What is a Baseline in Project Management?

In project management, the baseline is the original range,
total cost and schedule of a project.

It is used to measure the amount of deviation of
performance from the original plan.

Before the execution of the project, the baseline must be
properly defined and documented.

What does “Re-Baseline” mean in Project Management?

When you are managing a project, you establish "baseline" cost
estimates and schedules based on beginning assumptions.

The thing is, at the very beginning of a project there is a lot of
uncertainty, so it's really only a ballpark estimate at that point.

As things develop, you start to remove some of the uncertainty.

Also, situations change - the concept for the project might
change, resource availability might change, costs might go up,
etc.

What does “Re-Baseline” mean in Project Management?

"Re-baseline" means that the information has either
matured or changed enough to warrant updating your
assumptions and doing exactly what it says - issuing a new
revised baseline estimate and schedule.
This might be done on a reactive basis just because things
have changed and you realize that you are so far out of
whack that you must update.

When to Re-Baseline your Project?

The decision to re-baseline a project rests on the
recognition that the current project has changed enough
that the re-planning the project is worth the effort.

A re-baseline occurs only with the consent of all parties
involved in the project, and only with the full knowledge and
approval of the customer.

When to Re-Baseline your Project?

Rules of thumb

• Re-baseline the project if you have missed over half your
scheduled targets in the last six months.

• Also, Re-baseline must be considered when the current %
Physical Progress and/or cost are way off from the plan (generally
10% is the rule of thumb)

Considerations for a Re-Baseline Process

1. Changes in the original SOW
2. Time impact
3. Money impact
4. Non expected interferences

Such changes would require to analyse the impact in the schedule

Baseline and Re-Baseline Document Controls Approach

Revision A is assigned during the tender process. If the contract is awarded,
then the Baseline becomes Rev 0.

Subsequent revisions will follow 1, 2, 3 and so on.

The last revision supersedes the previous version and is the basis for
measuring impacts in both time and progress and therefore governs all project
management decisions.
