by seniors and disabled.

360 No dog park! 7/15/2018 11:44 PM
361 No, but neighbors need to keep their property decent!!!!!! 7/15/2018 10:44 PM

363 The dead elm trees around town look terrible. Maybe some kind of incentive program could be offered
to residents to entice them to remove the trees on their property. Something like vouchers or coupons
to local businesses maybe. 7/15/2018 9:25 PM
364 graffitti -it’s everywhere, just like the trash 7/15/2018 6:15 PM
365 Get harder on all the drugs and meth houses. 7/15/2018 5:24 PM

370 Citizens need to keep their property mowed and cleaned up 7/15/2018 11:23 AM
371 Leaks and other maintenance issues on residential streets need to be fixed before anything else. Public
money given to for profit businesses needs to STOP. Before more park areas are developed the
existing ones need to be upgraded and then maintained. If a neighborhood won't self regulate then don't
keep throwing money at that site. Downtown merchants declining business is due to the prices at some
being so much higher than other options. The ones that have reasonable pricing flourish. It would be a
nice addition to have a food truck court somewhere in Borger. If you build it the Trucks will come.
7/15/2018 10:51 AM
372 Police to patrol All neighborhoods day and night. They need to protect citizen's from meth heads not
just give tickets. If the streets and water lines. 7/15/2018 10:30 AM

379 Allowing more bigger businesses that may be in other towns like Amarillo come to Borger. Taking old
vacant buildings and turning them into something useful. Like the old shopping plaza where Kmart

was.Give our youth, young adults something to do so they stay away from trouble. Getting the meth
heads off the street and in jail. Cleaning our town is more than just landscaping and vacant buildings .
7/14/2018 5:34 PM
380 vacant buildings are always unattractive but difficult to know what to do with unfortunately. Some
trees with colorful buds and/or flowers near and around the clover leaf would be nice. My family loves
going to all the parks in town and we're VERY grateful there are so many but they're not kept up
extremely well. Out of everything that needs work I believe the circle is in the most need. My family,
friends, and visitors talk about how much of an eye soar it is...its barren and infested with groundhogs
as I'm sure you know. I don't know if there is anything you can do due to jurisdiction etc. but if there is
anything you can do I would start there. Thanks for reaching out for advice. 7/14/2018 2:44 PM
381 Clean up that mess on Main Street so you could park in front of the businesses 7/14/2018 1:31 PM
382 You have placed a lot of significance on the downtown area. While this is a big part of the problem,
there are many vacant eyesores all over town. Safety at the parks is also an issue. A curfew would
possibly curb some of the gang activity. 7/14/2018 10:49 AM
383 I feel that the main issue is vacant and or dilapidated structures some of which are actually inhabited.
Recently moved to Borger and are new to Texas so not very educated in the area of codes but seems to
be a real lack of code enforcement for residential and commercial building and properties 7/14/2018

384 Stray dogs and cats 7/14/2018 8:44 AM
385 We need to bring visitors in to the city with other events and places to go before we concentrate on
Downtown. Bring an Event Center, Softball/Baseball/Soccer Complex. Once people are here, then they
will filter to downtown to shop and eat. No one is going to drive 30-60 miles just to go to a couple of
stores that they may be interested in Downtown. Get rid of vacant buildings or make the property
owners do something with them. The Fairlanes Apartments are a hindrance to development, a safety
concern, and a enormous eyesore on the community. 7/14/2018 8:14 AM

9:20 PM
394 Yes, our city neighborhood streets has become a rent free place to park RV’s, boats. It is a matter of
time before a child is seriously injured or killed. OR a homeowner trying to pull out their driveway and
see around something so big. Also, do we not have street weight limits anymore? How much damage
are the 18 wheelers to neighbord streets? It will not do any good to clean up downtown if no one wants
to live in such neighborhoods. 7/13/2018 9:02 PM
395 390 I don't believe we need more parks, the problem with the parks we have now is their lack of
upkeep. Broken playground equipment, trash, no trees or other pretty features. I miss the bird
sanctuary being a highlight. All of this would help beatification efforts. Or how about a dog park???
Let's start enforcing pet laws and care. Too many dogs running around. Owners not taking care to keep
their fences secure. Let's make it a focus to get the kill rates down at our local shelter. And stricter
punishment for drug charges. Charge them, keep them in jail, force rehab, crack down on the known
drug dealing locations. These guys go to jail maybe a day and are back on the street. Make the
punishments stricter or provide more opportunities for them to get better. The biggest problem we have
now is the crime. 7/13/2018 7:49 PM
396 Take away the abandoned buildings or make them good enough to rent for potential businesses
7/13/2018 7:25 PM
397 Keeler Park is in terrible condition. There is very little for the children to do. The grass appears to be
sparse and sticker weeds make playing at the park less than desirable. 7/13/2018 7:24 PM
398 We should have a nice sign like "welcome Borger" on the way into town. 7/13/2018 7:20 PM
399 Ran down buildings and homes. Business property's cluttered and trashed. 7/13/2018 7:11 PM

401 Don't waste our money. Look at Amarillo, the citizens are mad. 7/13/2018 6:11 PM
402 Kid friendly activities. 7/13/2018 5:29 PM
403 Simply change city ordinances; the vacant buildings, the abandoned ones, looks like the set for "Mad

Max". Pampa, Dumas, Canadian all look so much better. We don't need more antique or kitsch shops.
If a building is uninhabited, it must still be maintained. I am embarrassed to have family and friends
visit me here. 7/13/2018 5:24 PM
404 Require property owners of homes and businesses to maintain a minimum standard, AND ENFORCE
IT!!! Downtown businesses shouldn’t be allowed to board up windows with plywood. And encourage
businesses to keep common areas cleaned up. (Specifically, how does the city allow the Borger Hotel
to remain in that condition?) 7/13/2018 5:05 PM

406 Fix the roads 7/13/2018 3:44 PM
407 I think we need more family entertainment in town 7/13/2018 3:43 PM
408 Somehow revitalize downtown -open the streets somehow or a Main Street Program? 7/13/2018 2:35
PM
409 None 7/13/2018 2:31 PM
410 Yes, I'm aware we have you said 26, but Hubert seems to be the only one well maintained. We have a
"park" on hazelwood that the kids cant play in because A.) There have been needles found there and
B.) The equipment is in the middle with absolutely no shade! Now how are children suppose to play on
scolding plastics and metals? There is also a house on the 1300 block of hazelwood thst waters their
yard to the point of water running down an entire block 24/7 during the summer. That is extremely
wasteful. 7/13/2018 2:10 PM
411 Encourage, or fine property owners to clean up and discard junk, vehicles, ect from their front yards!
Water, mow plant trees & flowers in their yard! 7/13/2018 1:23 PM
412 It's beautiful with the hills, trees and other landscaping. The circle is another story! 7/13/2018 1:22
PM
413 Campers, boats and dead cars parked in front of houses and in yards need to be GONE! In spearman I
heard of an ordinance where those things cannot be in front of the front eve of your house. We need
this. Campers and trailers should not be parked on curbs more than 48 hours before they are made to
leave. There are some plugged in at houses that block roadways and sidewalks. Not safe and also ugly.
Lowers the perceived property values because of all the JUNK in people’s yards. 7/13/2018 12:52 PM
414 Public fishing pond, updating and maintnence of the keeler park (next to the church). More community
events like beach bash. 7/13/2018 12:47 PM
415 Speaking from the community, a lot is focused on ONLY having 1 person employed to code
enforcement, 2 people to mow the large amounts of parks, and using a large amount of money on
hiring 2 assistants to the city instead of help in the areas needed to actually provide beauty to Borger
TX and vocalizing this on many occasions on not having the help to do anything about it buy the city
employees . If they want it to look better, I would recommend not vocalizing so much to the
community on not having the staff to help. Do something about it or shut up 7/13/2018 12:22 PM
416 Restaurants like Shannon’s and other place on that end of main could use some up keep. It looks so ran
down 7/13/2018 12:21 PM
417 Don’t spend money don’t raise taxes 7/13/2018 12:19 PM
418 Most definitely downtown. In is ridiculous that we cannot enforce an ordinance against downtown
building owners that they must have a business front within 6 months of purchasing the properties. Get
rid of the building owners downtown that do nothing but let the buildings weather and fall apart.
7/13/2018 12:17 PM
419 Stricter ordinances and enforcement of ordinances. Hiring more people to oversee this within the city.
Being uniform with all building owners about adhereing to the standards. Being proactive in ridding
the city of substandard buildings and/or imposing strict penalties to non adherence. 7/13/2018 12:14
PM
420 The park next to Keeler Baptist is in terrible shape, yet any evening there are several children trying to
play there, getting thorns in there feet. Please look into fixing that park up for the neighborhood
children. New equipment and grass that doesn't hurt to walk on. 7/13/2018 12:07 PM

424 Vacant buildings need to be destroyed and hauled off. Especially boarded up buildings and buildings

with broken windows. People with tons of junk (old appliances. Old vehicles. Trash. Etc) in their yards
also need to clean their yards up. 7/13/2018 11:00 AM
425 Ban plastic bags. They make the town look run down, hanging from trees and fences and at the side of
the road. 7/13/2018 10:58 AM
426 Quit tearing down our historic buildings on main etc. we’ve only got so many. There’s a reason places
like pampa, San Antonio, fredericksburg, and new braunfels all look better than Borger. They
revitalize old structures. There is a large sense of community pride in other towns but in Borger there
is zero communication from the officials to the community. Bring some life into the community by
asking the community. Quit working on 26 parks. The town is roughly 16000 and there’s 26 parks? I
can think of three. Why are we spending money maintaining so many when no one even knows they’re
there. I lived in Borger 22 years and nearly everything I remember as a child has been shut down or
removed from the area. They don’t even offer middle school/high school dances anymore. What are
the kids in Borger supposed to do? The dog house has turned into a place for old women to walk in the
basketball gym, and a place to rent for birthday parties. Kids get booted out of the park and out of high
point and other places because the community has these places for the kids to go but they’re failing
because Borger is more concerned with maintaining 26 parks that no one new about. Open something
up to help entertain the high schoolers or don’t be surprised when it’s a ghost town in 20 years. No one
wants to raise their kids in Borger. The only thing keeping Borger populated is The plants. Be thankful,
because no one want to live in a place more overrun by drugs and crime than something to do for their
children. 7/13/2018 10:46 AM
427 Different things to do as a family more activities. More restaurants or different fast food places
Wendy's Danny's places like that so we can stay in town and not have to go to Amarillo so much
7/13/2018 10:44 AM
428 The cloverleaf maintenance fiasco. The alley maintenance fiasco. TXDOT not doing thier part in AM
this-ie mowing, light repair, road repair. 7/13/2018 10:43
429 None. 7/13/2018 10:35 AM
430 Availability of resources to "clean up" our yards and neighborhoods 7/13/2018 10:31 AM
431 Create or enforce codes for property owners to clean up their property. Examples Clean up around
7/13/2018 10:31 AM property No parking in your yard
432 Definitely the entrances to the city! When visitors first impression is "this place is a dump" we will
never grow the community. I drive through Canadian, TX several times a year and marvel at how clean
the small town is. I'm sure they have bad areas to but the entrances and main thoroughfare through the
town is spotless! 7/13/2018 10:28 AM
433 community wide street drags, fixing the roads, fixing the water leaks, get rid of ugly buildings and
houses, improve all of Borger and make it appealing, community wide concerts in ALL of the parks,
movies in ALL the parks so that even the neighborhoods can enjoy. Enforce the laws to make people
clean up their properties, remove junk, junk cars, and trash from front and back yards. Make them
clean up their alleys. Give people reasons to shop here, visit and move here. Crack down on the drugs
and thefts 7/13/2018 10:21 AM
434 The whole town need to be painted. It's so sad looking. Some kind of grant needs to be provided to
home owners to paint their homes within a designated color chart. 7/13/2018 10:17 AM

438 Vacant, boarded up buildings on main st should be #1 priority!! Makes downtown look uninviting.
7/13/2018 9:42 AM Another issue is the trash surrounding Wamart, United...bags caught in bushes
outside their property. Trash next to The Burger...disgusting. Traffic lights...not a beauty issue, but
really needed in several key areas....136 and Roosevelt!! Florida and Galahad!!
439 Please do something about the drugs and drug addicts that wall around and steal 7/13/2018 9:41 AM
440 All the water leaks coming out of streets all over town 7/13/2018 9:41 AM
441 You could possibly start with the wrecking yard(s) on main Street. What a eye sore it is on the corner

444 Leniency on ordinances such so that the improvements can be made on these vacant buildings as

opposed to the high expectations required by city government. 7/13/2018 9:31 AM
445 Borger should take advantage of the grassy area at the circle..... prairie dogs are already there.....

should make a prairie dog town exhibit (make a permanent facade of a town) welcoming people to
Borger !! I know they have to be “thinned” out on occasion, but they always survive..... should feature
them..... my out of town visitors think they are fascinating !! 7/13/2018 9:28 AM

make it a tax write-off?) I am in this position and need help from somewhere... 7/13/2018 7:33 AM
458 Making property owners do something with these dangerous, falling down vacant buildings.

462 Anything on Cedar and Wilson 7/13/2018 1:39 AM
463 Better playground equipment at the residential parks would be a major boost for the community.
Keeler Park has very little equipment to play on and what is there is not well maintained. This
neighborhood has lots of children that would love a fun, clean, and safe place to play. 7/13/2018 12:54

464 The properties in residential areas that are run down, abandoned or just down right neglected or not
maintained, something needs to be DONE!! Fines or the city needs to condemn them and they need to

465 Change front yard fencing to 5 feet and talk to people who has falling down fencing looks terrible.
7/13/2018 12:17 AM
466 Enforcement of personal property city ordinances. It takes too many phone calls to get anyone to act.
This has happened too many times for blantant violations. Makes neighbor property values go down.
Very frustrating. 7/13/2018 12:01 AM

479 The old shopping center needs to be occupied and cleaned up. 7/12/2018 10:09 PM
480 Plenty of neighborhoods in Borger with homes that devalue your own. North hedgecoke is bad.
Something needs to be done about these homes. Broken windows, hoarders, and some without utilities.
7/12/2018 10:05 PM
481 Landscaping!! Everywhere you look it is bare dirt, rocks and trash. Its seems all anyone does is spray
weed/grass killer and leave it bare. Plant something! Water it. Go look at Happy state bank. It's very
pleasant to look at because of the green grass and trees. And also, why would someone think it's a great
idea for an eyesore of a church, shaped like a boob, to be built on a main entrance to town? Im talking
about the one in between happy state bank and the new hotel. That could of been prime real estate for a
strip mall or something else. Every direction you enter this town, it honestly looks like crap. It's not
very inviting for new residents, business or visitors. Quit focusing on main street so much! It's too far
off the beaten path and too dilapidated for growth. Make Borger inviting to drive thru, maybe someone
will stop. Focus on new areas that can grow and develop. Rant over. 7/12/2018 10:01 PM
482 Cracking down on curfew and those who break it. That would help the crime rate a lot and in turn,
7/12/2018 9:59 PM would help moral in the city
483 Walking or biking trails that connect through the town and are clean and not a visual eye sore
7/12/2018 9:59 PM when you walk. Get rid of vacant buildings through town that are run down it
looks trashy and like the city and citizens do not care.
484 The Circle needs improvement. It used to be nice but it looks pretty trashy 7/12/2018 9:56 PM
485 Parks!!! Abilene street park is vandalized and broken down. All the parks need updated, fixed, mowed
more than once a year. Kids need something to do. 7/12/2018 9:55 PM
486 481 N/a 7/12/2018 9:47 PM
487 We should build more baseball fields like Agnes Howe.Give these kids better opportunity to grow. Not
just putting up backstops in the middle of the kids soccer field 7/12/2018 9:45 PM
488 Illegal activity. Drug activity. High crime levels. 7/12/2018 9:43 PM
489 See what it takes to have Phillips put money into Borger and make country club accessible to all and
renovate property looks ugly. 7/12/2018 9:42 PM
490 Yes I do!! The prairie dogs around the circle!! Dead trees that need to be removed Alleys that need to
be cleaned up and trash thrown away New dumpsters Enforce the curfew so kids will stop destroying
our town 7/12/2018 9:38 PM
491 Too many vacant houses, lawns overgrown and people parking their campers in front of their house
and not ever moving it 7/12/2018 9:34 PM
492 Force businesses and homeowners/renters to keep their properties manicured and not like falling down
junkyards! 7/12/2018 9:30 PM
493 Stop the parking in people’s front lawn make a drive way only parking ordinance And no semi trucks
parked in a neighborhood 7/12/2018 9:24 PM
494 A community garden, although seasonal, would be great! 7/12/2018 9:23 PM
495 I'm going to talk about sidewalks here. I run on Florida with a jogging stroller and frequently walk on
Tristram to Huber Park. The sidewalks are a mess. It would be wonderful for the few sidewalks that we
do have to actually be maintained. It would also be nice if something could be done to prevent people
from parking their vehicles on the sidewalks in the Knight's Crest and Keeler Heights neighborhoods.

496 Borger has tried to head in the right direction and now this will help tremendously! Make our town
clean and presentable. I love my hometown and want it to be nice! 7/12/2018 9:19 PM
497 Na 7/12/2018 9:13 PM
498 Have more events or something that kids and familys can enjoy thats doesn't make borger so boring

499 Kids need more to do, and better(newer) equipment at ALL parks. People need somewhere they can

take their dogs without having to worry about having to keep them leashed, like a park specifically for
the dogs 7/12/2018 9:08 PM
500 Roads 7/12/2018 9:07 PM
501 Dog parks would be great 7/12/2018 9:04 PM
502 The circle on the north end of cedar street needs to be addressed and also trying to deal with all the
prairie dogs in town 7/12/2018 9:04 PM
503 People's yards need to stay clean 7/12/2018 8:58 PM
504 No 7/12/2018 8:56 PM
505 Tougher crackdown on drug related offenses. 7/12/2018 8:55 PM
506 more industry 7/12/2018 8:54 PM
507 Art sculptures other than oil pump jacks would be nice around town. 7/12/2018 8:53 PM
508 The theft and drug problem needs to be addressed, All you ever hear about is beautify downtown,
Have you ever really looked at downtown? Not much there. also no parking downtown since it has all
the planters taking up all of the spaces. Taxes are also way to high for what you get here. Need to work
on the streets, alleys and water lines before you worry about how to make Borger look better.
7/12/2018 8:51 PM
509 Junk and trashy personal property. Junky buildings put up with our permits. Junk left in alleys. Not
maintaining yard, paint on homes 7/12/2018 8:51 PM
510 Condition of vacant property needs to be addressed. Too may stories about properties just sitting there
with the owner living miles away. Huber Park is good but I wished Borger had one big multipurpose
park and updated equipment at ones like Keeler and Bunivesta. Johnson Park has great potential with
the rec center, disc golf and state park being there. Perhaps bike trails and more walking trails. With
the updated stadium, that area could be a great focal area for Borger. 7/12/2018 8:48 PM
511 Junk in the alleys. I'm a refuse driver for the City Of Borger and I see it all first hand. Cleaning up the
alleyways will go a long way to help beautify Borger! 7/12/2018 8:40 PM
512 A lot of vacant, neglected properties are eyesores 7/12/2018 8:37 PM
513 I think the biggest focus needs to be on 3 areas-1 TXDOT taking care of their messy weed-infested
sidewalks and roadways 2 the circle itself looks terrible and has a lot of potential and 3 the clover leaf
is a real awesome opportunity to welcome people from everywhere. Thank you guys for working on
trying to improve Borger! 7/12/2018 8:33 PM
514 Parks are full of stickers. Weeds, no water. All time and money is spent on Huber, which is a very nice
park, but not everyone goes there. My kids can't even play in the local park, keeler, because it is full of
stickers. Alleyways are horrible! Enforce city ordinance where needed, trash everywhere! 7/12/2018
8:30 PM
515 I would like to see Borger focus on its down town. it should be the reason everyone across the
panhandle comes on the weekend 7/12/2018 8:28 PM
516 Live concerts and movies in different parks around town. Actually make people clean their property
and get rid of places that should be torn down 7/12/2018 8:26 PM
517 Old vacant homes boarded up and old apartments the same way need to be condemned and torn
7/12/2018 8:25 PM down.
518 Other than condition of equipment at parks, grass and trees need upkeep. Maybe hire more personnel
or look into better optimization on curbside collection. Alley ways. They may be hidden, but a lot of
dumpsters are in our shape and trash spreads everywhere. We live in a windy area... It gets
everywhere. Make people get rid of junk sitting on their property (old cars for example) Tear down
uninhabitable houses and buildings Give more incentive for new business to come to town. Do
something with that old shopping plaza on Phillips road or tear it down Make and/or enforce City
ordinance relating to person and commercial properties upkeep and curb appeal Fix the roads Raise
taxes to pay for it all or adjust budget accordingly on a quarterly basis. Good fundraising events. Make
use of that shiny dome and new football field 7/12/2018 8:16 PM
519 Upkeep to all parks. Huber seems to get most of the attention. 7/12/2018 8:14 PM
520 Technology integration such as apps and website information. Look outside of Borger (and Texas) to
small communities around the globe that have morphed themselves into incredible, livable, walkable,
and proud cities and towns. 7/12/2018 8:14 PM
