Satellite Dishes and Antennas Cluster

objective/goal To locate satellite dishes and antennas, and their support structures,
so as to minimize their appearance from streets and neighboring
properties.

Review Process

if your project meets the following criteria, NO APPLICATION is required.

satellite dish You are installing a compact (one meter/39 inches or less in diameter)
Size and Type DBS or MMDS satellite dish, whose mast extends no more than 12
feet above the roofline.

Location and Color The mast should be a single vertical member of simple configuration,
as low and slender as possible, finished in a color to blend with its
background, and installed securely in a professional manner, with
guy wires if necessary, in order to minimize the visual impact of
both mast and dish/antenna.

The satellite dish must be located according to the following
guidelines:

a. on the ground, as close to the house as practical, at the rear of the
house if possible, in a landscaped area, painted a muted earthtone
color

OR

b. on a deck at the rear of the house, with minimal projection above
the height of the deck railing, and painted a color that blends with
the deck or house wall

OR

c. on the rear or side wall of the house, as low as practical, and painted
the color of the surface to which it is attached

OR

d. (if “a”, “b” or “c” will not provide reception of acceptable
quality) on the roof, set into a corner or near the chimney if
possible, not projecting above the ridge line, and painted the color
of the roof shingle

Wiring
e. (if “a”, “b”, “c” or “d” will not provide reception of acceptable
quality) in the location which will best minimize its visibility

In this case, you must notify RA staff, who will determine (in
consultation with a DRB member, if appropriate) whether any
additional modifications such as landscaping, screening, painting,
etc., will be required.

Notification must include an explanation of why option a, b, c, or d
will not provide acceptable reception.

If the manufacturer’s warranty does not permit painting the dish to
comply with the requirements above, you must provide a copy of
the warranty for the DRB’s records.

Any wiring must be installed in accordance with the Design
Guidelines for Cables and Wires.

TV antenna You are installing a television antenna.
Installation
Location, Color and Cable The antenna must be located according to the following guidelines:

Warranty a. in an interior space such as an attic

Installation OR

b. if there is no appropriate interior space, or when the signal
received from an indoor antenna is not substantially the same as
that received from an outdoor installation:

• the antenna must be mounted on the roof and extend no more
than 12 feet above the roofline;

• its exterior cable must be no longer than necessary and must be
concealed by architectural elements where practical or securely
installed on vertical or horizontal lines and painted the color of
the surface behind it; and

• the antenna must have a matte finish in a dark color (black,
brown or dark gray) for heavily treed locations or in a light or
medium gray for open areas where the antenna will be viewed
against the sky.

If the manufacturer’s warranty does not permit painting the antenna
to comply with the requirements above, you must provide a copy of
the warranty for the DRB’s records.

Type of Equipment For satellite dishes and TV antennas whose mast must extend higher
than 12 feet above the roofline in order to receive signals, or satellite
dishes greater than one meter/39 inches in diameter, or antenna
installations other than DBS/MMDS:

Design and Location The design of the antenna/satellite dish (its dimensions, shape,
material and color) should be chosen to minimize its appearance
from neighboring properties and streets.

• The location should be as far as possible from neighboring
properties and streets, and should take advantage of screening
provided by vegetation or other structures.

• If necessary, the DRB may require the addition of landscaping
or structural screening to diminish its visibility.

• In the case of antennas or compact satellite dishes whose mast
must extend higher than 12 feet above the roofline, the DRB
will require submission of a copy of the appropriate permit
issued by Fairfax County.

here is some additional information that may be helpful.

Consultation RA staff will be happy to consult with residents regarding the
location of the antenna or satellite dish, prior to its installation.

Location Applicants are urged to locate satellite dishes as discreetly as
possible, in consideration of neighbors’ views and the general
appearance of the streetscape. If the equipment must be mounted on
the roof or house wall, it may be possible to minimize its appearance
by placing it in an interior corner or near other visual elements (such
as a chimney, exhaust vents, bay window, mechanical equipment,
etc.). The mounting arm should be as short as possible.

Alternative Solution The DRB suggests residents consider alternate solutions for rooftop
television antennas, such as cable TV or compact satellite dishes.

Landscaping/Screening A satellite dish mounted inside a house window, or concealed by a
natural-looking fiberglass “rock,” is not considered a reviewable item.

Regulations The antenna should be installed and secured in a manner that
complies with all applicable county and state laws and regulations,
and manufacturer's instructions.

Open-Framed Structures A simple open-framed structure, constructed in visual association
with a deck, may be approved in unfinished wood left to weather
naturally, with a consistent support structure for both. The roofing
material should match that of the house.

Consistency If there is no contiguous deck, or in the case of more substantial
designs (for example, when the screened porch includes decorative
trim details or solid elements such as gable end panels or knee walls),
the screened porch should be finished in colors and materials that
match those of the house. The porch roofing material should match
that of the house. If the porch is elevated by a story or more, the
DRB may require that the support structure be made architecturally
compatible with the house in materials, proportion, and design.

Elevated Porches Screened porches that are elevated less than a full story above grade,
regardless of design, should be provided with structural skirting and/
or landscaping to hide the understructure and visually integrate the
porch with the house and the ground.

screened porch:

Changes Any changes to your approved construction plans or elements which
may not have been shown during previous reviews, including exterior
light fixtures, skylights, supplementary mechanical equipment, etc.,
must be reviewed by the DRB prior to implementation.

Exposed Hardware In addition, we would like to remind you that the DRB generally
requires that all exposed hardware (such as chimney flues, vent
caps, gutters and downspouts, etc.) be painted to match the surface
to which they are attached.

Miss Utility Please remember to call “Miss Utility” (1-800-257-7777) prior to
beginning construction to arrange for all utility lines to be located
and flagged.

Natural Areas If the addition, clearing, or construction activity extends near or
into a natural area, the DRB will require that snow fencing or other
barrier be used to delineate the limits of disturbance.

Protected Areas The protected areas are not to be intruded upon by construction
equipment, storage of supplies, excavated earth or trash and debris.

Work Areas The work area should be kept clear of trash, and construction
materials should be neatly stored and secured against the elements.

devices so that they blend with their surroundings and do not detract
from the architectural composition of the house.

Review Process

Exterior Audio Device You are installing an exterior audio device for your alarm system
(maximum 8" x 8" on its face); and

Location It is located under the eaves of the house, in a color that blends with
its surroundings.

window security bars You are installing security bars on basement windows, on the side

architecture of the house and relates harmoniously with its setting in
the natural environment.

Review Process

for all projects, you must complete an APPLICATION FORM and obtain your
NEIGHBORS' SIGNATURES. your application will be reviewed by staff in consultation
with a drb member or by a panel of the drb, who will apply the following guidelines.

Location The shade structure must be located in the rear yard, completely behind
the rear plane of the house, on grass, on a patio or ground level deck,
no nearer than 2’ from any shared property lines.

Size and Proportion Its dimensions must be proportionally appropriate and harmonious
with the size of the rear yard, deck or patio.

Design Its design elements, detailing, dimensions, colors and materials must
relate visually with those of the house and the Cluster.

Materials and Colors The canopy must be a solid color material, matching or compatible
with the colors of the house.
Construction
The frame must be constructed of durable materials, suitable for

property.

Applications for sheds/storage boxes on lakefront properties should
consider the potential impact of the structure upon lake views from
neighboring lots.

objective/goal To design and locate shoreline decks so as to preserve and enhance
the natural appearance of the lakeshore, and minimize any disturbance
to the shoreline environment and the ecology of the lake.

Review Process

if your project meets the following criteria, NO APPLICATION is required.

Location of Property Your property immediately abuts the RA-owned lake parcel and
the existing shoreline is contiguous with, or within, your property
line; and

Replacement You are replacing an existing DRB-approved deck on your own
property without making any changes.

if your project meets the following criteria, you must complete an APPLICATION
FORM AND OBTAIN A CLUSTER BOARD OFFICER AND TWO (2) NEIGHBOR
SIGNATURES. staff may review your application.

Location of Property Your property immediately abuts the RA-owned lake parcel and the
existing shoreline is contiguous with, or within, your property line;

Cluster Standards The proposed deck conforms exactly to the DRB-approved standards
Location for shoreline decks in your cluster, including design, dimensions,
construction and materials; and

The proposed deck is centrally located on the property line (if the
cluster standards do not specify otherwise).

Size The size of the deck should be in proportion to the size of the rear
property line (generally no more than 48 square feet and its length
not to exceed 50% of the shoreline).

Location and Landscaping The deck should be located near the center of the property line, and

Materials
The deck should be simple in design with a low profile. The DRB
will approve only limited vertical extensions (such as a mooring
post or backless bench) no higher than 24 inches above the deck
floor. The deck should have a horizontal trim board to conceal the
ends of the joists. The DRB generally will not approve a railing on
a shoreline deck.

The pilings and decking must be constructed of materials suitable
for extended water contact (see the standards recommended by the
RA Parks and Recreation Department).

here is some additional information that may be helpful.

Applicant's Responsibility It is the responsibility of the applicant to accurately represent the
location of the shoreline in relation to the property.

License Agreement No improvements (including decks) may be installed on
RA-owned property without a license agreement signed by the RA
Environmental Resource Manager. For information, contact RA's
Watershed Manager at 703-435-6560.

Deed Applicants who anticipate mooring boats at the shoreline deck should
verify that their deed does not prohibit direct access to the lake.

Installation Decks should be installed with care so as to minimize disturbance
of the lake and adjacent property during construction.

Shoreline Stabilization Applicants are encouraged to stabilize the shoreline under the edge
of the deck with rip rap or bulkhead.

Toxic Materials CCA pressure-treated wood, paints, stains, sealants and other wood
and Products treatments are extremely toxic to aquatic organisms and their use is
strongly discouraged.
Recommended Materials
and Products Reston Association recommends the use of non-toxic wood, metal,
vinyl and/or plastic composite materials for waterfront construction.
Other Features
Related structural features such as steps, walkway, bulkhead, rip
rap, etc. will also require the approval of the DRB (see appropriate
sections of the Design Guidelines).

not prohibit, the construction of a bulkhead;

Deed If bulkhead is included in the plan, your property deed must
specifically permit, and not prohibit, the construction of a bulkhead.

Alternatives to Bulkhead Natural plantings, biologs and rip rap should be used wherever
possible, with bulkhead restricted to areas of active lake access.
Bulkhead and dock together should be limited to no more than 50%
of the shoreline.

Shoreline Bulkhead, biologs and rip rap should be installed to follow the
existing shoreline of the lake, even if your own property extends
into the lakewaters.

Bulkhead The bulkhead should be no higher than 1 foot above the normal
water line. The ends should return into the embankment and be
anchored in solid ground if they do not tie into an adjacent wall; rip
rap may be needed to stabilize the soil at the ends of the bulkhead.

Materials Bulkhead should be made of vertical vinyl-coated sheeting and/
or other non-toxic material suitable for extended water contact
(see the standards recommended by the RA Parks and Recreation
Department). The use of horizontal timbers without vertical supports
is not recommended.

Rip Rap Rip rap should be constructed of natural stones in muted colors,
varying in size (large enough to withstand the force of the lake water)
and combined with plantings to soften its appearance and maintain
the natural aesthetic of the shoreline.

Guidelines for Shoreline The RA Parks and Recreation department publication "Shoreline
Stablization Stabilization Methods for Reston's Lakes and Ponds" is available

License Agreement It is the responsibility of the applicant to accurately represent the
location of the shoreline in relation to the property and to verify that
there are no legal restrictions prohibiting the proposed construction
on the property.

Applicant's Responsibility No improvements (including bulkhead or rip rap) may be installed
on RA-owned property without a license agreement signed by the

Definition Teardown is the demolishing and clearing of approximately 25%
or more of an existing house and the construction of a new single
family detached house on a lot within an established neighborhood.

In-fill is the construction of a new house on a previously vacant
lot, or subdivision of an existing larger lot, within an established
neighborhood.

Advisory The first presentation of plans for the proposed house will be for
review and information only. Neighbor notification must be provided
prior to the meeting, so the DRB may receive timely comment from
the community. No decision will be made at that meeting in order
to permit adequate deliberation by the DRB.

The project shall be presented for review in a format that would
progress from preliminary conceptual designs to further design
development, final designs, and construction documents.

Size and Location The size should be appropriate in scale and massing with existing
houses in the neighborhood and the size of the lot. No newly
constructed house should be located so as to unreasonably obstruct
views of neighboring houses.

Consistency All sides of a building should be of like or compatible materials and
consistently detailed.

• Roof-top vents and mechanical equipment must be located on
the least visible roof plane or screened from view.

The design and location should minimize any tree removal and
alteration of a natural area or other significant landscaping.

The design and location should reflect consideration for adverse
impact of its presence and use on neighboring properties. Windows,
decks, and outdoor living areas should be located to protect privacy
between neighboring structures.

The front setback should not be any closer to the street than the
closest setback of adjacent houses on the street.

Changes in grade or drainage patterns must not adversely affect
neighboring properties.

Appropriate accommodations for parking construction-related
vehicles on-site should be made to minimize the impact of additional
vehicles on the neighboring properties.

Application Checklist

include the following with your application:

Plat/Site Plan An enlarged and drawn-to-scale plat/site plan (at a minimum
1” = 20' ) with dimensions, showing the footprints of the
Grading Plan existing and proposed house (and associated elements),
Elevation Drawings existing utilities, property lines and houses on contiguous
Schematic Design Drawings lots, and significant existing vegetation, including species,
Streetscape Elevation caliper, and drip-line of those trees that are to be removed.

Photographs A grading plan of the existing grade and any proposed
Materials and Colors changes to the existing grade (1” = 20' minimum scale).
Catalog /Specifications
Landscaping Plan Complete elevation drawings (1/4” = 1' minimum scale),
Scale Model accurate and to scale, of the proposed house.
Proposed Schedule
Complete schematic design drawings, to scale, that fully
illustrate the proposed construction.

A streetscape elevation that accurately shows the proposed
house in relation to adjacent houses and accurately depicts
the size/scale of adjacent houses in relation to the proposed
structure.

Photographs of the existing house, site conditions, and
neighboring houses.

A list and samples of all exterior materials.

Catalog/specifications of light fixtures, windows, etc.

Include size and species of existing trees to be removed,
retained and size and species of trees to be planted.

A scale model of the proposed house may be required for
complex projects.

Submit a project schedule to be implemented upon receipt
of final Design Review Board approval that includes dates
for the initiation and completion of construction.
