Review Process

FENCES Cluster
if your project meets the following criteria, you must complete an application
form anD obtain signatures (agreement) of any contiguous
neighbor who will be a co-owner of the fence anD a cluster
boarD officer. (TWO NEIGHBOR SIGNATURES ARE REQUIRED EVEN IF THERE WILL ONLY BE ONE
CO-OWNER.) staff may review your application.
Location You are extending, and matching, the existing approved rear yard
fence along property lines that are contiguous with a neighboring
residential property or RA open space property (that is, you are
constructing a “party fence”);
Neighbor Agreement Your contiguous neighbor does not object to the application for
construction of the common fence; and
Construction The fence is constructed in accordance with the specifications given
in the previous Construction section.
APPLICATION
Compatibility The fence must match, or be visually compatible with, the cluster
standard fence, including dimensions, materials, color, style, design
of gate, and degree of detail and ornamentation (modifications may
be required to bring the fence to an approvable design).
Height Except where the cluster standard dictates otherwise, solid or semi-
solid fencing should have an average height of 6 feet and may vary
from 5 feet 6 inches to 6 feet 6 inches to allow for stepping on sloped
conditions.
Installation Solid or semi-solid fencing must be installed with the sections flat,
level, and stepped to accommodate changes in grade. The bottom
of the fence may follow the grade or be stepped. The “steps” should
not exceed 12 inches at either top or bottom. All vertical members
must be straight and plumb, and the fence be constructed with the
finished side out.
Landscaping In some cases, additional landscaping may be required to screen the
fence from view or soften its appearance.

Waterfront Property The DRB will not permit fences at the rear of waterfront property
Location unless the fence is an integral part of the house and is used to enclose
a very limited area.
Chain Link
Property line fencing should be located no more than 6 inches from
the actual property line so that connecting fences can intersect. If a
contiguous neighbor objects to the construction of a "party fence"
the DRB will require the fence be set inside the common property
line. However, the DRB generally will not approve rows of
"parallel" fencing in close proximity to one another.
Chain link fence (including the vinyl-covered type) is not considered
appropriate for residential fencing.

Material Composite material may be approved if its appearance closely
"Living Fences" matches that of natural wood and other existing fences.
The DRB does not review “living fences,” that is, hedges of shrubs or
trees. Questions regarding the appropriateness of existing plantings
should be referred to the Covenants Committee in reference to
Section VI.2 of the RA Covenants.
Fence Removal Removal of an existing fence may require DRB approval (see
“Guidelines for Removing Existing Structures and Elements”).
Pre-constructed Fences Pre-constructed fences may not match your cluster standard fence
and may require substantial modification to conform to the standard.
Low Fences The DRB will consider favorably applications for reduced-height fences
of the cluster standard design across the rear lot line of the property.

RA Property Fences (including underground electric fences) may not extend onto
Walls Reston Association property.
HVAC ENCLOSURES
Guidelines for stone walls may be found under "Garden Walls" in
the Design Guideline for Landscaping (Plants and Structures).
HVAC enclosures require an application unless they are an exact
match to the approved cluster standard. A structural screen should
be compatible in design, materials, and color with the architecture
of the house and high enough to completely screen the unit from
view. A shortened version of the cluster standard fence is often an
acceptable solution, however this still requires an application.

Location It is suspended from a pole and bracket, attached to the house in an

Tree stumps must be completely removed if visible from a public

natural area.
DEFINITIONS An area marked on the property plat filed with Fairfax County,
usually shown with scalloped edges. The area is clearly marked
TREE SAVE OR SAVE TREES AReA “Tree Save” or “Save Trees” and is usually created at the time of

“Limits of Clearing” on the original site plan, which simply

exotics and prohibited per Use and Maintenance Standards
Resolution 2 Vegetation, as amended, may be removed without an
application if the removal will not impact screening for private
property or streetscape (see Stump Treatment in this guideline). A
certified arborist's statement confirming the tree species should be
obtained and kept for your records. The vegetated character of
natural wooded areas should be preserved. If removal of non-
invasive native smaller trees (under 4" diameter) and/or
understory vegetation will change the overall character of a
natural wooded area, an application is required.

The RPA includes corridors of environmentally sensitive land that

other waterways. The RPA map may be found on the Fairfax
RESOURCE PROTECTION AReA County web site (www.fairfaxcounty.gov) to determine if your
(RPA)/CONSERVATION EASEMENT property is in the RPA. Conservation easements are recorded with
the county as part of the title record. Removal of vegetation in an
RPA or conservation easement, including removal of dead trees,
may be prohibited. Contact Fairfax County for more information.
REVIEW PROCESS
if your project meets the following criteria, no application is requireD.
deAd tRee You are removing a dead tree that is not shown on a DRB-
approved landscaping plan. Trees shown on approved landscaping
plans must be replaced or an application must be submitted for
permanent elimination. Documentation (photos, certified arborist
statement, etc.) should be obtained, kept for your records, and
presented to RA staff if requested. (See Stump Treatment and RPA
in this guideline)
RemovAl of VEGETATION You are removing non-tree vegetation or trees of an invasive
species not shown on a DRB-approved landscaping plan (see
Removal of Invasive Species, Stump Treatment and definitions of
tree save, natural area and RPA in this guideline). Vegetation
shown on a DRB-approved landscaping plan must be replaced or
an application must be submitted for permanent elimination.
PRuning You are pruning trees that are not in a tree save area.
Trees should not be limbed up higher than 8' above the ground or
topped.

The DRB will not support extensive tree removal solely for the
purpose of re-grading, establishing a lawn, providing a view,
providing sunlight, or creating an open area. Dropping of fruit or
leaves is not a valid reason for removal unless the litter creates a
hazardous situation.
The DRB will require a statement from a certified arborist when
photos do not clearly substantiate the reason for removal. This
statement must include the arborist's International Society of
Arboriculture (ISA) certification number and the reason for
removal.

elements, and complement the natural beauty of the environment,
through the effective choice and installation of landscaping, both
plant materials and associated structural elements.

RetAining WAlls Retaining walls should be configured to relate harmoniously with

Detrimental Effect It is important to remember that privacy screens can block views
and restrict air movement, and may also add awkward visual “bulk”
to above-ground decks. Privacy screens should be limited in length
and carefully located to provide needed screening for a specific area,
while minimizing their detrimental effect.

objective/goal To select and locate radon equipment as discreetly as possible, and to
minimize its visual and acoustical impact on neighboring properties.
Review Process
if your project meets the following criteria, NO APPLICATION is required.
Location The radon equipment is located on the rear wall of the house or at
the rear corner of the side wall;
Pipe Location and Color The vertical pipe (4 inch PVC or standard metal downspout pipe)
runs parallel with, and adjacent to, a downspout or vertical trim and
is painted the color of the contiguous downspout, vertical trim, or
house siding; and
Fan Location and Color The fan is located at ground level with concealing shrubbery or DRB-
approved fencing, or at the level of the house eaves, and painted the
color of the surface behind it.

Installation The pipe should be installed as inconspicuously as possible (aligned
with a vertical element on the house, or in an interior corner).
Location Radon equipment should not be located on the street-facing elevation.
Acoustical Impact Its location should be chosen to minimize any acoustical impact on
neighboring properties.
Color Unless completely screened from view, the equipment should be
painted a color to blend with its environment.
Landscaping Landscaping or other screening may be required to shield it from
view and buffer its sound. Plant material should be of size and
character to provide substantial coverage.
Screening A structural screen, if needed, should be compatible in design,
materials and color with the architecture of the house, and high
