estimate the economic advantages and disadvantages before assigning resources to a
country for producing determined goods and services.

▪ According to the World Bank: A Project is a well prepared proposal for its execution based
on a capital investment and its main purpose is to build infrastructures to produce goods and
services

▪ According to the Military Sciences: The term military campaign applies to large scale,
long duration, significant military strategy plan incorporating a series of inter-related military
operations or battles forming a distinct part of a larger conflict often called a war. The term

Scope of Work (SOW)

The Scope of Works of a project is defined in quantitative and qualitative
terms:

• The magnitude of the project
• The duration
• The cost
• The people, equipments and materials required to execution the project

From the SOW definitions, the project calculates
The amount of work to be executed
The cost estimate
The Planning and Schedule
The size of the execution team
The most convenient method of payments and contracting

Consequences of defining the SOW inadequately

Defining an ambiguous or incomplete SOW at the moment to prepare an
execution bid is the first cause of costs overrun

The second cause of costs overrun is from the absence of a established
change management during an execution

If a Scope of Work is inadequate, ambiguous, poorly documented, it has not
been clearly communicated or it is subjected to various interpretations, then,
there is a high risk that the project delivery will not satisfy the client
expectations.
