Branch commenced with Thamizh Thai Vazhthu.

Dr. A.K. Ravikumar, Hony. State Secretary: He welcomed and announced the members
who joined the meeting directly to sign in the register & the members joined virtually to rename
their device with their Name and mention the branch to which they belong. Members to put their
name, Cell No. & the branch name in the chat box for the attendance. He requested, unauthorised
person not to attend the meeting.
AGENDA05: HOMAGE TO THE DEPARTED COLLEAGUES.
Members of IMA TNSB stood for two minutes and paid homage to the 107departed colleagues
since the last General body meeting.
AGENDA06:STATE PRESIDENTADDRESS BY DR. P. RAMAKRISHNAN:
Wishing the leaders on and off the dais and the members, he had congratulated Past State
President Dr S. Kanagasabhapathy and Dr. P. Lenin, Past State Vice President and the office bearers
of IMA Kumbakonam for the nice arrangement and hospitality. Main agenda of this meeting is to
pass and adopt the statement of accounts for the year 2020-21, so as to renew the Society &to
approve the minutes of 77th GB held at Erode & 308th and 309th SCM Minutes.
He appreciated the member's hard work and involvement in treating the patients during the
pandemic, where we lost around 1600 members in all India level and around 146 in Tamilnadu. He
thanked the Govt. who came forward to help the family of the deceased with Rs. 25 Lakhs and IMA
HQs. with Rs. 10 Lakhs. Our activities during the pandemic were recognised by the central and the

state Government. He requested the members to abide by the rules of IMA TNSB during the
election process to elect the President, Secretary and other office bearers for 2022 & 2023. He
appreciated the chairman and the members of the fact-finding team for their sincere effort to carry
forward the case till now. State President also thanked the members for their generous contribution
towardsAction fund. He asked the members to maintain the dignity during the proceedings.
AGENDA07:HONY. STATE SECRETARY REPORT BY DR.A.K. RAVIKUMAR:
Greeting the leaders on and off the dais, he said, IMA TNSB is the second largest, but our
activities are leading and giving guidance and we are the forerunner for entire country, we must feel
proud for it.
On 11.12.2020 Dr. P. Ramakrishnan took over the charge of State President in the
presence of Hon'ble Governor of Telangana Dr.Thamilisai Soundararajan.
We had received 52 National award from IMA HQs. Dr. C.N. Raja and Dr. A.K. Ravikumar were
adjudged the best State President and State Secretary respectively.
The solatium amount of Rs. 25 L sanctioned to 35 martyrs by the Govt. of TN. IMA TNSB
has given solation of Rs. 2 L to 41 of 49 applications received.
Mixopathy and hunger strikes went on smoothly between 1st to 14th Feb 2021. National
leaders visited various places and joined the hunger strikes as well. A bike rally started from
Kanyakumari and ended at Chengalpattu making awareness to public on mixopathy issues. A
biggest contingent from TN participated in the strike on mixopathy in New Delhi. We wrote letters
to the Vice Chancellor of Dr. M.G.R Medical University not to encourage and take classes for the
AYUSH medical practitioners.
IMA TNSB had requested the Govt. to give first preference to the health care workers for
COVID vaccination, and the Govt. has given preference. In vaccination drive, many hospitals
have come forward and registered as vaccination centres. Dr. P. Ramakrishnan and Dr. J.A. Jayalal
were the first to take vaccination along with the then Health Minister. IMA TNSB has donated Rs 4
L for free COVID vaccination in the remote areas of Coimbatore, under CSR funding announced by
the Govt. of TN.
Standing Committees are doing well. IT Wing is helping us in all the webinars and in State
Council hybrid meetings. Sports and FineArts Committee are doing good.
Medical practice standardisation committee has been rolled out and they are framing the
various standards of medical practice, including white papers on insurance which would be
represented to IRDA, hopefully the problems of insurance will be over soon.
Academic committee is conducting various webinars, where the participation of the
members are good. 307th SCM, 308th SCM and 309th SCMs were held at Chennai, Erode and
Madurai respectively.

NATCON 2020 was conducted successfully, where Dr. J.A. Jayalal took over as the
President of IMAHQs.
State Presidents and Secretaries meet held in New Delhi in January 2021.
State Secretary appreciated the members for donating Rs. 1.16 Crores generously to the
Action fund, from which Rs. 50 L was given to the Hon'ble Chief Minister fund, and Rs. 14 L to
IMA HQs.
The membership enrolled are less due to Covid, however the drive should concentrate on
the JDN/MSN, so as to get more members.
My branch My house Project- He encouraged the branch to have their own land and
building.
Go green project- Sport committee has under taken this project and planned to have world
record event by next month.
BMW Plant Project- Bio Medical Waste Committee is in full swing to establish our own
plant at Ramanathapuram district and hope it would function this year end.
Installation ceremony of new office bearers were held in various branches, where State
President and State Secretary participated.
Various Health related projects of Govt. & World bank in which IMA TNSB is also a part.
TN Health Policy-Vision 2030 to build an eco-system for quality with multi stakeholder
involvement & strengthen the health system at all levels of care. Tamilnadu quality of care strategy
(TNQoCS). Tamilnadu quality enhancing structured training (TAN-QEuEST) -a program to
provide sustained comprehensive professional development through standardized training
modules. Prevention and Management of NCDs. Tamilnadu health System Reform Programme
Operational Research Programme. HealthAssembly etc.
Doctors' day was celebrated by IMA HQs., where Hon'ble Prime Minister of India Shri.
Narendra Modi addressed the Doctors virtually. Similarly, Govt. of Tamilnadu has celebrated
Doctors' Day and recognised our service. Doctors' day was celebrated jointly by Hindu Tamil and
IMA TNSB at Chennai and Coimbatore, where 5 Doctors from every district was honoured with
“Maruthuva Natchatram” award.
Women Doctors, IMA Branches, Wings & Schemes conducted lot of programmes
throughout the year. As all their activities could not be published in TIMA book, it is being
publishedas e-magazine.
Hair Donation- Service project was initiated by IMA Coimbatore and IMA Tirupur went
ahead and donated hair for 78.2 Kgs by 1113 Doctors and formed Cancer LOGO out of Hair and
made world record.

Covid activities-
Harassment of Revenue Dept.. State office guided the branches & wrote to the respective
Collectors and resolved the issues
Black marketing of Remdesivir : IMA 'S role is very important as we initially took up the
matter with the MD TNMSC. And subsequently represented to Honbl Health minister to supplyInj
Remdisvir and other essential drugs directly to the Pvt. Covid Health Centers and Hospitals.
The shortage of oxygen and bed shortagewere managed by providing beds for Covid
patients by our Members and involvement and cooperation by the local Branches with the District
Authorities solved the crisis.
Covid Treatment package- IMA represented to the Govt. of TN to revise Covid package.
Govt. of TN fixed a reasonable rate during the second wave, but reduced after the second wave.
IMAwould represent it to Govt. once again.
New office bearers of PPLSSS and FSS taken over the charges and doing good.
State Secretary congratulated the NHB team for conducting South Zone meet virtually and
discussing core issues the Nursing home face.
Paramedical seminar and distribution of certificates to the passed-out students held on 17-
4-2021. Discussed the role of Paramedics, their relationship with patients, their experience, stress
relief during this Covid pandemic, which was well organised by IMATNSB Paramedical Wing.
Branch President and Secretaries' meet held virtually.
Management committee meetings were held on 27th and 28 February 2021.
Meeting with the Government-IMA TNSB met Hon'ble Chief Minister of TN and
expressed our wishes on taking over as Chief Minster. State Secretary also expressed his
appreciation for the Govt. for announcing the solatium of Rs. 25 L to the families of the deceased.
Met the Hon'ble Chief Minister along with the Health Minster and the Health Secretary and handed
over Rs. 50 L for the Chief Minister Relief fund. Thanked the Health Minister for the press release
that, severe and stringent action will be taken on the culprit who attack the Health team.
Hony. State Secretary also congratulated 8 Doctors who have become ML'S
Land for IMA- Initiation to buy a land is on the move, It is planned to buy a land for IMA by the end
of 2021.
He thanked all the branches for supporotinstrike against mixopathy wearing black batch etc.

IMA TNSB Society has been renewed for the year 2019-20.
Dr. K. Prakasam, Past State President : When so much of income in Academic cell and
Paramedical wing, what is the expenditure. It is clarified by the State Finance Secretary that is was
Rs. 9,03,978.00/- and both the wings are running in profit.
Dr. C.N. Raja, Immd. Past State President : What is the NHB membership share collected at
State office? It is clarified that it is Rs. 1500/-.
Dr. Mariappan, IMA Coimbatore : When IMA TNSB have lot of FDs, fetching less interest from
the banks, can we lend the money to the branches who build builing at 10% interest, so as to help the
branch, as well as IMATNSB gets more income. Acommittee may be formed to initiate this project.
The clarification on interest fetched from the FD, State President replied that the interest is
accumulated.
Dr.Parameswaram, IMA Perambur : He asked clarification on expenditure Rs. 1,98,500/-, for
which the State Secretary replied that two cheques received as donation has got returned for certain
problem, and it was made alright.
AGENDA11: IMATNSB-Annual Renewal of Society Registration :
As the audited accounts by M/S Subashini associates for the period from 1-4-2020 to 31-3-
2021 had passed by the 78th AGM, State President said the Society renewal for the year 2020-21
would be initiated.

AGENDA12: STATUS REPORTS :
A. REPORT OF FACT FINDING COMMITTEE BY ITS CHAIRMAN
Dr. S. KANAGASABHAPATHY :
Greeting the leaders, he said that there was a question raised by the enquiry officer,asking, when
there is an internal audit committee, qualified auditor, Management committee and Finance
standing Committee, also a committee formed to investigate the complaint of Dr. P.K. Kesavan
could not find any problem in the accounts, how come all of a sudden the accounts are found to be
wrong? and loss of many crores of rupees.
It is clarified by the Chairman that this is not a FSS scam, but it is IMA Scam. It was first hinted by
Dr. P.K.Kesavan for Rs. 1.10 Crores in FSS. It is came on light now in 2018 when a cheque
encashed without the signature of the second signature (State Finance Secretary). Knowing the
scam happened, there was a special meeting held at Combatore where a committee of fact finding
formed by then the State President Dr. J.A. Jayalal. The Committee members of as follows:

An online complaint made on 22.08.2018 by the committee members, and met the Police
Commissioner and handed over the complaint on 24.08.2018 and Investigting officer appointed by
the Asst. Commissioner. FIR 149 filed on 06.09.2018. There was an anticipatory bail by Mrs.
Sumathi on 07.09.2018, for which an intervention petition filed on 17.09.2018 at Madras High
Court, Chennai and was objected on18-9-2018. The next hearing was listed to 24.09.2018.
During the special SCM at Madurai on 23.09.2018, a preliminary interim report was submitted
by the Fact finding Committtee. The property of Mrs. Sumathi and her various bank accounts were
projected on that day.
On 28.09.2018, a complaint was made in Enforcement Directorate.
During the hearing of anticipatory bail on 08.11.2018, on the direction of Hon'ble Justice
Dhandapani, Hon'ble Justice Elanthrayan has given bail to Mrs. Sumathi on a condition that the
builing worith of Rs.2 Crores is to be given to IMA, and the building has registered to IMATNSB.
The loss of amount at National CGP was found to be Rs. 41,70,608/-, out of which Rs. 34 L was
recovered through 3 Cheques. The remaining amount is Rs. 7.70 L.

The auditors appointed first from Erode, second Mr. Vasudevan and finally the forensic
auditor M/S Subashini associates. As per the forensic auditor report on 31.03.2019, the suspected
loss is Rs. 8,93,71,650/-, the real loss will be confirmd by the Police. The appx. Loss at FSS is Rs.
3.42 Crores.
The fact finding team have vistied the Commissioner office around 25 times and got summon
for the Chairman for 5 times. The required documents were given to Police then and there.
We were there in Enforemcement directorate for many times with auditor and got an order to
stop selling of Mrs. Sumathi's properties, even a depoit of 1.8 L in Post office has been stoppled.
An intervention petition filed at court to speed up the investigation and got direction to file the
charge sheet by 03.06.2021 by Hon'ble Justice Anand Venkatesan. It was assured to us by the
Police that it would be charge sheeted by 31.07.2021. Meantime one of our member went to High
Court requesting to instruct the Police to speed up the investigation and make charge sheet at the
earliest. So the Police got direction to file charge sheet by 01.09.2021 and handover the charge sheet
copy by 03.09.2021. The necessary documents are under the perusal ofAPP.
Dr. A. Kalilur Rahman, IMA Ramanathapuram : What are thenames appeared in the charge
sheet?, It is replied by the Chairman that the names would be known to the Police alone.
Dr. B. Venkatesan : Who was the Doctor went to court to speed up the case?. It is Dr. Ramaesh,
Chairman replied.
Dr. M. Mariappan, IMA Coimbatore : What are the names against the compoinet made to Police.
It is Mrs. Sumathi, Mr. Jeyakumar and others, Chairman replied. All the office bearer and
authorised signatories were enquired by the Police. Necessay clarifications are given to Police time
to time. Even the chellans meant for Rs. 43 L have been handed over to APP now. We will know the
names of the accused once the charge sheet framed by the Police comes from court.
Dr. Bharathi Selvan : There are numbers of internal audit committees, which must have the list of
suspecious person. If such person come to power, there is a possibility to cover up the wrongs. It is
the responsibility of the office bearers not to indulge in wrong things. Hence the suspecious person
and the office bearers then may not be allowed to contest the election on moral ground. The audit
commitees were not done their duties properly, for which they have to take responsibility and not to
contest in the election.
Dr. N. Mohandas, Chairman Election Commission : All the office bearers, authorised
signatories and the suspecious person were inquired by the Police, for which members were
summoned for many times, necessary documents were produced, clarifications were cleared as and
when asked.
Dr. C.N. Raja, Convenor-Fact Finding Committee : All the office bearers are responsible. We
could not find any direct bank transfer of fund to any Doctors, even by the Internal audit committee
and the Forensic auditors. We donot have any direct evidence to prove againt any Doctor. We are not
trying to protect any body and given freedom to Police to inquire anybody.

Dr. S. Kanagasabhapathy : The amount shown against Dr. T.N.Ravishankar has been replied
suitably by him and IMA HQs.etc. The auditor and the Police scrutinised and verified the replies.
Any accused should not be allowed to contest the election, but not the innocent office bearers.
Dr. Alagavenkatesan, IMA Madurai : The list of office bearers to whom the amount are
transferred may be informed. Chairman infomed that this information had been shown in different
meetings.
Dr. Balakrishnan : When the case is in the court, we can not bar anybody from contesting.
Innocent people should not be punished. The date of effect of constitution amendment must be
announced earlier.
Dr. N. Muthurajan, Past State Secretary : As most of the office bearers say, until unless one's
name appeared in the charge sheet, he/she can be allowed to contest the election.
Dr. P. Swaminathan, IMA Neyveli : If an office bearer who do not know the purpose for which he
signed the cheque is not desered to contest the election. We can go for a secret voting to say the
office bearers from 2008 to 2018 should not contest election. Chairman replied, if an office bearer
signed a cheque and found to be fradulent, his / her name would come as accused.
Dr. R.V.S.Surendran, Past State Presiden t:Officebearers can not say that they are not
responsible for the scam, it is the duty of the office bearer to control the activities, finance, system,
password, staff etc., it is a Collition and breach of trust.
Dr. D. Solomon Jaya, FSS Secretary : Did anybody verify the encumberance certificate of Mrs.
Sumathi's property, for she was not allowed to sell her property, ordered by the Enforcement
Directorate. Chairman clarified that Mrs. Sumathi tried to sell the property from Uttermelur, where
the Registrar had asked her to take the clearance of ED.
Dr. M. Chandrasekar Service Doctors Wing Secretary : When a cheque book is under the
control of the office bearer, the misuse of cheque by anybody is the office bearer's responsibility,
one can not run away from the responsibility. He/She can wait for the case to finish and contest the
election, and not now.
Dr. Parameswaran : Apart from charge sheet, what is the departmental decision, we should
suspend them for the dereliction of duty, for which crores of Rupees lost. If they come clean in the
court of law, then they can contest election. Even they come clean in the court of law, they must be
given certain punishment, suspend them for 3 or 5 yrs. for not done their duties properly.
Dr. N. Mohandas, Chairman Election Commission : Volunteerly no officer bearer had did
mistake. As per the constitution amendments placed in the last SCM, a member indicted directly or
indirectly in any legal proceedings or/and included in the charge sheet filed by legal bodies, he or
she will be considered ineligible to contest until the charges against them are cleared.
Dr. Karthikeyan, IMA Thanjavur : When a cheque issued by a Secretary and Treasurer or
anybody else, it is the responsibility of the Secretary and Treasurer, he cannot say it is misused by
somebody else, such person won't be allowed to contest the election, may be allowed to take a vote
on it.

Dr. Swaminathan, IMA Neyveli : We have not taken firm decision on scam for last three years,
which is still dragging. We must take firm decisions to keep up the trust of the members.
Dr. P. Ramakrishnaan, State President: The names of whom which appear in the authorised
signatories list has been given to the investigating officer, who after proper investigation, is to file
a charge sheet with accussed list in the court before 1st Sep 2021. The names appearing in the charge
sheet shall not be considered elegible to contest in the State election.
B. IMA ELECTION 2019 REPORT BY THEN THE STATE PRESIDENT Dr. S.
KANAGASABHAPATHY :
Dr. T. Senthamil Pari filed a case against IMA State office. He had sent an email to State
President on 17.01.2019 and 23.03.2019 stating “the Election should be conducted by Retired High
Court Judge or Commissioner of Advocate. He viewed IMA State office should not conduct
election and List updation, to be done only through Election Commission not through State office”.
If we conduct election with the Retired High Court Judge or Commissioner of Advocate, the
expenditure would be around Rs. 30 L, which is not possible. Lists are updated in every election as
2019 election was conducted updating the list with the staff enrolled for it. The election was
intimated in TIMA on July 2019. Nomination from 07.08.2019 to 22.08.2019, 05.00 PM.
Scrutinisation of nomination was on 25.08.2019 at IMA Hall Erode. The election conducting
agency was introduced to all the candidates assembeld. The representation made by Dr. T.
Senthamilpari on 23.08.2019 and 22.09.2019 was not adhered (IMATNSB should nominate retired
Judicial officer/Commissioner ofAdvocate to Supervise the online voting byAgency).
The result of the election was declared in the SCM at Tirunelveli. Dr. T. Senthamilpari had
asked for certain clarification on 02.10.2019, for which State President replied on 10.10.2019.
Letter sent to him on 17.10.2019 by Professional Courier.
Dr. T. Senthamil Pari had gone to High Court and filed a writ petition vide WP No. 31293 of
2019 dt. 21.11.2019, i.e Dr. T. Senthamil Pari Vs. 1. The President-IMA, 2. The Chairman Election
Commission-IMA, 3. The Returning Officer-IMA, 4. Dr. R. Palaniswamy Sate President Elect
2021. The High Court judgement was as follows.
1. Since the first respondent is not “State under article 12 of Constituion of India and as such,
the Writ Petition could not be maintained, Learned Council for the Petitioner seeks
permission of this Court to withdraw the Writ petition with liberty to pursue appropriate
remedies before the jurisdictional Civil Court in the manner recongnised by law. He has
also made an endoresement to that effect, which is recorded.
2. Writ Petition stands DISMISSED as withdrawn granting such liberty, Consequently, the
connectd writ miscellaneous petitions is closed. No costs. Dr. T. Senthamil Pari had filed a
case in District Munisif court vide O.S.No. 10 of 2020 in January 2020, ie. Dr. Senthamil

It is clarified Dr. B. Sridhar has resigned from the post of returning officer and Dr. Pandian was
the Returning officer.
An affidavit of 26 pages filed with the allegations are,
1. State President did not print and publish the Bye-Law of the Association ( It was printed
and released in Trichy and issued & was there in website)
2. Maintance Register of members in which the names of all the members of the State Branch
shall be enrolled with their qualifcation, e mail ids, mobile numbers, Aadhar number and
father's name ( in case of married lady members it is Husband's name), Photograph and
address kept upto date and the register shall be maintained BRANCHWISE.
3. Update of members & preparation of voters list of election ( it was updated by the election
committee Chairman-The branches shall be requested to pay special attenation to couple
members have given thieir individual personal mobile no./email id separatly and if not
done so, the correct details shall be procured by branch Secretary and incoportated in the
list. The state office will not be responsible for any omission on the part of the branch in
prepartion of the list for that particular branch).
4. Conducted election without preparing voters list, as totoal no. of members are 34889 but
only 27730 are in the list.
5. Software and Hardware Agency for the election cannot be entrusted with the job of
conducting election( agency is helping the election commission, election is conducted by
Election Commission).
6. Supervison of election byAdvocate Commissioner or Retired Judge
Disputes: In case of any disputes it could be raised in wiriting to the Election Commission
Chairman and his decision shall be announced after consulting with the President ( and if the
President deems it necessary, refer the dispute to anAppellate Committee).
Pray: Status quo has to be maintained in, the pending suit to decide the issues involved in the case,
otherwise the issue will become academic and no justice will be rendered in the suit. A status-quo
has to be maintained pending disposal of the suit. If the interim order of injunction is not granted the
suit still become intractuous.
Counter affidvit has been filed by all the six in the district munisif court Tambaram.
On 26.10.2021 Dr. T. Senthamil Pari had filed an intervention petitionvide O.S.No. 10 of 2020,
for the reasons stated in the accompanying affidavit, it is prayed that this Hon'ble Court may be

pleased to pass an order of interim injunction restaining the 4th respondent (Dr. R. Palaniswamy)
from assurming charge as President of the IMA TNSB fo the year 2022, pursuant to the election
result announced on 29.09.2019 in the election conductd on 23.09.2019 pending disposal of the suit
and pass any such other or further orders as this Hon'ble Court deem fit and proper and thus render
justice.
Next trial is on 03.09.2021.
Coimbatore IMABranch is in dilemma whether to go ahead with arrangements for conference
Dr. S.S.Sugumar, Past State President : As per the suggestion of Dr. T. Senthamil Pari, we had
appointed two staff and updated the list of members.As it is announced and requested, it is the
responsibility of the IMA branches to update and send the list of members to State office. Election
contesting agency can not make mistake. All the IMA TNSB members are allowed to contest
election, until unless they are convicted by court of law. If they are found to be guilt after the
election, they may be asked to leave the post.
Dr. K. Gunasekaran, President IMA Pillar City, Chennai : Congratulating the office bearers for
conducted the annual general body nicely, he said Dr. T. Senthamil Pari who chanllenged IMA
TNSB on the court must be banned from contesting election. The members whose name appear in
the charge sheet should not be allowed to contest the election.
Dr. Rajesh Babu, Organising Secretary TIMACON 2021 : we may directed whether to go ahead
to organise annual conference or not, as the case against IMA TNSB is been initiated once again by
Dr. T. Senthamil Pari. He may be asked to withdraw the case to organise annual conference.
Dr. Mariappan, IMA Coimbatore Branch : One should not go to court when opprotunitis are
there to listen ones complaint, going to Court without utilising the opportunities of IMA TNSB is
insult to it. Henceforth one should go to court, when he / she has exhausted the opprtunities of IMA
TNSB.
Dr. A. Kalilur Rahman, IMA Ramanathapuram: The constituion amendments being made now
can not control the coming election, but the next electon.
Dr. Prakasam, Past State President : The existing bye law only can bind this election. The
amendments proposed are for the next elections, can be clarifed by the Election Commission
Chairman. The code of ethics are already there in the constition book, everybody should read.
There are options in IMATNSB to challenge the election verdict, one should exhaust the options of
IMATNSB before going to the Court. Constituional values to be respected by all.
Dr. N. Mohandas, Election Commission Chairman : Dr. T. Senthamil Pari says, that then the
President did not form the appelate Committee, hence happened to go to Court. 29.08.2021 is the
date for scrutinising the contestents for election. As there is no provision to disqualify any body
beyond constituion, State President must clarify the position of Dr. T. Senthamil Pari.

Dr. C.N. Raja, Immd. Past State President : Until unless the constituion amendments are
discussed, passed in the SCM and General body, print and release, the amendments are not effected.
Dr. Parameswaram, IMA Perambur : Going to Court is not wrong, but he should have exhausted
the options in IMATNSB, that can be clarified by Dr. T. Senthamil Pari.
He need not to pay Rs. 50000/- to the State President, but to theAppelate authority if it formed.
Dr. S. Kanagasabhapathy, Past State president : As per the constition and the affidevit filed by
Dr. T. Senthamilpari, one can challenge the election paying Rs. 50,000/-. This amount is mandatary
for the President to take further decion to form the appelate committee.
Dr. T. Senthamil Pari : Giving respect to the feelings of IMA Coimbatore members and the request
of the State President and good leaders of IMA, he assured to withdraw the petition, after consulting
his advocate and ask him to take necessary action.Dr. T. Senthamil pari agreed to give a copy of
withdral to the opposite party lawyer.
Dr. P. Ramakrishnaan, State President : Accepting the version of Dr. T. Senthamil Pari, he
requested him to apply for advance hearing before 29.08.2021 when the scrutiny of nomination are
there, as this case is having a hearing on 03.09.2021. He also requested Dr. T. Senthamilpari to
give the copy of his withdrawl application, so as to pursue.
Dr. C.N. Raja, Immd. Past State President : I appreciate the decision of Dr. T. Senthamil Pari. All
the matters can be discussed in the meeting, whether scam or court case, we are here to run the
association smoothly.

REPORT OF CONSTITUION AMENDMENT COMMITTEE CHAIRMAN
Dr. S. KANAGASABHAPATHY:
The Constituion amendment introduced in the last SCM was brought toAGM as follows:
Branch Election:
i. Notice for elections is given by the election officer appointed for the purpose, usually a senior
life member of the branch, not necessarily an office bearer with a minimum of ten years as
member of the branch.
ii. The election officer is appointed by Executive committee / Management committee/ General
body, any one of the three as is prevalent in that particular branch.
iii. Adequate time shall be given between announcement and the actual conduct of elections,
usually fifteen days, with clearly stating the dates for last date of nomination, date of
withdrawal and scrutiny- the pattern of state office shall be followed in this. It should be
ensured that the information regarding the elections percolates to each and every member of
the branch.

iv. The post of president or secretary can be held only once as is practiced at the state level. The
same person may contest for other posts but not for the same post which he or she has held
before.
v. For branches with less than 100 members, the post shall be held for a maximum of three years
that too with the approval of the General body of the branch, but for branches with more than
100 members, the byelaws of the State constitution will apply which is one year for President
and two years for the Secretary. If suitable candidate is not available or if nobody has filed a
valid nomination, the election in charge shall call for fresh elections with new dates for
nomination, last date etc. On no account, no office bearer will be allowed to continue the same
office for a second term.
vi. In case of any dispute or any supervision needed to monitor the election process, the respective
branch shall contact it's zonal Vice President, who shall inform the State office and shall take
up the responsibility of monitoring the election process either alone or along with another State
office bearer and make sure that the election process is conducted in a fair manner to mutual
satisfaction.
State Election:
i. The candidates should have an impeccable record of integrity during their membership in IMA.
This includes their services as office bearers in the local branch, State level as well as wings and
schemes of IMA.
ii. In case the member is indicted directly or indirectly in any legal proceedings or/and included in
the charge sheet filed by legal bodies, he or she will be considered ineligible to contest until the
charges against them are cleared.
Further by explanation, directly will include allegations of being the accused or one of the
accused. Indirectly will include collision in execution of the crime and/or abetment of the same
or having served as authorised signatories to a money laundering action with or without
knowing.
iii. Legal proceedings will include civil/ criminal/ money laundering acts as described in Indian
Penal Code. Legal bodies will include Police, court, Enforcement Directorate or any
commission established by a legislature for the purpose of investigation.
iv. In case of the candidate raising a dispute doesn't follow the given protocol of approaching the
state President with a written complaint , either as hard copy or as email from his registered
email id, along with payment of fee for formation of an Appellate committee, and instead
approaches a court of law for redressal, the same shall be considered as breach of constitution
and the said candidate will be barred from contesting any future election for any post in IMA
until the court case is decided and a firm verdict is given.
v. Any one willing to become a state office bearer should be a member of FSS/PPLSSS

vi. It is decided to conduct election from 7.00 AM to 7.00 PM, if required extend for another two
hours till 09.00 PM.
Dr. C. Thangamuthu had given an email, quoted the constitution, “Functioning of Association 1.
Management of Association: The General control, Management and direction of the policy and
affairs of the State branch and its wings and schemes shall be vested in a body styled as the “STATE
COUNCIL”. He is asking IMAState Office to form a council to control the IMABranches.
Dr. R.V.S. Surendran, Past State President: The local branches can be left free to have their
constitution, give incentives to work with State office, need not be strict in conducting election at
branch level.

post of Secretary, Service Doctors Wing, one should be a member of TN Govt. Doctors
association. As there are many such associations now a days, the norms may be
reviewed.Dr. S. Kanagasabhapahy, Past State President said, it should be any Govt. Doctor.
All the associations are recognised by SocietiesAct. Hence, any Govt. Doctor, a member of
any association can become a Secretry of IMATNSB.
Dr. K. Prakasam, Past State President, Govt. DoctorsAssociation / Past State

President : As all the associations are recognised by the Societies Act, any Govt. Doctor
from any association become a Secretaqry of IMATNSB Service Doctors wing.
It is passed that any Govt Doctor of any recognised association can contest for the post of
Secretary IMATNSB Govt. Doctors Wing.
3. Dr. K. Prakasam, Past State President : 100% quota for the service candidates, even the
50% is insulting to us. This agiation should start from the students. We should pass a
resoluiotn here that this General body strongly opposes the 100% reservation in PG quota,
the existing 50% can be maintained.
The one week training of Ayush should be removed or optional. The above two resolution
must be passed in the interest of the medical community.
Dr. P. Ramakrishnaan, State President : The above two resolutions are passed.
4. Dr. R.V.S.Surendran, Past State President : A resolution can be passed that Tamil Nadu
must conduct counselling and fill Tamilnadu students only in the super speciality.
5. Dr. M. Mariappan, IMA Coimbatore : The resolutions of the General body may be
placed in the TIMA, which is accepted.

My journey as Hony. State Secretary is in the landing phase. It was indeed a Great experience. Last
2 years was a blend of learning, facing challenges, achievement, grooming of leadership quality,
chances to mingle with Great leaders, Experts, Govt. Officials, Policy makers, etc. Making
friendship, gaining knowledge & experience from them. The experience as State Secretary has
changed a lot in my Attitude, Aptitude, Approach. From the bottom of my heart I thank each and
every member, leaders of IMA TNSB for extending their fullest co-operation, guidance in
delivering my services to our Colleagues, Public and ourAssociation.

· Alink will be created to get the list of Registered Clinical Establishments under TNCEA.
· Dear doctors see to it that all the Clinical Establishments (Clinics, Consulting Rooms,
Hospital, Physiotherapy units etc) get registered as per TNCEA1997 (Rules 2018)
BMW Disposal : Meeting with all the Common facilitators to have uniformity across the state was
conducted and fruitful out comes obtained. STPs / ETPs : HBI Core Committee met the Hon'ble
Environmental Union Minister & represented the issues pertaining to STPs & ETPs in all HCF &
website for each HCF to upload the Bio Waste Disposal Records . CPCB agreed. a) Wherever there
is Common STPs for the entire City / Town / Village, pretreatment with sodium Hypochlorite is
enough before discharging the liquid waste into common drainage system. b) PCB will have a
common website into which HCF need to upload the BMW Disposal Records. I was part of the HBI
team in discussion with CPCB officials.
DOCTORS DAY: Appreciation to the entire team of Thanjavur under Presidenship of Dr. Sasiraj
and Thiruchengodu Branch under Dr. S. Mahudeswaran and his team for an exemplary Show
involving the Public and various other organization's and celebrating the Drs day and also
recognizing the Senior Drs.
310th State Council Meeting: It was very well organized meeting. Thanks to the IMA Thanjavur
for hosting the State Council Meeting with unforgettable hospitality and Cuisine.

STATE FINE ARTS & CULTURAL FINALS : It was a grand show well organized by the State
Cultural Team under Chairmanship of Dr. L. Yesodha, Secretary Dr. J.C.P. Price and team, hosted
and executed by Salem IMA Team under the leadership of Dr. Rajesh Sengodan and Team with the
guidance of Vetran Dr. K. Prakasam. Congratulations to all the participants from various branches
across the state and the IMA Coimbatore Team winning the overall first, Tirupur Team being 2nd
missing narrowly the 1st position by 0.5 points and Vellore team the third position. It is not the
winning (or) losing but the involvement, taking part and also for the viewers it was a tremendous
stress buster especially we the Health Care Professionals who are always under constant stress
handing Human Life.

courses. Para Medical Book for Diploma in Ophthalmic
Assistant was released. It was indeed a pleasant moment to
honor the students who are the back bones of the health care

CWC Gawhati : A big team of about 20 members

Appellate Committee : On the request of
Dr. C. Anbarasu and after his payment of Rs. 50.000 / - as per the Constitution President formed the
Appellate Tribunal on 14.10.2021.with Dr. Capt. G. Raghavelu, Dr. T. Sadagopan Past State
Presidents along with Dr. P. Ramakrishnan himself the Sitting President to scrutinize the
complaints registered by Dr. C.Anbarasu on the State President elect 2022 elections.
Notice received from Registrar of Societies : State office received a notice from Registrar of
Societies dated 05.10.2021 asking for explanation from the state office based on the allegations
raised by Dr. C Anbarasu dt 04.10.2021 regarding the President elect 2022 elections. State office
replied that anAppellate committee has been formed to enquire.
Management Committee Meetings : Thanks to Vellore team for extraordinary arrangements and
Hospitality for conducting the FSC, and MCM of FSS,PPLSSS, and NHB. On 27th and 28th in a
pleasant weather. Fruitful and useful decisions were arrived.

MSN Activities : All TN MSN CONVENTION – MEDINFINITE was very well organized by TN
MSN team under the guidance of Dr. K.M. Abul Hasan the Chairman IMA MSN TN on 3rd Dec at
KVIMS Maduranthagam. Our special thanks to Dr. Annamalai Director of the institute for hosting
the event. Our Gratitude to our National President for gracing the Occasion.
Annual State Awards : Glad and proud to record that almost 113 Branches out of 164 have actively
involved in doing Various programs. Awards committee had tough time in selecting the Winners
and Runners in Various Groups. Many Groups shared winners/ runners and many individual
awards. That shows the spirit and involvement of our members. Many would have done activities
but would not have sent the reports to state office to consider for awards.
As membership strength has increased and concentration of branches are not uniform we have to
restructure the groups.
Accolades : My sincere and humble gratitude to our State President Dr. P. Ramakrishnan for
guiding me & giving freedom to perform my duties. Thanks to Imm. Past State President Dr. C.N.
Raja and State President Elect Dr. R. Palaniswamy for their suggestions & advice during the times
of need. I recognize and acknowledge the great service and support rendered by our State Vice
Presidents Dr. G. Maragathamani, Dr. T.P. Mallika, Dr. N. Dhanapal & Dr. D. Kesavan. In fact they
took over and monitored all the branches in their respective zones. Thanks to our Finance secretary
Dr. N.R.T.R. Thiagarajan who is going to relieve me , who shouldered the financial responsibilities
all these two years. Young energetic Secretary for next 2 years for us with great vision. Credits to all
the Wings / Schemes Chairman & Secretaries and their team for their exemplary performance
during the last 2 years making the IMA TNSB to be seen as a model IMA at National Level. Praises
to majority of the Standing Committees who rendered their duties perfectly to serve the members.
My gratitude to all the Past State Presidents for their advices, State Council members for their
healthy discussion & suggestions. Special thanks to all the branch office-bearers, leaders and
members, but for their involvement and execution of activities we would not have had a smooth
credible sail for the last two years. My humble pranams to our National President Dr. J.A. Jayalal
and Dr. Jayesh M. Lele and all the National Leaders for their guidance to cruise the IMATNSB ship

1. The minutes of the 309th State Council Meeting held on 18 July 2021 at Madurai has been
passed unanimously by the members, as proposed by Dr. K. Selvam and seconded by Dr. S.
Karthick Prabhu.
2. It was decided to clear the FSS loan of Rs. 25 L taken for paying solatium and make the
remaining Rs. 20 Lakhs as FD. – Paid
3. Sweep account is to be converted to normal account. – Being actioned.
4. Health Insurances is to be made available to the staff working more than 5 years. If group
insurance is possible, other staff also can be added to it. – Noted
5. All the bigger payments are to be made through cheques only. - Noted
6. The courses conducted for General Practitioners by the CGP Wing of IMA TNSB is under
the umbrella of IMACGP HQs., hence the courses are called CGP Courses. - Noted

the post of State President Elect 2022 and Dr. T. Senthamil Pari won the election.

Dr. P. Ramakrishnan, State President : He welcomed the members and informed that this is the
last finance standing committee in his period. He expressed happiness that all the accounts are
maintained properly. He requested the Chairman to proceed. After the address by IPP Dr C N Raja,
Chairman welcomed all the members and presented the letter received from Dr T Senthamil Pari
regarding the decision of the last FSC Meeting, for him to pay the amount to the State office spent
towards the election petition he has filed in the court. Chairman informed about another letter
received from Dr. N. Muthurajan.
Dr. R. Palaniswamy, FSC Chairman / State President Elect : Dear Colleagues, greetings.
Finance Standing Committee meeting held on 27th November 2021 at Vellore.
Accounts of TNSB State office, NHB, FSS, PPLSSS, FBS, HPS and Guest Houses taken
one by one and certain clarifications asked for and cleared. Accounts for Tambaram Guest House
not presented and decided to inform the Secretary. After vote of thanks meeting adjourned for
lunch.
Resolutions passed in the FSC meeting held on 27.11.2021, 10.00 am at Vellore
1. FSC unanimously requested and directed Dr. T. Senthamil Pari to pay the expenditure of
Rs. 1,39,110/involved against the Court case. State Office and State Finance Secretary to
collect the amount.
2. Staff working in the State Secretary office at Coimbatore and NHB office at Madurai is
approved to work till 31.01.2022.
3. FSC approved a sum of Rs. 50,000/- to the Lawyer arranged for the Physiotherapy case,
after receiving the case particulars and the withdrawal court orders.
4. One more staff can be enrolled to State office in place of Mrs. Hemalatha, who is placed at
JVL Plaza and to give relieving order to Mrs. Hemalatha from State office.
5. We must consult a Tax Consultant in order to reduce the income tax for all the schemes and
effectively utilise the money for members benefit.
6. Retirement age for members above 80 years will be considered for FSS. FSS to come out
with a project report on utilising the interest for the benefit of the members.
7. With immediate effect, TAis increased to Rs. 10 per km and DAis Rs. 1000/- per day.
8. Academic Cell will be dissolved and as in the past to continue as IMA CGP. The courses

conducted for General Practitioners by the CGP Wing of IMA TNSB is under the umbrella
of IMA CGP HQs., hence the courses are called CGP Courses. CGP Wing is to clear the
dues to IMACGP HQs. (10% of the income, leaving the expenditure).
9. FSC approves to search for a vacant land,75 to 100 cents along with the State/National
highways to construct building in future.
10. Steps to be taken to dispose the acquired building/property through the court after getting
legal opinion.
11. NHB will apply for separate PAN Card with the concurrence of Advisor NHB and the
Auditor.

on a Very Very Gran Manner my sincere thanks to Erode IMA for having conducted West Zone
Sports Meet 2021. On a Marvelous and an Extraordinary way and Honored all the Participants.
Very Very Glad our IMA TNSB FSS committee and PPLSS Committee conducted their Managing
Committee Meetings Promptly and submitted the Reports Properly.
Masterpiece of this year Programme Our Doctors day Celebration "Masterpiece" of this
Year 2021 programme, is Our "Doctors Day Celebration" conducted by Other Service
Organisations (NGO) like Rotary ,Lions ,JCI, n All the Women's Organisations, by most of Our
IMABranches as per the Wish of Our "National IMAPresident Dr. Jayalal JI."
Regarding "Membership Drive Programme" Our West Zone IMA Branches Coimbatore n

and Kids Club accordingly Nearly About 22 IMA Branches in Our West Zone. My Sincere Thanks

After the last State Council Meeting at Thanjavur, on 10.10.2021 hardly a month and a half
has passed. Attended the CME of Chennai South, Chennai Metro, Chennai Velachery, Chennai
VillivakkamAyanavaram and Poonamallee High Road Branches.
Women's Wing of Ambattur Avadi Branch requires special mention as they conducted
School Health Camp and Vit D supplement given for 80 students, awareness about HPV vaccine,
Menstrual Hygiene, Diabetes, Breast Cancer were conducted in the month of November. World
AIDS Day program was also done on 27th November byAmbatturAvadi Branch.
The next most active branch is Chennai South with regular monthly CME and monthly web
series about history of medicine, Insulin in the name of Papyrus to Pump.

School Health program by Chennai South was held on 13th November to commemorate
Mental Health Day. Dr. Janani, Psychiatrist of Chennai South branch gave a talk on Mental Health
to School Students.
Swayam Project has been taken up by many branches, to name a few Chennai South,
Vellore, Chennai Tambaram, Chennai Velachery, Kanchipuram.
Evecon 2021 Paavai was conducted on 21st November in Chennai Green Park Hotel. It was
a very good conference and was clubbed with GP con and attended by the National President and
Secretary General, National Women's Wing Leaders, Women Doctors from all over the country
Tamilnadu state President, Secretary and Finance Secretary.
On 3rd December there is going to be junior doctors conclave in Karpaga Vinayaga
Medical College in Chengalpattu.

We are presenting the following quarterly activities report for the month of October to
December 2021.
All the courses of IMA TNSB CGP were conducted very well even during the lockdown
through Zoom. I have to appreciate the course Coordinators and Faculties who took special interest
in making the classes creative and attractive to the students. Even we were able to conduct theory,
practical and oral examinations via zoom. Of course, we had a few contact classes also for the
benefit of the students in all possible ways. As a result, 133 students were passed and the details
were as follows:

Also, we had our National Conference GPCON -2021 by our IMA CGP HQs hosted by
