Greetings to all,
A very warm welcome to the 5th International Conference on Teacher Learning and Development
(ICTLD) 2021. The event would not be a reality if it were not for great efforts made by the
Institute of Teacher Education Malaysia (IPGM) and the Institute of Teacher Education
Temenggong Ibrahim Campus. Congratulations for making ICTLD 2021 a success!
ICTLD 2021 is timely considering the difficult hurdles caused by Covid-19, which hit the global
education sector hard. Teachers and educators raced and struggled to find the best solution to
carry out duties diligently. Conferences such as ICTLD enables them to share pedagogical
knowledge and experiences with one another. Furthermore, this is in line with the increasingly
sophisticated world which requires teachers to stay up-to-date with the most current changes and
teaching methods in education.
Rapid development in education systems worldwide – Malaysia included – lead to the
introduction of various teaching and learning methods as well as approaches that develop
competencies such as critical thinking, communication, collaboration, creativity and problem
solving skills - which are essential for students to become global citizens in the future. One of the
methods is the New Pedagogies for Deep Learning (NPDL), an approach that requires students to
create new knowledge and connect it to the world using the power of digital tools and critical
thinking. Another widely used method is Project-Based Learning (PBL), which allows students
to acquire key knowledge and skills through the development of projects that respond to real-life
situations and problems. Thus, ICTLD exposes teachers and educators to new pedagogies which
enhances the teaching and learning process.
I hope all participants will enjoy ICTLD 2021 and learn a new thing or two that enables you to
become greater teachers and educators for our young, soon-to-be leaders.

Assalamualaikum warahmatullahi wabarakatuh and Greetings

First of all, I am delighted and honoured to be given the privilege to deliver the keynote speech as well as
share my views in the 5th International Conference on Teacher Learning and Development (ICTLD) 2021.
My heartiest congratulations to the Institute of Teacher Education Malaysia (IPGM) and the Institute of
Teacher Education (IPG) Temenggong Ibrahim Campus as the co-organisers of ICTLD this year. Praise be to
Allah SWT for the successful organisation of the 5th ICTLD 2021.

The COVID-19 pandemic is a crisis at the global level, bringing unprecedented challenges for both the
people and society. Education systems faced lockdowns and were forced to find alternatives to provide
effective learning experiences while ensuring continuity and sustainability. As a result, a paradigm shift to
online education is inevitable, with teachers and students facing challenges in transitioning from traditional
face-to-face learning to online learning.

Nevertheless, there is a silver lining to this challenging phase, and it can be overcome. It is undeniable that
the COVID-19 pandemic has made educators more literate in information technology and competent in using
ICT more effectively. Now, educators have become more used to mastering the methods of implementing
online teaching and learning. With great determination and effort, educators have successfully adopted the
methods of teaching using various applications such as Google Classroom, Google Meet, Microsoft Teams
and other social media such as Facebook, WhatsApp and Telegram. Congratulations to all the educators.
The ICTLD 2021 is perfectly timed and aligned with Malaysia’s aspirations of advancing into a global
education hub. With the ICT Transformation Plan in motion, the MOE has strengthened the ICT delivery
capacity to support the education ecosystem. The augmented ICT support will indeed enable more intensive
online collaboration between Malaysia and other countries. I firmly believe that the ICTLD 2021 is the best
platform to initiate collaboration by sharing knowledge and promoting professional networking between local
and international educators. We, as educators, must ensure equal access to quality education of international
standards. The knowledge shared will also upgrade the quality of teacher training in the IPGs.

Lastly, let us pray for this virtual ICTLD 2021 to be successful in achieving its objectives.

together virtually on the occasion of the 5th International Conference on Teacher Learning and
Development (ICTLD) 2021.
Congratulations and well done to all the committee members, speakers, presenters, participants
and everyone involved, directly and indirectly, in ensuring the conference runs smoothly.
It is common knowledge that teachers are assuming more challenging responsibilities parallel
with globalisation developments. As the agent of change in the education system, teachers are
responsible for producing quality human capital with a first-class mindset. Therefore, the
Ministry of Education (MOE) Malaysia and the Institute of Teacher Education (IPG) carry out
various initiatives and quality programmes to strengthen professionalism and uphold the
teaching profession.
This conference supports the IPG in sustaining the quality of the education system to develop
individual’s potential and fulfil the nation’s aspiration, which aligns with IPG’s vision as the
leader of excellence in teaching education.
Therefore, in emphasising the three main objectives essential to excellence; ‘teaching and
learning’, ‘research, development and innovation’ and ‘lifelong learning service’, this
conference is timely.
Finally, I would like to express my highest appreciation and congratulations to all parties
involved. I pray for the success of this three-day conference and may your tenacity and

Planning, Research and Innovation Centre of the Institute of Teacher Education Malaysia
(IPGM) is privileged to helm this prestigious conference with the Institute of Teacher
Education (IPG) Temenggong Ibrahim Campus as the organiser this year. Congratulations and
well done to all the committee members, speakers, presenters, participants and all those who
have ensured the success of ICTLD 2021.

The organisation of this conference is most apt, in both time and medium. Overcoming the
challenges compelled by the COVID-19 pandemic, the organiser’s adoption of the present
technology highlights the paradigm shift in sharing and spreading knowledge, allowing the
reach of far and wider audiences than ordinary means. Undoubtedly, this shift would benefit
education by engaging and encouraging educators to share their knowledge, research and
innovation, and promote professional networking between educators in the country and
worldwide on a digital platform. Congratulations to all educators. The COVID-19 pandemic
has emboldened educators to embrace modern means of delivery, making the most of
information and communication technologies.

The organisation of ICTLD is essential in the transformation of IPG in upgrading the quality
of teacher education to achieve excellence in teaching and learning, research, development and
innovation and lifelong learning service. Hence, it is hoped that the ICTLD would strengthen

My highest gratitude to the Almighty for His grace and blessings; the 5th International
Conference on Teacher Learning and Development (ICTLD) 2021 has been successfully
organised. Institute of Teacher Education Temenggong Ibrahim Campus (IPGKTI) is
honoured to be given the privilege to organise the conference headed by the Institute of
Teacher Education Malaysia (IPGM). This opportunity is a well-deserved recognition for our
campus and offers us the golden opportunity to stand out at a higher level.

As one of the institutes of teacher education with five decades of experience in the Malaysian
education field, IPGKTI has played many roles and accumulated prized experiences in
uplifting the nation’s education standard. Nevertheless, we are not complacent with our
achievements. We view this conference as the best platform to continue exploring new
opportunities to enhance our roles in the education industry, both at national and international
levels. This vision reflects the conference’s aim to develop knowledge by sharing resources
and expertise among educators, aligning with the Malaysia Education Blueprint 2013-2025.
Besides, this conference also serves as an initiative to sustain quality education in developing
individual potentials to meet national aspirations.

I would like to convey my deepest appreciation and congratulations to everyone involved in
the conference. The passion for organising this conference remains strong even though it had
been postponed for a year due to COVID-19. Thus, it is hoped that this conference will
motivate us to go further in ensuring the education quality remain relevant with the ever-
changing global needs and developments.

Dr Hj. Ahmad Rafee bin Che Kassim is currently the Deputy Director General of
Education Malaysia (Teachers Professional Development), Ministry of Education
Malaysia. A graduate from University of Missouri-Columbia, USA in Information
Science and Learning Technologies. He started his career as a teacher in 1993.
Throughout his 28 years of service, he has held several important positions in the
ministry such as Senior Assistant (Admin) in school, Senior Lecturer at Institute
Aminudin Baki, Head of Centre at Institute Aminudin Baki and Director of Institute
Aminudin Baki, Genting Highlands. He was later promoted as Deputy Director of
EPRD (PP) in 2015 and later as Deputy Director of EPRD (DP) in 2017. He then
became the Director of EPRD in 12 September 2018. On 19 August 2019, he was
promoted as Deputy Director General of Education Malaysia (School Operational),
Ministry of Education Malaysia until 22 December 2019.

PLENARY SPEAKER 1

Title of Presentation:
Teacher Education and Quality Teaching in a Globalizing World: A Socially
Critical Cautionary Tale

DR. GREG BURNETT

Dr. Greg Burnett has worked as a teacher, teacher educator and researcher both
within the Pacific region and around the Pacific rim for over 25 years.

His teaching and research emphases include a sociology of Pacific and Indigenous
education; the influence of cultural and other social difference on schooling; and
exploring critical and postcolonial theory as a basis for teaching and learning in
cross cultural settings.

He is widely published in a range of academic journals and book chapters. Recent
publications include: an analysis of professional experience using the views of
initial teacher education students as ethnographic fieldworkers; an analysis of the
higher degree research student experience using thesis acknowledgements as a form
of auto-ethnographic writing; and the efficacy of south-south development
assistance in education as an alternative to the commonplace Australian and New
Zealand led bilateral assistance in the Pacific region and other parts of the world.

As a point of connection he has participated in a BEd TESOL partnership between
IPGM Kampus - Batu Lintang in Sarawak, Malaysia and the Otago University
College of Education in New Zealand. This partnership involved working closely
with IPGM staff and students in both Kuching and New Zealand.

Title of Presentation:
Meshing the Digitalized and the Analogue: The Digitally Extended Teacher Self

PROF. STEPHEN J HALL

Malaysia

Professor Stephen J Hall has been the Head of Centre for English Language
Studies since late 2007. There are over twenty specialized English language
subjects, integrated at College and University levels, as well as a pre-university
Intensive English Programme. Stephen was an in-service English Teacher
Training Project Manager for four years in Malaysia, working nationally with the
Ministry of Education. His Doctorate from University of Leicester draws on this
experience, as it is ‘A Qualitative Study of the Opening Phases of Cross Cultural
In-Service Teacher Training Interaction in Rural Malaysia.’

Previously, his Singapore-based corporate business focused on cross cultural
training and Business English; clients included Changi airport staff, SIA counter
staff, VISA Asia Pacific and HBO Asia. In the mid-nineties he managed Language
and Communication, Temasek Polytechnic, Singapore for four years of
exponential growth with development of the international student programme and
a multi-media language learning environment.

Stephen trained teachers regionally for ASEAN based RELC and has consulted for
English for Banking, in Indonesia, Vietnamese and Thai teacher training and other
regional work. Publications include over 45 articles and several books, including
two English for Tourism books co-published in China. Research interests focus on
reflective teacher education, ELT in Malaysia, native speakerism and blended
learning. He has presented in over fifteen countries, and taught at tertiary,
secondary and primary levels. Dr Hall has 40 years’ experience in Teaching
English to Speakers of Other Languages.

Title of Presentation:
Content Knowledge, Visions and Philosophy for Mathematics Teachers

PROF. MASAKAZU TERAGAITO, PH.D.

Dr Masakazu Teragaito has worked as a mathematician, teacher, and teacher educator
in Hiroshima for over 20 years, where he has taught mathematics to undergraduate
and graduate students who are hoping to be professional mathematics teachers. In
2005, he was awarded by the president of Hiroshima University for distinguished
teaching based on student evaluation.

As a mathematician, his major is knot theory and 3-dimensional topology, and he
published 68 papers in a range of international refereed journals. He has been
continually funded since 1996 with grants from Japan Society for the Promotion of
Science. In 2020, he will be a councilor of the Mathematical Society of Japan. He
has been a visiting professor at the University of Texas at Austin and Université de
Provence.

He is well known as one of the authors of a government authorized textbook on
elementary mathematics, and now serves as the chair of the editorial board.

In recent years, he is interested in STEM education, and published several articles
including: Developing a Learning Material to Understand and Explore Solar Eclipses
as a STEM Topic, The Mathematics of Mercator Maps – as a STEM topic for
undergraduates, STEM Materials Derived from Cycloids.

He also wrote a book on axiomatic plane geometry in 2019.

Promoting Quality Education by Implementing Research-based Professional
Development:
A Sustainable Reading Instruction Program for In-service Teacher in Taiwan

PROF. YUH-TSUEN TZENG

Director of Center for Teacher Education
National Chung Cheng University, Taiwan

Dr. Yuh-Tsuen Tzeng has affliated as Director of Center for Teacher Education in
National Chung Cheng University, Taiwan since 2018. He has a PhD in Educational
Psychology and Cognitive Science from University of Minnesota, USA, specialized
in reading comprehension, numerical simulation of high-level cognitive, educational
psychology, and cognitive science.

His interests focus on cognitive processes involved in discourse comprehension and
how they are affected by language properties. He conducted longitudinal studies on
children’s development of comprehension abilities and develops instructional
programs to improve their comprehension. He also work on how to improve
student’s science concept learning through integrating language and content
components. All these work has their roots in a computational model of
comprehension-the Landscape model, which he is a co-builder. He directs a lab of
learning and cognition at College of Education of CCU.

Dr. Yuh-Tsuen Tzeng has authored and co-authored multiple peer-reviewed
scientific papers and presented works at many national and international
conferences. His contributions have acclaimed recognition from honourable subject
experts around the world. He is actively associated with different societies and
academies. His academic career is decorated with several reputed awards and
funding.
