v. For branches with less than 100 members, the post shall be held for a maximum of three
years that too with the approval of the General body of the branch, but for branches with more than
100 members, the byelaws of the State constitution will apply which is one year for President and
two years for the Secretary. If suitable candidate is not available or if nobody has filed a valid
nomination, the election in charge shall call for fresh elections with new dates for nomination, last
date etc. On no account, any office bearer will be allowed to hold the same office for a second term.
vi. In case of any dispute or any supervision needed to monitor the election process, the
respective branch shall contact it's zonal Vice President, who shall inform the State office and shall
take up the responsibility of monitoring the election process either alone or along with another State
office bearer and make sure that the election process is conducted in a fair manner to mutual
satisfaction.

B. State Election:
i. The candidates should have an impeccable record of integrity during their membership in
IMA. This includes their services as office bearers in the local branch, State level as well as wings
and schemes of IMA.
ii. In case the member is indicted directly or indirectly in any legal proceedings or/and
included in the charge sheet filed by legal bodies, he or she will be considered ineligible to contest
until the charges against them are cleared.
Further by explanation, directly will include allegations of being the accused or one of the
accused.Indirectly will include collision in execution of the crime and/or abetment of the same or
having served as authorised signatories to a money laundering action with or without knowing.
iii. Legal proceedings will include civil/ criminal/ money laundering acts as described in
Indian Penal Code. Legal bodies will include Police, court, Enforcement Directorate or any
commission established by a legislature for the purpose of investigation.
iv. In case of the candidate raising a dispute doesn't follow the given protocol of approaching
the state President with a written complaint , either as hard copy or as email from his registered
email id, along with payment of fee for formation of an Appellate committee, and instead
approaches a court of law for redressal, the same shall be considered as breach of constitution and
the said candidate will be barred from contesting any future election for any post in IMA until the
court case is decided and a firm verdict is given.
v. It is decided to conduct election from 7.00 AM to 7.00 PM, if required extend for another
two hours till 09.00 PM.

8 Regarding the filling up of the District Coordinators Vacancies in the PPLSSS and FSS
President and Secretaries of the concerned IMA will nominate and send a list to the Election
Commission Chairman, who will finalise.
9 The following are the amended rules to conduct CGP courses:
a. At a time, one person can appear for two courses only
b. One can take any number of courses
c. Duration of courses is only 6 months
d. Classes are on online and hands-on training through contact classes.

e. There will be a project given to all the candidates in the 4th month, and finish it by 5th month
and give it for evaluation.
f. Alog book must be maintained and assessed at the end of 6 months.
g. Out of 60 hrs of training, 48 hrs will be online classes (2 hours per week) and 12 hrs offline
(Contact classes and hands on training).
h. Minimum attendance to appear for the examination will be 80%, including both online
and offline classes.
i. If anybody failed and if the attendance is >80%, they can reappear by paying Rs. 5000/- as
exam fee.
j. If the attendance is <80%, they have to attend the classes again paying 50% of the total fee.
k. Marks will be written-50, Oral-50, Clinical exam-50, Project submission-25 and Log book
maintenance-25. Total marks will be for 200.Apass will be given by getting 50% in each section.
8 It is decided that the fee structure of Paramedical Course-Advanced Health Assistant (AHA)
is amended with immediate effect, as follows.

Dr. B. Venkatesan, Chairman-FSS : The report of FSS submitted in the last State Council
Meeting was not mentioned in the agenda book. Hony. State Secretary accepted to include the
report of FSS which was missed. The minutes of the report submitted by FSS Chairman Dr. B.
Venkatesan and Secretary Dr. Solomon D. Jeya during 309th SCM at Madurai is as follows.
Dr. B. Venkatesan, Chairman-FSS: Greeting the leaders and the members on and off the dais, he said
FSS I and II is doing well with the support of the members. He expressed the concern over the number of
deaths due to pandemic and heady expenditure on FSS I and II. He requested the members to pay the
additional premium of Rs. 15000/- to cover the huge expenditure.
Dr. Solomon D. Jeya, Secretary-FSS: We have collected 26th premium for 100 deaths where we have
spent for 74 deaths. The 68th Management Committee of FSS had already passed an additional premium of
Rs. 15000/- from each FSS I member as an interim plan, which would be enough for 75 deaths. The new
members joining from 1st July 2021 has to pay Rs. 20000/- as advance amount and they need not to pay the
additional amount Rs. 15000/-.

NRD Deposits - 16 for Rs. 7,62,01,696/-
AFC Deposits - 33 for Rs. 4,37,40,000/-

d. TO PASS THE MINUTES OF THE 309TH STATE COUNCIL MEETING.The minutes
of the 309th State Council Meeting held on 18 July 2021 at Madurai has been passed unanimously by
the members, as proposed by Dr. K. Selvam and seconded by Dr. S. Karthick Prabhu.
Dr. P. Ramakrishnan, State President: He had clarified two matters. A sum of Rs. 67,000/-
was collected during the SCM at Vellore for 75th State Annual Conference. During one of the FSC
meeting, it was suggested to return the money to the concerned members but after discussion Dr.
J.A. Jayalal, Dr. R. Palaniswamy and others, advised and decided to remit the amount in the TNSB
account. Accordingly, the amount of Rs. 67,000/- remitted and got the receipt.
He thanked the Joint Secretary Dr. C. Anbarasu and Asst. Secretaries Dr. S. Karthick Prabu
and Dr. S. Sethuraman for their support for last one year.
DR. J.A. JAYALAL, NATIONALPRESIDENT IMAHQS:
Greeting the State President, Immd. Past State President, State President Elect, State Secretary,
State Fin. Secretary, State Vice Presidents and other Senior leaders and members, he expressed his
happiness in attending TN State Council Meeting as a member ofIMA TNSB and the National
President of IMA. He praised the wonderful arrangement of SCM at Thanjavur.He shared his visit
at Goa, where he could see a project like “Imayam” of Erode, i.e. 130 member branch, having a
project-Dilasa, for Rs.6.00 Crores. The campus islike 5 star hotel. He got fascinated to see the
committed members of IMA. It is the passion and commitment for the society, that is the strength
of IMA. The name what we get is due to the social responsibility what we do. Like “Imayam” at
Erode, Dr. Padmanaban's project at Ambasamudram, one should come forward to do the social
activities. He appreciated the “GO Green” project led by Dr. K. Thirumavalavan. He
acknowledged the various good activities done by IMA TNSB, supported by all the members and
past Presidents. He requested the State office to share the 31000 members cell numbers to IMA
HQs. National IMA had provided login id for 163 IMA branches of IMA Tamilnadu. Branch
President can enter the details of their members in the National Portal on login. He requested the
Branch Presidents to update the details of their members, on receipt of the login id and password.
He requested the members to download the IMAApp, from which all the messages can get instantly
known.There is no Life member application or transfer application pending for more than 3 days.
The members have the facility to download the certificate, id card etc. The forthcoming CWC
meeting is going to be held at Guwahati. He asked IMA TNSB to update the CWC members list
soon and participate. An IMA Hall inaugurated in Kashmir, having a Guest house of 10 rooms
inside Srinagar Govt. Medical college. 1.5 Acres of land was donated to IMA when Dr. Farooq
Abdulla was the CM. He was happy IMA TNSB is doing lot of extra activities. National IMA also
doing lot of cultural and sports programme. National Olympiad will be held in Nasik from Oct 27th
for 5 days. 60 events and 1200 members are registered in it. It is going to be a wonderful
arrangement by IMA Nasik. He encouraged and anticipated lot of participation from Tamilnadu.
Cultural progammes are there. National IMA will be very happy if IMA Tamilnadu participate and
get the National award. He requested the members to donate generously for Corona Care. He
expressed happiness that Dr. K. Thangamuthu is going to be honoured here for his wonderful
human service. We are also trying to come out of CPA, through Consumer forum. Mixopathy case
is still going on, however the Govt has assured and the CCIM Notification of MS surgery is kept in
abeyance. He thanked all the office bearers of IMA HQs. from Tamilnadu. He anticipated lot of
leaders to come and occupy the National post, as the intellectual, integrity etc. held by our members
are par with any developed states. He thanked all the members for their support.

Crores Amalgamated now.The number of FDs are reduced now, is it difficult to maintain the
FDs?.State Finance Secretary replied that the amalgamation took place after the State Council gave
an approval, details of the amount is available and one can go through, instead of leaving the FDs in
18 banks, it is better to keep in a bank with an amalgamation, which is easy to handle.

REPORT OF THE CHAIRMAN-FINANCE STANDING COMMITTEE Dr. R.
PALANISWAMY:
FSC Meeting held on 11.09.2021 at JVL Plaza. State President presided over the meeting and
Dr. R. Palaniswamy conducted the meeting. 12 of the members attended the meeting and 02 are on
leave of absence.
State President on his opening remarks said the important points to be discussed. i.e Sweep
account, release of Mrs. Bhuvaneswari from the post of Manager Guest House and to discuss about
the amount in FDs around 45-50 Crores and 12Acertificate for the FSS.
Immd. Past State President said, the internal audit committee is not required for the State office
which is scrutinised by the qualified auditor and the FSC, whereas the schemes are controlled by
the Chairmen of the schemes. He was also appreciating the State Secretary and the Finance
Secretary dealing the finances meticulously during the pandemic time.
The members of FSC suggested the State Secretary and the Finance Secretary to keep the FDs,
in a single bank, so as to get more interest. FSC Chairman thanked them for clearing the Action fund
dues from the amount taken from Academic cell and Paramedical account. Life membership
amounts have been shared to its concerned heads. It was decided to clear the FSS loan of Rs. 25 L
taken for paying solatium and make the remaining Rs. 20 Lakhs as FD.
Sweep account is to be cancelled, as it is not comfortable to monitor it.
Health Insurances is to be made available to the staff working more than 5 years in IMA TNSB
Including wings/ schemes. If group insurance is possible, other staff also can be added to it.
The bigger payments are to be made through cheques only.
On CGP courses- a clarity is needed how may are joined in it. The courses fee paid cannot be
returned to the individuals. In case of pandemic, the individuals can join when the pandemic is
over.The courses conducted forGeneral Practitioners by the CGP Wing of IMA TNSB is under the
umbrella of IMA CGP HQs., hence the courses are called CGP Courses. CGP Wing is to clear the
dues to IMACGP HQs. (10% of the income, leaving the expenditure).
Paramedical courses are going on well.
TIMA-Congratulating the State Secretary for reduce the printing cost by reducing the number
of copies. It is requested to the Branch Presidents to forward the names of the members who need of
the hard copy of TIMA. FSS and PPLSSS office bearers requested TNSB to reduce the amount
payable based on the number of copies printed only. However, FSS and PPLSSS office bearers
have been asked to forward the names of the individuals who are in need of TIMA. It is also
suggested to print and release a special edition of TIMA with reduced pages three or four time per
year.
CME credit hours : The amount collected for CME credit hours must be mentioned for how
many members.
The solatium amount paid to the members have been stopped from 01.03.2021. As on today
only two Doctors yet to get the claim.
AMS :AMS is doing well. FSC Chairman requested the office bearers to enrol more members.
Election fund : For the question asked by Dr. N. Muthurajan, FSC Chairman replied, the
amount spent for court case is Rs. 1,39,110/-. FSC decided that Dr. T. Senthamil Pari is requested to

pay the loss due to the case filed by him against IMA TNSB Election Commission. It was also
decided to take this point to the Constitution amendment committee to make suitable amendments
in the Bye Law of IMATNSB, so that in future wewon't incura loss to IMA.
TB Initiative account is kept alive for the future programmes.
Guest house : The staff working more than 5 yrs is eligible for Medical insurance. In case the
Group insurance available, insurance can be made available to all.
National South Zone presidents and Secretaries Meet - Dr. C.N. Raja, National Vice
President Elect requested the FSC to grant Rs. 5 lakhs as an advance to organise South Zone
Presidents and Secretaries meet to be held in October or November 2021. After final settlement of
accounts, the excess amount will be added to IMA TNSB account. It was decided to grant Rs. 5
Lakhs as advance for the South Zone Presidents and Secretaries meet which is to be returned for
which a separate account should be opened.
NHB - Around 1300 renewals are pending. The deposit of NHB for this year is Rs. 14 L.
Another Rs. 6 Lakhs and Rs. 16 lakhs would be deposited soon.
PPLSSS -There is a difference in the amount deposited and the membership enrolled. It is
explained by the Secretary, the membership numbers are varying time to time depends upon the
members renewing and leaving without payment.
Suspension of Mrs. Buvaneshwari- It is decided to pay the dues Rs. 2.00 Lakshs to Mrs.
Bhuvaneswari and relieve her from her position.
Rewriting of accounts-The accounts said to have re-written by the Auditor is to be produced in
the forthcoming Management Committee Meeting. IT Return submitted.
The expenditure during handing over the office is found to be high. FSC Chairman insisted
only for four employees in PPLSSS. The 10% yearly increment paid to Mrs. Hemalatha is to be
recovered as only 5% is allowed
The Sankara apartment EB bill found high. On clarification it is found, during lockdown
EB readings were not taken, the higher amount is being adjusted in the next reading.
FBS : Max. limit is Rs. 60,000/-. Secretary can decide on the seriousness of the illness, however
the amount should not exceed Rs. 60000/-.
FSS : Accounts are maintained well. Staff increment only 5%. A sum of Rs. 25 L paid from
FSS II toAction fund as advance would be paid back by IMATNSB.
He thanked the IMA Thanjavur branch for their beautiful arrangement and the hospitality.
He also requested the members to come and attend 76thAnnual Conference at Coimbatore.,
Dr. K. Thangamurthu, Legal Committee Chairman : He insisted for the hard copy of TIMA
for all the members, when they paid Rs. 800/- when they joined IMA. PPLSSS and FSS are paying
amount for advertisement, so as to reach the information of renewal etc. to each member. Hence he
requested to send TIMA to all, or at least to all the PPLSSS members, as per the list we will send. I
have been insisting for the internal audit committee for the state office which is constitutional at
National IMA. As it was agreed to form the internal audit committee, it is formed, who are the
members. When the amounts of PPLSSS and FSS going to State office, who is auditing the
accounts. State office is the place where the scams are like Alibalakuhai, it is turned out to be a

place of scam. He insisted for the confirmation of the committee formed with the names of the
committee. It is the constitutional requirement.
Dr. R.V.S. Surendran, Past State President: During 2015, the same demand was came and it
was decided to defer the demand.
Dr. N. Muthukumar : How it is right, not to nominate an internal audit committee, thinking
that it wouldboss the State President and the State Secretary. It should not go this way, I won't
allow.
Dr. R.V.S. Surendran, Past State President : We had brought a mechanism that may be
implemented now, selecting among the State Council Members.
Dr. S. Kanagasabhapathy, Past State President / Chairman - Constitutional amendment
Committee : We can pass the amendments in this council, approved by the General body and can be
implemented vide proper amendment in the Constitution book.
Dr. N. Mohandas, Chairman Election Commission : Referring Page No. 47 of Constitution
book, Appointment of Auditors and legal advisors and sub para iii said, internal auditor shall be
nominated at the Annual Meeting of the State Council every year from among the State Council
members, which will scrutinise the accounts and give their comments and send their observations
every month to the Chairman of Finance Committee.
Dr. A.K. Ravikumar, Hony. State Secretary : The audited accounts are only submitted to the
FSC in every quarter. FSC go throughthe entire account and point out the mistakes if any and it is
cleared to them subsequently. When there was an internal auditing committee which audited the
accounts of PPLSSS and FSS, there was a scam. Auditing by non professionalise the doctors will
not be of any use.
Dr. K.Thangamuthu : There is a mistake in the audited accounts itself, eg. the amount sent by
Dr. Abdul Khudoose was returned during the time of Mrs. Sumathi, nobody had noticed. When
there was an internal audit committee, there was scam, if there is no internal audit, how much more
can be the mistakes. Why didn't we include the state council members in the auditing system said in
the constitution? Why the constitution was not followed?
Dr. R. Palaniswamy, FSC Chairman : I have been receiving account after duly audited by the
qualified auditor for State office, wings and schemes for FSC. Even the accounts are received from
them every month for additional scrutiny by me.
Dr. R.V.S. Surendran, Past State President : During 2012, as a Standing Committee
Chairman, I have suggested to bring internal audit committee, but the National President said it was
difficult for us to prepare balance sheet. There was no final decision on it, which is prolonged till
2019 Constitutional amendment. There was no mention of internal audit till 2019 constitutional
amendment.
Dr. C.N. Raja, Immd. Past State President : As per the statement of Dr. K. Thangamuthu, it
appears that there was no accountability or audit in the State office accounts, which is not accepted.
There is a Finance Standing Committee contains State Council members only scrutinising the
accounts. In additional there are invited members among the past Presidents. Vice Presidents
invited, so as to know the accounting system and scrutiny of accounts. The audited accounts have
been gone throughby the State Secretary, State Finance Secretary and then to the FSC Chairman
before it come to FSC meeting. FSC meetings are conduct for a whole day and discussed every
accounts. What is the necessity of repeating of the same exercise again? What would they find out?
you may dissolve FSC and have only internal audit committee. Names are different, whereas the
exercises are the same.

Dr. K. Selvam, IMA Kodambakkam Branch : There is drawback in the group insurance, if
they happened to leave IMA, they have to go for another insurance. If you want to help them, go for
individual health insurance.
Dr. Capt. G. Raghavelu, Past State President : Group insurance is taken for the number of
people, where anybody can go and come, but for the particular number of people, the insurance is
covered.
Dr. R. Palaniswamy, FSC Chairman : Dr. Capt. G. Raghavelu is working on the group
insurance. If it is suitable, we can have group insurance for all the staff or the individual insurance
for the staff working for more than 5 yrs.
Dr. Capt. G. Raghavelu, Past State President : When the internal audit committee was
formed for FSS with the eminent people, they could not notice the mistakes happened. Now, the
FSC is consists of the State Council members scrutinising the accounts thoroughly. State office is
not done a big mistake for not appointing Internal Committee, as the same work is done by the FSC
Committee.
Dr. J.A. Jayalal, National President-IMA HQs. : IMA Schemes is an autonomous body
having internal audit committee submitting accounts to FSC. If State office is appointing internal
audit committee, it has to audit the schemes accounts once again, where the conflict of auditing.
Scheme is different from wings and State office. If required, the standing committee members
(FSC) can be increased. Making too many committees makes confusion.
Dr. A.K. Ravikumar, Hony. State Secretary : FSC is the standing committee, which can visit
the state office and inspect the account of state office at any time, they can behave like an internal
audit committee.
Dr. S. Damodaran, Past State President : Where is the Project Committee amount
amalgamated in toState Secretary clarified that the amount was amalgamated in Rs. 94 Lakhs. Out
of the total Project Committee FDs, which over is matured is, i.e Rs. 18 L is amalgamated along
with 17 other FDs (Total 18 FDs) and created a single FD for Rs. 94.60533 L.
In the Statement of accounts, it is mentioned- Finance Standing Committee monthly
statement. How is it possible FSC to give monthly statement, it can be IMA TN State Office
monthly statement.
Dr. B. Venkatesan, Chairman-FSS : Thanks for retuning the FSS loan of Rs. 25 Lakhs. As per
the discussions at FSC meeting, FSS office would send the list of members whom you may send
TIMANewsletters regularly.
Dr. R. Palaniswamy, FSC Chairman : It is discussed in FSC meeting, but it will be finalised
in the State Council meeting. However, the individuals can send their request individually or
through FSS office, whom a hard copy of TIMAwill be send.
Dr. A.K. Ravikumar. Hony. State Secretary : We have written letters to all the branch
Presidents and Secretaries to inform the members to communicate with the State office for their
need of the hard copy of TIMA. As the elections are over, we have the fresh list of 31000 members
with new cell numbers. We have communicated to all through SMS and requested for the demand of
TIMA Newsletter. We have got demand from 400 members. It is seen the hard copy of the TIMA is
wasted which is wastage of money. Hence those who need can be issued with the hard copy of
TIMA. Even the link of the TIMAdrive can be sent to all the members through sms.

Dr. R. Palaniswamy, FSC Chairman : It is simple if FSS office can inform the members to
send a letter to State office and the TIMAwill be send as hard copy.
Dr. G.S. Vijayachander, IMA Chennai Perambur : There was an announcement that those
who are havingdues for attended Andaman State Council is not eligible for voting.I have paid the
due amount to State office. There are few who elected having due for attended Andaman SCM. Are
you going to collect the dues from them or going to return the amount what I had paid.
Dr. A.K. Ravikumar, Hony. State Secretary : We have requested all the members who got
elected to pay the dues if they have and all have agreed to pay as well. It will be moral duty for at
least the candidates who are going to occupy State post to pay the dues.
Dr. A. Rajendran, IMA Branch Thanjavur : If a member is a defaulter as not paid the dues,
he cannot contest the election. When there is dispute against Dr. T. Senthamil Pari for caused loss to
IMA, why did you allow him to contest? Weshould have collected the dues and allowed him to
contest, how do you ask him to pay now? In future no candidate should be allowed to contest if
they have dues if any. Dr.A. Rajarajeshwar did not return the money taken for the society work.
Dr. R.Anbarasan, IMABranch Pattukottai : Every zone should have one member, one SCM
member and one Past State President along with the State office bearers to form any committee like
FSC, Fact finding Committee etc. The staff working for more than 5 years should be an honest
person. Individual health insurance is preferable for staff. TIMA News letter can be posted to all
requesting for.

the names of the members who do not want TIMA News letter than requesting from the members

Election commission chairman Dr.N.Mohandas said ,
Everybody appreciated the election contested by IMA TNSB. Dr. N. Mohandas-Election
Commission Chairman, Dr. A.K.Ravikumar-Returning Officer and some of the candidates/
representatives of the contestants were there in JVL plaza where the election conducting agency
team were there all three days. Past National President Dr. Ravi Wankhedkar was appreciating the
election conducted over the phone. There was an objection by Dr. C. Anbarasu stating the election
conducted was unfair, tampering, invalid votes. The words used are hurt me. The elections were
conducted as per the constitution. The election process was explained over the zoom meeting and
all are satisfied with the proceedings including Dr. C. Anbarasu who had signed, but he had
neithersent his representative nor he was present during the election process. Dr. B. Sridhar also not
present, but talked over the phone that the election is going on genuinely and he need not be there.

On completion of the voting time, the voting was tried and found not possible by the candidates or
their representatives who were there. .As per the opinion of the contestants and the constitution, the
results were counted on 27.09.2021. Earlier, 1st link sent at 3.00AM, 2nd link at 05.30AM. Though it
was sent earlier voting process started only by the stipulated time ie 7 am for president elect .
Sending branch wise links would consume days. The request to send the links to the members as per
the branches were not requested by the contestants.
Dr. C. Anbarasu, Contestant for State President Elect 2022:WhenI have asked for the
branch wise voting and I have been asked to ask the clarification in the State Council meeting. There
are 12 members who have got double entry in a particular branch.
Dr. R. Anbarasu, IMA Pattukottai: The election was conducted genuinely, such elections are
to be continued, no re-election is required.
Dr. A.K. Ravikumar, Returning Officer: The link might have gone twice, if the particular
Cell was switched off or out of range when the link was sent earlier. The member can vote only once
against the particular cell number and even ifmore number of links are sent to the same number once
voted one cannot vote again which was very well demonstrated during demo session to candidates.
Dr. J.A. Jayalal, National President IMA HQs:The election declared is the final. Only the
State President to talk to the members and no personal talk during the State Council meeting.
Decorum of the State Council is to be maintained. Any objection is to be made to appellate
committee.
Dr. N. Mohandas, Chairman Election Commission:I will not recommend any appellate
Committee for the election conducted and result declared, as the election conduct was very
genuine. State President approved his words.
Dr. P. Ramakrishnan, State President:Election was conducted in a transparent way, no
mistake committed.
The winners of the elections were called to the Dais and honoured.

Dr. A.K. Ravikumar, Hony. State Secretary:Whenever, wherever there is a problem in our
medical profession, we remember Dr. K. Thangamuthu. who can support us, guide us and reply on
behalf of us. State office decided to honour him for his service for IMA and to preserve his
documents for future use. We should have a Library, to preserve the same, so as to refer it any point
of time.Resolved to preserve the Replies written by Dr. C. Thangamuthu as books in State office for
future reference and training purpose.
Dr. S. Sasiraj, President IMA Thanjavur Branch: Man started to think 20000 years ago,
Agriculture revolution 12000 years ago, Scientific revolution just 500 years ago. Scientific
revelation have grown very large. Comparing Medical revolution, engineering revolution has gone
far behind. There is a discrepancyalways in the engineering revolution. As there is not much
medical revolution comparing scientific revolution, the world has pushed the medical professionals
far behind. We have found a person more than any indemnity bond, worth many crores who is Dr. K.
Thangmuthu. The answer he gives is enough to stop the case. IMA Branch Thanjavur has come
forward to honour Dr. K.Thangamuthu with an award “Maruthuvar Meedppalar Vazhnal
Sadanai Virudhu”.
Dr. S. Kanagasabhapathy, Past State President / Past President IMA Thanjavur Branch :
Dr. K. Thangamuthu. MBBS, MS has served 21 years in Government. Since 1988, he is practicing

privately. He has served as Secretary, President IMA Pollachi branch, State and Central Council
member of IMA. He also served as Secretary and Chairman of PPLSSS and continue to serve as
Legal Committee Chairman. He has replied to many legal/ criminal/ medical/Human right/Police
cases. During 2012, Dr. MGR University and IMATNSB has awarded him as the BEST DOCTOR.
During Govt. of Tamilnadu honoured him BEST DOCTOR. He has conducted a Medical Legal
enclave with the presence of eminent High Court Judges. IMA Thanjavur Branch honours Dr. K.
Thangamuthu with “Maruthuvar Meedppalar Vazhnal Sadanai Virudhu” on 10th October 2021
during the 310th State Council Meeting here in Thanjavur.
Dr. V. Varadharajan, Past State President / Advisor NHB : There is certain relations
between Thanjavur and Dr. K. Thangamuthu. I am proud that I had nominated him as Legal
Committee Chairman when PPLSSS office was in Thanjavur. The Constitution of PPLSSS formed
in Thanjavur. Everybody should know, there is someone working for this association day and night.
People are working for IMA with all the personal problems, giving life and time.We have come here
to honour such a great personality.
“Maruthuvar Meedppalar Vazhnal Sadanai Virudhu” was bestowed to Dr. K.
Thangamuthu by IMA Thanjavur Branch in the presence of National President IMA HQs. Dr. J.A.
Jayalal, Dr. P. Ramakrishnan, State President IMATNSB and other leaders.
Dr. S. Kanagasabhapathy also honoured him with Thiruvalluvar Photo.
Dr. P. Ramakrishnan, State President: Dr. K. Thangamuthu and myself have a friendship for
last half century, studied together in Madurai, he is very simple and honest person. He has replied to
more than 1500 notices.
Dr. J.A. Jayalal, National President IMA HQs. has released the book what he compiled. State
President has come forward to meet the expense of Rs. 56000/- for printing the books.On behalf of
State office state President presented a memento, state secretary presented a Tanjavur plate.
Dr. K. Thangamuthu : Thanking the National President, State President, State President Elect
and Immd. Past President, he said it is a big honour for him. This is the place where Dr. V.
Varadharajan had made me Legal Committee Chairman. Dr. S. Kanagasabhapathy had got me the
Best Doctor Award from the Government. Even though the bill has got passed, the rules and
regulations are not framed and released, hence the Doctors are facing the problems till today. When
there was no one to safeguard the Doctors from the Consumer forum for last 25 years, the
Parliament had passed a bill to let us free from the consumer forum in the year 2019 by the support
of Dr. Subramaniaswamy . As I requested the National President, we IMA branch Leaders, State
level and National leaders can go to New Delhi and meet and thank Dr. Subramaniaswamy and
request him to make an arrangement to frame the rules and regulations at the earliest, to get rid of the
consumer act.

REPORT OF PAST PRESIDENTS BY Dr. V. VARADHARAJAN BEHALF OF Dr. K.
VIJAYAKUMAR:
Membership drive: Only 1/3rd of the Allopathic Doctors is there in IMA fold. How to improve
it. It is agreed by the Vice President of TNMC Dr. R.V.S. Surendran to get the list of all Doctors from
TNMC and will be handed over to the Chairman of the Membership drive, who will meet the
Doctors who are not enrolled and make them to enrol in our fold. We have not updated the central
list; local branches will take the list from the central IMAand update the list in the branches.

The local branches should update the correct details of the members and see that maximum
members are voting.
The record of IMA TNSB, Schemes, Wings and the branches should maintain the legal
document, other important document and details of functions conducted etc. so as to retrieve any
information at any point of time and future requirement. Documentation is important.
Past Presidents Forum congratulated the Election Commission for their performance and
conducted the election smoothly. Branch wise details of the results may not be given to the
candidates to avoid misunderstanding among the members and the candidate. There is no provision
in any election process to know who has voted for whom. The candidate contesting election should
know the rules and regulations of the election process.
Managing finance is more important by all the wings and schemes and IMA TNSB to save
tax, it is to be planned to save tax.
He congratulated the whole India and served IMA. He wished more members from
Tamilnadu in New Delhi.

REPORT OF STATE VICE PRESIDENTS:
Dr. N. Dhanapal, Senior State Vice President-South Zone: Thanking the members for given
opportunity to serve as the State Vice President, he awarded overall best performance award to IMA
Madurai, IMATirunelveli, IMAMarthandam branch, Cumbum Valley Mullai Periyar branches.
Dr. T.P. Mallika, State Vice President, West Zone : Out of 35 branches in the west Zone 15
branches are doing very well. We have activated around 20 WDW in our west zone. He
congratulated Dr. K. Thirumavalavan for the GO Green Project and thanked west zone Presidents
who took part in the project and planted lot of trees. He requested the west zone Presidents to raise
more membership and get the coin from the State President. IMA Coimbatore has won the 1st
position in enrolling more members for IMA TNSB. IMA Branches of Tirupur, Salem, Erode and
Attur were conducted various State level activities. She congratulated the Election Commission
and the candidates won the election. Thanked IMA Thanjavur for the wonderfully arranged this
SCM.
Dr. G. Maragathamani, State Vice President-North Zone:Due to Covid restricts not much
of contact meetings were conducted, but zoom meetings. Adult Vaccination CME was attended by
me for the North Zone, conducted by the State Branch, hosted by Chennai South Branch. Safe
Motherhood week was celebrated in August for the Paramedics through Zoom, where myself gave
the talk on normal delivery. The same programme was conducted by the IMATNSB along with TN
federation of Obstetricians and Gynaecologists for Paramedics of Tamilnadu. I gave a talk on
Women's health on Aditya TV and attended the AGM in Kumbakonam. Attended IMAVillupuram
building inauguration. Ambattur Avadi branches celebrated Safe Motherhood, Brest feeding and
awareness' of TB. Swayam project is undertaken by most of the IMA North Zone branches. Very
north zone branches are very active.
Dr. D. Kesavan, State Vice President, East Zone:He thanked all the state office bearers and
IMA Thanjavur benches for hosted this SCM. Thanked Cuddalore branch for headed Fine Art
programmes in the east zone and Mayiladuthurai branch for conducted the sports events.

A. MEMBERSHIPDRIVE:
Dr. P. Ramakrishnan, State President : He requested larger branches to enrol each 100
members, medium branches each 50 members and smaller branches each 25 members, so as to
show our hike of members about 2000.
B. PRESERVATION VARIOUS DOCUMENTS OF IMA TNSB, PPLSSS, FSS, NHB,
GUEST HOUSE ETC: WHATARE THE DOCUMENTS TO BE PRESERVED FOR WHAT
DURATION, WHEREAND WHO IS TO MAINTAIN.
Dr. M.S. Ashraf, Past State President : Regarding preservation of records, important
documents like Building documents etc should be preserved for life long. Documents of PPLSSS
and FSS for are to be preserved since starting through digitalisation.
Dr. K. Prakasam, Past State President : When we do not have the document, we should not
request the members to produce the evidence of attending meetings during elections.
Responsibility of preserving documents is by State office.
Dr. M. Elangovan, IMA Thanjavur Branch : As the documents are not maintained properly,
my nomination was cancelled. My nomination was accepted first, and latter it was rejected stated I
do not have sufficient years of membership. When I requested the NHB Wing, there is no record
available to verify, I may me replied now.
Dr. A.K. Ravikumar, Hony. State Secretary / Returning Officer : Dr. M. Elangovan's
membership was with Aditya Hospital where he has only 8 years duration. When the member
claimed that he has the membership in other hospital, it is verified and found it is in the name of Dr.
Balasubramaniam, there is no record in the name of Dr. M. Elangovan. Election commission
rescrutinised and found his nomination was invalid.
Dr. V. Varadharajan : Dr. Balasubramaniam was the owner of the hospital till 2009 for which I
have the evidence.Working in the hospital cannot be counted.
Dr. N. Mohandas, Election Commission Chairman : Dr. M. Elangovan's records were
checked and found his membership in Aditya hospital for 8 ½ yrs. , also he had applied the
nomination against Aditya Hospital against 3134. When he claimed his membership was with
Surya hospital, it is verified and found it was with Dr. Balasubramaniam, hence disqualified.
Dr. C.N. Raja, Past State President : Elections are called for, applications are scrutinised by
the election commission members, but the extension was given to only one member who did not
give his papers, further given date up to 8th for required papers. Why there was certain confusion?
There should not be any confusion in the election process. Why there was an advantage to one
person and why not to another person.
AGENDA 18
QUESTION HOUR:
Question 1 - Dr. S. Palanivelrajan, Past State Finance Secretary : As per the norms of the
Constitution published in 2019, the nomination for the post of State Finance Secretary should be
member of IMA, continuous membership of IMA for past 7 years, should be a member of State
Council for past 5 year, should have attended 10 SCMs., should remit non-refundable amount of Rs.
2500/-, to select the person with the above-mentioned qualification in consultation with the State
President from the own branch of the State Secretary or from the neighbouring branch of the State
Secretary, it is a nominated post. Is this norm followed for the post of State Finance Secretary? If

not, what is the use of drafting a constitution. Is it not leading to horse trading? What are the criteria
for neighbouring branch?
Dr. S. Kanagasabhapathy : Norms already given in the Constitution Book released in 2019.
The State Finance Secretary must be from the same branch of the State Secretary. If the qualified
person is not available in the same branch of the State Secretary, it can be the adjoining branches.
Dr. V. Varadharajan : State Secretary is the authority and answerable for whole finance, he
nominate the Finance Secretary of his choice in concern with the State President, preferably from
his own branch or from the neighbouring branch.
Dr. P. Ramakrishnan, State President : The incoming State Secretary will choose the
suitable State Finance Secretary from his home branch in consultation with the State Branch.
Question 2 - Dr. S. Palanivelrajan, Past State Finance Secretary : The property acquired
through the Court may be sold.
Dr. P. Ramakrishnan, State President : He requested Dr. S. Palanivelrajan to help in selling
the property by forwarding the suitable buyers.
Question 3 from Dr. K. Selvam : If a member of PPLSSS get a Lawyer notice, if PPLSSS
helps him to give reply, what is the status of his bonus? He won't be getting bonus in the next
renewal or he won't be getting the bonus for all the subsequent renewals?
Dr. K. Thangamuthu, Legal Committee Chairman : When IMA PPLSSS replies, his bonus
need not be cut. If the case goes to Court, his bonus may be cut, because PPLSSS spent lot of money
in the Court.
Dr. M. Thiraviam Mohan, Past PPLSS Secretary : The bonus will not be paid till the court
case on.There is no mention in the constitution about the bonus after the Court case. It is to be
decided and bring it to constitution. Management committee will discuss and finalise it.
Question 4 by Dr. Gowrishankar regarding Trust in IMAGobichettipalayam:
Dr. A.K. Ravikumar, Hony. State Secretary : Already a committee have been formed, the
committee will submit the report, we insist the committee to expedite the process and submit the
same at the earliest.
Dr. P. Ramakrishnan, State President : Dr. C. Thangamuthu had given an application for
Central Working Committee member, why was it not forwarded?
Dr. C. Thangamuthu : I have applied for a post of central working committee member. When I
approached the President, he refused to forward it. Similarly, a senior person was applied for the
post of State Vice President for West Zone, he refused for him also. Is there any provision to refuse
to forward the application?
Dr. Gowrishankar : We had discussed in the executive Committee meeting and decided not to
forward any member from the Trust Board, till the issue in the Trust is rectified. It is the collective
decision of the executive committee.
Dr. S. Kanagasabhapathy : It is a gross violation of the individual member's fundamental
right. If the individual member is applying for post, the President should forward to the Election
Commission Chairman to decide. If the candidate is of criminal background can be refused with
the reason. If two are applying for the same post, the President can suggest one to withdraw. As this
is the gross violation, the State office should take appropriate action against the branch.
Dr. Gowrishankar : There is misappropriation of fund in the payment of the Watchman, we

have the audio recording for that. The same is been recorded in the minute. Dr. Natarajan has not
returned the fund back. The matter is intimated to the State office as well. There is no AGM in our
IMATrust, but onlyAnnual meeting.
Dr. C.N. Raja, Immd. Past State President : Trust is different from IMA. IMA has no right to
intervene in the matters of the Trust. Only Election Commission Chairman have the power to stop
from contesting. Branch President/Secretary has no role whether to approve the application or not.
The process of routing the nomination is to know the concerned person is of your branch or
not.President or Secretary has no right to stop from forwarding the application of the individual.
Dr. Gowrishankar : IMA has lost Rs. 5000/- because of them. IMA Trust have no money to
pay the salary for the Watchman, IMA paid the salary for the Watchman. One fine morning they
started to pay the salary to the Watchman based on the instruction of the Auditor. Watchman has
taken double salary for six months. The loss occurred was accepted by IMATrust, agreed to pay the
loss to IMA, but not paid till today.
Dr. S. Karthick Prabhu, Asst. Secretary : The problem of the individual member need not be
discussed in the State Council. The committee formed for this matter can discuss and submit the
report to the State President.
Dr. V. Varadharajan : The individual members can send the application directly to the
Election Commission or through, but no case the branch can hold the application, it is to be forward
to the Election Commission. In case of any complaint against the individual member, branch should
write it to the Election Commission
Question 5 from Dr. K. Thirmavalavan, IMA Villupuram : Regarding Biomedical it is told,
a sum of Rs. 8 per bed per day. Already, we are paying Rs. 6/- per day per bed. Is it possible to make
it Rs. 6 per bed per day. State Secretary Dr. A.K.Ravikumar replied, to have uniformity, it was
decided Rs. 8 per day per bed. There are hospitals paying more than Rs. 9 per bed per day would pay
less now, State office wants to have a hold on the charge they take, because they take the amount
erratically.
Question 6 from Dr. B. Sridhar, Chairman NHB : During the election, there was a wild
allegation against me through SMS, that I have informed to the Returning officer, the President and
Election Commission Chairman also. I thank the Chairman Election Commission for warned them
through social media. I think the State office is contemplating complaint at Cybercrime in this
regard., Has it been given? Such thing should not happen in future.
Dr. A.K. Ravikumar, State Secretary: We have submitted the complaint to the Cyber Crime
through the Lawyer, but not got any reply.
Dr. N. Mohandas, Chairman Election Commission : It is not coming though TRAI. Bulk
messages are to come through TRAI, but this is not. It has gone as 20 and 40 messages, It is bulk
message which they find difficulty in tracing.
Question 7 from Dr. B. Sridhar, Immd. Past State Secretary : I got a call from the State
Office about a demand notice from the income tax department regarding , taxes paid last year
pointing out that the taxes paid did not reflect in the accounting year 19-20 and demanded
explanation. Our auditor wanted me to produce the challan of the payment. During investigation we
found we issued a cheque for Rs. 21.61 L to the income Tax department from Karaikudi account
and the cheque was sent by courier to our Auditor office. The cheque number and date were
identified and the acknowledgement tag of the courier office traced. Both were sent to auditor office

for verification. Meanwhile we checked our payments to income tax department online and found
out that the cheque we had sent to the auditor office had been paid to the income tax department
through SBI Velacherry from the auditor office with the particular DSR code on 17/12/19 and the
same had been recorded in SBI record but not reflected in the income tax department statement for
the particular year 19-20. sent by the Courier to the auditor office. To that extend it is clear.
The amount paid was for the current year not for the previous year. After talking to the income
tax department, and checking online it became clear that the amount was credited to the previous
year by mistake instead of current year and hence didn't reflect in the current year payment. It's not
the fault of the state office of the period. We actually got ITR acknowledgement for the same.
Hence I request the state office to talk to our Auditor and take suitable action to change the
payment from previous year to current year. I'm herewith handing over the relevant documents in
this regard for perusal by the state office. Actually as per statement of IT department we are entitled
for 4.95 L refund for that particular year . I request the state office to make necessary corrections
and take benefit of the refund
Question 8 from Dr. C. Thangamuthu : What is the reply for my complaint? My application
for CWC was not forwarded by IMAGobichettipalayam?
It is replied to him by the State Secretary that there is no need for IMA branch to forward the
cwc application, the individuals can send it directly to the Election Commission. Secondly, there is
a committee formed which would look in to the matter at IMAGobichettipalayam.
Dr. Gowrishankar said, when Dr. C. Thangamuthu was given the application, it is said to him
that it would be discussed and informed. However, he came and took the application and went away.
There was no chance given to us for discuss and inform him back. For another member, when he
asked us to keep the form, Dr. C. Thangamuthu fought with us and took the nomination form.
Question 9 from Dr. S.T. Prasad, IMA Erode:What is the amount fixed for collecting
biomedical wastes for the exclusive Covid hospital beds? It is replied by the State Secretary that
amount is Rs. 8 per bed per day or by weight for all, as the Pandemic is about to over.
Dr. S. Karthick Prabhu, Asst. Secretary: We appreciate the State President and State
Secretary for fixed Rs. 8, when they asked for Rs. 10. It was Rs. 6.75, members were paying more
than Rs. 9 and even Rs. 10 and Rs. 11. So, it is decided to pay uniformly at Rs. 8 throughout
Tamilnadu.Atleast 50% of the wastes are to be collected or we need not to pay the amount.
Regarding, forwarding nominations, Applications are to be routed to the election
commission by the branch to maintain one member one post, also look into any dues if any. There is
no hold, if any body can apply directly to Election Commission.

REPORTOF THE PROJECT COMMITTEE REPORT CHAIRMAN Dr. R.
PALANISWAMY : It was property acquirement and Project report changed to Project Committee
report. In order to reduce the income tax, we have planned to purchase a land at Chennai. There is a
proposal just opposite to JVL Plaza at Teynampet, area around 4 Ground. If the State Council
approves, we can go ahead to purchase the property. It will be a good asset for IMATNSB.
Dr. C.N. Raja : It is one of the very good sites, purchasing would certainly beneficial to all. He
request the State President and Secretary to approve the proposal and purchase the same.

opposite to JVL Plaza.
Dr. Rajendran, IMA Thanjavur branch : There is no objection in purchasing the property,
but there should not be any commission in between the deal.
Dr. S. Palanivelrajan : When we say there is no amount to spent for printing TIMA, how can
we by property.
Dr. C.S. Somasundarm : He has requested to buy a property in a good site, even if it getting
late.
Dr. P. Ramakrishnan, State President : We will form a committee which will study the

FACT FINDING COMMITTEE CHAIRMAN Dr. S. KANAGASABHPATHY:
The Fact finding committee have handed over two copies of the report and the related
documents along with the soft copies to the State Office, received by the State Secretary, in the
presence of the leaders on the dais.
Dr. S. Kanagasabhapathy has thanked his team for come out this report on fact finding. He
also thanked Dr. S. Palanivelrajan for his support. The report contains PPT format for 209 pages, 9
annexures contains 344 pages and supportive documents around 2000 pages. He has reiterated that
the committee was very transparent without hiding any fact and not tried to safeguard anybody. He
requested the State President to share the report to the Presidents of the branches and to the State
Council members.
The news on Scam has come out in 2015 in FSS,reported by the Past State President Dr. P.K.
Kesavan, stating Rs. 1.10 Crores missing. Then the management committee of FSS formed an
internal audit committee at Dharmapuri and audit held at Vellore, but we could not trace the report.
The office bearers of FSS in 2017 has tried to find out the fact, but could not report the fact till 2018.
State President Dr. J.A. Jayalal had formed another committee to find out the fact regarding the
complaint against FSS, during the FSS management committee meeting held at Ercard, which did
not give any conclusive report. Dr.AmuthaKarunanithi was the first person who brought out the
scam. The authorised signatories of the Guest house at Tambaram were the Chairperson Dr.Amutha
Karunanithi and the State Secretary Dr. S. Palanivelrajan. A cheque signed by Dr. Amutha
Karunanithi was left to the Guest house for the signature of the State Finance Secretary found got
cleared on the same day. She come to know through the SMS received from the bank, surprising
how is it got cleared very soon. When it is clarified, Dr. S. Palanivelrajan has not signed, he
informed the matter to then the State Secretary Dr. B. Sridhar, this is how the scam came to the light.
An extended FSC meeting was called by then the State President Dr. J.A. Jayalal, where we are
becoming the member of the fact-finding committee. The records of FSS were brought to Erode by
Dr. P.K. Kesavan and Dr. K. Thangamuthu for auditing. It was found out first that the bank
statement given by Mrs. Sumathi for auditing had been manipulated one and lot of forgery in it. Dr.
B. Sridhar had taken the bank statement at Karaikudi and found the statement is entirely different
from what Mrs. Sumathi had been giving for auditing. Initially, we thought the missing amount
could be Rs. 1.85 Crores and it was 3.00 Crores and it went on.

authorised signatories list, recovery details, Police department documents, legal documents,
Enforcement directorate, FSC meeting minutes, IMA HQ New Delhi HFC year wise details and
Total financial loss in schemes.

An online complaint made to Police on 22-08-2018 and got acknowledgement. On 24-8-
2012, the committee members along with Dr. T. Senthanil Pari met the commissioner of Police at
Chennai and handed over the complaint. Dy. Commissioner of Police and Asst. Commissioner of
Police were appraised about the complaint. An investigation office (I.O.) was appointed by the
Asst. Commissioner immediately. The F.I.R. filed on 6-9-2018. Mrs. Sumathi applied for
anticipatory bail on 7-9-18. Intervention petition for opposing anticipatory bail of Mrs. Sumathi
was filed in Madras High Court at Chennai. On 18-9-2018, PP had objected along withour
advocate and listed to 24-9-2018.An extra ordinary special State Council meeting was called on 23-
9-2018 at Madurai IMA Hall, where the preliminary interim report of the committee was submitted
to the State Council Meeting. It was decided to make a complaint with the Enforcement Directorate
and a complaint was handed over to Mr. V.V. Prasad, I.R.S. on 28-9-2018. Till then we could trace
the scam for only Rs. 2.19 Crores, subsequent amount was found later only.
During the hearing on anticipatory bail plea, the Judge Mr. Thandapani order, Mrs.
Sumathi to pay Rs. 2.00 Crore to get bail. Justice. Another Judge Mr. Elanthiranyan have come who
confirmed was said by the previous Judge. A property worth of Rs. 2.00 Crore was registered to
IMATNSB by Mrs. Sumathi.
The amount taken by Mrs. Sumathi was mainly from E Varsity for Rs. 6.00 Land IMA CGP
for Rs. 34 Lakhs. She has taken the amount from Guest house account and IMA Tambaram account
as well. In the presence of Dr. G.Gunasekaran, Past State President and Past Joint Secretary of IMA
CGP Dr. N. Muthurajan and Dr. Amutha Karunanithi, a sum of Rs. 34.00 L recovered through 3
Cheques. Balance amount to be recovered was Rs. 7.70 L. Dr. Amutha Karunanithi was the person
who got all the documents from Tambaram. Dr. S. Kanagasabhapathy has thanked her behalf of the
Fact-Finding Committee.
The Forensic auditor submitted the report on 31-03-2019. The observations made for the
amount transferred to the personal accounts for Rs. 8,93,71,634/-.
We had been to ED office during the peak of Covid. As the hearing is delayed, we made an
Intervention petition for charge sheet. On 2-2-2021, we gave a petition for direction
(Crl.O.P.No.1731 of 2021) to speed up the investigation filed in the High Court Chennai. The trial
held on 4-2-21 and 9-2-21. On 16-2-21 Justice Anand Venkatesh gave a directs the respondent
Police to complete the investigation and file a final report witing a period of three months from that
day. Considering the seriousness of the offence, there shall be a direction to the Asst.
Commissioner, EF-II. To monitor the investigation conducted by the respondent Police and ensure
that the investigation is completed within the time fixed by this court. Post this case under the
caption for reporting compliance on 2-6-21. Meantime two of our members have requested the
court to speed up the case, which delay one more month.
A summon was issued to me by Inspector of Police team IV EDF-II Central Crime Branch
Vepery Chennai-07 to appear on 16-2-21 and 10-3-21. Myself appeared before the Inspector of
Police CCB and submitted the relevant document prepared with help of our senior Counsellor Mr.
Anand David andAuditor Mrs. Subhashini.
Hony. State Secretary Dr. A.K. Ravikumar was also summoned to submit the documents to
Police. Charge sheet filed in Judicial Magistrate 1 Tambaram. First hearing was on 6-10-21.
Summons were not served to accused by the court; hearing adjourned to 8-12-21.
Recovery details like amount through Cheque and property is available in the fact-finding
report. Scheme wise financial loss in schemes also there, ie. Rs. 3.15C in FSS, Leaving the
recovery, around Rs. 1 Crore is still outstanding. Outstanding losses in Guest house Tambaram is

around Rs. 5.74 Lakhs.
It was said, on 6-10-21, charge sheet will be filed and the accused will be served with
summon, but the hearing is adjourned to 8-12-21. Official copy of the charge sheet will be served to
us, after summoning the accused only. Charge sheet filed and the function of the Fact-Finding
Committee is over. He requested the State President to form a new committee to continue the
process.
Dr. C. N. Raja, Convenor Fact Finding Committee:The complaint was started with Rs.
5000/- and went on to Crores. We did not know where and how to start, but completed successfully
with the cooperation of the Committee members and the members. It is not a simple work; it is
unusual and extraordinary work. We have not shielded or hided anybody.
Dr. V. Varadharajan : Thanking the Fact-finding Committee, he requested them to continue
and finish it. Dr.Sasiraj, President IMA Thanjavur branch also supported the view of Dr. V.
Varadharajan and requested toe present Fact-Finding Committee to continue.
Dr. K. Selvam, IMA Chennai Kodambakkam : He requested the State office to decide
whether to distribute to the members, which may be reached to the hands of the accused and cause
difficulty during trial.
Dr. P. Ramakrishnan, State President : He congratulated the Fact-Finding Committee and
the extra ordinary work done by them, the members many not be knowing what are the problem
they faced and overcome, but we know. Hence, State President proposed the present team of fact
Finding to continue and not dissolved, which is seconded by Dr. A.K. Ravikumar, Hony. State
Secretary and supported by the members unanimously.State President honoured the Fact finding
team and Dr.Amutha Karunanithi with shawl.
Dr. K. Thangamuthu, Member-Fact Finding Committee : The scam was initially reported
by Dr. P.K. Kesavan, who is in death bed now. We were there in Tambaram to collect all the old
Receipt books and records and he travelled to Erode and stayed with the auditors and gave the
details of the missing amount in FSS. We cannot forget Dr. P.K. Kesavan, we must pray that he
should recover and back to normal life soon. Dr. Rajendran of IMA Thanjavur said, Dr. P.K.
Kesavan was insulted by the few members, but we were with him.
Dr. S. KANAGASABHPATHY : He thanked Dr. J.A. Jayalal, then the State President who
nominate him as the Chairman Fact Finding Committee, Dr. B. Sridhar, then the State Secretary, Dr.
P. Ramakrishnan, State President, Dr. A.K. Ravikumar, State Secretary. He requested the President
to relieve the committee, because it is against the norms of the constitution. However, the team was
asked to continue by the State Office bearers, Dr. K. Thangamuthu, Dr. K. Selvam, Dr. C.P.
Shanmugasundaram, Dr. S.S. Sukumar and all the members in an extra ordinary situation.
Dr. R. Palaniswamy, State President Elect : As Dr. S. Kanagasabhapathy is heading the fact
finding committee, he would submit the report as and when required in the State Council Meeting.

MAHESHWARAN : Last SCM, we had released e-pamphlets on organ donation. As we got the
same in Tamil, both would be posted in the Website, individual branches can download and

distribute to the members. As we are going to shoot a short film on organ donation, we will release
the same along with the question Answer session through Crazy Mohan's You tube channel and
facebook in the coming month. Thanking the State office for the opportunity for last two years, he
assured to do more on organ donation to his best.
He also said, I have been the member of State Council since 2015, every year this list of
Office bearers sent to state Office. Even last year my name was there in the list, this year my name is
not there, out of 12 members only 7 members list forwarded to the Election Commission and I was
unable to vote for the State Secretary and I had sent a letter also in this regard to the State Office. He
suggested to paste the list of new State Council Members on the attendance register of State Council
Meeting, so as to ensure the nominated State Council member's name is updated in the State office.
REPORT OF THE BLOOD DONATION COMMITTEE CHAIRMAN BY Dr. S.S.
SUKUMAR, ADVISOR:
We have got the details of the blood donation camps from Erode, Virudhunagar and Ranipet,
others yet to start. He requested to send the details of the blood donation camps by November. We
can also conduct blood donation awareness/ paintings among the college students etc. can be done.
REPORT OF THE SPORT COMMITTEE CHAIRMAN BY Dr. K.
THIRMAVALAVAN:
He thanked all the State office bearers, Branch office bearers and the State Council members
for electing him for Joint Secretary Paramedical Wing for the year 2022-2023.
He thanked all the members who took part in the sports and Go Green activities. Zonal sports
meet conducted in 3rd Oct simultaneously in most of the zones. Finals will be conducted on 31-10-
221 at Coimbatore.
IN Go Green project, tree planation was done in most of the branches, Go Green Roof Garden
project conducted in several branches. Expecting more branches to participate in the Go Green
project, he thanked them all.
REPORT OF THE INSURANCE COMMITTEE CHAIRMAN Dr. S. KARTHICK
PRABHU:
He requested the State Office to give permission to start a new small course to know and go
about insurance. Training will be given to the front office staff to deal the front office.
Dr. K. Selvam : He requested Hony. State Secretary to take up the matter of enhancing the
package rate on interim, till they fix a new package rate. State Secretary agreed to take up the matter
in the next meeting with IRDA.
Dr. K.M. Abul Hasan, State President Elect 2023: He thanked all for elected him as State
President Elect 2023. Package rates have been increased in the PM scheme. As CM schemes are not
increased, quoting PM scheme, CM scheme can be requested to increase. CM Scheme people are
getting package rate from the individual hospital, Multispeciality hospitals. They may give
different packages We must meet the CM Scheme insurance people and get the insurance rate
uniform for all.
Regarding Membership drive, this is the best opportunity when membership concessions
are announced, we should have given more thrust and get the unregistered members to our fold.
Repeated messages can be given to the Presidents and utilise the opportunity. In JDN side we are
organising Roadshow at Chennai requesting all the PG students to come to IMA. He sought the
support of the State office bearers.

REPORT OFTHE IMAWINGS:
REPORT OF THE CGP BY DR. R. ANBURAJAN, FACULTY SECRETARY : He
requested the Presidents and Secretaries of the branches to encourage the members to join IMA
CGP. He clarified to conduct the convocation for the passed-out candidates in Diabetology for the
year 2020 and 2021, Sexual Medicine, Reproductive Medicine and Infectious Disease and
Infection Control on 21-11-2021. He asked the State Office to update the website on CGP Courses.
State Secretary asked the Faculty Secretary to give information on the same, so as to update on
website.
He requested the State Office to pay 40% of the income to the faculties of regular and 31 Guest
lectures.
Dr. P. Manivannan : Dr. Sivakumar, underwent Toxicology course seeking to refund the
money as the course was not completed, hands-on training was not conducted.
Dr. R. Palaniswamy, FSC Chairman : As it was decided in the FSC meeting Dr. Sivakumar
can contact Dr. Ganapathy and get hands-on training, no amount will be refunded.
Dr. R. Anburajan said that Dr. Ganapathy had invited the candidates to attend the hands-on
training twice and they have not attended the same. The timing of hands-on training varies, because
he can invited the candidates when the Toxicology patients are more in the hospitals not every time.
Dr. Sivakumar did not attend first time stating, it was covid time, when second time invited, he said
his family members are sick.
On the clarification of continuing Academic Cell courses, Dr. R. Palaniswamy said, the
courses will be called CGP courses only. Dr. R.Anburajan thanked all for their support.
REPORT OF THE AMS BY CHAIRMAN Dr. V. AMUTHAN:He thanked all for elected
him as the Vice President of South Zone for the year 2022.
We have branches in Madurai, Coimbatore and Tambaram. We have also revived the branch in
Tirunelveli.
The following are the symposium conducted by AMS are Symposium on Covidology for the
OGician, Symposium on Recent advances in Medical Specialities-by west Zone, Global burden of
Liver disease, Procine and Bovine Pericardial widely used etc. We were also conducted South Zone
Conference if UNAAMSNational HQ organised by IMAAMS TNSB.
Dr. R. Kannan, Secretary: Zonal conferences are conducted with the speakers of that
particular zone and IMA members. All the zones were conducted the Zonal meetings, except south,
which will conduct shortly. Due to Covid we could not do any workshops, he asked the Annual
conference organisers to give time to the same. The thing which we could not do much is that the
membership and the income to IMA TNSB. We are going to start a AMS branch at IMA Tirupur
shortly. In next quarter, we are going to have an extensive membership drive on AMS. There is a
new on reducing the LM fee onAMS from Rs. 1000 to Rs. 700/-, which will be confirmed shortly.
REPORT OF THE NHB BY CHAIRMAN Dr. B., SRIDHAR : We happened to meet the
Project Director Dr. Uma and come to know that they are going through the revision of packages
and requested us to come out with the proposal of specific packages for the multispeciality. If we are
ready, Govt. is ready to convene a meeting. State Secretary said, he himself and Dr. S.G.
Balamurugn had met her and given the required details to them.

Regarding Minimum wages, we had met the Addl. Commissioner and they are going the
constitute a new committee and the announcement may come any time.
Regarding the inspection, it is clarified that the hospital fined and if the matter is in the court, it
will be decided by the court. The commissioner assured for no more inspection. Quoting the
Lawyer, Chairman said that we can ask them to restrain the inspection and early formation of the
committee.
Dr. K. Selvam: He thanked all the State Office bearers and the NHB office bearers for helped in
the time of crisis in Chennai.
Dr. Sasiraj: Do you know whether the staff of the hospitals have the PF and ESI facility. It is
clarified the staffs were well informed by the Labour office and will be done again.
REPORT OF WOMEN DOCTORS WING BY Dr. SANTH NARAYANAN : He thanked
the members for elected her as Chairperson of Women Doctors Wing for the year 2022-23.
The following are the programmes conducted: Safe Motherhood, Project Swayam, ORS day
celebration, Brest feeding celebration, National Nutrition week, Patient safety awareness
program, Continuing Medical Education, Medical camps, Go green project and Kids club activities
as given in the agenda book.

Dr. Sivakumar, Past State President:It is every body's task to increase the life membership. At
least, by the end of November, we will show 50% growth in membership. He has given winner

Dr. K. Thangmuthu : A member namely Dr. Kanthaswamy from Pollachi has changed his
name from Annual member to Life member in 2004, but his Life membership number has not come
till today. But he had been the member of FSS since 2004 and paying subscriptions. As his wife is
died, he wants to change the nominee but not accepted by FSS, stating his Life membership number
is not there. What is the solution?
Dr. G. Maragathamani : It used to take two the three months to take the Life membership
number then. As we know as a branch President/Secretary, we forward the application for the
membership of FSS.
Dr. Rajendran : As he was the branch number and FSS , he maybe given the facility like
others, and make arrangement to get him the Life membership number.
Dr. S. Kanagasabhapathy : As he was the member of the branch and FSS, he is eligible for the
facilities due to him.
Dr. R. Palaniswamy, State President Elect : We can collect the LM fee what is applicable
and make him IMAmember,
Dr. A.K. Ravikumar, Hony. State Secretary : We will recheck whether his number is there or
not and help him what is possible.
Honouring the IMAThanjavur branch office bearers : State President Dr. P. Ramakrishnan
appreciated the wonderful arrangement of this SCM and honoured them with the shawl. Including
Mrs. Julius.
IMA Tirupur President announced the the prizes for the state level competitions on Songs,
Poems and Essay writing were conducted by IMA Tirupur and Tirupur Tamil Sangam and

President for Attur and Rasipuram branches. Second prize won by IMA Marthandam branch.

RESOLUTIONS PASSED IN 310 TH SCM AT THANJAVUR
1. The minutes of the 309th State Council Meeting held on 18 July 2021 at Madurai has been
passed unanimously by the members, as proposed by Dr. K. Selvam and seconded by Dr. S.
Karthick Prabhu.
2. It was decided to clear the FSS loan of Rs. 25 L taken for paying solatium and make the
remaining Rs. 20 Lakhs as FD.
3. Sweep account is to be converted to normal account
4. Health Insurances is to be made available to the staff working more than 5 years. If group
insurance is possible, other staff also can be added to it.
5. All the bigger payments are to be made through cheques only.
6. The courses conducted for General Practitioners by the CGP Wing of IMA TNSB is under
the umbrella of IMACGP HQs., hence the courses are called CGP Courses.
7. Three more Past State President will be added in the FSC, who with others would audit the
state office accounts and submit it to the FSC.
8. It is resolved to pass and approve the Statement of accounts for the period from April 2021
to June 2021 unanimously by the State Council members, as proposed by by Dr. G.S. Vijayachandar
and seconded by Dr. K. Selvam.
9. Declaration of election results by the state President Dr. P. Ramakrishnan for the elections
held for year 2022-2023.
State President Elect 2022 : Dr. C. Anbarasu and Dr. T. Senthamil Pari had contested for the
post of State President Elect 2022 and Dr. T. Senthamil Pari won the election.
State President Elect 2023 : Dr. K.M. Abul Hasan and Dr. B. Sridhar had contested for the post
of State President Elect 2023 and Dr. K.M.Abul Hasan won the election.
State Vice President 2022 : Dr. M. Singaravelu of Thanjavur Branch for East Zone, Dr.
Suseendhar Muralidhar of Erode Branch for West Zone, Dr. V. Saravanan of Chennai South
Branch for North Zone were unanimously elected. Dr. V. Amuthan of Madurai branch and Dr. A.
Kalilur Rahman of Ramanathapuram had contested the election for South Zone and Dr. V.
Amuthanwon the election.
