We had national convocation at Chennai Tambaram headquarters on the 7th January 2024. In that number of people were awarded their fellowships and degrees. Our plan is to stress in any branch with more than 25 members to start a sub chapter. Till now we have only 350 members in Tamil Nadu. So, in this year we have started two sub chapters, one in Namakkal and one in Ramanathapuram. Fellowship in Diabetology was inaugurated and around 70 people have joined till date. In Respiratory Medicine we are about to start. In diabetic foot till now 13 people have joined. Infectious Disease CME is on 21 March 2024 between 4 to 6pm & we have the Inaugural function and CME. We conduct CME program only for inauguration of the particular course. Reproductive Medicine is already going on. In Sexual Medicine, the new batch is to be started after three months as because the old batch is yet to finish. Then the other Course is Practical Cardiology. We have planned one new course in Emergency Medicine and we are finalising the Syllabus and most probably will inaugurate after the Sexual Medicine Course. The Course Fee for each Course is ₹25,000/-. It is given as a fellowship from the National IMA. But this should only be used to improve your Clinical Knowledge. It cannot be quoted in any court of law or for any legal issues. You cannot use it as a degree. This is the thing we stress and have put it already. Eligibility should be a life member of IMA. Then he can join CGPand can enroll for the course. The CME on 21 March between 04:00 to 06:00pm, Topic is Fever Update- Evidence based approach to Investigation, Diagnosis, Management of Fever in both OPD and IP .There are three star speakers, one is Dr. Neminathan , our coordinator and is talking about fever in children. Acute febrile illness in adults by Dr. Ragunanthanan. Prolonged febrile illness -PO in adults by Dr. Suresh Kumar. REPORT OFIMAJDN / MSN BYDr. V.S. HARIHARAN JDN and MSN has been working together as a unit. I think it's my duty to present both the reports. So, the JDN and MSN team for this year has been formed with a large number of members as JDN and MSN office bearers. We have started our academic activities, online activities. We had “approach to thesis” for the PG students, that was an online CME on the 9th March 2024. The career guidance also has been started. We had unique career opportunities in Germany. So, we had someone from Germany talking to us. We have been actively doing the mental health help light. As I was sitting here, we had a distress call as well. Till now we have had supported around 20 young doctors who had suicidal tendency. We are following them up and they are in touch with us. The project was started in our state. Now it's become a national program as well under the leadership of Dr. K.M. Abul Hasan, State President. Jeevan2.0 : We have actively started doing the programs. We have done one in a factory in Chennai, one in IMAPudukottai and the other one in Erode & many more are planned. We are on a membership drive. We are visiting various colleges and we are promoting MSN and JDN membership. If any branch wants to start, we will go down to them & sit with them to help them start. 99


Job opportunity portal: Dr. S. Karthick Prabhu, Hony St. Secretary IMATNSB has been working on job opportunity portal on behalf of JDN Headquarters, which will be launched very shortly as a national program where we will try to link the requirement in the nursing homes and the requirement from the junior doctors so that it becomes an attraction for the young doctors to join JDN. We have published research papers from JDN. There are certain ongoing studies and we had the Leadership Training Program where the state President, State President Elect and our secretary had time with us planning for the year. We have planned a Young Doctors Health Parliament and a Young Doctor's Parliament along with the CWC. We are planning to do a South Zone Junior Doctor Network Conclave in MGM and we invite all the young doctors to participate there. Thanks for the opportunity. Dr. K.M.Abul Hasan,State President IMA :One of the most important activity already started from IMAJDN is the Mental Health Helpline. Dr. V.S. Hariharan,IMA JDN Chairperson and Dr. Thiruvenkata Lakshmanan, IMA JDN CoChairperson,receive calls from depressed young doctors who are even saying that they have suicidal thoughts. Both of them received the call 24/7. Once they receive the call, they connect to the psychiatrist. Surprisingly or very sadly many of the calls received by them say that they are having suicidal thoughts. This is all happening to the young doctors of today's era. Our appreciations to JDN. REPORTS OF NHB BY ITS SECRETARYDr.R.RENGARAJ: 4999 active NHB members are there & we have crossed 5000 by now. In the 319th State Council Meeting, presented our achievements, and we submitted our accounts in Finance Standing Committee. Representations have been given again and again for minimum wages. In person meeting at Mumbai and an online meeting with GIC on 16.12.2023. The points discussed were transparent empanelment, Periodic revision of Package Rates, No withdrawal of approval once sanction done, Clarity on excluded Items, No Unnecessary Deductions during Payment, assured turnaround time, dispute resolution and Periodic Review of Claim Process. In this meeting, myself, Dr. S. Karthick Prabhu, State Secretary and Dr. A.K. Ravikumar Past State Secretary, we all presented and this is an in-person meeting at Mumbai. Then they pushed to hundred percent cashless. But now it is cashless everywhere. A onetime empanelment will be given for that particular rate & once it is approved, you can go ahead. Star Health Meeting follow ups and discussion:We had a discussion with Star Health group and they need members list from IMA to form the Grievance Redressal Committee which has been agreed. National digital health claims meeting happened in Delhi & Dr. S. Karthik Prabhu, State Secretary attended it. Myself, Dr. A.K. Ravikumar and Dr. V. Seetharam attended online and important points regarding cashless everywhere and Common Insurance Portal were discussed. Insurance is going to change its face. Please be ready for that .Every hospital should be computer aware, online approvals, including OPD insurance that is going to come . District coordinator list was approved. 100


Some of our doctors are starting hospitals in other districts, chain of hospitals. They are in one place and they are starting in three to four places and they want to have a membership in their name. We will approve it. The FDs of Nursing Home Board got merged within IMAaccount. The new important point, for the NHB account need separate PAN card and GST number. Shall we go ahead or shall we continue the same thing? Dr. S. Karthick Prabhu, State Secretary: Based on the Auditor View you can go ahead. Dr. R. Rengaraj, IMA NHB Secretary : ₹5,00,000/- we have paid for the IMAAction Fund from Nursing Board and ₹1,00,000/- to Hospital Board of India as a membership fees every year. IMATamil Nadu and NHB will meet our Health Minister and Secretary to sensitize them regarding implementation of CGHS rates and rate implementation as such is not there in Tamil Nadu CEA. Legal intervention to stop CGHS rates implementation may be required. IMA headquarters and Hospital Board of India will intervene legally. Financial assistance will be extended by IMAand NHB. IMAand NHB are committed to actively engage in legal proceedings and will implead themselves if deemed necessary following the progress of the case. We request the approval from the State Council for this. And there was a East zone zonal meeting in Cuddalore which was a very well attended & till the evening the hall was full. Important points regarding the pharmacy record maintenance, renewal of CEA, new guidelines of biomedical waste management, then insurance renewal, tariff discounts and medico legal aspects were discussed. For each zones with the district coordinators and branch president secretaries we have started our WhatsApp group. REPORT OFSERVICE DOCTOR'S WING BYDr. SADHU BHAKTASINGH: On behalf of service doctors wing of IMA, we represent to the state IMA that in DPH recently one order has put as for Five years and more than five years in the same place should be transferred to other places. This is only in DPH & not in the DMS and DME side. So, we request the state IMA to represent the issue to the Director of Public Health and Preventive Medicine as early as possible. Counselling will be on 7th April 2024. Dr. P. Swaminathan, IMA Neyveli :The maternal death issue is off late becoming a big issue with district collectors ,when they are taking over the maternal death audit both in Government and Private Hospitals. It is a welcome move because it improves coordination between the Government Health system and the Private Health System. Principal Secretary Health has been very sympathetic on this issue and he has sent letters to all the collectors. But I will talk on only the point number F. It says that the district collectors should ensure that maternal and child death audit should be done on the basis of no name, no blame and no shame environment which is grounded in three ethical principles. Confidentiality, anonymity and respect. 101


The issue is there for nearly over five, six years. The present Health Secretary has taken upon himself to give such an instruction. I think it is a very good letter, a strongly worded letter to all the District Collectors. So as a professional body of doctors, IMA can convey its thanks to the Health Secretary. Dr. K. Selvam, IMA Chennai Kodambakkam expressed his concern that enquiry should not be done in public and Dr. P. Swaminathan replied that the letter is given by Health secretary for the same reason. Dr. R. Rengaraj, IMANHB Secretary : First audit should be conducted at the state level by a team of doctors. They will conduct online meeting from the state & then call for enquiry which will be very harassing. Dr P. Swaminathan, IMANeyveli : That is why the letter to collectors by health secretary says the enquiry to be grounded in the three ethical - principles of confidentiality, anonymity and respect. The instructions are clear to the collectors that the patient and their attenders should not be present along with this discussion. It should not be fault finding. It should be a way of rectifying the faults. Whether it might be by the individual and many a times it might be an administrative lapse which will have to be rectified. So it will be a scientific audit from now on instead of an emotional audit. He thanked the Health Secretary for this. He also apprised that in January when they went for a Quackery Eradiation inspection, they found a car nearby, and it had an ultrasound machine inside it. PCPNDT case was also filed. He asked the SPregarding the action taken, and the quack has been put in the Gunda Act. Members appreciated the efforts taken by Dr. P. Swaminathan in quackery eradication. I am very very happy to inform you that out of 170 branches, eleven branches have sent their projects within a week to me. Dear Vice Presidents, I'm very glad to inform South zone, north zone, east zone, west zone coordinators and members are appointed. First of all our IMA Attur have conducted so many projects especially for our adopted home in Deviya Kurchi village rehabilitation centre which we are doing for the past 23 years. 102


They have given rupees 9000 worth of autoclave and with the SS bin and again they gave one patient Jamuna ten standard student who got gold medal in Delhi for Malliyutha Poti ₹20,000/- for equipment to get. We are very very happy about it. And our Women's Wing conducted for municipal workers Cancer Cervix, Breast Cancer Cervix and pap smear for 150 patients there. Chennai South Dr. Sheetha Lakshmi, in the beach resorts for the fishermen families. She has conducted a very big camp with other service organizations. Erode IMADr. Senthil vel is conducting project. In Villupuram IMA Dr. Soundarajan along with Dr. Thirumavalavan, they are conducting their project. I have to convey my thanks to Dr. K. Prakasam who honored me on 8th for women's day celebration. I gave a speech in Swami Vivekananda Medical College Hospital and a research institute regarding the women's empowerment. Kumbakonam Dr. Sambasivam is conducting for breast feeding awareness regularly. Kancheepuram Dr. Manoharan is doing lots and lots of projects in the villages. This for a factory worker, they have conducted a camp and cleared their doubts. Namakkal Dr. Mallika, nearly about 30 schools, she conducted medical camp within three months and conveyed awareness regarding menstrual hygiene everything to them. SRM Irangalur IMABranch president Dr. Balasubramaniam has done a very good job last year and he received nearly about eight to ten awards for that and Trichy IMA Dr. Gomathi has conducted camp and she did a great thing to the old age home. Trichy Musiri Kulithalai gave gifts to the old age home. Thirunelveli Medical Camp was conducted. Our sincere thanks to Dr. R. Palanisamy, Past State President 2022, Inaugurated this project and nearly 60 IMAbranches conducted the above and received awards in the conference. Our sincere thanks to Dr. T. Senthamil Pari, Imm. Past State President for having conducted this project “ Makalai Nadi Maruthuvar” last year and achieved his goal by conducting the project in hundred villages. This year our Dr. K.M. Abul Hasan, State President, has one main project JEEVAN BLS program. I request all our IMApresidents and secretaries to conduct this project in all villages in their areas, let it be a medical, educational or a community or social service, they should give first priority to JEEVAN BLS program. This is my humble request only and we will raise the name and fame of our IMA. REPORT OFACADEMIC COMMITTEE BYDrSasiraj: Dr. V. We did zoom meeting in the month of January and two topics were discussed on mental wellness and physical wellness around 423 doctors attended that meeting. In February we had a Zoom meeting on frequently asked questions in Hypertension by Dr. M. Chenniappan. It was a two and a half hours program and 600 doctors attended the meeting. Plans for the coming years is that we want to conduct this Zoom meeting monthly or bi monthly and we want to conduct physical education meeting also in the four zones. Whenever it is possible to develop a platform for under and postgraduate medical students to present their academic works and Journals. BREAST FEEDING PROMOTION COMMITTEE BY Dr. G. SAMBASIVAM, CHAIRMAN The single most cost-effective intervention to minimize infant mortality, neonatal mortality and maternal mortality is the Breast Feeding promotion. So, we have to promote the Breast Feeding and for last 20 years we are conducting in Kumbakonam. Friday and Wednesday in Primary Health Centre's and Private Nurses weekly class throughout our state are done. 88 online classes, Nursing Homes, Private Hospitals & Nursing Colleges reached 20,000 patient population, outside Meeting 25,000 public, online 15,000 people actively were involved. This will increase the image of IMA & I request all hospitals through NHB to observe breast feeding awareness week from august 1 to 7. More than 99% of deliveries are occurring in institutions both in government hospital and private hospitals. Irrespective of the mode of delivery, they can feed the child immediately after delivery. This is not happening. We have to motivate the people. We have to involve the pediatricians, physicians, neonatologists as well as anesthetists. So every people should come together, not only doctors, even paramedical people also can do the work. I would like to sponsor zone wise awards for the best activity done. REPORT ON CONSTITUTIONAL AMENDMENT COMMITTEE BY Dr. S.S. SUKUMAR, CHAIRMAN The Constitutional Amendment Committee was conducted on 29.02. 2024.The president will come and he pointed out two things. One, separation of FBS scheme from PPLSSS and district coordinators vacancy problem was addressed by constitution committee and suggested that it can be continued in PPLSSS. Now the state council has decided that it can be separated from PPLSSS and regarding the district coordinators even NHB had asked. The NHB, FSS and PPLSSS Secretary and Chairman are eligible to appoint any member from a District with the consent of the State President and the State Secretary for the vacant District Coordinators. Need not call again for any election as was decided in the Constitution Committee. Dr. S.S. Sukumar, IMA Past State President : Past Secretaries can contest for the Trust post in FSS? After discussion it was decided NO by the council. Dr. S. Kanagasabapathy, IMA Past State President: Constitution Amendment can be done only once in 3 years. REPORT OFLEGALCOMMITTEE BYDr.S.KANAGASABHAPATHY, CHAIRMAN The legal committee is for the purpose to enrich the knowledge among the IMA members that, not only covers the medico legal problem but also Consumer Protection Act, PCPNDT Act, minimum wages, Labor act, cosmetic Act & so many similar things. We conducted one online program & in the subsequent month also, we will plan a date and we will announce the conduct of a CME program on Consumer Protection act. Subsequent months we will plan a topic on PCPNDT. We will decide and conduct an online Webinar once in a month. We have planned along with the PPLSSS scheme to conduct a two-day conference or seminar probably in Trichy and it was approved by the Council. REPORT OFFINEARTS COMMITTEE BYDr. B. KOSHALRAM, CHAIRMAN Respected Dr. K.M. Abul Hasan, State President, Secretary Dr. S. Karthick Prabhu and Dr. S. Gowri Shankar. As priorities are placed on mental well-being of doctors & we saw how the mental committee is functioning, Fine arts in one-way doctors can distress as stress is very common among medical professionals. In one-way sports and fine arts is one way where doctors can distress themselves. Fine arts committee, Dr. S.K. Anoop, Dr. Navarathanasamy and the committee members, we have formed a logo for this year. All the events will happen online for the first few months. This online events, we started with the Pongal Vizha in which we had close to around 60 entries. We are celebrating the International Women's Day and we've been receiving multiple entries. We had something called a voice that matters, Just a minute, Talk on women empowerment, the most impressive speech. We had a painting competition with slogan on women empowerment and we have been receiving entries. Then subsequently we will have a singing competition in month of April and May we have the World Laughter Day. We thought all these events will be online. We'll highlight particular days like the No Tobacco Day in which we can really bring out some facts and stress the public by which way we can bring good image also. The online competitions are being held every month and the finals will be in September and November. We had the photographic contest during Pongal day and we received many entries from various branches. Few branches like Tirupur had maximum entries even for the photographic contest. They had sent around 12 to 13 entries for it. There was also a Rangoli contest and for this there were close to around 60 entries, out of which nearly 45 entries were from Tirupur and we had a very beautiful rangolis which were displayed celebrating the occasion of Pongal. 105


MENTALHEALTH COMMITTEE BYDr. PRANESH. Under the able guidance of Dr. K.M. Abul Hasan, State President, Dr. S. Karthick Prabhu, Hony State Secretary and Dr. S. Gowri Shankar, Hony State Finance Secretary I think we have implemented this pet project. Around twelve to 15 psychiatrists actually are coordinating the helpline group. Till now 25 to 26 calls received from various states including Tamilnadu. Personally, I myself address five to six students. Most of the students are having issues like financial issues. Because of depression they are having difficulty in decision making. Those kinds of issues are major issues. They have been addressed by the psychiatrist and some students are getting subsequent follow up. REPORT OF ORGAN DONATION COMMITTEE BY Dr. V. RAJESH BABU, CHAIRMAN The new emblem of the organ donation committee was released. We request all the Branch President, Secretaries to conduct organ donation awareness meetings in medical colleges and nursing colleges and engineering colleges in their area. We request state office to send email on our programmes & state secretary assured to add in the president secretary group. The handout was given and my suggestion is that all the branch of office bearers to please print the same with your office logos and issue into the region and to increase the awareness. If a person with the brain dead donates the organ, the local, the branch IMA office barriers to meet the relatives during the funeral or after in their home and thank them by giving a citation. They can do it so that the awareness will increase more like the state government is doing. In all the IMAmeetings, small request to all the office bearers, minimum five minutes to be allotted to talk about the organ donation from the power point about the organ donation. If there are any organ transplant facilities in the branch, request them to talk about their experience during the month. If not available, they can invite the nearby branch office bearers to give the talk. Show the waiting list of the organ necessity to obtain the list from the transtan and show it in all the meetings. To observe 1 minute silence for the brain-dead donors who have donated the organs. In this way we can increase the awareness. As an example, in Erode IMAWomen Day celebration, they have done this. They felicitated the kidney donors. These are all the ways to increase the awareness about organ donation. The awards can be given to the branches with maximum donor registration in our website. Another one is to the branch that is conducting maximum donor awareness meetings to be given award during the state conference. QUESTION HOUR: From IMA Gudiyatham :On Quackery Eradication, we want to tell emphasise in every IMA local meeting we should spend minimum ten minutes with all members to tell about any quack in and around their places, because they are well aware about that. Then we will discuss to the Antiquackery team in the local IMABranch. 106

I personally invite for the TIMACON Conference 2024 which is going to be heldat Salem Theerthamalai Goundar Thirumana Maaligai on December 14thand 15thfollowed by State Council Meeting. I request all the members to register in maximum numbers. Today we have started our early bird registration at this State Council Meeting. We want cooperation from all the members to conduct the conference in a magnificent manner. I thank all the members of the IMAGudiyatham branch for the excellent arrangement for this State Council Meeting. President and Secretary appreciated, Gudiyatham IMA for their wonderful arrangements. INDIAN MEDICAL ASSOCIATION – TAMILNADU STATE BRANCH RESOLUTION PASSED IN THE 320th STATE COUNCIL MEETING HELD ON 17th MARCH, 2024 – 9.30 am AT HOTEL HILLS, YELAGIRI HOSTED BY IMA GUDIYATHAM BRANCH 1. The minutes of 319th State Council Meeting is resolved to be approval by the State Council Members unanimously, as proposed by Dr. K. Prakasam and seconded by Dr. T. Sadagopan 2. The statement of accounts for the months from October to December 2023 is approved and adopted unanimously by the members of 320th State Council, as proposed by Dr. L.V.K. Moorthy and seconded by Dr. R.M. Krishnan. 3. Ratification of New Branch – IMAChennai Taramani VHS Branch is resolved to approved and passed by the State Council Member unanimously, as proposed by Dr. M. Balasubramanian and seconded by Dr. A.K. Ravikumar. 4. Formation of New Branch – IMA Chinna Salem Branch is resolved to be approved and passed by the State Council Member unanimously, as proposed by Dr. K. Thangamuthu and seconded by Dr. K. Selvam. 5. Branch Rename – IMAChennai Perambur Branch is resolved to be approved and passed by the State Council member, as proposed by Dr. S.S. Sukumar and seconded by Dr. S. Damodaran. 6. A resolution is passed unanimously by the State Council to sell the Guest Houses (JVL Plaza Teynampet and Chetpet), Pallavaram House and to buy a single property near Airport. 7. The 320th State council unanimously approves online portal of payments for CME Programmes as proposed by Dr. S.S. Sukumar & seconded by Dr. M. Elangovan. 8. The state Council passed unanimously that any property purchase should be in the name of IMA branch only and not by individual or other names. All the members of the branch are equally eligible to use the property. 9. The 320th State Council approves NHB to pay ₹20 lakhs in 2 Instalments as legal contribution to IMAHeadquarters and HBI for impleading towards scientific rates and against the proposed CGHS rates if delayed by the State Government. 10. The 320th State Council approves IMAto Legally implede directly if required ,towards fixation of scientific rates as & when such need arises. 11. Considering the request and service of Dr. K. Thangamuthu and to maintain the image of the PPLSSS, it is decided to waive off the amount ₹ 10 lakhs paid to the hospital in Erode, as a onetime measure. 108
