4.1. Kesimpulan
Laporan Kinerja Deputi Ilmu Pengetahuan Hayati LIPI Tahun 2020 ini merupakan
gambaran capaian kinerja Kedeputian Bidang Ilmu Pengetahuan Hayati menjelang akhir
tahun 2020 setelah dilakukannya refokusing anggaran akibat dampak dari pandemi Covid-
19. Seperti halnya lembaga publik yang lain, akuntabilitas kinerja lembaga ditentukan oleh
realisasi target yang telah ditetapkan di dalam Penetapan Kinerja Lembaga. Hal ini
merupakan bentuk pertanggungjawaban dan akuntabilitas lembaga, yang bermuara pada
pencapaian target kinerja yang telah ditetapkan melalui indikator-indikator kegiatan yang
tertuang dalam Penetapan Kinerja. Secara umum nilai capaian dan persentase capaian
dari target sudah memenuhi target dengan rata-rata persentase capaian diatas nilai
100% yaitu 157,51%. Hal ini menunjukkan bahwa meskipun dalam kondisi pandemi
Covid-19 namun capaian kinerja untuk semua indikator masih efektif tercapai karena
SDM Iptek masih tetap produktif dalam menghasilkan output penelitian seperti publikasi
ilmiah internasional dan produk inovasi yang dapat dimanfaatkan oleh masyarakat.
Kemudian dengan adanya kebijakan-kebijakan di tingkat deputi dalam mempercepat
pelaksanaan progress penelitian dan manajemen pengadaan barang dan jasa berdampak
secara langsung pada jalannya proses penelitian yang sesuai rencana, sehingga capaian
kegiatan berupa kekayaan intelektual, purwarupa dan serapan anggaran juga menjadi
berhasil terpenuhi. Dari hasil capaian yang diperoleh, dengan rata-rata persentase capaian
dari semua indikator kinerja adalah 157,51% hal ini menunjukkan bahwa program dan
kegiatan sudah berjalan cukup efektif dalam mencapai target meskipun terdapat beberapa
indikator kinerja yang nilainya masih dibawah target yang diharapkan yang perlu
ditingkatkan lagi.
4.2. Saran
Diharapkan penyesuaian mekanisme teknis bekerja new normal dapat berjalan dengan
lancar dengan menerapkan protokol kesehatan yang berlaku, sehingga dapat mulai
mengejar target capaian yang tertinggal di triwulan keempat. Kegiatan penelitian dapat
dilaksanakan menyesuaikan situasi dan kondisi baik secara WFH maupun WFO dengan
segala keterbatasannya. Penyesuaian pola komunikasi baru dengan mengikuti
perkembangan teknologi yakni pelaksanaan koordinasi berupa pertemuan secara online
melalui beberapa aplikasi yang tersedia, melakukan percepatan layanan dengan
memanfaatkan teknologi berbasis internet secara masif seperti pelatihan yang dilakukan

secara online, serta beberapa penyesuaian sistem kerja guna menjaga agar kegiatan
tetap berjalan, dengan mengedepankan fleksibilitas, kolaborasi, dan konektivitas.
Meskipun nilai rata-rata persentase capaian kinerja sudah melebihi dari target yang
ditetapkan akan tetapi harus tetap ditingkatkan untuk beberapa capaian yang belum
memenuhi target.

pariwisata dan dunia usaha. Hal ini disebabkan antara lain karena naskah rekomendasi yang ditargetkan di tahun 2020
ini hanya terkait rekomendasi perdagangan tumbuhan dan satwa liar terutama penetapan kuota perdagangan,
ekspor danimpor tumbuhan dan satwa liar.

Pada tahun 2020 ini indikator jumlah penambahan koleksi tidak memenuhi target yang
ditetapkan disebabkan karena terdapat pengurangan anggaran dan juga tedapat kondisi pandemi
dalam kondisi PSBB mengurangi pergerakan untuk para SDM Iptek melaksanakan perjalanan dinas
dalam kegiatan eksplorasi dan ekspedisi. Hal ini sangat mempengaruhi capaian output jumah
penambahan koleksi pada tahun 2020.

Kondisi pandemi pada tahun 2020 mengakibatkan keterbatasan SDM Iptek dalam melaksanakan
difusi hasil penelitian seperti paten yang sudah terdaftar namun belum ada stakeholder masyarakat dari
kalangan pelaku bisnis yang memanfaatkan paten tersebut. Untuk paten terdaftar sudah terdapat capaian
sebesar 18 buah, namun untuk mendapatkan perjanjian lisensi maka harus dilakukan sertifikasi paten dan
terdapat stakeholder yang memanfatakan paten tersebut. Dari paten terdaftar yang dihasilkan sedang
proses diseminasi kepada masyarakat dan pencarian stakeholder yang mau memanfaatkan invensi paten
tersebut.

Jumlah SDM Kualifikasi S3 pada puslit Biomaterial tidak tercapai karena Hal ini disebabkan karena
terdapat beberapa pegawai yang sebenarnya sedang dalam tugas belajar sekolah S3 namun sampai
dengan akhir tahun 2020 belum mendapatkan gelar Doktor atau belum lulus sehingga belum dapat
dimasukkan dalam daftar capaian. Kemudian terdapat perkuliahan yang terhambat karena pandemi
mengakibatkan mahasiswa melalukan ajuan penambahan waktu peneyelsaian kuliah sehingga target tahun
terlewati.
