Welcome to Troy! As Mayor of the City of Table of
Troy it is my pleasure to welcome you and Contents
invite you to experience all that Troy has to
offer. From outstanding schools to wonderful Chamber of
neighborhoods and a vibrant downtown Commerce
business district that has been listed on the Pg 2 - 10
National Register of Historic Places. We also
have Cuivre River State Park nearby with its Where We Live
6,393 acres of pristine woods and the clear, Pg 11 - 31
Mark Cross cool waters of Lake Lincoln. The park has
Mayor of Troy much to offer from camping, hiking, horseback
riding and picnicking for the entire family.

Troy is the county seat for Lincoln County and it has a rich Where We Work
history dating back 198 years to its founding in 1819. Troy Pg 32 - 44
experienced a growth spurt over twenty years and currently
has a population in excess of 12,000 residents. Most people Health Care &
that move here decide that while they may not have been born Quality of Life

Founded in 1925, our goal is the same as yours. We want to
help you grow your business, make new business partnerships,
network with others facing the same issues, appeal to those
making decisions that affect us and create partnerships that
make our community a better place to live, work, play, shop,
dine and relax.

Economic Developement and Tourism

The Troy Area Chamber of Commerce serves as the contracted economic
development and tourism entities for the City of Troy. For those wanting to
become more involved in the process of building a successful, sustainable
community we welcome your feedback and involvment.

Annual Membership Investment

Membership Dues for the Troy Area Chamber of Commerce are based upon the
number of employees in your business. Discounts are available if you own more
than one business. Two part-time employees equal one full-time employee. Dues
are for an annual investment, renewing in January of the following calendar year.
If a new member joins after July 1, the dues will be pro-rated accordingly.

Betty Hunter Legacy Award

The Betty Hunter Legacy Award was established
in 2013 by Chamber President Kathryn Ragsdale
to honor those that truly give service above self
to the Troy Area Chamber of Commerce. This
award is named after the Chamber’s first female
President, and life-long Chamber advocate and

volunteer, Betty Hunter.

Man & Woman of the Year Nominations

Each year at the Chamber’s Annual Awards & Installation Banquet awards are presented
to a man and woman for their contributions to the community. As you go throughout the year,
keep in mind potential nominees and return this form to the Chamber office by mid-December
each year. This award will be presented at the Chamber Awards & Installation Banquet
set for January, 2017.

It is now time to nominate the man and woman who have done the most in 2016 to make the Troy
community a better place in which to live. We encourage everyone to send nominations before

Give Back Award Nominations

In 2010, the Troy Area Chamber of Commerce proudly celebrated their 85th anniversary with a
theme of giving back. Members were challenged to not only give of their time, but of their talent
and treasure. With that theme in mind we presented the “Give Back Award”. The inaugural
award was presented in 2010 to Peoples Bank & Trust Co. for their contributions
to the community. This award will be presented at the Chamber Awards & Installation Banquet
set for January, 2017.

Please take a moment to nominate the business or organization that you feel has worked to make
a difference and truly give back to this community through their time, talent and treasure in 2016
helping make this area a better place in which to live.

New To Troy? What to do . . .

New residents must be added to the Assessor’s
mailing list.

- Individuals report what they own as of January 1
of the tax year.

Moving here from out-of-state or first-time car
owner needing Missouri license plates?

Bring your title/title application to the Assessor’s
Office. After proper records are checked you will
receive a waiver verifying no taxes are owed.

Where are personal property taxes, real estate taxes, neighborhood
improvement districts, county merchant licenses and drainage levee
districts handled?

These issues are handled through the County Collector’s office. Tax bill notices
are usually mailed around November 1 and all are due December 31.
After December 31, penalties apply. Duplicate paid personal
property receipts are available at the cost of $1.00. Taxes can
be paid by mail, at the office, or by the secure payment drop
box which is located at the west end of the courthouse.

What does the Recorder of Deed’s do? Kevin Bishop,

The Recorder of Deeds records and archives all real estate
documents (including plats and surveys), tax liens and
marriage licenses.

Voter registration in Lincoln County is handled through the office
of Crystal Hall, County Clerk/Election Authority. State election
laws also provide for registration by mail. For more information,

Elections

- The general election day shall be the first Tuesday after the first Monday in November
of even-numbered years.
- The primary election day shall be the first Tuesday after the first Monday in August of
even-numbered years.
- The Election Day for the election of political subdivision and special district offices
shall be the first Tuesday after the first Monday in April each year; and shall be known
as the “general municipal election day”.

Townships

- There are 13 townships in Lincoln County: Bedford, Birkhead, Burr Oak, Clark,
Hawk Point, Hurricane, Millwood, Monroe, Nineveh, Prairie Snow Hill, Union and
Waverly. Within these 13 townships, Lincoln County has 22 precincts. Complete
election information is available on the Lincoln County Clerk’s website, www.lcclerk.com.
Sample ballots, absentee ballot applications, election results and more are available.

The Lincoln County Clerk’s office also handles:
- Issuing license for liquor sales and auctioneers in Lincoln County.
- Keeper of the public record of the County Commission actions.
- Administering financial payment of all county transactions including payroll for
county employees.
- Administering election day and absentee voting in all county elections.
- Issuing Notary Commissions.

*On Election Day, the Lincoln County Courthouse is available
as a central voting location for all registered voters*

Water - Sewer - Trash

Water and sewer services in the City of Troy are municipally owned and operated by
the City. Residential and business customers may obtain service through Troy City
Hall, located at 800 Cap au Gris, Troy.
- $150 Deposit Required to Start Service for Renters
- $100 Deposit Required to Start Service for Home Owners
- Driver’s License or State I.D. Required for Verification
Deposits can be paid by Check, Cash, Money Order or Credit/Debit Cards (Visa or
Master Card only). We require 24 hour notice to establish, transfer, disconnect
service. No Exceptions. Call 636-528-4712 for More Information

Water Rates

- $5.50 - First 1000 gallon usage
- $2.50 - Per 1000 gallons for usage more than 1000 and under 50,000 gallons

Sewer Use Rates

- Based on water usage with the base rate at $15.50
- Each 1000 gallons at $4.40.
- Water/Sewer bill due before the last day of each month.
- Late fee of $10.00 if not received by due date.
- Reconnect fee: $25.00.
- Payments accepted by mail, inside city hall, night deposit box, by phone with credit/
debit card or on-line at www.cityoftroymissouri.com
- Rates subject to change annually on July 1.
- Customers will be notified of any price changes.
*Any problems with water or sewer service are to be reported to City Hall for prompt
action. New construction hook-ups must be approved through the City’s Building
Inspector and fees will be charged at that time for water and/or sewer connections.

Trash Service

- Provided through a contract for service with the City of Troy for residents of the City of Troy.
- Service is billed on the monthly water/sewer statements.
- Current charge for once-a-week pickup is $18.00 per month and includes yard waste

and recycling. This charge does increase every year.
- Senior rate is $9.00.
- Bulk items picked up on request.
- Trash haulers WILL NOT pick up building materials, auto parts or hazardous materials.
- Trash contract is renewable and subject to change annually on July 1.
- Customer will be notified of any price changes.

Sanitation & Recycling

An agreement has been made with Christian Environmental Services to provide solid
waste, recycling and yard waste collection for the residents of Troy. The routing will be
implemented and the City will be divided out into four sections and trash, recycle and
yard waste will be picked up on the same day in each quadrant.

- A Missouri driver’s license is required of any resident of the state, age 16 and older who
plans to operate a motor vehicle.
- A restricted temporary instruction permit will be issued to a resident 15 years old who
has passed the required written tests and has written parental permission.
- Operators’ licenses, valid for six years, are offered to Missouri residents (various
restrictions apply). Duplicate licenses, for cases when a license is lost or stolen, are
available for an additional fee.
- Out of state drivers must obtain a Missouri driver’s license upon establishing residency.
- Missouri law requires all applications to provide documentation before a driver’s
license, nondriver license or instruction permit can be issued. All applicants must
present and surrender their current driver or non driver license in addition to the needed
documentation. For more information, visit www.dor.mo.gov. Documents required must
prove U.S. citizenship, verify name changes if applicable and place of residency. Social
security numbers must also be given. A P.O. Box is not acceptable as a proof of
residential address.

Driver’s Exam

Driver’s Exam are required for those applying for: a first-time Missouri driver’s license;
if a license has expired longer than six-months, if the Department of Revenue asks the
driver to take the exam; or if a license has been revoked. The testing center is located at
251 West Collier Street. Exams are given on the first, third and fifth Monday and every
Wednesday from 10 a.m. to 4 p.m. Driver’s Exam includes a written test, vision test, and
driving test. Licenses are then issued by the license bureau. For a copy of the Missouri

Sales Tax

- Sales tax on vehicles is determined by where a resident lives.
In Lincoln County, sales tax is 2.25%. If a resident lives in the
city limits of Troy, sales tax is 4.25% and the Missouri sales tax
is 4.225%.
- Vehicle Plates: To plate a vehicle you need the following: proof
of ownership, current safety inspection, previous year’s personal property receipt,
acceptable proof of insurance
- The cost for vehicle license vary. Car license are determined by horsepower. Truck
license costs are determined by load carried and distance traveled. Personalized and
special vehicle licenses cost $15.00 with a variety of licenses available. Watercraft is also
required to be registered and titled for boats and outboard motors. Boat fees are
determined by length of boat.

Voter Registration

Voter registration is now offered by license offices. A voter registration card may be filled
out at the license office and forwarded to the Lincoln County Clerk.

The Lincoln County Fire Protection District #1

The Lincoln County Fire Protection District #1 covers 163 square miles of the central
southern section of Lincoln County. The department is a combination department
consisting of 50 volunteers, 12 full time firefighters, training officer, fire marshal, chief
and office administrator. Providing fire protection, first responder medical services,
hazardous material response, a technical rescue team, dive team, and water rescue team
to the citizens of our fire district and surrounding communities. Approximately 1500+
calls per year. District #1 includes Explorer post (9064) for youth 14-18 interested in the
fire service. A very pro-active fire district, conducting fire prevention programs to
approximately 8000 people per year.

USDA Rural Development Loan Program
Please help us get the word out that home ownership can be a reality. We will work with
individuals or groups to make home ownership affordable and reachable. Promoting a
dynamic business environment in rural America is the goal of Rural Development,
Business and Cooperative Programs (BCP), Business Programs (BP). BP works in
partnership with the private sector and the community-based organizations to provide
financial assistance and business planning. BP helps fund projects that create or preserve
quality jobs and/or promote a clean rural environment. The financial resources of
BP are often leveraged with those of other public and private credit source lenders to
meet business and credit needs in under-served areas. Recipients of these programs may
include individuals, corporations, partnerships, cooperatives, public bodies, nonprofit
corporations, Indian tribes, and private companies.

Why rent when you can own your own home?
USDA, Rural Development, has two different
home loan programs to help you own your
own home, without a down payment and
without PMI. All that is needed is dependable
income, good credit and the ability to repay
a loan. Homes located in town or in the
rural area can be financed.

The Direct Loan Program offers subsidized
loans as low as 1% if qualified. In this program
a home loan can go to the maximum loan
amount of $173,000.00 if qualified. A 33
year interest rate is available if you qualify.
The Guaranteed Rural Housing program
offers a 30 year, fixed rate loan, which
includes closing costs IF the appraisal allows.
