ADMINISTRATIVE & MEMBERSHIP COMMITTEE REPORT
The role of Administrative and Membership committee is to recruit and retain members in PSAM through
various activities that serve the members need. This committee works closely with other committees in
executing their event or program which benefits the members and concurrently riding on the
events/programs as an awareness campaign for PSAM to recruit more new members that relevant to this
playground industry.
This committee also responsible in updating the membership database for PSAM record and safekeeping
for organization further reference.
This committee is head by Stanley Ang Kok Guan and assisted by LAr. Ruhaila Abd. Rahman.
As the committee ends its current term, we wish the new appointed committee well to continue its
functions and roles, supporting and realising the PSAM agenda of safer playgrounds nationwide.

CORPORATE COMMUNICATIONS COMMITTEE REPORT
The Corporate Communications committee acts as the main interface of PSAM to the members and
general public. Operation in PSAM Secretariat office to manage and undertakes phone calls, emails which
related to all queries and request of PSAM services and other matters for the council. Corporate
Communications refers to the way in which organization communicates with internal and external various
audiences. All main discussions, collaborations and potential link ups with external parties are also
channelled through this committee. Any decision required are then passed to the council for approval and
consent.
This committee is also independent in dissemination of information to the public through its various
channels. This includes promotional events, news, and pertinent information to playground safety that
this committee views important to relay to the public. In view where information and news might be
deemed controversial or sensitive, such information will need to be approved by the council prior
releasing it to the public.

TECHNICAL COMMITTEE REPORT (DEC 2021 to NOV 2022)
The technical services committee manages and undertakes works related to technical matters for the
council. This includes quoting to clients on the technical services that is required, like consultancy,
endorsement and inspections and floor testing. The delivery and execution of the services are done
through the assignment of the said job to certified playground inspectors (CPSI) registered with PSAM by
the Head of Committee.

* The alternative Head for the committee undertakes all responsibility and decisions in any cases where
the head of committee is required recuse himself/ herself over conflict-of-interest issues over the job that
is assigned or is unavailable to undertake the responsibility at that point in time.
The committee continue to work around its published 2020 Schedule of Rates to ensure consistency and
impartially. However, under advisement of the Malaysia Competition Commission (myCC), the rates are
no longer published through its website and social media platforms, only provided through direct
enquiries. There has not been a revision to the schedule of rate throughout the period.
PSAM reiterated that its schedule of rates is NOT a price control mechanism or minimum scale of fees.
Private service providers are free to quote prices at their discretion, and PSAM does not compete directly
with them competitively. The rate works as a price of last resort for clients to fall back on in the event of
possible collusion of price control to charge exorbitant fees to clients which will work against the agenda
of safe playgrounds. The schedule of rates area as attached in this report.
The technical services committee remains NON-COMMERCIALLY oriented. It DOES NOT solicit for
business in proactive manners. All quotations are given as a reply to direct enquiries to PSAM, NOT by
approaching potential clients. All prices quoted are based on the schedule of rates. There are no discounts
regardless of project size, value, terms of payments or any other factors other than the discounts given to
its corporate member under the corporate member benefits. Any other services that done at discounted
prices outside the schedule of rates shall be of special projects deemed beneficial for PSAM safety agenda,
approved by the council.
Throughout the period of DEC 2021 to Nov 2022, the committee have done a total of 5 quotations. The
number of quotations is low as its recurring customers uses the schedule of rates as its quoted price.
Enquiries are also furnished with schedule of rates rather than official quotations, unless specifically
request by clients. It had also undertaken 8 projects during this period consisting of 1 endorsement jobs,
1 floor impact attenuation drop test, 6 inspection sites involving a total of 6 CPSIs. As the information of
the projects are deemed confidential, all details and photos are not published in this public report but are
kept in PSAM confidential files.
Total revenue generated from the technical service amounts to RM27,425 throughout the period. They
fees collected are in turn paid to the CPSI for services rendered at a fixed percentage. As PSAM is a non-
profit organization, all proceeds and surplus from the revenue generated are retained within PSAM
accounts.
There are no new CPSI registered with PSAM during the period. As per our records, there are 10 CPSI in
PSAM records with certificates valid till mid-2024.
The Technical Services Committee thanks all the appointed CPSIs that carried out their roles and
responsibilities in a professional and timely manner when being assigned the job. The committee have

not received any formal complaints from any clients to during the period, and any informal complaints or
observations on our process or personnel have been addressed accordingly.
As the committee ends its current term, we wish the new incoming committee well to continue its

FUNCTIONS & ROLES OF THE EDUCATION & TRAINING COMMITTEE
The role of Education & Training Committee (ETC) is to organize training and public education related
event for PSAM. Besides having its own program, the ETC work closely with other Committee in
executing their event or program which would benefit the members and public.
MAIN ACTIVITIES
1. PSAM Playground Safety & Awareness Campaign
a. Free Playground Safety Workshop which hosts bear cost of venue only.
b. Targeted towards Local Councils and Higher Learning Institutions.
c. Main objectives were:
i. to create awareness on the importance of safety for children playground.
ii. to update on the standard changes and its application in some related local council.
iii. to attend to queries and feedback from workshop participants
d. Participant: Majlis Bandaraya Melaka Bersejarah
e. Number of participants: 25 pax. Jabatan Landskap & Kesihatan.

2. Children Playground Safety Course @ IDB. DBKL.
a. Assisted PSAM’s Technical committee with this event which hosted by Institut Dewan Bandaraya Kuala
Lumpur. 30 participants from landscape development, maintenance and finance department.
b. Held for 3 days, 20-22 September in IDB, Bandar Tun Razak, Kuala Lumpur. Besides lectures in class,
participants also witnessed TRIAX Drop test demo done at site and participated in hands-on site
inspection using probes and tools for site’s safety compliance.

3. Playground Safety Course @ i-KPKT (online)
a. Organized the course with i-KPKT on 30th October 2022.
b. More than 100 online participants through Zoom application (99 pax) and Facebook live. The
Facebook live channel was aired at the last minutes due to overwhelming response.
c. Participants ranges from Landscape Architect, Technicians, Pegawai Pertanian and others. Local
councils specially from outside of Klang Valley represented a large share with not forgetting
personnel from Jabatan Landskap Negara.
d. Good responses were received from the question-and-answer session. There were also requests
from participant for similar related subject matter to be held in future.

Publicity Material
4. Strategic Alliance Meeting – University College MAWIP International (UCMI)
a. Initiated the meeting with objective to explore possibilities of working together in promoting
Playground Safety to Early Childhood Education Diploma/Course Students and to public at large.
b. Both parties principally agreed to work together and a MOU to be signed soon.
c. Cooperation effort of formal education for UCMI students, shares of facilities for event purposes
and other possible mutual benefits joint ventures.
