A NOTE FROM THE PRESIDENT
Assalamualaikum and Salam Sejahtera to all PSAM members.
Ladies and Gentlemen, Keluarga Malaysia Ku, Alhamdulillah on the 18th December 2022, barely a month
after our PRU15 and the formation of our new government, PSAM celebrated its 9th birthday, the age of
a growing up child that requires full attention and accorded the right to grow up in a Safe Play environment
as guaranteed by the UNICEF, now known as United Nation Children Fund.
The days ahead, following the formation of the new government, presents great opportunity and lots of
hope for PSAM in its quest to further champion Playground Safety for the nation’s 27% children
population as we can expect some strong all round support from the new government and all the relevant
agencies in making sure same estimated 50 thousand public playground all over the country, including
those in the rural areas such as in the Felda Schemes are truly safe in accordance to gazette safety
standards.
With the country’s daily life finally coming to normalize after same 3 years of Covid-19 related restricted
movement which also affect PSAM programs and activities, appeal to all PSAM members to come forward
and play active roles in strengthening PSAM by offering your precious time and ideas to join PSAM sub-
committee. We have to date 4 sub-committees with the following portfolio.
(i). Administrative & Membership Committee
(ii). Corporate Communications Committee
(iii). Technical Committee
(iv). Education & Training Committee
To be effective, green the commitment with other things in life, not to mention the most valuable and
treasured family life, every sub-committee use to enlist a few members of PSAM is again very crucial as
we now have a really big and accredited Certified Playground Safety Inspectors. CPSI, as this is in line with
Malaysia’s vision of becoming the Center of Excellence for all its service oriented and professional standing
as in the case of other professional associations including the Landscape Architect, the Architects, the
Engineers, the Town Planners and others who no longer depend on Foreign Bodies and Organizations for
accreditation and recognition. With several of our Council Members activity involved in International
Bodies and Associations such as the ISO/TC/F24-WGI-Mechanical Safety, ISO/TC83/WG8 Playground
Equipment, ASTM F1487-21 Standard Consumer Safely, CPSI Certification Performance Specification
Committee to name a few, coupled with the unwavering support of Jabatan Standard Malaysia JSM, the
very body responsible for introducing the latest standard for Playground Safety in Malaysia, the MS966 :
2017 Playground Equipment and MS2665 : 2017 Playground Surfacing which are up for review now, PSAM
and I, as the President, truly believe the we could also be a Regional Player to provide leadership and

services for ASEAN and other developing nations including the middle East and Africa which some of our
members are currently involved in their other respective field of services.
Indeed, to importance of having much cheater locally trained and produced CPSI in big and effective
numbers than the currently around 10 still active, cannot be compromised as the country’s estimated 50
thousand (50K) Public Playgrounds built years ago are in dire need for a complete Inspection and Audit,
and to be upgraded so as to bring them to safety status in true sense of the word. For the playground
industry, the manufacturers, suppliers and contractors. This is itself present to long awaited opportunity
not only to fully realize our role in nation building but also to have a fair share of the cake as this would
involve some RM 5 billion budget and a good return all players involved. Indeed, this is a crusade that
PSAM will fight for the playground industry.
Last but not least , with the easing of the Covid-19 Travel Restriction and SOPs, PSAM need to really go
for an all - around nationwide Playground Safety Awareness Campaign, not only involving the Various
Ministers of Key Ministries including the KPKT (Housing and Local Government), the Ministry of Women,
Family and Community Development, the Ministry of Health but also all relevant bodies such as the
Institute of Landscape Negara (JLN), Pertubuhan Arkitek Malaysia (PAM), the CIDB, and most importantly
the Local Government Bodies/ Pihak Berkuasa Tempatan who are in charge of approving playground
Planning and Development, PBTs have a big task in organizing Town Hall Engagement, the most effective
channel to reach the Communities and Resident Associations as well as Property Developers in big
numbers so that the importance of Playground Safety could be appreciated by everyone. Indeed,
playgrounds do not become safe by themselves.
To all PSAM members who take the trouble to attend today’s AGM, including those joining online, thank
you so much for your commitment and continuous support.
May Allah bless all of your effort and sincerity to ensure our children are accorded the highest standard
of Playground Safety for the future of blessed nation.

1.0 Kata Aluan Naib President PSAM
Yang Berbahagia Datuk Shahoran Bin Johan Ariffin selaku Presiden PSAM mengalu-alukan
kehadiran semua hadirin ke Mesyuarat Agung Tahunan Ke-8Tahun 2021Pertubuhan
Keselamatan Taman Permainan Kanak-Kanak (PSAM) pada 29 Disember 2021 (Rabu) yang
dimulakan pada 9.30 pagi. Ahli yang hadir adalah seramai 22orang sepertimana di Lampiran
1.
Yang Berbahagia Datuk Presiden PSAM telah memulakan Mesyuara tdengan menarik
perhatian terhadap korum Mesyuarat Agung PSAM sepertimana Perlembagaan iaitu2 kali
ganda daripada bilangan Ahli Jawatankuasa, iaitu18 orang. Kehadiran22 orang Ahli
(termasuk 5 ahli secara Online)telah memenuhi korum yang diperlukan untuk mesyuarat
Agung dijalankan dengan sempurna.
Yang Berbahagia Datuk Presiden mengucapkan tahniah kepada para ahli majlis dan ahli-ahli
terlibat kerana telah Berjaya menjayakan acara-acara utama Pertubuhan pada sesi
2020/2021.
Beliau turut member penekanan akan kepentingan serta berharap PSAM untuk memastikan
Keselamatan Taman Permainan Kanak-Kanak perlu diberi keutamaan pada Tahun 2022. Ini
adalah kerana “Children Of Today Are The Leaders Of Tomorrow”.
2.0 Pengesahan Minit Mesyuarat Agung Tahunan PSAM Tahun 2020
Mesyuarat telah mengesahkan Minit Mesyuarat Agung Tahunan PSAM Ke-7 Tahun 2020
dengan beberapa pindaan terutamanya nama penuh dan no keahlian peserta yang hadir
perlu dinyatakan dengan jelas serta pindaan pada pembentangan Usul (Fasal 4 Keahlian).

3.0 Pembentangan Laporan Setiausaha
Yang Berusaha Puan Nor Aishah Tan Abdullah, CPSI Setiausaha Kehormat PSAM telah
membentangkan Laporan Setiausaha Agung PSAM Tahun 2020/2021 seperti mana
Mukasurat 17 – 18.
Beliau juga memaklumkan kebanyakan aktiviti yang telah dirancang PSAM tidak dapat
dilaksanakan bagi tahun 2020/2021 memandangkan negara dan dunia dilanda wabak
pandemic COVID-19 dan Kerajaan mengambil beberapa langkah pencegahan seperti
pengisytiharan lockdown/batasan pergerakan baik dari segi perniagaan mahupun
pengendalian aktiviti/program bagi seluruh negara.

MPSepang dan PSAM
c. NRPA Re-Cert Exam – 10 orang ahli CPSI telah lulus peperiksaan tersebut.

Puan Bendahari menarik perhatian ahli kepada intipati laporan kewangan bagi tahun
berakhir 31 Disember 2020seperti berikut :

2. Jumlah Perbelanjaan RM 181,951.04
3. Petty Cash Log RM 851.90
Dan laporan kewangan bagi tahun berakhir Jan - Mei 2021 seperti berikut :

Kedudukan Kewangan Pertubuhan telah dikemaskini dan diselaraskan dengan Penyata Bank.
Hasil penyelarasan dengan penyata bank mendapati semua transaksi Pertubuhan adalah

Yang Berusaha LAr. Ruhaila membentangkan Laporan Tahunan bagi Jawatankuasa Education

8.0 Pembentangan Laporan JK Inspection, Audit & Endorsement
Yang Berusaha En. Song Lih, CPSI membentangkan Laporan Tahunan bagi Jawatankuasa
Inspection, Audit & Endorsement sepertimana di Mukasurat55 – 59, LaporanTahunan.
Beliau melaporkan terdapat 12 projek/aktiviti telah dilaksanakan dengan jayanya Bersama
dengan Kerjasama jawatankuasa lain untuk sesi 2020-2021 dengan revenue diperolehi
sejumlah RM27,100.00 sepanjang tempoh tersebut.

9.0 Pembentangan Usul
Sebanyak 5 usul oleh Majlis PSAM yang diluluskan pada Mesyuarat Ahli Majlis PSAM Bil.
4/2021 pada 16 Disember 2021 telah dibentangkan oleh Setiausaha Agung PSAM seperti
berikut:
i. USUL 1 :Hak Mengundi – untuk Ahli Biasa/Individu (1 hak), Ahli CPSI (1 hak) dan
Ahli Korporat (2 hak).
ii. USUL 2 : Fee Structure - untuk Ahli Biasa/Individu (RM100.00), Ahli CPSI
(RM200.00) dan Ahli Korporat (RM2,000.00).
iii. USUL 3 : Define Syarat-Syarat Sebagai Ahli Korporat dalam perlembagaan :
• Pemegang CPSI yang valid (CPSI Holder)

• Terdiri sebagai Retailers, Importers, Manufacturers, Supplier, Distributor
• Registerd business address yang berdaftar dengan SSM
iv. USUL 4 :Fasal 10 (2) Kewangan – Bendahari dibenarkan menyimpan wang tunai
ditangan petty cash daripada RM500.00 dinaikkan kepada RM1,000.00 pada
satu-satu masa.
v. USUL 5 :Fasal 6 Sumber Kewangan :
• Fasal 6 (1) : Istilah Bayaran Masuk ditukar kepada Bayaran Pendaftaran
• Fasal 6 (2) : Yuran Tahunan perlu dinyatakan mengikut 3 kategori sepertimana
yang dipersetujui di dalam perlembagaan iaitu untuk Ahli Biasa/Individu
(RM100.00), Ahli CPSI (RM200.00) dan Ahli Korporat (RM2,000.00).
Mesyuarat bersetuju pindaan perlu dibuat terhadap perlembagaan dan untuk mengkaji
semulake seluruhan content di dalam perlembagaan tersebut.

Keputusan Mesyuarat Agung: AGM bersetuju ahli mesyuarat sesi 2020/2021 akan meneliti
semula secara terperinci akan perkara ini memandangkan ianya melibatkan implikasi
pindaan perlembagaan.
10.0 Hal-hal Lain
LAr. Noriah Mat mencadangkan 2 lagi Jawatankuasa Khas perlu ditubuhkan untuk meneliti
semula serta menyelaraskan isu-isu dibangkitkan kerana terdapat banyak kelompongan
dalam Perlembagaan PSAM, di samping PSAM sedang ke arah serta telah membuat
keputusan untuk mengendalikan kursus& exam CPSI secara localize.
Perkara lain yang dibangkitkan dalam Mesyuarat Agung adalah berkaitan pemakaian
Standard Malaysia MS 966:2017 dan MS 2665:2017 yang telah di gazet oleh MOSTI pada 11
Januari 2017 dan dimaklumkan JSM akan membuat pindaan lagi selepas ini.
All members from Industry players, Government & NGOs are requested to abide to the new
standards developed and gazetted by Department of Standards Malaysia (DSD/JSM) with
technical input from PSAM.
All Government bodies such as JLN, JSM, JPK and various other government bodies are
working hand in hand with PSAM. PSAM as common platform for all government and NGO
to sit down together to discuss issues, get solutions and procedures from legal and safety
aspects for all playground industry.
11. Penangguhan Mesyuarat Agung PSAM Ke-8Tahun 2021
Yang Berbahagia Datuk Shahoran Bin Johan Ariffin, Presiden PSAM mengucapkan ribuan
terimakasih kepada semua ahli-ahli yang hadir bagi menjayakan Mesyuarat Agung Tahunan
Ke-8Tahun 2021 Pertubuhan Keselamatan Taman Permainan Kanak-Kanak (PSAM) pada 29
Disember 2021 (Rabu).
Mesyuarat ditangguh pada pukul 12.30tengahari.

We started the year 2022 with much hope after an eventful few year of pandemic. Yet we are not spared
with political uncertainties plagued in our country and globally. Economically, we are still recovering at
snail-pace and factors affecting other countries were also being felt by us especially SMEs. Apart from
wars, the world was also being challenged with natural disasters geographically.
On 20 January 2022, PSAM as Jawatankuasa Penasihat Keindahan Bandar dan Alam Sekitar DBKL was
invited to a meeting addressing key issues like Low Carbon Initiative at Sungai Bunus among other matters
in the agenda.
PSAM President Datuk was also interviewed by TV9 channel. This was an initiative taken by Sime Darby in
association with UNICEF titled SIME DARBY FIRST INCLUSIVE PLAYGROUND in the country.
Vice President Norazri has also successfully organized a Playground Safety Awareness campaign on 25 July
2022 at Majlis Bandaraya Melaka.

PSAM Datuk President together with four (4) PSAM Council members also had a fruitful session with a
team of doctors from UITM Perak on Inclusive Playground Planning and Development at Kelab Tasik
Putrajaya on 10 September 2022.
On 20 September 2022, a Playground Safety Course was being conducted by Norazri and team.
On 17 November 2022, PSAM was invited by University College of MAIWP International to a
collaboration discussion.

Coming to the end of 2022, we are hopeful that PSAM will persevere on with stronger collaborations with
our strategic partners and a new government. With our spirits running high, we can only look forward to
better opportunities and greater teamwork to spearhead our true purpose here.
As this is an election year for PSAM, I would like to sincerely extend my heartfelt thanks to our President,
the Council Members, Auditors, individual members, CPSIs and Corporate members for giving me this
opportunity to serve as a Secretary-General in PSAM. This will remain in my heart, and I will treasure it
forever. Everyone has selflessly contributed to growing PSAM to what it is today. Although the journey
may still be a long one, I believe we all can move our true purpose with strength because we all have that
genuine heart to give the best to our future generations. To the in-coming new team of Council Members,
may you all scale greater heights together with persistence and success will take care of itself.
There is a very important classroom where all children must learn from …… it’s called “OUTSIDE” !
