Agenda 10c :To pass the minutes of the 320th State Council Meeting – Page No. 57 Agenda 10 d :Resolutions passed in 320th SCM and Action taken : 1. The minutes of 319th State Council Meeting is resolved to be approval by the State Council Members unanimously, as proposed by Dr. K. Prakasam and seconded by Dr. T. Sadagopan 2. The statement of accounts for the months from October to December 2023 is approved and adopted unanimously by the members of 320th State Council, as proposed by Dr. L.V.K. Moorthy and seconded by Dr. R.M. Krishnan. 3. Ratification of New Branch – IMAChennai Taramani VHS Branch is resolved to approved and passed by the State Council Member unanimously, as proposed by Dr. M. Balasubramanian and seconded by Dr. A.K. Ravikumar. 4. Formation of New Branch – IMA Chinna Salem Branch is resolved to be approved and passed by the State Council Member unanimously, as proposed by Dr. K. Thangamuthu and seconded by Dr. K. Selvam. 5. Branch Rename – IMAChennai Perambur Branch is resolved to be approved and passed by the State Council member, as proposed by Dr. S.S. Sukumar and seconded by Dr. S. Damodaran. 6. A resolution is passed unanimously by the State Council to sell the Guest Houses (JVL Plaza Teynampet and Chetpet), Pallavaram House and to buy a single property near Airport. 7. The 320th State council unanimously approves online portal of payments for CME Programmes as proposed by Dr. S.S. Sukumar & seconded by Dr. M. Elangovan. 8. The state Council passed unanimously that any property purchase should be in the name of IMA branch only and not by individual or other names. All the members of the branch are equally eligible to use the property. 9. The 320th State Council approves NHB to pay ₹20 lakhs in 2 Instalments as legal contribution to IMAHeadquarters and HBI for impleading towards scientific rates and against the proposed CGHS rates if delayed by the State Government. 10. The 320th State Council approves IMA to Legally implede directly if required ,towards fixation of scientific rates as & when such need arises. 11. Considering the request and service of Dr. K. Thangamuthu and to maintain the image of the PPLSSS, it is decided to waive off the amount ₹ 10 lakhs paid to the hospital in Erode, as a onetime measure. Dr. Thangamuthu book expenses approved after receiving the copy and the Laptop for Rs.40,000/- approved. iii. Rs. 10 Lakhs approved for renovations work in JVLPlaza. 3. IMATNSB i. Finance Standing Committee appreciates hard work by Internal Auditing Committee. ii. To discuss and pay GST for CGPand AMS. iii. To create separate account for MSN & JDN and pay the share received for CWC expenses. 12


iv. CGP, AMS and Paramedical to give Rs. 5 Lakhs each towards CWC expenses. 4. TIMA i. To do the editorial change. ii. To form a separate team for editorial and marketing to increase revenue. 5. CGP To form a committee with former CGP office members to decide the remuneration for faculties and to check fees Structure. 6. FSC approved to clear CWC bills from TNSB accounts by taking it as a loan and to try replacing it at the earliest. 7. Seed money to Zonal NHB and SCM meetings has been raised from Rs.20,000/- to Rs.50,000/- 8. FSC approved NHB to conduct Conferences from NHB fund directly to settle burning issues as and when required. Also approved to take necessary man power for better functioning. 9. To send soft copy of Accounts to all FSC and IAC members. 10. Approved loans for employees, Mr. Ranjith's loan of Rs.1 Lakh, Mr. Karthickeyan's loan of Rs.50,000/- and to consider increments as per salary fixation done earlier. Spoke on “Paradigm Shift in Clinical Practice – Are we prepared? – highlighting CPA and its detrimental effect on doctors community and the role of IMAin defending our rights 31.03.2024 – Attended the Medico – legal update organized by IMA Tambaram Branch in association with Institute of Medicines & Law. 12.04.2024 – Attended inauguration of new branch. “Chennai – Taramani VHS” along with our National President Dr. R.V. Asokan State President Dr. K.M. Abul Hasan and State Secretary Dr. S. CHANDRASEKAR Greetings to all, As West Zone vice president I have attended all three IMA connect meeting on 1st of every month by our state president Dr. K.M. AbulHasandynamic state secretary Dr. S. Karthik Prabhu and Enthusiastic Finance Secretary Dr.S. Gowrishankar. this meeting is very useful to know about the state activities. I request all branch office bearers to attend the meeting without fail to know activities of IMATNSB. On Dharmapuri branch issue along with office bearers of Dharmapuri Branch, Dist Health officials and SPDharmapuri and he responded positively to settle the issue I have attended this quarterly's finance standing committee meeting and management committee meetings of FSS and PPLSSS. Regarding monthly reporting of branch activities, few branches send their activities. Some branches are missing. I request all West zone branches to send monthly branch activities report on time to myself and state office to know the branch activities and to appreciate branches and individuals at next state conference. I request all branches to do state project of ét‹ & M‰wš (d) State Vice President (South Zone) Report by Dr.A. KALILUR RAHMAN • IMA- connect 3 meeting was on zoom on 01.03.2024. Attended the meeting. • Interact with local south zone branches and motivate them to increase the IMA membership and FSS membership. • Attended the Connect 4 meeting addressed by our IMA president Dr.K.M. Abul Hasan Sir on 01.04.2024 and had an opportunity to interact with the state leaders. • Attended the Executive committee meeting on 30.04.2024 and had discussions regarding 231st CEC meeting and FSS issues. • Interact with the IMA CumbamValley regarding the doctors issues and follow up the resolving of the issue. • 2 CME programmes conducted by IMA Paramakudi. Attended the CME encourage them to increase the IMAmembership and FSS membership. • 19.04.2024 Jeevan program conducted by the IMA, Ramanathapuram. Make arrangements for the conduction of regular Jeevan programme for the public. • On 01.05.2024 attended the Connect 5 meeting and participated in the discussions. • Medicolegal CME was conducted on 25.05.2024 and attended the meeting. • South Zone CGP conference was organised by IMA Ramanathapuram and TNSB CGP wing at Viceroy Residency, Ramanathapuram in hybrid mode. More than 700 people participated in the programme. Attended the conference along with state leaders. 14

We have done the following activities : 1. 10th March 2024 IMAAMS wing of Chennai Villivakkam Ayanavaram and all Chennai IMA branches conducted a mega Sleep Awareness Walkathon to commemorate World Sleep Day at Tower Park, Anna Nagar, Chennai for the general public awareness about Sleep and Sleep disorders. Immediate Past President of IMA TNSB Dr. T. Sentamil Pari presided this event and Dr. V.S. Natarajan, Senior Geriatrician and Padma Sri Awardee participated as Chief guest and Vice president of north zone of IMA TNSB Dr. S. Kasi and all IMA branches of Chennai participated as guests of honour. 2. 13th March IMA Kanchipuram and Axles India Limited combinedly conducted World Sleep Week Program for industrial workers. About 300 laboureres participated and benefitted. 3. 14th March IMAAMS wing of Tirupur branch conducted Virtual CME. Dr. A. This event was well attended by our members of IMA. 5. 14th March IMA AMS wing of Tambaram branch conducted virtual CME on ENT perspective of Sleep Disordered Breathing to commemorate World Sleep Day from 9 pm to 10.30 pm. In this webinar Prof. Claudio Vicini from Italy spoke about The role of Sleep Surgeon in the approach to Sleep Related Breathing disorders and Dr. Sashidhar Tatavarty from Gurgaon spoke about Wearables, Smart watches, Home sleep monitoring present & future. 6. 15th March 2024 on the World Sleep Day MGM Health Care in Chennai organized CME on Sleep. Dr. Ramya Sampath Consultant Psychiatrist presented topic on Insomnia and Dr. S. Jayaraman, Consultant Pulmonologist and Secretary of IMA AMS TNSB spoke about Obstructive Sleep Apnea-Phenotypes. 7. 15th March 2024 at 6 pm Dr. S. Jayaraman, Consultant Pulmonologist and Secretary of IMA AMS TNSB conducted Face Book Live video regarding Sleep and Sleep Disorders diagnosis and treatment for the public awareness. 8. 15th March 2024 Dr. S. Jayaraman,IMAAMS Secretary. 30. 28th April,2024 IMAAMS wing of Coimbatore and CMS College of Coimbatore NSS wing combinely conducted Health Awareness CME (75thRepublic Day twenty fifth series) on Hypertension and Kidney Disease. Dr. Prabahar Consultant Nephrologist spoke on Hypertension and Kidney diseases around 75 peoples participated. 31. On 26th May Sunday to commemorate World No Tobacco Day IMA AMS all Chennai branches conducted awareness walkathon at Tower Park, Anna Nagar, Chennai. Immediate past president of IMA TNSB Dr. T. Sentamil Pari presided, Mr. A. Ravichandran, Joint Commissioner, Transport participated as A chief guest and flagging off the event, Dr. S. Kasi vice president of north zone, IMA TNSB participated as a guest of honour and all Chennai branch president, secretaries and members participated and staffs from Billroth College of Nursing participated in this awareness event. We from IMA-AMS is going to start the Courses in IMA-AMS banner, DIARIMA-2024, LAPIMA-2024 from June 2024. We are going to conduct the IMA-AMS, Tamilnadu, East Zone Conference on 22.06.2024 at TRICHY, all are welcome. IMA TNSB CGP Wing is conducting CGP Courses for the welfare of the General Practitioners, by enhancing their knowledge through the latest trend in the modern medicine. The courses conducted by this wing is being handled by the eminent faculties in the particular field. We request the General Practitioners to get benefited through attending the short-term courses, in a very meager amount of payment Rs. 25000/- only. The courses already began were Diabetology (FCD), Reproductive medicine (FCRM) and Infectious Disease & Infection Control (FCIDIC). Another 36


course which is just inaugurated was “Fellowship Certificate in Respiratory disease” (FCRD) on 26-5-2024 during the South Zone CGP Conference. The enrollment of candidates for CGP Course- Fellowship in Respiratory Disease is going on. The course is designed to coverup almost all the aspects under respiratory problems, lead by Dr. V. Nandagopal, the reputed Pulmonologist in Coimbatore. The other course what we plan is the Practical Cardiology, would be commencing soon. The "South Zone CGPConference & inauguration of CGPCourse- Fellowship in Respiratory Disease" was held as Hybrid Conference at Ramanathapuram, hosted by IMA Ramanathapuram. The Conference was inaugurated by the State President Dr. K.M. Abul Hasan through online, participated by Dr. S. Karthick Prabhu, Hony. State Secretary and Dr. B. Sridhar, State President Elect 2025. Young Doctors' Health Parliament :The Indian Medical Association's Junior Doctors Network (IMA JDN) has been instrumental in advocating for the healthcare needs of the Nation, leveraging the expertise and enthusiasm of young doctors who form the backbone of our healthcare system. In alignment with IMA's recent Health Manifesto and Charter of Demands, IMAJDN is committed to empowering young doctors and amplifying their voices in shaping health policy and practice. IMA JDN proposes the establishment of the Young Doctors' Health Parliament—a platform designed to mobilize and engage doctors under the age of 35 in meaningful discussions on health policy and community health issues. This initiative aims to mentor young doctors by experienced professionals from reputed institutions, fostering collaboration, innovation, and advocacy. IMA JDN Tamilnadu hosted the first ever Young Doctors' Health Parliament on 14 April 2024 at Hotel MGM Beach Resorts, Chennai. The theme being Non-Communicable Diseases, reputed speakers from ICMR, various AIIMS and Global Health Advocacy Incubator graced the event. 9. South Zone JDN Conclave 2024 : IMA JDN Tamilnadu is hosted the South Zone JDN Conclave 2024 & IMA JDN National Council meet on 14thApril 2024 at Hotel MGM Beach Resorts, Chennai. Various issues like emotional health, job opportunities, education, membership and workplace challenges were addressed in this event. 10. Contributions to IMAHQs activities: a) NEET SS Counselling:140 NEET super speciality seats were lying vacant at the end of the last round of NEET SS counselling. IMAJDN Tamilnadu made a representation to IMAHQs, following which IMA HQs gave a press release, demanding a third round of NEET SS Counselling. Ultimately the demand was accepted by the Government and a special round of counselling was announced. b) National Human Rights Commission meeting : Dr. K.M. Abul Hasan, State President of IMA TNSB and National Chairman of JDN gave inputs about problems faced by Young Doctors. The National Human Rights Commission meeting was on 24.04.2024(?), and it was chaired by Hon'ble Supreme Court Judge. c) Candle Light March: : IMA JDN Tamilnadu expressed solidarity against harassment that lead to suicide of a Junior Doctor in Dehradun. AATRAL FINAL YEAR CASE DISCUSSION (22.03.2024 – 30.03.2024) : AATRALACADEMIC FORUM of IMA TAMILNADU conducted RAPID FINAL YEAR CASE DISCUSSION SERIES during 22 march to 30 march for the benefit of exam going students all over the State. Clinical Case Discussions were conducted with the help of renowned professors from different medical colleges which helped nearly 5000 students all over Tamilnadu. Important Exam Cases of Medicine, Paediatrics and Obstetric & Gynaecology were conducted on an online platform everyday. Each day 500+ students attended the Case discussion and got benefited. DRUG ABUSE AWARENESS CAMP DAV School, Gopalapuram 12.04.2024 : IMA MSN TN conducted a DRUG ABUSE AWARENESS CAMP at DAV Boys Senior Secondary School GOPALAPURAM, Chennai on 12 April 2024. Thirumavalavan, IMANHBTreasurer Dear Friends, We are pleased to share the highlights from our recent activities and meetings. State Council Meeting - March 2024 - We participated in the State Council Meeting held on March 17, 2024, in Yelagiri. Key discussions included the Supreme Court's directive regarding the implementation of CGHS rates in all private hospitals. Both NHB and IMA have decided to join the case and have planned to contribute ₹10,00,000 to HBI to cover legal expenses. Additionally, it was proposed to consult with an auditor about maintaining a separate account for NHB. Financial Standing Committee Meeting - May 2024 : Our Financial Standing Committee convened on May 5, 2024, in Coimbatore. The accounts were submitted, and it was decided to increase the seed money for NHB Zonal meetings from ₹20,000 to ₹40,000. Measures to enhance attendance at future meetings were discussed, along with the introduction of awards for the best hospitals in each zone. Legal Affairs : An appeal has been filed against the Minimum Wages Act, and we have sought an opinion from the IMA Advocate about our involvement in this case. Regarding the Clinical Establishments Act (CEA), an interim stay has been obtained in another case. However, due to the Election Code of Conduct, there has been no movement on these government policy decisions in the Secretariat. NHB Hospital Renewals: We are in the process of renewing all hospitals in the NHB network. So far, we have contacted 3,000 hospitals, with 2,430 actively renewed. The remaining hospitals have been advised to renew as soon as possible. CEA Renewal System: Many of our members have reported that the online renewal process for CEA is not user-friendly. We have communicated this issue to the DMS office and urged them to address it promptly. Agenda 17 (f) - IMA Paramedical Wing by Chairman Dr. S. Nehru, Secretary Dr. V. Saravanan and Joint Secretary Dr. G. Mugunthan. Dear members, NHB Members & Paramedical Institutions, Greetings. The paramedical Wing has completed the academic year 2023-24, by conducting final exams from 03rd to 08th June 2024. The exam was conducted in 27 common examination centres, controlled by the Presidents and Secretaries of the respective areas. The exams were conducted in IMA Halls, Hospitals, Paramedical institutions/ Schools etc. We thank the Presidents and Secretaries for their sincere help in conducting the exam smoothly.The questions were received by the Presidents/Secretaries and delivered to the exam centres on time. The exams were supervised by them/their staff, with additional invigilators. We also thank the Hospitals, Schools and the institutions who gave their premises for conducting exams. The practical exams were conducted in the hospitals centrally at various places. Overall, the exams were completed smoothly. Further process of correction and announcing the result will continue. We have more than 125 registered Paramedical institutions under IMA TNSB Paramedical Wing. 10 Paramedical courses are being conducted (1 advanced course for three years, 7 are for two years Diploma courses and 2 are for one year certificate courses). In the year 2023-24, there were 2043 students admitted in I, II and III year from 90 institutions. However, only 1845 students only appeared for the final exams. Time to time test and Model exams conducted. We are trying to develop the quality of training by organizing weekly online classes on every Thursdays between 01.00 to 02.00 PM. Different Principals/Faculties from different institutions were conducting the online classes. For the academic year 2024-25, more than 25 institutions were already applied for the affiliation, most of the applications were approved and issued accreditation certificate, rest are in process, which will be completed before commencing the next academic year. We request the Paramedical institutions due for the renewal, is to apply immediately, paying Rs. 5000/- per course. No institution should continue the course without proper approval of IMA TNSB Paramedical Wing. We encourage all the IMA Branches to start IMA TNSB Paramedical Courses, which will be useful for the IMA Member hospitals, also job opportunity to many downtrodden/poor students, who are unable to go the higher studies by paying huge amount.
