Malaysia Fire & Rescue
Department (FRDM)

The Malaysian Fire and Rescue Department (Jabatan
Bomba dan Penyelamat Malaysia) is the fire and
rescue services agency in Malaysia.
THE OBJECTIVE OF THE FRDM :

to provide effective and efficient fire
prevention and fire-fighting services,
enforcement of law related to fire safety and fire-
fighting as well as humanitarian services.
THE OBJECTIVE OF FIRE SAFETY DIVISION (FSD) IN
FRDM :
to ensure premises adhered to fire safety and
preventive measures in accordance to Uniform
Building By Laws (UBBL 1984) or other related laws.

Fire Safety Division (FSD)

Action taken by FSD to achieve its objective :
a.To study and certified newly designed building by
ensuring that it complies to fire requirements.
b.To coordinate and analyses the effectiveness of
standards and code of practice used.
c.To monitor and coordinate the study of plan and
issuing letter of recommendation for Certificate of
Fitness for Occupation at the state level.
d.To coordinate, organize and prepare educational
guidelines in its efforts to enhance public
awareness on the importance of the fire
prevention..

Uniform Building By Law
(UBBL) 1984

The objectives behind the formulation of the UBBL 1984 :
1.Set a standardized building regulations for the whole of
Malaysia and applicable to all Local Authorities and
building professional.
2.Clarify line of legal responsibilities for the buildings with
clear definitions on the Principal Submitting Persons.
3.Regulate architechtural, structural, health and safety,
fire protection capabilities and constructional
requirements of buildings ; with clear references to the
approved standards.
4.Expedite the processing and building approvals and
occupation of buildings

Fire Prevention Procedure

In case of fire :
1.pull the fire alarm station.
2.If it is safe and you are trained to do so, use the
correct fire extinguisher to put out the fire.
3.Begin evaquation procedures as described below.
4.Once evaquated, inform the authorities of the location
and nature of the fire, the unsafe exits, persons
requiring existance and other pertinent details.
5.Remain available to the responding security agents to
provide details for the incident report.

Fire Prevention Procedure

In the event of a fire alarm in your building :
1.Secure any hazardous materials before leaving and
perform any required equipments shutdown procedures.
2.Evacuate the premises in a swift, orderly fashion using
the nearest safe exit.
3.DO NOT use the elevators.
4.Follow the instructions of the evacuation team.
5.Provide assistance to persons with disabilities or with
special needs.
6.Move completely away from the building. Go to the
designated meeting point, as directed by the evacuation
team, or move at least 100 metres away from building.

THE EMERGENCY ACTION PLAN

Every premises should have a disaster management
plan / manual or emergency response (action) plan
(ERP) that can be implemented in cases of fires or
other disaster. The ERP provided must be adequate
with local available resources such as personnel
strength, equipment and facilities.
Comply with legal requirements: :

1.Fire Services Act 1988
2.Uniform Building By-Laws 1984
3.Occupational Safety and Health Act 1994

THE EMERGENCY ACTION PLAN

3 things to be considered in preparing the ERP:-
1.VACANT - plan to vacate the building/ premises/
workplace by evacuate the people.
2.DISASTER - any incident whether natural or human
factor, which occurs suddenly and causes injury or death
and damage to the property and the environment and
causes disruption to daily work activities.
3.ASSEMBLY POINT - a gathering place that is a location
away from the location of fire / disaster. Areas that are
safe and protected from fire / disaster hazards.

What is an Evacuation Plan?

Evacuation means exiting a facility as directly and safely as
possible. Evacuation is appropriate when conditions inside a
structure pose a threat to the health and safety of building
occupants and leaving the facility is safer than remaining inside
of it.

An emergency evacuation plan aims to prepare employees
with information that enables them to evacuate a building as

quickly and safely as possible. Every employees should be
familiar with several ways to leave the building and know a safe

meeting place outside the building.

Purpose

Fire preventive
measures is to prevent
an actual fire accident
from happening

General safety measures

Never pile or lay material in a way that it
covers or blocks access to firefighting
equipment.
Make sure to use only approved containers
for the separation and disposal of
combustible refuse. Remember to always
replace the lid.
Never store flammable materials within 10
feet of a building structure.
Stack and pile all materials in orderly and
stable piles.

General safety measures

Never let unnecessary combustible materials
get accumulated.
Make a periodic clean-up of entire work site
and keep grass and weeds under control.
Regularly dispose of combustible debris and
scrap from your work area.
Use only approved containers and tanks for
storage, handling and transport of combustible
and flammable liquid.
Always perform evaluation procedures before
performing operations that present fire hazards
like welding.
